Works ministry unveils initiative to boost accountability, transparency

The Federal Ministry of Works on Thursday unveiled the Performance Management System (PMS) aimed at driving effective service delivery, promoting accountability and transparency.
The Permanent Secretary in the Ministry, Mr Yakubu Kofarmata, said during the inauguration of the PMS that it was one of the six pillars of the Federal Civil Service Strategy and Implementation Plan (FCSSIP) 2021-2025.
According to Kofarmata, the plan consists of six major pillars which included the PMS.
“Today’s event marks an important step in our Ministry’s commitment in the implementation of FCSSIP2021-2025, for the enhancement of performance, transparency, and accountability in Governance for an improved service delivery.
“Thursday of every week has been designated as PMS Day where employee performance will be reviewed, assessed, and improved upon the Ministry’s ongoing tasks and projects.
“This initiative is designed to ensure that we remain aligned with our goals, monitor our progress, and address any challenges promptly, thereby ensuring an improved performance.
“Performance management is a systematic process that enables organisations to achieve their strategic objectives by aligning individual and team performance with organisational goals”, he said.
Kofarmata said the PMS was a continuous cycle of planning, monitoring, evaluating and improving employee performance to drive business success.
He said the key components included: goal setting, performance monitoring, evaluation and development planning.
The Permanent Secretary said the ministry would benefit from the new system in terms of improved productivity as employees’ efforts would be aligned with organisational priorities.
Kofarmata also said the system would enhance employee engagement through regular feedback and coaching as well as boost motivation.
He further said talent retention would be enhanced because there would be development opportunities to foster loyalty and growth.
He said it initiative would also encourage decision-making from data-driven evaluations to inform promotions, compensation and terminations.
He said that the Ministry of Works keyed into the initiative in its desire to implement the PMS developed the appropriate Standard Operating Procedure (SOPs) for all departments.
“Permanent contract has been signed between the Permanent Secretary and Directors/Heads of Units as well as uploaded the Performance Contracts of all Staff in the Headquarters.
“Presently, the total number of users on the ministry’s dash board stood at 962 staff and 822 staff have signed their performance contract and the number of staff that has assigned supervisors stood at 457.
“Appraisal had already commenced and still ongoing. I encourage all of us to fully queue in the process with dedication”, he said.
Kofarmata challenged the members of staff on consistently shared responsibility to deliver quality and excellence service to drive the Ministry’s vision and mission..
Earlier, Mr Aliyu Abdullahi, Director, Human Resource Management (DHRM), said the PMS Day inauguration was aimed at drawing attention to what PMS is all about.
Abdullahi said the performance assessment of Civil Servants would now be done more objectively using the PMS as against the use the Annual Performance Evaluation Report (APER) system.(NAN)
