The ICPC has dismissed a report that the Department of State Services carted away files implicating  President Bola Tinubu and close aides from its office

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) dismissed the report in a statement by its Spokesperson Azuka Ogugua.

She said that the report was fake and baseless, adding that ICPC never had such files in any of its offices across the country.

“The Commission hereby state unequivocally that there were no files implicating President Bola Tinubu or his close aides at its headquarters or offices across the states.

“And, therefore, the alleged carting away of such imaginary files is unfounded and should be disregarded by the public,” Ogugua stated.

She said, while the commission did not dispute the role of the media to inform the public, it was however necessary to adhere to the tenets of the journalism profession in the discharge of such role.

According to her, for the umpteenth time, the Commission wishes to urge media organisations not to allow the use of their medium to propagate lies and unfounded reports by subversive agents.

“The Commission’s channels of communications remain open for clarification and confirmation, ” she said. (NAN)

Gunmen kidnapped the Ekiti State’s chairman of the All Progressives Congress (APC), Mr Paul Omotisho, on Saturday.

APC’s Publicity Secretary in Ekiti, Mr Segun Dipe, stated at Ado-Ekiti that the assailants abducted Omotisho as he was driving on the Agbado-Ekiti/Imesi-Ekiti Road.

“The chairman was driving in a Toyota Venza car when the assailants seized him.

“The gunmen shot at one of his tyres to immobilise the vehicle after which they seized and drove him off in a Toyota Hilux van.

“He was alone in the car when the incident happened.

“Security agencies – the police and Amotekun Corps (the Southwest security outfit) – have been alerted and they are working on the incident,’’ Dipe stated.

Reacting to the abduction, police spokesman in Ekiti, DSP Sunday Abutu, said the police would make a statement on the abduction after getting clear information. (NAN)(www.nannews.ng)

The Dean and Executive Secretary of the International Anti-Corruption Academy (IACA), Mr Thomas Stelzer, has called for more capacity building to enhance anti-corruption campaign in Nigeria.

Stelzer made the call on Wednesday when he visited the Anti-Corruption Academy of Nigeria (ACAN) in Keffi, Nasarawa State.

The News Agency of Nigeria (NAN) reports that the academy is run by the Independent Corrupt Practices and other related offences Commission (ICPC).

Stelzer who is on official visit to Nigeria, said that  scaling up training in corruption fight in the country would create a resilient anti-corruption system needed to effectively fight the menace.

He said in spite of how heady international corruption can be, the fight against corruption could still be won.

He said that IACA would explore ways to work with the academy to strengthen capacity of anti-corruption warriors in Nigeria to achieve desired outcomes.

Stelzer noted that Nigeria had introduced lots of national expertise and innovations in the fight against corruption that could be shared by the 189 countries that signed the international convention on corruption.

According to him, although many countries have domesticated the convention, but yet to develop strong normal systems.

“There’s a big gap between the moment and the competition, and this will be all coming with capacity making assistance,” he said.

Earlier, the Provost of ACAN, Mr Olatunde Barawale said that there were many areas it would want to partner with IACAN, especially in manpower training and development to enhance the capacity of citizens in the fight against corruption in Nigeria.

“I believe that this particular visit will provide us with the opportunity of tapping from the rich resources of the academy,” he added.

The provost disclosed that the academy had since inception in 2015, trained no fewer than 20, 279 people in more than 200 different programmes related to the fight against corruption.

He said that out of the number, 532 were trained in the last six months.

In his remarks, Prof. Bolaji Owasanoye, the Chairman of ICPC said that Stelzer’s visit was in furtherance of an MoU signed in Egypt in 2021.

According to Owasanoye, the MoU involved collaboration on manpower development and other areas.

“Stelzer’s visit is in furtherance of operationalising that MoU and exploring areas of mutual benefits for IACA and the ICPC.

“We hope to be able to collaborate with IACAN on some of its training programmes and in developing training programmes for West African sub region, Sub Sahara Africa and indeed Africa on Anti-Corruption.”

Mr Thomas Stelzer, Dean, International Anti-Corruption Academy, (IACA), Vienna, Austria, has faulted the measuring tool used by Transparency International (TI) in its Corruption Perceptions Index (CPI).

This is contained in a statement issued on Friday in Abuja by Mrs Azuka Ogugua, spokesperson of the Independent Corrupt Practices and other related offences Commission (ICPC).

According to Ogugua, Stelzer made the observation when he visited the ICPC headquarters as part of activities of his working visit to Nigeria.

He noted that the TI measuring tool, had lots of gaps that needed to be bridged, adding that governments were doing so much but do not get credit.

Stelzer, who is IACA’s Executive Secretary of Assembly of Parties, stated that TI’s CPI puts governments in difficult positions because no matter how hard governments of nations work, they were exposed and reduced to the perceptions of constituents.

He said as a way out, the IACA was working on measuring corruption as part of its research work by putting together all the expertise, bringing on board everybody who had something to contribute to the project in order to see the right methodology to adopt for better results.

“We are totally imperative, we are transparent, and we want everyone to participate from the beginning so that we can hold everybody accountable in implementing later what we might have agreed on.

“And we would also like your Academy to contribute,” he said.

The IACA dean also explained that International Anti-Corruption Academy was the only intergovernmental, international organisation that concentrates on the holistic fight against corruption.

He also said that it was the only organisation that enjoys the status of an institution of higher learning, authorised to offer academic degrees, offering technical assistance and capacity building to practitioners to facilitate implementation of the provisions of the United Nations Convention Against Corruption (UNCAC).

In his remarks, the ICPC Chairman, Prof. Bolaji Owasanoye, SAN, gave a brief background of the Commission vis-à-vis her statutory mandate.

Owasanoye explained that though ICPC was set up in year 2000, a few years before UNCAC, it commendably reflects UNCAC’s principles and focus which could be seen in the commission’s tripartite mandate.

He gave a rundown of the three-pronged mandate of enforcement, prevention and enlightenment.

He added that though not easily measurable, ICPC made a lot of progress under its preventive mandate, which wass not measured nor captured by the CPI.

He added that though the efforts contributed massively to the fight against corruption.

He listed some other specific projects ICPC engaged in to include being the secretariat for inter-agency committee on stopping Illicit Financial Flows (IFFs) in Nigeria.

He explained that in that capacity, the commission organises capacity building on slippery areas such as tax evasion, transfer pricing, trade mis-invoicing for organisations connected to IFFs.

“Issuance of advisories to government on dumping the use of confidentiality clauses in extractive industry and eradication of the use of tax waivers for multinational companies.

Other activities according to him included designing guidelines for the private sector to recognise vulnerabilities to IFFs in their operations.

“Being central in propagating the Common African Position on Assets Recovery (CAPAR) by collaborating with the High-Level Panel chaired by former South African President, Thabo Mbeki; training of the media on using perception tools among other activities.”

The Chairman also revealed that ICPC through its training arm, ACAN, has begun conducting surveys of experiences with corruption, in order to know how to adjust and deal with issues instead of relying solely on the annual report by TI.

“We would love to be able to partner with IACA to become a regional hub for some of our activities and those of IACA to exchange staff once we agree on the parameters.

“And to test the waters by having some activities at the regional level jointly with funding from partners to build capacity within anti-corruption agencies and in the broader context among stakeholders and public sector players towards diminishing corruption,” Owasanoye said. The Police Command in Lagos State says its operatives have foiled an attempt by  hoodlums to steal oil at the Nigerian National Petroleum Corporation (NNPC) Pipeline.

The command’s spokesperson, SP Benjamin Hundeyin, made this known on his verified Twitter handle on Saturday.

He said that the incident happened at 2:00 a.m. at the Idimu area of the state.

Hundeyin said that the hoodlums unlawfully gained access into the site and were siphoning oil from the pipeline into their tanker.

The image-maker said that the police, who got information about the theft, stormed the scene and the thieves abandoned their tools and fled.

“The oil thieves absconded, abandoning their truck and tools, upon sighting police officers who responded swiftly when notified,” he said.

Hundeyin said the Commissioner of Police in the state, Mr Idowu Owohunwa had also visited the scene of theft. (NAN)(www.nannews.ng)

Rear Adm. Olumuyiwa Olotu has assumed duty as the 20th Commandant of the National Defence College (NDC) with a pledge to build on the foundation laid by his predecessor, Rear Adm, Murtala Bashir.

Olotu, at an event to mark the signing of the handover and takeover note on Thursday in Abuja said he would toe the lines of his predecessor.

He said his administration would focus on the development of academic programme of the college, infrastructure and staff welfare.

“I have listened very attentively to the remarks by the immediate past commandant and for every word he said, it was as if I was the one making the remarks.

“We are two people of very like minds because in his remark, he talked about the academic programme of the college which in my mind is the main essence of the college.

“He talked about infrastructural development of the college which of course is very important to the academic programme of the college.

“He talked about the welfare of personnel which is key because without it, there will be no motivation for the work force.

“So in the same vein, I intend to toe the same line because we have gone round all the college facilities and spent time to deliberate on ongoing programme,” he said.

Olotu called for support and cooperation from members of the college, which he said were necessary for him to succeed.

He pledged to run an open door policy and carry every member of staff  along in the running of the college.

Earlier, the immediate past commandant, commended members of the college for the support and cooperation offered to him during his administration.

Bashir said the focus of his administration upon assumption of office in January, 2022 was in the area of curriculum, infrastructure and welfare of staff.

“For the curriculum, I felt we needed to inject some things to make it more responsive to current and emerging issues globally.”

He said his administration was able to embed Masters programme in the 11 months duration of the Higher Strategic Course.

“As it is now, the participants will spend 11 months and get their masters degree without going to University of Ibadan or Nigeria Defence Academy.

“The only challenge left in this direction is that participants still go back to the institutions for their convocation.

“So going forward, it is important for the college to restructure the centre in liaison with the National Universities Commission to upgrade the institution to a full fledged university.

“`By doing that, we will be able to domicile the master degree completely in the college by having the participant have their convocation in the college instead going to other institutions,” he said.

He called on the new commandant to step up efforts to make the college a full ffledged niversity for the Masters Programme. (NAN)

The Headquarters 31 Artillery Brigade Minna, on Thursday, conducted medical outreach for residents of Pogo Community in Paikoro Local Government Area of Niger State.

 

The outreach is part of activities marking the 2023 Nigerian Army Day Celebration (NADCEL).

 

The Brigade Commander, Brig.-Gen. Hamidu Bobbo, said the gesture was part of the military tradition of offering humanitarian services to civilians to foster cordial relationship and cooperation.

 

Bobo said the Nigerian army was not only engaged in military operations but also other activities such as the medical outreach to support the civil populace.

 

“We intend to say thank you to the community for the support they have been given us during our operations and we came with our professionals, our experts to conduct certain minor basic tests.

 

“We have mix of some basic drugs to tell the committee thank you, keep on supporting us, we are your army. The Nigerian army is for the public and we intend to put in our best in whatever capacity we found ourselves.

 

“It is part of what we call civil-military relationship and there is no society where the military lives on its own or the civilians on their own.

 

“So our intention here is to tell the populace that we are for them,” he said.

 

The commander added that the team comprised is of a medical consultant and doctor who would examine patients and administer free drugs.

 

He said that referral would be made to the Medical Center at the barracks as well as to general hospital for cases requiring further examination.

 

One of the beneficiaries, Mr Tukura Zakari, appreciated the Nigerian army for the gesture, saying that he had his blood pressure checked and provided with free drugs.

 

According to him, the intervention of the army has helped him to save a lot of money, which would have been spent if he had gone to hospital.

 

“We appreciate them for what they have done to us and we pray that God continues to enrich them and continues to move them forward,” he said. (NAN) (www.nannews.ng)

National Security Assessment Group (NSAG), a civil society group, have commended the Armed Forces of Nigeria for its continuous commitment to the welfare of military retirees and Next of Kins (NOKs) of deceased personnel.

 

The group made the commendation in a statement by its President, Mr Abiodun Idowu, on Friday in Abuja.

 

Idowu said that welfare was one of the motivating factors that would ginger troops to go all out against the enemies of the country.

 

Hs said their position was sequel to recent payment of the third tranche of the Security Debarment Allowance (SDA) to eligible military retirees/NOKs of deceased personnel by the Military Pensions Board (MPB).

 

According to him, at this critical time when troops are engaged in various military operations across the country, the constant payment of SDA is a reminder that their sacrifices for the country will not be in vain.

 

The group expressed confidence that welfare of military personnel would receive boost under the current leadership given the excellent human relationship the Chief of Defence Staff, Maj.-Gen. Christopher Musa, had always had with troops in his line of duty.

 

“We are grateful that the welfare of eligible military retirees/Next of Kins (NOKs) is now being given utmost importance.

 

“It is a big relief for the affected especially during this period of economic meltdown.

 

“Importantly, this is a morale booster for our troops engaged in various military operations across the country.

 

“As they fight to provide peace and stability in the country, they are assured that the country is behind them and their sacrifices will not be in vain.

The Chief of Army Staff (COAS), Maj.-Gen. Taoreed Lagbaja, says Nigerian Army under his watch will stamp out oil theft and pipeline vandalism in the country’s Niger-Delta region.

Lagbaja gave this assurance during an interactive session with media executives on Wednesday in Ibadan as part of activities marking the 2023 Nigerian Army Day Celebration (NADCEL).

“The Army will focus on the situation in the Niger-Delta region, just as it will not also lose focus on what is happening in other parts of the country in line with the mandate of the current government,” he said.

Lagbaja said this was necessary since most of the country’s oil and gas infrastructure are in the South-South region, pointing out that 90 percent of Nigeria’s revenue are from the sector.

He expressed concern that pipelines’ vandalisation and oil theft in the Niger-Delta region have affected the country’s revenue generation, stating that urgent steps must be taken to curb the situation.

“The President has said that the nation is bleeding from all these. The money is not just there to do what we used to do in the past.

“This has led to the removal of oil subsidy and the floated exchange rate, while other reforms have also been put in place.

“Riding on the ‘Renewed Hope’ agenda of the President, the Nigerian Army under my watch will stamp out oil theft and pipeline vandalism in the Niger-Delta,” Lagbaja said.

The COAS further said that he would also not lose focus on banditry in the North-West.

”I know that people desired to go back to their farms and live normally as law-abiding Nigerians.

“We will work to defeat banditry and kidnapping which are being operated freely in some communities.

”We will therefore entrench there in the North-West the stability we have achieved in the North-East region.

“We want a situation where people can wake up by 2 a.m. and be confident to engage in their legitimate business.

“In those days, truck owners/drivers transport fish from Baga to Onisha and leave Baga by 2 a.m. without any fear of insecurity.

“So, we want to return to that era where people live peacefully in Plateau and parts of Southern Kaduna and other places where we are currently experiencing security challenges,” he said.

The COAS also said it was gratifying to note that the Nigerian Army was frequently called upon to address various security challenges confronting Nigeria.

”This is because the Army has been found to be reliable and meeting Nigerians’ expectations.

“We are not complaining about the frequent calls, because we are the people’s Army.”

The Chief of Army Staff (COAS), Maj.-Gen. Taoreed Lagbaja, says the Nigerian Army is relying on modern equipment in its fight against insurgency, terrorism, banditry and other crimes.

Lagbaja said this in Ibadan during an interactive session with media executives as part of activities to mark the 2023 Nigerian Army Day Celebration (NADCEL) and 160 Anniversary of Nigerian Army.

“We no longer rely on 1970 or 1980 equipment to fight the battle of 2023.

“The Nigerian Army has procured various modern equipment and also has internally built ones.

“We have adequate equipment to ensure troops are ready to perform their task and tackle those challenges confronting Nigeria in 2023.

“We have asked Research and Development to build some of those equipment we used to import from abroad; if you go to our command in Kaduna, you will see what the mechanical engineers are doing.

“They are building vehicles; very soon we may be exporting some to neighbouring countries.

“We have design method activities such as training and further training.

“We partner with foreign agencies to further train our troops when they come out from initial training at the Defence Academy Training School and Nigerian Arny School in Zaria,” he said.

Lagbaja said that the immediate past Chief of Army Staff, Lt.-Gen. Faruk Yahaya, had done a lot on infrastructure, medicals, training, among others.

“I will not go below those achievements; I will rather improve on the standard.

“I will work very hard to improve on the present standard of the Nigerian Army on training, education of the leadership cadre and welfare of families of both the living and the deceased.”

Lagbaja said that he would improve on the wellbeing of the troops to enable them provide security.

“We shall provide enabling environment for Nigerians in line with the core mandate of the Nigerian Army. We shall also extend cooperation to the host communities.”

He said the security situation in Nigeria was gradually improving.

“The situation is not as it was in 2014 to 2017, but there are still some level of security challenges in some parts of the country.

“The Nigerian troops are battling with those security challenges. We have done a lot in checkmating those criminal elements.”

He said that massive investment in the procurement of modern equipment by former President Muhammadu Buhari ensured the improved security situation currently witnessed in the country.

Lagbaja said that the procurement of military hardwares, general purpose machines and other ammunition went a long way in stabilising the security situation in the North-East and other parts of the country.

He said that the Nigerian Army would not rest on its oars and would work hard to meet the expectations of Nigerians.

“Our goal is to return peace and stability to all nooks and crannies of the country,” he declared (NAN)
