Oyo Govt signs MOU with France on health, education

Oyo State Government on Thursday signed two Memorandum of Understanding (MOU) with the French Government.

The News Agency of Nigeria (NAN) reports that the MOU included a concessionaire loan of 55 million Euro for the state health programme and the second MOU is for the promotion of French Language in the state educational system.

The event was held at the Executive Chamber of the Governor’s office, State Secretariat, Agodi, Ibadan.

Gov. Seyi Makinde led the state top government functionaries to sign the two MOU, while the French Ambassador to Nigeria, Mrs Emmanuelle Blatmann, led the French delegation.

In his remarks, Makinde said the loan with 0.0009 per cent interest was specifically to be used for the upgrading of Adeoyo General Hospital, Ibadan and all other General Hospitals across the geopolitical zones in the state.

He explained that the second MOU would enhance the promotion and teaching of French Language in the state schools.

Makinde said that French Language was a major language of international relation, expressing optimism that it would boost commerce and development.

The state Attorney-General and Commissioner for Justice, Prof. Oyewo Oyelowo, had earlier explained that the 55 million Euro concessionaire loan would be used to refurbish Adeoyo General Hospital and other general hospitals across the state, under the new healthcare initiative of the Makinde-led administration.

Oyelowo said the loan with a very low interest rate would be paid back in 40 years.

He said that the second MOU was worthwhile, pointing out that it would pace way for the learning of French Language in the state schools and among the citizens.

Also, the French Ambassador, Blatmann, said the loan, extended to an African country in 30 years, would engender healthcare, qualitative education and globalisation of the state.(NAN)

U.S. Naval Commander attributes piracy drop to Obangame exercises

 The reduced piracy in the Gulf of Guinea is one of the evident successes of the Obangame exercise series, says Vice Adm. Thomas E. Ishee, Commander of the U.S. Sixth Fleet.

Ishee made this known on Thursday in Lagos while speaking to journalists on the sideline of the in-port training component of the ongoing 2023 Obangame Express.

The News Agency of Nigeria (NAN) reports that Obangame Express is a military exercise conducted by the U.S. Naval Forces Africa and sponsored by the U.S. Africa Command.  

It is the largest multinational maritime exercise in Western and Central Africa and the 12th edition with 33 participating nations, hosted by Nigeria,  kicked off on Monday, in Lagos.

The exercise is also an opportunity for partners to work together to develop African-led solutions to shared transnational challenges and promote global security.

According to Ishee, Obangame Express has been on for a number of years and is a series of exercises that enhance maritime security.

“Obangame means together and I came here today to be together with our partners in the region, most notably the Nigerian Navy who is a leader in maritime in the region.”

He said that during the exercise, a variety of events would be practised, including boarding, and search and seizure, and the ability to conduct maritime domain awareness, not with just the Nigerian Navy, but with all of the partners in the region.

This, he said, would create a shared sense of maritime security in the region.

“We’re also looking at other transnational illegal activities.

“The exercise will practise things like illegal fishing, and the smuggling and trafficking of all kinds of things here will be items for the partnership that has been developed to improve their ability to counter,” Ishee said.

He applauded efforts by the Nigerian Navy and partners that came together for the exercise.

The commander said that the Nigerian Navy, being a leader of maritime in the region, was crucial to host the exercise.

One of the trainees at the exercise, Hermann Houngue, Chief Petty Officer, Benin Republic Navy, said working with trainers from U.S. Coast Guard and Nigeria had helped participants find different techniques beneficial to their sector.

“We’ve exchanged techniques peculiar to our countries and this has helped us determine what is good, bad and what can be improved upon.

“We’ve also learnt self defence techniques, how to protect ourselves against enemies and how to work together and progress on our job,” Houngue said.

NAN also reports that the exercise takes place across five zones in the southern Atlantic Ocean and Gulf of Guinea – covering the West African island of Cabo Verde to the Central African shores of Angola, including the Economic Community of West African States (ECOWAS) and Economic Community of Central African States (ECCAS). Lagos Govt addresses religious leaders on domestic violence

The Lagos State Government, through its Domestic and Sexual Violence Agency, has charged religious leaders to prevent domestic violence especially among couples.

It gave the charge during the ”Engagement of Religious Leaders on Preventing Domestic Violence in Lagos State”, on Thursday, in Ikeja.

The Permanent Secretary, Lagos State Ministry of Home Affairs, Mrs Lolade Aina, said that religious leaders had strategic role to play in pre-marital counselling.

Aina, who was represented by Mr Olawale Adams, an official of the ministry, said that it was high time people grew beyond stereotypes that the society was a ”man’s world”, that manliness was best proclaimed when the women folk were marched on or stepped on.

She said that it was time voices were raised in support of the well-being of the women folk.

According to her, the fragility of women is meant to be protected and not to be taken undue advantage of.

”Let no one make the mistake that we, in any way, approve of such women who are themselves violence-seeking and are violence inflictors on men through all kinds of means.

”Our approach to solving this problem therefore, must be holistic and we should frown at all the agents of violence.

”We are very positive that religion has all that it takes to mould the human mind positively and imbue hearts with virtues, and turn the violent to the most peaceful and supporters of all that is good and progressive,” she said.

The Permanent Secretary said that promoting the ideals of peace, love, self-respect and civility would help to overcome the challenge of domestic violence to a reasonable degree.

In her opening remarks, the Executive Secretary, Lagos State Domestic and Sexual Violence Agency (DSVA), Mrs Titilola Vivour-Adeniyi said that the alarming rate of domestic violence among civil-married couples in Lagos State was worrisome.

Vivour-Adeniyi said that the state government had taken a firm stance against Sexual and Gender Based Violence (SGBV) crimes in the state.

She said it had done so by providing a strong culture, policy and procedures for prevention, education, training and support to victims and survivors of such heinous crimes.

The executive secretary said that according to DSVA 2022 findings, at least 60 per cent of survivors of domestic violence who had contracted their marriages under the Matrimonial Causes Act knew about the abusive tendency of their intending spouses.

She said that they, however, still proceeded with the union, with little or no knowledge of available supports or coping mechanisms of these red flags.

Vivour-Adeniyi said that the data also revealed some triggers contributing to domestic violence and intimate partner violence.

She identified these as financial dependency, third-party interference, lack of communication, lack of sexual satisfaction, unrealistic expectation, and infidelity.

According to her, about 70 per cent of survivors that reported at DSVA disclosed that they have previously reported to their pastor or their Imam before coming to report to the agency.

”Given the above growing concern, the Lagos State Domestic and Sexual Violence Agency recognised the pivotal roles religious institutions play in the establishment of marriages and the sustainability of families.

”DSVA finds it expedient to engage religious leaders to discuss the strategic position of religious institutions in pre-marital counselling for intending couples from a preventive perspective before saying ”I Do”,” she said.

In her presentation, Mrs Folashade Ajayi, Executive Director, Life skills Empowerment Initiative, said that premarital counselling was a preventive tool to reduce drastically or eradicate domestic violence.

Ajayi said that the truth of the matter was that a lot of people did not understand what marriage was all about before going into it, and didn’t even understand what violence was all about.

She said that there were technological abuse, emotional abuse, psychological abuse, among other abuses or violence.

”Sometimes, taking your husband’s phone without consent or your spouse’s phone, demanding for their password is technological abuse.

“So, premarital counselling will guide us and will help us understand all these and be able to prevent them,” Ajayi said.

Also in her presentation, Mrs Atinuke Odukoya, the Executive Director, Centre for Women’s Health and Information, described SGBV as a social disruptor that affected the equilibrium of the society and created challenges that had ripple effects on other areas.

Odukoya said that the effects of SGBV include traumas, suicide, violence, infertility, dysfunctional homes and children, various health issues, among others.

She said that all of these could lead to insecurity, crime and subsequently to death in a number of cases.

”There is the tendency for survivors to become perpetrators and abusers themselves, thereby bringing about an unending vicious cycle of violence and crime which, in turn, collapses the balance and coherence that should, otherwise, exist within the social space,” she said. (NAN)(www.nannews.ng)

LASG lauds MAFAB for 5G network in Lagos

Lagos State  Government  (LASG) says the unveiling of 5G network by MAFAB Communications Limited will  bring Lagos closer to achieving its Smart City dream.

The state Governor,  Mr Babajide  Sanwo-Olu,  said this at the unveiling of the network on Thursday in Lagos.

The governor said the inauguration was a  milestone in the  nation’s technology and telecommunications journey.

Sanwo-Olu  was represented at the event by the Commissioner for  Science and Technology,  Mr  Hakeem  Fahm.

The News Agency of Nigeria  (NAN) reports that MAFAB earlier in the week launched the 5G network  and its logo in Abuja.

According to Sanwo-Olu, the state government sincerely commends the Chairman of Althani Group of which MAFAB is a subsidiary, and the organisers of the event for the epoch making event  which ushers in a new age of technology.

‘’Though 5G network is relatively new in the telecommunications industry, MAFAB Communications Limited has recorded a milestone achievement in the tech space through the launch of the 5G Network.

‘’I want to commend the management of MAFAB Communications for working hard to deliver this next level technology that out guns the 4G network by a very wide margin,’’ he said.

According to him, It is a fact that the contribution of the telecommunications industry has been a significant economic driver for Lagos State in particular and Nigeria as a whole.

The governor  said that the telecommunications  industry  had contributed more than $70 billion to the economy and helped to create over half a million jobs.

He said that the prospects of what could be  accomplished with the 5G network, which is next level technology, filled him with high hopes.

‘’As we unveil your new logo, I want to wish you success in your operations and assure you of our firm commitment to the entrenchment of technology in every facet of our economy,’’ he said.

In his welcome address,  Chairman and  Founder, MAFAB  Communications Limited,  Dr Musbahu  Bashir said  that    on Tuesday the company made history with the launch of its 5G Network in the Federal Capital Territory.

Bashir said that it was logical  that the next stop should be Lagos.

He said that Lagos was not just the commercial nerve centre of Nigeria, but also a prime destination for tourism, sports, entertainment and culture.

According to him, the future is now even brighter with more exciting prospects and possibilities with the digital play of Mcom 5G Network.

He said that Mcom 5G launch marked the beginning of immense opportunities for the country to achieve infinite possibilities with a purpose of enabling connectivity for a digital future.

MAFAB  chairman  said that as the second operator to launch 5G in Nigeria, Mcom expected more coverage for Nigerians and acceleration of broadband services.

The Executive Vice Chairman,  Nigeria  Communication Commission,  Prof. Umar Danbatta,  said that Nigeria had articulated policy objectives for nationwide deployment of new generation 5G network and services.

The EVC was represented  by Mr Adeleke Adeolu,  Executive  Commissioner,  Stakeholders  Management.

Danbatta said that the objectives were based on the realisation that pervasive access to fifth generation technologies would enhance connectivity for individuals and for businesses.

NUJ Lagos Council inaugurates Secretariat Jan. 28

A former Ogun Governor, Chief Olusegun Osoba, and Rev. Mother Esther Ajayi, Founder, Love of Christ Generation Church C&S, will inaugurate the Nigeria Union of Journalists (NUJ) Lagos State Council Secretariat on Saturday, Jan. 28.

 

The project began about four years ago by the previous administration, has  been completed and is ready to be put to use immediately after the inauguration, courtesy of Rev. Mother Ajayi.

 

The completion of the project is a testimony to the maxim that government is a continuum as exemplified by the Adeleye Ajayi-led Lagos NUJ Executive Council, a statement on Thursday by the Chairman, Iyalla Secretariat Building Committee, Mrs Adenike Sodipo.

 

She expressed her appreciation to Rev. Mother Ajayi and the Lagos State Government for making the remodelling dream a reality.

 

“Lagos NUJ has shown that government is a continuum because as a country we were used to seeing a project becoming abandoned after the originator of the project left office.

 

“This secretariat remodeling completion is a symbol of progress in our union and it is to say to the world that notwithstanding our challenges as journalists, we deserve the best of life,” Sodipo said.

 

The Chairman of the council, Mr Adeleye Ajayi, commended his predecessor, Dr Qasim Akinreti for starting the project, saying its completion during his own administration symbolised unity in the union.

 

“Our Lagos Council is a progressive and united council. We are inaugurating the remodelled building to the glory of God and for the comfort of journalists who deserve the best.

 

“With this befitting edifice, every journalist can beat his or her chest because we now have something to be proud of, ” he said.

 

The chairman also commended the executive administration of Mrs Funke Fadugba, for her foresight in acquiring the original one-storey building for Lagos journalists two decades ago.

 

He recalled that the Fadugba-led Lagos NUJ Executive members bought the one-storey building between 2002-2005, and it served as a secretariat for the Council till it was remodeled.

 

“From the one-storey building bought by our great leader, Mrs Funke Fadugba has come this two-storey state-of-the-art building that will be inaugurated on Saturday,” he said.

 

Ajayi listed facilities in the building to include an ICT centre, conference hall, offices and an open space for social gathering.

 

The secretariat is also fitted with a 24-hour wireless internet as well as a workstation for journalists willing to write their daily reports and send to their offices.

 

The high point of the day will be the conferment of Grand Matron Award on Rev. Mother Ajayi, who helped in the completion of the building, and for her service to humanity. (NAN)(www.nannews.ng)

Anambra records 15 suspected cases of Lassa fever, one death

Anambra confirmed 15 suspected cases of Lassa fever and one death on Thursday.

“In Anambra, we have recorded 15 suspected cases of Lassa fever and one death since the year began,’’ Commissioner for Health, Dr Afam Obidike, told the News Agency of Nigeria (NAN) in Awka.

Obidike said that the state’s emergency team was already responding to the suspected cases and had put in place relevant surveillance measures to curtail further spread.

He said government had constituted contact-tracing teams to follow up on identified cases.

“The Ministry of Health is following the national guidelines in managing cases of Lassa fever in Anambra0.

“We have started contact tracing to manage the situation and prevent further spread,’’ he told NAN.

The commissioner urged residents to reduce the risk of Lassa fever by keeping their environment clean always.

“Block all holes in your house to prevent rats from entering. Cover your dustbins and dispose of refuse properly.

“Practice good personal and hand hygiene by frequently washing hands with soap under running water,’’ he charged residents.

Obidike also advised residents to visit the nearest health facility if they noticed signs or symptoms of Lassa fever, which include fever, weakness, headaches, vomiting and muscle pains.

Lassa fever, also known as Lassa Haemorrhagic Fever, is a viral illness caused by contact with food or household items contaminated with rodents’ urine or feaces, which bear the Lassa virus.

As at Jan. 22, 2023, the Nigeria Centre for Disease Control and Prevention (NCDC) said 84 per cent of all confirmed Lassa fever cases were reported from Ondo, Edo and Bauchi states.

On the outbreak of Diphtheria, Obidike said Anambra had not recorded any case and that the health ministry had taken proactive measures to guard against the spread of the disease.

NCDC also confirmed 123 cases of Diphtheria and 38 deaths in four states as at Jan. 22. (NAN) (www.nannews.ng)

Enugu Govt. partners ACOMIN to fight malaria, infectious diseases

Enugu State Government says it will partner a group, the Association of Civil Society Organisations in Malaria Control, Immunization and Nutrition (ACOMIN), to end infectious diseases in the state.

The Commissioner for Health, Dr Emmanuel Obi, disclosed this on Wednesday when ACOMIN, Enugu Chapter, paid him a courtesy visit in his office in Enugu.

He told the association that the state government was doing its best to eradicate malaria through signing up to all the guidelines and policy documents on prevention and treatment of malaria in Nigeria.

Obi explained that the state followed those guidelines and do everything that was possible by reporting on necessary data that would put the state under control of malaria.

He explained that the state had so far, controlled the incidences of malaria, malnutrition to barest minimum.

“I know that the National body is pushing to move from control to total eradication of malaria in the country because anything that concerned the control of infectious disease, I am highly involved as a member of the health council.

“We have joined other states and the nation to do all it takes to be able to control and push malaria out of the state,” the commissioner said.

He, however, advised Enugu residents that malaria remained a disease with high morbidity in Nigeria and caused by mosquito bites that usually come out at night

“This mosquito carried pathogen that causes malaria.

“People should avoid excessive contact with those mosquitos to reduce the existence of malaria by closing their doors and windows and sleep under treated insecticide net.

“The citizens should practice those things that keep mosquitoes away from their homes because mosquitoes caused social economic effects.

Obi added that the state had engaged in a lot of sensitisation programmes and trained people on prevention of malaria.

In her speech, the State Coordinator of ACOMIN, Florence Ifeanyi-Aneke said that the visit was to seek the ministry’s collaboration and partnership especially in the area of infectious diseases.

She said the group was willing to partner with the ministry to mitigate the impact of malaria, promote immunization and better nutrition in the state.

Aneke said the association would also assist in the monitoring of health facilities in communities across the state.

“We shall be glad to partner with the ministry in celebration of special days especially World Malaria Day, which is celebrated every 25th April,” she said.

UK cuts tariffs on Nigerian exports

The UK government on Wednesday said it had cut tariffs and extended duty free trade in goods exported from Nigeria
Mr Ben Llewellyn-Jones, Deputy British High Commissioner to Nigeria said this at the launch of the Developing Countries Trading Scheme (DCTS) which took place at Eko Hotel and Suites, Victoria Island, Lagos.
Llewellyn-Jones said the scheme would help to boost Nigeria’s non- oil exports in line with the Federal Government’s wider trade policy objectives and take off in April 2023.
He noted that the scheme would reduce import costs by over £750 million per year, thereby reducing prices, and increase choice of UK consumers and businesses as well.
“The Uk Government has reduced the tariffs of 90 per cent of goods that Nigeria would export to our country and has also provided preferential trading scheme for range of other exports that the country might have.
“ We have reached out to small and large businesses in different parts of the country and this is intended to help exporters and other people in the trading business to make the United Kingdom an export destination.
“This would also serve as an opportunity to grow the non oil and gas sector in Nigeria and create jobs in the country, and most importantly, we are reaching out to people at the grassroot level so they can know what we are doing.
“The DCTS is much more generous and simpler than the existing Generalised Scheme of Preferences (GSP),” he said.
Llewellyn-Jones revealed that the  trade volume between both countries for year 2022 was 2.2 billion pounds, noting that the oil and gas sector accounted for majority of the trade.
He stressed on the importance of expanding the market and diversifying into other sectors including exportation.
“We have to change focus to non oil sector but this takes time, but we are working with experts from Nigeria Export Promotion Council and the Federal Government to grow the economy through expanding of its export.
“The key challenges for exporters is finding key partners in the UK to sell their products but we are working on ensuring that we link exporters with potential buyers so as to ensure there is enough demand and supply,” he said.
Mr Simon Calvert, Senior Commercial Agriculture Adviser, Foreign Commonwealth and Development Office (FCDO) noted that Nigeria does not require international conventions to enjoy the benefits under the DCTS.
He added that the Uk government would help exporters to access finances through its financial institutions.
He noted that by making the rules of origin more generous, neighbouring countries can easily make use of components from Nigeria in their Duty Free Exports to the UK
“Cutting tariffs for Nigeria would ensure that 3000 new products are duty free for the first time as the average existing tariff on these goods is seven per cent, meaning these changes make Nigerian exports more competitive in the UK.
“Many tariff reductions are on value added goods such as processed sesame oil, cotton clothing and cocoa butter and paste and complement existing duty free trade on raw products.
“ We have made it simpler for Nigeria to get and retain these enhanced tariffs by removing the need for Nigeria to ratify and implement certain international conventions,” he said.
Damola Oladosu, an official with Boston Consulting Group, said that opportunities in the exporting market remained underutilised.
She said that the country could grow its exports to the UK by increasing production on certain products like cocoa, cotton, fertiliser, cashew amongst others. (NAN) (http://www.nannews.ng)

Additional 125mw to increase power capacity by 1st Qtr 2023 — Tilt Energy

Tilt Energy, an integrated Energy company based in Lagos, says Nigeria is expected to increase her power capacity with an additional 125 megawatts to the national grid by end of first quarter 2023.

The Managing Director of Tilt Energy, Mr Deji Awodiji, disclosed this during the commissioning of the NNPC Gas Marketing Limited (NGML) gas distribution office, in Ikeja, Lagos.

Awodiji said this would be with the completion of the Olorunsogo Power Plant by the Niger Delta Power Company.

The managing director explained that the Niger Delta Power Company was currently revamping the steam turbine of the Olorunsogo power plant, which was located in Ogun State.

“Once we are done with that project, we expect about 125 megawatts extra to be added to the grid from the steam turbine alone, which we’re working on.

“We’re fixing the steam turbine of the Olorunsogo power plant. We’ve been working on that for a couple of years also we are nearing completion within this first quarter of this year.”

According to him, the Olorunsogo Power Plant project is a very significant milestone for a local company to execute working with strategic partners like Schneider Electric.

Speaking further on the just commissioned NGML gas distribution office, he said the project shows the pedigree of a company.

Awodiji said this was not just to be able to do construction projects of this standard but to be able to work in the oil and gas industry, with their safety standards.

He noted that Tilt Energy had a very strong fabrication base and process automation, adding that it was proud to have been part of many flagship projects, including this.

Awodiji said aside from being able to work in the oil and gas industry, Tilt Energy had also shown its capacity to work in a live site, where you have gas distribution.

The managing director said the company was glad to have completed the project without any safety incidents.

“We are glad for NNPC gas marketing limited for giving us this opportunity to showcase our core competence.

“Like I said, we are an engineering, procurement, construction and installation (EPCI) company, so civil construction is literally just a small part of what we do,” he said.

Awodiji said further that the NNPC Gas Marketing Limited office was designed and constructed by Tilt Energy on schedule within the stipulated 12 months time frame.

“We actually started in December 2021, and we more or less concluded in December 2022, and commissioned in January 2023.

“So, let us call it 13 months.”

Speaking, Mr Justin Ezeala, Managing Director, NNPC Gas Marketing Limited (NGML), said that in spite of the challenges Tilt Energy had at the beginning, he was particularly proud of their capacity to deliver on schedule.(NAN)(www.nannews.)

Don seeks research to address GBV in nation’s varsities

A Professor of Sociology, Olabisi Yusuff, has urged the nation’s universities to provide conducive environment and opportunities for scholars to conduct research that would address Gender-Based Violence in the tertiary  institutions.

Yusuff, a lecturer in the Department of Sociology, Faculty of Social Sciences, Lagos  State University (LASU), Ojo, made the assertion at the 88th Inaugural Lecture of the institution, on Wednesday, in Lagos.

The News Agency of Nigeria (NAN) reports that theme of the lecture is: “Gender Equality is To What? What Do Women Want? What Women Should Want From The Triads in Nigeria”.

Yusuff noted that addressing gender-based violence in universities and research organisations was a crucial endeavor.

She said that it would enable a better evidence-based research that is beneficial to humanity.

“Addressing gender-based violence in universities and research organisations also increases the capacity of staff and students to combat it.

“Decreasing violence against women and girls requires a community-based, multi pronged approach and sustained engagement with multiple stakeholders.

“Campaigns that are meaningful such as the use of drama should also be used to create awareness on the health implication of gender-based violence,” Yusuff said.

She added that only women academics were presently involved in women and gender studies as their core area of research because male lecturers always shy away from being gender experts.

“Few male lecturers examined their research work from gender dimension, they can not be tagged as gender experts.

“More male researchers are needed to be seriously involved in women /gender and development studies,” Yusuff said.

The don noted that men could help the change with women in enacting legislation that promote women’s rights, repealing laws and policies that discriminate against women and limit opportunities.

“They can also support the advancement of women in decision making bodies by advocating for temporary special measures.

“In political parties, men and women can work together to champion women’s participation, including nominating more women, having hard targets or quotas for women in leadership roles in the party,” she said.

Yusuff also called for the creation of institute of gender and development studies which would help to bring different areas of knowledge to current issues.

“The institute will help to explore how gender studies and analysis is necessary across numerous disciplines and how the institute will be central to the transformation toward greater sustainability, equality and social justice,” she said. (NAN) (www.nannews.ng)
