The Mining Cadestre Office (MCO) said no waivers for mineral title holders that failed to pay annual service fees.

Mr Obadiah Nkom, MCO Director General, made this known in an interview with the News Agency of Nigeria (NAN) on Sunday in Abuja.

Nkom said the Nigeria Mning Act, 2007 did not stiputulate or indicate that a waiver should be given to mineral title holders as a result of any pandemic.

He said that some of the defaulters complained that they were unable to pay their fees due to COVID-19 and insecurity that prevented them from operating.

NAN recalls that MCO had issued a month default notice to 2,763 mineral title defaulters early January and to expire on Feb. 10.

MCO has made public the names of companies and mineral title holders who are yet to pay their annual service fees.

The office warned that failure of the defaulters to pay their debts as stipulated by the Nigeria MIneral Act, 2007, would lead to the revocation of their mining titles after expiration date of the notice.

MCO has stated that it would strictly enforce the ‘use-it-or-lose-it’ principle if defaulters fail to comply after the deadline.

There are companies with mineral titles but failed to use the titles, and failed to pay dues accruable to the government.

According to Nkom, no section in the Act that talks about waiver, no section talks about pandemic. I work with the law and anything that is outside the law, I don’t have any power.

“Waiver of debt is not in the Mining Act, even, royalty which is not under my purview, the law indicates that the Minister can defer royalties with the approval of the Federal Executive Council (FEC).

” It is a regular process every licence holder is obligated by law to pay annual service fees, once a licence is given to a miner, is an obligation that must be accepted.

“The revocation is done with the approval of the Minister of Mines and Steel Development in view of our statutory responsibility.

“We sent the default notices through registered posts, publications, bulk SMS, and we also put it on our website to avoid defaulters denying that he or she did not get the notice,” he said.

He said that Government did not delight in revoking licences and at the same time we believe that licensees should live up to expections by paying up their annual dues.

“We are almost at the expiration date. Some have complied while some are yet to, we will compile the names and companies that did not pay and send to the Minister for revocation approval.

“We will make sure that after revoking the licence, the defaulters still pay up their debts.”

The DG said that some foreign mining title holders were among the defaulters listed but most of them have complied to avoid embarrassment.

The Mining Cadestre Office (MCO) said it generated N2.303 billion in 2020, as against N1.5 billion target set for the office.

Mr Obadiah Nkom, Director General of MCO disclosed this in an interview with the News Agency of Nigeria (NAN) on Sunday in Abuja.

Nkom said that the MCO made the above amount in spite of the COVID-19 pandemic which slowed socio-economic activities.

He said that the amount was the third highest generated revenue in the history of MCO, while the second highest was realised in 2017.

He also explained that in 2019, MCO generated N2.6 billion, which was the first highest in the history of the office.

“What we generated in 2020 would have exceeded what we realised in 2019, but due to COVID-19, we were unable to do much.

” The revenue MCO generated in 2019 was more than 50 per cent the entire Ministry’s revenue.

”The budgetary target given to me this year is N2 billion and with God on my side, I will achieve beyond that because I have set a target for myself to exceed that amount.

” The amount realised in 2019 and 2020 was as a result of total support I got from my Ministers because they gave me total support I needed to operate.

“Some defaulters have gone to the extent of pleading with the Ministers to intervene to enable them make part payments but I refused and the Minister supported me because the debt will continue to accumulate.

Gov. Abubakar Bello of Niger and Chairman North Central Governors Forum, has began the All Progressives Congress (APC) Registration and Revalidation Exercise for the North Central Zone.

A statement by Bello’s Chief Press Secretary, Mrs Mary Noel-Berje, said the governor revalidated his membership at the Alkali Mustapha Unit, Central Ward Kontagora, Niger to signify the commencement of the exercise.

Bello is also the Chairman of the National Registration and Revalidation Committee (NRRC) of the Party.

He said the mandate he received from President Muhammadu Buhari was to ensure that the exercise is entrenched at the grassroots, hence all registration would be done at the unit level of the wards.

The governor stressed that there are teeming youths who had turned 18 years and are willing to join the party.

“The last time the exercise took place was in 2014 and since then we have a few people that left the party and we have so many more that have joined the party,” he stated.

Bello said that the exercise has the blessings of the National Caretaker Executive Committee of the Party, adding that it was being carried out under a democratic process and in accordance to the Party’s Constitution.

The Chairman NRRC said that the exercise would be monitored across the country to ensure it is carried out justly, devoid of favouritism to any individual or group of persons.

“In any case, registration is a continuous exercise. Normally registration should stop a month before the primaries. It should be open and no one should be left behind, everybody will be carried along,” he said.

Earlier, Sen. Osita Izunaso, North Central Coordinator of the exercise, who along with the state supervisory chairman, Sen. Domingo Obende officiated the process and confirmed the revalidation of the governor.

He promised that more materials would be provided for all intending members to get registered while old members will revalidate their membership.

The Coordinator disclosed that his team would go round the North Central States to ensure compliance with the laid down rules and regulations guiding the exercise.

Kwara APC crisis: Why we reject registration c’ttee–Party leaders

A group of eminent leaders of the All Progressives Congress (APC) in Kwara has rejected the Membership Registration Committee sent to the state by the National Secretariat of the party.

The leaders, operating under the aegis of APC Integrity Group, declared that the seven-member committee headed by Sen. John Damboyi is unfit for the registration exercise because of its bias.

They spoke on Friday in Ilorin at a media briefing on Wednesday’s violence that disrupted an APC stakeholders’ meeting held at the Banquet Hall in Ilorin.

The Chairman of the group and Wakilin Lafiaji, Umaru Shaaba, who addressed newsmen, said his members were concerned and embarrassed by the festering crisis in the party.

The News Agency of Nigeria (NAN) reports that the briefing was attended by members of the group including Akogun Iyiola Oyedepo, Alhaji Niyi Adefila and Alhaji Isiaka Adio.

Others were Ibrahim Sharafadeen, Alhaji M.T. Manna, Hon. Ismaila Alale and Hon. Fatai Akorede.

Shaaba, who questioned the membership of the registration committee, said it could not deliver on the assignment given to it.

“ We want to state that from his operations thus far, Senator John Danboi and his members are unfit to do any meaningful party registration and revalidation in the state. We therefore reject the committee in its entirety,” Shaaba said.

Shaaba, who accused the committee of dealing only with the governor’s group, said there were four blocs within the party in the state.

According to him, the four tendencies in Kwara APC are those of Information and Culture Minister, Alhaji Lai Mohammed, Iyiola Oyedepo, Minister of State for Transportation, Sen. Gbemisola Saraki as well as the Fagbemi group to which the governor belongs.

“He has allowed the governor’s group to nominate and set up registration committees among his group in the 16 Local Government Areas of the state and 193 wards of the state.

“Even all the people that will register as members in all the polling centres are from his very minute group. That has been approved by Senator Danboyi Committee,” he said.

Shaaba also dismissed claims in some quarters that the caretaker chairman, Bashir Bolarinwa, came to the venue of the meeting with thugs.

“We consider the crisis as unnecessary as it is unreasonable.

“That is why all men of good conscience should come out to condemn the violence that the crisis engendered at the venue of the stakeholders meeting convened by the chairman and members of the registration and revalidation committee,” he added.

Shaaba, however, called on all members of the party in the three groups to go to their polling booths to register, adding that they should not be discouraged because of the ongoing crisis.

Hon. Bashir Bolarinwa, the Caretaker Committee Chairman of the All Progressives Congress(APC) in Kwara, has visited members of the party who sustained injuries in Wednesday’s attack by thugs at a stakeholders meeting in Ilorin.

The chairman, who spoke with newsmen on the sidelines of the visit, urged the victims to see their travails as the price to pay in ensuring a thriving democracy.

He said the victims were in an upbeat mood and responding to treatment.

” I led members of the Kwara APC Caretaker Committee to the residences of some of our members who were assaulted by hoodlums at Kwara State Banquet Hall, venue of the APC stakeholders parley organised by the Sen. John Danboyi-led APC Membership Registration/Revalidation Committee.

” Among those visited were Alhaji Dantala Yaro, the State Treasurer and Wahab Adeshina, a member of the board of the Nigeria Ports Authority (NPA).

” Others are Mallam Lai Karatu, a Youth Leader; Alhaja Sidi Gidado, biological mother of our State Women Leader and Mr Salihu Elepo, Ilorin East LGA Secretary.

“These are known and respected stakeholders of the party in Kwara State.

“They were at the event on the formal invitation of the Registration Committee. Unfortunately, all these did not prevent the attacks against them.

“I implored the victims to see their travails as their sacrifices for democracy.

“I charged them to remain law abiding despite the unprovoked attacks. I extended the sympathies of the party to them all,” Bolarinwa said.

He assured the affected party members that their efforts would not be in vain, adding that they should keep hope alive.

Also speaking during the visit to him, Adesina said he was invited to the venue by Danboyi, the chairman of the membership registration committee sent to the state.

He said that on getting to the venue, he and others were not allowed in until the party’s chairman, Bolarinwa, called Danboyi.

On eventually entering the hall, he said a woman confronted Bolarinwa and held his clothes while trying to tear it before he was rescued by some party members.

Adesina said he was also thoroughly beaten and his clothes torn by thugs who accused him of being loyal to the Minister of State for Transportation, Sen. Gbemisola Saraki.

Adesina said he sustained a dislocation on his shoulder bone while his phone and other items were stolen.

Yaro, while narrating his ordeal, said he lost a tooth and sustained bruises during the attack on him.

Karatu, on his part, said he lost three pre-molar teeth as a result of the beating he sustained during the attack.
