FG grants water use licenses to BUA Cement, others

The Federal Government, through the Nigeria Integrated Water Resources Management Commission (NIWRMC), has granted Water Use Licences to BUA Cement and Penstock Energy Ltd.

During the presentation ceremony in Abuja on Wednesday, NIWRMC Acting Executive Director, Hajiya Sakinatu Jimeta, urged the companies to use the licences as specified in the terms and conditions.

Jimeta, who said that the licences would be revalidated every two years, noted that the commission would ensure supervision of the companies.

Mr Uba Ajingi, Director of Allocation and Authorisation at NIWRMC, stated that the commission issued licences to ensure equitable water allocation for hydropower, irrigation schemes, and water supply.

According to him, this is based on catchment availability to avoid conflicts and ensure sustainability.

Rabiu Maska, Social Performance Specialist at BUA Cement, and Pamela Gold, Senior Manager of Legal and Regulatory at Penstock Energy Ltd, expressed gratitude to the commission for granting the licences and pledged to abide by the terms of the agreement.

The News Agency of Nigeria (NAN) reports that NIWRMC was established in May 2007 following a Federal Government Public Reforms Committee.

The commission’s objective is to regulate, protect, conserve, and control water sources for equitable socio-economic development.

NIWRMC has revalidated 50 licences for bulk water users under current regulations.

The commission is saddled with the responsibility of monitoring the activities of the licensees to ensure compliance with licence terms.(NAN)(www.nannews.ng)

Dr Bosun Tijani, the Minister of Communications and Digital Economy, on Tuesday, canvassed support for the National Digital Economy and e-Governance Bill.

He says when the Bill is passed into law, it will provide legal framework and accelerate progress in the country’s digital economy agenda.

The minister,  who spoke at a media engagement on the bill in Abuja,  said that Nigeria’s digital economy had been projected to generate N18.3 billion by 2026, with capacity to revolutionise the economy of the nation.

According to him, Nigeria has unicorn companies like Flutterwave, Jumia, Andela and Interswitch, which have demonstrated that digital economy is strong and can lift the country to where it should be.

He noted that “technology is providing jobs for our young ones because presently, there is job deficit in the tech ecosystem, which we need to put measures in place to take hold of the sector.

“This bill will accelerate the progress in our digital economy because there is no clear legislation in that space.

“We believe that the bill will support the growth and transformation of Nigeria’s economy through the application and the use of technology in all facets of life in Nigeria.

“This bill will create an enabling environment for fair competition, promote innovation, growth and competitiveness for Nigerian economy.”

According to him, when the bill is passed into law, it will be implemented in all the six geopolitical zones of the country.

Malam Kashifu Inuwa, the Director-General, National Information Technology Development Agency (NITDA), also said that the bill would enhance the use of digital economy in the entire country, both in government and the private sector.

Inuwa, who was represented at the occasion by , Mr Emmanuel Edet, the Director, Standards, Guidelines and Frameworks Department, urged Nigerians to embrace digital technology as an enabler.

He added that the ecosystem is growing, hence the need to harness its potential to drive economic desires with the country’s youthful population and digital skills.

“The bill tries to ensure that digital capabilities are accommodated in our everyday lives and experiences,” he said.

He mentioned that the bill is structured in 16 parts with over 60 sections to address validity of electronic, digital transactions, digital contracts, signatures and time stamps.

“The bill will address topics like consumer protection for digital transactions, use of technology such as Artificial Intelligence, blockchains for public services, among others.”

According to him, people should not feel scared of losing their jobs to technology because people are likewise gaining jobs with the integration of technology.

He said: “technology offers opportunities, it is unique and people should find their niche and build on it.

“Part of other objectives of the bill is to mandate, promote and enable the digital transformation of public institutions and government processes for efficient and effective service delivery.

“The bill also seeks to create a basis and process for secure, reliable and confidential data exchange for reusability and innovation, provide a framework for the systematic development of digital literacy to support citizens for improved life, among other objectives,” he stressed.

Senate Committee Chairman on ICT and Cybercrimes, Sen. Shuaib Salisu and Chairman, House of Representatives Committee on Digital and Information Communication Technology, Rep. Stanley Adedeji, pledged lawmakers’ commitment toward the adoption and implementation of the bill. (NAN)(www.nannews.ng)

Governors, NDDC partner for sustainable dev’t – Uzodimma

Gov. Hope Uzodimma of Imo, says that governors of the nine oil producing states are partnering the Niger Delta Development Commission (NDDC) for sustainable development in the country.

Uzodimma said this at a news conference on the sidelines of a meeting between the governors and officials of the NDDC, in Abuja on Monday.

HE said the meeting was to provide synergy with the governing council, the governing board and advisory board of the NDDC for the betterment of Nigerians.

“We looked at so many issues; issues of projects, abandoned projects, ongoing projects and also brainstormed on how best we can through that collaboration, advance the course of progress in the commission,” he said.

On abandoned projects, Uzodimma recalled that the previous adminustration under Muhammadu Buhari set up a Policy Coordinating Committee, which identified projects stalled due to paucity of funds.

“Of course, this new board, walking with President Bola Tinubu has risen to the occasion and they are working out ways and means to ensure that those projects are completed.

“There is no politics about it. This government is sensitive. He wants the nation to be developed, he wants our people to feel the positive impact of the initiatives of the new board.

“They are working together hand in hand to protect and satisfy the aspirations and yearnings of our people,” he said

Also speaking, the Managing Director of the NDDC, Samuel Ogbuku, said the governors had pledged to the commission, adding that, “NDDC does not have a geographical location. It is the state governments that have boundaries. So whatever projects we are embarking on are in the states.

“So, we have to work with the state governments to ensure that we achieve optimal results.”

Ogbuku said that President Tinubu was committed to ensuring the completion of all the ongoing and abandoned projects in the region.

“As you can see, just in commemoration of Tinubu’s one year in office, he commissioned laudable and legacy projects and so we are still working on inaugurating more and also finishing the remaining ones.

“Some of these projects are projects that started 15 years ago, so it is not something we can finish in one year.

“The President has given us a matching order that he wants to commission projects, landmark projects in the region in the next two years. So we are looking at completing most of these projects within the period of two years,” he said.

On the East-West road, Ogbuku said the commission was giving the Federal Ministry of Works every support to ensure that the project was completed.

“The East-West road is a federal government project. It’s not under NDDC. But, we are actually giving the ministry of works every support to ensure that the project is completed,” he said.

Earlier, the Oil Producing States Governors’ Forum elected Uzodimma as its Chairman, and his Bayelsa counterpart, Douye Diri as vice chairman while Bassey Otu of Cross River emerged as the secretary.(NAN) (www.nannews.ng)

Nigeria commits to transboundary water management

Nigeria on Monday reiterated its commitment to management of transboundary waters for the benefit of the Niger Basin region.

The Minister of Water Resources and Sanitation, Prof. Joseph Utsev, stated during a regional workshop in Abuja, to validate a mission’s results for a pilot demonstration project.

Represented by Adeyinka Adenopo, Director of Water Resources Planning and Technical Support Services in the ministry, Utsev said the project focused on innovative technologies, capacity development, and joint monitoring to support Mount Mandara ecosystem governance.

He underscored the importance of collaborative efforts in managing the Mount Mandara Plateau and Sena Oura/Bouba Ndjida (BSB) ecosystems, shared by Nigeria, Cameroon, and Chad.

He commended the Global Environment Facility, UN Environment Programme, UN Development Programme and the Niger Basin Authority (NBA) for their support towards enhancing regional water governance.

The minister urged the participants to contribute their expertise to refine the reports, enhance governance and preservation of the transboundary ecosystem.

According to Utsev, preserving the Mount Mandara Plateau and Sena Oura/Bouba Ndjida ecosystems and the role of transboundary cooperation is vital to achieving sustainable management.

Earlier, the NBA Executive Secretary, Mr Abderahim Bireme expressed gratitude to the Nigerian government for hosting the workshop and acknowledged the efforts of various stakeholders in organising the event.

Mr Allomasso Tchokponhoué, the Regional Project Coordinator of NB-ITTAS, representing the Executive Secretary, stressed the project’s importance in supporting sustainable management and governance of the Mount Mandara Plateau ecosystems.

He underscored the NBA’s role in promoting international and cross-border cooperation for natural resource management and poverty reduction.

He outlined the project’s goals to enhance knowledge-based management, governance, and conservation of the Niger Basin’s resources and aquifer systems.

Bireme reaffirmed the NBA’s commitment to inclusive development initiatives in the Niger Basin and the preservation of the Mount Mandara Plateau’s biodiversity.

The News Agency of Nigeria (NAN) reports that the event was attended by representatives of the UNDP, NBA, local authorities, and development organisations.

The workshop served as a platform for presenting consultant reports on capacity building, sustainable management, and establishing a joint monitoring mechanism.

It concluded with a call for continued support and dedication to the objectives of conserving the Niger Basin’s natural resources.

The Niger Basin Authority defines its purpose as the promotion of cooperation among member countries to ensure integrated development of resources.

The nine member states are: Benin, Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Guinea, Mali and Niger and Nigeria. (NAN)(www.nannews.ng)

The National Population Commission (NPC) is prepared to conduct the National Population and Housing Census but awaiting President Bola Tinubu’s approval for a date, the Chairman, Mr Isa Kwarra, says.

Kwarra said this on Monday in Abuja at a new conference, to herald the commemoration of the World Population Day 2024, marked on July 11 every year.

This year’s celebration has the theme: “Embracing the Power of Inclusive Data Towards a Resilient and Equitable Future for All”.

According to Kwarra, the United Nations recommends that censuses are conducted every 10 years.

“The 2020 round of census is ending this year. We will be making a hypothesis to make sure that we conduct the census before the 2020 round of census comes to an end.

“I want to believe that we will get it right, we are just waiting on the president to give us the date, and the commission is ever prepared to do it once we have a date declared by the President.

“The resources should be able to recruit extra hands to help us in conducting a very robust census that will provide inclusive data that is not just verifiable, but will be acceptable by all.

“If we start now, we can achieve it; at least the 2020 round of census gives us an opportunity to extend up to April 2025.”

He, however, said that the commission would prefer to carry out the exercise in November, as that was what was planned for earlier in the year.

Speaking about the importance of conducting the census, Kwarra said it would enable the nation have the right information/evidence/data for measuring and predicting likely demographic shifts.

“We need to hold a census that will deploy modern technology to generate timely, reliable and acceptable data required for addressing the different needs of the various population groups.

“Also, to implement interventions that will create opportunities for progress and remove barriers and inhibitions.”

The Country Representative, United Nations Population Fund (UNFPA), Dr Gifty Addico, said that timely censuses would provide the baseline data needed to track progress toward the Sustainable Development Goals (SDGs).

Represented by the Deputy Country Representative, Mr Koessan Kuawu, Addico said that it would also help to formulate policies that addressed the diverse needs of Nigeria’s population.

“In Nigeria, our delay to generate timely inclusive data through the Population and Housing Census and other exercises have masked the progress made, so much so that obsolete data is being used to assess our progress made toward the SDGs.

“Hence, timely population and housing census represents a critical opportunity.

“As we prepare to enter a new 2030 round of population and housing census era, we must ensure that our data generation exercises are prioritised and conducted timely and regularly.

“We must be respectful of individual rights and accurately reflects the multifaceted experiences of all people.

“I, therefore, call on Nigeria to build a resilient and equitable future, by prioritising investment in comprehensive population data systems, ensuring safe and inclusive data collection, collaborating with marginalised communities, leveraging technology responsibly, and supporting the national census.”

The Chairman, Association of the Advancement of the Family Planning (AAFP), Dr Ejike Orji, said that without census data, the country was like a ship without a rudder for decision makers.

He also said that having committed more than 70 per cent of the resources needed for the census if the exercise was not carried out, Nigeria would lose a lot.

“So, that is why we are appealing that government should make sure this happens. If it doesn’t happen, we’re in trouble.”

On the theme for the World Population Day 2024, the Statistician-General of the Federation, Mr Adeyemi Adeniran, said that it held a particular significance for Nigeria, a nation of immense potential and diverse demographics.

“Inclusive data is the cornerstone of informed decision-making and policy development.

“It provides us with the insights needed to understand the realities faced by different segments of our population and empowers us to design targeted interventions to address inequalities and disparities.

He added that Nigeria’s population which was diverse and vibrant presented both immense opportunities and significant challenges.

“However, to effectively harness the full potential of the demographic landscape, the nation needed data that was not only comprehensive but also inclusive.” (NAN)

FCT NSCDC arrests 243 suspected criminals in 6 months

The Nigeria Security and Civil Defence Corps (NSCDC), Federal Capital Territory (FCT) Command, has arrested 243 suspected criminals from January to June.

FCT NSCDC Commandant, Dr Olusola Odumosu, said this during an interview with the News Agency of Nigeria (NAN) on Sunday in Abuja.

Odumosu said that from the 243 arrests, 123 suspects had cases that will be judged by a court of law.

He said that 159 persons were arrested for their involvement in illegal mining activities, adding that the mines and steel department have so far recorded 39 cases.

According to him 34 suspects were also arrested for vandalising public infrastructure in the territory and have been assigned case files.

“Most of the vandalism suspects were arrested at Gwagwalada, Lugbe, Wuye and the Abuja Municipal Area council (AMAC) areas of the FCT.

“The Agro-Rangers unit on the other hand made two arrests at which both persons have cases with one pending in court.

”One of the arrests was from a communal clash between farmers and herders at Dafara Community in Kuje area council.

“Men of the department went to the community and successfully mediated between the parties concerned,” the Commandant said.

Odumosu added that the Command’s Intelligence and Investigation Department arrested 48 suspects and they all have cases ranging from cyber fraud, domestic violence, child abuse and some other civil cases.

He, however, said that 11 criminal cases from the intelligence and investigation unit had been charged to court for prosecution.

“For some of the arrests made, investigation is still ongoing after which they will be charged to court,” he said.

Odumosu added that the licenses of 100 Private Guard Companies (PGCs) were renewed within the first and second quarters under review.

He said that the Command also trained 575 private guards, 10 companies and sealed one PGC for non-renewal of operational licence.

He attributed the achievement of the command to the zeal and commitment of the workforce and the support of the FCT Administration.

The Command helmsman warned criminals, especially vandals of public infrastructure in the territory,  to seek legitimate means of livelihood or relocate to other climes or face the consequences..

“I want to assure residents that the NSCDC FCT command is fully committed to the safety of lives and protection of critical infrastructure for the rest of the year and even beyond.

“My eagle eyes officers and men are everywhere and Abuja will no longer be a safe haven for vandals and criminals to operate or attack public infrastructure,” he said.

The commandant advised the public to partner with the Corps and other security agencies through credible and timely information in order to reduce criminal activities in the territory.(NAN) (www.nannews.ng)

The Federal Government has sought the cooperation of Cross River, Ebonyi, Kogi, Benue and Nasarawa state governments to fast track construction of a superhighway linking the states with the Federal Capital Territory (FCT).

Sen. David Umahi, Minister of Works, stated this during a meeting with the state governors, on Saturday in Lafia, Nasarawa.

He said the superhighway, initiated under the Renewed Hope Legacy Infrastructure project, goes beyond road construction, describing it as an investment that would serve as a catalyst to revive Nigeria’s economy.

Umahi listed the 700 kilometre Lagos-Ondo-Edo-Delta-Bayelsa-Rivers-Akwa Ibom-Cross Rivers; Sokoto-Kebbi-Niger-Kwara-Oyo-Ogun-Badagry, and Cross Rivers-Ebonyi-Benue-Kogi-Nasarawa-Apo routes as the legacy projects of the Bola Tinubu’s administration.

According to him, these projects will bring significant benefits, particularly to the states involved.

“I urge you to support Mr President, who still has several years to deliver these projects. We believe that within the remaining years, these three legacy projects will be completed,” he said.

The minister said the road projects would be constructed of reinforced concrete, capable of lasting up to 50 years before requiring maintenance.

“Each section will consist of six lanes, with integrated train tracks and solar streetlights,” he said, adding that the Sokoto-Badagry route alone would feature 53 dams.

He said the Federal Executive Council (FEC), had directed the prioritisation of long-standing federal government projects across the country for completion.

In their seperate remarks, stakeholders and governors of the affected states lauded President Tinubu for the initiative.

Gov. Abdullahi Sule, who chairs the North-Central Governors’ Forum, pledged support to facilitate successful execution of the project.(NAN)(www.nannews.ng)

Momodu shared his thoughts on Instagram, urging Davido and Sophia to prioritise their daughter’s well-being and seek compromises regarding custody and financial responsibilities.

He emphasised that the current media frenzy could exacerbate what is already a challenging situation, particularly for the child involved.

The matter is currently before the court for litigation.

Momodu noted his efforts over the past nine years to foster a peaceful resolution between the parents and ensure a structured approach to their daughter’s welfare.

He called for both parties to actively engage in the court’s alternative dispute resolution process, avoiding actions that could harm their child’s interests.

Stakeholders in the oil and gas sector have called for the review of the zero per cent import duties on the importation of Liquefied Petroleum Gas (LPG) cylinders, to encourage local production.

The stakeholders, who spoke in seperate interviews with the News Agency of Nigeria (NAN) on the sidelines of the 2024 Nigeria Oil and Gas (NOG) conference in Abuja.

NAN reports that the conference is designed to encourage local content and grow the country’s Gross Domestic Product (GDP).

The stakeholders sought for 40 per cent upward review of import duties against the prevailing 20 per cent.

Mrs Nkechi Obi, Group Managing Director, Techno Oil Limited, urged the Federal Government to reverse the zero import duties placed on the importation of LPG cylinders and restore the initial 40 per cent, to discourage importation.

“We need policy reversal on that to encourage local producers.

“The unofficial explanation we are getting from some customs officers is that the Compressed Natural Gas (CNG), which the government wants to encourage its usage in Nigeria, has the same Harmonised System (HS) code with LPG.

“So, the import benefits placed on CNG equipment eventually affected LPG equipment; that is why they were tied together on the zero import duties.

“Harmonised System codes are commonly used throughout the import and export process for the classification of goods.

“For me, we don’t produce CNG cylinders in Nigeria because it involves advanced technology but we produce LPG cylinders here.

“For us to produce CNG cylinders, we have to change one or two machines, and we expect the government to encourage us to upscale our technology to 32, which we are planning to do.”

Obi suggested for exemption LPG HS code from that of the CNG, adding this would make the importers of LPG to pay higher duties.

“It will also enable the government to continue with its efforts to make CNG affordable in the country with zero import duties.

“The previous government protected those producing cylinders, so that import will not overshadow local production; they did that to encourage local manufacturing but when this government came into existence, policy changed.

“We only enjoyed that policy for six months before it was scrapped and replaced with the new zero import duties policy.

“Definitely; we have to produce CNG cylinders and the government needs to consider those that will go into that production. But if government policy is killing LPG cylinder production that we are doing, it will be very difficult to enter into CNG cylinder production.

“So, if there is anybody who can venture into CNG cylinder production, we the producers of LPG cylinders are here to do that and it is in our plan.

“But we are not encouraged to do it because of what happened to us in the LPG cylinder production because of the frustrating policy that’s encouraging importation,” Obi added.

An Economist, Dr Chijioke Ekechukwu, said that the government must be deliberate about building the economy.

“In doing so, we should not be approbating and reprobating at the same time.

“There are companies in Nigeria manufacturing LPG cylinders and have the capacity to manufacture the quantities required.

“Why do we create business and job opportunities for some foreign companies and countries and deny Nigerians these opportunities?

“Our already scarce Forex will be utilised to import these cylinders and put more pressure on the exchange rate and external reserve, while local factories will be pushed out of business, with attendant job losses,” Ekechukwu said.

He said that efforts should be geared towards encouraging local manufacturers of LPG cylinders, contribute to the growth of Nigeria’s. (NAN)(www.nannews.ng)
