The Chief of Naval Staff (CNS), Vice Adm. Emmanuel Ogalla, has reiterated the commitment of the Nigerian Navy to stamp out the menace of oil theft and other crimes in the nation’s maritime domain.

Ogalla reiterated this at the opening of the CNS 2023 Retreat with Principal Staff Officers, Flag Officers Commanding and Commanders, on Tuesday in Abuja.

He said that naval personnel and the service were duty bound to reverse the impression in terms of securing the maritime domain and stamping out oil theft in Nigeria.

“I therefore want to make this clear that under my watch there is zero tolerance for oil theft. Any officer or rating or any person who is found to be involved in oil theft will be punished to the full extent of the law.

“We will not fear anyone. I expect you to go back and educate your officers and ratings about the menace of oil theft.

“The government looks up to us to lead the fires and we have no option but to do just that,” he said.

He said that in view of this, the navy must work together with sister services, the armed forces, the police and other military and security agencies to stamp out the measures of all attempts.

According to him, Nigerians expect the navy to remain above reproach, above board and to remain law-abiding as a force they can admire and rely upon.

The CNS said that the event was an opportunity for participants to interact and evaluate the state of affairs in the navy.

He said this was with regards to tackling the security challenges that had been having devastating impacts on the country and undermining its national security and development.

He explained that President Bola Tinubu had given them marching orders to deal decisively with all security challenges facing the country.

He added that the event was in line with the president’s directive and his vision statement.

The vision statement he said is: “to have a highly motivated professional naval force capable of shaping the security outcomes within Nigeria’s maritime domain and the littorals including land-based engagements in fulfilment of Nigeria’s national interest”.

He also said his mission statement is: “to Maintain and equip a professional competent and ethical naval force while leveraging on all elements of national power for the effective defence of Nigeria’s  maritime area of interest against all forms of threat in fulfilment of national security imperatives”.

“I gave my Command Philosophy which is anchored on leading with integrity, courage and relentless pursuit for excellence in consonance with the core values of the Nigerian navy.

“My Strategic End-state is the attainment of a safe and secured maritime environment in Nigeria and the Gulf of Guinea to enable wealth creation, economic prosperity as well as national security, growth and development.

“In tandem with this, I have issued the Chief of the Naval Staff, Strategic Directive 2023–6 which highlights the expected deliverables along the 9 Lines of Development (LoDs) of the Nigerian Navy Strategic Plan (NNSP) 2021 -2030.

“It is imperative that all of you immediately key into the vision so that together, we can take the NN to greater heights,” he said.

Ogalla said the navy had in the past few years, achieved significant milestones in operations, fleet recapitalisation, infrastructure and human resource managements as part of a comprehensive transformation plan articulated to guide the service in the discharge of its constitutional mandate.

He said that the navy had taken steps to be innovative in its approaches with the evolving nature of threats in the nation’s maritime domain.

According to the CNS, the navy under his watch is determined to rebuild the conceptual, moral and physical components of its fighting power.

“My top priorities, therefore, would be to diligently implement the provisions of the NNSP 2021 -2030.

“Let me, however, mention that while no effort will be spared in achieving these goals, it is command responsibility to ensure the sustenance and maintenance of all facilities, equipment and platforms.

“To set a clear direction and build momentum, we identified some quick impact projects and conceptual initiatives that would be completed and commissioned within my First 100 days in office,” he said.

He urged commanders to uphold discipline in their commands, be role models to their officers and men, set high standards of conduct and enforce the rules fairly and consistently.

He also directed them to enhance Civil-Military Cooperation and relations with civilians in their areas of operation, noting that the people should see them as partners to be able to support their efforts and cooperate with them.

Ogalla  dismissed the allegation that naval personnel were involved in oil theft, assuring that the service would not spare any personnel found wanting or culpable in the crime.

He also charged commanders to be mindful of the welfare of those under them, saying that prioritising the welfare of their subordinates is essential to mission success.

He pledged to provide opportunities for job satisfaction and self-actualisation as well as recognise and reward hard work and dedication.

He added that issues relating to personnel accommodation, uniform items and appointment/draft cycle were already receiving attention.

In his remarks, the Chief of Policy and Plans (Navy), Rear Adm. Joseph Akpan, said the retreat would afford them the opportunity to review the threat environment and their operations, with a view to identifying gaps that could be addressed for better performance.

Akpan expressed hope that the discussions would be incisive, innovative and provocative with a view to have frank discussions about what is working and what is not.

He thanked the CNS for his focused and visionary leadership and assured him that the officers are committed to upholding the highest standard of ethics and integrity. (NAN) (www.nannews.ng)

Torture victims recount ordeal, seek prosecution of perpetrators

Torture victims recount ordeal, seek prosecution of perpetrators

The Prisoners Rehabilitation and Welfare Action (PRAWA) has called on government at all levels to ensure rehabilitation of torture victims and prosecution of perpetrators.

The Executive Director, PRAWA, Dr Uju Agomoh made the call during a training for Medical and Legal Practitioners on Medico-Legal documentation and rehabilitation of torture victims, on Monday in Abuja.

Agomoh said PRAWA had been pushing for torture victims to be heard, adding that the capacity building was to build strategies and have a core group to drive the campaign.

She said that the training would offer the participants the necessary skills and competency to properly document cases of torture in the country.

The executive director said records of proper investigation of torture and treatment of victims were necessary in building concrete evidence for prosecution of perpetrators.

“Basically, we have to keep pushing as we have lawyers in this training aside medical practitioners.

“So, it is a question of ensuring that there is a strong coordination and collaboration between legal profession, psychologists, and medical doctors and of course the lawyers in the paralegal.

“Imagine having the real fact, so that once you go to court, you are ready to roll.

“I think it is wrong not to prosecute all the perpetrators, once you don’t do that, it is like accepting impunity, it will continue like that.

“We are also pushing that everyone charged for such offence should be duly prosecuted, they should also be sanctioned when found guilty, because that is really the key thing, “she said.

Earlier, the Solicitor-General of the Federation, Mrs Beatrice Jedy-Agba, said there was need to recognise that torture victims require medical and psycho-social support.

According to her, it is not enough to punish perpetrators of torture without providing necessary support for the victims.

She therefore said that the training would help to develop a framework for providing medical, psycho-social and legal support to victims of torture.

“This is because they need to also seek legal remedy for all they have been through. This is timely at a time when we are reviewing our anti-torture legislation and the policy framework.

“Government is doing a lot at least to reduce it to barest minimum.”

The solicitor-general said that the issue of torture reduction had been infused into the training manual of the Nigerian Correctional Service (NCoS).

“We are working on strategic engagement like stakeholders workshops, training and retraining to ensure that they understand that having coercive force doesn’t give you the power to do as you like.

“Nigeria like other countries in the global community has obligations to ensure that citizens are free from torture in line with the commitments we have made and in line with the Constitutions as well.

“Obviously, there will also be recalcitrant law enforcement agencies but I think that once punitive measures are handed out, this will bring the incidence to the barest minimum,” she added.

A torture victim, Mrs Oluwafunsho Adeniyi, said the National Assembly should review existing laws to provide stringent punishment for perpetrators of torture and their collaborators.

Adeniyi believes that if adequate sanctions are provided, those who believe that torture is normal would come to their senses.

“Government agencies that have the capabilities to address this torture issue should do more and be accessible to ordinary persons like me.

“As a victim of torture, I don’t know if there is anyone stopping torture from being done to people.

“I had an issue with my ex-husband regarding the custody of our children, he went to report and claim that I am a kidnapper, and that I kidnapped our own children.

“He has been using the Police to torture me and my family,” she added.

The News Agency of Nigeria (NAN) reports that the training was organised by PRAWA, UN Voluntary Fund for Victims of Torture, Independent Forensic Expert Group, and International Rehabilitation Council for Torture Victims. (NAN) (www.nannews.ng)

Africa needs stability to attract investment, economic growth – SGF

The Secretary to the Government of the Federation (SGF), Sen. George Akume, says Africa requires political stability to attract foreign direct investment to achieve sustainable economic growth and development.

Akume said this while delivering Graduation Lecture for participants of the National Defence College (NDC) Course 31, on Monday in Abuja.

The lecture, which has the theme; “Economic Growth and Regional Development: Strategic Options for Africa”, is part of activities lined up by the college for the graduation of its Course 31 participants.

Represented by the Permanent Secretary, Special Services, OSGF, Alhaji Aliyu Shinkafi, he said that the African region and Nigeria, in particular, must do everything possible to ensure political and economic stability.

This, he noted, would help to gain the confidence of investors for sustainable regional development.

He identified income inequality, environmental impact, and resources allocation, vulnerability to global economic and political instability as major challenges of economic growth at national levels.

The SGF, however said that opportunities abound for sustainable economic development in the continent such as abundant natural resources, agricultural potential, growing consumer market, youthful population, renewable energy potential as well as technology and innovation.

According to him, diversification of economies, infrastructural development, human capital investment, sustainable agriculture and agribusiness, inclusive policies and access to capital are strategies that can guarantee economic growth in Africa.

“By capitalising on sectors of comparative advantage, investing in infrastructure, and promoting innovation and technology, African nations can spur economic diversification and lay the foundation for inclusive growth.

“The interconnectedness of regional economies calls for collaborative efforts that transcend borders, fostering cross-border trade, investments, and knowledge sharing.

“Strengthening regional institutions and frameworks will facilitate coordinated policy actions, promote stability, and create an environment conducive to attract both domestic and foreign investments.

Akume also said that education and skills development stood as cornerstones for Africa’s success story.

“Empowering the continent’s youth with relevant knowledge and skills will drive entrepreneurship, create jobs, and nurture a workforce that can contribute to global value chains, enhancing competitiveness and sustainable development.

“A commitment to good governance, transparency, and the rule of law is imperative to build investor confidence, ensure effective resource management, and mitigate risks associated with corruption and political instability.

“Simultaneously, addressing social inequalities and promoting social safety nets will cultivate an environment of social cohesion, enhancing the overall resilience of African societies,” he added.

The Commandant, National Defence College (NDC), Rear Adm. Olumuyiwa Olotu, in his remarks, said that the topic of the graduation lecture was informed by the fact that the African continent had continued to experience slow pace of economic development.

This Olotu said was at a time when the rest of the world was developing at geometric proportion.

He added that the recent world economic outlook showed that African countries were only found at number 32, 39 and 40 occupied by Nigeria, South Africa and Egypt on the list of 40 fastest growing economies in the world.

This, according to him, is a clear indication that African countries still have a long way to go in growing their economies in order to impact positively on the overall development of the continent.

“A closer look at Africa indicates that the continent have to rest on endemic poverty, low technology capacity, over dependence on imports, minimum value change for natural resources amongst others.

“These have made Africa to be jumping around for all types of inferior quality goods and service,” he said.

Olotu noted that the African situation was further compounded by the political instability, insurgency and other security challenges as well as the proliferation of small arms and light weapons.

These, he said, have impacted negatively on economic growth and regional development in the continent, adding that the African leaders could develop and implement viable strategies that would enhance economic growth and development in the continent.

He urged participants to pay attention to the lecture and thereafter evaluate how their services and organisations could better contribute to society, particularly on the issues surrounding economic growth and regional development. (NAN) (www.nannews.ng)

The National Drug Law Enforcement Agency (NDLEA) has intercepted various quantities of ephedrine, skunk and nitrous oxide, popularly known as laughing gas concealed in semovita packs and dry pepper.

NDLEA’s Director, Media and Advocacy, Mr Femi Babafemi, stated on Sunday in Abuja that the drugs were to be shipped to South Africa and Kenya through the Murtala Muhammed International Airport, (MMIA), Ikeja Lagos.

Babafemi said that the drugs were trafficked by members of Transnational Drug Trafficking Organisations (DTO) adding that some of who were promptly arrested, their mansions raided and their luxury vehicles seized.

He said that through credible intelligence, NDLEA operatives on Friday Aug. 25 intercepted one of the notorious drug traffickers, Babatunde Oba.

He said that the suspect was a member of the cartel distributing Cocaine, Heroin, Methamphetamine and Ephedrine between Nigeria, Brazil, Ghana, South Africa, Mozambique, and Europe.

Babafemi added that the suspect was arrested while attempting to board a Rwanda Air flight to South Africa with two boxes loaded with ephedrine sealed in semovita packs.

He also added that the recovered substance was a precursor chemical and active ingredient in the production of methamphetamine.

“In his statement, Oba who holds a South African passport, married to a South African lady and has lived there for over 20 years, identified one Hakeem Salami who equally lives in Lagos and South Africa as the head of the drug ring,” he said.

According to him, a follow up raid in the house of Salami located at 75 Wosilatu Dawodu Street, Ijesha, Aguda area of Surulere, Lagos on Monday Aug. 28 revealed that he had fled the country on the same day Oba was arrested.

“However, a white Toyota Venza car with registration number LSR 410 HT, a Mercedes Benz SUV marked LSD 998HP, phones and vital documents needed for further investigation were recovered from the house.

“In August 2021, the agency had seized 25.60kg ephedrine from a trafficker, Emmanuel Onwuka at the Lagos airport, a seizure that has also been traced to the same cartel whose identified members are currently on the run.

“An official of the airport, Godwin Shedrack also known as fingered as a member of the syndicate is also under investigation, ” he said.

In the same vein, attempt by another syndicate to export 10.40kg skunk concealed with scent leaf and pepper, going to Nairobi, Kenya, was equally thwarted.

This, he said was done by NDLEA operatives attached to the Nigerian Aviation Handling Company Plc (NAHCO) export shed of the Lagos airport on Saturday Aug. 26.

Babafemi said that a suspect, Ekechukwu Ndubuisi, had already been arrested in connection with the seizure.

According to him, NDLEA operatives also arrested a freight agent, Akeem Oyekola for attempting to export a consignment of 180 cannisters of laughing gas to South Africa.

Babafemi said that the drugs were to be trafficked with a fee of N2, 000, 000 to be paid to the suspect.

He added that the NDLEA operatives frustrated the attempt and seized the cargo after arresting the suspect. (NAN)

Former Chief of Army Staff, retired Lt.-Gen. Abdulrahman Dambazau, has challenged members of the 50th Regular Course of the Nigerian Defence Academy (NDA) to deploy their competences in addressing the nation’s security challenges.

Dambazau, also a former Minister of Interior, gave the charge at the 20th anniversary Reunion Gala Night of the NDA 50th Regular Course, on Saturday in Abuja.

He expressed joy with the course members, saying they came to the NDA when he was the Registrar and Secretary to the Armed Forces Selection Board that screened them in 1998.

The former army chief said he had been fortunate and privileged to witness firsthand the transformation that occurred from the first year of the officers to their final year and now as senior officers in the Nigerian armed forces.

“Your training at the Defence Academy was not just about theory but practical military leadership, friendships that would last a lifetime, and the personal discoveries that helped shape your character.

“From the first day you were admitted to the moment you passed out, your journey has been a testament to your dedication, resilience, and quest for excellence.

“Each of you holds a unique tale of growth, struggle, and triumph in the face of arduous tasking and adversity.

“The legacy you carry forward proves the power of sound military education, and I am truly honored to have played a part in your journey,” he said.

Dambazau said that integrity, perseverance, and a commitment to excellence were values that the armed forces cherished.

He urged them to ensure that their stories continue to inspire the next generation, by showing them that the path to success requires dedication and willingness to learn from both triumphs and setbacks.

“I encourage you to embrace your roles as mentors and guides to younger officers, particularly in this age where competent junior leadership is sorely needed to solve the internal security challenges we face as a nation.

“As you continue to excel in your endeavors, you must remember to carry the values instilled at the academy.

“You must remain connected, not just as course mates, but as a community bound by shared experiences and a common commitment to impact our nation and the world positively.

“Your experiences, insights, and practical wisdom remain invaluable assets that can help shape the next generation of leaders, thinkers, and change-makers.

“This task is a lifelong endeavor, and I urge you all to embrace it with the dedication of a professional military officer,” he added.

The President, 50th Regular Course Association, Col. Mukhtar Daruda, thanked Dambazau, immediate past Chief Defence Staff, Gen. Lucky Irabor and other retired senior officers for their contributions that molded them into the class of officers that they had become.

Daruda said the military as an institution had invested so much in their training from cadets to where they are now, saying they would remain committed to the defence of Nigeria.

He said the reunion had afforded them the opportunity to reconnect and bond as well as remember their colleagues who had laid the ultimate price while defending the nation.

The Chairman, Organising Committee, Col. Abbas Umar, said that 144 out of the 191 cadets that were admitted for the course passed out in 2003, nine have died, and some have since left the service.

“At the moment, the course has 50 colonels and five Lieutenant Colonels, 30 Navy captains and two commanders in Nigerian Navy and 40 Group Captains and one Wing commander in Nigerian Air Force.

“This event has afforded us the opportunity to come together and celebrate as course mates after leaving the NDA 20 years ago.

“It is also a good avenue for us to remember our colleagues who fought and died while defending this nation,” he said.

The News Agency of Nigeria (NAN) reports that some of the senior officers who taught the officers at the academy took turn to share experiences with regards to how some of the officers were handled as cadets.

Member of the 50 Regular Course of the Nigerian Defence Academy (NDA) have reaffirmed their loyalty and commitment to the Nigerian state and to the Commander-in-Chief of the Armed Forces.

The Chairman of 50th Regular Course Cooperative, Col. Abba Umar, gave the assurance on Saturday during a fitness exercise to mark the 20th Anniversary/Reunion in Abuja.

The fitness exercise which took place at the Aguyi Ironsi Cantonment Sports Arena in Asokoro is part of activities lined up by the group to commemorate the 20 years of their departure from NDA.

Umar said the event marked the first time they were reuniting since 20 years after they left the NDA, adding that they decide to bring their families along to bond with one other.

“We are reaffirming our loyalty to the Nigerian state and to the Commander-in-Chief of the Armed Forces of Nigeria.

“We are soldiers and it is our paramount duty to pledge our alloyed loyalty to the Commander-in-Chief as well as Nigerian states,” he said.

Umar said the event afforded them the opportunity to reconnect as colleagues and to also bring their families and children together, create friendships among them and also have the opportunity to help one another along the line.

“It has been long 20 years and we have also lost our colleagues in the fight to defend this very important country.

“This an opportunity for us to bring their families and their children to formally acknowledge them, appreciate them for what they have done for this great nation,” he said.

Umar said the association had ensured that families of their deceased colleagues are carried along and cared for, adding that the group usually reaches out to them during the Armed Forces Remembrance Day every year.

He said the group had been meeting regularly during courses at the Armed Forces Command and Staff College or the National Defense College, adding that they never had ample time to relate since they left NDA.

“So we got the permission for us to hold this reunion so as to allow each and every person that is not currently engaged to come together to make this event colourful.

“When we started in NDA, we were like 191 when entered 25 years ago and then along the line, some could not make it the end and we were 141 that graduated.

“Along the line, some left as Captain, Major and Lieutenant Colonel ranks and unfortunately we lost some of them, like nine of them.

“So currently, we have like 50 Colonels and five Lieutenant Colonels in the army. We equally have three Navy captains and one commander and we have almost like a 27 to 28 Group captains and two Squadron Leaders in the Air Force,” he said.

Also, Navy Capt. Abiodun Folorunsho, Member of Organising Committee, said the reunion meant a lot to them owing to the fact their set bear the brunt of most of the ongoing operations around the country.

He said they were growing in service and had to answer the clarion call since insurgency started.

Similarly, Group Capt. Jubril Mamman of the Nigerian Air Force, said they need to integrate and do better as they grow in service.

“As we are bonding, we are bonding ourselves, we are bonding our families and we hope that these bonds will last for a long time to come,” he said.

A member of the course, retired Lt.-Commander Ibrahim Baba-Inna, appreciated God for bringing them together after 20 years, adding that some of them who left the service are excelling in their various endeavours.

Baba-Inna, who was a governorship candidate in the last General Election in Adamawa, said the event was all about bonding since some of them had not seen each other 20 years ago.

“That is why we’re celebrating this reunion because so many of us have moved on while there are other colleagues of ours who flew from outside the country to come for this reunion.

“So many of our colleagues that are retired are into different kinds of businesses. Some are bankers, some are in the real estate sector.

“So a lot has been happening, and this reunion affords us the opportunity to come together to bond because we know ourselves, but we need to really know our families and our kids.

Baba-Inna, who runs an NGO that caters for military veterans said he had remained an advocate of the welfare of the veterans and widows of fallen heroes.

While commending the Military Pension Board for prompt payment of entitlements, he urged government to do more to enhance their welfare. (NAN) (www.nannews.ng)
