The Chief of the Air Staff (CAS), Air Marshal Hasan Abubakar, winged 12 new combat pilots from the Basic Flying Course-20 at the 403 Flying Training School (FTS), Kano.

This is contained in a statement by the Director of Public Relations and Information, Nigerian Air Force (NAF), Air Commodore Edward Gabkwet, on Thursday in Abuja.

The CAS charged the pilots to justify the efforts and resources invested in their training by contributing their best towards sustaining the successes recorded in the various theatres of operation within the country.

Abubakar said that NAF had continued to conduct independent and joint operations aimed at decimating the criminals and denying them freedom of action as well as shaping the operational environment in the various theatres.

He said the efforts could only be sustained with the injection of new and vibrant pilots to add energy and bite to the operations.

Abubakar said the new combat pilots were being injected at a time when the NAF had immensely benefitted from the Federal Government’s determination to provide necessary platforms and equipment in the fight against terrorism, insurgency and other forms of criminality.

According to him, the acquisition of new platforms comes with the attendant consequences on manpower, training, and operating costs.

“This challenge is further exacerbated by the anticipated arrival of an array of new platforms such as the M-346, AH-1Z, A-109 Trekker, and the remaining T-129 ATAK helicopters.

“For the NAF to bridge the manpower gaps currently experienced, a 3-year training plan to commence from January 2024 must be sustained amid the availability of funding.

“It is in view of this projection that the graduation of the Basic Flying Course 20 is gladdening, as it serves to bridge the pilot deficiency gap,” he said.

The air chief further reminded the newly winged pilots of the current security environment, which he said, had remained fluid and unpredictable due to threats posed by terrorists in the North as well as an upsurge in banditry and kidnapping activities across the country.

According to him, there still exist some threats to Nigeria’s unity and cohesion as posed by secessionist groups in the South East, just as the theft of crude oil in the South-South has continued to threaten the economic wellbeing of the country.

He reminded the pilots to be aware that the journey was far from over, hence the need to continually strive to elevate the NAF to greater heights.

Earlier, the Air Officer Commanding Air Training Command,  AVM Nnamdi Ananaba, said the graduation represented the final phase of a series of training activities aimed at producing fully qualified pilots for the NAF.

Ananaba said the objective of the flying course was beyond merely producing qualified pilots for the NAF.

He said it was aimed at producing pilots that were significantly knowledgeable to operate the new and highly technical platforms being inducted into the NAF.

He added that the school had since its establishment in 1967, trained over 207 pilots for the NAF and other sister air forces from other countries.

Ananaba said that the addition of 12 fast jet pilots was a significant boost to NAF’s preparedness to receive and operate the significant number of platforms expected to be inducted into service.

The ceremony was witnessed by the representative of the Governor of Kano State, retired AVM Ibrahim Umar, NAF branch chiefs as well as several retired and serving officers. (NAN) (www.nannews.ng)

The Comptroller-General (C-G) of the Nigeria Customs Service (NCS), Mr Adewale Adeniyi says unchecked drug abuse is a threat to the country.

Adeniyi said this on Thursday in Abuja, when he handed over some quantity of illicit drugs seized by officers of the NCS to the National Drug Law Enforcement Agency (NDLEA).

According to him, illicit drugs like cannabis sativa and tramadol pose severe threat to security and safety of citizens.

“Beyond being mere substances, cannabis sativa and tramadol are insidious destroyers, posing severe threats to public health, security, and social harmony.

“Authorities like the World Health Organisation (WHO) have consistently warned against the consequences of unchecked drug abuse, linking it to increased crime rates, compromised public safety, and hindrance to economic development.

“This is not solely a customs or NDLEA concern; it is a national crisis that demands immediate and collective attention,” he said.

He said that the alarming extent of this menace was vividly illustrated by the widespread nature of the seizures, spanning across various customs commands nationwide.

Adeniyi said that the seizure of the illicit drugs was done in various NCS formations across the country.

“ The seizures handed over are from the Federal Operations Unit ( FOU) Zone A -13,567 parcels of cannabis sativa, totalling 7,461 Kg.

“FOU Zone B – 1,511 parcels and 292 bags of Indian Hemp, 2,409 packets, and 8,700 unregistered sachets of tramadol, along with 2,042 sealed nylons containing D5 tablets.

He said that the collaboration between the two agencies extended beyond this handover.

“it is a commitment to ongoing cooperation in intelligence sharing, joint operations, and policy alignment,” he said

The Chairman of the NDLEA, Retired Brig. Gen. Buba Marwa, lauded the NCS for the seizures.

Marwa, who was represented by Samuel Gadzama, the Director of Operations and General Investigation of NDLEA, said drugs were connected with the spread of crime in Nigeria.

“For every crime and criminality, drugs plays a huge role in the country ” he said.

He said that the seizure would be immediately destroyed to guard against its circulation in society.

“Customs and NDLEA are setting the pace for what interagency collaboration should be.

“We will not only take over the exhibit, but if there is a lead, we are ready to investigate.

“We will ensure that we immediately destroy them. We are not going to give room for its circulation into society, “/he said.

Marwa called for more collaboration between the security agencies to curb crime and make the country a safer place.

He also suggested that the area commanders of that seizure zones be given letters of commendation.( NAN) (www.nannews.ng)

The Carmelite Prisoners Interest Organisation (CAPIO) has introduced a framework outlining the rights of custodial center inmates to vote in future elections in Nigeria.

Rev. Father Jude Isiguzo, the Executive Director of CAPIO, announced this during a stakeholders workshop in Abuja.

The developed document, named “Pollrite23,” aims to guide inmates in participating in general elections.

CAPIO seeks the approval and support of the Independent National Electoral Commission (INEC) for the implementation of the framework.

Isiguzo emphasised the organisation’s two-year effort to create the document, calling for INEC’s approval and collaboration to ensure the successful implementation of inmates’ voting rights.

The lack of a framework for inmates’ voting in Nigeria prompted CAPIO to develop this initiative, and the workshop aimed to gather input from stakeholders and experts.

The Controller General of the Nigeria Correctional Service, Haliru Nababa, acknowledged CAPIO’s positive impact on inmates’ well-being.

Nababa, represented by the Controller of Corrections in charge of Operations, Mr Ibrahim Usman, expressed the correctional service’s readiness to collaborate with CAPIO for the success of the “Pollrite23” project.

YIAGA Africa’s Programme Coordinator, Mr Ibrahim Faruk, pledged support for CAPIO, highlighting their commitment to promoting democratic governance, human rights, and civic engagement.

He emphasised the importance of advocating for inmates’ voting rights in Nigeria.

Mr Ogechi Obialo-Isuma from the Transition Monitoring Group, suggested that implementing electronic voting in Nigeria could expedite the process of granting inmates the right to vote.

He argued that electronic voting would not only facilitate inmates’ participation but also benefit election monitors and observers.

Various stakeholders present at the workshop expressed their commitment to supporting the implementation of the document, reflecting a collaborative effort to advance the voting rights of inmates in Nigeria. (NAN) www.nannews.ng

Security experts raise concern over EFCC’s handling of fracas with NAF

Security experts raise concern over EFCC’s handling of fracas with NAF

By Sumaila Ogbaje

ome security experts have raised concerns over the manner in which the Economic and Financial Crimes Commission (EFCC) has so far handled the fracas with Nigerian Air Force (NAF) personnel in Kaduna State.

The experts specifically frowned at EFCC’s style and strategy of resorting to media while handling a case with another government agency, without exhausting the proper channels or avenues in resolving the matter.

They opined that the EFCC should had engaged the leadership of the NAF at Kaduna first on the issues at stake, then reach out to the Headquarters NAF Abuja, if engagement with Kaduna base failed.

According to them, the EFCC and the NAF are both federal government institutions with key roles to play in the security architecture of our country and therefore, does not augur well for them to be seen bickering over an issue that could had been easily managed.

Dr Abdullahi Jabi, the Secretary General, International Institute of Professional Security (IIPS), said it was wrong procedurally for the EFCC operatives to go after serving personnel of the NAF without first of all requesting their service to hand them over for questioning or investigation.

According to Jabi, in a decent clime you don’t go in a crude manner to arrest suspects of cybercrime, particularly when they are of military branch because of the image issue.

“Even if EFCC is a government agency that deals with financial crimes, you should know that the NAF too are members of the armed forces and they are equally there to protect the integrity of their personnel and the nation as a whole.

”They should have engaged the leadership of NAF on how to get that issue resolved amicably, without attention of the public and causing unnecessary rivalry and tension among the civil populace.

“You remember that not too long ago on the abnormal behaviour of EFCC operatives who went to OAU and other places at night and you saw the public outcry and how the new EFCC said it was wrong,” he said.

Jabi said that EFCC should stop resorting to crude method of doing its job, adding that there is need for the operatives to be sufficiently trained on rules of engagement.

He described the incident as a product of unhealthy rivalry between government agencies and institutions that had serious implication for the national security.

Another security expert, Mr Demola Mubarak, criticised EFCC for always adopting media trial tactics, that had not in any way helped their cause and image, but instead portrayed them as “unprofessional and always seeking the easy way out”.

Mubarak said that winning cases by thoroughly going through the court processes would earn the commission the respect it deserved.

He also referred to a case regarding students of Obafemi Awolowo University that was poorly handled by operatives of the EFCC.

According to him, the EFCC media trial style was thoroughly dissected by Sunday Ehigiator in a piece published in ThisDay newspaper of Nov. 13, where he noted that the commission’s strategy of public shaming without due profiling, fell short of global best practices.

On the allegation by the EFCC that NAF personnel stormed their office in Kaduna and attempted to release their colleagues, the experts unanimously noted that irrespective of what occurred, the approach adopted by the anti-graft agency was totally uncalled for and unnecessary.

He agreed that the two critical government agencies must learn to find amicable ways of resolving issues involving their personnel.

He commended the NAF and its leadership for their maturity so far in handling the matter and for not taking the bait to respond to the media show by the EFCC.

Mubarak also advised EFCC to desist from their ineffective strategy of media trial that tended to downgrade not just the operational standards of the agency but amounts to deliberate policy of intimidation.

”The EFCC is meant to be an agency of uncompromising standards that should be a reflection of our domestic and international image in the fight against corruption,” he added. (NAN) (www.nannews.ng)

VThe Nigerian Navy (NN) says it has rescued a Cameroonian registered fishing vessel, MFV AFKI, which drifted off its course since Oct. 24 with two crew members on board.

The Director of Naval Information, Commodore Adedotun Ayo-Vaughan, said in a statement on Monday in Abuja, that the Nigerian Navy received a distress information about the missing vessel on Nov. 1.

Ayo-Vaughan said information received from the Netherlands Embassy in Nigeria indicated that the vessel was heading to Congo Kinshasa after it left Bangul in Gambia when it drifted off course.

He said that while in transit, the vessel suffered depleted fuel to her propulsion engines which resulted to her drifting off the coast of Sao Tome and Principe into the Nigeria’s Exclusive Economic Zone.

“Unfortunately, all efforts by the vessel owners to trace its location for possible rescue proved abortive.

“However, further surveillance revealed that the last known location of the vessel was as at about 72 nautical miles from the Nigerian coast.

“Consequently, the NN swiftly deployed Nigerian Navy Ship (NNS) DORINA at its Maritime Domain Awareness facilities for Search and Rescue Operation.

“Accordingly, on Nov. 17 at about 20:00 hours, after frantic surveillance by the deployed NN platform, NNS DORINA traced and made contact with the vessel, 17 nautical miles off Pennington terminal,” he said.

Ayo-Vaughan said that due diligence was made to ascertain the status of the vessel and was discovered that it had no incriminating items onboard and was subsequently towed to Escravos in Delta.

According to him, the NN Forward Operating Base in Escravos took custody of the fishing vessel for further administrative procedures in preparation for handover to the Netherlands embassy.

“The NN wishes to use this opportunity to once again reassure seafarers and indeed other maritime operators of its commitments to collaborate with local and strategic partners and allies.

“To ensure the safety and security of vessels as well as crew members who carry out legitimate businesses in or transiting Nigerian maritime environment.”(NAN) (www.namnews.ng)

UN agency worries over rising piracy attacks on Gulf of Guinea

UN agency worries over rising piracy attacks on Gulf of Guinea

179 total views today

By Oladapo Udom
The UNDP has expressed worry over the 50 per cent surge in the piracy and maritime crimes in the Gulf of Guinea (GoG) coastal areas in the first nine months in 2023.

The United Nation Development Programme (UNDP) Team Lead, Governance, Peace and Security, Mr Matthew Alao, said this at the inauguration of the Anti-Piracy and Prevention of Maritime Crimes Course 5/2023, on Monday in Lagos.

The event was organised by the Martin Luther Agwai International Leadership and Peacekeeping Centre (MLAILPKC) in conjunction with UNDP and the Government of Japan with participants from Ghana, Republic of Benin and Togo.

Alao said that the spate of piracy and maritime crimes in GoG was still of grave concern as the steady reduction in the menace experienced between 2021 and 2022 had been wiped off.

“There is an upward push of about 50 per cent in the piracy and maritime crimes recorded in the first nine months of 2023 vis-à-vis the corresponding period in 2022.

“Within the period of nine months of 2023, about 70 crew were victims of piracy and maritime crimes, 54 were taken hostages, 14 were kidnapped and 2 were injured.

“This astronomical increase in the piracy and maritime crimes reported by the International Maritime Bureau (IMB) of the International Chambers of Commerce (ICC) in GoG is therefore a wakeup call,” he said.

Alao, therefore, called on all maritime stakeholders to step up efforts in combating piracy and all forms of crimes and criminalities in GoG coastal areas.

Some senior officers at the inauguration of the of the Anti-Piracy and Prevention of Maritime Crimes Course 5/2023

Alao said that MLAILPKC had persisted to strengthen its capacity to run courses in anti-piracy since it was commissioned by UNDP and the Government of Japan in 2021 to undertake the assignment.

The UNDP representative said that MLAILPKC, with the technical collaboration from Nigerian Navy, had trained 117 beneficiaries in four past courses organised between 2021 and 2023 project cycle.

“The course that we are inaugurating makes the fifth course conducted by the Centre since 2021.

“This course is, therefore, timely and will complement the resilient interventions of other players in GoG region.

“It will strengthen the skills and knowledge of the participants on anti-piracy and prevention of maritime crimes,” he said.

Alao said that the intervention was a part of Japan funded project aimed to complement global, regional and national authorities’ visions and efforts at combating piracy and other maritime crimes in GoG region.

Some participants at the training.

“The intervention will reinforce synergies and partnership amongst GoG countries to combat piracy and maritime crimes.

“It will also promote international trades and ensure economic stability of the GoG member states and of their coastal communities.

“We thank the Government of Japan for sustaining its assistance to the Centre through funding of infrastructure and capacity building projects since 2014,” he said.

Alao, also appreciated the Chief of Naval Staff (CNS) Vice Adm. Emmanuel Ogalla and his team for their enviable partnership with UNDP and MLAILPKC to effectively implement the project.

The Chief of Training, Nigerian Army Headquarters, Maj.-Gen. Sanni Mohammed said that he was happy that the MLAILPKC was in collaboration with NASFA for the training.

The United Nation Development (UNDP) Team Lead, Mr. Matthew Alao; (standing) delivering address at the Anti-Piracy Course 5/2023 organised by Martin Luther Agwai International Leadership and Peacekeeping Centre (MLAIPLC) in partnership with Government of Japan and UNDP on Monday in Lagos

Mohammed, who was represented by the Commandant, NASFA, Brig.-Gen Julius Osifo, said that the collaboration was a testament to the growing synergy among the Services and other national agencies.

“The maritime sector plays an important role in the economy of governments of the GoG and enormous trans-shipping and fishing activities take place in this sector.

“However, the maritime sector is challenged by crimes such as piracy, which means that creating a safe maritime environment will remain an area of special interest for various governments along the GoG.

“In this regard, we laud the effort of the Government of Japan and the UNDP in providing support for the conduct of this course on Anti-Piracy in the GoG,” he said.

Sanni added that the Nigerian Army under the leadership of the Chief of Army Staff (COAS) Lt.-Gen. Taoreed Lagbaja was focused on transforming training institutions to international citadels of training and character building.

“I can see that some participants are either from the Navy, Maritime Police or Nigerian Maritime and Security Agency (NIMASA) alongside our international participants.

“I want to request all participants especially the international participants to make out time to explore the best areas of Lagos State because it is a microcosm of Nigeria,” he said.

Also, the Commandant, MLAILPKC, Brig.-Gen. Obinna Onubogu said that MLAILPKC, as a UN centre of excellence, was always keen to build capacity among West African military and civilian stakeholders towards curbing maritime crimes.

Onubogu added that the Course objective was to build capacity of participants on issues related to piracy in the GoG as well as the mitigating factors to improve national and regional security.

“Participants, should be rest assured that over the next two weeks, they will gain the required knowledge on how to mitigate the contemporary challenges posed by maritime transnational organised crimes in the GoG.

“The training will be intensive and realistic because a lot of hands-on practical training have been added to the programme,” the Commandant said. (NAN) (www.nannews.ng)
