Japan and the United Nations Educational, Scientific and Cultural Organisation (UNESCO) have agreed to empower Nigerian women and girls in marginalised communities.

This is contained in a statement jointly signed by Atsuyuki Oike, Ambassador, Permanent Delegate of Japan to UNESCO and UNESCO’s Director of the Bureau of Strategic Planning, Jean-Yves Le Saux.

Saux signed the project agreement letter administratively in Paris in observance of the Coronavirus (COVID-19) protocol.

It said the project would strengthen efforts at tackling the disruption of learning for children and surge of Gender-Based Violence (GBV) brought about by the COVID-19 pandemic in Bauchi, Gombe, and Delta states.

“The project is set to promote the empowerment of women and girls in marginalised communities for resilience strengthening and self-actualisation through education, along with effective advocacy for eliminating Sexual and Gender-Based Violence (SGBV) and reducing the spread of COVID-19.

“This will ultimately contribute to peace, stability, and inclusive development in Bauchi, Gombe, and Delta states of Nigeria,”

According to the statement, the project is expected to be accomplished through the combined effects of sports and psychosocial rehabilitation, community media empowerment, and second-chance education opportunities.

It explained that the project would complement another ongoing UNESCO project in Nigeria aimed at reducing the surge in gender-based violence, and countering violent extremism as well as hate speech.

“UNESCO is in the forefront of promoting youth and adult literacy through evidence-based advocacy and fostering partnerships with focus on the non-formal education,” it added.

While noting that Japan and UNESCO had other collaborative engagement centered on sustainable development, the statement said “this project” would focus on the promotion of peace, stability, and inclusive development. (NAN)

Deliver on your statutory responsibilities, Group tells FRSC

By ikenna Osuoha

An Abuja based Non governmental Organisation (NGO), Initiative for Leadership Development and Change (ILDC), on Saturday urged the Federal Road Safety Corps (FRSC) to deliver on its statutory responsibilities of ensuring road safety and minimising of accidents.

Chief Ugochukwu Nnam, President of the group, told the News Agency of Nigeria (NAN) in Abuja, that FRSC had to step up efforts in living up to its functions.

Nnam said that the officials had indirectly abandoned their primary responsibility of ensuring road safety to pursuing trivialities that even endangered the lives of motorists.

“Some delinquents in the FRSC now create avenues for motorists to default so that they can fine them.

“Instead of doing the needful which is ensuring road users are safe, that vehicles which are not road worthy are barred from the road, they do the opposite,” he said.

The ILDC boss who commended the leadership of the FRSC for driving innovations aimed bringing reforms to Nigerian roads, advised it to restore discipline among the members.

He wondered why some delinquent members of the corps could deviate from the mandate which had resulted to accidents on the federal highways.

According to him, many of them don’t even care whether the road users are conversant with the nitty gritty of road discipline.

NAN reports that the Federal Road Safety Corps (FRSC) was created in Feb 1988.

The statutory functions include: Making the highways safe for motorists and other road users as well as checking road worthiness of vehicles.

It also recommends works and infrastructures to eliminate or minimise accidents on the highways and educating motorists and members of the public on the importance of road discipline. (NAN)

Copyright: Court reserves judgment in suit against Airtel, Glo over caller tunes

By Sandra Umeh

A Federal High Court in Lagos on Friday reserved judgement until May 26, in a suit filed  by an artiste, Mr Bright Okiki, against some telecommunication companies over alleged copyright infringement.

Justice Nicholas Oweibo reserved judgement in the suit numbered FHC/L/CS/1776/17 after parties adopted written submissions.

The defendants in the suit are: Emerging Markets Telecommunication Services Ltd., Airtel, Globacom and Mobilexcetra Ltd. as first, second, third and fourth respondents.

The plaintiff, who said he authored the song: “Gba gbe boshe sele”, featuring Oritsefemi, alleged that the defendants used the song as caller tunes without his authorisation.

He is claiming the sum of N400 million cumulatively against the defendants for allegedly infringing on his intellectual property right.

The plaintiff is also asking the court to issue a perpetual injunction restraining the defendants from continued use of his work.

All parties in the suit had concluded evidence from witnesses, and the court adjourned for adoption of final addresses.

On Friday, Mr Alayo Akanbi appeared for the plaintiff, Mrs Abisola Babatunde appeared for the second defendant, Mrs Funke Loko appeared for the third defendant and Mr T.O Lawal appeared for the fourth defendant.

There was no legal representation for the first defendant.

Parties then informed the court of their respective written addresses and arguments, and urged the court to uphold their submissions.

The second defendant’s written address is dated Feb. 28, 2020, the third defendant’s address is dated on Feb. 27, 2020, while the fourth defendant’s address is dated on Feb. 26, 2020.

Counsel to the plaintiff also adopted his written address dated March 24, 2020.

He urged the court to grant the prayers.

In his statement of claim, the plaintiff averred that he had paid to feature Oritsefemi in the song in order to get more acceptability.

He said that he was still working on promoting his song when some people drew his attention to the fact that his song was on caller tunes of some telecommunications companies.

According to him, he downloaded the song from Airtel in order to be sure, and also found out from Globacom website that his music was listed as caller tune.

The plaintiff said that his legal counsel printed the song out as evidence before writing to the telecom companies.

The plaintiff seeks a declaration that he is the exclusive owner of the musical work: “Gbegbe Booshe Sele”.

He also claims that the defendants infringed on his intellectual property right.

He wants a court’s order compelling the defendants to individually pay him N100 million (total N400 million) as damages for alleged infringement on his intellectual property right.

In a counter-claim, the third defendant (Globacom) denied that it committed the infringement.

Globacom averred that the fourth defendant (Mobileexcetera) had agreed to provide it with the caller tunes, adding that it believed it had the authorisation of owners of the tunes.

It said that based on the fourth defendant’s memorandum of understanding with one Shetade Images on Feb. 13, 2017, it believed it could rely on the fourth defendant to provide it with the caller tunes, adding that same was supplied based on agreement.

It claimed that in the memorandum of understanding, Oritsefemi, who it described  as  a co-copyright owner of the song, gave his consent.

The defendant, however, said that the song had since been removed as a caller tune, and denied liability.

Also in its counter-claim, the first defendant also denied liability for any infringement, citing a similar memorandum of understanding. (NAN)

3.8m farmers benefit from CBN Anchor Borrowers’ Programme -Director

By Kadiri Abdulrahman

The Central Bank of Nigeria (CBN) says  3.8 million farmers have so far benefited from its Anchor Borrowers’ Programme (ABP).

Mr Yila Yusuf, Director, Development Finance Department of the apex bank, made this known in an interview with the News Agency of Nigeria (NAN) on Friday in Abuja.

Yusuf said N554.61 billion had been disbursed through the programme since inception in 2015.

He commended President Muhammadu Buhari for taking the initiative to start the programme.

He said the  programme had done a lot to help farmers improve their yields and generate employment.

“We have to commend President  Buhari for putting the ABP in place. Over 3.8 million farmers have so far benefited from the programme.

“The multiplier effect on the economy is huge.

“The ABP has helped farmers improve their yields. For maize we now do five metric tonnes per hectare and for rice we’re  improving from four metric tonnes to 10 metric tonnes per hectare.

“We will be trying out some Brazilian seeds that we will give to the anchors and their association,” he said.

He said the CBN was making efforts to keep prices stable and to ensure food security.

He said the programme had contributed to food sufficiency during the global lockdown occasioned by COVID-19.

“Apart from jobs that have been created,  there is also productivity, which is important to CBN.

“We also look at how we can keep prices stable because food security is very important.

“A lot of countries went into protectionist mood due to COVID-19,  if we did not have this programme we would  be in serious trouble,” he said.

The director said the CBN was taking steps to make staple foods like rice affordable to the masses.

“We are guaranteeing a minimum support price for the farmers. We allocate rice to the mills and we follow up; the price is already reacting.

“You can get it for around N19,000 now, and you can be sure that the rice is fresh and it is healthy,” he said.

He said the  programme was also going into a Strategic Maize Programme to stabilise the price of maize.

“We realised that the prices of maize are continuously increasing.

“What we have done is to guarantee all the output from the anchor and put it into the strategic programme and release to the millers.

“This is to warn those hoarding the produce that the prices will crash and they will lose,” he said.

He said as a way of encouraging more farmers into ABP,  the bank no longer took cash from them as repayment for their loans.

“We rate every single commodity they produce and guarantee the prices. This will encourage more farmers to enrol in the programme,” he said. (NAN)

Tokyo 2020 CEO says Games won’t be postponed again

Tokyo 2020 organising committee CEO Toshiro Muto affirmed on Friday that the postponed Olympics would never be pushed back again or canceled.

This was in spite of the fact that the COVID-19 state of emergency covering the Tokyo metropolitan area has been extended by two weeks.

Muto told Japan’s Kyodo news agency: “There are people who say the games should be postponed, but from my view, pushing them back is impossible.

“Holding them in July is the latest option.”

Muto added that the organisers cannot secure the athletes’ village for another year as residents are scheduled to start moving into new condos there in March 2024.

DisCos to replace faulty and obsolete meters – NERC

By Constance Athekame.

The Nigerian Electricity Regulatory Commission (NERC) on Friday,  said that Electricity Distribution Companies (DisCos) may replace faulty and obsolete meters for their customers.

The commission made this known in Order No. NERC/246/2021 signed by its Chairman , Mr Sanusi Garba and Mr Dafe Akpeneye, Commissioner Legal, Licensing and compliance on its website in Abuja.

NERC said that the Order No. NERC/246/2021 took effect from March 4.

“DisCos may replace faulty/obsolete meters under the National Mass Metering Programme (NMMP) but must be done in strict compliance with the Metering Code and other regulatory instruments of NERC, ‘’ it said.

According to NERC, the commission started receiving complaints from metered end-use customers in the fourth quarter of 2020.

It said the period was when all stakeholders were preparing for the implementation of the NMMP.

NERC said the complaint by customers was that they had been served meter replacement notices by DisCos.

The commission said that it had reviewed the customer complaints adding that  DisCos were responsible for the installation and replacement of meters for end use customers.

It ordered DisCos to grant priority to the metering of unmetered customers under the NMMP.

“The Commission shall be copied on all replacement notices issued to end-use customers for the purpose of conducting random reviews of the replacement exercise.

“ New meters must be installed upon the removal of the faulty/obsolete meter.

“And under no circumstances shall the customer be placed on estimated billing on account of the DisCo’s failure to install a replacement meter after the removal of the faulty/obsolete meter,’’ NERC said.

It said that the customer and DisCos representative should  jointly note the units on the meter being replaced and the customer must be credited with the units within 48 hours after installation of the meter.

NERC said that customers should  only be billed for loss of revenue where the DisCos established meter tampering, by-pass or unauthorised access as contained in NERC Order/REG/ 41/2017 on Unauthorised Access, Meter Tampering and Bypass.

The commission said that activation tokens should  be issued to customers immediately after replacement of the faulty/obsolete meter.

It said that  DisCos should  file monthly returns with the commission on the replacement of faulty/obsolete meters along with their proposal for the  decommissioned meters.(NAN)
