Supreme Court decision: UK group lauds Nigerian democracy

By Mariam Akande

Nigerian democracy has again shown its maturity, says a political support group based in the United Kingdom (UK), Bola Tinubu Support Organisation (BTSO-UK).

The group’s Director-General, Mr Ade Adeshina, said this in an interview with the News Agency of Nigeria (NAN) on Saturday, while reacting to the judgement of the Supreme Court, affirming Mr Bola Tinubu as the duly elected president of Nigeria.

Adeshina noted that the process, starting from electioneering campaigns, proper elections and all through the judicial processes, demonstrated that Nigeria had come of age.

According to him, the Nigerian democratic experience has become the pride of Africa, particularly in the West Africa region.

“Nigeria is currently the world’s most populous black nation. The country is Africa’s biggest economy. And one of the world’s largest democracies.

“With the Supreme Court decision, Nigerians must not take for granted the country’s modest achievements,” Adeshina said.

He described the process, including the Supreme Court pronouncement, triumph for democracy and justice.

“A time to go back to the renew hope agenda to build the Nigeria of our dreams,” he added.

Adeshina said it was heartening to witness the democratic process in action, and validating the collective voice of the Nigerian people.

“With this affirmation, we can now move forward with renewed confidence in our chosen leader.

“President Tinubu’s unwavering commitment to democracy and the rule of law is an inspiration to us all.

“His dedication to the welfare of the nation and its citizens has not gone unnoticed. We look forward to a brighter future under his leadership,” he said.

Adeshina, however, cautioned those who might want to undermine the nation’s democratic process and sow discord to jettison such acts.

“It is time to accept the verdict and join hands with the majority. Let us focus on the task at hand; building a stronger, united Nigeria.

“For those whose pockets may be burning with ambitions of wealth, let us remind them that true wealth lies in the well-being of our fellow citizens.

“It’s time to embark on a journey of helping the needy and contributing to the prosperity of our great nation,” he said. (NAN)

Surveyors advocate remapping, testing to prevent flooding, building collapse

L-R: Mr Femi Fatoki, member, Lagos Branch, Nigerian Institution of Surveyors (NIS); Mr Adedeji Sebiotimo chairman, 2023 workshop planning committee; guest speakers, and others at the association’s 2023 Mandatory Continuing Professional Development (MCPD) workshop on Thursday in Lagos

By Grace Alegba

The Nigerian Institution of Surveyors (NIS) has called for creation of a ministry for testing buildings in Lagos State and annual updating of map to curb building collapse and flooding in the state.

NIS Lagos Branch made the call during its 2023 Mandatory Continuing Professional Development (MCPD) workshop with the theme: “Comparative Analysis of Building Information Model For Structural Health Monitoring,” on Thursday in Lagos.

The society also advised Nigerians to engage professional surveyors for documentations towards getting genuine Certificate of Occupancy (C of O) to prevent loss of investments through collapse, flooding or forfeiture.

Chairman, NIS, Lagos Branch, Mr Olukolade Kasim, said the workshop was organised to train and retrain members for best standards to curb the menace of building collapse and flooding.

According to Kasim, the NIS usually collaborates with all the other six built environment experts including architects, engineers, builders, town planners, amongst others towards construction of solid structures.

He called for regular monitoring of infrastructure towards determining thier structural health and stability using modern tools like scanners to prevent faults that may develop underneath the earth crust.

He said regular monitoring of bridges and tall buildings was important, urging the Lagos State government to create a ministry attached to the Surveyor General’s office for the purpose of monitoring and testing buildings.

He explained that highrise buildings constructed with best globally accepted procedures and standards could become sick as a result of movement underneath the earth, hence the need for periodic tests.

He cited the example of a bridge at Bonny Camp area in Lagos which was noticed to have one of its pillars shifting before the government fixed the problem to avert collapse.

“We are recommending that bridges and tall ranking buildings should be monitored periodically,” he said.

Mr Adedeji Sebiotimo, chairman of the 2023 workshop planning committee, called for annual updating of the Lagos map for proper planning to capture new settlements.

Sebiotimo, a fellow of NIS and Vice Chairman of the Lagos State Branch, said updated mapping would reveal accurate topography of land either high or low as a determinant of what and where to build without the risks of flooding or collapse.

“And from the mapping results we will be able to know areas that have infrastructure or those lacking infrastructure in terms of roads or developments, a lot of things can be seen from the map,” he said.

He said in 2022, 320 surveyors registered for the workshop, but that 495 registered for the 2023 programme, aimed at exposing surveyors to current trends to reshape their knowledge and skills.

The guest speaker, Dr Joseph Odumosu, explained common errors made by civil engineers and other built environment professionals in trying to hijack the roles of surveyors.

He advised surveyors not to certify projects that they did not supervise to avoid being liable for unethical practices and failure of the structures.

Odumosu, a lecturer at Federal University, Oye-Ekiti, said scanners should be used for proper imagery of highrise as well as to determine the health of the buildings using new technologies.

The second guest speaker, Mr Awofeko Abiodun, said all states in Nigeria had GIS departments, which aims to strengthen Land Information System and Land Administration Systems, but he said publicity was needed for the public to harness opportunities.

The event had the sub theme: “Application of BIM in Strata Survey: Methodology and Presentation.” (NAN)

Coalition wants NNPC to remain transparent, frowns at blackmailers

Coalition wants NNPC to remain transparent, frowns at blackmailers

By Yusuf Yunus

The Coalition for Good Governance and Open Leadership in Nigeria has urged the Nigerian National Petroleum Company (NNPC) to remain transparent and support President Bola Tinubu’s effort at repositioning the oil sector.

The Convener of the group, Mr Declan Ihekaire, at a news conference on Thursday in Lagos, frowned at an alleged premeditated plot to blackmail the NNPC management and the Group Chief Executive Officer of the Company, Mr Mele Kyari.

Ihekaire alleged that a faction of defunct Conference of Nigeria Political Party (CNPP) was behind the plot, which he said, could undermine national security.

Ihekaire said that the coalition was committed to the cause of ensuring probity and transparency in governance, but believe that such must be devoid of political interference of unfounded claims.

According to him, over the past few weeks, there has been a sustained campaign of calumny, against the management and the group Chief Executive of the nation’s flagship oil company, the NNPC.

He said that this campaign coincided, with the time that the coalition was involved in independent investigation of the activities of the NNPC.

Ihekaire said that the coalition’s investigation also involved effort being made by the company, in respect of the removal of fuel subsidies, and the commitment of the NNPC, in delivering its mandate to Nigerians.

“We have since noticed, series of attempt, by some individuals, masquerading as crime investigators and civil society leaders, to exploit the series of questions that have been raised by Nigerians, in respect of the activities of the NNPC, in order to blackmail and extort the company.

“After due diligence, we realised the blackmail was being sponsored by a self-acclaimed billionaire whistle blowers.

“We want transparency in government at all cost, but blackmailers and politicians must not make it an industry.

“We urge NNPC to remain transparent and support President Tinubu effort at repositioning the oil sector,” he said.

Emphasising the importance of transparency, accountability, and integrity in the functioning of public institutions, especially those as crucial as the NNPC, Ihekaire said that national security must not be jeopardised.

“We firmly believe that it is our duty as citizens and organisations committed to good governance to ensure that any allegations of wrongdoing are thoroughly investigated, and justice is served if needed.

“At the same time, we must also ensure that these allegations are not used as a political weapon to achieve ulterior motives that could jeopardise the stability and the progress of the NNPC.

“Allegations of corruption or misconduct should never be wielded as a political tool for the sole purpose of tarnishing reputations and creating chaos within the organisation,” he added.

Ihekaire said that the blackmailers were embarking on a campaign after their failure to get attention from the NNPC.

He said that the State Security Service had already concluded their investigation into the same subject matter and began prosecution of some of the blackmailers while their accomplices were also undergoing investigation.

“It is essential to maintain a fair and impartial approach to any allegation made against public officials, including those leading vital institutions like the NNPC.

“Such matters should be addressed through appropriate channels, such as law enforcement agencies and the judiciary, to guarantee a just and objective process,” he said.

Ihekaire noted that the National Assembly, had conducted a diligent probe of some of these allegations by blackmailers and had cleared the air.

He said that the ultimate objective of the blackmailers was to seek the removal of the GCEO of NNPC, Kyari.

“We urge Nigerians to be mindful of the antics of these latter day anti-corruption crusaders, whose ultimate, is to blackmail unsuspecting Nigerians, for selfish gains,” the activist said.

Ihekaire encouraged all stakeholders to act responsibly, ethically, and with the best interests of Nigeria in mind.

“Any allegations of misconduct must be handled through appropriate legal channels to ensure a just and unbiased outcome,” he added.

Also speaking, Gbenga Soloki of the Campaign Against Impunity and Domestic Violence, said no one should cause tension that would affect the masses in the country, especially in the oil and gas sector.

Soloki said that anyone with factual allegations should approach relevant security agencies for investigation.

Other activists who spoke said that false alarm, especially in NNPC, could escalate issues in oil sector, saying there had been panic queues in petrol stations and panic buying.

The News Agency of Nigeria (NAN) reports that the news conference was organised by the Campaign for Democracy, Centre for Transparency in Leadership and other allied civil society groups. (NAN)

Association to invest over m in renewable energy sector – official

Association to invest over $80m in renewable energy sector – official

By Yunus Yusuf

Mr Ayo Ademilua, President, Renewable Energy Association of Nigeria (REAN), says no fewer than 80 million dollars is available for energy projects in the country for its members through investors.

Ademilua said this during the Renewable Energy Investment MaMatchmakin event on Wednesday in Lagos.

The News Agency of Nigeria (NAN) reports that the theme for the Renewable Energy Investment Matchmaking is “Energising Partnerships: Connecting Investors To Transformative Renewable Energy Projects”.

The event was sponsored by AllOn in partnership with REAN as an investment matchmaking event.

According to him, REAN members have promising projects that can effectively address the energy challenges in Nigeria using the abundant renewable energy resources available in the country.

He, however, said these developers require funding to bring these projects to fruition.
To bridge this gap, he said that the event served as a hub for connecting developers with multiple investors who were interested in investing in the clean energy sector.
In addition to investor involvement, Ademilua highlighted the support received from various commercial banks such as First Bank, Sterling Bank,  and Stanbic Bank.
Others, he noted,  were multilateral investors and stakeholders who have shown keen interest in investing in the renewable energy sector.

“So, aggregately, we have been able to pool about 80 to 100 million dollars that is available for energy projects in Nigeria to members of REAN through all these investors.

“For instance, AllOn has got 25 million dollars for investment in energy projects with a single obligor of $2.5 million, Stanbic Bank is onboard with N30 billion with a single obligor of one billion Naira among others.

“So, I will advise members and developers to take advantage of this opportunity to solve the problem of power in our country,” he said.

The president noted that one of the major setbacks with accessing funds from investors was the lack of knowledge to properly interpret and respond to financial documentation from financiers.

“Our members lack such financial knowledge and this has mostly stopped them from accessing available funds in the sector,” he said.

Ademilua said that a solution had been provided to this bottleneck through partnership with AllOn which would be providing an incubation hub (AllOn Hub) which would give access to 30 members of REAN.

“This hub will enable members to develop their corporate structure, help them with their corporate governances, and provide a solution to help them to cross the bridges hindering access to funds.

“The hub will help them to be able to access the funds that the investors on the table are bringing on board.

“Our desire and objective is to see our developers close-out on their projects and complete the projects,” he said.

The president lauded the Federal Government’s initiative through the Electricity Act 2023 to improve Power in Nigeria.

He said that the act would decentralise and allow parties and developers to be able to generate electricity in a decentralised manner across the country to create more energy access.

“In REAN, we are all about promoting clean energy and generation of energy in Nigeria through our works,” he said.

Ademilua said that the Electricity Act was an exciting opportunity to Nigeria and developers across Sub-saharan Africa and all over the world who could tap into it.

“The act is basically trying to say that we can fast-track energy access to different parts of the country both on-grid and off-grid.

“We have been plagued over time with some of the issues we have with the transmission grid because of issues along the line but with a decentralised generation.

“You can just set up the power plant in your state and run distribution within your state without having to travel thousands of miles which helps a lot.

“Imagine if all the states in the country goes into this, it will improve Power tremendously,” he said.

The president also said that the act was a speed in the wheel of the Nigerian Energy Transition plan which tries to achieve net zero by 2060.

“So, I believe that all these policies, frameworks and the act is working together towards a better Nigeria to light up the space,” Ademilua said. (NAN)

Procurement process determines national development – BPP boss

Training

By Olawunmi  Ashafa

Mr Mamman Ahmadu, Director-General, Bureau of Public Procurement (BPP) says procurement process of any kind remains a determinant factor for the development of a nation.

Ahmadu said this on Monday in Lagos at a capacity development training organised by the bureau for procurement officers drawn from various ministries and agencies of the Federal Government.

Addressing participants at the opening ceremony of the three-week 2023 Continuous Procurement Capacity Training (CPCDTP), he said the training  was for procurement officers in  ministries, departments and agencies.

“You go through this mandatory training so that you are certified capable of doing it.

“It does not stop here, it is just a bridge you cross so that you continue to learn procurement. This is a bridge for you to get to change your cadre to procurement,” Ahmadu said.

Ahmadu, who was represented by Mr Aliyu Aliyu, Director, Regulations and Database, BPP, said that the procurement officers had a big role to play in achieving the President’s vision of fighting corruption.

Aliu said that the officers also assist the economy to get stronger by following the standard procurement procedures in their dealings.

He charged the officers to adhere strictly to the procurement process in their various organisations.

“This is a beginner’s course and does not amount to total professional training. Every officer must undertake continuous mandatory capacity development courses which will be the basis for professional development.

“BPP will not take lightly to complaints on officers found to be involved in underhand practices,” Ahmadu warned.

He, however, urged procuring entities to consult with BPP prior to recruitment and promotion of their certified procurement officers.
Ahmadu, while commending organisations that allowed their officers to partake in the training, urged the beneficiaries to share challenges and successes of their work.
He noted that doing so would enable others to benefit and the nation at large would be better for it.
Director, Research, Training and Strategic Planning, BPP, Mr Adebowale Adedokun, in a remark, said that the training was primarily to ensure that officers had the practical skills to be timely and efficiently deliver without compromising quality.
“Knowledge is not static; we expect that people involved in this training are constantly being given additional capacity.
“So, we must constantly improve their knowledge and capacity. This training is unique because anybody coming into procurement will not assume that he or she understands procurement process within the federal government and even state,” he said.
The News Agency of Nigeria (NAN) reports that no fewer than 400 procurement officers are attending the CPCDTP.
In his goodwill message, Mr Fatai Idowu, Managing Director, Lagos State Public Procurement Agency, commended the bureau on the training efforts that had  boosted capacities in various MDAs.
Idowu thanked the management of the bureau on the collaboration with the Lagos State Government, while ensuring that the nation had certified procurement officers.
He advised the participants to ensure they improved themselves while focusing on the mission of their various agencies.
The manging director urged them to be more emotionally intelligent to achieve the change desired of their agencies.
He noted that the training had been one of the strategic activities of the bureau to institutionalise the public procurement reform in Nigeria.
“This capacity building programme will also help to export capacity to other sub regions in the area of public procurement,” he said. (NAN)
