“The efforts are to ensure that the global economy is sustained and that the place of man as the centrepiece of global activities is preserved.

Health insurance enrollees seek improved services

Health insurance enrollees seek improved services

By Franca Ofili

Some enrollees of the National Health Insurance Scheme (NHIS) in the FCT have called for improved services and less stress, saying they go through cumbersome measures whenever they want to access health services.

The enrollees of the scheme, now National Health Insurance Authority (NHIA), expressed their concerns in separate interviews with the News Agency of Nigeria (NAN) in Abuja on Sunday.

Launched in 2005 as a policy for better healthcare delivery to the public, NHIS was established by Decree 35 of 1999 (now Act 35), operating as a Public Private Partnership (PPP) to provide accessible, affordable and quality healthcare for Nigerians.

The mandate of the scheme, which was reviewed in 2022 and the name changed to NHIA from NHIS, is to attain Universal Health Coverage (UHC) in Nigeria by the year 2030.

The mission is to mobilise and pool financial resources for strategic purchasing of affordable and quality healthcare for all.

NHIA is a social network programme established to provide easy, quality healthcare access to Nigerians at affordable cost.

Health Maintenance Organisations (HMOs) were, therefore, appointed as agents to buy healthcare services from public and private healthcare providers; thus, HMOs and NHIS work together, with the HMOs being regulated by the scheme.

However, subscribers/enrollees complained of nonchalant treatment by accredited hospitals.

While some enrollees expressed displeasure over long hours before seeing a doctor, others said major health concerns like cancer, heart disease, sickle cell disorder, diabetes or even high blood pressure are not covered.

Mrs Ese Williams, a civil servant and an enrollee, said she was referred from the accredited hospital she had been attending for further review of her health condition to another hospital, but it took hours to see a doctor because she must provide code for every treatment.

Williams said “the worst part is that when requests are sent to HMOs, they do not respond on time. It takes more than three hours to respond and the sick patient keeps waiting, after leaving his/her house early to access treatment. It is frustrating.”

Ms Julia Steve, another enrollee civil servant also living in Abuja, said she  abandoned the hospital assigned to her to access medicare under the scheme and always pay her hospital bill as a private patient “because of poor services and the way some hospitals treat patients under the scheme.

“I don’t know why some accredited NHIS hospitals keep complaining that money has not been remitted to them, while drugs are always not available.”

According to her, she  has not used the service for almost eight years due to the nonchalant attitude of the hospital.

She, therefore, called on government to monitor what hospitals and HMOs  are doing in terms of services to enrollees.

“If they are monitored, those not doing well should be delisted,” Steve said.

Another enrollee also residing in  Abuja, Mr Emeka Ojiofor, said that the insurance policy is supposed to alleviate the financial burden of citizens on health.

Ojiofor urged government to create more awareness about the scheme for enrollees to know the services and ailments covered under the programme and those not covered for patients to know.

He said that the issue of obtaining code from HMOs before a patient is attended to is cumbersome, suggesting that NHIA should deal directly with the hospitals, instead of going through HMOs.

The Chief Executive Officer of Ultimate Health, an NGO, Dr Lekan Ewenla, said there are optional guidelines to take care of the issue of code, where the primary provider can  refer a particular enrollee  to access care at the secondary level.

He explained that all that is required is pre-alteration code.

Ewenla said that the code would be expected to be promptly issued by HMOs so that the facility can commence treatment.

On the issue of delay,  he said that over the years, it had been confirmed that  healthcare facilities use codes obtained in January until March, as well as other services.

He explained that “code given for Caesarean Section should not be used  for  fibroid. HMOs keep getting bills that are not within the approval code. Code given for specific treatment should be restricted for only that treatment.

“We have seen a situation whereby a facility will ask for code to do appendicostomy and they will extend it to other services. And by the time they are sending the bill that is meant for N80,000, you will see a bill of N325,000 coming from the facility.”

He said that Dr Kelechi Ohiri, the Director-General of NHIA is reviewing the operational process of the authority to ensure better performance.

He added that once the challenges in the health insurance ecosystem are addressed, the regulator should play according to the rules and focus on the right things.

He advised enrollees to collect phone numbers of their health providers and then reach out to the HMOs, adding that “any  HMO that is not reachable should be queried.

“On the issue of  inferior drugs, the scheme introduced the prescription of generic medications which people assume are inferior drugs, but they are also good as the branded ones.

“NHIA has initiated a process of branding medications that would be utilised on the health insurance programmes. You  will see the package as NHIA medications and it will eliminate the perception on generic medications.” (NAN)(www.nannews.ng)

The 2024 inaugural ASTA had as its theme “Sports as a Catalyst for Accelerated Tourism Development in Africa”.
Edeh, who highlighted the importance of sports to the nation’s development, said the award could not have come at a better time.
“To be recognised among the very best in the country, for me I count it a very rare privilege that God has given to me.
“I know that among all the recipients, am probably the youngest and it goes to say that this is indeed an award I will never toy with because it is something every normal human being looks forward to,” he said.
The elated BSFA boss said that the award would further spur him to the development of sports, especially grassroots football in Nigeria.
“For me it’s a rare privilege to experience this kind of award.
“I will continue to promote sports, particularly the game of football in all spheres.
”Of course, as the chairman of BSFA, the award will spur me to continue to grow the game at the grassroots and support women in sports,” he said.
Edeh said that as part of plans to transform football in Benue, the inaugural BSFA sports awards would be coming up in June, to mark his one year in office as BSFA chairman.

The Chief of Defence Staff (CDS), Gen. Christopher Musa, says the Unity Schools Old Students Association (USOSA) Sports Carnival will help promote nationhood and social cohesion in the country.

Musa said this during the teeing-off of the USOSA golf tournament at IBB International Golf and Country Club, Abuja on Saturday.

He said he was happy to be a product of Unity School, adding that it shaped him into the man he is today.

The News Agency of Nigeria (NAN) reports that no fewer than 42 Unity Colleges from across the country slugged it out for honours in 14 sports at this year’s carnival.

He said it was exciting to see the calibre of people at the sports carnival, adding that every local government, tribe and religion from across the country was represented, which depicts unity in diversity and promotes social cohesion.

“It is a pleasure and a great privilege to be here.

“Federal Government College, Sokoto, gave us platform and the foundation that we are standing on and together I can see the difference we are making all over the country and the world.

“I remain forever grateful for attending a Federal Government College. The schools are the pride of the nation, although we need to ask if the standards are still being maintained these days.

“If not, what are we doing about it because we benefitted from the system and it will sad for us not to do anything when we are in the position to make a change.

“So, I think it’s good that we do something for the unity schools so that we can bring them back to standard in sports, education and everything the institution represents,” he said.

Michael Magaji, the President General of USOSA, told NAN that the golf tournament was integrated into the competition to help strengthen the aging participants.

He noted that the theme of this year’s carnival was, “Regniting Unity in Diversity,” adding that the carnival brought together no fewer than 3,000 USOSANS and 2,000 non-USOSANS.

“We are using sports as a tool to showcase unity, nationhood and social cohesion amongst USOSANS and non-USOSANS alike.

“The carnival is part of our ‘project unite’ which covers the health, wellness, careers and different components of living.

“The idea is to situate Nigeria and position sports as a tool to help unite the country,” he said.

Ahmad Hussaini, the Chairman of the Local Organising Committee, said USOSA was borne out of a need to save the Unity Schools from being sold by the federal government.

He recalled the during President Olusegun Obasanjo’s government there were plans by the then Minister for Education, Dr Oby Ezekwesili, to sell the unity schools under the government’s privatisation drive at the time.

“So, some of us formed a pressure group and resisted the attempt by the government to sell our unity schools; and the pressure group was what metamorphosed into USOSA.

“We went the extra mile to save our federal government colleges from being sold because we were products of these schools and knew what we benefited from them.

“We have members from all over Nigeria. A good number of them are golfers. Sports is also a tool for unification. Sports is a tool for team building. It’s a tool for national building and promoting excellence,” he said.

NAN reports that the Sports Carnival which began on Monday ended on Saturday. (NAN) (www.nannews.ng)

Dr John Asein, the Director-General, Nigerian Copyright Commission (NCC), says the Federal Government is taking steps to finalise its National Intellectual Property (IP) Policy and Strategy for the country.

Asein disclosed this on Friday while commemorating the 2024 World Intellectual Property Day with the theme “IP and the SDGs: Building Our Common Future with Innovation and Creativity’’ in Abuja.

The News Agency of Nigeria (NAN) reports that the Day is observed every April 26 to celebrate the importance of intellectual property (IP) rights to encourage innovation and creativity.

The director-general was represented by the Director of Legal, Mr Emeka Ogbonna.

NCC boss said the policy would serve as a blueprint for a more efficient modern and responsive legal and administrative framework for the country to leverage on its creative and innovative potential.

He said that the day underscored the power of innovation and creativity in achieving the Sustainable Development Goals (SDGs) and shaping a sustainable and inclusive future for humanity.

According to him, the SDGs represent a universal call to action to end poverty, protect the planet, and ensure prosperity for all by the year 2030.

“IP rights play a pivotal role in fostering innovation, creativity, and technological advancements. They provide the framework that encourages men and women to develop new solutions that address global challenges.

“It is the lynchpin for incentivising the use of creative and innovative ideas to solve many of the challenges that confront humanity.

“This year’s World IP Day reminds us that intellectual property can be a powerful tool for social, economic, and environmental development.

“It encourages individuals, businesses, and governments to leverage IP rights to drive innovation, create jobs, and build resilient communities.

“By aligning our intellectual property policies and strategies with the objectives of the SDGs, we can accelerate their achievement,’’ NCC boss said.

He said in the spirit of the“Renewed Hope Agenda’’ of the present administration, government had also shown appreciable commitment to the creative industry as a major sector of the economy.

“The commission will pay particular attention to using the copyright system to advance Goal 1 (No poverty); Goal 4 (Quality education); Goal 5 (Gender equality).

“And Goal 8 (Decent and economic growth); Goal 9 (Industry, innovation and infrastructure) and Goal 17 (Partnerships to achieve the goals).

“We are aware that the goals would have to be adapted to fit the peculiar needs of intellectual property which is an intangible asset.’’he added.

Saudi govt. donates 50 tonnes of dates to FG

Saudi govt. donates 50 tonnes of dates to FG

By Maureen Okon

The Kingdom of Saudi Arabia Embassy in Nigeria on Friday donated 50 tonnes of dates to the Federal Government.

The News Agency of Nigeria (NAN) reports that the donation was presented by the Saudi Amb. to Nigeria, Mr Faisal Alghamdi.

Dates are basically tropical fruits that are grown on date palm trees.

It is scientifically known as phoenix dactylifera and is one of the healthiest fruits in the world.

It was received by Amb. Murtala Jimoh, the Deputy Director, Middle East and Gulf Division, Ministry of Foreign Affairs (MFA) on behalf of the Nigerian Government.

Alghamdi said that the humanitarian donation reflected the brotherly bond between Nigeria and Saudi Arabia that had lasted for decades.

According to him, the Saudi government through the King Salman’s Humanitarian Aid and Relief Centre (KSRelief), has been providing necessary humanitarian assistance to Nigeria at different sectors of the economy.

The ambassador said that it was part of the country’s continued commitment aimed at alleviating the sufferings of people in distress.

“To fulfill its humanitarian pioneering role all over the world, my country has handed over more than 50 tonnes of dates to the friendly and brotherly Nigerian Government, in addition to the 50 tonnes of dates distributed in Kano on Wednesday.

“The relief centre has been providing necessary humanitarian assistance to Nigeria at various fields, the most recent is the execution of Et’am three Initiative done in March through the distribution of food baskets to 5,606 beneficiaries.

“In Kano, Jigawa, Katsina, Borno and Abuja, at the cost of 40, 000 dollars.

“Furthermore, Suadi government through the KSRelief carried out a medical diagnostic campaign in Abuja, Kano and Lagos in the last quarter of 2023, in which different medical procedures were offered free of charge to Nigerians.

“Today’s handover of dates is part of the annual humanitarian and relief assistance presented by the Custodian of the Two Holy Mosque to a number of friendly countries, among which is Nigeria,’’ he said.

Responding, Amb. Jimoh, lauded the initiative of the Saudi government, saying that the 50 tonnes of dates would be distributed accordingly.

According to him, the donation of 50 tonnes of dates from the Saudi Government through the KSRelief means a lot to us, and the dates is meant for the Internally Displaced Persons (IDPs) and Victims of Natural Disasters across the country, particularly in the IDPs camps.

“So, we took a little of the 50 tonnes of dates last week at the MFA and we are here for the symbolic handing over,

“Also this afternoon, Amb. Adamu Ibrahim, the Permanent Secretary MFA, will formally hand over these dates to the Permanent Secretary of the Humanitarian Ministry for onward transmission to affected people across the country.

“So it goes a long way to demonstrate the cordial relationship between Nigeria and the Kingdom, and this is not the first time this gesture is being extended to us.

“It has been done over a period of time that even food materials were supplied to the affected people across the IDPs camps in the country,’’ he said.

According to him, both countries are strategic partners in their respective regions and are key players in these regions.

“The two countries are strategic countries in their respective regions, in Africa Nigeria is a major player while in the middle-east and gulf, Saudi Arabia is a big player as well.

“The cultural relations have existed, even before the independence of the two countries. We have the religious tourism which has been the core relationship in the past.

“But in the present administration of President Bola Tinubu, he has placed emphasis on a cordial and strategic relationship with the government of Saudi Arabia through the crown Prince and various areas of partnership were discussed.

“The two leaders also agreed on the establishment of the Nigeria-Saudi Arabia business council which will drive the economic relationship moving forward,’’ he said. (NAN) (www.nannews.ng)
