The Minister of State for Industry, Sen. John Enoh, has called for the establishment of a legal framework to back the operations of Business Development Service Providers (BDSPs) across Nigeria.

Enoh said this at the induction ceremony of the newly certified BDSPs organised by the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN) on Monday in Abuja.

According to the minister, the absence of a binding law is a major gap that must be urgently addressed to ensure service accountability and sustainability.

“There has to be a law that supports and backs BDSPs because of the importance of the job they are expected to do,” the minister said.

He said that while many systems exist within Nigeria’s Micro, Small, and Medium Enterprises

MSME support structure, the main challenge remained functionality and regulation.

“Our problem is not the absence of systems; it is the failure of those systems to work.

“Regulation is weak, and we tend to create new structures instead of strengthening existing ones,” he added.

The minister stressed that certified BDSPs must not only meet performance standards but be monitored regularly, with the possibility of license withdrawal if expectations were not met.

“Licenses must not be permanent. They must be performance-based,” he said.

Enoh also commended SMEDAN’s effort in standardising MSME support services across the country.

He called on stakeholders including development partners and financial institutions to engage certified BDSPs.

In his remarks, SMEDAN Director-General, Mr Charles Odii, reiterated the agency’s focus on deepening support for small businesses across the country.

Odii said this would be done by ensuring only qualified and credible professionals provide development servicesUp 2nd left.

He urged the newly inducted BDSPs to take their role seriously.

The National Steering Committee on BDSPs disclosed that about 331 service providers were inducted following rigorous training and assessment.

The event marked a significant step in the government’s efforts to strengthen enterprise support structures and boost economic inclusion across the country. (NAN)

Iran’s annual petrochemical output has now surpassed 100 million tonnes, with projections indicating an expected rise to 131 million tonnes by 2029, according to an official.

The official who announced this at the third Iran-Africa cooperation conference, said the rise is expected to be supported by 67 new projects currently ongoing.

The official added that around 70 per cent of Iran’s petrochemical products are exported, a situation that has a significant potential to expand trade relations with African nations.

According to him, key areas of collaboration could include supplying petrochemical feedstocks as well as exporting urea and methanol, which are in high demand in Africa.

With 73 active petrochemical complexes and three dedicated power plants, Iran’s current nominal production capacity stands at 97 million tonnes.

An investment of 26 billion dollars in upcoming projects is expected to boost output to the projected 131 million tonnes annually within the next five years, as reported by Pars Today, a partner of TV BRICS.

In the past year, Iran’s petrochemical exports generated substantial revenue, including 2.8 billion dollars from polymers, 2.2 billion dollars from methanol, and 1.7 billion dollars from urea.

The official also expressed readiness to strengthen business and trade partnerships with African countries, emphasising mutual economic benefits. (TV BRICS/NAN)

Gov. Mutfwang: Trudging on amidst recurrent distractions

Gov. Mutfwang: Trudging on amidst recurrent distractions

By Polycarp Auta, News Agency of Nigeria (NAN)

In the run up to the 2023 general elections, political analysts identified Mr Caleb Mutfwang, a contestant to the Plateau governorship seat, as one candidate that was sure of victory.

They hinged such optimism on the affection the lawyer enjoyed among Plateau residents long before he picked the ticket of his political party, the Peoples Democratic Party (PDP).

Such popularity was amply demonstrated when he returned from Abuja after collecting his party’s flag.

The crowd that came to welcome him at the Heipang Airport was so massive that his opponents feared an imminent defeat.

And, true to the fears, Mutfwang easily won the election and was sworn in on May 29, 2023.

The battle for the seat was to continue at the courts with the Supreme Court finally declaring him winner in January 2024.

Mutfwang quickly settled into governance, moving with the speed of a leader ready to fulfil his contract with the people.

The first challenge was the high debt profile and the decay in the state’s civil service.

Civil servants were already on strike as they were owed several months’ salaries. The outstanding salaries and pension arrears were paid and the workers returned to work.

Available records also show that the government has also paid gratuities and death benefits dating back to 1986.

The minimum monthly pension has also been increased from N5,000 to N20,000, with the payment now more regular.

Attention has also been paid to transportation.

According to Mutfwang, the goal is to “invigorate the Plateau economy and draw investors to its vast potential”.

In this respect, Jos intra-city bus service has been launched, easing movement across the capital.

In the first phase launched on May 7, 2024, 15 buses were inaugurated with more coming on board as the demand kept rising while more routes were getting covered.

To boost inter-state transport services, 15 buses have been added to the Plateau Express Ltd, while 20 Toyota Sienna vehicles have been acquired to ply the Jos-Abuja route.

The governor has also ratified a Memorandum of Understanding (MoU) with Valuejets Airline for thrice-weekly flights to Jos.

Government has also brokered a deal with the Nigerian Railway Corporation to rejuvenate the dormant rail transport and mitigate the impact of fuel subsidy removal on the populace.

The envisaged train service is anticipated to invigorate economic activities, attract investments, bolster commerce, enhance tourism and create direct and indirect jobs.

The health sector is also being revitalized with the Plateau State Drugs and Medical Commodities Agency (PS-DMCMA), equipped to procure, store and distribute drugs and medical supplies in state-run medical outfits.

The goal, Mutfwang says, is to ensure that essential medications are available, accessible, and affordable.

Until recently, Plateau was celebrated as one of Nigeria’s cleanest states, making it a choice destination for tourists.

The Mutfwang administration found a changed situation with Jos grappling with heaps of refuse and powerful stenches oozing from all angles.

To tackle the menace, the government has declared a state of emergency on the environment with refuse disposal trucks evacuating waste in Jos/Bukuru metropolis and beyond.

The reintroduction of the monthly sanitation programme, supervised by the Governor, has led to significant improvements and the streets are noticeably cleaner.

The monthly stipend of street cleaners in Jos has also been reviewed from N8,000 to N15, 000 to encourage them to put in their best.

To improve the road network across the state, the government has initiated significant projects within the Jos/Bukuru Metropolis and across the 17 Local Governments.

The administration has rehabilitated a network of roads constructed more than 40 years ago and had deteriorated into hazardous conditions.

It has also completed the flyover bridge linking NASCO and Abattoir communities. This project is significant as it eases traffic within the capital city.

The construction of a 6.5km road at Angwan Rogo, with a bridge to Hawan Idi/Ali Kazaure, and a 12.1km road covering Amma Street to Apata, is another critical project.

Other critical road projects executed are the Sabon Barki-Building road, the Tudun Wada-Mado-Jabong road, among many others across the state, turning Plateau into a construction site.

In the agricultural sector,
the state has distributed N3.6 billion worth of fertilizer to bolster dry-season farming efforts.

The Plateau Agricultural Development Programme (PADP), has also launched coconut and oil palm plantations to further diversify and strengthen the state’s agro-forestry sector, while 500 farmers specializing in maize, rice and wheat value chains, have been given assorted seeds to boost yields.

PADP has also procured 200 tractors, while 300 tractors belonging to ASTC were revamped and put to use.

Piggery farmers in Jos South and Langtang North LGAs, who were hit by the 2022 floods, have been assisted to restart.

Mutfwang has carried women and children along in his vision, beginning with the nomination of Mrs Josephine Piyo as Deputy Governor.

So far, the women affairs ministry has trained 102 widows on various skills at the Mangu Centre and equipped them with starter packs to start their businesses.

In the area of education, the Governor has reduced tuition fees by 50% for Plateau natives enrolled in state-owned tertiary institutions.

Additionally, there has been a 300% increase in scholarship awards for Plateau students pursuing higher education across Nigeria.

Government has also addressed the issue of unpaid salaries for ad hoc staff, some of whom had been on that status for several years.

Worried by the destructive malarial menace, the State Malaria Elimination Programme (SMEP), has secured 2,998,650 Insecticide Treated Nets (ITNs) for distribution across households.

The Mutfwang leadership has also boosted the capacity of the Plateau Hospital, Jos, with 22 medical consultants across various specialities, while its long-abandoned laboratory complex had been completed and equipment worth N2 billion fitted into it.

In the area of primary education, the government has renovated and constructed 148 classrooms and dug boreholes in schools to make the learning environment conducive.

A lot has also been sunk into water supply with N1.3 billion spent to procure assorted Water Treatment Chemicals while N700 million went into settling liabilities incurred on similar items by previous administrations.

INCLUSIVE GOVERNANCE

In pursuing his dream of a greater Plateau, Mutfwang has shown no discrimination either on the basis of religion, tribe or political leanings.

Two commissioners – Bashir Lawandi in water resources and energy, and Mohammed Nyalum of commerce – for instance, are Muslims.

He also has many Special Advisers, Special Assistants and top aides that are Muslims and is on record as sponsoring the highest number of Muslims to Hajj in 2023.

Areas with Muslims as residents have also enjoyed many development projects, a privilege that has attracted speedy growth to the areas.

SECURITY CONCERNS

But, as Mutfwang speedily moves to build a prosperous Plateau, a recurrent distraction – insecurity – is slowing down the steam and blurring his focus.

Indeed, the challenge of insecurity has, for long, been the lot of Plateau residents.

When Mutfwang came in, he visited camps where Internally Displaced Persons (IDPs) are kept in Riyom, Mangu and Bokkos Local Government Areas, to assess the situation.

Few weeks before he was sworn in, his own Mangu Local Government Area came under severe attack on May 15, 2023.

The attacks claimed a lot of lives and appeared to give him a signal that evil was lurking.

The violence subsided in the later part of 2023, 2024 and the first quarter of 2025, but resumed in the last few weeks with Bokkos, Bassa, Mangu, Barkin-Ladi and Riyom as the targets.

A distraught Mutfwang has since been running from pillar to post to secure his people.

He has made it a duty to visit every hit community to commiserate with victims and caution against reprisal attacks.

He has severally met with President Bola Tinubu, Chief of Defense Staff, Gen. Christopher Musa, and other top security officials to work out ways to tackle the menace.

At first, it appeared that the efforts had yielded fruits with both kinetic and non-kinetic strategies adopted to restore peace, but the resurgence of hostilities has shown that more needs to be done.

To tackle the violence, the Governor has reactivated the hitherto dormant state-owned security outfit —Operation Rainbow.

The outfit is expected to mobilise 600 personnel, chosen from across the local governments, to secure the state.

Its personnel shall be expected to use the knowledge of their communities to provide effective security, focusing on intelligence gathering and the relay of early warning signals.

The administration has also established the State Security and Information Centre where citizens can report security concerns via a toll-free line. This centre enables the government to receive timely information on pressing security issues in rural communities.

But, as the governor battles to secure the state, analysts fear that the situation would worsen if all stakeholders are not united to end the crisis.

They particularly decried a situation where politicians seek to make political capital out of the bloodshed and feared that desperate politicians could even stock the fire of violence to put the governor on the defence.

Worried by the recurring attacks on the rural communities, President Tinubu has directed security agencies to fully mobilise all resources to end the bloodshed.

He has also promised to fully support measures that could restore normalcy.

Former Plateau governor Jonah Jang has also decried the worsening insecurity in Plateau, urging everyone to support the Governor to bring peace.

Jang said that resolving the crises and restoring peace to the Plateau was not a matter the governor could handle alone.

“The attacks in Plateau are not mere communal disputes; they are perpetrated by a group with a specific agenda

“It is crucial for the President to understand the true nature of these attacks in order to address them effectively,” Jang said.

Jang advised Tinubu to convene an expanded meeting with community leaders to gain a more comprehensive understanding of the situation in Plateau.

He said that such a meeting would provide a platform for stakeholders to share their insights and experiences, enabling the President to develop a more informed approach to tackling the problem.

Jang urged the people of Plateau to remain strong and resist any attempt to destroy their state.

He urged the people to love everyone around them, but admonished them to “always remain alert so as to protect the state from invaders”.

Retired Admiral Bitrus Atukum, former Plateau Military Administrator, has spoken in the same vein and urged President Tinubu to give security agencies “specific instructions” to flush out miscreants invading Plateau rural communities.

Atukum, who ruled Plateau from 1984 to 1985, said that the attacks were constituting a “huge economic sabotage”.

“We are now in the farming season; if the attacks continue, farmers won’t go to the farm. That will lead to hunger and poverty,” he fumed.

On his part, Mutfwang has consistently rehashed what his predecessors had always said – that the violence is targeted at land grabbing – vowing, however, that no Plateau land shall be ceded to anyone.

While lamenting that many communities had been seized by the invaders, the Governor has promised to ensure that all displaced people return to their ancestral lands.

Analysts believe that the governor’s current consultations will bring peace to the state and ward off recurrent distractions obstructing his focus toward building a greater Plateau.(NANFeatures)

President Bola Tinubu has called on Nigerian youths to leverage the skills acquisition programme of the National Space Research and Development Agency (NASRDA) for gainful employment.

Tinubu made the call in Abuja, during the opening ceremony of NASRDA skills acquisition project being executed in collaboration with Grassroots Bridge Builders (GBB), a Non-Governmental Organisation (NGO).

Represented by Mr Adewale Adeogun, Chairman, Tinubu National Think Tank (TnT), he said the project was part of the many initiatives of the government under its Renewed Hope Agenda.

The News Agency of Nigeria (NAN) reports that the project targets to train 60,000 youths with relevant life changing skills.

“Most of our people are not aware of some of the policies that the President has brought forward because they were not informed, misinformed.

“The NASRDA/GBB project is here to educate, train and allow NGOs, corporate bodies, religious bodies, some support group leaders on these activities and we have millions of people unaware.

“We want Nigerians to embrace this programme, come up with ideas of how we can get millions, at least 50 million Nigerians out of this unemployment circle,’’ Tinubu said.

He said the Federal Government was in discussions with companies, government institutions to employ the youths who had benefited from the project.

“These youths, when trained through our platform, we will introduce them to ministries, agencies, parastatals and industries for employment.’’

Director-General of NASRDA, Dr Matthew Adepoju, said that Nigerian youths were intelligent, hardworking and creative, adding that the government was committed to giving them skills for development.

“We can use space science and technology to empower the youth to function in their own ecosystem,’’ he said.

He recalled the agency had already started a pilot skills acquisition programme on mast installation, maintenance and management of telecom infrastructure, with over 60 youths in participation.

According to him, the training is expected to touch on different sectors, states and local government levels because that is where the bulk of our youths reside.

Dr Haruna Mohammed, Technical Adviser to the D-G, said they were at the level of profiling the participants.

“The first was the pilot project, which we had over 60 participants, and we are scaling it up now, and we are profiling them, gathering data, trying to know how to spread it across the country.

“For this next stage, we are proposing 5000 youths and we recently had a request from some ministries to train about 60,000 youths,’’ he said.

Mohammed said that the youths would be trained on 27 different skills such as artistry, carpentry and painting.

Mr Ibrahim Igoche, Chief Executive Officer, GBB, encouraged other NGO partners to join the government in building the skills of Nigerian youths to reduce poverty. (NAN)

By Ijeoma Olorunfemi

Nigeria has joined the Global Cross-Border Privacy Rules (CBPR) Forum as an associate member to explore better ways of cross-border data transfers and data protection.

Dr Vincent Olatunji, the National Commissioner of the Nigeria Data Protection Commission(NDPC) made the announcement on Wednesday at a media briefing organised ahead of the Network of African Data Protection Authorities (NADPA) conference and annual general meeting in Abuja.

The conference is expected to hold on May 6 to May 8 and will be focusing on “Balancing Innovation in Africa, Data Privacy and Protection in Emerging Technologies.”

Olatunji said that the move is seen as a significant step towards strengthening Nigeria’s digital economy and demonstrating its commitment to data protection and privacy standards.

The Global CBPR Forum, established in 2022, aims to facilitate the free flow of data and promote cooperation on data protection and privacy globally.

He recalled the enactment of the Nigeria Data Protection Act (NDPA) in June 2023 by President Bola Tinubu, which had mandated NDPC to decide for the adequacy of data protection, taking into account enforcement of data subjects rights in other countries.

“Seasoned experts have been lined up to lead discussions in areas concerning the African digital economy, AI in African privacy paradox, regulatory approaches to data privacy in Africa, especially in the area of emerging technologies which have different approaches.

“We also have topics on data protection in the area of fintech, balancing innovation with privacy, the single digital market in the spirit of Africa free trade zone, among others.

“These issues are all important in the Fourth Industrial Revolution where data constantly flows across borders for various reasons including health, education, tourism, e-commerce and more.

“In this regard, Nigeria is exploring various cross-border data frameworks as provided under the NDPA for the purpose of safeguarding data subjects rights and protecting Nigeria’s data sovereignty.

“To this end, we are pleased to announce our intention to join the Global Cross-Border Privacy Rules (CBPR)Forum as an associate member,” Olatunji said.

He stated that other mechanisms for exploring cross-border data transfers included the existence of national legislation on data protection, establishment of an independent data protection authority to serve as regulator when it comes to data processing in various countries.

“We also approve binding corporate rules, conducts, standards of operation and certification mechanisms for cross-border data transfer.

“Nigeria will have the opportunity to observe the procedure of ensuring accountability within organisations during cross-border data transfers and ensure that indigenous cross-border data organisations are able to leverage accountability procedures.

“This framework will ensure that organisations will have more options in cross-border transfer of personal data and relevant safeguards for data protection under the NDPA are painstakingly implemented,” he said.

He said that the government was in the process of setting up a strategic task team of stakeholders  for the purpose of cross pollination of ideas in the area of cross-border data transfer, while considering the beneficial use of data for sustainable development in Nigeria.

Olatunji said that the NADPA event would attract over 1000 delegates from 30 African countries, technocrats from Asia, Europe, Middle East and North America.

He said the conference would feature constructive interactions, live sessions, breakout sessions, among other events and also showcase exhibitions, visitation of tourist sites in the FCT, thereby promoting the richness in Nigeria’s cultural heritage and people.

“The opportunity to host NADPA is one of the opportunities we are taking to foster trust and confidence in our digital economy.

“This commission is fully convinced that through this trust, Nigerian businesses and entrepreneurs will have more opportunities to create jobs and generate wealth as projected under the eight Presidential priority areas.”

Mrs Christine Harbaugh, U. S. Embassy’s Acting-Deputy Chief of Missions, said Nigeria’s membership as an associate member of CBPR showed the country’s commitment and leadership in the global digital economy and clear message on being open for digital business.

Harbaugh recognised Nigeria’s growth in digital growth and  transformation, with startups, companies driving innovation in different sectors.

“By beginning the process of aligning with the CBPR Forum, Nigeria is further solidifying its position as a global hub for digital business and innovation.

“This move tells U.S. and global tech companies and investors that the Nigerian market presents tangible global opportunities.

“In today’s interconnected world, the safety and sanctity of cross-border data flows are paramount and as data becomes the lifeblood of the digital era, it is essential that we establish robust frameworks to protect it.

“By joining the CBPR Forum, Nigeria is taking a proactive step to ensure that data transferred across borders is handled with high standards of privacy and security,” she said.

According to her, this move will not only protect U.S. and Nigerian citizens’ personal data but also build trust with international partners.

She said that the global CBPR forum created spaces for those handling personal data to come together around common data protection, privacy interests and build trust in cross-border flows of data.

“The CBPR Forum promotes interoperability and helps to bridge different regulatory approaches to data protection and privacy.

“By joining the Global Forum, Nigeria becomes part of a committed international community working to reduce data protection risks and ensure strong safeguards travel with the data no matter where it is transferred.

“This commitment to data protection will enhance Nigeria’s reputation as a reliable partner in the global digital economy,”Harbaugh said.

She stated that approximately 60 per cent of Nigerian startups were incorporated in the United States and facilitating cross-border data flows would increase the ability of such companies to service U.S. and Nigerian clients and further fuel the growing digital trade.

“We are excited about the opportunities this will bring and look forward to working closely with our Nigerian partners to build a secure and prosperous digital future,” she said.

NADPA is a body that was established for the African data governance ecosystem to deepen the advancement of data subjects rights, foster responsible data flows within and across jurisdictions, among other functions (NAN)

Lagos CJ decries difficulty in enforcing ECOWAS Court judgments

Lagos CJ decries difficulty in enforcing ECOWAS Court judgments

By Mark Longyen

The Chief Judge (CJ) of Lagos State, Justice Kazeem Alogba, has decried the difficulty of enforcing the judgments of ECOWAS Court in sovereign states with diverse political climates.

Alogba made this known when ECOWAS Court President, Justice Ricardo Gonçalves, paid him a courtesy visit in Lagos, a statement issued on Thursday by ECOWAS Court’s spokesman, Felicien Hounkanrin, said.

Hounkanrin said that Alogba lauded the ECOWAS Court for its high standards of jurisprudence and its commitment to justice in the sub-region.

He said that the CJ acknowledged ECOWAS Court’s achievements, and stressed the need for continued collaboration and exchange between national and regional judicial bodies.

Alogba, however, emphasised that international charters must be respected once they were ratified by member states.

“The existence of judicial bodies like the ECOWAS Court play a vital role in ensuring legal accountability and curbing impunity, even when direct enforcement mechanisms are limited,” Alogba said.

Responding, Justice Gonçalves, who was accompanied by the court’s Vice President, Justice Sengu Koroma and the Chief Registrar, Dr Yaouza Ouro-Sama, appreciated the CJ for the warm welcome and institutional support.

He explained that the visit was part of the court’s sensitisation campaign and preparations for its upcoming external court sessions scheduled to take place from May 5-7, and May 8-16, respectively, in Lagos.

The court’s president added that the events aimed at increasing public awareness about the court’s role, as well as improving access to regional justice.

He said the recent withdrawal of Mali, Burkina Faso and Niger from ECOWAS had reduced the number of the court’s participating states from 15 to 12, describing the development as regrettable.

While affirming the court’s continued commitment to its mandate, Gonçalves outlined its core jurisdiction as human rights protection, which represented over 80 per cent of its caseload.

The president listed the court’s other mandates as the interpretation and application of ECOWAS legal instruments, disputes involving community civil servants, and advisory legal opinions to ECOWAS institutions.(NAN)

Foreign ministers of the member states of the BRICS bloc have reaffirmed their commitment to strengthening cooperation in three areas: politics and security, economy and finance, and cultural and humanitarian exchanges.

A statement published on the official website of the Brazil’s BRICS Presidency, indicated that the ministers reaffirmed their commitment at a two-day BRICS Foreign Ministers’ Meeting held in Rio de Janeiro with the participation of the BRICS member states.

The meeting, the statement further indicated, was held in an expanded format with representatives of the BRICS partner countries in attendance.

The ministers emphasised the key role of BRICS as the voice of the Global South.

The group expressed support for the idea of reforming the United Nations, including increasing the representation of developing countries in the UN Security Council of the global body.

The ministers favoured greater use of national currencies in mutual settlements, as well as the development of their own payment platforms.

The group acknowledged the important role of the New Development Bank (NDB) as a key financing instrument for emerging economies, its further expansion, and the re-election of Dilma Rousseff as President of the NDB.

The Leaders acknowledged the role of Artificial Intelligence in inclusive development and expressed their intention to assist developing countries in this area.

They also welcomed the work on an agreement to manage the data economy.

The ministers condemned, in strong terms, all forms of terrorism and, in particular, the attack in India on April 22 that killed at least 26 people.

They affirmed that the countries of the association would deepen cooperation in the fight against terrorism.

The foreign ministers welcomed the activities of the BRICS specialised working group and called for the finalisation and adoption of the UN Comprehensive Convention on International Terrorism.

They spoke in favour of the peaceful use of space, reliable and secure ICT environment and free access to reliable information, stressing the importance of digital literacy and agreed rules in cyberspace.

In addition, the ministers spoke out against cybercrime, reaffirmed the need for reform of the global financial architecture and the importance of the role of the G20.

Given the recent enlargement, they emphasised the importance of institutional strengthening of BRICS, including through the creation of a common database to facilitate access to relevant documents and background information.

The Heads of the ministries supported Brazil’s BRICS chairmanship.

Russian Foreign Minister Sergey Lavrov had earlier held a news conference on the results of the BRICS Foreign Ministers’ Meeting.

He said that the parties agreed to continue working with partner countries in various formats.

In addition, the ministers emphasised the importance of strengthening the role of the world majority in solving key problems. (TV BRICS/NAN)
