Lagos warns fuel attendants, businesses to stop extra charges on PoS transactions

The Lagos State Government, through it Consumer Protection Agency (LASCOPA), has warned filling stations owners on the contravening the Consumer Rights Law.

Mr Afolabi Solebo, the General Manager, Lagos State Consumer Protection Agency (LASCOPA), gave the warning in a statement on Friday in Lagos.

Solebo warned fuel attendants and business owners to desist from all forms of extra charges arising from the use of Point of Sale (PoS) machines for transactions.

He said the warning became imperative due to several complaints received from consumers about illegal charges by some business outlets, especially filling stations.

Soleno noted with dismay the sad occurrence where consumers were charged extra cost for payment made through PoS machines for the purchase of Petroleum Motor Spirit (PMS), by operators of some filling stations in Lagos State and some owners of Small and Medium Enterprises.

He also warned business owners and operators of filling stations, including attendants, to desist from charging extra cost on payment made through the PoS.

According to him, such charges violate consumer rights and constitute unfair trade practices.

”The agency is concerned with the rising consumer feedback by motorist and consumers of PMS product particularly.

”We will continue to monitor this sensitive and evolving situation and remain committed to the protection of consumers in Lagos State,” Solena said.

He, therefore, urged motorists and consumers to report to the agency or visit LASCOPA annex offices closest to them, any filling station or operator that contravened the rights of consumers.

Nigeria Customs Service (NCS), says it will collaborate with Nigeria Export Processing Zones Authority (NEPZA) and Oil and Gas Free Zones Authority (OGFZA) to accelerate up Nigeria’s economic growth.

The Acting Controller-General of NCS, Mr Wale Adeniyi made the pledge when NEPZA’s Managing Director, Prof. Adesoji Adesugba and his counterpart from OGFZA, Senator Tijani Kaura visited him on Friday.

Adeniyi, while commending efforts of personnel, promised the Service readiness to partner with both agencies for the good of the country.

According to him, NCS is ever committed to collaborate with necessary Government’s Agencies in the task of ensuring national economic development.

“That is in line with the Renewed Hope Agenda of President Bola Tinubu led administration.

“So, I will like to express my commitment that we will forge this collaboration, we will work closer and we will get collaborations towards productive results for our economy,” he said.

Earlier, the Managing Director of NEPZA, highlighted the roles of Free Trade Zones in job creation, poverty reduction and national economic development.

Adesugba said for NEPZA and OGFZA to achieve their mandates as agencies saddled with the responsibility of developing the sector, there was the need for effective collaboration with the NIS.

He recalled the recent meeting of stakeholders in the sector in Abuja where they brainstormed on how to reposition the sector for optimal performance.

He said it was resolved that they meet with the NCS on the meeting’s outcome to further seek the way forward in the industry.

“We are very happy that we are going back to our various authorities and we are taking with us the fact that we will be working together.

“It is not going to be business as usual, we are going to be working with very vibrant team of Customs officers.

“And they are going to develop the capacity of all the officers and some of the stakeholders in the processes of the free trade zone to ensure investors are attracted to the freezones in Nigeria rather than go elsewhere.

“We want to work with Nigeria Customs and all other stakeholders that have anything to do with the free zone scheme to ensure that investors have sucour in Nigeria.

“And to ensure we are competitive, limit bureaucracy and the one stop shop part of the scheme actually works and we can’t do these without the Nigeria Customs, so that is why we are here,” he said.

Adesugba used the opportunity to congratulate Adeniyi on his appointment as the Acting Controller-General of NCS, while commending President Tinubu for making the right choice by appointing.

He described the NCS boss as a well trained and experienced Custom officer who rose from the ranks to become the Acting Controller-General.

On his part, the Managing Director of OGFZA, who also congratulated the NCS boss, stressed the need for effective public private sector collaboration towards developing the nation’s Free Trade Zones.

Tijani Kaura said he was impressed by the outcome of the meeting as it showed clear willingness by the Customs to support the free zone.

He expressed optimism that the collaboration would be on the interest of the nation, as well as ensure rapid economic growth and progress for the country.

Vladimir Putin, Russian President, says the Russian Government has written off $23 billion debt burden of African countries.

Putin spoke at the plenary session of the ongoing second Russia–Africa Summit 2023 holding from July 27 to July 28.

The News Agency of Nigeria (NAN) is one of the media partners of the summit, and its Managing Director, Mr Buki Ponle, is also attending the event.

He said Moscow would allocate an additional $90 million for these purposes.

Putin said Russia was advocating expansion of representation of African countries in the UN Security Council and other UN structures.

“Russia and Africa strive to develop cooperation in all areas and strengthen ‘honest, open, constructive’ partnership.

“Russia will also assist in opening new African embassies and consulates in Russia,” he said.

According to him, the reopening of embassies in Burkina Faso and Equatorial Guinea is going as planned.

He said sovereignty was “not a one-time achieved state,” and it must be constantly protected.

Putin also offered assistance to Africa in countering threats such as terrorism, piracy, and transnational crimes adding that it would continue to train personnel from African countries.

He assured that Russian businesses have a lot to offer partners from Africa.

Putin said transition to national currencies and the establishment of transport and logistics chains would contribute to the increase in mutual trade turnover.

“Russia is ready to provide trade preferences to Africa, support the creation of modern production sectors, agricultural sector, and provide assistance through relevant international structures and agencies.

Vice President Kashim Shettima says Nigeria is at a new dawn to chart and re-position its destiny for greatness, considering the measures adopted by the President Bola Tinubu administration to diversify the nation’s economy.

Mr Olusola Abiola, Director, Information, Office of the Vice President, in a statement said Shettima stated this while addressing political and business leaders at the second plenary session of the Russia-Africa Summit holding in St. Petersburg, Russia, on Friday.

He explained that government was taking decisive steps to fight crime, punish offenders, directly tackle insurgency, and do everything necessary to secure lives and investments in the country.

Shettima also said that the Tinubu administration had resolved and was firmly determined to consolidate on industrialising Nigeria and diversifying its economy into sectors that the country has a comparative advantage.

“The administration of President Tinubu recognizes the private sector as the engine of growth and a veritable partner in our economic agenda, and will therefore give the fullest possible support to foreign and domestic investors.”

“The administration has identified key growth drivers and sectors that are very important to the diversification of the Nigerian economy, including power, transportation, infrastructure, maritime, agro-processing, mining, manufacturing, petro-chemicals, food processing and textiles.

“The Nigerian government considers these sectors as key priority areas that will drive the country’s economic agenda,” the VP added.

Speaking further about investment opportunities in Nigeria, Shettima said “in view of the current geopolitical situation, we must begin to think of real time investment in addition to trading in commodities.”

He called on Russian companies to take advantage of the vast potentials in Nigeria, being the largest market in Africa, to invest in strategic areas and to derive maximum benefits.

On peace and security, Shettima noted that no meaningful development could take place without peace, adding that the Russia-Ukraine crisis was impacting on all nations in different ways.

“The ongoing situation between these two brotherly countries is unfortunate. Nigeria remains non-aligned in any conflict situation, but we are deeply concerned about the potential impact of the crisis on global peace and security.

“We call on parties to resolve the conflict through Diplomatic means as that is the best option for resolving conflicts and fostering international peace and security.”

Vice President Shettima commended President Putin and the Russian government for convening the Summit, noting that “it is very significant to Nigeria in many respects.”

“The second session of the Russia-Africa Summit is coming at a time when the administration of President Bola Tinubu is implementing a home-grown and private sector-driven Economic Agenda.

“The agenda is predicated on good governance, infrastructure and human capital development, as well as business climate reforms with the expected outcomes in job creation and poverty alleviation.

“The need, therefore, to invite private sector participation in the Nigerian economy cannot be over-emphasized. Moreover, the timing of the Summit is very appropriate, as it is a case of ‘Investments meeting Opportunities’.”

Earlier, the Russian President paid glowing tributes to the continent’s founding fathers, noting their contributions to the development of the current African States.

President Putin who spoke on a wide range of areas of cooperation between both countries, including security and defence, commerce, agriculture and climate agenda, reiterated his country’s commitment to the full economic transformation of the African continent.

“Russia is sincerely ready and willing to stand by African countries in their efforts to address challenges confronting them. We cherish our relationship with each African nation and will make efforts to sustain it.”

Seventeen African Heads of State, five Vice Presidents, 10 Heads of government, and some business leaders from Russia, Africa and beyond, are attending the Summit holding at St Petersburg’s ExpoForum.

The African Union (AU) has called for a lasting peace between Russia and Ukraine.

The Chairperson of the AU and President of the Union of the Comoros Azali Assoumani made the call at the ongoing 2nd Russia-Africa Economic and Humanitarian Forum.

According to him, we must fight for achieving lasting peace between Russia and Ukraine. This is the message of the African Union, and I fully endorse it personally.

“We travelled to Kiev to meet with President Zelensky and brought him the same message.

We have the same message for President of Russia Vladimir Putin.

“There is certainty among us that our call for peace will be heard because this is what humankind needs today.

“On behalf of the African Union, I once again call for peaceful coexistence between Russia and Ukraine, two brotherly nations and neighbours,” he said.

While restating AU’s position to promote peace and security in African, Assoumani condemned an “attempted coup d’etat’’ in Niger and called for the release of President Mohamed Bazoum.

According to him, we are doing everything possible to promote peace and security on our continent.

“However, we are witnessing all kinds of events these days. You know what happened in Niger just recently.

“We firmly condemn the way the events have been unfolding in Niger and demand that the President of the Republic of Niger and his family be freed immediately.

“Today, we are fighting for a multilateral, multipolar world. We, the people of Africa, understand well that the international system as it exists today must be reformed, which includes the UN system.

“Accordingly, Africa has every right to proactively contribute to the decision-making process, in particular as a permanent member of the UN Security Council,” he said.

Russian President, Vladimir Putin says Russia is reorienting its transport and logistics flows to the Global South, including Africa.

Putin said this at the ongoing 2nd Russia-Africa Economic and Humanitarian Summit in St Petersburg, Russia.

“The North-South transport corridor that we are building is designed to provide Russian products with access to the Persian Gulf and the Indian Ocean, with further connections via the shortest sea route to the African continent, among other regions.

“Naturally, this corridor can be used in reverse to deliver African goods to Russia,’’ he said.

Putin further said that connecting the North-South transport corridor with Africa, lunching regular freight lines and opening a Russian transport and logistics hub in a port on the eastern shore of Africa “could be a good start of our cooperation’’.

According to him, we consider it extremely important to expand the network of direct flights to Africa and to contribute to the development of the railway network in the continent.

“These are the most important goals of our time that we invite our African friends to tackle together,’’ he said.

The president also expressed Russia’s interest in strengthening ties with regional economic integration associations and structures in Africa.

“For example, we support establishing cooperation between the Eurasian Economic Union – a major integration project and Russia is part of it – and the African Continental Free Trade Area within the African Union.

“We are also ready to share with our African partners our experience in promoting integration between Russian and Belarus within the Union State.

“ We want to show our African partners what we have to offer on the key aspects of integration such as removing barriers within a single market, the operation of free trade areas, coordinating agricultural, industrial policies and in other sectors too.

“I am convinced that this comprehensive cooperation, both in bilateral and multilateral settings, will enable us to expand our economic ties with Africa in terms of both quality and quantity.

“I would also like to draw your attention to the fact that bilateral intergovernmental commissions have proven their worth in promoting economic and humanitarian cooperation,” he said.

While saying that Russia has the commissions with only a third of African countries, Putin said there are 18 of them for 54 countries.

“In this context, we suggest that the interested African countries who have yet to join this format should think about working with us to establish these commissions.

“It goes without saying that we are ready to move in this direction and believe that this would be beneficial.

“We are also ready to expand the network of our trade missions in Africa and have more economic advisors, as well as attaches for agriculture, education, research and ICT,’’ the president said.

The News Agency of Nigeria (NAN) Staff Multipurpose Cooperative Society Limited, has declared a profit of ₦16.09 million for the year July 25, 2023.

The outgone President of the society, Mr Moses Uzoagba, said this at the 12th Annual General Meeting (AGM)/Elections of the society on Thursday in Abuja.

Uzoagba said the cooperative was steadfast in the year under review, in spite of the economic trends, adding that it was able to invest wisely.

“I wish, therefore, to report that the cooperative made a surplus of ₦16.09 million after expenses.

“This came about through the commitment of the management committee and members in general,’’ he said.

He said that the management committee of the cooperative society proposed that 10 per cent of the profit, amounting to ₦1.6 million should be set aside as education fund.

According to him, one per cent of the sum amounting to ₦160, 934 will also be set aside as audit fee for the Federal Capital Development Authority.

“That 10 per cent of the profit, amounting to ₦1.609 million be placed on general reserve.

“That the sum of ₦804, 673 being five per cent be set aside as AGM expenses,’’ he said.

Uzoagba said that the management committee also proposed that 69 per cent of the profit totaling ₦11.104 million should be declared a dividend and interest to be shared.

Meanwhile, the cooperative society also elected new officers during the AGM.

Stephen Igiewe emerged unopposed as the President, while John Ojamiren and Adewunmim Agboola emerged unopposed as Secretary-General and Treasurer respectively.

Joseph Ede was elected as the Vice President after scoring 87 votes to defeat Mrs Abiodun Oluleye, who scored 86 votes.

Also elected were Mrs Dorcas Jonah, who scored 63 votes defeated Mike Arokoyo with 58 votes and Jacinta Nwachukwu with 45 votes, to become the Assistant Secretary 2.

Also elected was Adebayo Abdulrasheed, who became Welfare Officer/Public Relations Officer after scoring 88 votes to defeat Fortune Abang who scored 83 votes. (NAN)(www.nannews.ng)

Mr Ibidapo Lawal, Founder and Chief Executive Officer of the company (CEO), said this in a statement on Friday to commemorate the 9th anniversary of the company.

“Our activities have put Nigeria’s commodities on the global map. The country has a bragging right on commodity sector.

“we promise to remain one of the companies to look out for in the commodities, exports, and manufacturing sector,” Lawal said.

He said that in 2022, Neveah was awarded the Best Sectorial Exporters of Solid Minerals by Nigeria Export Promotion Council (NEPC).

“We have secured UEBT/RA Certification for dried split ginger and are currently in the works for securing the same for hibiscus flower“, he sid.

According to Lawal, the company currently sources and operates from almost all the geopolitical zones in Nigeria, adding that the company has grown from one man business to having over 70 staff.

The African Export–Import Bank (Afreximbank) on Thursday in St Petersburg, Russia,  announced a credit limit of three billion dollars to support African investors willing to exploit the opportunities in Russia.

The President and Chairman Board of Directors of Afreximbank, Dr Benedict Oramah said this at the opening session of the 2nd Russia-Africa Economic and Humanitarian Forum.

Oramah said that the scheme under the African Trade Exchange would promote easy flow of trade between Russia and Africa.

“The African Trade Exchange is a platform which we use to pool African demand for grains and fertilizers against which Afreximbank has placed an aggregate credit limit amounting to three billion dollars to support the trade.

““The three billion dollars represents what is available and can be used on a revolving basis to support the significant demand for food and fertilisers on the continent of Africa,’’ he said.

Oramah also said that through partnership with the Russia Export Center, Afreximbank will be able to support African investors who are willing to exploit the opportunities in Russia.

While appreciating investments from Russia into Africa, he expressed optimism that African investors would also invest in Russia.

According to him, it is where we have two way investments that we can accelerate trade flows and economic integration.

“We projected moving two way trade to closer to 40 billion dollars by 2026, in the four years to 2021 the trade flows reached almost 20 billion dollars from about 10 billion dollars five years earlier.

“These are despite the COVID-19 pandemic and all the significant global difficulties.

“With the strong partnership between Afreximbank and Russia Export Center, we expect a doubling of the trade flows in the next four years.

“Some progress is being made and we believe that this is achievable,’’ Oramah said.

The Afreximbank President further said that the global food security challenges brought to the fore the critical role trade with Russia plays in guaranteeing Africa’s food security.

He said that a significant proportion of African economies depend on Russia for the supply of fertilisers and 30 per cent of African cereal imports from Russia.

According to him, ensuring that these trade flows continue remains the priority of Afreximbank and its African member states.

“That is why in the context of unprecedented global uncertainties, Afreximbank has been working with the African Union Commission, the United Nations System and our Russian partners to use the e-commerce African Trade Exchange.

“This will facilitate seamless flow of goods and payments in any currencies the sellers and buyers choose and in a transparent manner,’’ he said.

Oramah expressed Afrixembank’s readiness to offer trade services, easy confirmation facilities and payment services under the African Trade Exchange platform.

“We look forward to continuing this effort with our Russian partners and using this platform to ease access to grains and fertilisers,’’ he said.

Oramah who said that 300 million Africans go hungry daily emphasised the need for effort towards ensuring food security.

“It is important that we all do our best to make sure that until we begin to achieve food sovereignty that we ensure that food security is attained.

“Beyond the immediate food security priorities, Afreximbank and the Russia Export Center are collaborating to promote trade and investments in other critical sectors.

“This is with emphasis placed on those activities that will help integrate the African economy and advance the implementation of the African Continental Free Trade Agreement (AfCFTA),’’ he said.

Oramah expressed the bank’s readiness to offer array of products to support investments in agriculture, industrial sector, parks, health and other critical infrastructure.

“By the end of the summit, I hope that Russia and Africa will have strengthened their solidarity, laid the foundation for rebuilding the supply chains for grains and fertilisers trade which is today a bit broken.

Russian President, Vladimir Putin, has said that Russia-Africa trade reached 18 billion dollars in 2022, which was necessitated by the first Russia–Africa Summit held in Sochi, Russia in 2019.

Putin said this on Thursday at the ongoing Russian-African summit and Economic and Humanitarian Forum in St. Petersburg, Russia.

He said that Russia’s government, business and the public were sincerely interested in further deepening multifaceted trade, investment and humanitarian ties with Africa.

The Russian president said this would meet the needs of all countries and promote stable growth and prosperity.

“I have no doubt that by working together, we will be able to increase our trade substantially in the near future.

“Incidentally, in the first six months of 2023 alone, our export-import transactions with African countries increased by over one third.

“The structure of our trade looks good as well: machinery, equipment, chemicals and food account for over 50 per cent of Russia’s exports to Africa.

“We are aware of the importance of uninterrupted supply of food products to African countries. This is vital for their socioeconomic development and for maintaining political stability.

“This is why we will continue to give special attention to supplying wheat, barley, corn and other grain crops to our African friends, as part of humanitarian aid provided under the UN World Food Programme,” he said.

Putin said Russia’s trade with African countries in agricultural products increased by 10 per cent amounting to 6.7 billion dollars, and had already demonstrated record growth between January and June 2023 by 60 per cent.

He said Russia exported 11.5 million tonnes of grain to Africa in 2022 and almost 10 million tonnes in the first six months of 2023.

He explained that these had been taking place in spite of the “illegal sanctions” imposed on its exports, which constituted a serious impediment for exporting Russian food, complicating transport, logistics, insurance and bank transactions.

“We are witnessing a paradox. On one hand, the West seeks to block our grain and fertiliser exports while accusing us of the current crisis on the global food market.

“This is outright hypocrisy. We saw this approach in all clarity with the so-called grain deal brokered with the participation of the UN Secretariat.

“It was initially designed to promote global food security, mitigate the threat of hunger and help the poorest countries, including in Africa,” he said.

However, he said that in almost a year since the so-called deal was concluded, a total of 32.8 million tonnes had been exported from Ukraine.

The Russian president said over 70 per cent ended up in high-income and above-average income countries, including the European Union.

“I would like to draw your attention to the fact that countries like Ethiopia, Sudan, Somalia and several others received less than three per cent of this total, or under one million tonnes.”

He further said that among other things, the reason Russia agreed to take part in the “so-called” deal was because it contained commitments to lift the illegitimate obstacles for supplying grain and fertilisers to the global market.

Putin, however, noted that none of all what was agreed upon or promised, materialised.

“None of the conditions relating to lifting the sanctions against the exports of Russian grain and fertilisers to the global markets had been fulfilled.”

He said the country faced obstacles when trying to deliver mineral and fertilisers to the poorest countries that needed them for free, as its government discussed during the meeting with the leadership of the African Union.

“We managed to send only two shipments – just 20,000 tonnes to Malawi and 34,000 tonnes to Kenya, with 262,000 tonnes of these fertilisers blocked in European ports.

“All the rest remained in the hands of the Europeans, even though this initiative was purely humanitarian in nature, which means that it should not have been exposed to any sanctions, as a matter of principle.

“Ok, some may not want Russia to enrich itself, as they say, and use its revenue for military aims; fine.

“But these were free shipments! But no, they would not let them through, in spite of all this empty talk about their desire to help the poorest countries,” he said.

He assured that Russia could fill in the gap left by the withdrawal of the Ukrainian grain from the global market, either by selling its grain or by transferring it for free to the neediest countries in Africa.

Putin also announced that in the next four months, his government would supply at no cost 25,000–50,000 tonnes of grain each to Burkina Faso, Zimbabwe, Mali, Somalia, the Central African Republic as well as Eritrea.

“Ukraine produced about 55 million tonnes of grain in the past agricultural year, as exports amounted to 47 million tonnes, including 17 million tonnes of wheat.

“While Russia harvested 156 million tonnes of grain last year, it exported 60 million tonnes of which 48 million tonnes was wheat.

“Russia’s share of the world wheat market is 20 percent, while that of Ukraine is less than five per cent. This means that Russia is a significant contributor to global food security and a solid, responsible international supplier of agricultural products.

“On this note, hose who claimed that this was not the case, that it was only to secure the so-called grain deal to export Ukrainian grain, were simply twisting the facts and telling untruths.

“We are seeking to actively participate in the formation of a more equitable system for the distribution of resources and we are doing our best to prevent a global food crisis,” Putin assured.

He further assured that Russia would continue to support states and regions in need, as well as those that need humanitarian supplies.

The News Agency of Nigeria (NAN) reports that the summit which started on July 27 and will end on July 28 has its theme as “Technology and Security in the Name of Sovereign Development for the Benefit of Humankind”.
