The family of the late former Head of State, Gen. Murtala Muhammed, has expressed profound discontent with the prosecution of murder trials in Nigeria, urging the National Assembly to enact legal framework  for seamless prosecution.

 

The family expressed this in a statement on Tuesday in remembrance of their son and brother, Zackari Muhammed, a 27-year-old finance graduate of the University of Canterbury in Kent, who was shot dead in Abuja on Aug. 13, 1993.

 

Dr Aisha Muhammed-Oyebode, a daughter of the late general, made the family’s position known at the 30th anniversary of Zakari Muhammed’s untimely death, held in Lagos at the weekend.

 

Muhammed-Oyebode said, “Precisely three decades ago, the life of our cherished brother was cut short. Even though the perpetrators were positively identified, all efforts to prosecute the case failed during the preliminary investigation and arraignment phase.”

 

Recalling the distressing circumstances surrounding Zackari’s tragic demise, Muhammed-Oyebode, a legal practitioner criticised the management of the case.

 

She said: “The entire procedure was shrouded in confusion, and the ultimate conclusion was a glaring miscarriage of justice.

 

“To put a stop to similar development in the future, a legislation that protects the rights of victims, a law that reflects the spirit of our nation should be enacted for Nigerians.

 

“These legislative measures unequivocally secure the rights of victims across the spectrum of criminal cases. On a global scale, victims’ rights are recognised as an essential component of human rights.”

 

According to her, the establishment of such a legal framework will guarantee comprehensive protection for victims throughout the complex corridors of the criminal justice system.

 

She noted that the United Nations adopted the Declaration of the Basic Principles of Justice for victims of crimes and abuse of power as early as 1985.

 

Muhammed-Oyebode: “The time has arrived for Nigeria to adopt a victim-centric legal paradigm.

 

“As we observe this solemn anniversary, we beseech our federal legislators to champion the passage of laws based on the principles of victims’ rights.”

 

Highlighting the repercussions of ignoring such legislation, Muhammed-Oyebode, said: “in the absence of this essential legal framework, unresolved crimes will continue to proliferate, fostering an environment conducive to unlawful killings and impunity.

 

“In cases where lives are unjustly taken, such as in murder cases, the rights of not only the immediate victim but also the secondary victims must be strengthened by providing them with the legal means to pursue justice and ensuring a fair trial.”(NAN)

Mr Abdullahi Usman of Taraba, has petitioned the Acting Governor, Central Bank of Nigeria, (CBN) Mr Folashodun Shonubi over alleged plans by Gov. Agbu Kefas to access a N206 billion loan facility.

Usman alleged that the governor planned on getting the loan from commercial banks in violation of laws guiding the process of loan application by the various tiers of government.

He urged the acting CBN governor to, as a matter urgency, instruct the affected commercial banks to suspend any consideration of granting the requested loan.

“If the CBN governor does not urgently wade into this matter, the state will be thrown into a perpetual state of abject poverty.

“The state will also be saddled with an excruciating debt burden and an inability to meet its financial obligations, which will impact negatively on the capacity of the state to remain a viable entity,’’ he said.

In addition to the suspension of the loan request, the petitioner also prayed the CBN governor to instruct the affected banks to present copies of relevant approvals from all agencies.

“They should also present limitation of use of commercial bank loans to fund capital expenditures and state budgets and finally, restriction of all loan facilities to Taraba until after the final determination of the ongoing gubernatorial litigation by the Supreme Court,’’ he said.

The petitioner, through his counsel said that the petition became necessary in order to draw the attention of the CBN governor to the planned contravention of the law.

He said the petition was also necessary to enable the CBN to take proactive steps and investigate the matter with the aim of discouraging the affected banks from getting involved in the process.

Copied in the petition were President Bola Tinubu, the President of the Senate, the Speaker of the House of Representatives and the Ministry of Finance.

Others are the Ministry of Justice, Nigeria Financial Intelligence Unit (NFIU) and the Chairman of the Economic and Financial Crimes Commission, (EFCC), amongst others.

According to Usman, the loan facility requested by the Taraba government from some commercial banks is hasty, ill-conceived and a wasteful venture that is politically motivated.

“This is to consolidate the power of an embattled governor and an attempt to put Taraba in a state of perpetual servitude of paying debts beyond its means and penury.

“All this under the guise of embarking on purported developmental activities,’’ the petitioner said.

The petitioner said that the Taraba House of Assembly’s prompt approval of the governor’s letter read on the floor of the house by the speaker with regards to the loan was hasty and ill-advised.

He said that one of the grounds on which he was challenging the proposed loan was that the process was shabby and had a defective risk assessment for the loan facilities.

He further argued that the loan was unrealistic and had an unsustainable repayment plan just as it had political inducement and motives.

“ Taraba is one of the poorest states in Nigeria, and is already overburdened with humungous debts and repayment of various facilities.

`How then can any commercial bank in Nigeria resort to inaccurate, unsustainable and unrealistic cash flow projections to avail Taraba any loan facility at the moment?

“All the cash flow projections for Taraba cannot adequately accommodate the repayment plan of a loan of N206 billion for a tenure of four years at 23 per cent interest rate,’’ he said.

The petitioner expressed concerns that the governor was currently defending his election at Taraba Governorship Election Petition Tribunal which had yet to deliver judgment.

“The loan amount from Taraba government can easily be diverted to other projects unconnected with what the loan is meant for.

“Since the position of the current government is shaky and may be set aside by the court, what will happen to the repayment of the huge loans granted to Taraba ?”

He decried what he described as the incessant attitude of commercial banks giving loans to state governments without following due process.

“In fact, it now appears that this form of armchair banking is what has been adapted by many commercial banks in going after states with meager and unsustainable cash flow.

“It is an easy way of making huge profits at the detriment of the state governments and their poor citizens.

“It is also to the detriment of the Federal Government and all Nigerians, who will bear the burden of bailing out failed states, when they cannot meet their financial obligations to the commercial banks.”

The petitioner also said that he had instructed his counsel to take necessary steps required by law, including instituting legal action, to restrain the affected banks from granting the loan to Taraba.(NAN)

The Ministry of Petroleum Resources has urged Ministries, Departments, and Agencies (MDAs) and Nigerians in general to convert their vehicles to Compressed Natural Gas (CNG) engines to cushion the effect of fuel subsidy removal.
Amb. Gabriel Aduda, the Ministry’s Permanent Secretary, made this known on Monday in Abuja, at the inauguration of its newly acquired two state-of-the-art 32-seater Coaster buses.
The buses were acquired to facilitate convenient staff commuting and official engagements.
The News Agency of Nigeria (NAN) reports that the inauguration was conducted by the Permanent Secretary, representing the Federal Government, the Head of the Civil Service of the Federation, Dr Folashade Yemi-Esan, and the management of the ministry.
Aduda said the buses would be converted from gasoline engines to CNG in line with the Federal Government’s energy transition commitment.
The Permanent Secretary, however, encouraged other MDAs to adopt the CNG initiative due to its economic advantages.
He underscored government’s dedication to alleviating the challenges faced by workers, particularly in the aftermath of subsidy removal.
Aduda recalled that the ministry received assistance in 2022 from the government, enabling the acquisition of the new buses.
He added that the present administration, under the leadership of President Bola Tinubu, held a steadfast commitment to staff welfare.
Aduda undescored the importance of maintaining the buses while handing over the keys to the union executives of the Ministry, urging them to ensure proper upkeep for extended service life.
He highlighted the emphasis placed on staff well-being within the context of the ongoing Federal Civil Service Strategy and Implementation Plan (FCSSIP).
Aduda, while describing the plan as a significant initiative supported by the Head of the Civil Service of the Federation, conveyed his gratitude for her exemplary human-centric leadership.
In a remark, Mrs Patricia Umo, Director, General Services, explained that the buses would serve as welfare provisions aimed at motivating employees to deliver effective service.
Also speaking, Mr Dipo Agboola, a union representative, expressed gratitude to the Permanent Secretary and his management team for their forward-thinking initiative.
Agboola announced that the buses would be converted to CNG within the next seven days, demonstrating the workforce’s appreciation and dedication to responsibilities.(NAN)

The Executive Chairman, Ikosi Isheri Local Council Development Area (LCDA), Lagos State, Mrs Samiat Bada, has gifted 250 General Certificate of Education (GCE) forms to indigent students in the area.

The News Agency of Nigeria (NAN) reports that the event was held at the council’s secretariat on Monday in Lagos.

NAN reports that out of the 250 indigent students, 50 forms were given out to Persons Living with Disabilities (PLWDs).

Bada said the gesture was aimed at boosting and sustaining education in the council area by raising resourceful youths.

The council boss said that her administration was committed to the welfare of the people.

She added that the act would help the students achieve their academic goals while reducing the cost on their parents.

Bada assured that education would continue to be her top priority, hence the distribution of the 2023 GCE forms.

According to her, no amount of money expended in education can ever be enough.

“l believe education is the best legacy that we can give to all at every given time, which anyone that is offered will live not to regret.”

Bada said that free Unified Tertiary Matriculation Examination (UTME) forms would also be given to indigent students who passed the GCE exam without going through any form of screening.

She, however, advised the beneficiaries to make good use of the gesture, reiterating that education was the best legacy.

Bada urged the students to justify the huge amount of public funds expended in procuring the forms by ensuring that they prepared very well for the exam.

“I encourage you to continue to strive to get better education and be good ambassadors.

“I implore you to refrain from all forms of examination malpractice, l wish you the best and l pray you shall all be successful,” Bada said.

In his remark, Mr Dayo Ogunleye, Head of Department, Education, Ikosi-Isheri LCDA, said the aim of giving out the free forms was to give succour to indigent parents due to the economic challenges in the country.

“It also explains the commitment and investment of our Mayoress in education while ensuring that our youths are academically and morally sound.

“This is a laudable gesture which she began since her inception in 2021 and she has not relented thus far.

“I, therefore, commend her because she is ever-ready to support the teeming youths when it comes to education.,” he said.

One of the beneficiaries, Olutayo Victor, said the free form he received had given him a chance to sit for the examination.

Victor added that his parents could not afford the money for the form.

He lauded the chairman for her kindness, and promised to study hard and excel in the examination in order to make her proud.

Gov. Babajide Sanwo-Olu of Lagos State has appointed six Special Advisers (non-cabinet) to serve in various capacities across the ministries.

The Secretary to the State Government (SSG), Mrs Bimbola Salu-Hundeyin, made this known in a statement on Monday.

Salu-Hundeyin said the newly appointed Special Advisers were Mrs Iyabo Ayoola, as Special Adviser, Central Internal Audit and Mr Olalekan Balogun, Special Adviser, Economic Planning and Budget

She added that Mr Akinyemi Ajigbotafe had been appointed as the Special Adviser, Community Development, while the Very Rev. Bukola Adebiyi, as Special Adviser, Christian Religion

According to her, Dr Abdullahi Jebe is the Special Adviser, Muslim Religion and Mr Ismail Odesanya is the Special Adviser, DAWN Commission and S/W Integration.

The SSG congratulated the appointees and encouraged them to align their contributions with Gov. Sanwo-Olu’s vision for a Greater Lagos.

Some residents of Masaka, Nasarawa State, on Monday bemoaned the lack of power supply to the area, while also lamenting over the cost of using generating set.

The residents, who expressed their pain in separate interviews with the News Agency of Nigeria (NAN), described their agony as unbearable.

They complained that they have had to live in darkness for over three months.

Mrs Lovina Elisha, a housewife, expressed unhappiness over the situation while calling for an immediate intervention from relevant authorities.

She said that lack of power supply had given merchants using alternative power supply to extort those who patronise them for services relating to power.

Elisha said: “In the absence of electricity, I take my phone to charging centres and they charge as much as N200 because they use fuel in their generating sets, which even costs more.

“This had been our plight for a while now. We need those in charge to come to our rescue because it is becoming unbearable.

“If this will continue, I may have to dump my phone at home and go without it because I am just a housewife and do not have a source of income,” she said.

Similarly, another resident, Mr Ebuka James, said that the situation has rendered some electrical appliances useless in several households.

He said that most people could not afford to store perishable goods in fridges or freezers anymore because of the inconsistent power supply.

This, he added, has cost so many households the loss of good amount of food.

Mr Timothy Dara, another resident who operates a phone charging centre, said that the situation was doing more harm than good to his business.

According to him, business boomed more when electricity is inconsistent and fuel is affordable for those with generating sets to alternate.

He, however, said that the inconsistent power supply alongside the hike in price of fuel made business slow and frustrating for all.

“At first, with the inconsistent power supply, people patronised me because I charged as low as N50, but now, because of the hike in fuel price, I had no option than to increase my charges.

“Unfortunately, I don’t get customers again because I charge as high as N200 per phone.

“Sometimes, I am forced to reduce it from N200 to N150 because not everyone can afford to pay N200 to charge a phone, with the drastic challenges in the country,” he said.

Mr Rownald Peter, an official of the electricity company in Kuchikau area of the state, told NAN that the power outage in the area was due to a technical fault from the power feeder serving the area.

He said: “Our engineers are currently working hard to restore power there. We plead for more patience from the people as all hands are on deck to get everything back to normal.” (NAN)(www.nannews.ng)

Residents of Dutsen communities in Bwari Area Council of the FCT on Sunday called on the FCT Administration to fix bad roads that had become death traps in the area.

Some of them told the News Agency of Nigeria (NAN) that the bad roads had slowed down businesses and increased the hardship of residents.

Mr Adamu Bala, a commercial tricycle operator, said he took the daily risk of leaving his vehicle at Dutse Market rather than taking it to his house because the road had become impassable.

He lamented that this was apart from spending heavily on the repair of the tricycle as it regularly broke down on the bad road network in the area.

“With the current inflationary rate in the country, one cannot break even in business.

“I beg the Bwari Area Council to come to our aid and fix the roads. If this is the only thing it will do for us, we will be grateful,’’ he said.

Bala noted also that the roads would soon become totally impassable with the onset of torrential rains if repairs were not carried out quickly.

Mr Peter Abu, a commercial bus driver, shared Bala’s views as he said roads in the area quickly wore out his tyres making him to replace them too often.

He called on the government to alleviate the sufferings of the people and not to continue to remain adamant to their plight.

He expressed regret at plying roads in the area and said he was incurring losses every day.

Another motorist, Mr Charles Jonathan, expressed the same views.

“One ends up spending all his earnings to fix the vehicle because of bad roads,’’ he said.

Other residents and business people in the area also expressed the same misgivings about the roads and pleaded with government to repair them. (NAN)(www.nannews.ng)

Mr Osita Oparaugo, Founder of GetBundi Education Technology, who announced this in a statement on Monday in Lagos, said the appointment takes immediate effect.

Cryer, an Irish Canadian filmmaker and social impact influencer, has been working in the media industry for more than two decades.

“To do so will require partnerships across the Atlantic with individuals, for-profit and not-for-profit organisations, and Amanda Cryer is definitely one of those,” Oparaugo said.

He thanked Cryer for acknowledging and joining the GetBundi vision.

“Together, we will build a new Africa based on technology, equipping African youths with digital skills,” he said.
