NDA inaugurates Queen Amina statute, other projects

By Mohammed Tijjani
The Commandant, Nigerian Defence Academy (NDA), Maj.-Gen. John Ochai, has inaugurated the Queen Amina of Zazzau statute at the academy in Kaduna.
Ochai also inaugurated the Nigerian Defence Academy Officers Wives Association Secretariat and two vehicles.
He also inaugurated three four-bedroom flats each for senior staff of the academy.
The commandant said, “Queen Amina of Zazzau, who was a warrior Queen, lived in this part of the country in the 15th century.”
Ochai said that her statute was put in place to motivate the cadets to put in their best and to imbibe some of the qualities with which she was known for.
He said and as it was recorded in the Kano Chronicles and also corroborated by oral tradition that she embodied leadership, courage, integrity, determination and bravery.
Ochai said, “These are the qualities we want our characters to have.
“The significance is that we are telling our own story in this part of Africa that there was a time there was a great queen in an era where when in other parts of the world bravery and warriorship was still a masculine affair.
“So, Africa has had its great women before colonialism came, so it’s not a new thing we had gender equality and we had women that have held their own.
“I must state here that the Queen Amina of Zazzau at the height of her reign occupied a territory of about 400,000 kilometres square which is about 40 to 50 per cent of the territory we now call Nigeria.
“So, you can imagine the magnitude of the area she controlled, and this was as a result of her determination and leadership.”
The commandant, therefore, urged the cadets to imbibe those qualities, adding, “that’s why we are honouring her.
“As you are aware, the Nigerian Defence Academy is located in Kaduna State and it’s part of the territory she once controlled and holds sway and that’s why we are recognising her as a warrior as well as a female.
“Today, we inaugurated the Nigerian Defence Academy Officers Wives Association Secretariat which was before now in the old academy’s site at the Ribadu Cantonment,” Ochai said.
He said the event marked a significant step in moving the officers’ wives and their activities to the permanent site.
Ochai added, “We also inaugurated three flats, four bedroom each for senior staff of the academy and the aim of this is to ensure that their welfare is well taken care of and that will motivate them to put in their best.”
The News Agency of Nigeria (NAN) reports that NDA organised a Regimental Concert in honour of Ochai who is expected to hand over to his successor, Maj.-Gen. Abdul Ibrahim, on Tuesday.

Army seeks stronger military-media relationship

By Sumaila Ogbaje

The Chief of Civil Military Affairs (Army), Maj.-Gen. Gold Chibuisi, has called for stronger partnership between the media and the military to enlighten the public on the activities of the Nigerian Army.

Chibuisi made the call at the Roundtable with members of the Defence Correspondents Association of Nigeria (DECAN), in Abuja.

He said the forum was one of the many platforms that the army intended to leverage to keep the army and media engaged as partners in the work of interacting with members of the public.

“The role you play in covering our programmes is crucial, and it is important that you understand us to be able to reflect our activities well.

“Also, through your work, we are able to get feedback on the impact of our programmes, our activities, and our operations.

“So, it is a symbiotic relationship, and I want to once again appreciate you for all that you have been doing in supporting the Nigerian Army, and I look forward to more meaningful engagements and even better relationships going forward,” he said.

Chibuisi said the effort to ensure harmonious relationship between the military and the civil populace was a work in progress.

He said there was need for people to understand that the Nigerian Army was their own army and not their enemy, adding that the media had important role to play towards achieving that.

According to him, every Nigerian should realize and understand that every military personnel comes from a family and a community in the country.

The President of DECAN, Ismail Musa, reaffirmed the journalists’ commitment to strengthening the vital bond between the military and the media.

Musa said the partnership was essential to defeating terrorism, combating crime, and securing the peace and stability of the nation.

He pledged sustained collaboration with the armed forces, and all relevant security institutions.

“Through accurate, investigative, and balanced reporting, we aim to enhance public understanding, promote national security, and showcase the sacrifices made daily by our gallant troops.

“We are acutely aware of the sensitivity and complexity of national security reporting.

“That is why we prioritise continuous engagement with the Ministry of Defence, the Armed Forces, and the Office of the National Security Adviser,” he said.

In his brief on the activities of the Department of Civil Military Affairs (DCMA), the Assistant Director of Administrative, Lt.-Col. Muhammed Sani, said the army has been able to enhance civil military relations with local communities.

Sani said that the army had executed several quick impact and special intervention projects across the country through the department.

He said the department was established in 2010 as an interface between the Nigerian Army and the civil populace. (NAN)(www.nannews.ng)

Expert urges urgent action to end school kidnappings

Expert urges urgent action to end school kidnappings

By Daniel Obaje

Dr Jibrin Abubakar, a media and public relations expert, has urged the Federal Government to implement stronger measures to tackle the growing menace of school kidnappings across the country.

Abubakar made the call after defending his 174-page PhD thesis on school kidnappings at the National Open University of Nigeria (NOUN), Abuja.

He said the situation demands urgent action beyond policy talks and recommended the swift passage of the Nigeria Forest Security Service (NFSS) Bill to secure forests and ungoverned spaces that have become hideouts for bandits.

He called for the full implementation of the National Policy on Safety, Security and Violence-Free Schools, stressing that security measures must move from paper to action to safeguard children.

Abubakar said there is a need to combine security operations with non-kinetic approaches such as education, economic empowerment, and community engagement to undercut the appeal of banditry.

“These will help generate more ideas. It is also disheartening that our borders are very porous,” he said.

According to him, the unchecked proliferation of small arms and light weapons due to porous borders poses a serious threat to national security.

The media expert warned that the growing population of out of school children could fuel future insecurity if not addressed.

He therefore recommended that grievances and motivations of violent groups should be carefully studied to design interventions based on the Social Contract Theory and the Greed and Grievance Framework.

Abubakar called for regulating sermons that could fuel extremism, stressing that unchecked radicalisation remains a major security risk.

He urged the government to apply a strategy of leadership decapitation, targeting the top commanders of Boko Haram, ISWAP, and armed bandit groups, to disrupt their operational capacity.

Abubakar called for collaborative effect, noting that achieving safe schools and communities requires collective efforts from government, communities, NGOs, private sector and international partners.(NAN)

I-G launches school protection squad in Edo

I-G launches school protection squad in Edo

By Usman Aliyu

The Inspector-General of Police (I-G), Kayode Egbetokun, has launched the Nigeria Police Force School Protection Squad for Edo in Benin.

Egbetokun, who launched the squad during a stakeholders’ forum, said the initiative was part of efforts to ensure security and conducive learning environment for teachers and students.

Represented by Salman Garba-Dogo, Assistant Inspector General (AIG) in charge of Zone 5, Benin, the police boss described the school protection squad as a milestone in the force’s ongoing commitment to safeguarding educational institutions in the country.

The theme of this forum is: “Strengthening Security Resilience and Integration of Host Communities in the Protection of Education”.

According to him, the squad will serve as a rapid response and preventive unit specifically trained to work with school communities, assess threats, respond to emergencies, and build trust between students and law enforcement agencies.

“Their role goes beyond protection, they will engage students, provide educational support on safety awareness and foster a culture of vigilance and partnership.

“Our goal is not just physical security but emotional reassurance for students, teachers and parents alike,” he said.

The initiative, the I-G said, was developed in close collaboration with the ministry of education, government and the parents-teachers’ association.

“This is a reflection of our belief that school safety is a shared responsibility that requires unity, vigilance and compassion.

“Every child has the right to learn in an environment that is free from fear. We will not waver in our duty to protect that right,” he said.

The police chief encouraged students/pupils, educators, and families to partner with the police, share concerns, report suspicious activities, and engage school officers.

He added that, “together, we can make our schools safer, stronger and more resilient.”

Also speaking, Gov. Monday Okpebholo, said his administration was aligning with the Federal Government’s school protection’s vision and coming together to implement effective strategies that will protect children and educators.

According to him, the initiative will ensure that every child in the state can learn, grow and thrive in a secure and nurturing environment.

The governor noted that education was not just a pillar of development, but the foundation upon which we build our future.

“So, as we seek to strengthen our educational system, we must first confront the escalating challenges threatening the safety of our children and their learning environments which includes schools.

“These challenges are not unique to Edo State, they are national in scope and therefore, demand a coordinated and inclusive response as provided by this forum,” Okpebholo said.

The governor, who was represented by his deputy Dennis Idahosa, said to enhance security across its educational institutions, his administration has embarked on construction of perimeter fencing of schools to provide physical protection.

He said his government had also deployed the state’s security corps to the grassroots to tackle security threats in schools, providing mandatory guidance and counselling offices across schools with constant checks on students, among others.

On his part, the Commissioner of Police, Dr Abayomi Shogunle, who is the National Coordinator of School Protection Squad, described the initiative as a combative community peace strategy designed to protect schools, empower students and build trust between law enforcement, educators and family.

Shogunle disclosed that over 65 police officers from Edo State Police Command had been trained to respond, go on sensitisation regarding school safety initiative across the three senatorial districts of the state.

“What the IGP is trying to do is to get everybody involved, because it is safer and cheaper to prevent crime from happening rather than being reactionary, to the security situation around schools,” he said.

The senior police officer said the force had a dedicated call centre to receive calls from students, parents, teachers and people in the SOS community, ensuring to attend to their calls no matter the time of the day all over the country.

He said the security and safety of schools and other learning environment attracted the Federal Government’s attention, as the nation had faced security challenges such as kidnappings, homicide related cases, and destruction of school infrastructure, sometimes leading to school closure and negatively affecting the host communities. “There is no member of the national assembly, both in the Senate and House of Representatives that does not know that the forests have become a threat to us.

DHQ takes security campaign to Adamawa community

By Sumaila Ogbaje

The Defence Headquarters (DHQ) on Thursday, embarked on a military diplomacy campaign to Yola South Local Government Area of Adamawa to sensitise the people on promotion of peace, security and patriotism.

The News Agency of Nigeria (NAN) reports that the campaign, being the maiden edition, was being conducted by the Directorate of Defence Media Operations to different parts of the country.

Addressing the audience at the Shagari Primary School premises in Yola, the DHQ Team Lead, Commander Godwin Egbunu, said the campaign was organised to also appreciate the people for their cooperation.

Egbunu said the campaign was an initiative of the Chief of Defence Staff (CDS), Gen. Christopher Musa, to encourage continued collaboration between the military and its host communities.

He said it was a way of reaching out to communities to encourage them to come out and share credible intelligence to support the ongoing military operations nationwide.

“Part of our message is for the youths and community members to desist from joining or being lured into criminal groups, cult groups, kidnapping gangs, and all other things that will bring about negative vices.

“We want to ensure that communities live at peace with one another, avoiding communal clashes.

“Wherever there are controversies, they should reach out to the nearest military unit to air their grievances so that the military can step in to avoid skirmishes.

“Also, we want to encourage you not to see the military as enemies but to see the military as partners and uphold the trust.

“The military is your military, so they should love the military, embrace the military, and be friendly with the military,” he said.

Egbunu urged the people to also exhibit spirit of patriotism, orderliness and attitudinal change to ensure peace and security in their communities.

He also urged parents to observe their children, know how they live outside homes to be able to know when they begin to engage in negative activities.

He also urged them to always volunteer useful information to the military and other security agencies as well as avoid taking laws into their hands, adding that self defence does not mean killing another person.

The military officer also warned about the danger of fake news caused by the use of social media, saying that fake news had a negative impact on peace and security in the society.

He urged them to always rely on traditional media outlets like TV and radio stations to get authentic news or contact the nearest military formation to verify whatever information they had.

According to him, the military is not only about fighting, the military is also engaged in several non-kinetic efforts like medical outreaches, educational support and provision of essential amenities like boreholes.

He urged the people to be bold to relay whatever negative experience they might have had with the military in the past.

The Commander 23 Brigade Yola, Brig.-Gen. Paul Zawaya, represented by the Brigade’s Intelligence Officer, Lt.-Col. Felix Ayeni, commended the people for their cooperation with the military in tackling insecurity in the state.

He said the successes recorded by Operation Farauta in the state was as a result of the support of the government and people of the state.

The Chairman, Yola South Local Government Area, Salihu Malkohi, represented by the Director of Media and Public Affairs, Aliyu Isah, thanked the CDS for the initiative and thanked the military for the good job being done in the state.

Malkohi said the local government had remained committed to supporting the military and other security agencies in ensuring peace and security in their communities.

He said the security being enjoyed in the local government had attracted an influx of people to the local government and attracted development and economic opportunities.

He solicited for more military presence in Adamawa, saying that were ready to give more land for more military barracks in the state.

Some of the community leaders who spoke with NAN commended the CDS for the military diplomacy campaign initiative, saying it would boost their confidence that they had a military that they could be proud of.

Mr Darius Susarumso, a civil servant, said the engagement had painted a different picture of the military in the minds of the people.

Counterterrorism: Nigeria adopts technology to secure Sahel region

Counterterrorism: Nigeria adopts technology to secure Sahel region

By Ogbaje Sumaila

Nigeria has adopted the Counter Terrorism Technology (CT-TECH+) initiative to enhance its capacity to secure the country and the Sahel region.

The Coordinator of the National Counter Terrorism Centre, Office of the National Security Adviser (NSA), Maj.-Gen. Adamu Laka, made this known at the official kick-off of the CT TECH+ initiative, organised in collaboration with UN Office for Counter Terrorism (UNOCT), on Thursday in Abuja.

The event was also in collaboration with Interpol and funded by the European Union.

The News Agency of Nigeria (NAN) reports that CT TECH+ is a two-year joint initiative that aims to strengthen the capacity of partner states, including Nigeria, to respond effectively to the growing threat of terrorism facilitated by new and emerging technologies.

Laka said that technology has ushered the world into a new era where global citizens now find themselves living in two interconnected realms, the physical world and the digital domain.

He said as innovation continues to evolve and new technologies emerge at an unprecedented pace, it converges vast opportunities and also complex, dynamic, and ever-changing risks.

He said that the digital age had opened a gateway for terrorists to exploit emerging technologies from artificial intelligence to autonomous technologies, encrypted communications, and blockchain-based financial tools, among others.

He said the initiative has provided access to radical content, recruitment platforms, illicit funding mechanisms, and the anonymity provided by cyberspace have also compounded the threats we face daily.

“More recently, we witnessed a disturbing trend where terrorists use commercial drones for surveillance over military deployments and even more concerning, these same drones have been weaponised to deliver explosive payloads.

“These are key areas I would urge this initiative to look into critically, as they reflect the rapidly evolving nature of terrorist tactics.

“In this context, the CT TECH+ initiative is not just timely but essential. It comes at a critical moment when we must outpace those who seek to destroy the very fabric of our societies.

“The only way to do this is through innovation, adaptation, and strategic foresight.

“At the NCTC, we firmly believe in proactive, collaborative, and tech-enabled responses to the evolving threat landscape.

“We are fully committed to initiatives such as CT TECH+ that align with our mandate not only to counterterrorism, but to prevent and address the root causes of violent extremism across Nigeria, West Africa, and the wider Sahel region.

“I am confident that CT TECH+ will elevate our capabilities and also bring us closer to the vision of a secure and resilient Nigeria, and the region in general,” he said.

Laka said that the initiative must not be allowed to become just another talk shop, saying that stakeholders must ensure that it translates into concrete outcomes that will attain the objectives of the initiative.

In his remarks, the European Union Ambassador to Nigeria, Mr Gautier Mignot said:”terrorist threats are present on the five continents around the globe and they are taking new forms and shapes using new technologies.

“It is a constant, long-term fight which security agencies must always have to be one step ahead of the terrorists”.

According to him, security agencies have to be more clever, more internationally coordinated than the terrorists themselves who are also enhancing their coordination.

Mignot said the UN and its national organisations were committed to playing a pivotal role to support the CT-TECh+ initiative with a grant of 4.9 million euros.

This, according to him, is to contribute to global security by strengthening partner states’ law enforcement capacity to respond to the increasing use of new technologies for terrorist purposes while protecting human rights in a gender-responsive manner.

“We are very pleased to see Nigeria, among the few selected countries in Africa and in the world, the beneficiary of this initiative.

“I think it is a very right choice, as Nigeria is one of the most affected countries by the threats in Africa, but also one of the most capable to develop modern capabilities to prevent and fight terrorism,” he said.

Also, the UN Resident Coordinator in Nigeria, Mr Mohamed Fall, commended the Federal Government for its unwavering commitment to strengthening national security while upholding the principles of international law.

Fall said that it was a time of rapid technological advancement as emerging technologies held transformative potential for development, civic engagement, and the promotion of human rights.

According to him, these same technologies are increasingly exploited by terrorists to spread fear, recruit, radicalise, finance their operations, and conduct attacks.

Fall said that Artificial Intelligence (AI), the Darknet, encrypted communication platforms, and virtual assets have become powerful tools in the hands of those who seek to destabilise societies.

He said that CT TECH+ would, over the next two years, work to review and assess Nigeria’s law enforcement capabilities to tackle technology-enabled terrorism.

According to him, it will build capacity through tailored national threat assessments and legal frameworks, reinforce interagency coordination and public-private partnerships.

“This is why the CT TECH+ initiative is not just a project, it is a platform for action, a commitment to strengthening Nigeria’s resilience to the digital threats of tomorrow while upholding the values that unite us,” he said.

NAN reports that the CT TECH was launched on Feb. 10, 2022 at a virtual event attended by over 150 officials from the Permanent Missions to the United Nations, Member States’ capitals, United Nations entities and regional organizations.

The goal of this two and a half year initiative is to strengthen the capacities of law enforcement and criminal justice authorities to counter the exploitation of new and emerging technologies for terrorist purposes and to leverage these technologies in the fight against terrorism.

CT TECH is funded by the European Union and implemented under the UNCCT Global Counter-Terrorism Programme on Cybersecurity and New Technologies. (NAN)
