Appointment of Mele Kyari, Umar Ajiya to NNPC Ltd. is a new beginning

The appointments of Malam Mele Kyari and Mr Umar Ajiya to the Nigerian National Petroleum Company Limited (NNPC Ltd) have nothing to do with their careers in the old NNPC, according to Mr Garbadeen Muhammad, Chief Corporate Communications Officer of NNPC Limited.

In a statement on Wednesday night, Muhammad said before their new appointments, Kyari and Ajiya were Group Managing Director (GMD) and Group Executive Director, Finance and Account (GED, F&A), respectively, with the old NNPC, revealing that those ranks ended in line with the Petroleum Industry Act (PIA) provisions and Appropriate Government Circular.

Muhammad was reacting to an erroneous online report which alleged inappropriateness in the disengagement of Kyari and Ajiya from the old NNPC and their subsequent appointments by President Muhammadu Buhari to new tenures in the new NNPC Limited.

In the new NNPC Limited, Kyari was named the Group Chief Executive Officer (CEO) and Ajiya as the Chief Finance Officer (CFO).

“The appointment of CEO and CFO is not a career posting as erroneously presented online,” Muhammad emphasised.

He said: “The general public may recall the passage of the PIA 2021 and the successful transition of the old NNPC to a commercially-driven National Energy Company, the NNPC Limited.

“The PIA 2021 has, in addition to the creation of NNPC limited, made clear and unambiguous provisions relating to Governance, Administration, and the appointment of a CEO, a CFO and Board of Directors by Mr President,” he said.

He explained that the PIA 2021 was deliberate about the long-term sustainability of the 20 years long petroleum industry reform that climaxed in the creation of NNPC Limited as a commercially-driven National Energy Company, with focus on sustainable value creation.

He said pursuant to the provisions of the Act, appointments of the CEO and CFO of NNPC Limited by the President was on the basis of distinct terms and conditions of service, including tenure, employment benefits and termination.

He said specifically, section 59(3) of the PIA 2021 had clearly stipulated the conditions to be considered in appointing the CEO and CFO of NNPC Limited without recourse to previous employment ranks in the old NNPC.

He further said that the previous rank of GMD or GED F&A was therefore not a consideration in the appointments of the CEO or CFO of NNPC Limited.

“Consequently, by virtue of the appointments of Malam Mele Kyari and Mr Umar Ajiya as NNPC Limited Group CEO and CFO respectively by Mr President for a tenure of five years each with effect from Sept. 16, 2021, the duo has ended their employment with the old NNPC.

“They are therefore entitled to their terminal benefits in respect thereof.

“Based on the provisions of the Act, the new tenured roles they assumed with NNPC Limited cannot be regarded as continuance of their previous positions in the defunct NNPC,” Muhammad said.

For further clarity on the misrepresentation of the facts, he recalled that the Circular issued by the Head of the Civil Service of the Federation, dated July 27, 2009, had explicitly stated that appointments as Chief Executives of Government-Owned Companies are “tenured appointments”.

He further stated that in respect of such tenured appointments, career officers who wished to take up such appointments shall retire from service, in order to run their tenure uninterrupted.

According to him, the circular recognises a distinction between a tenured appointment to serve as Chief Executive of a government-owned company, as distinct from a career office.

He said public service rules required termination of any fixed career appointment to take up a tenured role.

“It is therefore our belief that the informed general public will disregard the misinformation and misrepresentation of facts published online.

“NNPC compensation does not pay gratuity into billions and we are a compliant organisation that is committed to delivering greater value to Nigerians in strict compliance with extant laws and circulars,” he said.

According to him, the Group CEO and the CFO have demonstrated patriotism by ending their career appointments with the old NNPC to serve the nation on five years tenured appointment in the new NNPC Limited.

He advised the public to disregard the spurious and malicious publications while the company would take necessary legal steps to seek redress. (NAN)(www.nannews.ng)

China reports first fatal human case of bird flu, WHO says

128 total views today

China has notified the World Health Organisation (WHO), that a woman infected with the H3N8 bird flu died in March.

The case, which is only the third known human case ever and the first to result in death from the strain, the two previous cases were reported in China last April and May, the WHO said.

In the latest incident, a 56-year-old woman from south-eastern Guangdong province died on March 16 after falling ill in February and being hospitalised for severe pneumonia.

“The patient had multiple underlying conditions. She had a history of exposure to live poultry before the onset of the disease, and a history of wild bird presence around her home,’’ the UN health body said, citing information from China’s National Health Commission.

None of her close contacts have developed an infection or symptoms of illness.

The WHO said a poultry market near her residence could have been the source of her infection.

Samples collected from the market were positive for influenza A(H3) subtype.

In the two previous cases, one patient developed a critical illness and the older had mild symptoms. The WHO said direct or indirect exposure to infected poultry was the likely origin.

The WHO said the risk to humans remained low.

“The available epidemiological and virological information suggests that avian influenza A(H3N8) viruses does not have the capacity for sustained transmission among humans.

Therefore, the current assessment is that the likelihood of human-to-human spread is low. (dpa/NAN)(www.nannews.ng)

Gbagi seeks disqualification of Oborevwori, Omo-Agege, others, over alleged forgery

By Kingsley Okoye

Chief Kenneth Gbagi, Social Democratic Party (SDP) governorship candidate in Delta, has appealed to the election petition tribunal in Asaba to disqualify the Governor -elect, Sheriff Oborevwori over alleged forgery.

He also sought the disqualification of the All Progressives Congress (APC) candidate, Ovie Omo-Agege; Labour Party Candidate (LP) Ken Pela; the All Progressives Grand Alliance (APGA) candidate Mr Great Ogboru, on the ground of violation of the 2022 Electoral Act.

Gbagi, a former Minister of Education, made the call in an interview with newsmen in Abuja.

The SDP candidate in the March 18 governorship election, had filed a 79-page petition against the governor-elect and the other frontline candidates, seeking for their disqualification .

Gbagi in a certified true copy petition with No. WPT/DL/GOV/2023 to the tribunal, alleged that the candidates, in their attempts to meet the constitutional requirements of eligibility for 2023 governorship election, presented forged documents while filling the INEC forms.

He said the forged documents included multiple sworn statutory declaration of age and affidavits, inconsistency of names of some of the candidates, perjuriously swearing of affidavits.

Other electoral infraction alleged to be committed by the candidates also included lying under oath, claims of possessing and non possession of various academic qualifications and alleged financial impropriety by one of the candidates, among other infractions.

He also hinged his call for their disqualification on the alleged degrees of electoral malpractice at the march 18 poll in Delta.

He listed the alleged malpractice to include over voting, vote buying induced by the candidates.

He said there were situations where the total number of votes recorded and allotted were more than the Permanent Voters Cards (PVCs) collected by voters that exceeded the number of registered voters in the polling unit.

Other alleged infractions, according to him, included alteration of some results sheets which did not reflect on the duplicate copies given to party agents, mutilation of form EC8As, polling units without corresponding voting points result sheets, over and under balloting, among others.

“I am a candidate, and I am saying, we are candidates of these election, but this people who are candidates ought not to be candidate and the tribunal is the appropriate place.”

The SDP candidate, consequently in the petition, urged the tribunal to declare non and void and of no effect, the Certificate of Return issued by INEC to the candidate of PDP as the winner of the governorship election in Delta State.

He further urged the tribunal to withdraw the Certificate of Return and issue a fresh certificate to him as duly qualified and elected governor.

“For those of us, who contested and participated, I am the only one on the list that is qualified.

“The election has been held, marks were allocated to us, my prayer is that they were not qualified, and I should be declared as the winner of the election because I am the only qualified candidate in the first instance,” he said.

He said it was the right time to bring up the matter as records and experience showed that pre election cases most times do not go far.

“Go back to the Electoral Act, I could not have raised an objection on issue of a candidate of a party that I am not a member.

“Every one who went to pre-election matter, none of them went any where, this is the appropriate time, to raise this issue,” he said

Meanwhile, effort to get reaction of the Chief Press Secretary to the Delta Governor -elect, Mr Dennis Otu, was unsuccessful as he didn’t respond to the WhatsApp message request for his reaction. (NAN)(www.nannews.ng)

”It is time for Nigeria to become visible in motorsport internationally in view of its benefits.

”Nigeria is gaining international recognition, this sport will contribute to economic growth,” he said.

He said there is need for schools and parents to invest time and money to develop talents that would represent the country globally.

Bamaiyi said as part of effort to develop talents, “FIA is creating university scholarships and a lot more for school children that are outstanding in the sport.

“The just concluded event is Karting in Schools Phase II and about 100 pupils from different schools within the FCT were in attendance.

“In 2022, we had the privilege of organising phase one, which saw over 120 pupils from different schools in the FCT participating.

“The enthusiasm shown by the participants was very encouraging, ” he said.

The president said it was high time Nigerians took the sport seriously.

He further said there was a need for sponsorship to develop the sport for national and international competitions.

“This particular programme is free and we provided everything under the FIA banner.

“We urge Nigerians to get involved in the sport to take it to the next level,” he said.

The president said the club was working towards developing talents in circuit racing, rallying and other activities under motorsport.

He said he was impressed with the speed with which the children adapted to the sport within the few days of training.

Harding said “with much practice they will improve further.

“The sport is just taking off in Nigeria but I believe with commitment from relevant stakeholders, it will gain prominence.

“The benefits of the sport are enormous, ranging from pleasure to economic benefit.

Also, Mr Denen Ikya, member of the Ethics Committee of FIA, said the level with which children were developing interest in the sport was encouraging.

He said “it is important for schools to catch them young to grow the sport.

“Sometime in the year we will be having the festival of motor sport and that is where we will have more karting activities.

“We are hoping that they will form part of the team that will develop the sport in Nigeria.

“Schools should create motorsport clubs the same way we have football clubs and swimming clubs.”

Ikya said winners from the just concluded event would be given automatic tickets to compete at national level.

He further said that the winners at the national level will represent Nigeria in the various stages and age groups in Spain in 2024.

By Emmanuel Afonne

An Abuja-based football academy, Prestige Football Academy (PFA), has commenced a nationwide talent hunt aimed at discovering young talented footballers for the country’s various national teams and foreign clubs.

President of the Academy, Uchendu Nwabara, told the News Agency of Nigeria (NAN) in Abuja on Tuesday that the talent hunt would be executed through Global Grassroots Football Tournament (GGFT) and that it would be for players between 16 and 19 years.

Nwabara said that the zonal event would commence in Port Harcourt (South-South zone) from April 17 and end in Bauchi (North-East zone), on May 5, while the grand finale would hold in Abuja from May 23 to May 26.

“GGFT is a project that creates opportunities for young talented players to participate in football scouting tournaments and competitions at regional and state levels,” Nwabara said.

He explained that the best players who meet the specification of certain foreign football clubs would be sponsored and signed up immediately to play for those clubs, from where they can advance their career.

“We have capable regional coordinators that will handle the assignment in every region.

“Edwin Yobo, the elder brother to former Super Eagles Captain, Joseph Yobo, is the Zonal Coordinator of GGFT South-South and he will partner with Obafemi Omobowale, President, H2U Football Academy.

“The Zonal Coordinator of the North-East is Elisha Bako Dauda, NFF Intermediary, while Joshua Dabo (Joe K), President, Heroes Football Academy, Jos, will coordinate the North-Central.

“The South-East will be coordinated by Obinna Winners, while Babatunde Ibrahim, Liaison Officer, H2U Football Academy Global Limited, Lagos, and her Secretary-General, Bola Olugbemi, will together coordinate South-West.”

Nwabara noted that the preliminary screening would be conducted at local governments and state level, while the semifinals would hold at the state representing each of the geopolitical zones.

According to him, the grand finale will hold at Moshood Abiola National Stadium, Abuja, where foreign football clubs presidents and representatives, football scouts from Africa and beyond as well as National League representatives will be in attendance.

The Regional Chief Coordinator of the event, Elkanah Ombugala, an ex-International, emphasised that the tournament is aimed at showcasing talented Nigerian football players.

Ombugala said the tournament would promote efficient and effective football scouting without bias or favour.

He said football scouting had taken a new turn with the involvement of GGFT in football scouting.

“In the past, so many talented but less-privileged footballers have been left behind due to the lack of opportunities to showcase their talents and get sponsorship.

“This event will provide opportunities for the less-privileged young talented football players at the grassroots level to sign up with International football clubs.

“GGFT is one of its kinds as it cuts across all the geo-political zones in the country giving footballers equal opportunities without marginalisation,” Ombugala said. (NAN)(www.nannews.ng)

He said God Almighty had blessed the members of the organisation and they were now giving back to the society.

“Some of these homes like Rachel’s Home for Orphans and Vulnerable Children provided the opportunity for us to give back to the needy and the vulnerable in the society.

“Particularly this period every member of this club, who is a Christian, is celebrating the resurrection of our Lord Jesus Christ which is Easter and this is the period, where every child will need a touch of a parent and need for somebody to celebrate with them.

“So, we said we should come here to celebrate Easter with them in a way they will not feel the absence of their biological parents , as we are standing in as their parents today,” he said.

Nigeria far from achieving 15% Abuja Declaration on improving Healthcare –– WHO

265 total views today

By Franca Ofili

The World Health Organization (WHO), says Nigeria is still far from meeting the 2001 15 per cent Abuja Declaration on improving the health sector.

Dr Walter Mulombo, WHO Country Representative to Nigeria said this in Abuja in a meeting with newsmen.

The News Agency of Nigeria (NAN) reports that in April 2001, heads of state of African Union countries met and pledged to set a target of allocating at least 15 per cent of their annual budget to improve the health sector

“In Nigeria where a proposed target was set that 15 per cent of total government budget should go to health, until today we are still far from achieving the target,’’ he said.

Mulombo advocated more funding of the health sector to meet the said target, saying the sector was not adequately funded, compared to areas such as defence, and army among others.

According to him, health is a human right and not a luxury or consumable, the more politically wise decisions the country makes now will benefit this nation.

“We need to start talking about human rights violations because it is not acceptable for any child to miss a vaccine,’’ he said.

He said that some areas where the organisation accessed showed that 80 per cent of the money went into tertiary hospitals.

According to him, the primary healthcare is where 80 per cent of the population in the communities get their first exposure to healthcare services .

“The spending itself is distorted. That is the biggest challenge that has generated everything that we have seen.

“Lack of adequate budget to prepare responses to pandemic for instance, we have to struggle in many places,’’ he said.

According to him, the main challenge is the way health is featured as a political choice and unfortunately many governments did not live by standard.

“Many countries continue to consider health as luxury or something that is costing the government money whereas it should have been takeb like an enabling factor for economic and socio-economic development,’’ Mulombo said.

He said it was worrisome the way countries were dealing with social determinants of health, factors like socioeconomic status, education, neighborhood and physical environment, employment, and social support networks and access to health care.

According to him, addressing social determinants of health is important for improving health and reducing longstanding disparities in health and healthcare.

Mulombo advocated more facilities with dialysis machines and more expensive equipment to combat the noncommunicable diseases as such was part of the organisation’s challenges.

He said that the organisation also had the challenges of demographic transition because the facilities that were used during the colonial period were still the same in Africa, although It may be possible that Nigeria had same situation.

“The country is not expending in the space of demographic transition and the way the population is increasing, Nigeria is projected to have more than 400 million population by 2040, 2050,’’ he said.

Mulombo said that there was also the problem of how the county prepares for response of any big outbreaks of pandemics.

He said COVID-19 pandemic was not expected and as such caused havoc in many counties.

“The health body is still expecting flu pandemic and have been preparing for it.

“When COVID-19 pandemic hit the world +, no country was ready not even the U. S. , UK and yet we have International Health Regulations and Global Health Security Agenda.

“The way we prepare was a challenge and the other one was that the demographic transition and the prominence of disease civilisation, Non communicable diseases, our health facilities are not prepared to face these challenges,’’ he said.

The International Health Regulations (IHR) 2005 are a legally binding agreement of 196 countries to build the capability to detect and report potential public health emergencies worldwide.

It requires that all countries have the ability to detect, assess, report, and respond to public health events.

The Global Health Security Agenda (GHSA) is a global effort to strengthen the world’s ability to prevent, detect, and respond to infectious disease threats.

According to him, there is the need for the community to play their roles in identifying their needs and in providing the service to address the challenges.

NAN reports that April 7 every year was dedicated by the United Nations as World Health Day and 2023 also marked the 75th anniversary of the organisation.

The day’s theme was: “Health for All -Strengthening Primary Health Care to Build Resilient Systems” (NAN) (www.nannews.ng)

Nigeria needs to effectively harness gas resources for energy transition, security — society

By Ella Anokam

The Society of Petroleum Engineers (SPE), Nigeria Council says in view of energy transition, Nigeria needs to effectively harness potential of gas resources to ensure energy security.

Mr Felix Obike, the Chairman, SPE, Nigeria Council said this on Sunday in an interview with the News Agency of Nigeria (NAN) in Abuja.

Obike underscored the need to deepen programmes and projects on gas utilisation and policy implementation in realisation of the net zero carbon emission.

The SPE chairman said its just concluded 2023 Oloibiri Lecture Series and Energy Forum (OLEF) was geared toward policies formulations and implementation to ensure delivering effective and sustainable energy in the country.

NAN reports that OLEF is an annual event of SPE to commemorate first discovery of oil by Shell in commercial quantities in Oloibiri, Bayelsa in 1956.

The 2023 edition of OLEF had as its theme: “Effective Gas Resources Utilisation: A Lever for Enhancing Energy Security and Achieving Net-Zero Emission Goals in Nigeria”.

Gas, which Nigeria has reserves of more than 200 trillion cubic feet, is a cleaner-burning fossil fuel than oil or coal, and can play a significant role in reducing greenhouse gas emissions.

Speaking on acceptance of gas as a transition fuel and move to achieve net zero emmision, he said Nigeria, as a gas country had readily available gas resources to exploit and guarantee energy security.

He said apart from investments, funding, infrastructure and technologies coming to play in energy transitions, capacity building was also paramount to harness gas potential.

He said capacity building was also being spearheaded by the Petroleum Technology Development Fund (PTDF) in the tertiary institutions by ensuring development of professionals to project this development.

This, he said was being done by encouragement and inclusive of gas generation and technology courses among others in tertiary institutions curriculum and sponsoring them.

He said in as much as we are trying to decarbonise, we still need to develop our reserves to harness opportunities in oil and gas industry which was the mainstay of the Nigerian economy.

“Gas as a cleaner energy for energy transition will be effective for Nigeria looking at its affordability, sustainability and energy security.

“We are now trying to harness these resources, having modular approaches by different companies of developing gas reserves, producing them in a safe manner to reduce emission through technological applications,” he said. (NAN) (www.nannews.ng)
