President Buhari approves new NEITI head

President Muhammadu Buhari has approved the appointment of Dr Orji Ogbonnaya Orji as the Executive Secretary, Nigerian Extractive Industries Transparency Initiative (NEITI).

Mr Willie Bassey, the Director Information, Office of the Secretary to the Government of the Federation, announced the appointment in a statement issued on Thursday in Abuja.

The statement said that Orji’s appointment was for a single term of five years.

“In accordance with the provision of Section 12 (2) (a) and 6 (3) of the Nigeria Extractive Industries Transparency Initiative (Establishment) Act, 2007, Orji’s appointment is for a single term of five years.

“The appointment takes effect from 19 February, 2021.”

Orji takes over from Waziri Adio, whose tenure expires on Thursday, Feb.18.

Until his appointment, Orji was the agency’s Director of Communications and Advocacy.

He began his career at the Federal Radio Corporation of Nigeria (FRCN) and also worked with United Nations Development Programme (UNDP), where he managed several donor-funded projects.

Orji holds M.Sc degree and Ph.D in Political Economy and International Development from the University of Abuja.

The President enjoined the new appointee to serve the nation with all sense of responsibility, honesty, diligence and promote good governance in the discharge of his duties.

NEITI was established in 2004 as the key anti-corruption agency at the Presidency and is responsible for enthroning transparency, accountability and governance of the country’s oil, gas and mining industries.

ICPC prevent N189bn MDAs personnel cost diversion

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) on Wednesday said it prevented the misapplication of N189 billion by Federal Ministries, Departments and Agencies (MDAs) between 2019 and 2020.

Chairman of the commission, Prof. Bolaji Owasanoye, disclosed this at an interactive forum with Directors of Finance and Accounts and their Internal Audit counterparts in Abuja.

The one-day event was organised by the ICPC and the Budget Office of the Federation to address challenges likely to hamper implementation of the 2021 Federal budget.

Owasanoye said the funds meant for personnel cost, were flagged by the ICPC during its 2019/2020 System Study and Review of the MDAs.

“Part of the outcome from 2019 System Study and Review of the commission is the mopping up of N42 billion (personnel cost) in 2019, and N147 billion in 2020.

“The Minister of Finance through findings of the commission of the wrong application of personnel cost on overhead and capital items, issued a negative warrant to mop up excess cash available in the personnel costs of the MDAs to forestall further misapplication of funds.

“Similar warrant was issued in 2020 totalling N147 billion, which was a huge savings to government,” he said.

The ICPC boss also disclosed that some MDAs diverted a total of N220 million from tax and other third-party deductions like union dues, between 2018 and 2020.

He, however, said that the funds were restrained and retained by the IPPIS following an alert by the ICPC.

Owasanoye blamed the lingering corruption in the country’s public finance on the “failure of integrity” by government accountants and auditors.

He said the ICPC’s system review also found that many MDAs spent substantial parts of their personnel cost budgets on unrelated matters.

“These expenditure types included DTA and Estacode, electricity, water and sewage bills, procurement of diesel and stationery, payment of transport allowance and flight fares and illegal employees as well as illegal allowances.

“Again, that the budgeting system for Capital Fund had shifted heavily to overhead related activities such as empowerments, sensitisations and trainings, thus reducing the visibility of government assets and infrastructural projects commensurate with the value of capital appropriation.

“Some agencies of government engaged in massive capital project implementation through direct labour with attendant implication for corruption and loss of project quality and tax revenues,” he added.

Owasanoye further explained that the continuity of these infractions challenged its professed political will to deal with impunity characterised by disobedience of laws and regulations.

“This is an existential threat to the nation and it has already negatively impacted stability and development because funds appropriated for major infrastructure and development projects are simply diverted or mismanaged.

“It starts with those of us in this room. This impunity cannot continue ad infinitum. Nigeria cannot and will not survive it, ” he said.

Mr Ben Akabueze, the Director General, Budget Office of the Federation, said that the Economic Recovery and Growth Plan (ERGP) agenda could only be effective through efficient and coordinated use of annual budgets aligned with the Federal Government’s development agenda.

He added that a budget was not just a set of revenue and expenditure plans by the government, but a culmination of government’s strategic socio-economic and fiscal policies and plans.

Akabueze, in a paper presentation entitled: “Transparency and Fiscal Discipline in Implementing of FGN Budget”, enjoined MDAs to imbibe the culture of transparency, fiscal discipline, and prudence in preparation and implementation of Budget.

On her part, the Minister of Finance, Budget and National Planning, Mrs Zainab Ahmed, said the country’s economy suffered a setback in 2020 due to COVID-19 “and we entered recession at the end of first quarter of the year”.

Ahmed, who was represented by Malam Aliyu Ahmed, Permanent Secretary, Ministry of Finance (Special Duties), said that measures were being put in place to ensure that the country exited from recession soon.

Buhari dispatches security officials for rescue operation in Kagara, Niger

President Muhammadu Buhari has condemned the abduction of some staff and students of Government Science College, Kagara, Niger State and directed the Armed Forces and Police to ensure immediate and safe return of all the captives.

A statement by the President’s spokesman, Malam Garba Shehu, in Abuja on Wednesday, said the president had also dispatched to Minna, Niger, a team of security chiefs to coordinate the rescue operation.

According to Shehu, the team is also expected to meet with state officials, community leaders, as well as parents and staff of the College.

The presidential aide quoted the president as assuring the support of his administration to the Armed Forces in their brave struggle against terrorism and banditry.

Buhari urged them ”to do all that can be done to bring an end to this saga, and avoid such cowardly attacks on schools in the future.

“Our prayers are with families of the victims of this attack,” said the president as he condemned as cowardly the attack on innocent school children.

Education board to blacklist contractors over incompetence

The Niger State Universal Basic Education Board (NSUBEB) says it will revoke and blacklist any contractor that fails to meet prescribed standard and specification of award.

The Chairman of the board, Dr Isah Adamu, stated this on Tuesday in Minna at the bid-opening for first quarter Universal Basic Education Commission (UBEC) and NSUBEB intervention fund projects.

Adamu, who was represented by Alhaji Umaru Alkali, Permanent member 1 of NSUBEB, said this was part of efforts to by the Gov. Abubakar Sani-Bello administration to prioritise basic education in the state.

“We have all seen the transformation in our schools both at rural and urban centers across the state, it is indeed an inclusive legacy projects targeted at providing access to every child,” he said.

The chairman said that the board would monitor and supervise the projects and reward contractors that put in their best in the discharge of their task, adding that the bid opening would be devoid of any interest.

In her remarks, Hajiya Hannatu Salihu, the state Commissioner for Education, cautioned the contractors against seeing the bids as a do or die affairs.

Salihu, who was represented by Alhaji Abubakar Balarabe, the Permanent Secretary of the ministry, advised the winners of the bid to work in accordance with the specification of the contract.

Also speaking, Malam Auwal Mohammed, from the state Procurement Board, said the board would monitor and provide guidance to ensure that due process was followed in all procurement activities.

He lauded the board for always complying with the procurement rules and regulations, adding that contractors with complains should channel their complaints for transparency.

Mr Arewo Sunday, who spoke on behalf of the contractors, said they would do everything possible to deliver quality projects if allowed to execute the projects.

African Migration Summit: Journalists’ forum insists on COVID-19 safety protocols

Journalists International Forum for Migration (JIFORM) has directed its members to comply with the COVID-19 protocols during its summit in Accra, Ghana, where more than 300 journalists will participate in both virtual and physical presentation.

He observed that there was need to maintain safety measures against COVID-19 pandemic, saying that time had come for government and the stakeholders in Africa to work with the media to further collaborate on migration matters.

He noted that the summit — African Migration Summit — will be in partnership with the NEKOTECH Centre of Excellence, Ghana entitled: “Labour Migration: Shifting the paradigm to benefit Africa”.

Prominent African leaders; Ghanaian President Nana Akufo-Addo, Prof. Patrick Lumumba, Dr Princess Ocansey and others will speak at the summit.

Others include the Diaspora Committee, House of Representatives in Nigeria, Dr Tunji Asaolu, Nigerian Representative at the African Union Economic, Social and Cultural Council and International Organisation For Migration (IOM) Gambia, Ghana and Nigeria, among others.

The summit will hold at Accra International Conference Centre, Ghana, between Feb. 25 and Feb. 26.

Buhari nominates Abdulrasheed Bawa as EFCC chair

President Muhammadu Buhari has asked the Senate to confirm Mr Abdulrasheed Bawa as substantive Chairman of the Economic and Financial Crimes Commission (EFCC).

Mr Femi Adesina, the Special Adviser to the President on Media and Publicity, confirmed this development in a statement in Abuja on Tuesday.

In a letter to President of the Senate, Ahmad Ibrahim Lawan, the president said he was acting in accordance with Paragraph 2(3) of Part1, CAP E1 of EFCC Act, 2004.

Bawa, 40, is a trained EFCC investigator with vast experience in investigation and prosecution of advanced fee fraud cases, official corruption, bank fraud, money laundering and other economic crimes.

He has undergone several specialised trainings in different parts of the world and was one of the pioneer EFCC cadet officers in 2005.

Bawa holds a B.Sc. degree in Economics and Master’s degree in International Affairs and Diplomacy.

WTO: Okonjo-Iweala’s appointment will bring opportunities for Nigeria, Africa- Don

Prof. Mustapha Mukhtar of Economics Department, Bayero University, Kano says Dr Ngozi Okonjo-Iweala’s appointment as Director-General of World Trade Organisation (WTO) will bring more opportunities for Nigeria and Africa.

Mukhtar said this while reacting to the appointment in a telephone interview with the News Agency of Nigeria (NAN) on Tuesday.

NAN reports that Okonjo-Iweala was appointed the seventh DG of the WTO on Monday, making her the first woman and the first African to head the multilateral trade body.

Her tenure would commence from March 1, 2021 to Aug. 31, 2025.

The decision was taken by consensus at a special meeting on Monday at the organisation’s General Council.

In October, her WTO candidacy was supported by all geographic regions at the trade body apart from the United States.

The university don said the appointment had given Nigeria and indeed Africa a full and strong representation not only at WTO but other fora like G7, G20 and International Monetary Fund (IMF) conferences among others.

He said his expectation was that henceforth Africa would be benefiting in terms of trade disputes and other matters relating to trading since the continent was well represented.

According to him, going by the track record of the new WTO DG, her appointment will have multiplier effects in terms of poverty reduction, job creation and improvement in foreign exchange.

He noted that with her wealth of experience, Okonjo-Iweala would work hard to bring up policies to improve trade in Nigeria, on the continent and indeed in the world.

Mukhtar advised her to be fair and just to all member nations in all WTO activities, adding that members should be given fair playing ground in trade disputes and settlement.

He urged the first woman director general to transform the organisation for better based on the global macroeconomic dynamics in line with best practices.

“I am very happy and overwhelmed that an African woman and indeed a Nigerian has been appointed to steer the affairs of WTO.

“This Okonjo-Iweala’s appointment will upgrade the status of Africa as we can now play in the same league with the rest of the world. In fact, it is an honour to Nigeria,” he said. (NAN)

FG inaugurates 21-man committee on defence sector reforms

The Minister of Defence, retired Maj.-Gen Bashir Magashi, has inaugurated a 21-man committee to facilitate the reforms of the Ministry of Defence and the Armed Forces of Nigeria (AFN).

The Special Assistant to the Minister on Media and Publicity, Mr Mohammad Abdulkadri, said this in a statement on Tuesday in Abuja.

Magashi explained that the committee would facilitate the necessary defence sector reforms with a view to addressing the perceived administrative and operational gaps in the nation’s military.

He said the military must be refined in compliance with the current globally acceptable 21st century standards.

The minister also urged the committee to see its assignment as a patriotic call to national service and the need for its members to play their roles in defence of the country’s territorial integrity against the infractions of the insurgents, bandits and kidnappers.

According to him, President Muhammadu Buhari is optimistic that the recommendations of the committee at the end of the assignment will drive his campaign promise to return the military to its rightful place of global reckoning.

The Permanent Secretary, Mr Musa Istifanus, said the members of the committee were carefully selected and balanced to meet national representation and aspirations capable of delivering on their mandates.

The Chairman of the committee, retired Air Vice Marshal Mohammed Umar, assured that members of the committee would bring their experiences and expertise to bear in carrying out the assignment.

Umar said team work, dedication and commitment would be their watchwords within the ambit of national realities.

The committee has, retired Air Commodore Darlington Abdullahi as Secretary while some former service chiefs as well as some top serving and retired officers are members.

Minister demands cancellation of APC membership registration, revalidation in Kwara

The Minister of Information and Culture, Alhaji Lai Mohammed, has demanded the immediate cancellation of the ongoing APC membership registration exercise in Kwara for non compliance with the party’s regulations and guidelines.

The minister made the demand in his home town in Oro, near Ilorin, after partaking in the party’s national registration and revalidation exercise at his PU006 Oro Ward 2.

Speaking at a media briefing, Mohammed demanded the putting in place of a process to ensure the conduct of a credible and fair exercise that would enjoy the support and confidence of all.

He requested the immediate disbandment of the Sen. John Danboyi-led Membership Registration Committee for Kwara State on the ground that a vast majority of the APC stakeholders in the state had lost confidence in the committee.

The minister urged the constitution of a fresh committee that is truly independent, non-compromised and sensitive to the delicate diverse interests in the party.

He said a thorough investigation should be launched into the botched membership registration exercise by the Danboyi-led committee.

Mohammed noted that the demands were the irreducible minimum requirements for peace and progress in the state chapter of the party.

Justifying his demands, the minister said teams had been deployed ahead of the exercise to monitor the process to ensure compliance with the guidelines stipulated by the party.

He said the reports from the monitoring teams revealed that the whole exercise which started on Feb. 9 did not comply with the stipulated guidelines.

“The guidelines stipulate consultation with all stakeholders by the Registration Officials from Abuja.

“After the botched attempt to have a meeting of stakeholders due to orchestrated violence, the Registration Officials failed to consult with all stakeholders before the commencement of the membership registration exercise.

“They opted instead to work with only one of the four tendencies here in Kwara, the Fagbemi Group, to which the governor belongs.

“They excluded the three other tendencies – The Akogun Group, the Gbemi Saraki Group and the Lai Mohammed Group, without which the ‘O To Ge’ Movement would not have succeeded.

“Ironically, the Fagbemi Group is the weakest of the four tendencies. Out of the 193 wards in the state, the group has only nine ward chairmen and does not have even one local government chairman,” he said.

He said the Fagbemi group had only four members at the State Executive Council level.

The minister also said that the recruitment of officials for the registration exercise had been a one-sided affair.

The minister said contrary to the party’s guidelines, the registration officials from Abuja on getting to Ilorin had handed over the registration materials to an individual not recognised by the provisions of the guidelines.

He said those who were given the materials also decided to hoard them instead of distributing them to the wards.

“The implication is that the registration is being carried out without Party Membership Register, while temporary membership slips, to be signed and detached from the forms after registration, are not being given to those who have purportedly registered.

“According to our findings, since the commencement of the registration, over 80 per cent of the registration units do not have either membership register or membership registration slip.

“In the few places where they are available, they are kept in private apartments of some political office holders,” he said.

To back up his claim, the minister said that in Baruten Local Government, the registration materials were handed over to the Speaker of the State House of Assembly who hailed from the area.

He said in Oyun, the materials were given to one Olayiwola Ojo, a member of the State House of Assembly while in Shao, Kwara North Senatorial District, the registration materials were taken to a police station.

The minister said the DPO of the station presided over membership registration, in contravention of the party’s guidelines.

“It was only when the people mobilised against the use of the police station for registration that the illegality was stopped.

“What happened in Shao is the clearest indication yet that the police and other security agencies may be complicit in the mess being made of the membership registration in Kwara State,” he said.

Mohammed said instead of membership registers, conniving registration officials were using exercise books or foolscap sheets to register members.

He said senior Kwara government officials and State House of Assembly members were made to write their details in the exercise books or foolscap sheets in clear violation of the guidelines.

“We have pictorial and video evidence of this. More worrisome is that members who have purportedly registered are being asked to come back for their registration slips.

“Till date, no such member has been given the registration slip.

“Even senior officials of the state government, including Special Advisers as well as House of Assembly members, have had to register using exercise books/foolscap sheets,” he said.

The minister said due to the shoddy and non-compliant mode of registration using exercise books and foolscap sheets instead of the membership register, many members were unwilling to submit their personal details through such unsecured and illegal process.

According to Mohammed, there is a deliberate policy of exclusion by the Registration Team from Abuja and their collaborators.

“It seems there is a plan to de-register even high-ranking members and stakeholders who have not only paid their dues in the party, but without whose contribution this government would not have been in power.

“For example, at the Registration Unit of Senator Gbemi Saraki, the Honourable Minister of State for Transport, which is PU 005 at Ode-Opobiyi in Ajikobi Ward of Ilorin West LGA, not a single registration official has been sighted at the designated point since the commencement of the exercise, not to talk of registration materials.

“This is the situation in all other places considered to be the stronghold of high-ranking party members,” he said.

The minister said that in Irepodun, his local government, registration officials only showed up once, making it impossible for many members to register.

He said though the registration exercise was supposed to last two weeks, registration officials only showed up in many registration units once.

The minister said the seven-member APC Membership Registration Committee led by Danboyi seemed to have gone underground since it arrived in Kwara from Abuja.

“They have not had any useful interaction with lawful members of the State Executive as well as party leaders and other stakeholders, including local government chairmen and their executives and ward chairmen and their executives.

“These are lawfully-constituted party executives that the registration guidelines stipulate should not only be consulted but carried along during the exercise,” he said.

The minister said the findings indicated clear and deliberate policy to massively disenfranchise and de-register APC members in Kwara, resulting in many members being disillusioned.
