NBC serves Arise TV final warning on alleged violation of Broadcasting Code

The National Broadcasting Commission (NBC) has given the operators of Arise Television final warning on alleged violation of Nigeria Broadcasting Code.

Director-General of NBC, Balarabe Shehu llelah, gave the warning in a letter to the Chief Executive Officer of Arise Global Limited and made available to the News Agency of Nigeria on Saturday in Abuja.

In the letter titled “Preponderance of derogatory and incendiary remarks: Final warning”, Ilelah said the commission had observed with concern, the preponderance of incendiary remarks allowed on Arise News.

“This letter once again seeks to underscore the tremendous responsibility put on the broadcaster to manage array of guests that may feature on the station from time to time.

“For the benefit of doubt, on Oct. 5 during the programme – ‘The Morning Show’, anchored by Reuben Abati, Rufai Useni and Ayo Mairo Ese, featured Oladotun Hassan and Dele Farotimi as guests.

“The programme contained unguarded incendiary remarks by Dele Farotimi against the legislature, executive, judiciary and Mr President.

“Similarly, On Oct. 6, during the programme “Newsday”, it featured Kenneth Okonkwo (Spokesperson for Labour Party) who used derogatory remarks on air.

“Your attention is therefore drawn to the relevant sections of the Nigeria Broadcasting Code for compliance please,” Ilelah said.

The NBC boss explained further that section 1.10.3 says the broadcaster shall ensure that its presenter does not express his or her opinion in the programme, as a matter of professional standard.

He said section 3.3.1 (a) stipulates that the broadcaster shall ensure that any information given in a programme, in whatever form, is accurate

Illelah said 3.3.3 (c) provided that the broadcaster shall be above inherent biases, prejudices and subjective mindsets

According to section 3.3.1(e), the Broadcaster shall not treat any individual or organisation in an unjust and unfair manner in any programme.

The NBC boss further explained that section 5.3.3(b) of the code stated that the broadcaster shall, in using political materials for news and current affairs programmes, avoid hate speech, inflammatory, derogatory, and divisive remarks of allusions.

“Section 5.5.6 says, the broadcaster shall have a delay mechanism to guard against possible undesirable content.

“Arise TV is advised to install a delay mechanism to guard against possible undesirable contents as prescribed in Section 5.5.6 of the Nigeria Broadcasting Code.

“Please note that henceforth, your station shall be held liable for any infraction on your platform and applicable sanctions shall be imposed as prescribed by Law,” Ilelah stressed. (NAN)

Rep. Ibe Osonwa (LP-Abia) has congratulated Gov. Alex Otti of Abia on his victory at the election tribunal.

In a statement made available to newsmen on Saturday in Abuja, Osonwa said the judgment was a total reflection of the general will of the people of Abia who voted for the governor in the last general elections.

Osonwa, who represents  Arochukwu/Ohafia Federal Constituency, said that the outcome of the tribunal had further affirmed the results from the various polling units, wards and local government areas of Abia.

He said: “This is a total reflection of the general will of the people of Abia who voted for you overwhelmingly, and I’m happy the whole process has ended in peace.

“I commend the diligence of the panel in arriving at the judgment which should be embraced by all.

Osonwa also urged the petitioners to close ranks with Otti and place the interest of the people of Abia above theirs and contribute their quota to move the state forward.

The Abia State Petition Election Tribunal sitting in Umuahia had on Friday, affirmed the declaration of  Otti as the winner of the March 18 governorship election in Abia.

INEC had declared Otti the winner of the election after polling 175,467 votes to defeat his closet rivals, PDP’s candidate, Okey Ahiwe who scored 86,529 votes and Nana Nwafor of the Young Progressives Party (YPP) who polled 28,972 votes.(NAN)

Justice Mohammed Madugu of the FCT High Court, siting in Bwari has ordered that one Cecil Osakwe, a defendant in a case of alleged criminal intimidation be arraigned before the court.

Madugu ordered that Osakwe should be arraigned in the court on Nov. 6.

The judge gave the order in his ruling on Friday, following a motion for preliminary objection filed earlier by Osakwe’s Counsel, Mr Victor Giwa, asking the court to disregard the suit before it, based on an earlier judgment in another court.

Madugu, however, said that the earlier case with suit no: FCT/C/2435/2021, whose judgment was delivered by Justice Usman Othman in an FCT High Court in Jabi, Abuja was distinctively different from the one before him.

While noting that the parties involved in the matter were not the same and that the issues raised were also not the same, the judge explained that one was a civil case and the other, a criminal case.

“The defendant here is charged with potential criminal liability for a separate alleged offence, based on inquiries of police investigation, which includes intimidation, threat to life, harassment and fraud.

“The court is guided by principles of law. Civil and criminal matters are different. Civil matters do not automatically exonerate an individual from a potential criminal charge.

“I must emphasise, the judgement in a civil case with suit no: FCT/CV/2435/2021, does not absolve Mr Cecil Osakwe from a potential criminal activity.

“It is in the interest of justice that the defendant determines his innocence with respect to the claimant’s charge.’’

According to Madugu, the defendant is to be arraigned and plea charges filed against him.

“The arraignment is to provide the prosecution an opportunity, to prove the case beyond reasonable doubt while the defendant stands in defence.”

The judge while refusing the defence notice of preliminary objection also adjourned the matter until Nov. 6 for arraignment of the suspect.

The News Agency of Nigeria (NAN) reports that the defendant, Cecil Osakwe, a property developer, was charged with fraud and criminal intimidation of one Ms Asabe Waziri.

In the charge, with number CR/244/2022, dated June 9, 2022 and filed on June 14, 2022, Osakwe was accused of Advanced Fee Fraud, punishable under Section 3(1) of the Laws of the Federation, 2004.

Osakwe was accused of threatening Waziri with injury, and intent to cause her harm and even death.

The act was allegedly, to cause Waziri to stop requesting her receipt of payment for the purchase of a unit of two bedroom flat with a maid’s quarter at Abeh Signature Apartments in Maitama Abuja.

Maitama is a cozy suburb of Abuja.

The charge read: “That you Cecil Osakwe, male, adult of Abeh Signature Ltd., sometime in 2021 in Abuja, Nigeria within the jurisdiction of this honourable court obtained by false pretence and with intent to defraud, the sum of N130,000,000 00.

“The sum is payment for the purchase of a two-bedroom flat with a maid’s quarter at Abeh Signature Apartment, located at No. 1, Mekong Close, Maitama, Abuja from one Ms Asabe Waziri.

“You failed to deliver the property and you did not refund her money.

“You thereby committed an offence, contrary to Section 3 (1), and punishable under same Section of the Advance Fee Fraud, Cap. Ab, LFN, 2004.

“That you Cecil Osakwe, male, adult of Abeh Signature Limited, sometime in 2021 in Abuja, Nigeria within the jurisdiction of this honourable court threatened Ms Asabe Waziri with injury to her person and reputation.

“This you did with intent to cause harm and even death in order to cause her to stop requesting legitimately from you her receipt for payment for the purchase of a unit of two bedroom flat with a maid’s quarter at Abeh Signature Apartment, 1, Mekong Close, Abuja from you and the deeds of assignment thereof.

“You thereby committed an offence, contrary to Section 396 (2) and punishable under Section 397(a) of the Penal Code Law (Cap. 89).”

NAN also reports that the matter was re-assigned to Justice Mohammed Madugu after the defendant failed on three occasions, to appear before Justice Mohammed Idris of the FCT High Court, sitting in Jabi for arraignment.

The Defence Counsel, Mr Victor Giwa, had earlier, argued that the subject-matter before the court by the prosecuting counsel had previously been decided and settled by another court in a suit file: FCT/HC /CV/2435/ 2021 on March 17, 2022.

In a preliminary objection, Giwa submitted that the court should decline the prosecutor’s application to re-litigate the matter and dismiss it for lack of jurisdiction.

He argued that an appeal was already ongoing on the earlier judgment and that hearing the matter would only mean “a breach of Section 287(3) of the Constitution and a serious professional misconduct against any counsel to represent”.

Giwa also asked the court to charge the prosecuting counsel N100, 000 for re-litigating the matter, adding that the move was not only an abuse of the court but also intended to extort the defendant. (NAN)

World economy will prosper if Africa prospers – IMF boss

Ms Kristalina Georgieva, the Managing Director of the International Monetary Fund (IMF), says a prosperous world economy in the 21st century requires a prosperous Africa.

Georgieva said this at the 2023 Annual Meetings Curtain Raiser Speech on the  Outlook for the Global Economy and Policy Priorities in Côte d’Ivoire on Thursday.

The News Agency of Nigeria (NAN) reports that the IMF boss gave the speech ahead of the IMF/World Bank 2023 Annual Meetings in Marrakech, Morocco, from Oct. 9 to Oct. 15.

She said though advanced economies were rapidly aging, they had abundant capital.

“The key will be to better connect that capital to Africa’s abundant human resources, to inject more dynamism into the current anemic global growth outlook.”

Georgieva said Africa also makes the strongest case for building economic resilience.

“The COVID-19 pandemic, Russia’s war in Ukraine, climate disasters, the cost-of-living crisis, political instability, these are the many faces of a shock-prone world.

“Their impact is most fully on display in Africa, as is the overwhelming necessity to better prepare ourselves for that world.

“A prosperous Africa requires maintaining the most important bridge of all, the bridge that connects all countries, that of international cooperation.

“During the meetings, we will make coming together meaningful for the people in our member countries.”

Speaking on the global economic outlook,  the IMF boss said the economy was resilient, but challenged by weak growth and deepening divergence.

She said this was largely because of stronger-than-expected demand for services and tangible progress in the fight against inflation.

“While the recovery from the shocks of the past few years continues, it is slow and uneven.

“As you will see from our updated forecast next week, the current pace of global growth remains quite weak, well below the 3.8 per cent average in the two decades before the pandemic.

“Looking ahead over the medium term, growth prospects have weakened further.”

The IMF boss identified three policy priorities countries should consider for stronger future economic growth.

She said the first priority was to reinforce economic and financial stability by fighting inflation.

“Winning the fight against inflation requires interest rates to remain higher for longer. It is paramount to avoid a premature easing of policy, given the risk of resurging inflation.”

Georgieva noted that some countries in Africa were reforming their energy subsidies to create space for development spending.

“Nigeria, for example, recently removed fuel subsidies that cost about 10 billion dollars  last year, four times the amount spent on health.

“Many countries also need to generate higher and more reliable domestic revenue.

She said the second policy priority was to lay the foundations for inclusive, sustainable growth through transformational reforms and building strong state institutions.

“History teaches us that poor countries become richer by educating people, putting in place good infrastructure, and ensuring effective governance with respect for the rule of law.

“First and foremost is the need to invest in people. For Africa, this means expanding high-quality education at all levels, so that young people can seize the job opportunities of tomorrow.

“It also means scaling up investment in healthcare.”

The IMF boss said the third policy priority was to boost collective resilience through international cooperation, saying that cooperation is weakening at a time we need it most.

She said that international cooperation was needed to address the existential threat of climate change, especially for vulnerable countries as they dealt with shocks they had not caused.

Georgieva said there was a need to work together to help countries deal with debt challenges.

“With the right policies and Harambee meaning (pulling together in full cooperation), we can build a bridge to a more prosperous and peaceful future.

The Peace Unity Restoration and Prosperity Global Foundation, in partnership with the National Orientation Agency (NOA) on Thursday unveiled a 10-point agenda aimed at rebuilding the nation to attain greatness.

The Global President of the Foundation, Mr Jeffery Abidoye, unveiled the agenda in Abuja at the Official inauguration of the Steering Committee on Rebuilding Nigeria360’’ Project, FCT Chapter.

Its theme titled “Rebuilding2Rebithing: The Brand New Nigeria of our Dream – A National Priority’’

Abidoye described the agenda as a transformational project that would be implemented for 30 years.

He said that the foundation had partnered with the NOA on value rebuilding, measurable reorientation drive, ethical leadership, responsive and friendly responsible democratic governance across the country.

According to him, the project will give the President Bola Tinubu’s administration an uncommon mileage nationally, continentally and globally.

He added that the 10-point agenda included food security for all, weekly interactive television/radio programme, mentorship on moral education, couple’s clinic to share experiences and youth engagement for community intelligence development.

According to him, others are women’s capacity building and empowerment, senior citizens care, establishment of languages centre and character mentoring and ethical codes modeling clubs in primary, secondary and tertiary institutions.

“It is our unwavering commitment to the vision, mission and mandate to rebuild and rebirth a brand new Nigeria that will incontrovertibly become the most south after country in the world come 2050 by the mercies of God.

“From the conceptualization since 2013 to 2023, we have committed time, energy, and huge resources to taking the novel and noble project to this crucial stage.’’

In his remarks, the Director-General of NOA, Dr Garba Abari, said that Nation- building was imperative to peaceful co-existence and unity against external aggression as well as enhancing growth and development.

Egypt pledges support to Nigeria’s water, food security mandate

The Government of Egypt has announced its commitment to help Nigeria achieve its water resources and food security goals in line with the Renewed Hope Agenda of the President.

This was the thrust when Mr Moustafa Awad, the Egyptian Ambassador to Nigeria, paid a courtesy visit to the Minister of Water Resources and Sanitation, Prof. Joseph Utsev in Abuja and made available in a statement on Friday.

According to him, both countries enjoy cordial relationships in many areas, saying such cooperation had seen a positive impact in their citizens’ lives.

Awad said his country would continue the partnership in various aspects of water management, flood management, Irrigation, Crop cultivation, and Sanitation.

He highlighted the ongoing discussions regarding Public Private Partnerships with Rice Farmers Association and other stakeholders in Nigeria, with focus on areas such as Animal husbandry and food production.

The ambassador said finalisation is expected soon.

The Minister noted the determination of President Bola Ahmed Tinubu’s Administration to ensure the success of its ‘Food Security Mandate’ and ‘Renewed Hope Agenda,’.

Utsev said the pivotal role of water resources in achieving food security and overall economic stability could not be overlooked.

He highlighted the ministry’s inclusion of ‘Sanitation’ in its name as timely, expressing optimism about advancements in this critical area.

He however accepted the Ambassador’s invitation to the upcoming Egyptian Water Week, scheduled for October 29, 2023, in Egypt.

In his remarks, the Minister of State for water resources and sanitation, Alhaji Bello Goronyo, emphasised the vast potentials for mutual benefits in this collaboration, especially in ensuring food security, given the extensive land areas of both nations.

Police in Cross River on Thursday debunked alleged abduction of Prof. Cyril Ndifon, suspended Professor of Law and Dean of  Faculty of Law, University of Calabar.

Police spokesperson, SP Irene Ugbo, stated in Calabar that Ndifon was not kidnapped but was picked up by government security agents.

She noted that the rumoured abduction was aimed at causing panic.

“Police hereby state that Prof. Ndifon was not kidnapped as speculated, but arrested by a government security agency for interrogation.

“Police also advise members of the public to disregard information on social media platforms about the purported abduction as it is subversive.

“It is misleading and a calculated attempt to cause panic or breach of the peace enjoyed in the state,’’ Ugbo stated.

She assured that the police would get to the source of the “obnoxious rumour’’.

 The professor’s son, David Ndifon, had earlier told newsmen that gunmen invaded their residence at Akpabuyo in Akpabuyo Local Government Area of Cross River and fired gunshots sporadically before taking the professor away.

He said the incident happened between the 11 p.m. on Wednesday and the early hours of Thursday.

“We have been trying our best and making necessary calls to ensure his safe return,’’ David had said.

The university placed Ndifon on suspension over allegations bordering on sexual harassment of students, among others. (NAN)

112,351 passports uncollected across Nigeria – NIS boss

The Acting Comproller General, Nigeria Immigration Service (NIS), Mrs Wura-Ola Adepoju, says 112,351 passport booklets are yet to be collected by applicants across the 36 states of the federation and the FCT.

Adepoju, who said this during a press briefing at the Service headquarters on Thursday in Abuja, added that the figure was as at Oct. 5, 2023.

She said the service had cleared all the 204,332 passport application backlogs after the Minister of Interior Olubunmi Tunji-Ojo’s two-week deadline to the Service.

“91,981 passport booklets had been collected so far. There are 112,351 others not yet collected,” she said.

The NIS boss called on applicants to go to their respective application centres to collect the travel document.

“I invite applicants who have applied for passports to come and pick them up without paying anything extra,” Adepoju said.

The Ag. CG observed that there was high demand for the travel document in the last few years as a result of the ‘Japa syndrome’ in Nigeria

She assured that the two-week timeline set by the Minister for the processing of passports would be adhered to.

“The Service and its partners had upgraded their facilities to meet the demand for the document by Nigerians.

“NIS is working with its partners to make the passport application process fully automated and when the process is completed, an applicant would only visit a passport office for biometric capturing, ” she said.

Adepoju warned applicants to shun touts, urging them to contact the Service via 08067761196 if any personnel demand for bribe from them to get a passport.

“Any personnel caught demanding bribe would be severely punished; the minister has directed that we make scapegoat of any corrupt official caught,” she said. (NAN)

The Nigerian Communication Commission (NCC) says it is imperative for the country to sharpen its focus on broadband development and intensify support for data centre services to boost digital sovereignty.

The Executive Vice Chairman of NCC, Prof. Umaru Danbatta, said this on Thursday during the Telecoms Sector Sustainability Forum (TSSF) 4.0 organised by Business Remarks in Lagos.

The theme of the event was: “Mainstreaming Data Centres in the Nigerian Digital Economy.”

Danbatta, who was represented by Dr Sunday Atu, Head, Tariff Administration NCC, said mainstreaming data centres required collective efforts.

According to him, there is need for support to ensure data centres not only operate to guarantee national digital sovereignty, but also prioritise contents reflecting the country’s cultural norms, contexts and ideological values.

He said data was regarded as the new oil globally with increasing intensity in the context of the emerging digital economy.

For that reason, Danbatta explained that data had become a subject of special consideration by regimes, requiring appropriate structures and frameworks to truly tap and optimise the opportunities provided by this new order.

Danbatta noted that data centre services, no doubt, held the keys to the ultimate crystallisation of the new line of thinking within the ICT sector and by extension to the greater national economy of nations in so many ways.

“Recent developments point to the limitless treasure within this space. Africa has recently assumed a new frontier and compelling destination for global big tech players.

“Tech giants, like Google with its Equiano subsea fibre cable spanning 15,000 km from Portugal to South Africa and strategic landing points in Nigeria and Namibia, are expected to increase connectivity more than five-fold within Nigeria while creating an expected 1.6 million jobs.

“Meta, the parent company of Facebook, is equally on the threshold of launching its own subsea cable called 2Africa in 2024 to connect 16 African countries at an estimated cost of 1 billion dollars.

“It is targeted to generate close to 36 billion dollars of economic output within two to three years of operation.

“While these, no doubt, portend significant socio-economic impacts for Nigeria, they bring to the fore the debate around digital sovereignty and the need for national policy and regulatory frameworks to further localise traffic and data,” he said.

According to Danbatta, the global data centre market is worth billions of dollars, and Nigeria is well-positioned to attract a fair share of this investment.

He explained that by providing a reliable and secure environment for the services they offer within a well nurtured policy and regulatory framework, Nigeria would represent an attractive destination for more investment in data centre services and operations.

“With the commencement of the implementation of the African Continental Free Trade Area (AfCFTA), the role and critical nature of data centres become increasing overwhelming.

“This is underscored by the kind of efficiency derivable when critical resources are shared at costs far significantly smaller than the actual costs of setting up such resources from scratch,” Danbatta said.

He said this would provide a veritable platform for greater productivity for businesses and public sector entities to effectively harness the opportunities to be unlocked from the estimated 1.2 trillion dollars latent treasure within the AfCFTA block through its 1.3 billion people.

In his remark, the Chief Executive Officer of Medallion Data Centre Ltd., Ikechukwu Nnamani, said: “If we look at other parametres

“Unfortunately we are lagging behind and surprisingly African countries like South Africa and Egypt are way ahead of Nigeria.

He explained that from the Gross Domestic Product (GDP) point, broadband connectivity, and in terms of mobile subscription, Nigeria had significantly lower figures than other African countries.

Nnamani stressed the need for Nigeria to be put in its rightful position as the giant of Africa, not just in terms of population, but also in the area of quality of life of citizens, GDP and the digital benefits.

Also speaking , Bukola Olanrewaju, the convener of TSSF stressed the pivotal role data centres played in the digital era, saying beyond data storage and accessibility, they underpinned the digital world, fuelling economic growth, environmental sustainability and data security.

Olanrewaju said currently, there were only 86 colocation data centres in 15 African countries, with the majority concentrated in the big four African countries, which included South -Africa , Egypt, Nigeria and Kenya.

She said according to Allied Market Research, the global data centre market was valued at 187.35 billion dollars in 2020 and was anticipated to reach 517.17 billion by 2030.

According to Olanrewaju, data centres, alongside fibre optic broadband expansion and telecom towers, are poised to become the new backbone of Africa’s economic growth. (NAN)

FG announces N25,000 grant to vulnerable pensioners

The Federal Government has announced a special grant of N25,000 each to improve the lives of vulnerable pensioners in the country.

The grant, will be disbursed under the Conditional Cash Transfer (CCT) Scheme of the Ministry of Humanitarian Affairs and Poverty Alleviation.

The Minister, Dr Betta Edu, announced this when she met with the leadership of the Nigerian Labour Congress, (NLC), led by its President, Mr Joe Ajaero in Abuja.

“President Bola Tinubu mentioned very clearly that vulnerable pensioners should be immediately captured on the National social Register and benefit from the CCT.

“As part of social safety net, this was made clear in his speech on Independence Day where he committed 25000 Naira for 15million household for three months”, she said.

Edu informed the leadership of labour union that the desire to expand the national social register to include vulnerable pensioners in the CCT scheme was encapsulated in the renewed hope agenda.

She therefore appealed to the NLC to help fast-track the process of collating Data of would-be vulnerable pensioners beneficiaries so that they can start receiving CCT.

“I want us to fast-track this, so that we are sure the expected beneficiaries can start receiving their stipends from next month which is November”  Edu said.

The minister commended Ajaero for being a team player.

According to her, the task of moving Nigeria forward was a collective one.

She therefore urged NLC leadership to continue to have faith in the Tinubu Administration.

In his response, Ajaero expressed delight at the various poverty alleviation and job creation schemes rolled out by the Humanitarian Ministry.

The labour leader however said, identifying the root cause of poverty would go a long way in addressing the challenge in the country.

“Let’s look at not only how to solve this problem, but the cause of the problem, Let us look at other social welfare interventions and job creation that will go a long way to support families” he said.

He urged the federal government to create more productive economy by creating more Jobs to ensure prosperous nation.

Ajaero thanked the Minister for being the first member of the federal executive council to visit the labour house in President Tinubu’s Administration.

”For finding time to visit the leadership of the Nigeria Labour Congress, we will work with you to achieve success in this process and your impact will be felt” Ajaero said.

Also speaking, President of the Nigeria Union of Pensioners, Mr Godwin Abumisi, thanked the federal government for finding the retirees worthy of government social  intervention programme.

According to him, Pensioners recieved as low as between five and ten thousand Naira a month.

”Twenty five thousand Naira is a big money to them”, Abumisi said. (NAN)
