The various committees of the ECOWAS Parliament sitting to address the draft resolutions of the sub-region on Tuesday submitted their recommendations to plenary for debate or adoption.

The News Agency of Nigeria (NAN) reports that the joint committees are sitting at the ongoing 2023 Second Ordinary Session of the ECOWAS Parliament scheduled from Nov. 22 to Dec. 15, in Abuja.

Also, the Joint Committees submitted their final recommendations on various drafts in the areas of: the regulations Governing Plastic Products and Harmonisation of Environmentally Sound Management of Plastic Waste in ECOWAS Member States and the Regulation on Environmental and Social Assessment within the ECOWAS.

Other recommendations submitted were on the Regulation Relating to the Mechanism for Combatting Illegal Exploitation and Trade in Wildlife in West, and the Regulation on Health, Social Affairs, Gender, and the Empowerment of Women, Education, Science, and Culture.

The Regulation on Trade, Customs, and Free Movement as well as the Regulation on Legal Affairs and Human Rights were among those submitted. (NAN) (www.nannews.ng)

The Directorate of Technical Aid Corps (DTAC) on Sunday received 23 Technical Aid Corps (TAC) Volunteers sent to Uganda in November 2021, who returned back to Nigeria.

The News Agency of Nigeria (NAN) reports they were received by the Director-General (D-G) of DTAC, Dr Yusuf Yakub, at a de-briefing exercise to welcome them back home.

Also, the TAC volunteers were honoured with the certificate of service for for doing Nigeria proud in their host communities in Uganda.

Speaking at the ceremony, the DTAC boss said that the agency was excited with the volunteers in discharging their duties diligently in their host country.

He recalled, `’From what we have gathered in the course of our recent 4-day visitation to Uganda, Rwanda, Tanzania and Seychelles, the authorities have specifically,extolled the diligent performances of the volumteers.

“They have continued to discharge their duties with dexterity and knowledge and have been adjudged by all as worthy Ambassadors of Nigeria, who have exemplified character, conduct and learning wherever they served.

“It is no wonder that when the TAC scheme came on board with the establishment of the DTAC in 1987, Uganda became one of the first countries to receive volunteers and benefit from the scheme in 1988.

“35 years after, I am happy to observe that we have continued to deploy quality volunteers to Uganda who has made us proud as parents,” he said.
Mr Temitope Ajai, Director, Policy Research and Statistics for the Ministry of Foreign Affairs (MFA), said the de-briefing exercise was laudable, saying, “because it would avail the ministry to familiarise with the TAC volunteers’ experience in order to have a robust approach in the future,

“This means a lot for MFA, because the TAC Scheme is one of the important instruments of our foreign policy and that is why it is very important to the entire ministry.

“As well as the articulation of our foreign policy, so in terms of the de-briefing coming up, we believe is one of the best ways of accessing the impact of the scheme on the volunteers themselves.

“Also to give us the opportunity of knowing what their experience were at their primary places of assignment, also it will help us to develop a robust policy around the implementation of TAC Scheme, ‘’he said.

Speaking separately,.some of the volunteers told NAN about their encounters in Uganda in two years of their stay in that country.

Dr Sharon Igbinoba, an Associate Professor of Clinical Pharmacy said, “In the Kampla International University, the School of Pharmacy I served as the Dean, which back home I was the Vice-Dean but with the responsibility given to me as the dean .

“It helped me to perform well and to put structures on ground to help the Faculty, if I could show you the comments of students and members of staffs on my phone.

“It shows how we as a people have impacted the lives of the Ugandans through our soft-power diplomacy, and that is what makes us the giant of Africa,’’ she said.

Dr Ibrahim Abubakar, a Senior Lecturer, served as Assistant Dean and Associate Dean of Research Facility of Biomedical Sciences at Kampala International University

Abubakar also the team lead of the TAC volunteers, applauded the DTAC boss’s initiative of binging all the volunteers back home at a time.

He added that when they left Nigeria in November 2021, most of them were wondering what they could do to make an impact in their host communities.

“I must say, when we left for this programme in 2021, a lot of us were wondering how can we contribute and the need for the programme , but having gone there, most of us have served in various capacities in our institutions.

“The people you’re looking at are deans, association deans, directors and resourceful people who have served the nations very well in their host community and had contributed immensely, and that is highlighted in the interest of our host countries wanting some of us to go back.

“I want to commend the director-general for a well organised programme , because in a long time, this is the first time we are having a de-briefing exercise where everyone is coming back home in one day,’’ Abubakar said.(NAN)(www.nannews.ng)

The Palestinian Ambassador to Nigeria, Mr Abu Shawesh, has called for total ceasefire in the ongoing war between Israel and Palestinians.

Shawesh also called for immediate commencement of dialogue towards a two-state solution to the crisis.

The envoy made the appeal on Thursday in Abuja while addressing the media on the latest situation in Gaza Strip.

The News Agency of Nigeria (NAN) reports that the crisis broke out on Oct. 7, and has lingered for 48 days now.

The envoy said all hostages and prisoners on both sides should be released, while an independent commission of inquiry should investigate the attack on the Al Shifa hospital in Gaza.

“We are ready for a two-state solution to end the war and we as Palestinians are ready for a fair dialogue to resolve the issues,” Shawesh added.

According to him, more than 14,200 Palestinians have been killed, among them nearly 6,000 children and 4,000 women while those injured have exceeded 33,000 people, and about 6,000 missing. (NAN)(www.nannews.ng)

The ECOWAS Parliament Committee on Agriculture, Environment and Natural Resources, will consider two draft regulations on Nov. 28, aimed at restricting the use of plastic products in the sub region.

The News Agency of Nigeria (NAN) reports that the parliamentarians will consider the two draft regulations meant to stem more environmental hazards from the use of the materials in the sub region.

At the committee’s sitting on Thursday in Abuja, Mr Bernard Koffi, Head of Environment and Climate Change, presented the two draft documents for consideration.

The first was on ‘Mechanism to Combat the Exploitation and Illegal Trade of Wild Species in West Africa’.

The other was titled ‘Memorandum on Draft Regulation on Harmonisation of the Regulation of Plastic Products and the Environmentally Sound Management of Plastic Waste within ECOWAS Member States’.

In separate remarks on the proposals, the parliamentarians expressed divergent views on the documents.

Mrs Laadi Ayamba from Ghana said that education and awareness must be created for proper understanding of the regulations before applying it to the region.

On his part, Mr Awaji-Inombek Abiante from Nigeria said that the bloc should not rush into accepting the documents.

“We should not adapt western practice to our region, because it will only create problem when it does not relate to Africa’s needs,” he said.

Mr Sena Alipui from Togo said it was imperative to ensure proper understanding of the regulations, which may affect the livelihood of the people.

According to him, the parliament should focus on the more serious situation in Mali and Niger, and prioritise resolving the political crisis in the two countries.

However, Mr Mahama Ayanga from Ghana, said the parliament should take action with regards to the plastic waste pollution that has defaced the sub region and Africa as a whole.

He added that the region should apply restrictions on the use of bio-degradable and non-degradable materials that are posing serious environmental concerns across countries in West Africa.

The Chairman of the Joint Committees, Mr Ahi Sampson of Ghana, adjourned deliberations on the documents till Nov. 28, to enable the parliamentarians review the draft regulations for appropriate inputs.(NAN)(www.nannews.ng)

A 17-year-old schoolboy in Russia was sentenced to six-years in a prison camp on Thursday for attempted arson attacks against military facilities.

The court in Saint Petersburg found him guilty of “attempted terrorism” for throwing Molotov cocktails at the buildings of two district defense offices a few months ago in protest against Russia’s war in Ukraine.

The harsh approach of the judiciary had previously caused a stir because the then 16-year-old teenager had hardly caused any damage; neither did the attempted attack lead to a fire.

The “Meduza’’ portal also reported, citing the pupil’s mother, that he was suffering from chronic liver disease.

Russian courts often sentence opponents of the war to lengthy prison sentences. Internationally, most of them were considered political prisoners. (dpa/NAN)(www.nannews.ng)

President Bola Tinubu has called for sustained and effective regional integration amongst the Economic Community of West African States (ECOWAS).

Tinubu made the call on Wednesday at the 2nd Ordinary Session of the ECOWAS Parliament 2023 in Abuja.

Tinubu, who was represented by Deputy President of the Senate, Sen. Jibirn Barau at the Legislature of 2023 Second Ordinary Session of the ECOWAS Parliament, said that regional integration was key to Africa”s development.

The News Agency of Nigeria (NAN) reports that the session is scheduled from Nov. 22 to Dec. 15, 2023.

The session will also witness the swearing-in of new parliamentarians, among other activities.

The parliament would also have critical issues divided among committees being discussed which would be centred on Agriculture, Environment, Natural Resources, Health, Legal Affairs, Gender and Women Empowerment, among others.

Tinubu said that he was filled with optimism that the discussions held during the session would resonate throughout time and serve as inspiration for future generations.

“As parliamentarians, it is crucial to remember that we represent the aspirations and hopes of the people of West Africa, especially those who have faced immense hardships and deprivations.

“Mr Speaker, you have demonstrated exceptional leadership, opening new avenues for cross-regional cooperation and integration.

“Your unwavering commitment to uphold democracy in member states and safeguarding the rights to freedom and justice of West Africa is commendable.

“ECOWAS has much to be proud of; thanks to the efforts of ECOWAS major cities in West Africa are connected by highways, such as the Nouakchott-Lagos Highway.

“The divide between Francophone and Anglophone countries has been bridged, fostering unity between the blocs,’’ he said.

He further added that European Economic Community has achieved a single currency for its member states, maintained peace, and abolished passport control within the Schengen region.

”They have successfully combined the characteristics of a federation and a confederation. African nations, with their unique challenges, require even greater cooperation and integration.

”The atrocities in Sudan go unnoticed, while other regions receive immediate attention. We must take charge of our own destiny, working together, collaborating and integrating.

“Therefore, I pose the question, `where do we go from here? The path ahead lies in the pursuit of integration and development.

“Integration should not be seen as a choice, but as an imperative. It is our duty to leave a lasting legacy for future generations, recognising that together we can achieve and accomplish more.

“Let us draw inspiration from the European Union’s example and strive for the advancement of our beloved West Africa,’’ he said.

Some members of the ECOWAS Parliament on Wednesday called on the Heads of States of the regional body to end the sanctions on Niger Republic, imposed after a military coup that ousted President Mohamed Bazoum.

The News Agency of Nigeria (NAN) reports that nine members of the parliament made the call at a news briefing in Abuja.

The parliamentarians are attending the current session of the Parliament at the ECOWAS Secretariat in Abuja, which will run from Nov. 22 to Dec. 15, 2023.

Sen. Ali Ndume of Nigeria, the ECOWAS Parliament second and third Deputy Speakers, as well as of Mr Djibo Amadou, Mr Issa Salifou, and Abdulahi Salame, were among those who made the appeal.

Ndume said that the sanctions imposed had increased the sufferings of poor people in Niger Republic and communities in neighbouring countries, including Nigeria.

“We are here to address the press on the current happenings in Niger. You will recall that there was a change of government in Niger on July 30 of this year.

“Immediately thereafter, the ECOWAS Heads of States and other states imposed sanctions on Niger, which we thought was a temporary situation and the issue would be resolved.

“But it’s getting to five months into the political impasse. The only thing we know that is happening due to the imposed sanction is increased suffering of the poor in Niger and to some extent Nigeria.

“You know that Niger is bordering about seven states of Nigeria, namely; Borno, Yobe, Kano, Katsina, Sokoto, Zamfara and Kebbi.

“Since the closure of the borders and imposition of sanctions, poor people especially children and women, have been exposed to untold hardship, and no meaningful progress have been made in terms of resolving this issue.

“We are therefore using this opportunity of the 2nd Ordinary Session of the ECOWAS Parliament to appeal to the ECOWAS Heads of States to come to the aid of the poor people affected in these areas,’’ he said.

Others who spoke in Hausa and French supporting ending the sanctions imposed on Niger were the 2nd Deputy Speaker, Mr Sani Malam Chaibou Boucary from Niger, and Memounatou Ibrahim from Togo, the 3rd Deputy Speaker, among others. (NAN)(www.nannews.ng)

Justice Edward Asante, the President of the ECOWAS Court of Justice, said that in spite of the region’s current challenges, democracy remains the best form of government.

Asante made this known during his speech at the opening ceremony of the 5th Legislature of the 2nd Ordinary Session of the ECOWAS Parliament, 2023, held in Abuja.

The News Agency of Nigeria (NAN) reports that the session was scheduled from Nov. 22 to Dec. 15 2023, and it is designed to witness the swearing-in of new parliamentarians amongst other activities of the event.

The event would also have critical issues divided among committees being discussed which would be cantered on Agriculture, Environment, Natural Resources, Health, Legal Affairs, Gender and Women Empowerment amongst others.

Asante said that democracy remains the best form of government that requires the collective effort of the leadership and followership to work.

“Therefore, as a form of representation of the people, it is expected that those responsible must realise that it is an opportunity to serve and not precipitate hegemonic and authoritarian rule by a few for themselves.

“The ECOWAS parliament will therefore need to provide the leadership for the engagement required through the national parliaments to interrogate our current democratic culture.

“This will require reforms that will precipitate improvements in our democratic systems in order to end this creeping encroachment of the military into our democratic space.

“As the Community institution whose mandate helps to strengthen respect for human rights, accountability and political stability, the Court stands ready to contribute to the consolidation of democracy in the region.

“Through fidelity with the discharge of its mandate which contributes to entrenching a culture of respect for the rule of law, accountability and political stability,’’ he said.

The president encouraged the parliament to take every necessary steps, to work with the members of national parliaments to ensure the seamless enforcement of its decisions.

Also, he added that by so doing, it would strengthen community law and respect for human rights, transparency and accountability.

“Moreover, it should take the leadership to ensure that Member States internalize a culture of democracy, rule of law and good governance as well as adopt preventive measures for strict compliance.

“Additionally, Parliament can also help in other areas such as helping the States to commit to the establishment of ideals and the reinforcement of agreed international protocols for the promotion of the rule of law.

“It will also strengthen the means for settling electoral disputes at the national level, in addition to enacting laws and setting up mechanisms for the independent adjudication of electoral disputes,’’ he said. (NAN) (www.nannews.ng)

All is set for the 2023 Second Ordinary Session of the Economic Community of West African States (ECOWAS) Parliament in Abuja as delegates from 15 member countries have arrived.

The News Agency of Nigeria (NAN) reports that the session which begins on Wednesday, Nov. 22, 2023, will last until Friday, Dec. 15, 2023.

The programme will witness the swearing-in of new legislatures to the parliament.

Other highlights of the ordinary session will be the sitting of the joint committees ranging from Agriculture to Environment and Natural Resources, Health, Legal Affairs, and Human Rights.
