Solid minerals ministry achieves 90% PMS onboarding

The Minister of Solid Minerals Development, Dr Dele Alake, says 90 per cent of staff have been onboarded to the Target Setting System (TSS) platform.
This is under the Federal Civil Service’s Performance Management System (PMS), aimed at improving productivity, accountability, and service delivery across MDAs.
Alake disclosed this when he received the 36 Heads of Service, including that of the FCT, during a study visit to the ministry on Tuesday in Abuja.
The visit aimed to assess the implementation and effectiveness of the civil service’s Performance Management System (PMS).
The PMS is a strategic tool introduced to replace the outdated Annual Performance Evaluation Report (APER) for better civil service efficiency.
It forms part of the Federal Civil Service Strategy and Implementation Plan 2021–2025, known as FCSSIP 25.
Alake said the TSS platform has improved efficiency in operations across the ministry significantly.
He explained that the system allows staff to be registered, trained, and monitored digitally for performance tracking.
“We have successfully onboarded over 90 per cent of our staff with clear Key Performance Indicators (KPIs).
“These KPIs are aligned with national development goals, enhancing efficiency in licensing, revenue, and investor relations,” he said.
He said this initiative, alongside the ministry’s seven-point agenda, boosted revenue from N6 billion in August 2023 to N38 billion in 2024.
Digitisation of licensing and sector operations helped block leakages and strengthen revenue processes across the ministry.
“We also launched aggressive marketing to raise public and investor awareness of Nigeria’s mining potential,” Alake added.
He stressed that Nigeria’s mineral wealth can surpass oil revenue if fully harnessed with proper coordination.
“As the world shifts from fossil fuels to green energy, solid minerals are key to powering this global transition,” he noted.
He said Nigeria must sanitise its operating environment to harness these resources and become competitive globally.
He added that digitisation and PMS integration have significantly advanced the sector’s development and transparency.
The ministry, he said, is aligning individual staff goals with its broader mandate for effective governance.
Other key areas include investment promotion, sustainable mining, and enhanced staff performance monitoring using tech tools.
The ministry has also introduced regulatory and sensitisation programmes to ensure compliance and staff ownership of reforms.
According to Alake, feedback and supervision mechanisms have also been strengthened for ongoing performance improvements.
Responding, Nigeria’s Head of Service, Dr Didi Wilson-Jack, commended the minister’s openness and commitment to the PMS implementation.
Wilson-Jack was represented by Mrs Patience Oyekunle, Permanent Secretary, Service Welfare Office, Office of the Head of Service.
