COVID-19: Increased testing will enable understanding of burden – NCDC

The Nigeria Centre For Disease Control (NCDC) says increasing  national testing capacity for COVID-19 will enable understanding of its burden.

The Head of Department, Surveillance and Epidemiology Department, NCDC, Mrs Elsie Ilori, made this known on Thursday in Abuja at a briefing by the Presidential Tasks Force on COVID-19.

Ilori noted that in the last 24 hours, Nigeria recorded 1,664 new confirmed cases.

“Last week, over 40,000 tests were done. This is more than 10 per cent increase in the testing done the week before.

“Since the start of the outbreak, we have worked tirelessly to achieve this (increased testing)  through rapid expansion of laboratories and increased surveillance activities.

“This is enabling prompt detection of cases even at our points of entry,” she said.

She said that increase in confirmed cases remained a cause for concern.

“There is therefore need for stricter adherence to nonh-parmaceutical interventions  such as proper use of face masks, frequent handwashing and maintenance of physical distance of at least two meters.

“At NCDC, we continued our operations even throughout the Yuletide.

“Several colleagues spent the holiday away from their loved ones, strengthening the nation’s public health response to this pandemic,” she said.

Ilori said that the  National Emergency Operations Centre  had been working hard since  the outbreak of the  pandemic, supporting all states in their responses.

“With increasing healthcare workers’ infection across states, strategic actions have been employed in engaging and retraining focal persons in healthcare facilities to enhance Infection Prevention and Control (IPC) practices and prevent transmission.

“We want to remind our healthcare workers not to let their guards down but adhere to IPC measures to prevent being infected.

“In the last week, we concluded distribution of COVID-19 commodities to all states as well as primary health centres,” she said.

She added that NCDC had continued to support the National Youth Service Corps as it prepared for orientation of the next batch of corp members.

“Following the success of the use of Rapid Diagnostic Tests (RDTs) for screening in NYSC camps, there are plans to roll out RDTs to hospitals to enable testing for healthcare workers  and patients in line with  guidelines on the use of RDTs.

“We have intensified risk communication activities by engaging in media appearances, airing jingles and disseminating preventive messages to the public,” she said.

Ilori said that data showed that the majority of recorded cases were people between the ages of 21 years and 50 years.

“This poses a high risk to the elderly and vulnerable  among us who may suffer severe symptoms if infected.

“The onus is on everyone, especially the young, to adhere strictly to protocols for their own health and the health of people around them.

“We are working hard  to protect the health of Nigerians, but everyone must  take personal responsibility to support this mission,” she said. (NAN)

Lagos Govt pegs 2021 budget at N1.164 trn

The Lagos State Year 2021 Appropriation Budget named ” Budget of Rekindled Hope”  has been pegged at  N1.164 trillion.

Mr Sam Egube, the Commissioner for Economic Planning and Budget, Lagos State, made the disclosure in Lagos on Thursday at a media briefing of the Year 2021 Analysis.

Egube said that the budget was made up of  N702.93 billion and N460.58 billion for both capital expenditure and recurrent expenditure respectively.

This, he explained, represented a 60:40 capital to recurrent expenditure ratio strongly in favour of capital expenditure.

Egube added that the state’s expected total revenue was estimated at N971.028 billion, with a deficit of N192.494 billion.

He revealed that the deficit would be financed by a combination of external and internal loans and also  bond well within the state’s fiscal sustainability benchmarks.

The commissioner highlighted that the budget earmarked the  N5.09 billion for  the commerce and industry sector to improve economic activities within the state.

Egube detailed that the said sum was for the on-going development of Lekki Free Zone, Imota Light Industrial Park/Hubs, Gberigbe Enterprise Zone in Ikorodu and other areas within the state.

“Though the Y2020 was very challenging, we considered the challenge as an opportunity.

“Therefore, in spite of the gloomy socio-economic outlook across the world and dwindling oil revenue, Lagos has made significant fiscal progress.

“The year 2021 is indeed a year of Rekindled Hope with the recent global and national events such as the COVID-19 pandemic, EndSARS protests, and the general feeling and demand of our people for an inclusive governance, equitable quality of life and consistent economic growth.

“We have tagged the 2021 Appropriation Bill the “Budget of Rekindled Hope” to reflect our determination to rise above the challenges that have affected our development indices in the last 11 months.

“This Budget of Rekindled Hope demonstrates our willingness to overcome all obstacles and deliver all electoral promises to Lagosians.

“The Budget of Rekindled Hope reflects the continued execution of the THEMES agenda, which is just as relevant as it has always been,” he said.

The News Agency of Nigeria (NAN) reports that N143.16 billion was earmarked for General Public Services,  N42.27 billion for Public Order and Safety and N332.69 billion for Economic Affairs.

Also, N59.65 billion for Environment, N37. 08 billion for Housing,  N105.98 billion for Health,  N7.29 billion for Recreation and Religion, N146.93 billion  for Education and N9.15 billion for Social Protection.

Others include N21.55 billion for Contingency Reserves, N162.71 billion for Loans, N37.98 billion for Personnel Costs and N57.04 billion for  Grants. (NAN)

Kano Govt partners private investors to revitalise economy

Kano, Jan. 7, 2021 (NAN) Kano State Government says it has adopted Public Private Partnership (PPP) model in its quest to revitalise the economy and address infrastructure deficit.

Commissioner for Information, Malam Muhammad Garba, in a statement on Thursday in Kano said that it was a deliberate attempt to diversify the economy.

According to Garba, the PPP model will also boost revenue base and develop infrastructure for sustainable, social and economic development of the state.

He said that the state Government had encouraged private sector investment through PPP arrangements to revitalise moribund industries and convert abandoned structures for more efficient public use.

He said the measure would fast track re-appraising of the Kano Master Plan which has not been done for a long time, to give impetus for proper planning and implementation of infrastructure development.

“The PPP concept which is grossly misunderstood, the state government is revitalising under-performing assets in partnership with willing investors as part of move to make the ancient city catch up with modernity.

“PPP arrangement, one of the best global practice is long-term contract between a private party and a government agency for providing public asset or service in which the private party bears significant risk and management responsibility,” he explained

Garba noted that most of the properties earmarked for the projects under the PPP are either abandoned or under-performing.

He listed the affected structures to include; Daula Hotel, to be used for residential quarters; Triumph Publishing Company, earmarked for construction of a modern Bureau de Change centre and the Shahuci Parking Area.

“Triumph was revived by the present administration and relocated to a more convenient place befitting a newspaper house.

“The Shahuchi parking area was originally earmarked for the project by the previous administration but the structure was faulty, which informed the decision by the Ganduje administration to fine tune it to standard level,’’ he said.

The commissioner added that construction of corner shops in public spaces was aimed at curving criminal activities by miscreants who hide under the cover of darkness to perpetrate crimes. (NAN)

Kano State Govt conducts 58,979 COVID-19 tests

Kano, Jan. 7, 2021 (NAN) The Kano State Government has so far conducted 58,979 COVID-19 tests since the outbreak of the pandemic in April.
The state Ministry of Health disclosed this via its verified its Twitter handle @KNSMOH, on Thursday in Kano.
The ministry said the samples were tested in the National Centre for Disease Control (NCDC) laboratories.
The ministry said that the state recorded 2,379 confirmed cases and 306 active cases.
The ministry also said that 2,005 patients were discharged  while the state recorded 68 COVID-19 related deaths.

The ministry urged residents of the state to observe safety protocols, personal hygiene, and use a face mask, hand washing, as well as social distancing to stem further spread of the pandemic.

It also provided toll free numbers: 0909 399 5333; 0909 399 5444, 0800 268 4356.  (NAN)

Nigeria recorded 1,664 new COVID-19 cases, bringing the total infections to 94,369. the Nigeria Centre for Disease Control (NCDC) has said.

The NCDC made this known via its verified website on Wednesday.

The News Agency of Nigeria (NAN) reports that the daily increase was a new record and considerably higher than Tuesday’s 1,354 confirmed cases.

It said that 22 states and the Federal Capital Territory (FCT) recorded the new infections with Lagos having the highest number of cases with 642.

The FCT, the centre said recorded 407 new cases while Plateau recorded 160 new cases.

Also, it said Kaduna State recorded 83 new infections while Rivers State recorded 62.

Others state are Adamawa-47, Nasarawa-38, Abia-29, Edo-28, Anambra-27, Niger-24, Ogun-24, Imo-15, Oyo-14, Kano-12, Osun-12, Borno-nine, Delta-seven, Enugu-seven, Bauchi-five, Ekiti-five, Sokoto-five and Jigawa-two.

The centre also said that Nigeria recorded  77,299 recoveries and 1,318 fatalities.

The NCDC said that there are now 14,990 active COVID-19 cases.

The cenre, however, said that in the last 24 hours, 903 recoveries were recorded.

It noted that the discharges included 388 community recoveries in Lagos State, 261 in Kaduna State, 87 in Plateau State and 20 in Imo  managed in line with its guidelines.

The NCDC also said that Nigeria recorded five deaths in the past 24 hours.

The  agency has said that a multi-sectoral national Emergency Operations Centre (EOC), activated at Level 3, is coordinating response activities nationwide. (NAN)

World leaders shocked at U.S. political unrest, express faith in system

World leaders expressed shock at political unrest in the United States (U.S.) Wednesday which saw supporters of President Donald Trump storm the Capitol building in Washington DC.

Nonetheless, many also said they had faith in the resilience of the nation’s democratic institutions.

European Parliament President David Sassoli spoke of “deeply concerning scenes from the U.S. Capitol tonight.”

“Democratic votes must be respected,” Sassoli wrote in a tweet, adding: “We are certain the U.S. will ensure that the rules of democracy are protected.”

EU foreign policy chief Josep Borrell called the violence in Washington an assault on American democracy.

“In the eyes of the world, American democracy tonight appears under siege. This is an unseen assault on U.S. democracy, its institutions and the rule of law,” he wrote on Twitter.

“This is not America. The election results of Nov. 3 must be fully respected.”

Calling Wednesday’s scenes in Washington “a shock,” European Council chief Charles Michel also said that “we trust the U.S. to ensure a peaceful transfer of power to JoeBiden.”

Canadians are “deeply disturbed and saddened” by the events in Washington DC, Prime Minister Justin Trudeau said, calling the storming of the Capitol an “attack on democracy in the United States.”

“Violence will never succeed in overruling the will of the people,” Trudeau tweeted on Wednesday evening.

In the U.S., Secretary of State Mike Pompeo condemned the “unacceptable” storming of the Capitol. “Lawlessness and rioting — here or around the world — is always unacceptable.”

Former U.S. president George W Bush spoke of watching “scenes of mayhem” in disbelief and dismay.

“It is a sickening and heartbreaking sight. This is how election results are disputed in a banana republic – not our democratic republic.

“I am appalled by the reckless behavior of some political leaders since the election and by the lack of respect shown today for our institutions, our traditions, and our law enforcement,” he said in a statement tweeted by The Bush Center.

Bush’s predecessor Bill Clinton said that the Wednesday’s assault “was fueled by more than four years of poison politics spreading deliberate misinformation, sowing distrust in our system, and pitting Americans against one another.

“The match was lit by Donald Trump and his most ardent enablers, including many in Congress, to overturn the results of an election he lost.”

Fellow Democratic former president Barack Obama called the Wednesday violence “incited” by Trump “a moment of great dishonor and shame for our nation.”

He told Republican leaders they had a choice: “They can continue down this road and keep stoking the raging fires. Or they can choose reality and take the first steps toward extinguishing the flames.”

NATO Secretary General Jens Stoltenberg said the scenes unfolding in Washington were shocking. “The outcome of this democratic election must be respected,” he wrote on Twitter.

British Prime Minister Boris Johnson spoke of “disgraceful scenes in U.S. Congress.” In a tweet, he pointed out that “the United States stands for democracy around the world and it is now vital that there should be a peaceful and orderly transfer of power.”

Scotland’s First Minister, Nicola Sturgeon, called the events “utterly horrifying.”

“The Irish people have a deep connection with the United States of America, built up over many generations.

“I know that many, like me, will be watching the scenes unfolding in Washington DC with great concern and dismay,” Irish Prime Minister Micheal Martin wrote.

Nordic leaders condemned the violent scenes. “Every moment now brings a new impossible from Washington: there is an incredible nightmare of democracy going on.

“It is encouraging that there are those who show responsibility beyond party lines,” Finnish President Sauli Niinisto tweeted.

Norway’s Prime Minister Erna Solberg tweeted: “Unbelievable scenes from Washington D.C. This is a totally unacceptable attack on democracy.”

Austria’s federal president, Alexander Van der Bellen, was one of several European officials to express their concern at the violence.

“It is with deep concern that I watch the populist, anti-democratic attack on the Capitol in #Washington, the heart of U.S. democracy,” Van der Bellen tweeted.

In a tweet, French Foreign Minister Jean-Yves Le Drian wrote: “Violence against American institutions is a serious attack on democracy. I condemn it. The will and vote of the American people must be respected.”

Italian Prime Minister Giuseppe Conte said: “I am following with great concern what is happening in #Washington. Violence is incompatible with the exercise of political rights and democratic freedoms. I trust in the solidity and strength of the institutions of the United States. #CapitolHill”

Greek Prime Minister Kyriakos Mitsotakis tweeted that he was “extremely troubled by the violence and horrible events taking place in Washington D.C.” But he also sounded an optimistic note: “American democracy is resilient, deeply rooted and will overcome this crisis.”

In a Twitter post, Polish President Andrzej Duda meanwhile said that violent protests are an “internal affair” of the U.S. But he added: “Poland believes in the strength of the American democracy.”

Australian Foireign Minister Marise Payne was “concerned” by scenes at the U.S. Congress.

“I condemn any violence to interfere with democratic processes. This will not impede the transfer of power,

“U.S. institutions are robust & its democratic strength resides in the full breadth of its people who are no part of this violence,” she tweeted. (dpa/NAN)

Kano, Jan. 6, 2021 (NAN) The Kano State Agro Pastoral Development Project (KSADP) has awarded a N314 million contract for the upgrading of the Watari Irrigation Scheme built 40 years ago to facilitate rice production.
A statement by Mr Ameen Yassar, Communication Specialist of the project, on Wednesday, in Kano, quoted the KSADP coordinator, Ibrahim Mohammed, as saying that the contract was awarded to Hajaig Nigeria Ltd at the cost of N314, 454, 625. 80.
“The scope of work includes repair of gully erosion on the embankment; desilting of the main canal and drainages as well as repairs of the reservoir.
“The project intends to open up 1,000 additional hectares of land, to enable more people in the area to engage in farming,” Muhammad said.
He noted that the Watari Irrigation Scheme, sited in Bagwai Local Government area of the state, was established to encourage rice and horticulture production, but that the dam and its auxiliary infrastructure had not been maintained since construction, in spite of its potentials for agriculture and rural development.
According to him, KSADP was being implemented with the support of the Islamic Development Bank (IDB) and the Lives and Livelihoods Fund (LLF), a development organisation.
He said the project was focused on enhancing crop value chain, livestock production, as well as livelihoods, while urging farmers and other stakeholders in the area to cooperate with the contractor to ensure speedy completion of the project.
The statement also quoted Mr Kaseem Hajaig, representative of the contracting firm, as assuring that the project would be completed within the three months provided for in the agreement. (NAN)

Customs generates N1.5trn revenue in 2020

The Nigeria Customs Service (NCS) says it generated the sum of N1.5 trillion for the year 2020.

The Customs’ Public Relations Officer, Mr Joseph Attah, made this known in a statement in Abuja on Wednesday.

Attah said the amount realised was over the target of N1,380,765,353,462.00 and also more than the sum of N1,342,006,918,504.55 generated in 2019 in spite the COVID-19 pandemic.

The spokesman quoted the Comptroller-General of Customs, retired Col. Hameed Ali, as saying the feat was a result of resolute pursuit of what was right and willingness to adapt to changes brought about by global health challenges occasioned by COVID-19.

Ali said the service revenue generation profile had continued to be on the rise annually as the ongoing reforms in the service insisted on strategic deployment of officers strictly using the standard operating procedure.

“We also insist on strict enforcement of extant guidelines by the tariff and trade department and Automation of the Customs process, thereby eliminating vices associated with the manual process.

“Others are robust stakeholder sensitisation resulting in more informed and voluntary compliance as well as increased disposition of officers and men to put national interest above selves.

“The partial border closure which has forced cargoes that could have been smuggled through the porous borders to come through the sea and airports raised revenue collection from ports.

“Before the commencement of the border drill on 20th August 2019, revenue generation was between four billion to five billion naira, but now NCS generates between five billion to nine billion naira daily.

“Diplomatic engagements that took place during the partial land border closure yielded many positive results, including commitment to comply with the ECOWAS Protocol on Transit and operationalisation of joint border patrols at both sides of the border.

“The teams are required to share intelligence and ensure prevention of transit of prohibited goods into the neighbor’s territory,” Ali explained.

The customs boss expressed readiness of the service to strictly implement the outcome of the diplomatic engagements as the land borders open for movement of cargoes.

He said that the intelligence gathered during the period and the introduction of the e-Customs whose components include installation of scanners at all entry points would enhance border security and boost national trade facilitation. (NAN)

NSE market indicators rebound by 0.17%

The Nigerian Stock Exchange market indicators on Wednesday rebounded by 0.17 per cent amid interests in some banking stocks.

The All-Share Index rose by 69.01 points or 0.17 per cent to close at 40,465.15 from 40,396.14 recorded on Tuesday.

Also, the market capitalisation which opened at N21.122 trillion inched higher by N36 billion or 0.17 per cent to close at N21.158 trillion.

The uptrend was driven by price appreciation in medium and large capitalised stocks, amongst which are Zenith Bank and United Bank for Africa.

Others include BOC Gases, Flour Mills and Vitafoam Nigeria.

Market breadth was positive with 23 gainers against 16 losers.

NEM Insurance led the gainers’ chart in percentage terms, growing by 9.69 per cent to close at N2.15 per share.

BOC Gases followed with 9.52 per cent to close at N11.50, while Japaul Gold rose by 9.46 per cent to close at 81k per share.

Linkage Assurance grew by 9.26 per cent to close at 59k, while Regency Alliance Insurance appreciated by 9.09 per cent to close at 24k per share.

On the other hand, Sovereign Trust Insurance dominated the losers’ chart in percentage terms by 8.33 per cent to close at 22k per share.

Eterna followed with a loss of 8.17 per cent to close at N5.28 per share.

Deap Capital Management & Trust shed eight per cent to close at 23k, while Royal Exchange and FTN Cocoa Processors depreciated by 7.69 per cent each to close at 24k and 60k per share, respectively.

However, the total volume traded declined by 46.41 per cent as investors bought and sold 249.55 million shares worth N2.18 billion in 6,090 deals.

This was against a total of 465.67 million shares valued at N5.12 billion exchanged in 7,573 deals on Tuesday.

Transactions in the shares of Japaul Gold and Ventures topped the activity chart with 28.05 million shares worth N22.72 million.

Access Bank followed with 21.89 million shares valued at N190.43 million, while AXA Mansard Insurance sold 13.26 million shares worth N16.39 million.

United Bank for Africa accounted for 13.23 million shares valued at N113.09 million, while Transcorp transacted 12.79 million shares worth N12.13 million. (NAN)
