Northern Elders Forum tasks Niger coupists on restoration of democratic rule

Northern Elders Forum tasks Niger coupists on restoration of democratic rule

By Angela Atabo

The Northern Elders Forum (NEF) has tasked the military junta in Niger Republic to ensure safety of ousted President Mohammed Bazoum and the immediate restoration of the constitutional order in the country.

Dr Hakeem Baba-Ahmed, the spokesperson for the forum stated this at a news conference on Tuesday in Abuja.

He said the forum had chosen to observe events in Niger Republic since the coup d’état a few weeks ago.

Baba-Ahmed said the silence was informed by a number of reasons.

“Firstly, we rejected in totality any attempt to overthrow the constitutional order by the Nigerien military, we had hoped that the military would be persuaded to stand down, release President Muhammed Bazoum and restore constitutional governance in Niger Republic in a matter of hours or days.

“Secondly, the forum had hoped that Nigeria and ECOWAS will utilise diplomatic and other strategies to persuade the military that it is unwelcome in Niger Republic, the ECOWAS, in Africa and in the global community.

“But after the junta failed to heed to ECOWAS warning to step down, Nigeria imposed a rash of sanctions against Niger, including cutting electricity supply and border closure.

“In the light of the facts above, Northern Elders Forum recommends that the safety of President Bazoum and his family and restoration of the constitutional order must remain non-negotiable priorities,” he said.

Baba-Ahmed also recommended that the military leaders in Niger should accord due cognizance and respect for the position of ECOWAS, whose fundamental principles, and goals the Niger Republic had submitted to.

He said that active negotiations regarding President Bazoum and the plans of the military leadership in Niger should commence immediately.

He said that Nigeria was uniquely placed to engage the leadership of Niger Republic to accept these with the minimum of delay.

“Tinubu is Chairman of ECOWAS and leader of Nigerians. He should explore ways of balancing these responsibilities without doing any injury to the position of Nigeria and Nigerians on Niger Republic and the unity of the ECOWAS.

“Nigeria should remove all sanctions and other measures intended to force the government and people of Niger into acquiescence.

“This will make negotiations led by Nigeria, using all assets that both countries value, easier to conduct.

“The forum notes the apology offered by the military leaders in Niger to Nigeria’s President over the manner his envoys, retired Gen. Abdussalami Abubakar and His Eminence, Sultan of Sokoto were received which served as a sign of respect.

“The signs that Nigeria could be a major facilitator in triggering potentially useful negotiations are good, these positive indicators should be built upon,” he said.

He said that negative sanctions were affecting the morale and welfare of citizens of both countries, and they would detract from the existing positive disposition toward Nigeria’s position.

He said that this was unlikely to achieve the goals of restoring the constitutional order and improving the frontiers of democratic systems in West Africa.

Baba-Ahmed said that it would also compound the security and humanitarian crises in the ECOWAS.

“It is likely to weaken and further divide the ECOWAS and provide greater access of non-African interests into the lives of Africans, with negative consequences.

” In the event that force is used in Niger, it should not involve Nigeria, at all cost,”he said

Baba-Ahmed said ECOWAS should actively re-assess the roles and designs of non-African interests in West Africa.

He said that in addition to multiple threats from armed groups in the Sahel and the region, the region was becoming increasingly victims of global military manoeuvres and a scramble for our assets.

“Ordinary Africans understand this, and they resent another wave of exploitation of their weaknesses and resources by parts of the world who have little respect for Africa.

“African leaders must improve the quality of elections and governance, so that African people can value and defend democracy in Africa with greater vigor,” he said.

Baba-Ahmed said that the forum commended all leaders and persons of influence, including the Nigerian Senate contributing to a genuine resolution of the situation in Niger Republic.

“We urge Tinubu to recognise this unique moment in history and conduct himself in a manner that records his role as defining statesmanship.

“We appeal to the people of Nigeria and Niger, as well as our leaders, to resist any attempt to poison our centuries of invaluable relationship.” (NAN)

FCT Nurses Week: Perm. Sec. pledges improved welfare for nurses

FCT Nurses Week: Perm. Sec. pledges improved welfare for nurses

By Aderogba George

Dr Olusade Adesola, the Permanent Secretary, Federal Capital Territory Administration (FCTA), has pledged improved welfare for nurses in the Federal Capital Territory (FCT).

He made the pledge when he received members of the National Association of Nigeria Nurses and Midwives (NANNM) after a road walk tagged “Nurses walk for life” to mark the 2023 FCT Nurses Week in Abuja on Monday.

He said “FCT nurses are indeed our future; they have been serving us diligently; since I came to the FCT, nurses have not gone on strike even once.

“We promise to give you a bus to ease the association’s movement; we had made this promise before and it will be the first assignment that will be tabled before the new FCT Minister when he/she comes.

“I have just signed your hazard allowance last week, every expenditure has to be provided for in the budget, nurses are our future.

“The theme of this year’s nurse’s week “Our nurses, our future” is an assurance that we can rely on you.”

He, however, urged the nurses to always embrace dialogue whenever they feel aggrieved and show understanding
with the FCTA management, while congratulating them on the 2023 Nurses Week.

Earlier, the Chairperson of the association, Deborah Yusuf, had appealed for palliatives for the nurses, especially in the provision of a bus to cushion the effect of the removal of the fuel subsidy and to ease their movement to work.

Yusuf also called for other allowances such as hazard, uniform, rural and most important the review of the Consolidated Health Salary Structure (COHESS) for FCT nurses.

According to her, there can be no future without nurses, and that the many kilometre walk nurses embarked on is all about working the talk they usually tell their patients.

She stated that nurses are committed to their work, stressing that the period of COVID-19 shows how committed they really are to their work, as they were always on ground.

She appreciated the management of FCTA for receiving the association in its office.

The News Agency of Nigeria (NAN) reports that after the road walk, a novelty football match was played between NANNM and the Nigeria Union of Teachers (NUT), FCT Chapter, which the NANNM won with 1-0.

There was also a 100-metre race among the nurses, both male and female categories, a sack race, egg race, and other funfair.

NAN reports that there was also a presentation of a trophy to the high performance team, as well as medals to some individuals. (NAN)

Why military takeover of govt in West Africa increasingly re-emerging – Sen. Sani

Why military takeover of govt in West Africa increasingly re-emerging – Sen. Sani

By Abdul Hassan

Former member of the National Assembly Sen. Shehu Sani has identified five reasons for the increasing reemergence of military takeover of governments in Africa, especially in the West African sub-region.

Speaking in an interview with the News Agency of Nigeria (NAN) in Abuja, Sani frowned at what he considers the increasing reemergence of juntas in the politics of especially West African countries but maintained that they keep recurring because the conditions were being created for them to return.

“We have seen in the past few years how democracies in the West African sub-region have collapsed. It has happened in Guinea, Burkina Faso, Mali, and now Niger Republic.

“Coup d’etats are internal issues and they do not happen within a day. Conditions are created for the military to take over power. And in West Africa today there are about five conditions that I have noted to be responsible.

“First is the destruction of democratic values. Elections are rigged. Many people who call themselves democrats have no respect for the Rule of Law. And the constitutions are consistently violated.

“When that is done the spirit of democracy is killed and the seed for the destruction of democracy is planted.

“Second, is economic in-equity and inequality.  There is so much poverty in the land. And when you have poverty, you have social dislocation and social crisis. By that, an atmosphere of illegal overthrow of the government is created and gives justification for people to say democracy is not working because people are suffering, so the military needs to take over.

Sani who was the Deputy Chair of the Senate Committee on Foreign Affairs in the 8th National Assembly identified the third reason as the issue of insecurity.

“The rise of terror groups in the Sahel – Boko Haram, the ANSARU, ISWAP – has made civilian authorities become dependent on the military for their safety and security.

“There is so much reliance on them. And that has given them that thinking and the mental redirection that they should be in charge.

“The fourth has to do with the fact that there is no coordinated attempt to save democracy in Africa. You find that whenever there is a coup there is no coordinated strategy or penalty for coups. And they happen and continue to happen.

“So, the coup in Niger could have been prevented if the democracy was saved.

“Fifth reason: There are issues regarding the election of Niger’s ousted president Mohammed Bazoum which ECOWAS and the African Union (AU) closed their eyes to.

“Look at it this way. In Cote d ‘Ivoire Alassane Ouattara tinkered with the constitution as president and gave himself a third-term mandate. The ECOWAS and AU never raised an issue with that.

“The President of the Central African Republic today has tinkered with the constitution and given himself a tenure extension. The same thing has happened in Burundi. The AU and other sub-regional groups don’t raise questions,” he added.

According to him, a situation where democratic governance in member states deteriorates and regional and sub-regional bodies in the continent decide to speak out only when coups happen can always lead to military takeover of government. (NAN)

IPOB distributes flyers, posters announcing cancellation of sit-at-home

IPOB distributes flyers, posters announcing cancellation of sit-at-home

By Peter Okolie

The proscribed Indigenous Peoples of Biafra (IPOB) on Saturday, began the distribution of flyers and posters across the South-East to notify residents of  cancellation of the  sit-at-home exercise in the region.

IPOB’s spokesman, Mr Emma Powerful, disclosed this in a statement entitled: “Monday weekly sit-at-home: An ugly phase of a bygone history that must never be repeated as echoed by Mazi Nnamdi Kanu.”

Powerful explained that the exercise was aimed at conveying Mazi Nnamdi Kanu’s pronouncement cancelling Monday sit-at-home.

The  group said: “Any person or persons talking about a non-existent sit-at-home in the south east  is an enemy of the people and shall be dealt with accordingly.

“The exercise also aims to inform the people that sit-at-home is not only “dead” but will also never again be invoked or deployed as a tool of civil disobedience in the group’s quest for self-determination,” he added.

According to him, the instructions to distribute the flyers by hand and paste posters to that effect was authorised by the detained IPOB leader, Nnamdi Kanu.

Powerful’s statement warned that any person or persons talking about sit-at-home in Igbo land again remained an enemy of the people and would be dealt with accordingly.

The statement reads in part: “It is to be stated for the umpteenth time, for those who may feign ignorance of the laws governing the conduct expected of IPOB family worldwide, that our supreme leader,  Mazi Nnamdi Kanu has ordered the permanent end to Monday sit-at-home in the south east.

“Anybody seen enforcing this illegal and non-existent Monday sit-at-home will be apprehended and summarily dealt with on the spot.

“The criminal elements are not working for IPOB   nor the release of Kanu, who is  detained in the DSS solitary confinement in Abuja.

“Those purporting to be running a Biafra Government in Exile, from somewhere in Finland, also known as Autopilot are not IPOB members and their activities do not represent the views of  Kanu, rank and file IPOB membership nor ESN operatives.

“It is a shame to the memory of our late members  that gave their lives for the IPOB struggle  that individuals that never led ordinary street protests in the south east  or anywhere in the world in support of IPOB can claim to lead our people.

“This is an absolute disgrace,” Powerful stressed.

He said “these shameless parasites” and their sponsors were hoping that mere attachment of the names – Nnamdi Kanu, IPOB and ESN – to their criminal enterprise will provide legitimacy to continue duping the gullible.

“The social media – Biafra Government in Exile (BGIE) has nothing to do with IPOB and Mazi Nnamdi Kanu.

“ Kanu has nothing to do with them and will never have anything to do with them.

“ IPOB does not have any government in exile and will never have any government in exile.

“People that never led a protest anywhere in the world, were never detained or held meetings with any international bodies can never claim to represent our people.

“We, therefore, encourage people of the south east to help in the distribution of the flyers, posters to communities, hinterlands, and cities in the region,  signifying the requiem mass for the senseless Monday sit-at-home.

“We warn once again that anybody apprehended enforcing any sit-at-home will regret his life and the self-acclaimed leader of BGIE will not save such a person,” the group noted. (NAN)

GBV survivors in Adamawa laud UNFPA, Spotlight Initiative

GBV survivors in Adamawa laud UNFPA, Spotlight Initiative

By Ibrahim Kado

Survivors of Gender-Based Violence (GBV) in Adamawa have lauded the UN Population Fund (UNFPA) and the EU-UN Spotlight Initiative project for saving their lives and for empowering them.

They made the commendation in interviews with the News Agency of Nigeria (NAN) in Yola on Sunday.

One of the beneficiaries of the fund’s interventions, a 20-year-old secondary school student, thanked the UN body for prompt actions toward saving her life when she was raped.

She explained that when the case was reported to the One Stop Centre (OSC), established by the UNFPA in Yola, the officials took care of her medically and psychologically.

NAN reports that the OSC was created to support women affected by violence in private and public spaces, within the family, community and at the workplace.

Aggrieved women who reached out or been referred to the OSC due to any kind of violence are, therefore, being provided with specialised services.

The 20-year-old said she and her parents were seriously disturbed at the time of the incident but after counselling and actions taken by the OSC officials to prevent her against any diseases, the family left everything in the hands of God.

She said “at the end, I was trained and empowered with sewing machine to start my business free of charge which I did not expect in my life.

“Currently I have already started producing bags to generate income for myself.”

Also, Florence Obed, another beneficiary,  a 50-year-old widow with four children, expressed gratitude to God and to the UN body and partners for the empowerment given to her.

She said that the UNFPA really impacted her life, which is helping her to take care of her children.

Obed explained that she was trained on how to produce local spaghetti and empowered with a machine, which she is currently using to produce the pasta to feed her children and for sale to earn some income.

Another beneficiary who pleaded for anonymity also appreciated UNFPA for the empowerment and other services.

She told NAN that she learned how to sew clothes at the OSC in Yola and empowered with a sewing machine after she was violently treated by her husband.

She explained that before the empowerment, she was in difficult situation, but currently living peaceful, running her business courtesy of UNFPA.

She added that it is her first time of benefitting from such a gesture and it is impacting on her life as the main source of income to cater for her needs.

She also appreciated the support, training and counselling given to her by officials of the OSC. (NAN)

UNFPA, Sokoto govt. train youths on acquiring productive skills

UNFPA, Sokoto govt. train youths on acquiring productive skills

By Habibu Harisu

Sokoto State Government has pledged sustained partnership with the United Nations Population Fund (UNFPA) in promoting skills acquisition training and other educational pursuits of youths in the state.

Alhaji Usman Arziki-Bodinga, the Permanent Secretary, Ministry of Budget and Economic Planning, stated this at the commemoration of the 2023 International Youths Day, organised by the state government, in collaboration with UNFPA on Saturday in Sokoto.

He described this year’s theme ” Green Skills for Youths Toward Sustainable Development”, as apt, saying it will encourage self reliance and productivity among the youths.

The permanent secretary enjoined youths to explore their potentialities and utilise available opportunities in the state and the nation at large.

He, however, lamented that “unemployment rate is on the increase because everyone depends on educational certificates and all out looking for elusive white collar jobs.”

Arzika-Bodinga said that the aim was to highlight the essential roles teachers, trainers and other educators play in providing skills that will equip the youths for labour markets.

According to him, the efforts will prepare them to become relevant decent entrepreneurs in their communities and societies.

The UNFPA Programme Officer in the state, Mrs Gloria Enueze, urged youths to embrace skills for self reliance to reduce unemployment in the country.

Enueze said: “Skilled youths are not jobless, they cannot be easy preys in the hands of organisers of evils in the society.”

A Youth Advocate and UNFPA Desk Officer, Malam Umar Idris, said the objective of the day was to awaken youths to be entrepreneurially minded and have plausible and indispensable digital skills.

Idris said people with skills and education had good chances to thrive and succeed in life, adding, “a skilled person is always relevant at any point of his or her age because there is no retirement.

” The older you become in your skill, the more experienced and sought after you become by those who need your services.

” Skills acquisition and entrepreneurship development should be given more priority in Nigerian schools,” he said.

He added that no society can progress without skills development, saying,” a technical man or woman can never be unemployed.”

Some participants, A’isha Musa, Sa’adatu Hussaini and Yusuf Abubakar, described the event as profitable and promised to utilise the knowledge gained to start businesses beside schooling.

The News Agency of Nigeria (NAN) reports that the event witnessed presentations, discussions on potentialities development, available acquisition centers, markets and supports. (NAN)(www.nannews.ng)

IYD: Southern Kaduna youths plant 1,000 trees to tackle climate change

IYD: Southern Kaduna youths plant 1,000 trees to tackle climate change

By Sani Idris

Youths from four communities in Kajuru Local Government Areas (LGAs) of Kaduna State, have planted 1,000 trees to contribute to ongoing efforts in combating climate change.

The tree planting was carried out at Idon, Iburu, Kajuru and Kasuwan Magani community, to mark the International Youth Day, under the Community Initiative to Promote Peace (CIPP) programme.

The exercise was initiated by the Kajuru Youth Peace Network, supported by the CIPP programme anchored by Mercy Corps and funded by USAID.

The theme for 2023 International Youth Day is “Greens skills for youth: Towards a sustainable world.”

After the event, Mr Jonathan Peter, a youth mobiliser at Kajuru LGA, said the theme for the year’s celebration was beyond farming of crops.

He explained that green skills were innovative ways youths could use their knowledge in combating contemporary challenges of climate change, saying tree planting was one of such ways.

Peter noted that Kajuru communities were  bedeviled by deforestation caused by commercial activities, lamenting that the trees were not  being replaced by planting new ones after felling them.

He, therefore, said tree planting was critical to survival, adding that those who would be affected by the deforestation in the future were the youth.

“We must by all means prepare the society the way we want to live in it tomorrow,” he said.

Peter, who spoke on behalf of the four communities who carried out the exercise, pledged that they would distribute and plant trees across all the political wards in the LGA in three months.

He urged members of the communities to ensure proper nurturing of the trees, while calling on the government and other relevant stakeholders to engage in tree planting across the state to save it from climate change.

Also, Malam Sule Rigachikun, a Ranger at Kajuru LGA, under the Kaduna State Ministry of Environment and Natural Resources, commended the initiative.

He noted that everybody liked fruits, fresh air and shade, while lamenting that majority did not like planting trees.

Rigachikun thanked the organisations for their support, while urging members of the community to ensure proper nurturing of the trees. (NAN)

Kaduna SPHCB urges civil servants to enrol in PHCs for health insurance services

Kaduna SPHCB urges civil servants to enrol in PHCs for health insurance services

By Philip Yatai

The Kaduna State Primary Health Care Board (SPHCB) has appealed to the state and local government workers to enrol in Primary Healthcare Centres (PHCs) for health insurance services.

The Executive Secretary of the board, Dr Hamza Abubakar made the appeal in Abuja on Saturday, during a two-day meeting with Chairmen of the 23 local government councils of the state.

The News Agency of Nigeria (NAN) reports that the meeting was organised by the Kaduna State Contributory Health Management Authority (KADCHMA), to find sustainable and innovative funding for healthcare services in the state.

The meeting was supported by Save the Children International, Partnership to Engage, Reform and Learn (PERL) and Lifiya programme.

Abubakar explained that the more enrolees a facility has the more money that comes to the facility, which could be used to improve medical supplies and facilities.

This, according to him, will improve the quality of service delivery in PHCs across the state and reposition them to favourably compete with private facilities.

He, however, decried a situation where the majority of civil servants in the state enroled in private facilities for the health scheme, thereby depriving the public facilities of a huge source of funding.

“It is sad that the majority of government workers enroled in private hospitals as against PHCs, thereby depriving the PHCs of the huge opportunity for more funding needed to improve the quality of service delivery.

“I am therefore, appealing to the council chairmen to encourage their workers who are yet to enrol to do so and select PHCs so that our public facilities will have increased access to funding opportunities.

“For workers that have enrolled already, we can have a conversation with them to consider transferring their service to PHCs. This will go a long way in improving the quality of health services in the state,” he said.

The executive secretary further urged the council chairmen to work with the management of KADCHMA to encourage community members to enrol in the health insurance scheme.

He said that the resources going to the facilities from KADCHMA and the National Health Insurance Authority, through the Basic Health Care Provisions Funds, were already transforming health services in PHCs.

Dr Sani Abubakar, Programme Manager, Clinton Health Access Initiative (CHAI), pointed out that 7.8 million of the more than 10 million estimated population of the state were multidimensionality poor.

Abubakar said that when compared with other North-West states, Kaduna performed very poorly in the health dimension and was the second most deprived state.

“Not only that, Kaduna state is also one of the worst states to be a child in Nigeria due to high neonatal, infant and children under five mortality.

“Kaduna State is equally the sixth worst state in skilled birth delivery and the ninth worst state in women receiving postnatal care within two days after birth.

“This is why health insurance schemes, particularly the Vulnerable Group Funds (VGF) are critical to increase access to quality and affordable health care services to improve the health indices in the state,” he said.

He explained that VGFs are tailored health insurance funds targeting high-risk populations, aiming to narrow healthcare gaps through customised coverage. (NAN)

About 1m access services of Kaduna State’s health insurance scheme

About 1m access services of Kaduna State’s health insurance scheme

By Philip Yatai

At least 949,132 enrolees of the Kaduna State Contributory Health Management scheme accessed the insurance scheme between 2020 and first quarter of 2023.

Mr Suleiman Mustapha, Head of Administration and Finance, Kaduna State Contributory Health Management Authority (KADCHMA) stated this on Saturday in Abuja.

He spoke at a two-day workshop for chairmen of the 23 local government councils of the state.

He said that of the 949,132 enrolees, 68,013 accessed health services under the scheme in 2020; 379,450 in 202, while 404,835 accessed the services in 2022.

In the first quarter of 2023, a total of 96,834 enrolees accessed the scheme, he added.

Mustapha said also that currently, 514,982 people, representing 5 per cent of the state’s population had enrolled in the scheme.

He explained that 343,948 of the enrolees were from the formal sector of the economy, while only 173,134 enrolled from the informal sector.

Giving further details, he said 9,192 of those who enrolled from the informal sector were private individuals and households, while 79,329 were vulnerable groups enrolled under the state’s 1 per cent consolidated revenue.

Mustapha added that 6,851 persons were enrolled under the Secondary School Health Insurance Programme, 27,114 under the Tertiary Students Health Insurance Programme and 50,648 under the Basic Health Care Provision Fund (BHCPF).

“Those registered under the BHCPF comprise 7,490 pregnant women, 10,463 aged (65 years and above), 3,273 children under five years, 21,995 poorest of the poor households and 7,427 persons with disabilities,” he said.

Mustapha explained that Kaduna State established the Contributory Health Scheme in February 2018 as a strategy to achieve universal health coverage by providing accessible, high-quality, inclusive, and affordable healthcare services to all.

He said that the beginning of access to healthcare services under the scheme in June 2020 represented a shift from the catastrophic health expenses and high out-of-pocket expenditure incurred by the infirm.

The scheme, he said, presented a more efficient, sustainable, and comprehensive approach to health financing, that allowed for contributory pre-payment mechanisms.

According to him, health insurance is the most sustainable mechanism to achieve universal health coverage in the state.

“For Kaduna State to attain universal health coverage through the provision of access to basic, quality, and affordable healthcare services, there is a need to invest in strengthening healthcare systems.

“This implies mobilising funds from various sources and strategically deploying these funds for maximum benefit in a sustainable way.

“We must also ensure that our people access the needed healthcare services whenever they require it, and that funds are available to provide those health services,” he said.

In his remarks, Mr Shuaibu Jaja, Chairman, Association of Local Governments of Nigeria, Kaduna State Chapter, commended KADCHMA and its partners for efforts to increase funding of healthcare centres.

He described the workshop as very enlightening and pledged stronger collaboration with KADCHMA to increase enrolment from the informal sector into the scheme.

He also said that the workshop provided an opportunity for stakeholders to brainstorm and evolve a strategic plan on how to strengthen healthcare systems, particularly the primary healthcare centres.

“At the local government level, we have a duty to collaborate and work closely with KADCHMA to ensure the attainment of the goal of the health insurance scheme in Kaduna State.

“On the problem of enrolment, council chairmen will collaborate with the KADCHMA to ensure that local government workers are enrolled in public facilities as against private facilities.

“This will provide the needed funding to improve the quality of healthcare in public health facilities,” Jaja stressed.

The News Agency of Nigeria (NAN) reports that the workshop was organised to find sustainable and innovative funding solutions to healthcare services in Kaduna State.

It was organised by KADCHMA with support from development partners like Save the Children International, Partnership to Engage, Reform and Learn and Lafiya programme. (NAN)
