Group commends Tinubu over FAAN relocation to Lagos

Chief Ugochukwu Nnam, President, Initiative for Leadership Development and Change (ILDC) has commended the Federal Government for relocating the Federal Airports Authority of Nigeria (FAAN) headquarters to Lagos.

Nnam gave the commendation in an interview with the News Agency of Nigeria (NAN) in Abuja on Sunday.

He lauded President Bola Tinubu’s economic growth initiatives, which according to him includes the repositioning of the aviation sector.

The ILDC chief described Lagos as a commercial city with many number of international flights on daily basis unlike Abuja.

“FAAN has no business being in Abuja because Lagos international Airport hosts more international flights than Abuja.

“Do you know that Air France frequents Lagos more than almost on regular basis than Abuja, just like many others,” he said.

Nnam reiterated his confidence in Tinubu’s ability to rejig the Nigerian economy with viable and people-oriented policies.

He called on Nigerians to support the visionary policies of the Federal Government for a greater Nigeria.

He also advocated the relocation of CBN’s Forex department to Lagos, saying that Lagos is an African commercial hub.

“I want us to reflect on the picture of South Africa’s Pretoria and Johannesburg by making Lagos a commercial capital while Abuja will be administrative capital,” he said.

NAN recalls that FAAN headquarters had been relocated from Abuja to Lagos.

According to an internal memo signed by FAAN’s Managing Director, Olubunmi Kuku, Nigeria’s Aviation Minister, Festus Keyamo, directed that the agency’s headquarters be relocated from Abuja to Lagos.  (NAN)(www.nannews.ng)

Military neutralises 3 top terrorists’ commanders, 43 others in 1 week – DHQ

The Defence Headquarters (DHQ) said  its  air component of Operation Hadin Kai  on Jan. 10, eliminated three top commanders of the Islamic States of West Africa Province (ISWAP) terrorists in Borno.

The Director, Defence Media Operations, Maj.-Gen. Edward Baba gave the assurance in the weekly report of the operations of the armed forces on Friday in Abuja.

Buba said the three commanders identified as; Abou Maimuna, Abou Zahra and Commander Saleh with their lieutenants in a canoe, were targeted and destroyed by the air strikes.

He said troops had during the week in other operations, neutralised 43 other terrorists with 76 of them apprehended and rescued 27 kidnapped hostages.

He added that the troops recovered 81 assorted weapons and 2,150 assorted ammunition and the sum of N1.2 million amongst other items.

In the South-South region, Buba said the troops of Operation Delta Safe apprehended 29 perpetrators of oil theft and denied oil thieves of the estimated sum of N131.1 million during the week.

He said the troops discovered and destroyed seven dugout pits, 13 boats, 23 storage tanks, two barges, four vehicles, 15 cooking ovens, two pump machines and 16 illegal refining sites.

According to him, troops recovered 139,045 litres of stolen crude oil, 25,115 litres of illegally refined AGO and 5,200 litres of DPK.

“The armed forces will always be mindful of the threat by kidnapping gangs and terrorist across the country.

“Accordingly, we will continually review our internal processes in order to deal with these threats both now and in the long term.

“The military is determined to give the situation the seriousness it deserves so as to create a safer environment for citizens,” he said. (NAN) (www.nannews.ng)

In a recent development, Governor Bassey Otu has revealed that preparations are underway to support the state-owned airline, Cally Air, with three additional planes.

The announcement came during the inauguration of a Boeing 737 – 5N BYR Plane in Calabar, bringing the total aircraft in Cally Air’s fleet to two.

The governor emphasised the importance of seamless air service during the upcoming Calabar carnival and mentioned plans for the new planes to operate flights from Abuja and Lagos to Calabar.

The move aims to accommodate the influx of visitors during the 32-day festival, starting December 1.

Governor Otu expressed gratitude to aviation authorities for facilitating extended flight hours and highlighted ongoing efforts to upgrade the airport’s functionality.

Airline operators seek special funding for domestic Operators

The Airline Operators of Nigeria (AON) has urged the Federal Government to  provide a window of  “special funding” for operators of local airlines in the nation’s aviation sector.

The Chief Executive Officer of  Top Brass Aviation Limited, Capt. Roland Iyay, made the call on behalf of the AON during a visit to the Minister of Aviation and Aerospace Development, Mr Festus Keyomo in Abuja on Monday.

He said the call for provision of a window of special funding for operators in aviation was necessitated due to the nature of the aviation business and its growing contribution to the country’s Gross Domestic Product (GDP).

“We are just asking for a special funding window that should be of a single digit and that is easily accessible.

“We want FG to create a special funding window for domestic Airlines for capital assets acquisition and consider providing the necessary support of domestic Airlines for competitive funding through World renowned funding organisations such as EXIM / EDC / AFREXIM Bank.

“We plead for immediate revision of all ill-conceived stifling policies inimical to industry growth, adoption of an annual simulator recurrent check for flight crews and the adoption of the manufacturers’ recommended maintenance service intervals.

“Just as it is enshrined in the Aircraft Type Maintenance Planning Document (MPD) by the Nigeria Civil Aviation of Nigeria (NCAA),“ he said.

He appealed to FG for immediate review of all Industry taxes, fees and charges to determine applicability and quantum in line with the cost recovery model of the aviation Parastatals.

Iyayi reiterated the establishment and provision of a dedicated support line for domestic Airline Operators to unfettered access of Foreign Exchange through the Central Bank of Nigeria in support of local and international transactions.

He called for facilitation, liberalisation, procurement and distribution of Jet-A1 nationwide and allowing the AON to procure requisite licenses for product importation and distribution through strategic partnerships.

According to him, the government should ensure  immediate prioritisation of a modernisation programme for passenger and handling equipment at major Airports for the efficient management of passengers and associated baggage.

“The government should prioritise the immediate installation and commissioning of bird hazard management equipment and FOD programmes at all Airports nationwide to enhance safety, reduce aircraft damage and increase insurance premiums.

“Embracing the PPP model with prospective investors for the establishment, tooling  and operation of local MRO facilities and providing special incentives to encourage increased investments in the sector.

“Also, immediate cancellation of all existing 8th and 9th freedom rights allocated to foreign Airlines operating within the country and encouraging such carriers to codeshare with domestic Airlines,“ he said.

He called for the immediate renegotiation of all existing Bilateral Aviation Safety Agreement (BASA)’s and Multi lateral Aviation Safety Agreement (MASA)’s in line with the provisions of Single African Air Transport Market (SATAAM).

According to him, the agreement should be with emphasis on the principle of reciprocity in favour of domestic Airlines aspiring to expand operations into the international and Sub-regional markets.

He prayed the government to constitute a committee with membership drawn from Key industry stakeholders.

He added that the committee ought to be headed by the International Air Transport Association (AITA) to review and update the industry civil aviation policy document in line with global standards and trends.

Iyayi urged FG to initiate immediate conduct of exhaustive fiscal and personnel audits of all aviation Parastatals, to determine actual needs and gaps in line with their cost recovery model as enshrined in their various enabling Acts.

The senior member of AON said the skewed workforces in favour of technical Personnel ought to be addressed.

He suggested immediate removal of all technical aviation Parastatals from the remit of the public service structure for the formal introduction of remuneration and conditions of service packages consistent with Industry standards for effective and qualitative recruitment and retention strategy.

Responding, Keyamo said the federal government would tactically address issues raised by the AON, to create a more conducive environment for the aviation sector to advance in favour of the Airline operators.

He, however, called on  the association to address incessant flight delays,  flights rescheduled and flights cancellation bothering passengers. (NAN)(www.nannews.ng)

The Assets Management Corporation of Nigeria (AMCON) has advised the Chairman of Arik Air, Johnson Arumemi-Ikide, to present a reasonable debt recovery plan in order to recover the airline.

The Managing Director of AMCON, Mr Ahmed Kuru, gave the advice at a media interactive session in Lagos State.

The News Agency of Nigeria (NAN) recalls that AMCON, the special debt recovery vehicle of the Federal Government, took over Arik Air in February 2017.

The take over was part of measures to “save” the airline from “imminent collapse” citing gross mismanagement by Arik owners, and debt above N300 billion.

Arumemi-Ikide, in July had attempted to reclaim the airline’s headquarters in Lagos following a Federal High Court ruling that faulted AMCON on transparency, transfer of Arik’s asset to float a new airline, and barring of Arumemi-Ikide from the airline’s facilities.

Arik had on at least two occasions – in 2018 and 2022 – called for amicable settlement of the debt, which were welcome by AMCON and Arik Air (in-receivership) but failed.

Kuru said once there was a reasonable settlement of the debts to AMCON and the banks, the receivership would be terminated and Arik Air Limited returned to its shareholders/owners alongside all documents and securities held by it and the banks.

The managing director said regardless of the campaign of calumny against AMCON, it remained a resolution agency that had always supported businesses and would continue to support them in the overall interest of the Nigerian economy.

He said, “AMCON is a resolution agency of the government, and we look forward to any obligor or debtor that wants to come to discuss repayment plan with us.

“Our doors are always open to resolve debts because that is our primary function and aside from our recovery mandate, AMCON does not have a secret agenda.

“So the challenges of the founder of the airline to recover his airline might seem difficult, but not irredeemable, however, there is always a way out of every situation.

“There must always be a situation of give and take and AMCOM is now ready to sit down with the owners of Arik, if they are ready to agree on what is good for them and the Federal Government.

“When we engage and arrive at an agreement, we will go back to the Central Bank of Nigeria (CBN) as well as the Ministry of Finance (MOF), and share such resolution strategy with them.”

Kuru said it would be recalled that, in the past, AMCON had resolved issues that were more difficult and more complicated than the Arik issue such as the banks, oil and gas, manufacturing sector, real estate, telecommunications, among others.

The managing director, however, said for any resolution to take place, the two parties involved must have an understanding and they should be convinced that there was always a way out.

Kuru worried that since the coming of a new government, there had been a heightened campaign by some AMCON debtors that sought to evoke the emotion of the public to perceive the corporation and its recovery activities from negative optical prism.

The managing director added that most debtors did not mind the huge problem their debts had caused the country.

He stated that those pushing the negative campaign forgot  that Arik at the time had about 50 per cent passenger-load before it took over in 2017 under a receivership arrangement.

Kuru said because the government of the day at that time was interested in saving the airline because of its strategic role in aviation sector, felt strongly that the airline must be saved from imminent collapse and national embarrassment.

“At that time the government mandated AMCON to intervene, the airline was not paying staff salary, or insurance, and could not afford to buy aviation fuel to keep the planes flying.

“It was so bad that nobody including some key aviation international partners wanted to do business with Arik among other issues,” he said.

Kuru said before we took over, everything was wrong with Arik as the airline delayed flights for two to three days in a row while its aircraft were being arrested abroad, which was a big embarrassment to the country.

According to him, if AMCON had not stepped in at the time the government asked AMCON to intervene, Arik would have gone under within two weeks.

He said when some of the obligors heard the news of the proposed AMCON sunset, they stopped picking up its calls.

The managing director said, in their mind, they believe AMCON would soon close shop, which would mean that the government would write off the debt.

He stated that the process of winding AMCON down would be a process, affirming that no government would allow any debtor to walk away with the debt. (NAN)

The Presidential Amnesty Programme (PAP) says it has begun the Aviation Resuscitation Programme for Cadet Pilots and Aircraft Maintenance Engineers.

A statement on Tuesday by Mr Freston Akpor, Senior Assistant on Media to the PAP  Interim Administrator (IA), disclosed this on Tuesday.

The statement stated that the training was part of efforts to create sustainable livelihoods for ex-agitators and create a pool of skilled manpower for Nigeria’s Aviation Industry.

It said that the ceremonial flag-off of the training was held in Lagos on Monday.

The statement quoted Gen. Barry Ndiomu, Interim Administrator of PAP while speaking at the ceremony saying that “enormous opportunities abound for the beneficiaries in global aviation.”

Ndiomu, represented by Wilfred Musa, PAP’s Head of Reintegration, recalled that past PAP administrations made efforts at revamping the training programme.

The statement said Ndiomu maintained that administrative glitches and the complex nature of the aviation industry was the only challenge and this had made all marginal success to be attained.

“Ndiomu said that the flag-off of the programme was initiated more than eight years ago, and that this had showed that the current PAP leadership was critical about advancing the lives of ex-agitators.

“He also noted that the aviation industry was a major “touch point for commerce” in any country, while urging those who are misinterpreting the initiative behind the programme to “pay attention” to its long term benefits and instant values.

“He also spoke on the argument that beneficiaries may relocate abroad for greener pastures upon completion of programme, adding that there is nothing wrong with that,” it said.

According to the statement, Ndiomu says as long as they are working abroad and sending home forex they will in turn add values to the Nigerian economy.

“Ndiomu said moreso, we exist within the context of a global village where the mobility of labour is encouraged for the purpose of knowledge expansion and strategic networking.

“He urged aviation stakeholders to take note of the programme, and begin to look towards leveraging on the enormous pool of skilled manpower that the programme will produce for the aviation industry.

“He also cautioned that discipline must be imbibed throughout the ex-agitators learning process, to give more prominence to the Code of Conduct that the beneficiaries signed before commencement of the training.

“Ndiomu said the leadership of PAP would not hesitate to delist anybody who runs fowl of items as listed in the code

The statement also quoted the facilitator, Alom Aviation Services Ltd., Capt. Austin Omame, as expressing optimism that “within a year, the trainees will be gainfully employed in the aviation industry”.

“Capt. Austin Omame, MD/CEO of Alom Aviation Services Ltd., assured that the beneficiaries will be closely monitored throughout the training with the aviation firm.

“He said that the training was an approved one by the Approved Training Organization (ATO) and was duly certified by the Nigerian Civil Aviation Authority (NCAA).

The statement also quoted Engr. Ofuafo Ghavwan, one of the beneficiaries, as applauding the leadership of PAP for sending them to one of “the best aviation training schools in West Africa, situated in Lagos”.

It said Ghavwan noted that the training opportunity had already guaranteed them jobs in the aviation sector where such skilled manpower were in high demand.

The Director-General, Nigeria Safety Investigation Bureau (NSIB), Mr Akin Olateru, says Nigeria has the best aviation safety record in Africa with only two fatal accidents within a 10-year period.

 

In a statement issued on Friday in Abuja, Mr James Odaudu, NSIB’s Director of Public Affairs and Consumer Protection, quoted Olateru as saying this at the 7th Aviation Africa Summit, held in Abuja.

 

The News Agency of Nigeria (NAN) reports that the Seventh Aviation Africa 2023 took place at International Conference Centre Abuja between Sept.13 and Sept.14.

 

Akineru, who spoke on “Nigeria Evolving Approach To Aviation Safety And Learning From Occurrence Investigation – The NSIB Experience“ explained that the country recorded nine deaths within the period.

 

“In the last 10 years, there have been two fatal civil accidents leading to the unfortunate loss of 9 souls in Nigeria.

 

“Between 2005 and 2023, 78 accidents and serious incidents have occurred in the country with four incidents in the safety bulletin amounting to 82 while 260 safety recommendations have been issued.

 

“ Within the period, there were 12 incidents in the safety bulletin totalling 272 safety recommendation, “ he said.

 

According to him, the safety recommendations and their appreciable implementation and enforcements were largely responsible for the safety successes recorded since the inception of the current NSIB administration.

 

He said that the legislative changes and transition of legislative responsibilities over the years had been responsible for the improvement in the Nigerian Airspace.

 

 

 

 

He explained that there were 154 accidents, 46 of which were fatal between 1948 and 2005 with a total fatality of 1,445 passengers.

 

 

 

 

“Initially, Civil Aviation Department (CAD) of the Ministry of Aviation handled aviation occurrence investigation as well as Airworthiness Certification.

 

“This created a peculiar challenge of the Regulator also being the Investigator.

 

 

 

 

“How could the regulator be expected to objectively investigate herself and hold herself accountable in cases were contributing causes of occurrences were traced to poor or non-existent regulatory oversight function and enforcement by her?”

 

“It was becoming clear that we had to re-jig our aviation safety regulations and accident investigation and bring them to par with relevant ICAO annexes and international best practices,” he said.

 

Olateru added that NSIB approaches to aviation safety and learning from occurrence investigation had led to safer skies over Nigeria.

 

He listed the evolving approaches to include separation of investigative from regulatory functions, granting autonomy and investigative independence to the Investigator (NSIB) and emphasis on early release of accident reports.

 

Others, he said were the synergy between regulator (NCAA) and investigator (NSIB) in the monitoring and enforcement of safety recommendations, MoUs for collaboration with neighboring countries to help with investigations, and sharing of facilities and information.

 

The NSIB boss also identified development of mechanism for early reporting of occurrence, development of identified technical skills amongst NSIB staff.

 

“ Engaging the public and stakeholders on the need to report occurrences as soon as they happen or become aware of them (Mandatory & voluntary) as part of the evolving approaches to accident investigation in Nigeria,

 

“Also, training of first responders on what to do at accident sites and keeping an occurrence database for the purpose of analysis to identify trends and patterns,”he said.(NAN) (www.nannews.ng)

Mr Sam Adurogboye, the Public Relations Manager, Nigeria Civil Aviation Authority (NCAA), says he is ready to enhance professional proficiency in aviation from his wealth of knowledge in the sector.

 

Adurogoye made the declaration on Friday in Abuja during an interview with the News Agency of Nigeria (NAN).

 

The manager said he had compiled the pieces of information in a comprehensive book entitled: “Handbook on Public Relations Practice and Aviation Reporting“ on the subject matter to achieve the feat.

 

According to the seasoned PR practitioner, the book seeks to enhance the professional proficiency of media and public relations practitioners, aviation lawyers, students among others.

 

“ Presented in elegant prose and rich in perspectives, the book tackles such as: what is not Public Relations: Public Relations and Marketing of Bad Product; PR as a Management functions; My Experience; Media Relations.

 

“Bilateral Air Service Agreements (BASA); Aviation Reporting; Role of the Nigeria College of Aviation Technology (NCAT); My Field Experience among others.

 

“The book is published by SAPTCO Communication Limited, a PR firm and is in paper back and hard cover to take care of all classes of readers and buyers, “ he said.

 

According to him, the 16-chapter book is a product of years of research and professional experience.

The Minister of Aviation and Aerospace Development, Festus Keyamo,  has expressed the readiness of Federal Government to welcome more investors into nation’s aviation industry.

 

 

 

 

Keyamo made the call on Friday in Abuja when he received the Egyptian Civil Aviation team in his office.

 

 

 

 

According to him, Nigeria’s arms are opened to investors that love to partner with the Federal Government to improve aviation sector.

 

 

 

 

 

 

 

Keyamo said Nigerian Government is keen on transforming the aviation industry by inviting innovative minds.

 

 

 

 

He added that Nigeria is an attractive country to invest in because of its  population and available market.

 

 

 

 

Keyamo appreciated the Egyptian Civil Aviation team for its offers for Maintenance, Repairs and Overhaul (MRO) services and other technical supports to Nigeria’s aviation sector.

 

 

 

 

“Most of African countries have run into liquidity and is affecting the aviation sector also.

 

 

 

 

“Africa has a liquidity problem and it has affected aviation sector development in terms of infrastructure: terminals, runways and safety equipment,” keyamo said.

 

 

 

 

In his remark, the Egyptian Aviation Minister, retired Lt.Gen Helmy said that the ambition and aspirations of Egypt and Nigeria were similar.

 

 

 

 

He said that through cooperation,  the experience from both sides could be put forward.

 

 

 

 

He stated that the civil aviation is one of the revenue generating incomes for national economy.

 

According to him, the Egyptian civil aviation is offering concession to run build and run airports in a manner that is sought by Nigeria through the private sector.

 

 

 

 

He added that the Egypt Air company owns an MRO that was dedicated to give the adequate support which could also be an area of cooperation between the two countries.

 

 

 

 

He therefore invited Keyamo and officials of the ministry to Egypt for an exploratory visit in Cairo in November. (NAN)

The Air Peace says it has placed a firm order for five Embraer E175 aircrafts for fleet expansion and renewal.

 

 

 

 

The airline`s Chief Executive Officer, Mr Allen Onyema, made this known in a statement issued in Abuja on Friday.

 

 

 

 

According to him, obtaining more aircraft is a strategic decision in line with the airline’s ongoing modernising of its fleet.

 

 

 

 

Onyema said the acquisition it is also in line with airline’s determination to become the operator of the largest and youngest fleet of aircraft in Africa.

 

 

 

 

The chief executive officer stated that the value of the order is 288.3 million U.S dollars at list price.

 

 

 

 

 

 

 

“This reinforces Air Peace’s commitment to enhancing its domestic and regional network connectivity and paves the way for further regional expansion, Deliveries of the 88 seat aircraft start in 2024.

 

 

 

 

“Already an operator of Embraer’s newest and largest jet, the E195-E2, these smaller aircraft will complement the airlines’ existing fleet, allowing Air Peace to dynamically match capacity to demand protecting yields and route viability.

 

 

 

 

“This is another important step in helping to realize our ambition to connect the whole of Nigeria with the entire African continent, while also feeding passengers into long-haul flights from our Lagos hub, “ he said

 

 

 

 

According to him, the acquisition will enable the airline to continue delivering on its ‘no-city-left-behind’ initiative, which he said is the connectivity that the passengers and Africa demand.

 

 

 

 

He added that the deal would also pave the way to establish local maintenance capabilities in Nigeria, with direct support from Embraer.

 

 

 

 

“Air Peace’s strategic and innovative approach continues to make them a powerhouse of aviation success in West Africa.

 

 

 

 

“ Already an E2 operator, it now makes sense to up gauge their ERJ145 fleet, offering passengers more seats and comfort with the E175.

Onyema quoted Mr Stephan Hannemann, Embraer VP Sales and Marketing, Head of Africa and Middle East Region, Commercial Aviation, as saying that the Embraer, in partnership with Air Peace, is committed to  supporting establishment of local maintenance capabilities.

 

 

 

 

He said the move was to express acknowledging Air Peace’s significant investment in the acquisition of the Embraer fleet of aircrafts, which had increased to 18 brand new firm aircraft to date.
