How physical verification exercise exposed ghost workers – Yemi-Esan

Dr Folasade Yemi-Esan, Head of the Civil Service of the Federation (HOCSF), said the recent physical verification exercise by her.office, exposed workers living abroad but still earning salaries from the service.

Yemi-Esan revealed this during a chat with media executives on Wednesday in Abuja, being part of activities to mark 2024 Civil Service Week.

The News Agency of Nigeria (NAN) reports the theme for 2024 celebration is ‘Educate an African Fit for the 21st Century: Building Resilient Education Systems for Increased Access to Inclusive, Lifelong, Quality and Relevant Learning in Africa’.

The HOCSF said many of the civil servants, who were caught up in their games, had to resign their appointments, following their failure to carry out the physical verification exercise.

According to her, the verification exercise was one of the measures by her office, to check corrupt practices, run a smooth civil service and reposition the sector.

“Recently, there was a circular that went out to all Ministries, Departments and Agencies (MDAs) that, they should do a physical headcount in their MDAs.

“That means, everybody on the nominal roll, that is receiving salaries, should appear physically and the names of those who did not show up for the exercise should be forwarded.

“In the circular, I cautioned that Permanent Secretaries and CEOs that give wrong information will be held liable if anything is discovered outside of the information that was given,” she said.

The HOCSF added that the decision by the government was that, after the exercise, they would stop the salaries of those, in one way or the other, had left the service without proper documentation, but still earning remuneration.

“From what I saw, the number of people that have gone out of the country and are still earning salaries, is more in the parastatals than in the core ministries.

“I actually called one of the heads of the agencies and queried why there is such a number of people earning salaries and are not on their desks.

“I asked how the agency come about such a huge number of the purported workers,” she said

Yemi-Esan said the reply she got was that some of the civil servants even returned from the UK for the verification exercise.

Yemi-Esan said: “The Head of that agency told me that he discovered that, a week after the verification exercise,  some of them rushed from the UK to the country, with the intention to do their own verification

“He said they came to him saying,  aah! Oga, we are around; we heard they did verification.

“The agency head, asked them to come back in two weeks time for their verification; knowing fully well that  nobody working in the UK, will be able to have such luxury of time,” she said.

The HOCSF said from the incident narrated to her, most of the affected workers had to resign their appointments because they knew that the game was over.

She decried the situation, where civil servants who did not have official permission to be out of their office, would travel out of the country for years, and still earning salaries.

Yemi-Esan added that such development was unacceptable, when there were millions of Nigerians waiting to be employed.

She also used the opportunity of the event, to appreciate media partners whom she described as “backbone for the successful reforms carried out” by her office since her assumption of duty.(NAN) (www.nanews.ng)

A former Director of the National Orientation Agency(NOA) in Ekiti State, Mr Bamitale Oguntoyinbo, has advised local government chairmen to initiate and execute projects that would promote community development.

Oguntoyinbo gave the advice in an interview with the News Agency of Nigeria (NAN) on Wednesday in Oye-Ekiti, Oye Local Government Area of the state.

He noted that some local government chairmen in the state were not living to expectations of the residents in providing the dividends of democracy.

Oguntoyinbo, also a former Chairman of Oye Local Government, described local government as the bedrock of democracy.

He said it is also the closest government to the people where developmental projects must be carried out to complement the state government.

He urged the chairmen to work harder in their various local governments to complement the good work of Governor Biodun Oyebanji.

According to him, the governor has been working tirelessly to fulfil his electoral promises, and need the support of the chairmen for the people to enjoy dividends of democracy.

“I enjoin the local government chairmen to initiate and execute developmental projects to promote development in their communities.

“The chairmen must interact with the community people, share ideas with them on their needs and initiate projects that will meet their needs.

The Niger Delta Young Professionals (NDYP) says it will organise a Summit/Bootcamp for over 1000 young professionals across the Niger Delta region to cross-fertilise ideas on business development.

Mr Moses Siasia said on Wednesday that the summit would be specially designed to hold in Port Harcourt, Rivers, on June 27, to bring together a cross-section of economists, policymakers and business development experts.

Siasia said that the theme of the summit ‘Building a Culture of Entrepreneurship and Self-reliance Beyond Oil’, was designed to help entrepreneurs know the best way to wriggle out of the current economic challenges faced in the country.

He said the experts would examine the critical role of MSME in the overall development of the economy.

Siasia said this year’s event is strategic, as it coincides with the 2024 United Nations World MSME Day.

“The World MSME Day is specially marked to create a platform to discuss and exchange ideas.

“The ideas are on how key stakeholders, including policy makers, large companies, financial institutions, and the international community can support micro, small and medium-sized businesses to advance the 2030 Agenda.

“It also contribute to achieving the United Nations Sustainable Development Goals (SDGs), including poverty eradication and decent work for all.

“The Niger Delta MSME Summit/Bootcamp is a sustained initiative that has been creating enormous opportunities and growth for young MSME owners in Nigeria’s oil-rich Niger Delta region,” Siasia said.

According to him, the event will enable a cross-section of economists, policymakers and business development experts to examine the critical role of MSME in the overall development of the economy.

He noted that in spite of lack of support from the governments in the region, poor management of MSMEs, high-interest loans from banks, corruption, and inadequate infrastructure, the initiative had pulled through with sustainable impacts over the years.

Siasia said that Mr Summy Francis, the President of Africa’s Young Entrepreneurs (A.Y.E.) would be speaking at the event.

“Other speakers include Mr Temitope Runsewe, the CEO of Dutum Company Limited; Mrs Esther Adebayo, President of the Women Agro Processors, Agricgen and Exporters Initiative (WAPAGEIN).

“Mr Otuya Okecha, CEO Firbesol Nigeria Limited; Dr Martins Fregene, Director of Agriculture, African Development Bank, among others, will also be speaking at the event.

“The summit is expected to “ignite the next generation through expanding entrepreneurial culture in the Niger Delta region.

“Participants for the summit will be drawn from the nine states of the Niger Delta region, as past editions produced positive results which are indication of secured future of entrepreneurs in the oil-rich region.

“This year’s event would feature product exhibitions, grants, bootcamp, main-stage keynotes, panel discussions, interactive master sessions, style breakout.

“There will also be a business-to-business meetings, mentoring sessions, networking opportunities featuring outstanding line-up of successful entrepreneurs, innovators, strategists and business leaders from top brands.”

Siasia noted that the beneficiaries of past editions, many of whom have received grants to grow their businesses, have been able to grow a huge business capital and create employment opportunities for other prospective MSMEs.

“The inaugural edition of the summit held in 2021 in Port Harcourt, Rivers State had over 400 Niger Deltans benefitting from the NIRSAL Intervention Loan for small business owners in the area of Agriculture, Creative Industry and ICT.

“In the second edition held in Asaba, Delta State in 2022, and the third edition in 2023 in Ikot Ekpene, Akwa Ibom State, the NDYP gave out grants to innovative businesses,” Siasia added. (NAN)(www.nannews.ng)

The Federal Ministry of Women Affairs and Social Development has urged civil servants to remain diligent and value-oriented in the execution of their official duties.

Gabriel Aduda, Permanent Secretary in the ministry gave the charge when Ali Seidu, Chairman of the union in the Ministry of Foreign Affairs, alongside some members of staff, visited him in Abuja.

The News Agency of Nigeria (NAN) reports that the visit was in appreciation of Aduda’s impactful role during his tenure as the Permanent Secretary in the Ministry of Foreign Affairs, from December 2020 to October 2022.

Aduda said that the civil service was the engine room of government adding that, it was their responsibility as civil servants to ensure effective service delivery to Nigerians.

He further said that the civil service was crucial in actualising the Renewed Hope Agenda of President Bola Tinubu-led Administration.

He, therefore, urged civil servants to always give their best in their service to humanity.

“Always put in your best at every opportunity you are given to serve. You may never have a second chance to make a first impression, so always put your best foot forward.

“Never relent in supporting your subordinates and superiors,” he advised.

Aduda reaffirmed the government’s commitment to capacity development for workers; enhance efficiency and productivity for effective service delivery in the public sector, in line with global standards.

Responding, Seidu, the union chairman expressed gratitude to the permanent secretary for his contributions to staff career progression and capacity building at the foreign ministry.

He acknowledged Aduda’s efforts in facilitating the conversion of staff from the Executive Cadre to Officer Cadre.

Seidu said that the knowledge and opportunities gained from these initiatives would be utilised to achieve the goals and objectives of the federal government.

The Federal Capital Territory Emergency Management Department (FEMD), in collaboration with Near Foundation, has distributed meat to 150 Internally Displaced Persons (IDPs) in Abuja, to celebrate Eid-el Kabir.

Acting Director-General of FEMD, Mrs Florence Wenegieme, explained during the distribution exercise in Abuja on Tuesday, that the support was part of measures to leave no one behind.

Wenegieme said that the distribution of the meat would give the IDPs a sense of belonging, saying, “It is not everybody that can afford a ram or even a chicken.”

The acting D-G urged other organisations to emulate the good will of Near Foundation to give vulnerable people hope in life.

“Beyond reaching out to vulnerable people, FEMD in partnership with other organisations will equally build the capacity of IDPs in different skills for self-reliance.

“We pray that Near Foundation and other NGOs we are collaborating with will design different programmes for the poor and vulnerable in the FCT.

“Helping the less privileged people in our midst will give them hope,” she said.

The Programme Manager of Near Foundation, Mr Abdulmalik Bulakos, said that the partnership with FEMD was to strengthen humanitarian support for distressed people.

Bulakos said that the strategic partnership with FEMD helped the foundation in identifying the vulnerable people in FCT, particularly IDPs.

He explained that humanitarian aid was one of the intervention areas of the foundation, to reach out to poor and vulnerable people in communities, particularly with the current economic hardship in the country.

On the meat package, the programme manager said that each IDP would receive four kilogrammes of meat to celebrate Eid-el Kabir.

He said that so far, the foundation has slaughtered over 1,200 cows and distributed meat packages to more than 50,000 vulnerable residents of FCT.

“This part of the tradition of Near Foundation. It is an annual event and still ongoing, as evident with distribution of meat packages to more than 150 IDPs in Abuja,” he said.

Project Manager of Near Foundation, Mr Abdulmalik Bulakos, supervising the preparation of meat for distribution to Internally Displaced Persons to celebrate Eid-el Kabir in Abuja on Tuesday.

Also speaking, Mr Mohammed Abdulrahman, Director, Relief and Rehabilitation, FEMD, described the gesture and life changing.

“This is five years now that they have been consistently doing this. Every salah, the foundation touches the lives of vulnerable people,” Abdulrahman said.

One of the IDPs in Kabusa, Mr Yahaya Hassan, said he could not afford meat for the Eid-el Kabir celebration and thanked FEMD and Near Foundation for supporting him with meat to celebrate salah.

Similarly, Mrs Halita Joseph, an IDP in Yimutu IDP Camp, equally thanked the foundation and FEMD for remembering IDPs every year during salah. (NAN)

African Caribbean Leaders want unity, end to “dependency syndrome’’ in Africa

Some African and Caribbean leaders have stressed the need for Africa to form a united force and end the continuous dependency on non-African countries/continents.

They spoke at the 3rd AfriCaribbean Trade and Investment Forum (ACTIF2024) at Nassau, The Bahamas.

The News Agency of Nigeria (NAN) reports that the 3rd Annual AfriCaribbean Trade and Investment Forum (ACTIF2024), organised by the African Export-Import Bank (Afreximbank), was incorporated into the Afreximbank Annual Meetings (AAM2024).

The events focused on the theme “Owning Our Destiny: Economic Prosperity on the Platform of Global Africa’’.

The events were monitored by NAN.

Mahamadou Issoufou, a former President of Niger, during a plenary session at the ACTIF 2024, said:“Africa must do away with this dependency syndrome, which gets us thinking that the solutions to our problems are outside the continent.”

According to him, there is a need for Africa to trust itself and move away from dependency on external solutions.

Issoufou underscored the importance of creating value chains, industrialising the continent, and modernising agriculture to ensure that Africans could trade goods among themselves.

He also called for strengthening democratic institutions to mobilise internal resources and reforming the global financial architecture to make it more equitable.

A former Prime Minister of Jamaica, Hon. Percival Patterson, also asserted the need for self-reliance and unity among peoples of Africa and African descent.

Patterson said it was important for Africa to exercise true sovereign power over its resources, saying “Africa must decide that it is the seller who determines the price.”

“ If we came here and we were fighting among ourselves, it would be headline news.

“We have come and we have renewed our pledge to work together as one’’

He also highlighted the significance of cultural and academic exchanges between Africa and the Caribbean to develop mutual understanding and pride in shared heritage.

“It is very important for us to develop that sense of knowledge, that sense of confidence, that sense of pride in ourselves.”

Hon. Isaac Cooper, Deputy Prime Minister of The Bahamas, harped on unity, resilience, and collaboration, emphasising the importance and potential for joint ventures.

“You are family, our brothers and sisters, and we love you, but I think this is an incredible opportunity to do more business with you.

“We no longer believe we have to play by the rules we did not create.

“We were victims of history, but if we stand together, we have the power to change history by fostering connections that will see us stronger, more united than ever before’’.

Amina Mohammed, Deputy Secretary General of the United Nations, in a video address, called for stronger alliances.

“The time is now to strengthen the African Caribbean Alliance and leverage strong historical ties, and reinforce the importance of inclusivity in building a prosperous future for all.

“As we plan ahead, let us ensure our efforts reach every corner of our continent, leaving no one behind, especially our women and youth.

“Together, we can build a future of prosperity and dignity for all.”

Highlighting Afreximbank’s role as a catalyst for change and underscoring the critical role of Africa’s leadership, she noted the urgent need to transform the current global system to meet the needs of the Global South, particularly Africa.

“Let us unite to address these challenges and build a resilient, innovative, and prosperous Global Africa,” she said.

Hon. Philip Davis, Prime Minister of The Bahamas, in his keynote address, highlighted the crucial role of unity and collaboration between Africa and the Caribbean.

Davis commended Prof. Benedict Oramah, President/Chairman, Board of Directors, Afreximbank, for his visionary leadership at the institution and called for a transformation of the global financial architecture.

“This transformation will be aimed at creating a fair and inclusive system that recognises and respects the unique needs and potentials of African and Caribbean regions.”

President William Ruto of Kenya, in his video message, identified the diverse prospects and unique advantages of Africa.

Ruto called for a united approach to reforming global financial systems, suggesting that African central banks and governments dedicate 30 per cent of their national reserves to the development of Africa.

He said the collective action for a prosperous future was very important.

“Our journey towards economic prosperity is deeply connected to our understanding and appreciation of our shared heritage and the collective strength of global Africa.

“We must embody the spirit of vigilance and an unbending principle, not only driven by economic interests but by the profound ethical imperative to advocate for a more inclusive and thorough global financial system.”

Hailemariam Desalegn, a former Prime Minister of Ethiopia, highlighted the importance of understanding Africa’s history and transforming its political economy.

“Our civilisation, the global civilisation, has begun in Africa. We can bring about the African Renaissance if we understand our history.”

According to Desalegn, recognising Africa’s role in global civilisation can inspire future generations.

However, to achieve true prosperity, he said Africa must move from a rent-seeking political economy to one that focuses on production and competition.

President Bola Tinubu has congratulated fathers, including paternal figures, who have contributed to shaping the destiny of the nation with their sacrifices.

Tinubu also congratulated fathers for their forbearance, provision, protection and guidance of the young ones, to the noble and true path.

The President made the remarks in a statement issued by Chief Ajuri Ngelale, his Special Adviser on Media and Publicity, on the occasion of Father’s Day marked every June 16.

“The President states that Father’s Day is significant for its purpose as a day set apart to honour all fathers – living, deceased and paternal figures.

“President Tinubu affirms that society is in better stead with fathers who rise to the great demand of responsibility, guiding the children through the vagaries of existence and preparing them for the future,” he said.

He added that society was also better off when fathers bequeathed to children pristine values that money or material comfort could not provide, but only by personal example of discipline, integrity, service, respect, love and allegiance to the nation.

“The President salutes all fathers, the sung and the unsung, who brave the toil of the day and the soreness of the night to provide for their families, describing them as true heroes.

“President Tinubu urges fathers to stay true to their bounden commitment of positively shaping the destinies of those to whom the future belongs.

“The President wishes Nigerians happy Father’s Day,” Ngalele said in  the statement.

The News Agency of Nigeria reports that Father’s Day has its origins in the middle ages, and official roots in West Virginia, the United States, where an event was held in 1908 to celebrate 362 men who died in an explosion at a coal mining company. (NAN)(www.nannews.ng)

President Bola Tinubu says it is imperative for Nigerians to have a change of value system for the nation to make progress.

The President said this in Lagos when he received a delegation from the National Assembly who came to felicitate with him on the occasion of Eid-el Kabir on Monday evening.

The delegation, led by the President of the Senate, Sen. Godswill Akpabio, included the Deputy Senate President, Sen.

Jibrin Barau and Deputy Speaker of the House of Representatives, Hon. Benjamin Kalu, among others.

“Good economics at a harsh time is the challenge that we must face. As I said in my speech, no matter how difficult it is and how challenging it can be, I will not turn my back on Nigeria,” Tinubu said.

He challenged citizens to have a change of mindset about Nigeria if the nation is to overcome its current challenges.

“The need (for some citizens) to change the rent-seeking mindset and become more productive to the economy is a challenge. The need to stop smuggling and all economic sabotage.

“Why should we have people removing rail tracks and all that, stealing electric cables and sabotaging the economy?

“We must embrace the campaign to change our value system. We must tell our people that the challenge we face is for all of us to change our mindset about our country,” Tinubu said.

The President commended the leadership of the National Assembly for the support extended to his administration, which had resulted in some of the important developments recorded by his administration.

“It is great pride for me to have the best of partners in the National Assembly. We have to drill down and be all-inclusive in our bid to satisfy our people.

“It is daunting, but we cannot run away from the fact that this country must survive the hardship,” he stated.

The President acknowledged the challenges and the task ahead, assuring the nation of his unwavering determination to turn things around.

“Yes, there is poverty; there is suffering in the land. We are not the only people facing such, but we must face our challenges. We must find a way to eliminate banditry and terrorism so that farmers can bring out food from the farmland.

“If you do not have good roads to bring the food to the population, even if you grow the food and you are losing 60-70 per cent to damages, you will pay the price,” said Tinubu.

Speaking with journalists after the meeting, Akpabio said he came with the leadership of the National Assembly to pay homage and felicitate with the President on the occasion of Eid-el Kabir.

Akpabio added that the visit was to thank the President for the purposeful leadership in the first year of his administration.

On what Nigerians should expect from the legislature in the days ahead, Akpabio said: “Looking forward, the National Assembly will tinker with some existing legislations to further improve on the nation’s ease of doing business.” (NAN)(www.nannews.ng)

The Coalition of Civil Society Groups in Nigeria for Promotion of Accountability and Transparency in Governance (CCSGNPATG) have thrown their weight behind the proposed Nigeria Shippers Council Regulatory Agency.

Mr Monday Ndubisi, the leader of the coalition which comprises 45 Civil Society Organisations (CSOs), said this at a press conference in Abuja on Monday.

He hailed the Committee on Shipping Services for its inclusivity and commended the Minister of Marine and Blue Economy, Mr Adegboyega Oyetola for getting it right with the Shipping Council Regulatory bill.

Ndubisi commended the committee for giving stakeholders the platform to make inputs to the bill at a public hearing.

“The legislation aims at empowering the Nigerian Shippers Council to effectively regulate the shipping industry, protect the interests of shippers, and promote economic growth.

“The Bill for an Act to Repeal the Nigeria Shippers’ Council Act, and enact the Shipping and Port Economic Regulatory Agency Bill and related matter has passed second reading in the House of Representatives.

“This bill will bring much-needed transparency, accountability, and efficiency to the sector while strengthening the Shippers Council’s regulatory powers,” he said.

Ndubuisi further added that it would also reduce costs, increase competition, and improve service delivery.

He said that the passage of the bill would have a positive impact on the Nigerian economy and the lives of citizens.

“Our coalition is pleased to note that 99 per cent of the opinions expressed at the public hearing are in favour of the bill as presented.

“We also note that a few amendments were suggested, which the House Committee on Shipping Services, ably led Rep. Abdulsamad Dansuki, has promised to take note of,’’ he said.

He said that such an accommodating disposition was what the electorates expected of the lawmakers, adding that they are looking forward to the House to sustain this trend. (NAN)(www.nannews.ng)

Dennis Memorial Grammar School (DMGS), Onitsha, says it obtained all relevant technical and administrative approvals in the construction its collapsed centenary building.

The mission-owned school made the clarification in a statement signed by Dr Chijioke Ojji, Director of Operations, DMGS Centenary, in Awka on Monday.

It said the building plans approval was sought and obtained from the Anambra State Physical Planning Board, which also carried out periodic inspections during its construction.

The school also said that materials used in the construction underwent rigorous quality assurance processes, including tests by the Anambra State Materials Testing Laboratory, in Awka.

It said that it was cooperating fully with the panel set up by the Council for the Regulation of Engineering in Nigeria to investigate why the building collapsed.

“In order to provide necessary assurance to the general public, we wish to state indisputable facts concerning the DMGS centenary building.

“All proper administrative and technical processes were scrupulously adhered to.

“The architectural design of the building was by a qualified and experienced architect, who is registered with the Architects Registration Council of Nigeria.

“The structural design of the building was by one of the foremost structural engineers in Nigeria,” the school said.

It added that the construction supervision was by an experienced structural engineer with over 30 years of experience while the technical foreman was a qualified engineer with relevant experience.

DMGS said that it was aware that the identification of the cause of the collapse of the building would be a complex and painstaking evidence-based exercise that would take time.

He cautioned against hasty conclusions.

He urged members of the public to patiently wait for verifiable and scientifically-sound conclusions on the cause of the collapse.

“It is therefore with incredulity that we receive various press reports containing hasty, false, malicious and completely unsubstantiated purported conclusions as to the cause.

“Our priority remains the safety of everyone: so, we share the public’s desire to know the truth and to prevent future accidents,” it said.

Meanwhile, the school has confirmed that one person died from the building collapse while two persons were rescued alive.
