Akor lauds House of Reps for passing Peace Corps Bill

The National Commandant of the Nigeria Peace Corps, Mr Dickson Akor, has commended the House of Representatives for passing the Peace Corps Bill to Senate for concurrence.

Akor gave the commendation while reacting to the passage of the bill to the upper chamber by the House of Reps in Abuja.

The News Agency of Nigeria (NAN) reports that the passage of the bill on Thursday was the third attempt at pushing the establishment bill to becoming law.

The proposed law is titled; a bill for an Act to Establish Nigerian Peace Corps to facilitate Peace, Volunteerism, Community Services, Neighbourhood watch, nation building.

Akor in his reaction said, this is the third time the House of Reps would be passing the bill, adding that It showed there is merit in the establishment of the corps.

He further said there is justification in what is before the National Assembly, adding that the peace corps is capable of addressing the socioeconomic challenges confronting Nigerian youths.

“The peace corps will add value to the security architecture in Nigeria, adding that the passage would rekindle hope of the vast majority of our memembers.

“We remain eternally grateful to the House of Reps for the expeditious manner they handled the bill under the leadership of Speaker Tajudeen Abbas.

He recalled that the last attempt which did not get assent of former President Muhammadu Buhari was not because of any identified issues in the bill.

He said the Bill was transmitted close to the exit of the president.

NAN reports that Rep. Julius Ihonvbere, Majority Leader of the House during plenary said the bill when passed would encourage volunteerism.

He also added that it would get a good number of Nigerian youths engaged and reduced crime.(NAN)

Council inducts 97 nursing graduates at Igbinedion varsity

Nursing and Midwifery Council of Nigeria (NMCN) on Thursday inducted 97 graduates of Bachelor of Nursing Sciences at the Igbinedion University, Okada, Edo into the profession.

In his address, the Vice-Chancellor of Igbinedion University, Prof. Lawrence Ezemonye, said the institution had contributed immensely to boost and improve the country’s healthcare system following the training of over 725 professional nurses.

He said that the institution had for over two decades maintained the path of dominance and prominence in the academic sphere, following the graduation of the nurses, whom, he said were practising within and outside the country.

“To date, the Department of Nursing of the University has graduated about 725 nurses practising within and outside the country.

“Happily, information about the superlative performance of these nurses in the field has continued to attract applications for admission into IUO Nursing programme over time without IUO being able to meet the demand.

“Incidentally, the demand for nurses is on the increase and IUO remains the choice destination for prospective nurses.

“The university is willing and able to contribute to reducing the deficit of nurses in Nigeria and beyond.

“It is against this backdrop that the Senate of the University recently approved the upgrade of the Department of Nursing to a College of Nursing to facilitate quota increase which we have applied for and awaiting approval by the Nursing and Midwifery Council of Nigeria, ” Ezemonye said.

Earlier in his remark, the Dean, School of Basic Medical Sciences of the institution, Prof. Dominic Osaghae, charged the inductees on professionalism, saying nursing profession is the bedrock of the nation’s healthcare system.

In his presentation, the Guest Lecturer, Prof. Anthonia Chinweuba of the Department of Nursing Sciences, University of Nigeria (UNN), spoke on the topic, “The Place of the Nurse in Global Healthcare Delivery System”.

The lecturer emphasised the need for hard work on the part of the nurses in delivering quality healthcare services. (NAN)

Again, leading traditional rulers re-echo appeals for Nigerians to close ranks

Three leading traditional rulers on Thursday re-echoed their pleas for Nigerians to close ranks and build a formidable nation that would stand the test of time.

The traditional rulers spoke at a ceremony and book launch to mark the 80th birthday of King Edmund Daukoru, Mingi XII and Amanyanabo of Nembe Kingdom in Bayelsa.

Setting the tone, Daukoru urged Nigerians to continue to live in peace and unity, despite the glaring diversities among the ethnic nationalities that made up the country.

He said that Nigerians should use their diversities to build a united, indivisible nation, where every citizen should stand in solidarity with each other.

The octogenarian, who was also a former minister of state for petroleum resources, advised Nigerians to always show diligence in their duties to build a successful nation.

Also speaking, the Ooni of Ife, Oba Adeyeye Ogunwusi, reiterated the importance of unity for Nigeria to stand as a nation.

Ogunwusi, however, told traditional rulers to preach unity to their people, describing peace and unity as key factors in fostering national growth and prosperity.

“Politicians come and go but we as traditional rulers remain in our kingdoms. It is our duty to encourage and maintain unity among our people.

“Nigeria is our country. We have no other country. So as traditional rulers, we should use events like this to send messages to our people and even to generations unborn.

He lauded Dakoru for his commitment to nation building, saying that the gathering was a way of showing appreciation to what the Bayelsa king had been doing to promote Nigeria’s growth.

“We are very proud of you and we pray God to bless you and the works of your hands,’’ Ogunwusi said.

On his part, the Sultan of Sokoto, Alhaji Muhammad Abubakar III, commended traditional rulers for the roles they had been playing to foster unity in Nigeria.

Congratulating Daukoru on his birthday, Abubakar described him as a man of many parts, who had made remarkable contributions to the unity and progress of Nigeria.

Speaking on “The Imperative of Energy Security for Accelerated Rural Development’’, a former Economic Adviser to the President, Prof. Magnus Kpakol, called for deliberate effort by government to develop the resource-rich Niger Delta.

Kpakol, who is also the Executive Chairman of the Economic Growth and Development Centre, said that Nigeria would never be successful as a nation without the development of the Niger Delta.

“There must be an intentional approach to developing the Niger Delta for the entire nation to develop,” Kpakol stated, noting that human capital was key to economic development.

He argued that no country would become self-sufficient without human capital development, expressing his regrets that up to 600 million people in sub-Saharan Africa lacked access to electricity.

Kpakol said that to achieve rural electrification in Nigeria, the government should be intentional, purposeful and institutionalize human capital.

Council reviews guidelines to address environmental health challenges

Environmental Health Council of Nigeria (EHCON) has commenced review of its guidelines to reposition environmental health system in the country and mitigate emerging environmental health challenges.

Dr Yakubu Baba, Registrar of the council, said this at the technical review meeting on guidelines for environmental health practice in the country on Thursday in Abuja.

He emphasised that the overall goal was to improve the health of the populace.

Baba who identified some emerging and reemerging issues in environmental health as the climate change, COVID-19 pandemic among others.

He said climate change had become a reality, adding that environmental health is in the right position to be able to contribute significantly to the issue of mitigation, adaptation and resilience in the climate change structure.

“So, these are the issues that are emerging and reemerging we are expecting another emerging and reemerging disease, we have to prepare and have instrument and also build the capacity of our men to be able to address these challenges,” he said.

Baba who said no fewer than 14

critical instruments would be reviewed at the meeting identified some of instruments as review of the National Environmental Health Practice Regulation, monitoring, evaluation and surveillance system.

Others are: delineation of functions and roles of environmental health practitioners, development of the council’s strategic plan, review of the National Institute of Environmental Health, development of tools for monitoring and evaluation of practice, development of strategic plan for tbe council.

The registrar said the intention of the council is to have an instrument that would strengthen the practitioners and also reinvigorate the practice of environmental health in Nigeria.

“This instructions determine our survival as a practitioner considering the council’s Act, it gives it a lot of power to regulates the practice of environmental health profession but without these instruments we are seeing a lot of gaps.

“The essence is to strengthen the practitioners and also to reinvigorate the practice of environmental health and meet global standard.

“The aim is also to strengthen the practice and reposition the profession as part of the agenda of our rebranding process of environmental health in Nigeria,” he said.

The registrar said the National Environmental Health Practice Regulation was last reviewed in 2015, adding that the meeting would consider its review to encapsulate new issues that were not initially covered in the regulation.

He further said there was need to consider the document on standard delineation of roles and functions of environmental professionals in Nigeria to rid the system of overlap as well as conflict among practitioners in the local, state and federal levels.

Dr Shehu Muhammad, Chief Facilitator of the meeting said the era of having practitioners who that are jack of all trade and master of non is gone.

He said the focus at the moment is specialisation, to create practitioners that have knowledge and skills in one or two areas of environmental health.

“Our jobs as facilitators is to ensure we improve the health of the populace, look at the policies we use in implementing environmental health laws in states, identify the gaps in the laws and ensure we fill in those gaps.

“Update the regulations so that they will be able to deal with all environmental health issues around our environment like emerging diseases.

” Part of what we are doing here is to develop documents that will enhance the skills of professionals to be able to take control of diseases, “he said.

NIMC’s self-service app safe from data breach – Developer

Barnksforte Technology Ltd, an indigenous technology company has reassured Nigerians of the formidable security features embedded in the self-service application launched by the National Identity Management Commission (NIMC).

The Chief Executive Officer of the company, Mr Dayo Bankole, gave the assurances in a statement in Abuja on Thursday to lay to rest “needless concerns” raised in some quarters regarding the safety of the recently-launched App.

He allayed fears about the application, saying that necessary security measures had been put in place to ensure that the integrity of the application was thorough, with no gaps for security breach or compromise.

According to him, the self-service mobile application, which is a giant stride in digitalisation of biometric enrollment, was developed by NIMC in partnership with Barnksforte Technologies Ltd.

Bankole said that it was unfortunate that some persons for selfish reasons would discredit such a laudable innovation that had the capacity to change the narrative across Africa and the world at large.

He further said that the narrative that Nigeria’s database would be compromised by foreigners using the the self-service application was not only mischievous, but an attempt to undermine NIMC’s capability.

“Nigerians should be assured that their biometrics are safe, and the choice of the current NIMC director-general, an expert with proven years of experience is not a mistake.

“I am disappointed by masterminds of the wrong reports about the effort of government to place Nigeria on the world stage in terms of technological advancement.

“Rather than carry out due diligence on the features of the application before going public, they are quick to put out reports to dissuade Nigerians from keying into the present government’s Renewed Hope Agenda in that regard,” the chief executive said.

He said if those behind the negative reports had made enquiries, they would have realised that the application process was only part of the whole package.

He added that there was a formidable backend technology to verify every information provided by an applicant.

Bankole said that the NIMC was collaborating with the Nigeria Immigration Service (NIS) and other local technical partners on one of the basic requirements for enrollment for NIN for Nigerians in Diaspora.

He stressed that the diasporans are required to provide the international passport number to be able to apply.

“The application is the front-end identity solution and all data is sent directly to the NIMC database which is also well-secured.”

On the enrollment process, the technology expert said that the process was seamless once downloaded from Google Play Store or IOS.

Other steps, according to Bankole, are authentication, adding that “for those with the NIN, it is the key to accessing the self-service enrollment.

“Those without NIN are accommodated through secure emails, adjusting the process accordingly.” (NAN)

Sexual harassment: Education minister warns lecturers, vows to deal with perpetrators

The Minister of Education, Prof. Tahir Mamman, has warned members of the academia and the university community over sexual harassments on campuses, stressing that the ministry would deal decisively with perpetrators of such acts.

Mamman gave the warning in Abuja on Thursday when he received the report of the committee on alleged sexual harassment by the Dean, Faculty of Law, University of Calabar, Prof. Cyril Ndifo.

He said that sexual harassment was a serious criminal offence that must be dealt with decisively, when and whenever it occured.

He added that the ministry would do everything humanly possible to stem the ugly tide in institutions of higher learning.

He noted that the offence of sexual harassment was cancerous and must be eliminated at all cost, adding that all hands must be on deck to tackle the menace in the education system.

He also maintained that the administration of President Bola Tinubu would protect the vulnerable groups within the country’s education system.

The minister said he would evoke the long arm of the law to ensure that perpetrators were adequately punished, saying that no one would be allowed to take advantage of the vulnerable groups.

“Sexual offenses units will be established in the ministry and all institutions of higher learning to deal with the menace,” he said.

Earlier in the presentation of her report, the Vice-Chancellor, University of Calabar, Prof. Florence Obi, said the university had followed all due processes in handling the matter, including the suspension of the suspect, appropriate queries and setting up of a disciplinary committee to hear all parties.

According to her, in order to ensure a very high degree of transparency, the Public Complaint Commission (PCC) and the Nigeria Bar Association(NBA) are brought on board the committee as observers.

Others, she said, were the Federation of Female Lawyers, ICPC, the Chief Judge of the Student’s Union, High Court as well as seven Civil Society Organisations (CSOs). (NAN)

Only 4% Nigerians practice handwashing at critical times – FG

The Federal Government on Thursday pledged to improve the culture of handwashing, as only four per cent of Nigerians practice it at critical times.

The Minister of Water Resources and Sanitation, Prof. Joseph Utsev, said this at a news conference to commemorate the 2023 Global Handwashing Day with the theme, ‘Clean Hands are within our Reach’ in Abuja.

Utsev said imbibing the culture of handwashing at critical times would curtail the spread of preventable diseases, promote human health and strengthen communities.

According to him, handwashing is a ‘first-line of defence’ in preventing outbreaks and reducing the toll of pandemics, as can be attested from the last experience with the 2020 COVID-19 pandemic.

Quoting the 2021 Water, Sanitation and Hygiene National Outcome Routine Mapping (WASHNORM) Report, Utsev said national access to basic hygiene services stood at an abysmal 17 per cent.

 
The minister, represented by Engr. John Ochigbo, Director, River Basin Operations and Inspectorate, noted that there is 99 per cent knowledge of handwashing practices, while only 8 per cent practiced it.

“It may also interest you to know that a high knowledge of handwashing practices estimated at 99 per cent was reported, in practice, only 8 per cent of the population can demonstrate proper handwashing with water and soap under running water.

“In addition, only 4 per cent are likely to practice proper handwashing with water and soap in critical times such as after defecation, touching animals or sick persons, playing and before cooking, eating, handling food, or feeding others.

“These low indices indicate the need to review our strategies in order to strengthen our interventions for greater effectiveness and for sustainable results”.

According to him, in oder to reverse these trends, the ministry has commenced the implementation of the Hand Hygiene for All Roadmap, which gives a strategic direction to achieve hand hygiene for all.

“This will help the country chart a course towards ensuring available and affordable products and services that will help entrench a culture of handwashing with soap for all, especially for the less privileged population.

While appreciating the efforts of the development partners and other stakeholders, the minister called for renewed commitment, to build good hygiene culture for Nigerians.

Earlier, Mrs Elizabeth Ugoh, Director, Water Quality Control and Sanitation in the ministry, said the day was an opportunity to promote and encourage handwashing as a cost-effective way to prevent diseases and preventable deaths.

She said it was the desire of the ministry to see a community of healthy people who would contribute to economic development, saying effective handwashing at critical times would make it possible.

“Handwashing with soap and water is an easy, cost-effective, and affordable way to prevent disease and save lives.

“When handwashing with soap is practised after using the toilet or before eating, it can dramatically reduce the risk of diarrhea and pneumonia, which can cause serious illness and death.

“When people are healthy, they will be productive and contribute to the economy of the country, that’s why we are advocating making this a culture”.

The News Agency of Nigeria (NAN) reports that the day, celebrated annually on October 15, is aimed at increasing awareness and understanding the importance of handwashing with soap as an effective and affordable way for disease prevention.

Families of fallen heroes to be included in cash transfer scheme- FG

The Federal Government has announced plans to include families of Nigerian fallen soldiers and members of the Nigerian Legion among the beneficiaries of its Conditional Cash Transfer Scheme.

Minister of Humanitarian Affairs and Poverty Alleviation, Dr Betta Edu, disclosed this on Thursday in a statement by her Media aide, Mr Rasheed  Zubair.

The minister was speaking when she paid a visit to the Ministry of Defence in Abuja.

Edu said the move was part of the desire of President Bola Tinubu’s administration to support the vulnerable ex-service men, widows and the dependants of fallen heroes.

She, therefore, sought for accurate data of the affected families of ex- servicemen  so as to include them during the ongoing verification of the national social register.

Edu said further that the president had directed that the national social register be expanded to include those vulnerable groups to enable them benefit from the social intervention programmes.

”This is in line Mr President’s agenda and I am here to inform you that the programme has been expanded to accommodate retirees of this Ministry, especially deceased families.

“Government intends to support their wives to startup small businesses that will help their children stay in school and provide basic health care” she said.

 She also announced the creation of Government Enterprise Empowerment Programe (GEEP) which aim to help small scale businesses in the country.

 Edu, therefore, appealed to the ministry to provide adequate security cover for humanitarian workers while doing their work on the fields.

Earlier, the Minister of Defence, Badaru Abubakar, commended the efforts of Humanitarian Ministry to support families of the fallen heros.

Abubakar pledged to strengthen collaboration with the humanitarian ministry to alleviate the plight of Nigerians.

”Including the retirees in the welfare scheme which will go a long way to renewed the hope of retired officers, their families and motivate the working officers to secure the Nigeria territororial integrity,”Abubakar said.

Also speaking, the Chairman of Nigerian Legion, retired Maj.-Gen. Abdulmalik Jubril, expressed gratitude to the Federal Government for including the retirees in the CCT scheme.

Jubril said, “The Nigerian Legion is the last hope for retired officers, which keeps increasing by the day.

“‘ We need medical care and a decent livelihood for our members, this organ of the Military, that is the  Army, Airforce and Navy retirees needs government support.” (NAN)

Policy strengthening will tackle unemployment- FG

The Federal Ministry of Labour and Employment believes there is the need to strengthen the country’s employment policy to tackle the challenges of mass unemployment, an official said on Wednesday.

The Director of Employment and Wages Department of the Ministry, Mr John Nyamali, made this submission at a two-day Employment Conference in Abeokuta.

The News Agency of Nigeria (NAN) reports that the conference had the theme: “Addressing Employment and Job Creation in Ogun State: Tapping into Global and Local Opportunities”.

It was organised by the Ogun Government in collaboration with the German Agency for International Cooperation (GIZ).

Nyamali said the conference’s timeline underscores the urgency with which stakeholders must act to channel the efforts of youths in Ogun into productive ventures to contribute to the state’s development.

“The review of the National Employment Policy was borne out of the need to add strategies to further stimulate employment-intensive growth and raise the labour absorption capacity of the Nigerian economy,” he said.

The Director added that the reviewed policy was a veritable instrument in addressing the disparity between economic growth and low capacity within the economy and creating decent and sustainable employment.

“In avoiding pitfalls of past approaches, this administration is guided by the need to start on a sound footing by providing stakeholders with a framework that will guide all seeking to address the problem of employment.

“Government has come to the realisation that if millions of productive jobs are to be created to meet the challenges of mass unemployment, the internal robustness of employment policy must necessarily be strengthened.

“This is so because even if the policy environment is conducive, it cannot turn an outdated employment policy into an effective job-creation process.

“The employment trend in Nigeria indicates that, without a concerted effort to holistically tackle the problems of unemployment and under-employment from a policy perspective, the situation will get worse,” he said.

Gov. Dapo Abiodun of Ogun, in his speech, expressed concern at the alarming rate of unemployment and under-employment in the country.

Abiodun, who was represented by his deputy, Mrs Noimot Salako-Oyedele, added that youth unemployment has continued to pose weighty threats to the well-being of the society.

He said this was because the youth population comprises a substantial portion of the nation.

“It is a wake-up call for all gathered here today to consider the root causes of unemployment, develop actionable steps, make recommendations, and put up strategies to reduce unemployment in our dear state to the barest minimum, both on a short- and long-term basis,” the governor said.

In his remarks, the Team Leader, Skills Development for Youth Employment of GIZ, Dr Detlef Barth, noted that the conference was held at a crucial time.

He said this was in view of current realities of employment and job creation in Ogun.

“The objectives of the conference include fostering a comprehensive understanding of the dynamics of employment and job-creation in the global context and current realities in Ogun.

“The conference has also sought to explore actionable recommendations to leverage as entry points towards sustainable job-creation in the state,” Barth said.

He further said the conference would create a sense of urgency for the setting up of an Employment Council to provide strategic oversight and coordinate multi-stakeholder collaborative initiatives.

“Throughout this conference, we will explore a wide range of topics through a mixed-method approach, including expert presentations, panel discussions, interactive sessions, and informal networking opportunities.

“We have also incorporated virtual elements to support hybrid formats, ensuring that everyone can participate, regardless of their location,” Barth said.

In his remarks, Dr Olu Aikulola, the Permanent Secretary, Ministry of Industry, Trade and Investment, lamented that unemployment was assuming a “frightening” dimension globally.

”In view of this, Nigeria must pay attention and act responsibly.”

Aikulola, who is Chairman of the conference’s Local Organising Committee (LOC), added that governments at all levels should devise pragmatic policies in conjunction with the sector.

”This is in order to mobilise investment and create jobs.”

He urged informal youth groups, undergraduates, and upcoming entrepreneurs at the conference to see it as an opportunity to key into new innovations for tackling unemployment in the country.

Aikulola stressed the need to create a business-friendly environment for small businesses to thrive and attract investors, and also initiate programmes which would generate job opportunities.(NAN)

Foundation advocates empowerment, promoting leadership among women with disabilities

The Gallant Women Ability Foundation (G-WAF), an NGO, has advocated for more support towards advancing leadership and empowering women with disabilities in Nigeria.

The group made the call at a visit to Dr Mike Agbo-Omeri, former Director General, National Orientation Agency (NOA), ahead of its 2023 Global Women in Leadership Conference (GLOWCO), scheduled for December.

Mr Akubuike Chibuzor, the Team Leader and Executive Director, G-WAF, said the visit was to garner support with relevant stakeholders towards its annual conference to support women with disabilities.

Chibuzor said: “Our visit is to seek support for the upcoming GLOWCO 2023.

“The conference is birthed to serve as a platform to bring together women with disabilities who have succeeded in their different areas of endeavor.

“These women, who have excelled as thought leaders and influencers in public service, political and entrepreneurial spheres will discuss challenges limiting women with disabilities in leadership positions.

“They will also proffer solutions to these challenges; ignite positive change, aimed at empowering and promoting leadership among women with disabilities.”

The executive director noted the peculiar challenges women with disabilities faced in Nigeria, stressing the need for all to strategise towards supporting them.

Emphasising the need to promote the rights of women with disabilities, discover their leadership potential, Chibuzor said the conference’s agenda include inspiring the next generation, fostering leadership skills, networking opportunities, knowledge acquisition and inspirational speakers.

He highlighted the significant impact of the event to include empowering the marginalised and vulnerable group.

Responding, Omeri expressed commitment towards supporting women with disabilities.

He shared valuable insights and agreed to assist in driving support for the conference. (NAN)
