Fiscal Responsibility Commission cautions banks on non-compliance to Act

The Fiscal Responsibility Commission (FRC) on Saturday highlighted the risks associated with banks lending in a manner that contravenes the Section 45 of its Fiscal Responsibility Act.

Its Executive Chairman, Mr Victor Muruako, who spoke at a one-day stakeholders dialogue in Lagos, said such manner could also have severe consequences for banks and the Nigerian economy as a whole.

The dialogue was on implementing Section 45 of the Fiscal Responsibility Act.

The News Agency of Nigeria (NAN) reports that the commission began discussions with banks and financial institutions in the country to ensure that their lending practices consistently comply with provisions of the Fiscal Responsibility Act(FRA).

Muruako emphasised that although borrowing by the government and public institutions is a tool for development, lending by banks and financial institutions in violation of the provision is unlawful.

Despite the simplicity and clarity of the Act’s language, he pointed out that banks often approve and disburse loans to subnational governments without fully adhering to the provisions of the FRA.

Muruako said: “Not once in the commission’s verification exercises, has it confirmed that a Proof of Compliance With Provision of the FRA was specifically requested for and obtained by a bank or financial institution before lending to any government.

“Also, only one, out of a recent sample of 13 loans to governments across the country, had an associated ‘Cost-Benefit Analysis’, detailing the economic and social benefits of the purpose to which the intended borrowing is to be applied.

The FRA chairman said there lawsuits in courts across the country, challenging the propriety of some bank loans to governments and public institutions, based on provisions of the FRA 2007.

Muruako said: “The unsavory effect of this non-compliance, may spread well beyond the individual banks to the inside macroeconomic space.

“Since the commission has responsibility toward macroeconomic stability, we thought it necessary to hold this stakeholders dialogue to get the perspectives of banks and also stem the tide before it’s too late.

“I urge the banks and other financial institutions to support the bold macroeconomic reform initiative of President Bola Tinubu’s administration.

“By being intentional in helping to reduce the risk of macroeconomic instability through ensuring that their lending practice consistently comply with provisions of the FRA.”

Muruako appreciated the leadership of Access bank for their support in organising the event and stakeholders in the financial industry for their cooperation with FRA.

In his remark, Mr Felix Obiamalu, a lawyer, advised the FRC to work toward engaging the Nigeria Governors’ Forum (NGF) and carry them along to ease the implementation of the provision.

Obiamalu, also Associate Director, Legal and Sanctions, Nigeria Financial Intelligence Unit,
stated that the FRA should also be empowered to enforce compliance to the FRA.

This, he noted, could be done by enabling laws to sanction and penalise defaulters of the Act.

In his presentation, Prof. Uche Uwaleke of the Nasarawa State University, Keffi, also harped on the need to curb borrowings from government at all levels.

He said this had become more for consumption, rather than for capital projects.

Uwaleke noted that government borrowings over the years had been on the rise, as the country currently has over N87 trillion public debt.

According to him, this is causing strain on government balance sheet and stifling the nation’s development.

The National Space Research and Development Agency (NASRDA), Nigerian Society of Engineers (NSE), Nigerian Institution of Space Engineers (NISEng) have called for the deployment of space assets to address the security challenges in the country.

They made the call at the hybrid 7th annual lecture and 6th conferment of fellowship awards organised by the Nigerian Institution of Space Engineers (NISEng) in Abuja.

The event was in honour of retired Brig.-Gen. Michael Agu, the pioneer chairman of NISEng in recognition of his contributions and achievements towards the growth of space engineering in Nigeria.

The lecture had the theme “Repositioning Nigeria’s Space Infrastructure as a Critical Dual-Use Asset for National Security: Government-Industry Imperatives.”

Dr Halilu Shaba, Director General of NASRDA, said the country needed high-resolution satellites that would pinpoint hotspots of insecurity activities.

Represented by Dr Sadiq Umar, Director, Centre for Satellite Technology Development (CSTD), Shaba also said the country had lots of ungoverned areas where insecurity was thriving.

“We have broadband connectivity, Direct-to-home connectivity, it means we should communicate assets and our remote sensing facilities to curtail these security challenges.

“Nigeria Sat X is a remote sensing satellite with low resolution. We are thinking of high-resolution imagers that can pinpoint where problems are and solve them.

“You can pinpoint using like 0.5 to 1 metre resolution and we don’t have a space asset that is of that resolution.

“We are working in collaboration with relevant agencies and the Presidency to acquire a high-resolution satellite that can pinpoint, show where problems are and give us pre-knowledge, movement of bandits and terrorist.’’

He added that the country also required a Synthetic Aperture Radar satellite that could see through the clouds even at night.

According to him, without security, the country cannot grow; there will be food insecurity and a lot of challenges.

The President, Nigerian Society of Engineers, Engr. Tasiu Gidaari, while declaring the event open, said there were lots of issues bedeviling the nation.

Gidaari said that top on the list was infrastructure deficit that crippled development, among other issues.

“As engineers we are encouraged to continually engage in Research and Development (R&D) and seeking technologically driven innovative ways to solve our problems.

“The NSE is at the forefront of innovation, we have launched the Smart Innovation hub of the NSE, so avail yourself to be part of R&D and commercialisation of research works,” he said.

Shaba, in a virtual lecture on the theme, said space-based communication systems such as satellites enabled, secured and ensured real-time communication for military forces, government agencies and emergency responders.

He enumerated that space assets ensured weather forecasting, environmental monitoring, secure data transmission, cybersecurity, among other importance.

He highlighted that the Nigerian space asset had been instrumental to monitoring disasters like flood, oil spillage, forest fires, managing post-disaster recovery, among other goods.

Shaba recommended that there should be strategic planning and investment, space diplomacy, collaborative framework, international cooperation, risk management and contingency planning to boost use of space asset.

Dr Umar Abdullahi, National Chairman of NISEng, said that the annual lecture had always been a time to reflect on the remarkable journey, legacy set by Gen. Agu.

Abdullahi explained that space had become an important part of the national security apparatus.

He said that the use of space assets for communication, weather forecasting, surveillance and navigation, were all necessary for safeguarding the nation.

According to him, it is important we recognise this dual-use potential and harness it for national growth.

“Let us remember that our actions and decisions in the realm of space engineering have far-reaching implications for our nation’s security, prosperity and well-being.

“Let us strive to make Nigeria a spacefaring nation, not just for the advantage of science and engineering but also for national growth,’’ he said.

The News Agency of Nigeria (NAN) reports that the annual lecture holds concurrently with the World Space Week between Oct. 4 and Oct. 10.

The Fiscal Responsibility Commission (FRC) said it will hold a Stakeholders dialogue, on the implementation of sections of the Fiscal Responsibility Act that relates to lending by banks to governments and public institutions.

Mr Bede Anyanwu, FRC’s Head of Strategic Communications who stated this is in a statement on Wednesday in Abuja, said the event would hold in Lagos on Saturday.

Anyanwu said that the event is expected to bring together a diverse group of stakeholders including banking institutions, government representatives, economists, academics and experts in fiscal governance.

He said that the Fiscal Responsibility Act 2007 (FRA), was Nigeria’s foremost legal framework for the promotion, monitoring and enforcement of fiscal discipline in the federation.

He said that the FRA stipulates that lending by banks to governments or their agencies in contravention of certain provisions of the Act shall be unlawful.

“Hence, the commission aims at using the Stakeholder Dialogue to refresh the attention of stakeholders to this provision of the Act.

“It also seeks to engender stakeholder agreement on ways to enhance compliance, and thereby improve the nation’s debt management practices,” Anyanwu said.(NAN) (www.nannews.ng)

The Nigerian Football Federation (NFF) said it would withdraw the licence of any football club involved in match fixing in the country.

The NFF President, Ibrahim Gusau gave stated this at the opening of the Nigeria National League (NNL) Annual General Meeting (AGM) in Jos on Friday.

Gusau was represented by Margaret Icheen, a member of the NFF Executive Board.

He said that anyone who dents the image of the game would be decisively dealt with according to the laws guiding the game.

The president said that he would do everything possible, to project activities of NNL and indeed football in Nigeria.

He said that NNL being the bedrock of football in the country, its standards  must not be compromised for anything.

“And once the foundation is laid very well, we’ll have a quality premier league in Nigeria.

“It is not going to be business as usual where clubs buy matches for their clubs to be promoted.

“The referees have been trained on what to do, the coaches have been trained, the match commissioners also have been trained, anyone who does anything wrong will lose his licence.

“If you have enough resources to buy matches, you better make your players comfortable so that they can produce a better result for your club.

“NFF is ready to do that which will bring back the good name of the Nigeria Premier Football League (NPFL) and the NNL for the good of the country,’’ he added.

Gusau wished the delegates a wonderful deliberation that would yield positive results that would impact positively on the nation’s football.

The NNL Chairman, George Aluo said that the present board of the league was constituted to make the league more viable, more competitive, more attractive to sponsors and professionally driven.

Aluo said that the onerous task requires the cooperation of all football stakeholders particularly the management of NNL clubs.

The chairman stated that the board was committed to ensuring that clubs get value for their investment, adding that for such to come to fruition, a symbiotic relationship was required.

“The present leadership of the NNL under my leadership hereby states our resolve to work with all stakeholders to move the game of football forward.

“We are open to constructive criticisms and advice that will come for the fountain of your indispensable knowledge of football administration.

“No football league world-wide can strive without huge financial investment. Collectively we shall work to secure reputable sponsors/partners for the NNL,’’ he added.

Minister of Sports Development, Sen. John Owan Enoh, says he is committed to ensuring Nigerian athletes are accorded due respect and not discriminated against.

The minister said this on Thursday in Abuja against the backdrop of a video on Napoli’s official TikTok which appeared to mock Super Eagles forward Victor Osimhen over a penalty miss.

Osimhen had missed a penalty kick during Napoli’s 0-0 draw with Bologna in a recent Serie A match.

Osimhen subsequently threatened to sue Napoli FC for the post, but the post has now been deleted.

The minister said he was saddened by the incident and exploring ways to ensure Nigerian athletes are treated with dignity always.

He said he was committed to rallying support for Osimhen, Tobi Amusan and other Nigerian athletes who might need encouragement.

“Over the past weekend, the developments that came out of Napoli as it pertains Super Eagles forward, Victor Osimhen, saddened me greatly.

“The travails of Tobi Amusan have been no less so. This necessitated why, last week, I made efforts to reach her directly.

“Moreso, my office is making efforts to reach Victor Osimhen directly as well, so as to understand first hand what the issues are.

“We are committed to establishing the facts of the matter,” he said.

Enoh said his office was working closely with the Minister of Foreign Affairs, Nigerian Ambassador to Italy and other stakeholders to find a diplomatic resolution to the issue.

“I am also in touch with the Honourable Minister of Foreign Affairs, H.E. Yusuf Maitama Tuggar, as well as the Nigerian Ambassador to the Republic of Italy, Ambassador Mfawa Abam.

“Together, we are employing diplomatic avenues with Italy for a more decorous approach in looking into the matter as it is,” he said.

The minister said the Tinubu-led administration would continue to ensure that Nigerian sports men and women were accorded the respect they deserved and not exposed to injustice and discrimination.

“Upon assumption of office, I made it abundantly clear, in words and deeds that the welfare of our athletes, be they home-based or foreign-based, would be our topmost priority, as we create the environment that enables and ensures their continued success,” he added. (NAN)(www.nannews.ng)

The General Officer Commanding (GOC), 2 Division, Nigerian Army, Ibadan, Maj.-Gen. Bamidele Alabi, on Thursday inaugurated an ultra-modern library for use at the NAOWA Model Nursery and Primary School in Benin.

The News Agency of Nigeria (NAN) reports that the library was facilitated by Mrs Hassina Ndahi, Zonal Coordinator, Nigerian Army Officers’ Wives Association (NAOWA), 4 Brigade chapter, Benin.

In his address, Maj.-Gen. Alabi, who described the project as laudable, expressed delight that the event was lined up for his visit to the brigade.

According to him, the facility will help to inculcate building culture among the pupils in the school and expose them to the world.

“Anybody that thinks of contributing to education, definitely, dreams for a great and bright future.

“A library project is indeed a laudable one and it’s highly appreciated.

“I want to thank Ndahi for the initiative. I also want to thank those that have supported this project.

“I urge the school management to ensure the sustenance of this library. I also urge the pupils to make use of the library as a matter of routine. They need to build a reading culture right now so that the objective of having a library will be achieved,” he said.

Alabi announced a donation of N1 million to help improve the facility and add up to the books on the shelves.

Earlier in her address of welcome, Mrs Ndahi, wife of Brig.-Gen. Danladi Ndahi, Brigade Commander, 4 Brigade, Benin, said the prevailing economic reality, which could make it difficult for some pupils to procure books necessitated the project.

“I needed to throw myself into this project, because education is not preparation for life; but life itself.

“The library project that is being commissioned today is the result of an effort that has lasted a couple of days,” she said.

The coordinator, however, commended senior officers who donated books to equip the facility.

In her remark, Mrs Sikira Alabi, Chairperson, 2 Division, NAOWA, said the library would definitely aid the teaching and learning system in the school.

Mrs Alabi, who was represented by Mrs Adejoke Fakokunde, however, urged the management to extend the use of the library to pupils from outside the school. (NAN) (www.nannews.ng)

The COP28 presidency (UN Climate Change Conference) has set out plans to ensure indigenous communities will have their voices heard at November’s crucial climate summit in Dubai, UAE.

The announcement was made by the UN Climate Change High-Level Champion for COP28, Ms Razan Al Mubarak.

She stressed the need for the 2023 conference to be accessible for all sections of society.

Al Mubarak said that the measures would include financial support to allow elders to attend the global summit in Dubai, as well as subsidised accommodation for 150 delegates and translation services.

The COP28 team will also fund a report centred on direct access to finance for indigenous people undertaking climate action.

“Indigenous Peoples are one of the nine official constituencies-organisations which have the status of observers – in the UN Framework Convention on Climate Change.

“Still, their valuable perspectives remain underrepresented in multilateral climate processes, and they receive a very small share of the international funding for climate action,” she said.

Al Mubarak, who is also the President, International Union for Conservation of Nature, said the COP28 presidency and the UN Climate Change High-Level Champions team had been engaging with indigenous people organisations throughout the year.

“One recurring theme in the discussions has been the need for greater inclusion of indigenous people in the negotiations process.

“This is far more than a moral imperative; we simply won’t be able to solve the climate crisis without authentically incorporating the leadership of Indigenous Peoples and other traditionally underrepresented groups such as women and youth,” she said.

The News Agency of Nigeria (NAN) reports that Dr Sultan Al Jaber is the COP28 President-Designate and UAE’s Special Envoy for Climate Change.

The UAE will host the 28th Conference of the Parties to the UN Framework Convention on Climate Change (COP28) from Nov. 30 to Dec. 12 at Expo City Dubai.

The Nigerian Economic Summit Group (NESG), says strategic efforts are in place to galvanise actions that will address high unemployment and minimise brain drain in the nation’s economy.

Ms Amina Maina, the Chairperson, Central Organising Committee at the NESG 29th Summit (NES 29) said this in a statement on Thursday in Abuja.

Maina added that the forthcoming NES 29 would explore the subject as a sub-theme to observe the emigration of highly skilled professionals, which deprived Nigeria of valuable human capital assets.
“Issues around high levels of youth unemployment has hindered the utilisation of human capital, thereby contributing to economic underperformance, will also be spotlighted.

” Wherever you go around the world, you hear that the best people whether in education, healthcare, the financial industry or even in infrastructure, are Nigerians.

” We must find a way to keep and retain our best brains in the country.

“We hope that at NES 29, the private sector community will be able to give us bold ideas, which will be a way of turning things around,” she said.

The chairperson, also added that the summit would enable stakeholders to brainstorm on measures to reduce unemployment rate, ensure youths were gainfully employed and have something to look forward to.

”We desire to use the human capital we are blessed with to put Nigeria back on the trajectory where it should be.

” We should be able to take our place amongst the comity of nations because we do have the best and brightest and with the right system, we can retain them back home,” she said.

She said that the theme for the NES 29 summit, ‘Pathways for Sustainable Economic Transformation and Inclusion’, was aimed at translating economic growth into improved and sustainable living standards for all citizens.

” This year’s summit theme hints at Nigeria’s potential for sustainable development, leveraging innovative policies, robust institutions, strategic infrastructural investments, and human capital development,” she said. (NAN)(www.nannews.ng)

The Debt Management Office (DMO), has assured prospective investors in Federal Government of Nigeria (FGN) securities of profitable yield on their investments.

The Director-General of the DMO, Patience Oniha, said this on Thursday in Maiduguri during the FGN Securities Issuance Awareness Programme in the capital city of Borno.

The News Agency of Nigeria (NAN) reports that the programme was jointly organised by the DMO and CSL Securities Limited, the stockbroking firm for the Federal Government .

Oniha, who was represented by Mr Abubakar Sani, DMO’s Deputy Director, Policy and Risk Management Department, said that the programme was designed to educate Nigerians about safe investment opportunities in FGN securities.

She described investment in FGN securities as the safest place for Nigerians to grow and diversify their finances.

According to Oniha, the various FGN security instruments, which constitute the local component of the country’s public debt, also contribute to developing the local financial market and deepening financial inclusion.

She said that they were backed by full faith and credit of the Federal Government of Nigeria and were default risk-free.

“One function of these FGN securities is to raise capital to finance deficits in the budget and also to raise funds to execute critical infrastructure projects.

“The Federal Government of Nigeria securities also contribute to the development of the domestic capital market, and they serve as a benchmark for other private institutions to issue their own securities.

“The idea of getting more Nigerians to invest in government securities is to also promote and encourage financial inclusion. ,” she said.

Mr Abiodun Fagbulu, the Managing Director, CSL Stockbrokers Limited, said that FGN securities were designed to accommodate all categories of Nigerians.

Fagbulu, represented by Mr Richard Akinmoladun, Head, Property Trading at CSL, said that government securities also enhanced the savings and investment opportunities of the populace.

He described FGN securities as financial instruments issued by the DMO on behalf of the Federal Government .

He listed the various investment platforms to include FGN bond, FGN savings bond, treasury bills, the green bond, and the Sukuk bond.

He said that the FGN savings bond was specifically designed for the retail investors to benefit, thereby promoting financial inclusion.

Fagbulu urged residents of Maiduguri to take advantage by investing massively in FGN savings bond, which had a minimum subscription of N5,000.

“The FGN savings bond was particularly designed to encourage Nigerians across all social status, thus promoting financial inclusion.

“The idea is to enable retail investors, who are mainly low income earners, also benefit from the investment opportunities in FGN securities.

“Federal Government of Nigeria securities are mostly fixed-income instrument under which the government is obliged to make payments of a fixed amount on a fixed schedule, once or twice a year, and repay the principal amount on maturity.

“Investors in fixed-income securities are, therefore, guaranteed a constant and secure return on their investments,” he said.

The News Agency of Nigeria (NAN) reports that the awareness programme was inaugurated in Lagos in March 2022.

The Confederation of African Football (CAF) has named Morocco hosts for the 2025 AFCON, while a joint bid from Kenya, Uganda and Tanzania got the nod for the 2027 AFCON.

The News Agency of Nigeria (NAN) reports that Morocco won the hosting right by garnering 22 votes, after Algeria, Zambia and a joint bid by Nigeria/Benin Republic withdrew before the voting.

At their voting  at the Cairo Marriott Hotel in Egypt on Wednesday, the Executive Committee of CAF announced the North Africans and East Africans as hosts for the 2025, 2027 editions respectively

A joint bid by Nigeria and Benin Republic to host the 2025 or 2027 AFCON did not make the cut.

Nigeria hosted the competition in 1980 and co-hosted with Ghana in 2000.

CAF unveiled the joint bid from Kenya, Uganda and Tanzania, as the winning bid for 2027 fiesta, after second round of voting.

They beat Botswana, Egypt and Senegal in a vote of the CAF executive committee.

Morocco will be hosting the AFCON for the second time, after it hosted in 1988 while Kenya, Uganda and Tanzania will be hosting for the first time.(NAN)(www.nannews.ng)
