Health minister plans to end medical tourism

Coordinating Minister of Health and Social Welfare, Prof. Ali Pate, assured on Monday in Abuja that he would work toward ending medical tourism out of Nigeria.

He gave the assurance at his maiden meeting with the Permanent Secretary in the Ministry of Health, Ms Kachollom Daju and its directors upon assumption of office.

He noted that there was a gap in health outcomes that needed to be improved upon.

“When you fly from Addis Ababa to New Delhi you see a lot of people going for medical tourism and it is not a thing we in the health sector should rest on our oars and regard as normal.

“We should do something about it and improve our health outcomes.

“It is important that we deal with the issues of governance to improve the governance of health.

“The Federal Government, states and local governments and other stakeholders will work together, including those who may be differently abled in the construct of health policy and implementation,’’ he said.

Pate said also that the economic value chain existing in the health sector should be harnessed.

He noted that the role was for the private sector, though the mission was a core public one.

The minister also said that the agenda to harness the economic value chain in the health sector has to be carefully crafted with every stakeholder being a part of the conversation.

“There is an important signal in the choice of those assigned the health portfolio, and we are very excited about that.

“I think the fact that the president also included Social Welfare in the health portfolio indicates he also considers the people as the basis; the foundational element for what his administration tries to do.

“This is because the welfare of the people is linked to their health; their health and wellbeing are interconnected right from gestation to childhood, to adulthood to elderly, and all across life cycle.

“We need to grow our economy, but we also need to attend to the people and health is an important component of that and I think that is one signal that is important.

“The president is the driver and we will follow and we will work hard to ensure that our driver takes us to the desired destination; the vision that he has of transforming this country,’’ the minister said.

Pate stressed that the main responsibility of the ministry of health was to save lives and to reduce pain.

“The president realises that Nigerians are eager to feel the impact of government so that people feel the difference that his `Renewed Hope’ agenda actually begins to touch the lives of people and we are right where it can be done,’’ he said.

In his remarks, the Minister of State for Health, Dr Tunji Alausa, said he would work with Pate to ensure that Nigerians appreciated the impact of healthcare delivery.

“Our people deserve basic, comprehensive, internationally- acceptable level of healthcare and we will start thinking of healthcare as a human right issue.

“Lack of basic healthcare to any Nigerian from now on will be considered as a violation of the human right of that Nigerian.

“We are going to latch onto the staff of the ministry to ensure that we deliver,’’ Alausa said.

Earlier, Ms Daju said the statutory function of the ministry was to ensure the development and implementation of national health policies; collaborate with states and local governments and provide specialised healthcare services amongst others.

“Everything that the Ministry of Health does is guided by the National Health Act (2014).

“The Act actually spells out the functions of the ministry; emphasises its role in health policy; resource allocation and healthcare service delivery,’’ she said.

Pate, a professor of Public Health, served as Minister of State for Health from July 2011 to July 2013 in the administration of Ex-President Goodluck Jonathan.

He was the Chief Executive Director of the National Primary Healthcare Development Agency from 2008 to 2011.

Pate also served as the Global Director for Health, Nutrition and Population and Director of the Global Financing Facility for Women, Children and Adolescents at the World Bank Group.

President Bola Tinubu inaugurated Pate and Alausa alongside 43 others, either as ministers or ministers of state, on Monday in Abuja. (NAN)

Achieving Tinubu’s blueprint on water, sanitation my biggest priority- Minister

Prof. Joseph Utsev, Minister of Water Resources and Sanitation, has pledged to work assiduously in implementing the blueprint of President Bola Tinubu’s administration in the water and sanitation sector.

Utsev said this at his inaugural address with the members of staff  in company of the Minister of State, Alhaji Bello Goronyo in Abuja on Monday.

He said the critical role that water and sanitation sector played in any society cannot be over-emphasised.

Utsev said that Tinubu’s blueprint was to see that this was improved in line with the sustainable development goals.

According to him, his administration will work through shared value to end poverty and inequality in the sector.

The minister said that his team would settle quickly to work as the ministry was one of the core infrastructure ministry of government.

While commending the permanent secretary and the staffers for their time, resourcefulness, sacrifice and value-driven contributions to the ministry, Utsev urged them to keep up the good work.

The minister said: “To this end, we are committed to an open door policy to encourage team-based initiatives, regular interactions with the management and staffers as well as other critical partners in the days ahead.

“The Permanent Secretary shall work out details of the schedule, We are aware of some of the challenges which may have impeded the productivity of staff.

“Consequently, effort shall be made to address them head-on. Staff trainings, promotions and provision of essential working tools, equipment and facilities shall be our top priority.

“We expect our hardworking staff to reciprocate these gestures with renewed commitment to duty by prompt handling of official correspondence and assignments.”

Utsev said an early tour of facilities, ongoing projects and programmes would be done to give guidance and better understanding of the present situation and the way forward.

Earlier, Goronyo appreciated Tinubu’s choice of ministers, saying the team would work to ensure that hope is renewed for all Nigerians.

According to him, the role of water in all things that affect humans cannot be ignored, as it was the sustainer of life, productivity and improved well-being.


The minister of state said he would work in partnership with Utsev by bringing together their wealth of experience for the rapid development of the water and sanitation sector.

The Ministry’s permanent secretary, Dr Didi Walson-Jack, while welcoming both ministers, said their extensive experience and commitment to public service showed that they were invaluable assets that would advance its mandate.

She said the ministry was in the forefront of ensuring that Nigeria had sustainable water supply that met the cultural and socio-economic needs of all Nigerians.

Walson-Jack said: “We are at a critical point where the challenges and opportunities in the water and sanitation sector are ever-evolving, the issues of water scarcity, pollution, among others, require innovative solutions and collaborative effort.

“The water, sanitation and hygiene sector is critical to developing our country’s economy, health and environment, in line with the renewed hope agenda, we are working to ensure adequate and safe irrigation of farmlands”.

The permanent secretary pledged the support and cooperation of the entire staffera to collaborate on developing effective strategies, policies and programmes that would lead to a sustainable and prosperous future for all Nigerians.


The News Agency of Nigeria (NAN) reports that Tinubu inaugurated 45 new ministers into his cabinet on Monday with a charge for them to serve as federal officials rather than regional or sectional ones.

“You are not a minister of a particular state, colony, region, or ethnic nationality, you are a minister of the Federal Republic of Nigeria.

‘’It is an honour to be chosen to serve as a minister in the federal executive council, and such a high honour comes with tremendous responsibility,” he said.

Highlight of the event was the permanent secretary’s formal handing over of notes from May 30 to August 18, 2023 to both ministers. (NAN)

Human rights commission moves to end workplace bullying

The National Human Rights Commission (NHRC) has partnered with Equality Development and Research Centre (EDR-centre), an NGO, to curb workplace bullying.

Mr Tony Ojukwu, the NHRC Executive Secretary, made this known when Ms Marshal Nwanne, Founder of the EDR-centre paid a visit to the commission in Abuja.

Ojukwu said that the commission is dedicated to combatting workplace bullying and envisioned to target and end all forms of inequality in Nigeria.

The executive secretary welcomed the partnership and expressed the hope that the two organisations would work together and achieve the desired result..

He said that there was no condition that justifies torture and described it as “one human rights violation” that have no justification.

“Indeed, bullying is not good and we have been preaching and fighting against it alone. Thank God today we have a partner in EDR Centre that is ready to work squarely on this area.

” We are going to sign a memorandum of understanding (MoU) with you, so that the work we are doing in this area would not only be in the Federal Capital but across the 36 states where the Commission have offices .

“Now that we are going to work together, I believe that very soon the society will feel the impact” he said.

He said that the first place to focus on would be the family, schools and other institutions among others.

According to him, Nigerians generally have been bullied to the extent that they have seen it as normal.

“Unfortunately, a lot of people are depressed, some have gone into mental torture because of one form of bullying or another” he said.

Earlier, Nwanne who appreciated the partnership with the commission, urged victims to speak up and not to keep silence.

She explained that it was worthwhile to stop the act of bullying, which she noted leads to depression mental torture and even death.

The founder wondered why the act of bullying goes on in the society without the culprits being brought to justice.

Nwanne called for a legislation to make perpetrators account for their actions. (NAN)

Rainy season: Replace wipers, worn-out tyres – FRSC advises motorists

The Federal Road Safety Corps (FRSC) has advised motorists to replace worn-out tyres and wipers in order to prevent avoidable crashes during the rainy season.

The FRSC spokesman, Assistant Corps Marshal (ACM) Bisi Kazeem, made the call in an interview with the News Agency of Nigeria (NAN) on Thursday in Abuja.

He also advised that drivers should always note the preliminaries (Pre-vehicle Use Checks) and ensure their vehicles are in good working condition.

“Motorists are advised to ensure that before embarking on a journey during the rainy season, they should ascertain that the windows and windshields are clean.

“This is to be observed on the outside and the inside, and routinely check the headlights, brake lights, turn signals and tail lights, ” he said.

According to him, the wind shield wiper and blades should also be checked for proper functioning. The lights should be on during the day and at night, whenever rain starts dropping.

“Motorists are also advised to reduce their speed during this time and apply the “common sense speed limit”.

“This is particularly because the road surface is often slippery, drivers are also admonished to ensure that their tyres have adequate grip on the road.

“This is because, the car tyres are amongst the most crucial elements, and the only part that is in connection to the road that is why the tyre traction is the grip of the vehicle on the road, and it is very very essential, ” he said.

Kazeem also appealed to motorists to shun negative attitudes and habits like drunk driving, smoking of hemp and cannabis, dangerous driving, overloading, exceeding speed limits or use of phones while driving.(NAN)

Abbas appoints committee chairmen to replace ministers designate

The Speaker of House of Representatives, Rep. Tajudeen Abbas has appointed five members as chairmen of committees, to replace those appointed ministers by President Bola Tinubu.

In a statement on Thursday, Abbas said that the appointment is with immediate effect to prevent a void in committee leadership.

“Following the nomination of some members of the 10th House of Representatives as Ministers by President Bola Tinubu and void in the leadership of some standing committees of the House, it is my pleasure to announce the appointment of the following lawmakers to fill up the vacant positions,” he said.

Newsroom verification units will curb misinformation, disinformation- Experts

The Executive Director, International Centre for Investigative Reporting (ICIR), Mr Dayo Aiyetan, has called for the creation of verification units in all newsrooms, to prevent misinformation and disinformation in Nigeria’s public space.

Aiyetan made this call at the ongoing Investigative Journalism Training for Journalists Reporting in Suppressive Environment in Abuja on Wednesday.

The workshop, which was organised by Global Rights Nigeria, with support from Heinrich Boll Foundation, has the theme, ‘Navigating the Ethics of Journalism in Strengthening Civic Freedom’.

According to him, media organisations have the responsibility to hold people to account in accordance with the constitution, saying it must be done ethically.

He said it was only through good journalism that conflicts would be reduced, saying journalists must do things correctly, not forgetting the public and national interests.

The executive director noted that agendas and biases could change at anytime, adding that evidence- based reporting would go a long way toward improving information ecosystem through source verification.

“Research is key in all things concerning journalism, and you must source map your story, reporting conflicts effectively would help to hold back more tension that may occur from fake news and propaganda.

“Conflict sensitive reporting will help to puncture misconceptions and this can be done through ethics, accountability and social responsibility”.

Aiyetan said the media had the right to request for information using the Freedom of Information (FOI) Act, saying it provides public access to relevant information and curbs corruption in the system.

He added that the FOI Act also allowed public officials to respond to information requests, protects them, saying media houses and not the reporters should lead the requests.

Earlier, Mr Musikilu Mojeed, Editor in Chief, Premium Times, who spoke on Journalism Ethics, noted that fake news and ethical violations should not be allowed in the profession.

Mojeed said journalism standards were global, calling for accountability, objectivity, transparency, fairness and public accountability in all media reportage.

He said the media ought to seek all sides on issues before publishing, saying editorial independence, privilege and non-disclosure should be respected and in protecting news sources at all times.

“Journalists must work with decency and think about unity, do not throw the nation into chaos from your reporting, personal conduct also matters at all times”.

The editor in chief also spoke about news verification, saying documents provided evidence and authenticity to one’s report, saying verification must be done always.

He added that they could be sourced from state government websites, government budgets, company records, noting that genuineness of a document was in its authenticity and authority.

He however urged the Nigeria Union of Journalists to fight for the rights of its members for improved welfare, health insurance, pension, calling on journalists to be ethical and adhere to code of conduct at all times.

Mr Edosa Oviawe, Global Rights Nigeria Program Manager, said the civic space could be improved by allowing citizens have freedom to express themselves without fear or suppression.

Oviawe said Nigeria’s civic space was shrinking with evidence of media censorship, Twitter bans, suppression of political and social views, harassments, saying democratic values encouraged citizen’s’ participation in all areas.

“A civic space is an environment where the people expresses their thoughts, participate in decision making and engage in peaceful activities to promote the wellbeing of the society.

“There is a rapid regression of the Nigerian civic space over the years which is as a result of different factors.

“Broadly speaking, civic space restrictions have measurable impacts on sustainable development goals, reducing the ability of nations to tackle poverty and hunger and reach marginalised groups”.

He said there was need for building strong democratic structures and fostering vibrant spaces for all Nigerians and the civil societies to participate effectively.

The program manager said tackling the challenges around the shrinking civic space would require deliberate and collective action by multiple stakeholders to ensure the protection of fundamental rights and freedom of Nigerians. (NAN)

Kaduna Govt, Google train 5,000 women in Tech

The Kaduna State Government and Google on Tuesday announced a patnership to train 5,000 women and girls in data science, artificial intelligence and entrepreneurial application of digital technologies.

Google’s Director for West Africa, Olumide Balogun said in a statement that the partnership was a significant move towards promoting technology  inclusivity.

Balogun said that this initiative was part of a broader skills development programme supported by Google.org. which aims to empower 20,000 more women and young people across Nigeria.

He said that the women and girls would be empowered  with 21st century skills, positioning the trainees for opportunities in the digital and creative industries.

According to him,  the future of technology in Nigeria hinges on tapping into the potential of every individual, irrespective of gender.

Balogun said: ‘’Our collaboration with the Kaduna State Government is a testament to our unwavering belief in the transformative power of women in tech.

‘’Through the support of Google.org, we’re dedicated to fostering a more inclusive digital landscape, ensuring every trained woman becomes a beacon of change in the tech world.”

‘’The collaboration is a clear indication of both parties’ commitment to driving inclusion in the tech industry, ultimately supporting improved economic livelihoods through the digital economy in Nigeria.

According to the Kaduna state Governor, Mr  Uba Sani, inclusion in technology is not just about social equity; but about economic progress.

Sani said that by empowering Kaduna State  women with digital skills, the state was not only breaking gender barriers but also setting the stage for significant economic growth.

‘’This partnership with Google underscores our commitment to harnessing the vast potential of our women for the socio-economic transformation of Kaduna State and Nigeria at large.

Can Tinubu administration tame job racketeering in MDAs?

Nigeria has one of the highest unemployment rates in Africa. According to National Bureau of Statistics (NBS), Nigeria’s unemployment rate stood at 33.3 per cent in the last quarter of 2020, while the rate of unemployment among youths was even higher, 42.5 per cent.

The NBS further says that as at the time the figures were released, under-employment was 22.8 per cent and youth unemployment was 21.0 per cent.

However, KPMG, a multi-national consulting firm, in a release predicted that Nigeria’s unemployment rate will hit 40.6 per cent in 2023.

“Although the National Bureau of Statistics recorded an increase in the national unemployment rate from 23.1per cent in 2018 to 33.3per cent in 2020.

“We estimate that this rate has increased to 37.7per cent in 2022 and will rise further to 40.6 per cent in 2023“, said KPMG in its Global Economy Outlook report for first half of 2023.

Nigeria’s unemployment figure is outrageous compared to that of Ghana which, according to a BBC report, was 13.7 per cent in the 3rd quarter of 2022.

The scarcity of job means that unemployed people can go to any length to secure a job and top officials in Ministries, Departments and Agencies (MDAs), take advantage of applicants, exploiting them both financially and morally.

In some instances, job seekers are allegedly offered phantom jobs, enrolled into and collect salaries from the centralised Federal Government salary payment platform, Integrated Payroll Personnel Information System (IPPIS).

Worried by this situation, the House of Representatives set up an Ad hoc Committee to investigate job racketeering in MDAs and so far reports from the committee’s sittings have been mind-boggling.

In one of the sessions of the committee witnesses Abdulmalik Ahmed and Ali Yaro shared their experiences of being swindled by individuals posing as intermediaries for an agency.

The two witnesses on Aug. 8 presented themselves before the committee which is also probing the mismanagement of IPPS by those in charge of its operations.

They testified how a former staff of the Federal Character Commission (FCC), Mr Haruna Kolo, who double as the IPPIS desk officer and ex-protocol person to the Commission’s chairman, Mrs Farida Dankaka, swindled unsuspecting job seekers,

He was alleged to have acted as a proxy to the chairman.

Kolo, now a staff of Asset Management Company of Nigeria (AMCON), in his submission before the committee said his movement to AMCON was facilitated by Dankaka along with three others, which he said included the FCC chairman’s 51 year old sister.

He alleged that the chairman’s sister was rejected at AMCON on account of her age, which according to him.

He claimed Dankaka blamed him for not doing enough to convince AMCON management to accept her.

On his part, Ahmed, an indigene of Adamawa, and the only graduate from the family of 21 said he was ready to part with any amount to secure a job in any Federal Government when presented with the opportunity.

He said the driver to the Federal Commissioner, representing Taraba took him to Kolo, the protocol officer to the chairman of the commission into whose account he paid N1 million for the purpose of giving him a job in the commission.

Yaro, also from Adamawa paid even higher, paying N2 million into Kolo’s account in a bid to secure the federal government job.

“I graduated 11 years ago without a job.  I had the privilege of joining the dreaded Boko Haram but I wanted to be a good citizen. So, I thought it was better to pay the N2 million to secure a job than offering myself as a tool for Boko Haram“, he told the committee.

Rep. Yusuf Gagdi, the chairman of the committee said no stone would be left unturned to get justice for the victim.

A visibly angry Gagdi said it was unfortunate that one of the heads of an MDA, after obtaining waiver for recruitment, resorted to a secret recruitment.

Gagdi said MDA’s use waiver to bypass recruitment guidelines, sell jobs to the highest bidders, and engage in fraudulent activities, adding that they perpetrate job racketeering, which undermine the principles of fairness and transparency in recruitment processes.

He described the act as a deliberate effort to engage cronies and sell the slots to willing graduates, while some of highly placed official move their children from one MDAs to the other depending on how `lucrative` the MDA is.

Some of the MDAs considered as lucrative includes: the Central Bank of Nigeria, Nigeria National Petroleum Company Ltd., Nigeria Communication Commission.

Meanwhile, at the investigative hearing, one of the FCC Commissioners representing Delta State , Mr Moses Anaughe’s accused the chairman of the commission of moving her children from NCC to Downstream Regulatory Commission, a subsiduary of NNPC where the pay is higher.

She did not deny the allegation.

Some FCC  Commissioners such as those from Lagos, Delta, Osun, Rivers, Enugu even Dankaka’s state, Kwara, among others are up in arms against her, accusing her of selling job slots in dollars using Kolo and her sister as the receiving agents.

Account details where job seekers paid into were provided to the committee with names and beneficiaries, but Dankaka denied any wrong doing.

Swearing with the Holy Quran she said she had discharged her duties to the best of her abilities and never collected money from any applicant personally or through any proxy.

Pundits are of the opinion that if these allegations from the Ad hoc committee settings are true, the President Bola Tinubu administration has a lot to do to clean up the civil service.

They also urge that similar probes be extended to other MDAs in order to determine the extent of the rot and bring culprits to book. (NANFeatures)

Petroleum ministry urges MDAs to convert vehicles to CNG engines

The Ministry of Petroleum Resources has urged Ministries, Departments, and Agencies (MDAs) and Nigerians in general to convert their vehicles to Compressed Natural Gas (CNG) engines to cushion the effect of fuel subsidy removal.
Amb. Gabriel Aduda, the Ministry’s Permanent Secretary, made this known on Monday in Abuja, at the inauguration of its newly acquired two state-of-the-art 32-seater Coaster buses.
The buses were acquired to facilitate convenient staff commuting and official engagements.
The News Agency of Nigeria (NAN) reports that the inauguration was conducted by the Permanent Secretary, representing the Federal Government, the Head of the Civil Service of the Federation, Dr Folashade Yemi-Esan, and the management of the ministry.
Aduda said the buses would be converted from gasoline engines to CNG in line with the Federal Government’s energy transition commitment.
The Permanent Secretary, however, encouraged other MDAs to adopt the CNG initiative due to its economic advantages.
He underscored government’s dedication to alleviating the challenges faced by workers, particularly in the aftermath of subsidy removal.
Aduda recalled that the ministry received assistance in 2022 from the government, enabling the acquisition of the new buses.
He added that the present administration, under the leadership of President Bola Tinubu, held a steadfast commitment to staff welfare.
Aduda undescored the importance of maintaining the buses while handing over the keys to the union executives of the Ministry, urging them to ensure proper upkeep for extended service life.
He highlighted the emphasis placed on staff well-being within the context of the ongoing Federal Civil Service Strategy and Implementation Plan (FCSSIP).
Aduda, while describing the plan as a significant initiative supported by the Head of the Civil Service of the Federation, conveyed his gratitude for her exemplary human-centric leadership.
In a remark, Mrs Patricia Umo, Director, General Services, explained that the buses would serve as welfare provisions aimed at motivating employees to deliver effective service.
Also speaking, Mr Dipo Agboola, a union representative, expressed gratitude to the Permanent Secretary and his management team for their forward-thinking initiative.
Agboola announced that the buses would be converted to CNG within the next seven days, demonstrating the workforce’s appreciation and dedication to responsibilities.(NAN)

We receive salaries without working, Beneficiaries of job racketeering tell Reps.

Fourteen persons on Monday told the House of Representatives committee investigating job racketeering at the Federal Character Commission (FCC) that they had been receiving salaries from the Federal Government without job placements.

They said the salaries were paid on the platform of the Federal Government’s Integrated Payroll and Personal Information System (IPPIS).

They also told the committee that they paid money to Mr Haruna Kolo, former FCC’s IPPIS Desk Officer and Chief of Protocol to the FCC Chairman, Mrs Farida Dankaka for the consideration.

One of them, Mr Gbadamosi Jalo, said Kolo took him to the IPPIS office and registered him on its portal and that he had been receiving salaries since then.

He said he had not been assigned to any government ministry, department or agency, though he received an appointment letter supposedly issued by the National Institute of Oceanography.

He said he paid some money to Kolo to get the consideration and that Kolo told him that the money he paid was received on behalf of the FCC chairperson.

Jalo said one Mr Gambo Yisha’u, driver to the Commissioner representing Taraba at the FCC also confirmed to him that such money ended up with Mrs Dankaka.

Twelve other witnesses made similar submissions alleging that they paid money to Kolo, but had not been posted to any ministry, department or agency of government.

In his testimony, a potential beneficiary of the racket, Mr Musa Ibrahim, said he paid money to one Mr Abdullahi Azareh, who acted as the linkman to FCC commissioner representing Nasarawa State.

He said though the police in Nasarawa State arrested Azareh after a barrage of complaints and petitions, he was released upon intervention by FCC commissioners.

“We are victims of circumstances; the guy was arrested and detained for a few hours, but was released because he was working with the commissioner representing Nasarawa State at the FCC,’’ he said.

Chairman of the committee, Rep. Yusuf Gagdi, said earlier that the witnesses were invited after the committee got to know about their statements of account and payment to Kolo and after receiving their petitions.

He noted that while the committee was not a prosecuting agency, it would get to the root of the matter and recommend appropriate sanctions.

He berated IPPIS for its porosity.

“If Kolo was finding it easy to go to IPPIS to register payees without the knowledge of authorising officers, the IPPIS needed to answer a lot of questions,’’ he said.

Gagdi assured that the committee would scrutinise the bank accounts of all FCC commissioners and the accounts of those serving as their go-between. (NAN)
