Vice President-elect Kamala Harris will resign from the Senate on Monday, according to a Harris aide.

The Californian Democrat’s resignation comes two days before she becomes the nation’s first female vice president, and the first person of colour to hold that office.

Harris has notified Democratic Gov. Gavin Newsom that she will resign Monday, her aide said.

Newsom announced in December that he would appoint Secretary of State Alex Padilla to her Senate seat, and Padilla intends to run for a full Senate term in 2022.

Padilla said on a Friday press call that it is `very likely’ he will be sworn into the Senate on Wednesday, Inauguration Day.

Padilla will be the Golden State’s first Latino senator.

But Harris’ exit also means that no Black women will be serving in the chamber.

In her new role as vice president, Harris will serve as president of the Senate and cast tie-breaking votes.

After Democrats won a pair of runoffs in Georgia earlier this month, the Senate will be evenly divided between Democrats and Republicans. Harris’ tie-breaking vote gives Democrats the majority in the chamber.

Harris has already been utilising her relationships on Capitol Hill as President-elect Joe Biden’s administration looks to quickly fill top Cabinet posts.

Harris’ aide said she has made calls regarding Retired Army Gen. Lloyd Austin’s nomination to be the next secretary of defence.

Austin needs a waiver to lead the department because he has not been out of the military for the required seven years, and some Democrats on the Senate Armed Services Committee oppose granting the waiver.

Elected to the Senate in 2016, Harris is leaving the chamber with two years left in her first term.

In her short time in the chamber, the former prosecutor and California attorney general grabbed headlines for pointed questioning at Judiciary Committee hearings.

She was a loyal Democrat in the Senate but also worked across the aisle on issues such as overhauling the bail system, supporting historically Black colleges and universities and making lynching a federal crime.

On Wednesday, Supreme Court Justice, Sonia Sotomayor, the first woman of colour to serve on the high court, will reportedly administer the oath of office to Harris.

ABC News reported that Harris will be sworn in on two Bibles, the first from a family friend that Harris used when she was previously sworn into office, and the second from the late Thurgood Marshall, the first Black Supreme Court justice.

China records 480 on-duty police deaths in 2020- Ministry

A total of 315 regular police officers and 165 auxiliary police personnel died in the line of duty in 2020, China’s Ministry of Public Security said on Monday.

Another 4,941 regular police officers and 3,886 auxiliary personnel were injured while performing their duties.

The ministry noted that over the past year, the police force made great contributions to the country’s economic development, social stability, and, in particular, the fight against the Coronavirus.

Statistics show that 3,773 regular police officers died in public service over the past decade, and 50,000 others were injured.

The Federal Government confirmed the first Coronavirus Disease (COVID-19) case in Nigeria on Feb. 27, 2020 in Lagos. It was the first to be reported in the country since the beginning of the outbreak in China towards the end of 2019.

The COVID-19 pandemic created medical emergencies across the world, but it also impacted on social and economic lives of countries, which necessitated actions to fight its effect.

In Nigeria, it necessitated a total lockdown of key economic sectors. Private and public institutions were closed and economic growth was stifled.

The country slipped into an economic recession in 2016, but it soon bounced back, and between 2017 and 2019 the economy had began to show promising signs of recovery before COVID-19 came and slowed the progress.

This ultimately resulted to a second recession in November 2020. The pandemic impacted negatively on the oil sector, which is the mainstay of the economy, with both price and production quantity declining.

This made the finance ministry to announce that Nigeria would cut the size of its N10.6 trillion budget for 2020 due to low revenue. The spending plan was calculated on assumptions of crude oil price of 57 dollars per barrel, but Brent crude hovered around 33 dollars per barrel during this pandemic

The drop in revenue from oil came with multiplier effects that reduced the value of the Naira and affected welfare of the ordinary Nigerians.

As an immediate response to save small businesses and also save jobs, the House of Representatives passed the Emergency Economic Stimulus Bill in March 2020 to provide support to small businesses and private citizens.

Speaker of the House of Representatives, Rep. Femi Gbajabiamila, said that the aim was to prevent job losses and to allow ordinary Nigerians live their normal lives.

Gbajabiamila said that the bill primarily sought to grant companies a rebate on Companies Income Tax to the value of 50 per cent.

“This, we hope, will prevent large scale job losses in an already fragile economy and allow our people to carry on with their lives as best as possible in the event of a large scale outbreak,’’ he said.

Observers believe that COVID-19 related economic interventions significantly squeezed Nigeria’s fiscal space and exposed the danger of the country’s sole reliance on oil.

CBN, on March 16, 2020 announced a N50 billion fund to combat the impact of the pandemic on the economy and allow banks to give their customers more time to repay loans.

The apex bank also cut interest rates on its loans from nine per cent to five per cent and announced a moratorium of one year on principal repayments of CBN intervention facilities.

It announced a N100 billion intervention fund in healthcare for pharmaceutical companies and healthcare practitioners to expand their capacity, and another N1 trillion in loans to boost local manufacturing and production across critical sectors.

CBN Governor Godwin Emefiele said that the various packages were directed at households and micro and small enterprises as well as pharmaceutical companies that wish o explore local production.

“The health sector loan aims to support the health authorities to ensure that laboratories, researchers and innovators work with global scientists to patent or produce vaccines and test kits in Nigeria to prepare for any major crises ahead.

“The CBN stands ready to provide liquidity back stops as and when required in view of its role as banker to the federal government and lender of last resort,” he said.

Emefiele assured that given the continuing impact of COVID-19 on global supply chains, the bank would increase its intervention in boosting local manufacturing and import substitution.

The government also took practical steps to avert a looming food crisis by empowering farmers to embark on massive cultivation of food crops through the Anchor Borrowers’ Programme of the CBN.

CBN rallied agriculture stakeholders to a meeting in Abuja, in September, 2020, and offered them incentives towards averting food shortage that could result from challenges posed by the pandmic.

Mr Yusuf Yila, Director, Development Finance Department of the bank, pledged the bank’s continuous support, adding that food security was an important priority of the government, which the CBN would work to ensure its success.

That initiative ensured availability of food in the country during the pandemic, even as some countries grappled with acute food shortages.

The government also set up a N500 billion intervention fund to enhance capacity of health facilities.

Minister of Finance, Mrs Zainab Ahmed, said that the fund would pull in cash as loans from various special government accounts and grants from multilateral institutions to be used to upgrade healthcare facilities at the federal and state levels.

“Our general view is that this crisis intervention fund is to be utilised to upgrade health care facilities as earlier identified.

“The Federal Government also needs to be in a position to improve health care facilities not only at the federal level but also to provide intervention to the states,” she said.

Dr Obi Adigwe, Director General of Nigeria Institute for Pharmaceutical Research and Development (NPPRD), urged the government to take advantage of the pandemic to improve capacity of research and development in relevant sectors.

`As bad situation creates wonderful chances, COVID-19 should create opportunity for increased funding into tropical and other diseases,” he suggested.

Though government’s various intervention schemes did not completely erase economic hardship experienced by ordinary Nigerians, they went a long way to ameliorate the situation and Nigerians fared relatively better.

As the pandemic enters its second wave and with the discovery of vaccines in some countries, Nigerians are concerned about the provision for procurement of these vaccines in the 2021 budget.

The Finance Minister, however, explained that the government was working on type and quantity of vaccines to be procured while her ministry and the ministry of health would finalise cost. (NAN)

AfCFTA: Commodity Exchange positions Nigeria for effective operations

The Nigeria Commodity Exchange (NCX), has been positioned to facilitate efficient export of commodities as the African Continental Free Trade Agreement (AfCFTA) takes off.

Its Managing Director, Mrs. Zaheera Baba-Ari, made the declaration on Sunday in Abuja when she spoke with the News Agency of Nigeria (NAN).

She said noted that the AfCFTA was an important and strategic platform that would serve to enhance the economies of African countries.

“The establishment of the continental trade bloc will be beneficial to African countries if properly managed,’’’ she said.

Baba-Ari said that in view of the expected adverse effects of COVID-19 on the world, AfCFTA would boost intra-African trade and mitigate rapid decline in the GDP of African countries.

She said the exchange had established a network of 20 licensed delivery warehouses across major production areas in the six geo-political zones of the country for efficient receipt and storage of agro-commodities to be traded on the exchange.

The warehouses, located in Zamfara, Kano, Kaduna, Nassarawa, Benue, Bauchi, Sokoto, Plateau, Ebonyi, Ekiti and Kogi have combined capacity to store 50 trillion tonnes of goods, she said.

Baba-Ari added that other warehouses located in Adamawa, Gombe, Taraba, Jigawa, Edo, Cross River and Ondo States would be ready within the year.

The managing director also told NAN that the Exchange had established fully equipped Quality Assurance Laboratories in each of the delivery warehouses.

She said the laboratories were for the purpose of testing the quality of commodities such as paddy rice, cocoa, sesame seed, soya beans, maize, sorghum and cashew nuts that would be traded on the exchange.

“The NCX has acquired robust Trading Application System for seamless buying and selling of commodity to ensure market integrity, price transparency and the facilitation of cross border trades.

“It has also acquired a Warehouse Management System that assures an efficient management of warehouse inventories.

“We have perfected Memorandum of Understanding with relevant foreign and Nigerian Commodity Associations like the Ethiopia Commodity Exchange and the Export Merchants Association of Sudan to trade in selected agro-commodities,’’ she said.

On standards and quality of commodities, Baba-Ari said that the NCX Quality Control department was headed by a professional certified by the Institute of Public Analysts of Nigeria.

She added that the exchange’s laboratory was being rigorously upgraded for ISO22000 certification which combines ISO 9001 with Food Safety Management and Hazard Analysis, including Critical Control Point System (HACCP).

“’The HACCP identifies specific hazards and proffers measures for the control of identified impurities in the food processing sector,’’’ she said.

She also told NAN that Nigerian farmers and manufacturers would likely face the challenges of global competitiveness as a result of high cost of production, poor yields, low capacity utilisation and high prices.

“The issue of tariff on agro-commodity exports from Nigeria should be addressed to increase efficiency of trade flows.

“There is also the need for Nigeria to improve its position on the World Bank’s Ease of Doing Business Ranking from its current 131st rung of the ladder.

“This should be done by using focus indicators such as paying taxes, trading across borders, starting a business and connecting minority investors.

“This is in line with the goal of the Presidential Enabling Business Environment Council (PEBEC) to be the top 70 among a total of 190 countries,’’’ Baba-Ari said.

NAN reports that the agreement establishing the AfCFTA was signed in March 2018, in Kigali, following conclusion of the main legal texts.

It is a free trade area among 54 of the 55 African Union nations. Trading in the Area began on Jan. 1, 2021.

It is aimed at creating a single market for goods and services; facilitate the movement of persons; promote industrial development, sustainable and inclusive socio-economic growth within the African continent.

Under AfCFTA trading, tariffs on various commodities where rules of origin have been agreed will be drastically reduced and traders of all sizes will have access to a much bigger market than before.

IGP lauds police personnel for repelling bandits’ attack on convoy

The Inspector General of Police (IGP), Mr Mohammed Adamu, has commended personnel attached to Police Mobile Force – 9 Squadron, Kano, for repelling attack on their convoy by bandits in Kaduna State.

The Force Public Relations Officer (FPRO), Mr Frank Mba, disclosed this in a statement on Sunday in Abuja.

He said officers who were on their way back to their base in Kano after completing a special duty were attacked on Friday along the Birnin-Gwari Funtua Highway.

According to him, the officers are personnel attached to Operation Puff Adder and deployed to Niger State in the sustained operation to reclaim public space.

He said the team was deployed to tackle incidences of banditry, kidnapping and other violent crimes in the area.

“Contrary to unconfirmed reports in some sections of the media that 18 officers were kidnapped, only 16 were attacked in the ambush.

“The officers successfully repelled the attack accordingly and neutralised the bandits in their tens while many others scampered into the bush with gun shot injuries.

“Regrettably, four of the Officers paid the supreme price during the exchange of gun fire between the Police and the bandits while an officer is still missing,” he said.

Mba said the remaining 11 officers led by their Unit Commander successfully recovered the bodies and firearms of their fallen colleagues, adding that concerted efforts were being intensified to rescue the officer still missing.

He said the IGP had commiserated with the families of the officers who paid the supreme price in the service of the nation, pledging to ensure that their deaths were not in vain.

He pledged the commitment of the police to check all activities of bandits and other unscrupulous elements in the area and other parts of the country.

Inter Milan beat lacklustre champions Juventus 2-0 in Sunday’s Serie A classic and went top on goal difference ahead of crosstown rivals AC Milan.

Juventus are fifth with a game in hand and stayed seven points off the top, with AC Milan hoping to reclaim first place when they close Match Day 18 at Cagliari on Monday.

Inter Milan were one goal up at half time, thanks to a header from ex-Juve midfielder Arturo Vidal.

The former FC Barcelona player connected with Nicolo Barella’s cross on 12 minutes to net his first goal in the season.

The hosts also came close when Lautaro Martinez missed a tap in after Romelu Lukaku was denied by Wojciech Szczesny.

“[The goal] was important for me and for the team,” said Vidal, who won the first four in Juve’s record run of nine Scudetti. “We won a difficult game against the strongest team in Italy.

The day’s opener saw Napoli pummel Fiorentina 6-0 to take third place as their inspired captain Lorenzo Insigne hit a brace and provided an assist.

Egyptian President reiterates support for AfCFTA

Egyptian President Abdel-Fattah al-Sisi on Sunday reiterated his country’s support for the African Continental Free Trade Area (AfCFTA) which commenced earlier this month.

Sisi’s remarks came during his meeting in Cairo with Wamkele Mene, Secretary General of the AfCFTA, Egyptian Presidential spokesman Bassam Rady said in a statement.

Sisi affirmed Egypt’s full support for the activities and work of the AfCFTA, which represents a promising start towards continental integration in Africa, the spokesman said.

The Egyptian president said his country was fully prepared to provide its expertise to help activate the free trade zone, noting that stability is very important as it provides the appropriate climate for the success of the efforts and activities of the agreement.

For his part, Mene expressed his appreciation for the vigorous follow-up of the Egyptian president to the procedures for launching the AfCFTA during his presidency of the African Union.

Mene pointed out that Egypt was one of the first countries to sign and ratify the agreement.

Trading under the AfCFTA began on Jan. 1, making it the world’s largest free trade area in terms of participating member states after the formation of the World Trade Organisation.

Data from the World Bank shows that the trade bloc, which has so far garnered 54 signatories, covers a total population of over 1.2 billion with a collective gross domestic product of 3.4 trillion U.S. dollars.

The AfCFTA has the potential to boost intra-Africa trade by about 52 per cent by 2022, according to the United Nations Economic Commission for Africa.

Nigeria records 1,444 new COVID-19 infections

The Nigeria Centre for Disease Control (NCDC) has recorded 1,444 new cases of the Coronavirus (COVID-19) in the country

The NCDC disclosed this on its official website late on Sunday.

The News Agency of Nigeria (NAN) reports that the country has tested 1,154,138 people since the first confirmed case of COVID-19 was recorded on Feb. 27, 2020.

According to the public health agency, the new infections has taken the total number of confirmed COVID-19 cases to 110,387, which includes 89,317 discharged cases and 1,435 deaths.

The agency said the 1,444 new cases were registered from 20 states and the Federal Capital Territory (FCT) in the past 24 hours.

The health agency reported 15 COVID-19 related deaths in the past 24 hours.

According to it, Lagos, Plateau, and Kaduna recorded the highest number of COVID-19 infections on Sunday, with 901, 136, and 57 cases respectively.

Other states with new cases were, FCT-54, Ebonyi-53, Akwa Ibom-52, Nasarawa-32, Osun-29, Ogun-28, Imo-16, Oyo-16, Edo-15, Kano-14, Rivers-10, Ekiti-7, Borno-6, Abia-f5, Benue-4, Yobe-4, Kebbi-3, and Anambra-2.

The NCDC disclosed that 3,950 patients were discharged from isolation centres across the country after the second test result returned negative.

It added that the discharge included 717 community recoveries in Lagos State and a backlog of 2,825 community recoveries in FCT managed in line with guidelines.

NCDC said that a multi-sectoral national Emergency Operations Centre (EOC), activated at Level 3, was coordinating response activities nationwide.

Chief of Army Staff Tukur Buratai has commended the Air Task Force of Operation Lafiya Dole for its success in dislodging Boko Haram terrorists in Marte area of Borno.

The Director, Army Public Relations, Brig.-Gen. Sagir Musa, disclosed this in a statement on Sunday in Abuja.

Musa said the air task force played a decisive role in the destruction of seven terrorists’ gun trucks during attempted attack on troops’ location in the area on Saturday.

He said the troops of Operation Tura Takaibango successfully laid an ambush against the terrorists when they attempted to attack troops’ location at the outskirts of Marte.

According to him, the Air Task Force played a commendable role in the destruction of seven terrorists’ gun trucks and decimation of unconfirmed number of the insurgents.

“The Chief of Army Staff hereby appreciates and commends the troops, especially the Air Task Force Operation Lafiya Dole for their heroic and patriotic actions which resulted in the successes recorded.

“He urged them to maintain the momentum and expedite actions to ensure speedy final defeat of Boko Haram/ISWAP terrorists in Nigeria,” he said.

Gambia’s Sawo wins Daily Trust African Award

Musu Sawo, a Gambian change maker and women rights advocate, has emerged winner of the 2020 Daily Trust African of the Year award.

A statement by Nura Daura, acting Chief Executive Officer of Daily Trust, said a seven-member award selection committee, announced 30-year-old Sawo as the winner.

The committee, led by the former President of Botswana, Dr Festus Mogae, said the award was for her commitment to ending violence against girls and women including child marriage and female genital mutilation.

Married at the age of 14 and widowed at 21 with no inheritance, Musu, who had also gone through female genital mutilation as a child, is also engaged in addressing the injustices women face daily across Africa.

“I say to the girls: come out and be the change that you can be because your children may be victims,” Sawo said while explaining her motivation.

Sawo, who is an Internationally Human Right Law lecturer at the University of The Gambia, started advocating for girls’ rights at age nine, including against child marriage, which she fell hostage to five years later.

National Coordinator for Think Young Women, she is a recipient of the 2017 Vera Chirwa Award from the Centre for Human Rights, University of Pretoria. South Africa and recognized as one of the 100 most influential young persons in West Africa by the Confederation of West African Youths in 2018.

She also received the ‘Inspiring Gambian Award 2018’ by the People’s Choice Award for Excellence in The Gambia.

Sawo’s selection by the Daily Trust was that in this period of COVID-19, women have been particularly impacted negatively, especially during the lockdown when a lot of husbands lost their jobs, resulting in domestic violence in the homes.

“So, with Musu’s championing the rights of women in Africa, which is largely a traditional society, she is deemed to be promoting a great cause, and therefore found worthy of selection for the award.

“Musu Bakoto deserves the award for her continuous work to end violence against girls and women, including child marriage and female genital mutilation”.

The African of the Year Award project was instituted in 2008 by Daily Trust to recognize and reward Africans who have made extra-ordinary contributions to human development in any part of the continent, and in any sphere of human endeavour.

Congolese medical doctor, Denis Mukwege, was the first winner in 2008 and 11 years after the recognition, he won the Noble Peace Prize for his work of treating abused and raped women in his war-torn country.

The award comes with a cash prize of 10,000 U.S. dollars.

The presentation of the this year’s award will be done sometime in March in Banjul, The Gambia.
