FCT: Public toilets not shelters for hoodlums – Association

The Public Convenience Maintenance Association (PCMA), Federal Capital Territory (FCT), has denied claims alleging misuse of public toilets as shelters by hoodlums in the nation’s capital.

The Secretary of the association, Malam Usman Umar, stated this in an interview with the News Agency of Nigeria (NAN), on Sunday in Abuja.

Umar said, ” The attention of the association has been brought to a recent report in one of the national dailies alleging misuse of public toilets as shelters by hoodlums.

” The reporter claimed to have visited some public toilets at Area 1 Roundabout and Lugbe close to car wash, alleging that belongings of hoodlums in different bags were seen within the facilities.

” We firmly deny these claims. We want to emphatically state that our inspections haven’t revealed any evidence supporting the reported concerns.”

Umar said that the association would continue to maintain its commitment to providing clean and functional public toilets.

This, according to him, is with a view to eradicate open defecation by year 2025 inline with Presidential Executive Order 009 throughout the FCT.

He reiterated that the association was committed to collaborating with relevant authorities to ensure the safety and proper use of public facilities in Abuja.

Umar said, ” We encourage anyone with real information about misuse of public toilets to contact us directly.

” We also restate our appreciation for the government’s initiative (Presidential Executive order 009) to build public toilets and eradicate open defecation.

” The association uses this opportunity to express its satisfaction with the leadership style of the FCT Minister, Nyeson Wike; the Minister of State, Dr Mariya Bunkure and Executive Director of FCT Rural Water Supply and Sanitation Agency (RUWASSA).

” We are also grateful to the Abuja Environmental Protection Board (AEPB), the FCT Commissioner of Police, Director of DSS and other security agencies for their hard work to secure the lives of FCT residents and keep Abuja clean.” (NAN)

FCTA marks 500 structures for demolition along Karmo – Dei-Dei road corridor

The Department of Development Control, FCT Administration (FCTA) has served 24-hour demolition notices to operators of illegal markets and shanties along Karmo – Dei-Dei Road corridor.

The News Agency of Nigeria (NAN) reports that over 500 illegal structures and shanties, sitting on the road corridor have been marked for demolition.

Mr Garba Jibril, the Sector Monitor and Assistant Director in the department who led the exercise in Abuja on Monday, said that the affected owners have been served with several notices.

Jibril added that the Director of Development Control, Mr Mukhtar Galadima, had held a sensitisation meeting with the stakeholders.

He explained that demolishing the illegal structures was necessary because they constituted nuisance on the road in addition to heavy traffic, especially on their market days.

He added that their activities were equally emitting environmental hazards, which the FCT Administration frowned at.

The team lead also disclosed that the FCTA had awarded a contract for the construction of Life Camp – Dei-Dei Road.

He, however, said that the traders’ continuous stay on the road corridor was preventing the contractors from moving to site.

According to him, the 24-hour notice is not to be played with and those who refused to comply will have themselves to blame.

He also said that the traders have been asked to move to the designated market called Karmo Market, adding that the market was fully developed and equipped with necessary facilities.

“But the traders have been reluctant to move.

“We have had several meetings with the relevant stakeholders including traditional leaders in the area to get them to move but they remained adamant.

“We equally held a meeting with the traders and the new market operators, who promised to give the traders some incentives to be able to accommodate them in both the informal and the main shops.

“We are hoping that after the demolition, there will be a successful relocation from the road corridor to the main market.

“This will not only maintain a serene environment, but also ensure free flow of traffic in the area,” Jibril said. (NAN)

Streetlight: Contractors attribute darkness in FCT to vandalism, power outages

Mr Festus Ugwegbu, Legal Secretary, FCT Streetlights Maintenance Contractors, has attributed the darkness experienced in parts of the Federal Capital Territory (FCT) to vandalism and power outages.

Ugwegbu told the News Agency of Nigeria (NAN) on Sunday in Abuja that the streetlights were properly maintained, functional and ready to shine, but for power outages and acts of vandalism.

“The major problem with streetlights in the FCT is constant power outages and load shedding by the Abuja Electricity Distribution Company (AEDC).

“Furthermore, there is a high rate of vandalism, as mentioned, which obviously affects the total cost of contract execution.

“Otherwise, the streetlights are always active and ready to shine,” he said.

The legal secretary debunked reports in a section of the media that the darkness experienced in parts of the FCT was due to laxity on the part of the contractors.

He said despite failed appeals to the FCT administration to review their two-year contract as a result of inflation, the contractors have continued to optimally deliver on their responsibility.

“To put the record straight, the contract was awarded in August 2022, and it is expected to end by July 31, 2024, with a fixed contract rate from inception, irrespective of inflation and the hike in prices of materials and labour.

“Nevertheless, we have been delivering our assigned responsibilities despite failed appeals to the FCT for a review of the contract, and price variation to reflect the effects of inflation on the cost of executing this project,” Ugwegbu said.

According to him, the fact that the contractors are still being owed has not deterred them from meeting their contractual agreement.

He said the long term solution to the issue was to have a dedicated and independent power source to power the streetlights.

“As professionals, the solution to the problem of darkness in FCT is to provide a dedicated and independent power source to serve and support the illumination of our streets.

“Steps should also be taken by the FCT administration to ensure that areas not currently under the purview of any contractor is duly awarded to an eligible contractor for maintenance and security,” he said. (NAN) (www.nannews.ng)

2024 Hajj: NAHCON’s advance team departs for Saudi, Sunday

The National Hajj Commission of Nigeria (NAHCON) says a group of 43 Advance Team of the commission will on Sunday depart Abuja for the Kingdom of Saudi Arabia to mark the commencement of the 2024 pilgrimage.

Malam Mousa Ubandanwaki, Deputy Director, Information & Publications, Division, NAHCON, made this known in a statement on Saturday in Abuja.

The News Agency of Nigeria (NAN) reports that the commission had scheduled May 15 for the inaugural flight for the 2024 hajj.

Ubandanwaki explained that the team made up of 35 NAHCON officials and eight Medical Personnel would be in Saudi Arabia for the final preparation to receive the first set of Nigerian pilgrims from Kebbi State, who would be arriving the Kingdom on May 15.

He said that the Executive Chairman of NAHCON, Malam Jalal Arabi, while addressing the team urged them to live up to expectation by discharging their duties in accordance with their mandate.

Arabi noted that the performance of the team could make or mar the success of the exercise.

” You are the first point of call or contact with the pilgrims. Their impression and perception of your action or activities will go a long way towards assessing the commission.

“If you get it right, we get it right and on the contrary, if you get it wrong, the rest will just be about crisis management.

“Therefore, you must be up and doing in order to earn our reward here and that of Allah in the Hereafter, for treating His Guests well.

“They are the reason you are there, so at every point in time, make sure you attend or treat them with courtesy and respect,” he said.

Arabi, however, warned that the commission would take drastic step against anyone who may be reported to have deviated from the rules of engagement.

The NAHCON boss stated that he would not hesitate to recall any staff accused of dereliction of duties.

He further called on them to “take the admonition seriously” stressing, “the bar has been raised and the expectation is high”.

” You have been carefully selected because of the trust we have in you and as such, you need to brace up.

” Laxity and procrastination will not be tolerated.”

Arabi also stressed the need for the medical personnel to respect their patients and pilgrims ” on whose essence they were going there.

Responding on behalf of the team, Alhaji Ibrahim Mahmud, who is the Madina Coordinator, expressed appreciation to the management for the trust and confidence reposed in them.

He assured of their determination and readiness to make this year’s hajj more successful than the previous years.

“We will ensure that pilgrims get value for money and also do everything possible that pilgrims perform their Hajj rites without hitches Insha Allah.”

NAN reports the team is to organise and coordinate the reception, accommodation, feeding and transportation, health and general welfare of the pilgrim held in the Holy land throughout the Hajj period. (NAN) (www.nannews.ng)

The Havel Corporate Concept, an affiliate of ioSafe Nigeria, has unveiled projects designed to transform Abuja into a smart city.

The Chief Executive Officer of the organisation, Dr Ahmed Badanga, unveiled the projects at a media briefing in Abuja on Friday.

Badanga identified the projects as Abuja Smart City Project and Abuja Residents Smart Card Project.

He explained that the Abuja Smart City Project, which would be implemented in collaboration with critical stakeholders, would make governance, transport, tourism, health, business, and homes smarter.

The. CEO said that the team would explore a Public-Private-Partnership, not just on financial agreements but also in the sharing of expertise, risks, and rewards, in pursuit of mutual and public interests.

He said that the smart city project was tailored-based on local peculiarities, people, and the current state of Abuja city, as against the practice of allocating land to build a smart city within a city.

“We are blending global standards with our unique Abuja identity, utilising, and leveraging existing infrastructure, technology, and services within and outside Abuja metropolis,” he said.

According to him, the goal is to transform Abuja to a smarter, faster, and reliable service provider, and a city where technology and innovation meets hospitality.

He said that the project, when completed, will facilitate real time access to service and transaction via internet, artificial intelligence and customised mobile application tagged, “Abuja Smartcity App”, a one stop shop.

This, according to him, will improve the quality of life of Abuja residents.

“The project is designed to redefine Abuja city, where services are provided smartly by unlocking the potentials of the city to allow people to live, explore, work with ease, and relax pleasantly.

“This is in line with the Sustainable Development Goals 11, which seeks to make cities inclusive, safe, resilient, and sustainable,” he said.

He explained that the project would be built in phases, based on existing structures by adopting local content that focused on customer support systems.

He added that the project would rely majorly on technology, particularly internet, Wi-Fi, voice services, fiber optic infrastructure, and satellite services available in the city among others.

“This will create Abuja, where all activities and responsibilities are interconnected with an array of sensors and data collectors, distributed throughout the city, and monitored centrally,” he added.

On the Abuja Residents Smart Card Project, Badanga said that the digital biometric database was designed to drive the Abuja Smart City vision to reality.

He said that the proposed card would have basic features of e-payment and biometric data to enable the holders to access government, security, financial, and transportation services.

According to him, efficient public services are not possible without a resident smart card and digital database.

“The idea of the smart card is to build a reliable database of all residents of Abuja to support the proposed smart city.

“This will enhance an effective and realistic ecosystem for planning, especially in the provision and delivery of social services and amenities.

“This is critical, considering the continued influx of migrants seeking economic opportunities and better life, thereby, increasing the city population with implication on social services, infrastructure, and security.”

To ensure the success of the projects, Badanga said that the organisation would carry out an extensive awareness campaign toward building smart people, to access smart services, in a smart city.

He disclosed that Vice President Kashim Shettima would officially unveil the Abuja Smart Strategic Road Map, during the 2nd edition of the Nigeria Data Expo and Conference scheduled for July 23, 2024. (NAN)

FCTA inducts desk officers to improve service delivery in schools

The Federal Capital Territory Administration (FCTA) has inducted desk officers to improve service delivery across FCT public primary and secondary schools.

FCTA Head of Civil Service, Dr Udo Atang, said during the induction in Abuja, that the move was part of ongoing efforts to deliver quality services to residents of Abuja.

Atang, who was represented by a director in his office, Mrs Funmilayo Kayode, described the initiative as a crucial milestone in the administration’s efforts to transform the education sector.

This, according to him, will make FCT schools more competitive.

“The new desk officers are expected to be at the forefront of improving services in FCT schools.

“They will play a critical role in realising the vision of establishing a world-class city where quality services are accessible by all.

“This is a significant step in the FCTA’s commitment to strengthen good governance through improved education service delivery in FCT schools.”

He urged the desk officers to be dedicated to their duties, while reiterating the FCTA’s commitment to recognising and rewarding hard work and excellence.

“The Annual Staff Recognition and Award is one of FCTA’s ways of recognising hard work. I, therefore, urged you to distinguish yourselves and you will be recognised and rewarded,” he said.

Mrs Nnenna Akajemeli, National Coordinator and Chief Executive Officer, SERVICOM, emphasised the importance of continuous capacity building to ensure quality service delivery.

Akajemeli urged the FCT Administration to fully support service improvement processes in schools to reap the benefits of quality human capital.

“This will be achieved through training and retraining of staff, to ensure sustained quality service delivery and effective management of customer experiences,” she added.

In his remarks, Mr Prosper Ibe, the Permanent Secretary, FCTA Education Secretariat, described the induction as a milestone in the ongoing efforts to elevate the quality of education in the FCT.

He encouraged the desk officers to uphold the principles of accountability, transparency, and integrity. (NAN)

We will deal squarely with land grabbers – Wike

The Minister of the Federal Capital Territory (FCT), Mr Nyesom Wike, says the FCT Administration will deal squarely with land grabbers, no matter how highly- placed.

Wike gave the warning when officials of the Real Estate Developers Association of Nigeria (REDAN), FCT Chapter, visited him in Abuja on Thursday.

“Land grabbing is not new. Some of your people are part of it, some staff of FCT are part of it.

“As a government, we will do all we can to see that we deal squarely with anybody that is involved, no matter how highly- placed he or she might be.

“It is  a terrible situation we found ourselves in. People grabbing land; people illegally acquiring land, just for the purpose of becoming rich overnight,” the minister said.

He pointed out that everyday ,people write  the FCTA, demanding for land allocation to develop a certain number of houses in the city.

He, however, said that many people were doing that just to obtain a land title and at the end of the day, nothing was developed.

“They will do all they can; take our land and sell it to people for development.

“For me, that is not helping us to reduce the housing deficit, no. That is just a way of taking government land and enriching yourselves at the expense of the government,” he said.

The minister added, “Yes government cannot sell land, so why will the government give out land for the purpose of housing estate and then you are selling the land?

“The government can as well sell the land itself if that is the case.”

Wike said that to address the challenge, the FCTA had decided that developers must show financial capacity before land would be allocated to them in FCT.

He added that a reputable commercial bank must also write an undertaking that the developer has the financial capacity for such development.

“Two, you will write an undertaking that the project will commence and be completed within a specified time without any condition attached to it.

“Three, that failure to develop the land, the government is entitled to take back its land. It does not matter what form of development you are putting there.

“If that is done, then we will be convinced and give you our land allocation with proper documentation,” he said.

He said that the  measures were necessary to ensure that developers do not steal from the government in the name of development.

The minister said that there were currently over 1000 litigations in different courts over land matters, with kore being recorded on daily basis.

The minister also berated real estate developers for not meeting up to their obligations to the government, particularly in the payment of taxes relating to land.

“Even when you sell your properties, you don’t remit part of which belongs to the government.

“So, I want to partner with you but on good faith, not partnership that one party would be detrimental to the other, no. It has to be mutual and symbiotic,” Wike said.

Earlier, REDAN Chairman, Dr Ehikioya Okoruwa, assured Wike of the association’s readiness to partner the FCTA to bridge housing deficits in the territory.

Okoruwa said that to that end, the association planned to build 15,000 houses.

He further said that REDAN would invest N262 billion in the housing sector, adding that the FCTA would gain a lot  if they supported the project.

Okoruwa  said that REDAN was working with security agencies to address land racketeering, emphasising the association’s commitment to ethical practices and accountability.

“This meeting sets the stage for a potential partnership between the FCT Administration and REDAN, but with clear terms and expectations for accountability and transparency,” he said. (NAN)

FHA seeks partnership with FMBN to deliver affordable housing

The Federal Housing Authority (FHA), has sought the partnership of the Federal Mortgage Bank of Nigeria (FMBN) to deliver affordable housing to Nigerians in the bid to address the spiralling housing deficit.
The Managing Director and Chief Executive of FHA, Oyetunde Ojo, made this known during a courtesy visit to the Managing Director and Chief Executive of FMBN, Shehu Osidi in Abuja.
According to Ojo, there has been a very good relationship between FHA and FMBN, adding, ”it is obviously so because of FHA’s mandate to build houses and FMBN’s mandate to make finance available.
“Our job at FHA  is to look for land and to build for Nigerians. We are very happy that since the inception of these two,  FHA and FMBN, we have  been on good terms,  so we are going to see a good synergy  for a better Nigeria.
“Let us come together. See us as partners in progress that wants a good development for Nigeria and for both of us to carry the mandate of the Renewed Hope Agenda of Mr  President Bola Tinubu in the area of delivering houses for people.
“However, it is not just about delivering houses. It is also about delivering affordable houses, for Nigerians to live in and in doing that, a lot is involved.’’
Ojo said that social housing could only be provided with government funds.
He, however, said the best way for FHA to go since it has been out of  appropriation since 2002 was to leverage other means to deliver affordable housing, thus the meeting with FMBN.
Ojo said that the management of FHA had been to 23 states so far in the quest to provide affordable housing for Nigerians  and the good thing was that governors had made some promises of free lands.
He said, ”Once the state governments give FHA the off-takers(lands) , part of the requirement was to have a mortgage bank to stand for the off takers.
”But that is yet to happen and that was what initiated the meeting with FMBN.”
Ojo urged FMBN to support FHA, adding, “I have checked through history and seen that we have been making loan repayments and we have also ensured that our books are opened between us and FMBN.
“In doing so, we are here to ask for more because very shortly Nigerians will soon enjoy a housing revolution, but we need your  support critically to make these things happen in line with the president’s mandate.
“It is not about FHA nor FMBN, see it that it is about Nigerians and our collaboration and partnership will be able to go a long way.
“ I can assure you that the lands are available all over the country as we speak  in 22 states already not application given,  minimum of 50 hectares some 100 some 150  what is needed is finance for development .’’
Responding, the CEO of FMBN, Shehu Osidi, commended the FHA team for the initiative, adding that a collaboration between the duo was the best thing that can happen to the housing sector in Nigeria .
He said, “FHA as an institution has the largest land bank in this country and the FMBN  is the only institution in this country that can also offer mortgages in single digit.
“That means it is a synergy that nobody can beat and that strategically places our two organisations on the front burner and the best that we can do is to collaborate to pursue the same objective. ‘’
Osidi said that the FMBN would continue to provide mortgages in order to actualise the vision of the president in the housing sector.
He said that the FMBN was making an effort to complete all its outstanding housing estates located in different parts of the country and ensure they are taken.
Osidi added, “Going forward ,we are introducing a lot of professionalism and diligence in the identification of locations for our new projects.
“The profiling  and selection  of potential off takers to ensure that only those with ability and capacity to repay their mortgage loans are offered mortgages  is key.
“We are creating easy access to our various products and our processes will be seamless for people to get their mortgages approved and get houses .’’
Osidi welcomed the partnership and commended the FHA mortgage for not owing and always on track to deliver its mandate on time (NAN)

Wike cautions Apo Village traders against protesting without following due process

The Minister of the Federal Capital Territory (FCT), Mr Nyesom Wike, has cautioned traders in Apo Mechanic Village against arbitrary protests without following due process.

Wike gave the warning while responding to the traders, who besieged the entrance of the FCT Administration Secretariat in Abuja on Thursday.

The traders had explained that the protest was to push the minister to sign the 2015 lease agreement with the FCTA to enable them to move to their permanent site at Wassa District.

Wike, who described the action as attempted intimidation, berated the protesting traders for not writing to his office to discuss the delay in implementing the lease agreement.

The minister said that there was no basis for the protest, alleging it might have been sponsored by unknown persons.

“Is this the way you support the government by barricading the road and obstruction of traffic without informing me of anything?

“You never wrote to me that you want to see me, and we refuse to see you.

Then what you will do is to wake up in the morning, barricade the road, barricade the gate and then you are saying you are supporting me?

“Then I don’t need your support.

“What I don’t like is intimidation. If you have a problem, channel your problem to me and if I don’t solve it, then you can take another step,” the visibly furious minister said.

Wike pointed out that the lease agreement was entered into in 2015, adding that ministers have come and gone without the traders taking any step until now.

He asked the traders to go back and follow the due process to solve the problem.

“What you should do is write that you want to see me, then we will sit down and talk. I am not one of those ones anyone will come and intimidate.

“Barricading the road is what I don’t like. People coming to tarnish the image of government is not right when we can sit and dialogue.

“If the government had promised to give you land then I will look at the papers,” he said.

Earlier, the Chairman of the traders’ association, Mr Chimezie Ife, said his members were tired of waiting since 2006 to be allocated their permanent business environment, alleging that they have spent over N100 million.

Ife explained the old Apo Mechanic Village was demolished in 2006, adding that the traders were promised a permanent location which never came.

He further said that the traders applied for land in 2011 but it was still not allocated despite the incurred expenses.

According to him, the protest was organised with the hope that Wike will help to address the lingering issue. (NAN)

FCT-IRS seals school, hotel, others over tax evasion

The Federal Capital Territory Internal Revenue Service (FCT-IRS) has sealed Residency Hotels, a school and three business premises in the capital city for tax evasion.

The FCT-IRS acting Director, Legal Services, Mr Festus Tsavsar, who led the enforcement team, explained that the closure of the premises was in line with a Court Order obtained by the IRS.

The school and business premises are Deo Gratias International School, Rural and Urban Homes Ltd, Trevari International Company and Phenomenon International Company.

Tsavsar explained that the hotel and businesses premises contravened FCT tax laws by refusing to file their annual returns, in spite of issuing several notices, including a court summons.

“Today we went out to execute the Court Orders, which ordered the FCT-IRS to seal off the premises of defaulting taxpayers that were brought before it.

“We have been able to effectively comply with the court order by sealing off the premises as directed.

“We went to Deo Gratias International School located in Games Village, Kaura, and sealed it off.

“The offence they committed was refusal to file their annual returns in spite of many notices, including a Court Summon but the school management refused to comply.

“We are at their premises and the management refused to attend to us; and refused to open their doors, in spite of many calls for them to do so to enable us to enforce the court order,” he said.

Officials of FCT-IRS sealing off Gratias International School, who allegedly changed its name to DGIS College in Games Village for tax evasion in Abuja on Thursday.

He expressed concern over the continued refusal by the school’s management to comply with the tax law.

According to him, the action is simply tax evasion which is a criminal offence.

He added that to worsen the case, the management had changed their name to DGIS College to evade tax payment.

“This is also a criminal offence.

“The school has not been paying their taxes at all and also refused to file their annual returns since establishment,” he said.

From the school, the team proceeded to Residency Hotels, No. 4, Port Harcourt Crescent, Area II, Garki, where it was also sealed for not filing annual returns.

“From there we went to seal off Rural Urban Homes ltd in Utako and two business premises residing in Transcorp Hilton, Abuja, namely Trevari International Company and Phenomenon International Company,” Tsavsar said.

He warned the affected business owners against any attempt to unseal the premises and advised them to go to the court to obtain a court order before they could do so.

“If they go against the Court Order and unsealed the premises by themselves, they have committed a criminal offence, and the court will order their arrest.

“They will be prosecuted in line with the tax law, particularly Section 81 of Personal Income Tax Law and upon conviction they will be jailed for six months in addition to a fine,” he added.

Tsavsar equally warned that FCT-IRS would go after all tax defaulting companies and individuals, and advised taxpayers to comply with existing tax laws, pay their taxes and file their annual returns. (NAN)
