UN, IOM condemn attack on civilians, aid facilities in Borno

The UN and the International Organisation for Migration (IOM) on Tuesday condemned in totality the attack on civilians and several aid facilities in Dikwa Borno.

UN Resident and Humanitarian Coordinator in Nigeria Edward Kallon said in a statement in Abuja that he was outraged to hear about the attacks and the setting ablaze of facilities belonging to aid organisations.

“I am gravely preoccupies by reports of an ongoing violent attack by non-state armed groups in Dikwa, Borno, during which several aid facilities were directly targeted.

“The attack started last right and information is still coming through, I am outraged to hear the premises of several aid agencies and a hospital were reportedly set ablaze.

“I strongly condemn the attack and I am deeply concerned about the safety and security of civilians in Dikwa, including internally displaced people inside and outside the camps.

“This attack will affect the support provided to nearly 100,000 people who are desperately in need of humanitarian assistance and protection,” he said.

Kallon stressed that civilians and their residence as well as facilities of aid workers should never be a target but must be respected and protected at all times.

He called on all armed parties to immediately stop the violence and respect international humanitarian law and human rights law.

In a related development, the Head of Mission, International Organisation for Migration (IOM), Franz Celestin also condemned the attack in Dikwa.

Celestin said in a statement on Tuesday that the attack negated the priority that should be accorded to the safety of those who were striving to rebuild their lives.

“The safety of displaced people and those trying to rebuild their lives after years of conflict must be the top priority in North-East Nigeria.

“Following the latest attack on Dikwa, IOM joins the call on all armed parties to stop the violence and ensure the protection of civilians,” he said.

Bayelsa Assembly okays bill to outlaw open grazing

An Executive Bill seeking to ban open grazing and regulate the business of livestock breeding and marketing in Bayelsa, will be passed into law on Wednesday.

Mr Tonye Isenah, Chairman of the State House of Assembly Joint Committee, on Agriculture and Natural Resources, Trade, Industry and Investment, Environment, and Security made this disclosure in Yenagoa.

Isena gave the assurance during the public hearing on the bill organised by the committee, at the Assembly Complex  on Monday.

The public hearing followed the Assembly’s successful first and second reading of the legislative document, which is titled “Livestock Breeding and Marketing Regulation Bill, 2021”, during plenary on Feb. 24.

Isenah, a former Speaker of the House, said that Gov. Douye Diri would sign the bill into law, latest Friday this week, after its expeditious passage on Wednesday.

He explained that the purpose of the public hearing was to get the views of other stakeholders, in order to enrich and strengthen the bill to become an efficient law in the state.

He further promised that inputs made during the public hearing would be harnessed by the committee.

“We want to assure that this week; the committee will sit tomorrow (Tuesday), prepare our report and submit to the House on Wednesday.

“And that Wednesday it will undergo expeditious passage, then on Thursday or Friday, the governor should be able to sign the bill into law so that we can live as human beings,”he said.

Groups that made presentations on the bill included the Cattle Rearers and Butchers’ Associations, Farmers and vegetable growers, Civil Societyociety Organisations, and Traditional rulers.

Others were the Police, Nigeria Security and Civil Defense Corps, Ijaw Youth Council and Association of Local Government of Nigeria.

The sponsor of the bill and Leader of the House, Monday-Bubou Obolo, said the bill was very essential because the government had a constitutional duty to secure lives and property through proper legislated regulations.

He said the bill when passed into law would “prevent herders-farmers clashes and also prohibit movement of livestock on foot and possession of firearms, but will allow the using of trucks to convey livestock.”

Obolo, also a former speaker of the House, further said that the bill had proposed the establishment of a Livestock Management Committee, to be chaired by the Commissioner for Agriculture and Natural Resources.

“Government has the responsibility to secure lives and property. Therefore, the government has a duty to regulate livestock breeding and marketing in the state.

“Though the Constitution provides for freedom of movement, it does not include livestock.

“Livestock is not human. The bill ensures registration for permit with the committee, which is empowered to impound roaming livestock and impose fees and other measures,”Obolo said.

Oil industry losing investments to non-passage of PIB – Okowa

Gov. Ifeanyi Okowa of Delta, on Monday, said the nation’s oil industry had lost substantial investments due to delay in the passage of Petroleum Industry Bill (PIB).

The governor stated this when the Co-Chairman, National Assembly Joint Committee on Petroleum Industry Bill, Mohammed Monguno, led members of the committee on a visit to him at Government House, Asaba.

Okowa said that investments in the nation’s oil industry would be up-scaled as soon as the bill was passed.

According to him, people of the Niger Delta zone are gladdened to hear about the renewed commitment by federal lawmakers towards passing the Petroleum Industry Bill.

Okowa expressed delight with the inclusion of Host Communities Fund in the bill, saying that this would make the people to be part-owners of the ventures and encourage them to secure oil facilities.

“You have come obviously for a very important assignment, something that we have not been able to achieve as a county in the last 14 years.

“We are gladdened as people from the Niger Delta to hear both leaderships of the National Assembly speak about their commitment towards passing the PIB.

“If you are able to achieve it, your name will be written in gold, because for too long, we have been talking about this bill and we are already endangering the oil industry.

“People are agitated about the direction of PIB and when anticipation and action are not clearly taken, it leads to loss of investment opportunities, because people are worried about the direction of the industry.

“There is no doubt that oil exploration has kept our economy, but over time, it has also caused so much pain to our people, which the bill is geared towards addressing.

“People have lost their lives and their source of livelihood, while the pains continue to increase on daily basis.

“But, we thank God that the dark days are over and there is an amnesty programme, even though it is not being run as it was proposed by the Yar’ Adua administration,” he said.

The governor expressed satisfaction with the commitment on the part of the leadership of the National Assembly, adding “We will be proud of you if you are able to achieve the passage (of the bill) this time around.

“We hope that with the provision of the host communities fund, it will impact in their lives and help them to live a sustainable life,” Okowa said.

Earlier, Monguno, who is the Chief Whip of the House of Representatives, said that his team was in Delta in furtherance of the legislative processes that would eventually lead to the passage of the bill.

He said that the national assembly was working closely with the executive arm and other stakeholders to ensure the passage of the bill.

“We have promised Nigerians that by the end of April, we will pass this all-important bill.

“We are committed this time around to the passage of the bill, for the good of Nigeria.

“There is the need for us, as a country, to reform the oil and gas sector, especially as the world is moving away from fossil fuel to renewable energy.

“It is important that we take advantage of the opportunities available,” Monguno said.

Blinken, Onyeama seek stronger bilateral ties between U.S., Nigeria

U.S. Secretary of State Antony Blinken says the U.S. is keen to strengthen bilateral ties with Nigeria.

Blinken said in statement by Mr Ned Price, spokesperson for the U.S Department of State on Tuesday that the U.S considered its relationship with Nigeria a very important one

The statement made available by the U.S. Diplomatic Mission in Nigeria following a phone discussion between Blinken and Nigeria’s Foreign Affairs Minister Goeffrey Onyeama.

“Secretary Blinken outlined a holistic approach to the U.S.-Nigeria partnership based on our shared values of democracy, respect for human rights, and robust people-to-people relations.

“Acknowledging the threats that violent extremists pose to Nigerian and regional security, he welcomed President Buhari’s recent appointment of military service chiefs.

“To bring new approaches to combat terrorism in the northeast and provide national security throughout the country,President Biden’s revocation of immigrant visa restrictions on Nigeria is an affirmation of the close ties between Americans and Nigerians,” Price said.

The spokesperson further said Blinken reiterated the United States’ support for Dr Ngozi Okonjo Iweala as the new Director General of the World Trade Organisation.

Responding after the discussion via his Twitter handle, Onyeama said he was glad to re-engage with the U.S. Secretary of States and was looking forward to increased cooperation between the two countries.

”Very glad to re-engage , through a very nice phone call with U.S. Secretary of State, @SecBlinken.

“We covered a broad range of bilateral and multilateral issues and look forward to increased cooperation,” Onyeama said.

Nigeria, Egypt to collaborate on Siemens power project

President Muhammadu Buhari has directed the Ministry of Power to collaborate with the Egyptian government on the effective implementation of the Presidential Power Initiative.
The Presidential Power initiative is known as the Siemens Project.
Mr Aaron Artimas, Special Adviser, Media and Communication to the Minister of Power, made this known in a statement in Abuja on Monday, saying that the Minister, Mr Sale Mamman, disclosed this while  receiving the Egyptian Ambassador to Nigeria, Mr Ihab  Awad, in his office.
The minister said President Buhari had intimated him that Egypt had successfully rehabilitated and restored its power sector through its collaboration with Siemens.
“The President had reasoned that obtaining more information from Egypt will enable Nigeria to maximise our agreement with Siemens, towards the total overhaul of our power grid and distribution systems,” he said.
Describing the visit of the Egyptian Ambassador as timely,  Mamman assured that the ministry would leverage on this development, not only concerning the Siemens Project, but will also collaborate with Egypt on renewable energy which is highly needed to supplement the national grid.
The minister accepted the Ambassador’s invitation to visit Egypt for a better understanding of the Egyptian power sector and the deepening of collaboration in the other sectors within the Power value chain.
Earlier, the Ambassador Awad revealed that since his assumption of duty in Nigeria, he had been visiting some key ministries in pursuit of areas of mutual collaboration.
He said that Egypt has a lot of experience and technical knowledge in the power sector to provide support to Nigeria in the rehabilitation of its transmission and distribution sectors.
Awad called for the restoration of the Egyptian-Nigerian joint commission, saying that he hopes to have the first resumed session before the end of this year.

President Buhari, VP Osinbajo to pick dates to be vaccinated publicly

President Muhammadu Buhari and Vice President, Yemi Osinbajo will pick dates on which they will be vaccinated publicly, with the first batch of Oxford/AstraZeneca COVID-19 vaccine, which is about four million doses, expected to arrive in Nigeria on Tuesday.

The Executive Director,  National Primary Health Care Development Agency (NPHCDA), Dr. Faisal Shuaib, disclosed this at the Presidential Taskforce on COVID-19 briefing on Monday in Abuja.

Shuaib said that the Secretary to the Government of the Federation and chairman of the PTF on COVID-19, Mr. Boss Mustapha, would liaise with other key strategic persons to fix the date for the public vaccination aimed at protecting Nigerians against the COVID-19 pandemic.

Shuaib said: “I once again assure Nigerians that all necessary safety and quality control measures have been put in place for the arrival, storage and successful administration of the vaccine in the country. There is going to be a small ceremony, chaired by the Chairman of the PTF on COVID-19, to receive the vaccine at the VIP Protocol section, General Aviation Terminal of Nnamdi Azikiwe International Airport, Abuja.

 “At the end of the ceremonies to mark the arrival of the vaccines, a few vials of the vaccines would be handed over to the NAFDAC team fo analysis over a period of two days (Wednesday March 3rd and Thursday March 4th).

“Further to the clearance by NAFDAC, the PTF, FMOH, NPHCDA and strategic leaders will be at the treatment center of the National Hospital on Friday March 5th 2021, where the first vaccination site will be set up to commence the vaccination of the frontline health workers and support staff. These Staff would also be electronically registered in the COVID-19 vaccine database and would receive their COVID-19 vaccination card which has a QR code that can be verified worldwide.

On Saturday, March 6th, Key Strategic leaders will receive the first dose of the vaccine.

“On Monday, March 8th, 2021, more vaccination sites would have been set up at designated locations such as National Assembly clinic, State House clinic and Federal medical centre, Jabi, where strategic leaders such as the SGF, Senate President, Speaker of the House of Representatives, Attorney General of the Federation, Inspector General of Police, the Ministers and Ministers of States, Senators, House of Representatives, traditional leaders and religious leaders would be vaccinated.

“After this launch and initial roll-out phase, Vaccine distribution to the States for the first phase vaccination process will begin. This phase is the vaccination of all frontline health workers, their supporting staff and strategic leaders. Deployment of vaccines to the States would be based on the assessment of their level of preparedness. Some of the parameters that would be used for the assessment include adequate maintenance of their cold chain storage facilities, adequate preparation for logistic transportation to the ward/ health facility, adequate security in place during transportation and at vaccination sites, completion of training of health workers, efficient social mobilization activities in place, adherence to protocol for vaccine deployment.

Working with CACOVID, plans are on ground for a cargo plane provided by them to transport the vaccines to the States by air. States without a functional airport will have their vaccines transported by road using vans with fitted Cold Cabins, from the nearest airport. The vaccines will be stored at the State Cold Stores, from where they will be transported by road to LGA Cold Stores

Once activities have commenced in the States, there would be strict monitoring by PTF, FMOH, NPHCDA and independent bodies such as EFCC, DSS, ICPC, and Civil Society Organizations. States/health facilities/health workers that are identified as defaulting from the standard protocol and guidelines for this phase of vaccination would be sanctioned.

“While the first phase is ongoing, the National team would be ready for the arrival of the next batch of vaccines which would be used for the next phase of vaccination. Phase 2 vaccination process involves vaccination of the elderly from 50 years and above. This has been sub grouped into 2, with the vaccination of 60 and above occurring first followed by 50 – 59 years. This will occur across all 36 States and the FCT. Those who are eligible for vaccination that have not registered electronically, would be assisted at the designated health facility and would be vaccinated.

“Phase 3 vaccination process involves vaccination of those between 18 and 49 years with co-morbidities (such as hypertension, diabetes, lung disease, other heart disease, liver or renal disease, etc). Individuals at ages 50 and above with co-morbidities would already have been Immunized within their age group.

The phase 4 vaccination process would involve vaccination of the rest of the eligible population between the ages 18 and 49 years. It is worthy to note that at each phase of vaccination, the level of preparedness of the States are assessed before vaccines are deployed and accountability measures have been put in place to ensure strict compliance to the vaccination process. Pregnant women will be evaluated by their health providers to weigh the benefit versus risk, before a decision is taken to vaccinate them.”

 According to him, the Minister of Health, Dr Osagie Ehanire, launched “our indigenous T.E.A.C.H strategy for COVID-19 vaccination and Electronic Management of Immunization Data system on Monday. This is to ensure safe and effective vaccination of prioritized and eligible Nigerians against COVID-19.

“Following the launching, through a unique link available on NPHCDA website, twitter handle, Facebook and Instagram, we have commenced electronic self-registration of health workers. This will enable us to avoid crowding at vaccination posts as the registered health workers will be scheduled and reminded of their vaccination date via sms and email.

 He, however, urged all eligible Nigerians aged 18 years and above to be patient as they would eventually vaccinate them. As the vaccines arrive in batches due to limited supply, they would also inform Nigerians about who and where to receive the vaccine.

“A comprehensive and transparent roll-out plan that involves public vaccination of President Buhari and other important dignitaries and stakeholders has been developed. Again, this is to assure Nigerians on the safety of the COVID-19 vaccines that we are bringing into the country,” he disclosed.

COVID-19: NCDC announces 360 new infections, 8 additional deaths

The Nigeria Centre for Disease Control (NCDC) has announced 360 new cases of COVID-19, bringing the total number of infections in the country to 156,017.

The NCDC disclosed this on its official Twitter handle on Monday.

The News Agency of Nigeria (NAN) reports the 360 infections marked an increase from Sunday’s report of 240 in the country.

It sadly recorded eight COVID-19 deaths, raising the total number of deaths in the country to 1,915.

The NCDC said that the new infections were reported across 18 states and the Federal Capital Territory.

“One hundred and twenty (120) of the new cases were reported in Lagos, 38 in Edo, 25 in Kaduna, 23 cases each in FCT and Imo state.

“Delta had 19 cases, Akwa Ibom and Plateau reported 17 cases each, Rivers had 16, Nasarawa had 15 and Kwara reported 13 cases.

“While Oyo confirmed 9 cases, Ogun had eight, Bauchi and Osun recorded four cases each, Kano and Kebbi confirmed three cases each, Niger had two and Katsina reported one case

The health agency said that 136 people have fully recovered after being treated. They have also been discharged after testing negative to the virus.

The agency stated that those discharged on Monday includes 81 community recoveries in Lagos State and 70 in the FCT managed in line with its guidelines.

It said that there were now 19,909 active cases, roughly a decrease of 247 in the last two days.

The agency said that a multi-sectoral national emergency operations centre (EOC), activated at Level 3, has continues to coordinate the national response activities in the country.

The News Agency of Nigeria(NAN) reports that the country has crossed a milestone of 1.5 million COVID-19 tests conducted since the first cases was reported, according to the data released by NCDC.

The country has tested 1,544,008  people since the first confirmed case relating to the COVID-19 pandemic was announced on Feb. 27, 2020.

Sen. Gaya lauds NNL for facilitating growth of grassroots football

Sen. Kabiru Gaya, Chairman of K & G Shekarau FC of Kano, on Monday, commended the Nigeria National League (NNL) for facilitating the growth of football at the grassroots.

Gaya said this in an interview with the News Agency of Nigeria (NAN) in Abuja, following his team’s 1-2 loss to Road Safety FC of Abuja, on Saturday.

The senator, who witnessed the group A2 NNL match at the Area 3 football pitch, Abuja, said that the young talents being discovered from the league would serve as national assets in the future.

“ I am so impressed with the quality of play in this match. You will see that the footballing talents we have in this country is enormous.

“I appreciate the management of the league for all they are doing to ensure that the teams’ play well and play safe.

“In no distant time, these players would be plying their trade outside the shores of this country and that is what we hope for in K & G Shekarau club,’’ Gaya said.

Meanwhile, Sanusi Jubril and Suleiman Abba scored the two goals for Road Safety FC, while Mustapha Dan-Azumi pulled the consolation goal for the visiting side.

K & G Shekarau are currently resting at bottom place, with one point from three matches, out of the 10 teams on the table, while Road Safety is in sixth place with four points from three matches.

ECOWAS Parliament supports Mali’s transition to democratic rule – Speaker

The ECOWAS Parliament has pledged its support to the Malian people as the country embarks on transition to democratic rule.

Speaker of the parliament Sidie Mohamed Tunis pledged the support of the sub-regional congress when he led a parliamentary mission to Mali as part of activities of the sub-regional lawmakers to support the West African country.

The speaker also stressed that the legislative body recognised the National Transitional Council (CNT), the body set up at the beginning of December and entrusted with legislative power.

The News Agency of Nigeria (NAN) reports that the parliamentary mission was mooted by the speaker during his opening speech at the January Virtual Ordinary Session of the parliament.

The mission was specifically meant to support the transition process in Mali, in line with the relevant decisions of the Special Meeting on Mali, of ECOWAS Authority of Heads of State and Government, held in September 2020 in Accra.

Speaking after a meeting with the First Deputy Speaker of the CNT, Mr Assarid Imbarkawane, Tunis said: “We are here to hold parliamentary discussions with the Speaker and the CNT all geared towards giving the support to the Malian people.

“As members of ECOWAS Parliament, we recognise the CNT and it is in the interest of the Malian people that we work with them, advise them, and give whatever support that they need.

“We had very frank discussions and we were able to give some advice on how we can continue to have peace and stability in Mali.

“We are very pleased with the explanation that we got from the President of the CNT and we also hope to meet with other political party players to see how we can encourage them to work together as a country for the interest of the people of Mali.”

The speaker added that as part of the mission, members of the sub-regional parliament would hold further discussions with the CNT as well as lawmakers who had been posted to ECOWAS.

He urged the CNT to ensure that it worked to advance peace and stability in Mali throughout the transition process.

“Between now and the time for the elections, the ECOWAS Parliament will continue to engage them to ensure that we all go by the rules, to ensure inclusive dialogue that will bring all political players on board.

“So that at the end of the day when we have the elections, it would be acceptable to everybody,” he said.

FCTA, security agencies deploy 100 operatives to arrest traffic violators

The Federal Capital Territory Administration (FCTA), in collaboration with security agencies, have deployed about 100 personnel to arrest traffic flow violators.

Mr Wadata Bodinga, Director, Directorate of Road Traffic Services (DRTS), stated this on Monday during an inspection visit to a mobile court set up to prosecute traffic offenders in the FCT.

The News Agency of Nigeria (NAN) reports that the Minister of FCT, Muhammad Bello, on Feb.26 flagged-off a ministerial action against traffic violation.

The ministerial taskforce team comprises of men of the Nigeria Police Force, Directorate of Road Traffic Services, Federal Road Safety Corps and the Nigeria Security and Civil Defence Corps.

It has a mandate to ensure compliance with all traffic rules and regulations by road users.

The DRTS boss said that officers and men of the taskforce had been deployed to ensure that the directives of the FCT minister to ensure sane roads in the territory were strictly adhered to.

“Some offenders were apprehended on Monday and the Mobile Court is sitting. At this mobile court, there about 21 vehicles impounded due to several road traffic offenses and still counting.

“The owners of the vehicles are before the Magistrate to have their fines, penalties and court judgement as the case may be,’’ he said.

He stressed that it was important to note that anyone found guilty of traffic offenses would undergo a compulsory two weeks emotional evaluation.

“Aside of fines, anybody who beats traffic lights, uses a phone while driving, drives against traffic flow or drives dangerously, will go for emotional evaluation.

“Such persons must undergo a compulsory two-week lecture so that they will be accustomed with to rules and regulations guiding driving in this city.

“I cannot imagine someone in his emotional sense or right state of mind will beat traffic lights or drive against traffic flow,’’ he said.

According to Bodinga, a deliberate preparation took place on Feb. 28 with officers and men of the security agencies at Eagle Square to prepare them for the road operation.

He charged men of the taskforce to be civil and avoid excessive chase of offenders to avoid crashes.

“We have to find a tactical way and approach to get the cooperation of motorists.

“In a situation where you cannot arrest an offender if he drives off, the bike riders can ensure they copy his plate number for further enforcement,’’ he said.

Mr Ibrahim Mohammed, one of the alleged road violators said that he was apprehended by men of the FCT Vehicle Inspection Office (VIO), stating that he was on a phone call although his phone settings was on hands-free.

“I am very ignorant about this law that I was meant to park to make or answer my call before I continue driving and so that was my offence this afternoon.

“I am presently waiting to face a judge at the Mobile Court situated here. I am just on the list and I think after two or three people I will be called upon to face the judge.

“I don’t know what my penalty will be, but I pray it’s a lenient one.

“I think they are very professional with their operations as the Director of VIO was here himself and was able to explain part of the law to me and I understood their angle.

“The officers on ground too have been professional in explaining to offenders what their offences are and likely punishment and everything has been cordial here due to the presence of a Mobile Court,’’  he said.

Another alleged traffic offender, Mr John Sunday, admitted that he violated the traffic light by stopping at a Zebra crossing.

“I actually violated the traffic light by stopping at a Zebra crossing at which they said it had been announced before that crossing it is a violation, but I didn’t know about it.

“I was apprehended and they brought me here and I think I will have to pay a certain amount of money.

“But the issue here now is that some people were actually arrested earlier, but they allowed them to go, which is really unfair,’’ Sunday said.
