Senate confirms Cardoso as CBN Governor, 4 deputies also get the nod

The Senate confirmed the appointment of Dr Olayemi Cardoso as the Governor of the CBN on Tuesday.

It also confirmed the nomination of Mrs Emem Usoro, Mr Muhammad Dattijo, Mr Philip Ikeazor and Dr Bala Bello as the bank’s deputy governors.

Their confirmation followed the consideration and approval of a motion moved by Senate Leader, Sen. Opeyemi Bamidele (APC-Ekiti Central).

Before their confirmation, the Senate suspended its orders to facilitate the admittance of the nominees into the chamber.

Senior Special Assistant to the President on National Assembly Matters (Senate), Sen. Abdullahi Gumel led the nominees into the chamber.

Thereafter, the CBN governor and the deputies took turns to highlight their career profiles and professional experiences.

Cardoso said for 12 years, between 2010 and 2022 he had the privilege of serving as the chairman of Citi Bank where: “I dedicated myself to enhancing both the financial and non-financial operations of the institution.’’

He told the Senate that the issue of exchange rate of the Naira to other currencies was worrisome.

“For the type of economy that we want, we need to have an exchange rate that is stable and we must apply short and medium term measures to achieve this,’’ he said.

Cardoso added that CBN’s new management team would evolve rules that were open and transparent and comprehensible by all players in the finance business.

“We cannot expect serious foreign investors, portfolio investors who have an impact on the market to do so if we do not have a transparent system that everybody understands and can rely on,’’ he said.

On the issue of inflation and costs of goods, Cardoso said the CBN management would adopt evidence-based monetary policies.

“There is the need to significantly revamp the infrastructure at the central bank with respect to data and to ensure that our data gathering capacity is significantly enhanced.

“This is necessary so that we can make decisions based on stellar data. This is crucial in measuring inflation,’’ he stressed.

He added that reliable studies showed that in the past 10 years to 15 years, at least 50 per cent of inflation resulted from money supply and deficit financing.

“This is a big problem; at least it certainly has been over a period of time and it is something we have to face frontally,’’ he said.

Cardoso also told the Senate that the CBN would ensure that the issue of deficit financing ceased to be a national problem.

Earlier, President of the Senate, Sen. Godswill Akpabio (APC-Akwa Ibom North-West) said the Senate reconvened from its annual recess to expeditiously consider and confirm the nominees.

He said the expeditious confirmation also resulted from of the emergency resignation of the former CBN Governor, Mr Godwin Emefiele.

Akpabio urged the Senate Committees on Finance and Banking, Insurance and other Financial Institutions to regularly conduct thorough oversight of the CBN. (NAN)

The Governor of Osun, Sen. Ademola Adeleke, on Tuesday in Ile-Ife joined in advising Nigerians that early detection of cancer saves life.

Adeleke gave the advice while declaring open a three-day symposium commemorating the 10th anniversary of the African Research Group for Oncology (ARGO).

The event was held at the Clinical Skills Lecture Theatre of the Obafemi Awolowo University Teaching Hospital Complex (OAUTHC).

Adeleke, who was represented by the Special Adviser to the Governor on Public Health, Dr Adekunle Akindele, said early detection would lead to early treatment.

”This will help us in saving the several lives being lost to cancer,” he said.

The governor then commended the conveners of ARGO for their initiative.

He said the two conveners —- Prof. Olusegun Alatise and Prof. Peter Kingham —- were worthy of emulation for their thoughtfulness and sacrifice for humanity.

While speaking on the theme: “Changing the Cancer Care Landscape in Nigeria: the Role of Innovation, Collaboration and Implementation”.

Also, the symposium’s keynote speaker, Prof Isaac Adewale, noted that cancer should not be seen as a death sentence but something that can be managed and treated, if detected early.

Adewole frowned at the medical tourism Nigerians regularly embarked upon, pointing out that cancer can be treated and managed in Nigeria and by Nigerians.

“However, I believe there is the need for more awareness, and I charge the media and all present to sensitise the people more on this,” he said.

Speaking also, Prof. Alatise, appreciated his ARGO team and other colleagues in other departments for deeming it fit to grace the occasion.

Alatise disclosed that ARGO is a National Cancer Institute (NCI) and approved Colorectal Cancer Consortium.

He said he has hopes of changing the face of cancer in Nigeria and ensure that every cancer patient get the same treatment as the cancer patients abroad

Alatise added that surgery can be performed anywhere once the surgeon was well trained and equipped.

“The overall pursuit of ARGO is to improve cancer care in Africa.

“Our training activities are geared towards building the capacity of healthcare providers for improved service delivery in terms of cancer patients’ management as well as building the capacity of the same set of professionals for conducting cutting-edge cancer research.

“The overall goal of these endeavours is to bridge the gap between the quality of cancer care in Africa and that of the developed nations,” he said.

Those who attended the event included the Chief Medical Director, OAUTHC, Prof. John Okeniyi, the Vice-Chancellor, Obafemi Awolowo University (OAU), Prof Simeon Bamire.

Bamire was represented by OAU’s Deputy Vice-Chancellor (Research, Innovation and Development), Prof. Akanni Akinyemi.(NAN)

FG receives cooperation agreement with UNIDO

The Minister of Budget and Economic Planning, Sen. Abubakar Bagudu, on Tuesday received a copy of the draft Programme for Country Partnership (PCP) document, which forms the basis for the 2023-2027 cooperation agreement.

Bagudu received the document during a courtesy visit by the United Nations Industrial Development Organisation (UNIDO) team, which is also a party to the agreement, in Abuja.

He said that the constitution of the committee was sequel to the request of the past administration of President Muhammadu Buhari in March 2021, for UNIDO to upscale its country programme 2018-2022 in its next programme cycle starting from 2023 to 2027.

“The assignment of the committee was to align the proposed Nigeria PCP (2023-2027) priority areas with the National Development Plan (NDP) 2021-2025, and identify sources of funding for the PCP during the programme period.

“The committee presented its report in August 2022, the proposed total budget for PCP Nigeria 2023-2027 of 174.585 million dollars  and how it is to be sourced.

“Government counterpart ccontribution is 14.3 per cent using the structure for financing of NDP 2021 – 2025: 24.965 million dollars and UNIDO/Partner’s contributions 85.7 per cent 149.619 million dollars,” Bagudu said.


He expressed satisfaction with the document due to its gender inclusiveness.

“Women are strong factors and they are very enterprising,” he said.

Earlier, the Regional Director of UNIDO, Mr Jean Bakola, said that the organisation had achieved a lot of development in the country.

“We have engaged many women in the private sector, and we have also developed some projects for agriculture, small and medium-sized enterprises.

“We have done a lot for the energy sector and capacity building,” Bakola said.

He commended President Bola Tinubu for appointing Bagudu as minister, and promised to continue working with him in the overall interest of Nigeria. (NAN)

ECOWAS donates $77,942 grant to train FCT, Bauchi State farmers in poultry, fishery

ECOWAS has given $77,942 as training grant to 150 farmers in Bauchi State and the FCT to boost food security in Nigeria.

The beneficiaries are farmers of the Community Allied Farmers Association of Nigeria (COMAFAS).

Mrs Massandje Toure-Litse, ECOWAS Commissioner for Economic Affairs and Agriculture made this known at the opening of a poultry training workshop for beneficiaries in Orozo, Abuja on Tuesday.

Toure-Litse said the grant would increase young peoples’ capacity to engage in agriculture value chains and food production.

She added that it would go toward the training of 150 youth in poultry and fisheries, adding that the two sub-sectors were the main driving force behind the sub-region’s economy and development.

ECOWAS has designed quality training modules and arranged for the training of 3,032 young people (30 per cent women and 70 per cent men), she said.

Toure-Litse said agricultural productivity and competitiveness in West Africa had the tendency to impact positively on the sub-region’s food security, economic development, and livelihoods.

According to her, the ECOWAS Agriculture Policy remains the guiding framework for the 15 members of the bloc as it prioritises agricultural productivity and competitiveness.

The programme seeks to enhance the capacity of youth and women farmers and promote their access to resources and markets and their involvement in agribusiness, she said.

She added that there was the need for urgent intervention in gender participation in agriculture and youth employment, food chains, crops, forestry, livestock and fisheries.

“Products from crops, livestock and fisheries are the second largest when we talk about intra-community trade and interestingly, among these, livestock is the largest item.

“It is anticipated that by 2030, at least 30 per cent of young people in the sub-region will be employed in the agriculture sector.

“This will amount to a 75 per cent reduction in youth under-employment in rural areas,’’ she said.

In his remarks, Dr Austine Maduka, Founder/President of COMAFAS, said in spite of the expansion of poultry industry in Nigeria, it could only cater to 30 per cent of the needs of Nigerians.

Maduka said the training aimed to educate young farmers on how best to start and manage production.

He said the partnership with ECOWAS would strengthen the move to ensure availability of meat, other foods and impact relevant skills for sustainable strategies to reduce poverty.

The News Agency of Nigeria (NAN) reports 75 out of the 150 beneficiaries would be trained on poultry farming in the FCT, while the remaining 75 would be trained on fish farming in Bauchi.

The FCT beneficiaries were given 50 birds each, bags of poultry feeds and drugs as start-up capital. (NAN)

UK-based Nigerian Engineer lauds NSE for conferment of fellowship

A UK-based Nigerian Engineer, Dr Oluseun Adediran, has lauded the Nigerian Society of Engineers (NSE) for finding him worthy for the conferment of award of fellowship of the Society.

This is contained in a statement signed by Adediran and made available to the News Agency of Nigeria (NAN) in Abuja.

Adediran is a professional mechanical engineer with vast knowledge in research and development, air and gas treatment, water and wastewater, oil and gas industry, petrochemical and refinery, conventional power and nuclear power.

He is a registered engineer with the Council for Regulation of Engineering in Nigeria (COREN) and a pioneer Chairman and Founder of the NSE Glasgow in  Scotland, UK.

The NSE Glasgow is a diaspora branch of the NSE, the umbrella organisation for the Engineering Profession in Nigeria.

Adediran said he is grateful for the recognition of his commitment to technology development and service to humanity around the world, including Nigeria.

“As a British citizen of Nigerian origin, this is a significant achievement and a milestone from Britain while contributing to the development and advancement of engineering in Nigeria.”

Adediran spoke about the major challenge facing the industry as deployment of Science, Engineering, Technology and Innovation (SETI) Capability to face the challenges posed by the on-going globalization of the world economy.

He said government should continue to scan industrial sectors, identify technological needs, while challenging Research and Development (R and D) institutions to undertake necessary R and D for diffusion of solutions to the end users.

According to him, this must be a deliberate policy to implement in Nigeria.

Adediran pledged to continue upholding the highest standards of professionalism and making a positive impact in the field of engineering in the UK, Nigeria and entire globe where support would be required.

He said that the Society has come a long way and has been improving the capacity and capability of members to ensure sanity and professionalism in the industry.

He congratulated other fellow awardees that include academicians, captains of industries and world leaders.

He called on them to always represent the NSE and allow the mission, ethics, vision, professionalism and values of the society to guide their endeavours in all they do.

“With the 142 of us joining hands with other fellows, it will go a long way to sanitise all aspects of engineering Nugeria and by extension to other countries in the world,” Adediran said.

He urged the NSE to keep up the good work of ensuring that the issue of building collapse and low quality of buildings and road constructions across the country is checked and minimised.

He expressed optimism that the personalities whom President Bola Tinubu appointed as Ministers have demonstrated his readiness to change the narrative of poor execution of projects.

Adediran called on governments at all levels and relevant stakeholders to always carry NSE along in the different aspects of engineering in their projects to bring about durability, quality and value for money”. (NAN)

INEC to conduct mock accreditation of voters in Bayelsa, Imo, Kogi in Oct. 11

The Independent National Electoral Commission (INEC) will conduct a mock accreditation of voters in Balyelsa, Imo and Kogi, ahead of the governorship elections scheduled for Nov. 11.

This is contained in a statement signed by the commission’s National Commissioner of the Information and Voter Education Committee, Mr. Sam Olumekun, and made available to newsmen in Abuja on Tuesday.

Olumekun said that the mock accreditation scheduled for Oct. 14 would be done using the Bimodal Voter Accreditation System (BVAS) and upload of polling units results to the INEC Result Viewing Portal (IReV).

He said the decision was taken at the commission’s meeting held on Monday, where it among other issues reviewed the preparations for the forthcoming off-cycle governorship elections in the three states.

“As it was the case in recent off-cycle governorship elections, the commission will conduct a mock accreditation using the BVAS and upload of polling units results to the IReV,” he said.

“The test run will take place simultaneously in the three States on Saturday Oct. 14 from 8.30am to 2.30pm.

“A maximum of three polling units in each Senatorial District have been identified across each of the three States, covering a total of nine Senatorial District and 27 polling units.

“Lessons learnt from the exercise will be taken into consideration in ensuring a seamless process on election day,’’ Olumekun said.

He said that the full details of the polling units, including their locations by Local Government Area (LGA), Registration Area (RA)/Ward, Delimitation Code and number of registered voters have been uploaded to INEC website and social media platforms.

The News Agency (NAN) reports that the LGAs selected for the exercise in Bayelsa are: Brass, Nembe, Ogbia, Sagbama, Ekeremor, Yenagoa, Kolokuma/Opokuma and Southern Ijaw.

Aboh Mbaise, Ngor Okpala, Owerri West, Ideato South, Ohaji Egbema, Nkwere, Ihitte/Uboma, Isiala Mbano and Obowo LGAs of Imo.

In Kogi, the exercise will hold in Lokoja, Kabba/Bunu, Yagba East, Adavi Ajaokuta, Okehi, Dekina, Idah and Omala LGAs.

Olumekun appealed to registered voters in the selected polling units to turn up with their Permanent Voters’ Cards (PVCs) for the exercise.

“The general public is informed that the exercise is strictly a test accreditation and not the actual election” he added.(NAN)

The Directorate of Road Traffic Services (DRTS), Federal Capital Territory (FCT), says it is set to upwardly review traffic offence fines from the least N2,000 to N5,000 and even up to N300,000.

Mr Kalu Emetu, DRTS Director of Public Relations made this known on Monday during an enlightenment exercise embarked upon by the service in some selected motor parks in the FCT.

Emetu said the service took the decision of imposing stiffer penalties to serve as deterrent and reduce traffic offences in the territory.

“We are hoping that this development will go a long way in forcing motorists to deem it necessary to obey traffic rules and regulations.

“However, the fines depend on the nature and gravity of the offence.

“For example, if a motorist blocks a particular road, thereby, causing serious traffic gridlock, the vehicle will be impounded immediately while the culprit will be fined N300,000.

“After one week, if the culprit does not show up, the service will have no choice than to approach the court to obtain certificate of forfeiture.

“If the forfeiture order is granted, the property automatically becomes government property and it is now left for the government to decide what to do with it,’’ he explained.

Emetu said the development was geared towards forcing motorists to do the right thing by making sure they obey traffic rules and regulations at all times.

“We urge motorists in FCT to obey traffic rules and regulations for their own safety and the safety of others. Otherwise, they will be made to face stiffer penalties.

“We also want them to know that it is no longer business as usual. There is a new government in place. So, it is expected of them to have attitudinal change towards roads usage.(NAN)

Yahaya Bello pledges support to SMEs for wealth creation in Kogi

Gov Yahaya Bello of Kogi on Monday pledged adequate support to Micro Small Enterprises (MSEs) towards wealth creation and economic growth of the state.

The governor gave the assurance during the distribution of Information Communications Technology (ICT) enhancement business toolkits to Micro Small Enterprises (MSEs) in the state at Government House Lokoja.

Represented by Mrs Folashade Arike-Ayoade, Secretary to the Government, Bello said the distribution was in fulfilment of the Kogi State COVID-19 Action Recovery and Economic Stimulus (KG-CARES) programme, Result Area 3, under the ICT enhancement grants.

According to him, the programme being anchored by Kogi Enterprise Development Agency (KEDA), is also aimed at supporting benefitting enterprises to embrace technology for business sustainability and economic development of the state.

He tasked the 100 beneficiary MSEs to make prudent and judicious use of the enhancement tools to boost their businesses and pathway for more incentives.

“From my understanding, 50,000 MSEs applied for the incentives but only 100 scaled through for this phase I but with time, more will be captured in the next phase, ” he said.

He said the government would set up a monitoring committee that would go round beneficiaries to ensure that all the enhancement tools were put to use as expected.

Earlier, KEDA Managing Director/CEO, Hajiya Rekiya Onaivo-Sanni, appreciated the commitment of  the governor to strategically reposition the MSE sector for improved productivity.

Onaivo-Sanni explained that the project was in tandem with the cardinal objectives of the current administration, and that it shall go round the MSEs in all the 21 LGAs of the state.

The MD cautioned the beneficiaries not to resell or give out the tools given to them, but keep their records for monitoring agencies from world Bank and state government in order not to loose their positions.

She advised all interested applicants to ensure that they strictly applied online, else they would not be considered nor benefit from the incentives.

“We are on 3.2 IBA and 3.3 IBA of the incentives in which N23 million has been disbursed to beneficiaries. Interested applicants can benefit from both sets (3.2IBA and 3.3 IBA), ” she said.

Nigeria pledges integrated water management for economic sustainability

The Federal Government has pledged to implement the Integrated Water Resources Management (IWRM) principle to improve the quality and quantity of the nations’ surface and groundwater resources.

The Minister of Water Resources and Sanitation, Prof. Joseph Utsev, said this in a news conference in commemoration of the 2023 World Rivers Day in Abuja on Monday.

Utsev said the IWRM principle ensures sustainable management of available water resources for the present and future needs of the people.

He said it would facilitate better water management in actualising and harnessing of both surface and groundwater to support the nation’s socio-economic growth.

According to him, the negative impacts of climate change on ecosystems and water resources has become imperative to urgently develop appropriate strategies for efficient management of scarce water resources.

Utsev said in spite of government’s efforts to improve potable water supply to all Nigerians, the national access to water supply is still about 67 per cent, which is below the Sustainable Development Goals (SDGs) target of 100 per cent by 2030.  

The dismal coverage, he said was attributable to a variety of factors, such as under-utilisation of impounded water in the dam reservoirs, inadequate funding and low private sector investment in the sector.

“You will also agree with me that the prevailing extreme climate events such as flooding and drought are already having some serious adverse effects on the nation.

“Some of the obvious effects of climate change include the drying up of water bodies such as the Lake Chad, River Gongola and River Kaduna in Nigeria are gradually changing from perennial to seasonal.

“Over abstraction of groundwater with evidence of groundwater mining in Borno, Yobe and other states; Reduction in the operational capacities of major dams in the country such as Kanji and Shiroro Dams.

“Degradation in the quality of available fresh water, Flooding, Degradation of aquatic life, Ravaging poverty, Incessant conflicts over access to water among others,” he said.

The minister said to address some of these issues, the Federal Government through the Federal Ministry of Water Resources had constructed 260 dams across the country.

He said the Ministry has also impounded nearly 70 Billion Cubic Meters of bulk water in dam reservoirs for multipurpose uses in water supply, sanitation, irrigation, hydropower generation and others.


He however urged all Nigerians to be advocates in saving the nations rivers, saying indiscriminate dumping of toxic products, wastes and plastics, should be stopped.

He said there was the need to engender best practices in catchment management to safeguard river basins in order to protect the dam reservoirs from the rising challenge of Siltation.

Utsev, however, pledged to build the capacity of its professionals responsible for river monitoring and management to diligently carry out their duties efficiently, saying this would institutionalise best practices in water management.

Dr Didi Walson-Jack, the ministry’s permanent secretary, said many rivers are facing severe and increasing threats associated with climate change, pollution, urbanisation, population growth and industrial development.

This, she noted are the reasons why efforts are needed to be scaled up towards river remediation, protection and conservation for the present and future generations.

“Please, permit me to emphasise the need for us as river advocates, to synergise and collectively ramp up effort towards protecting our rivers, because it is the major source of fresh water for life sustenance,” he said.

Earlier, Mr Victor Orjiakor, Representative of the Nigeria Integrated Water Resources Management Commission, said the commission would key into programs that promote sustainable health of all rivers.

He said the commission had developed the Water Source Protection Policy and conducted studies on river health assessment of River Kaduna and others.

Mr Stephen Jabo, representing the Nigeria Hydrological Services Agency, noted the importance of rivers for livelihood, transportation, agricultural production and animals.

He said the agency would continue to provide veritable hydrological data and information necessary for the protection and development of the nation’s river courses.

“There are many things you can do to protect rivers, such as reducing water consumption, planting trees along river banks, avoiding pesticides and herbicides,” he said.

Highlight of the event was the ceremonial tree planting at the riverbank and cleaning of the Jabi Lake.

AMCOW wants stronger systems to close sanitation gaps

The African Ministers Council on Water (AMCOW) on Monday called on African countries to strengthen systems that would improve access to sanitation services for the people sustainably.

AMCOW’s Executive Secretary, Dr Rashid Mbaziira, made the call in an interview with the News Agency of Nigeria (NAN) in Abuja.

The executive secretary said AMCOW would continue to promote the implementation and utilisation of the African Sanitation Policy Guidelines (ASPG) in member countries.

He said the ASPG was formulated using standards from global best practices, saying it’s adoption would ensure safely managed sanitation services for the populace.

He said Nigeria had been a major partner in AMCOW’s activities, saying more efforts were needed to close the huge sanitation gaps in the country.

Mbaziira noted the crucial importance of having a functioning system and stakeholders’ partnership, saying this would strengthen enabling environment for scaling up sanitation and hygiene services.

He said having a stand-alone sanitation and hygiene policy in the country was important and should be encouraged by all, adding that AMCOW would continue to work to see its acceptance.

“It would be a huge achievement for us if our host country Nigeria is utilising the ASPG being developed by a body that it has supported to such a great length, to also strengthen the enabling environment for sanitation and hygiene services provision.

“So for us, it’s one of those things that we really are very keen to see take place, and we would like to render or contribute in any way we can to see to it that there is a sanitation and hygiene policy, whether stand-alone or contributing to other sectors.

“One that can enable the achievement of safely-managed sanitation for Nigeria, and for Nigerians, so it’s something that we are passionate about, and if we can promote it, by all means, appropriate, we should be able to do that”.

He said aligning sanitation policies in African countries in line with the ASPG would give it a legal backing for prioritisation and institutionalisation for continuity.

“So, now, the linkage to that is that we are recognising the global commitments that we have on SDG six or anything, we are recognising the Ngor commitments as we spoke about, those are continental commitments.

“And we are also recognising the cultural elements that are associated with some of the practices that we do, the norms that we have, and now putting them together in this group may have things and we’re saying that these are the elements, If your sanitation policy follows these elements, it should be able to assure safely managed sanitation in the African context”.

He congratulated the appointment of the two ministers in the Federal Ministry of Water Resources and Sanitation, saying their efforts to scale up hygiene practices was laudable and should be recognised by all.

He said AMCOW would continue to support their mission and mandate towards improving the water resources and sanitation sector of the country, saying the partnership was not only in Nigeria but at the continental level.

He said Nigeria’s position as the only permanent member of AMCOW’s Executive Committee recognised the country’s role in leadership of the organisation, adding that it ensured continuity and alignment of goals in a sustainable manner.

The executive secretary said the upcoming 7th Africa Sanitation and Hygiene conference (AfricaSan7) in  Swakopmund, Namibia, was an opportunity to call all actors to action and a reflection in seeking options for safely managed sanitation services.

He said the AfricaSan7 was initiated to provide a platform for technical and political dialogue with governments and stakeholders to identify and share knowledge to address the sanitation and hygiene challenges in Africa.

“And of course, we also have to appreciate that a lot is going on, maybe not as appreciated as it should be, and we need to put that positive narrative out as well, Not everything on sanitation and hygiene in Africa is bad.

“But maybe sometimes this is lost in certain messages, we need to get that message clearly that a lot is being done by our partners or investors, we need to celebrate that.

“And that should give us the impetus to also look into the things that are challenging for us to be able to do now and find the solutions that are working elsewhere that can be adapted to different circumstances in order to achieve the greater goal”.

Mbaziira said there was need to look at the upcoming AfricaSan7 as a moment of reflection and call to action to track progress for meeting the sustainable development goals six.

He stressed that the conference will facilitate the assessment of progress by member states in meeting their sanitation and hygiene commitments, as outlined in the 2023 AfricaSan Ngor report.

He however welcomed all intending participants to enjoy the beautiful city of Swakopmund, saying it would be an opportunity to explore the UNESCO World Heritage Site.
