The Managing Director of Galaxy Backbone, Prof. Muhammad Abubakar has commended the pace at which public leadership was changing and developing in Nigeria and the African continent.

Abubakar gave the commendation at the International Studies of Public Leadership and Public Service organised by the African Centre for Resource Studies (ACRS), which held in Addis Ababa, Ethiopia.

The theme of the annual submit was: “Unbroken Legacy of Public Leadership and Service: “The Case of Nigeria 2015-2023 and other Countries in Transition”.

He said that the gathering was to explore evidence -based, theoretical ideas , principles and practices of public leadership and public service worldwide and spread them to African countries, while building capacities.

The Galaxy Backbone’s Head of Media, Mr Tasiu Pantami, made this known in a statement on Monday in Abuja.

Abubakar, represented by the Chief of Staff, GBB, Mr Owaicho Igoji said before the partitioning and colonisation of Africa, there existed cultural and leadership attributes that guided and drove development of the continent at its pace.

The MD spoke on the topic: “The Practice of Public Leadership and Decision-Making in Public Service”: ‘The Decision and Reform Initiatives’ (A Guide to Future Generations).

He further said that the partitioning and colonisation led to the tremendous changes that were being witnessed in the continent.

Abubakar commended the ACRS for the initiative, which seeks to focus on providing a guide to future generations through a series of lecture series for of the future generation of young leaders across Africa.

He said: “I am excited to identify with the great work being done by this body of intellectuals in your journey towards enhancing public leadership and governance

“I am deeply drawn by your vision to see the whole of Africa develop the use of its resources and potential to fight poverty and create opportunities for sustainable development.”

Abubakar assured that GBB would continue to support the institute to ensure the attainment of its goals, adding that it was created to provide Information and Communications Technology infrastructure for its citizenry.

“GBB, riding on its mandate of providing ICT, today plays a critical role in ensuring the digital transformation of the nation and in the improvement of economic prosperity,” Abubakar said.

Meanwhile, a Member of House of People’s Representatives, Ethiopia, Mr Almaw Mengist, had a paper presentation on public leadership and public service in Africa, a case of Ethiopia.

He said in spite of the call for privatisation of government services such as water supply, telecommunications, and power supply, these services were still state-owned in Ethiopia.

According to him, in this phase of civil service reform particularly a retrenchment programme was implemented in 1993, duplicative positions were reduced in public administration to achieve efficiency.

He said that the public sector services were not improved much because Ethiopia had a small civil service apparatus as it was with approximately civil servants per 1,000 inhabitants as compared to other African countries.

Mengist said lack of institutional capacity, institutional incompetency and poor structural set up of institutions had limited the scope, speed and quality of the reform implementation. (NAN) (www.nannews.ng)

FG seeks innovation, renewed partnerships, to end poor sanitation indices

By Tosin Kolade.

The Nigerian Government on Monday called for more innovative ideas and partnerships that would help to accelerate progress in scaling up sanitation and hygiene in the country.

This was the focus at the National Task Group on Sanitation (NTGS) meeting, a coalition of stakeholders working in the water and sanitation sector in Abuja.

Minister of Water Resources, Mr Suleiman Adamu, said the role of innovation could not be overlooked, following recommendations from all experts as a necessity to changing poor narratives in the sector.

While commending NTGS members for their tenacity in validating former open defecation communities to become open defecation – free, Adamu however urged them to be steadfast and credible in their efforts.

According to him, efforts are on to introduce the School, Health and Youth Water, Sanitation and Hygiene (WASH) programme through their parent ministries so as to scale up sanitation in the country.

Adamu said findings from the WASH Normal Routine mapping showed low progress on defecation-free local government areas.

He said with collective efforts, the negative indices would be reversed, for the overall good of the country.

Mrs Chizoma Opara, National Coordinator, Clean Nigeria Campaign Secretariat, said efforts were on to train information officers on its activities so as to promote awareness for the populace.

Opara said Nasarawa State has shown major progress in its implementation of the Community Led Total Sanitation (CLTS) Plus programme, with 11 local government areas currently being supported.

Dr Jane Bevan, UNICEF Chief of WASH, said there was need for introduction of subsidies for most vulnerable persons in communities, so as to improve their wellbeing.

According to Bevan, this could be introduced during the triggering stages of CLTS processes in the communities.

“We are thinking about introducing subsidies to encourage vulnerable people to build their toilets, we are working to do this through introduction of loans in Bauchi and Oyo states,” she said.

Highlight of the meeting was the introduction of new consultants to work on the development of a National Social and Behavior Change Communication Strategy and a Strategy for Scaling Up Sanitation Market in some states.

The News Agency of Nigeria (NAN) reports that
poor sanitation is costing the country the equivalent of $3 billion annually, or 1.3 per cent of its GDP, in productivity losses, deaths and healthcare expenses.

For Nigeria to be on track to achieve SDG 6, new and innovative sanitation solutions must be provided and a whole sanitation economy developed. (NAN) (www.nannews.ng)

ICOMOS expresses displeasure over demolition of TBS gate

By Taiye Olayemi

The Nigerian National Committee of the International Council on Museums and Sites (ICOMOS Nigeria), has expressed displeasure over the demolition of the Tafawa Balewa Square (TBS) gate in Onikan, Lagos.

Mr Aliyu Abdu, President, ICOMOS Nigeria, in a statement on Friday said the tourist site remains an historical monument that should not be tampered with.

Abdu said ICOMOS is the organisation that seeks to advance the sustainable conservation of cultural heritage sites in Nigeria in line with global best practices.

“It is surprising to see that the Lagos State Government who recognised and listed TBS as an important state monument has  allowed this to happen under its watch.

“It is disheartening that such a negative activity could take place in day light without fear of any consequences,” he said.

Abdu referred to the Lagos State law of listed sites for preservation enacted by the state House of Assembly in 2011.

”It states that as from the commencement of this law, no property, site or monument location to which this law applies as a monument site under grade I, II, and III shall be altered demolished or improved upon as is necessary owing to normal wear and tear or minor repairs without the prior issuance of listed site consent of the governor in accordance with the provision of this law.

“Any alteration to any listed site shall take into consideration the character and special interest of the site,” he said.

According to him, the site is  a rectangular 3.9615 hectares ceremonial ground originally called “Race Course” in Lagos Island, where the Union Jack was lowered to mark Nigeria’s independence in 1960.

He said that subsequently the site had hosted the inauguration of the governors of the state.

“This monument undoubtedly habours attributes that demonstrates historical, architectural and artistic values of the TBS, worthy of preservation, promotion and transmission.

“Therefore, ICOMOS-Nigeria stands by the National Commission for Museums and Monuments (NCMM), in its statutory mandate to enlist, protect and preserve the important national monuments and heritage in the country.

“We urge NCMM  to deal with this matter swiftly and decisively, particularly as TBS is proposed for enlistment as a national monument.

“We further call on the NCMM to be proactive in protecting and preserving other monuments proposed for enlistment,” he said.

He also  called on local communities, professional urban planning agencies, organisations and other cultural heritage and conservation groups to take interest, join hands with government agencies in protecting monuments and heritage sites within their localities.

“ICOMOS-Nigeria is ready to partner with all stakeholders to protect and preserve important monuments across the country,” he said.

Meanwhile, Prof. Abba Tijani, Director-General, NCMM, told the News Agency of Nigeria (NAN) that the TBS had yet to be listed as a national monument.
“We have waded into the demolition of the gate, we have spoken with the management of TBS and they have expressed their innocence and promised to stop everything they are doing there,” Tijani said. (NAN) (nannews.ng)
