How we prevent leakages of revenue to FG – RMAFC

The Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) says it is taking steps to block leakages and boost the Federal Government’s revenue generation initiatives.

Mr Mohammed Shehu, the Chairman of the commission, said this in an interview with the News Agency of Nigeria (NAN) on Saturday in Abuja.

According to Shehu, one major function of the commission is to monitor the generation and disbursement of revenue from the Federation account.

“That act of monitoring involves where to get the money from, to check and see whether revenue generating agencies, which are specifically mentioned in the Act, are living up to expectations.

“The law mandates the commission to have the power to request for information from any revenue generating agency.

“That means we have the rights to go through the books of all government agencies to see the revenue they collected and what they remitted, ” he said.

The chairman said that the RMAFC had created committees to oversee revenue generating agencies.

“We have committees for customs, Federal Inland Revenue Service (FIRS), crude oil, gas, special duties, solid minerals. This committees are mandated to carry out monitoring activities across Nigeria.

“For instance, the customs committee usually goes to the custom services and other companies around the south-west, especially, where you have heavy dose of manufacturing to look into their books.

“They do this in collaboration with the Nigeria Customs Service ” the RMAFC boss said.

He said that, however, some Ministries, Departments and Agencies (MDAs) are so complicated that sometimes the RMAFC had to hire forensic experts or teams of consultants to look deeper into their books.

“Sometimes, they end up discovering huge sums of unremitted money.

“Within the last two years, we discovered over N319 billion that has been established and it has been remitted to the appropriate account of the federation.

“Sometimes, we collaborate with law enforcement agency like the Economic and Financial Crimes Commission (EFCC).

“If there is an MDA or organisation that has established liability and has owned up to the liability and they decide not to pay, sometimes we request the services of EFCC and they have been helping,” Shehu said. (NAN)(www.nannews.ng)

The Council for the Regulation of Engineering in Nigeria (COREN) has listed the University of Abuja, Modibo Adama University in Yola, Adamawa, and Ambrose Alli University, Ekpoma, Edo, as institutions running engineering programmes with expired accreditation status.

President of COREN, Prof. Sadiq Abubakar, made this known in Abuja on Friday at a news conference to intimate the general public on there solutions reached at its 179th Ordinary Council Meeting held on Sept. 7.

The News Agency of Nigeria (NAN) reports that COREN is the statutory body of the Federal Government with the mandate to regulate and control the education, training and practice of engineering in all its aspects and ramifications.

According to Abubakar, the public has to know that the universities are operating with expired accreditation and be guided when making choices, as well as notify the institutions to do the needful.

“COREN in its commitment towards ensuring that engineering is regulated in Nigeria in line with global best practice to improve the quality of life and promote sustainable development, has to bring this to public notice.

“In Modibo Adama University, Adamawa State, Agricultural Engineering failed accreditation; Civil Engineering accreditation expired on Oct. 11, 2020 and Electrical Electronics Engineering expired on March 10, 2021.

“Chemical Engineering expired on March 10, 2021 and Mechanical Engineering expired on March 10, 2021.

“For the University of Abuja, Chemical Engineering and Civil Engineering accreditation expired on March 26, 2020, while Electronics Engineering and Mechanical Engineering expired on April 20, 2022.

“In Ambrose Alli University Ekpoma, Edo, Mechanical Engineering and Electrical Electronics Engineering accreditation expired Nov.12, 2020,” he said.

The COREN president further said that the University of Calabar, Cross Rivers and Technical University Ibadan, Oyo State were also running engineering programmes without approval.

Abubakar noted that the University of Calabar was currently running engineering programmes up to 300 Level without Resource Verification/Pre-Accreditation by COREN.

He added that the Technical University Ibadan was also running programmes up to 500 Level without Resource Verification/Pre-Accreditation by COREN.

He said that COREN had written officially to the universities to ensure the accreditation of the programmes, but that there was no positive response from them.

Abubakar explained that COREN was working in accordance with section 12 of the Federal Government Gazette No. 113 of March 3, on the Regulation on Accreditation of Engineering Programmes in Nigeria, which stipulates sanctions in case of violation of any regulation.

“Engineering Accreditation Committee shall impose either a Withdrawal of Accreditation or Non-Recognition of graduates of such programmes for registration as engineering practitioners.

“COREN is hereby, notifying the affected universities to rectify the abnormalities and get the programmes accredited before the commencement of the next academic session.

“Failure to rectify this, their non-accreditation status will result in blacklisting them as non-accredited institutions whose graduates of engineering programmes will not be recognised for registration as engineering practitioners,” he said.

Abubakar reminded engineering practitioners to obtain their Annual Practice Licence for 2023, to comply with the law regulating engineering practice in the country. (NAN)(www.nannews.ng)

Gov. Fintiri begins N5bn Credit Guarantee Scheme

 

Gov. Ahmadu  Fintiri of Adamawa has begun the N5bn credit guarantee scheme for agribusiness owners in the state.

A statement by Muhammad Tukur, Senior Special Assistant to the Governor on New Media, said that the beneficiaries of the scheme would include producers, agregators and marketers.

Fintiri, while speaking in the Government House Yola, said the scheme is one of the main components of the Adamawa Agribusiness Support (ADAS) Programme.

He explained that the scheme would help the beneficiaries to access loans from financial institutions.

Fintiri appealed to people to continue to exercise patience over the hike in the price of food items, adding that his administration would continue to provide palliatives to the people to cushion the effect.

The Secretary to the State Government, Auwal Tukur, said that through the ADAS the state government has generated over N1 billion from the Agribusiness collections.

The highlight of the event was the presentation of loan letters to some of the beneficiaries of the scheme.(NAN)

Appeal Court upholds election of Bauchi Rep member Jafaru Leko

The Court of Appeal sitting in Abuja, on Friday, upheld the election of Rep Jafaru Leko as member representing Bogoro/Dass/Tafawa Balewa Federal Constituency of Bauchi State in the House of Representatives.
The three-member panel, presided by Justice Lawal Shuaibu, dismissed the appeal filed by Kefas Magaji of the Peoples Democratic Party (PDP) on the grounds that it lacked merit.
The court held that the petitioners (Magaji and PDP) failed to prove their case on the preponderance of evidence.
The News Agency of Nigeria (NAN) reports that the Independent National Electoral Commission (NAN) had declared Leko of the All Progressives Congress (APC) the winner of the Feb. 25 general election into the federal constituency seat.
Dissatisfied with the victory, Magaji and the PDP filed a petition challenging Leko’s declaration.
But the National and State Houses of Assembly Elections Tribunal dismissed the petition.
The petitioners proceeded to the Court of Appeal via Appeal No: CA/J/EPT/BA/HR/05/2023 between Barrister Kefas M. Magaji and PDP Vs. Jafaru Gambo Leko, APC and INEC.
Delivering the judgment on Friday, the Appeal Court agreed with the submission of Mr Johnson Usman, SAN, counsel to Leko, that the trial tribunal was right when it dismissed the petition.
The court, which wondered while most of the witnesses presented by the petitioners testified in Hausa Language while their witness statements were made in English, consequently dismissed the appeal and upheld that Jafaru Leko was the winner of the poll.
Speaking to NAN on the outcome of the appeal, Mr Usman said the decision was a victory for democracy.
The senior lawyer said that the court was right when it affirmed the decision of the trial court by holding that the petitioners/appellants failed in its entirety to prove their case both at trial and on appeal.
Mr Israel Usman, lawyer to the petitioner, declined to comment on the development.

The Tinubu Campaign Organisation (TCO) on Friday congratulated President Bola Tinubu on his victory at the Presidential Election Petition Court (PEPC).

This  was contained in a statement issued on Friday in Abuja by Joshua Ilevbare, the National Coordinator of the group.

He said that the judgment of the Tribunal was a validation of the popular mandate freely given to Tinubu at the Feb. 25 presidential poll by the majority of Nigerians across the six geo-political zones.

While describing the PEPC verdict as unbiased and unprecedented in the history of Nigeria, he said that the verdict was triumph of truth, victory for democracy, rule of law and natural justice.

Ilevbare appealed to Nigerians to support the Tinubu government in the efforts to turn Nigeria around for better through its Renewed Hope Agenda.

“We believe that the verdict will further spur the President in his determination and genuine intention to offer purposeful governance for the benefits of all Nigerians regardless of their religions and ethnics,” he noted.

He pledged the group’s continued support for the success of the Tinubu government.

”It is imperative to request that members of TCO be involved in the ‘Renewed Hope’ administration as collaborators in different capacities, to serve our fatherland as foot soldiers who will help deliver dividends of democracy to the grassroots,” he said.

In the same vein, he also congratulated  Prof. Julius Ihonvbere of All Progressives Congress (APC), whose victory as member House of Representatives, Owan Federal Constituency in Feb. 25 ,  National Assembly Election was affirmed by the Tribunal, sitting in Benin City.

After the inauguration of the 10th session of the House of Representatives, Rep. Ihonvbere who was the Chairman of the House Committee on Basic Education and Services in the 9th Assembly, was appointed as the Majority Leader for the 10th Assembly. (NAN) (www.nannews.ng)

Human trafficking: JDPC solicits more funding for NAPTIP activities

Justice Development and Peace Commission (JDPC) has solicited more funding for the National Agency for the Prohibition of Trafficking in Persons (NAPTIP) to enable the agency perform effectively.

JDPC Director of Programmes, Mr Timothy Ejeh, made the call on Friday in Abuja, at an ongoing training for journalists on ethics for covering human trafficking and irregular migration issues.

The training is organised by Action Against Trafficking in Persons Cluster (AATiP) with support of the United States Agency for International Development (USAID) palladium project.

The palladium project is under the cause of Strengthening Civil Advocacy and Local Engagement (SCALE).

According to Ejeh, the current funds made available to NAPTIP is too meagre compared to the array of functions it performs.

He said that NAPTIP was doing a whole lot as an agency of government trying to counter trafficking in persons in Nigeria with a limited budget.

According to him, currently NAPTIP has been saddled with the responsibility of regulating the Act of protection and prohibition of persons against violence.

“This has come into the work of the agency without any budget line for it.’’

He said that the agency had currently been asked to station at the border post and at the port of entry into the country.

He said this was to see how it could clamp down traffickers, adding that without enough resources the agency might not perform well.

“If you don’t have enough resources, manpower and personnel at various borders, how can you counter trafficking in persons. So, there is need for NAPTIP to have enough funding to be able to clamp down on traffickers.

“With enough funding, the agency will also be able to help victims of trafficking because there are a lot of them in NAPTIP shelters; currently NAPTIP is having 14 shelter camps across the country.

“NAPTIP has to feed these people, provide medications, and protect them and others which require a lot of funding.

“NAPTIP is really in need of funding, so there is need for an upward review of its funding,” he said.

Ejeh also said that there was nothing wrong for a country to have private shelters, apart from government owned, but owners of such shelters must align with the minimum standard of establishment issued by NAPTIP.

“There are various shelters privately owned, perpetrating evil in the name of running shelters for vulnerable victims of human trafficking and Sexual and Gender Based Violence (SGBV).

“The commission has discovered that some persons are abusing the privilege of having private shelters, by housing little children and turning such shelters into baby factory.

“They also use the children for their own illicit and nefarious trade,”he said.

He said that owners of private shelters must comply with the minimum standard of regulation in line with the regulation issued  by NAPTIP as the authority in charge of such issues. (NAN)

The National Orientation Agency (NOA) says it is partnering with Chosen Vessels Global to reawaken the consciousness of Nigerians to positive values, patriotism and national unity.
The NOA Director-General, Dr Garba Abari, said this in a statement by the Assistant Director, Press, Mr Paul Odenyi, on Thursday in Abuja.
He quoted Abari as saying this when the Chosen Vessels Global team, led by Dr Chinyere Nwoye, paid him a courtesy visit.
Abari said that the visit was timely at the point when the present administration was making concerted efforts to rebuild the nation’s economic and patriotic fortunes.
According to him, the negative impact of drug abuse has no gender, age, status or social barriers in the society and requires greater and impactful awareness to renew the consciousness of citizens on the dangers of the vice.
“We must all work to educate our people on the dangers of drug abuse and other transactional behaviours that hinder our nation-building process” he said.
The director-general said the partnership between NOA and the NGO would ensure that the campaign reached the grassroot level of the country.
Earlier, Nwoye said that the visit was to discuss avenues to enhance social integration, facilitate national rehabilitation, curb drug abuse and societal vices that hindered national development.
She said that the team recognised the NOA’s widespread platform across the country.
She said that the organisation teamed up with the agency because of its  dedication to national development to promote positive social change and its constant engagement in public enlightenment.

Checkers Africa Limited and Turtle Taido Game Show on Friday signed a partnership and sponsorship deal to deliver nourishment and wholesome content to children.
This is disclosed in a statement on Friday in Lagos issued by Mr Karan Checker, Managing Director of Checkers Africa.
Checkers Africa Limited is a leading Nigeria Custard brand, while Turtle Taido Game Show leads in educational kiddies show.

FG to upgrade garment factory for women, children skill acquisition – Minister

The Federal Ministry of Women Affairs has promised to upgrade the garment factory at the Maryam Babangida National Centre for Women Development.

Mrs Uju Kennedy-Ohanenye, the Minister of Women Affairs, disclosed this during a fact-finding visit to the Government Science and Technical College in Abuja on Friday.

Kennedy-Ohanenye said that the upgrade was part of the ministry’s skills acquisition plans for women, youths and children.

According to her, the upgrading of the garment factory is in pursuance of her sustained drive to expose school children to skills acquisition and vocational training.

She said her visit to the school was also to assess the electrical, furniture, computer crafts studies and vehicle mechanics sections at the garment and identify areas of collaboration with the school management.

“It has been my desire to harness the potential of our children and youths; to build their consciousness toward productivity and self- reliance when they grow up.

“I am already engaging the Honourable Minister of Education to introduce vocational training in schools; to equip the students with digital skills, tailoring, electrical and mechanics” she said.

The minister said she was satisfied with the school’s facilities which would be used to drive the project of harnessing the potential of children and youths.

She said,“This will prevent them from engaging in criminal acts and other juvenile delinquencies”.

The minister, therefore, promised that the Government Technical College would be integrated into the plans of upgrading the garment factory.

“This will enable the students align with the plans of the ministry to have a veritable machinery for effective skills acquisition centre in the FCT,” she added.

Responding, Mr James Kuta, the Principal of the school, who thanked the minister, said the initiative would rebuild the consciousness of Nigerian children and youths to be productive and contribute their quota to national growth. (NAN) (www.nannews.ng)

Climate change undermining SDG target – Report

A new multi-agency report coordinated by the World Meteorological Organisation (WMO), on Thursday, revealed that climate change is undermining the global efforts towards achieving the Sustainable Development Goals (SDGs).

The document, christened United in Science Report, said at this half-time point of the 2030 agenda, that science is clear that the planet is far off track from meeting its climate goals.

“This undermines global efforts to tackle hunger, poverty and ill-health, improves access to clean water and energy and many other aspects of sustainable development.

“Only 15 per cent of the SDGs are on track,” said the report, which makes a systematic examination of the impact of climate change and extreme weather on the goals.

The study illustrates how weather, climate and water-related sciences could advance aims, such as food and water security, clean energy, better health, sustainable oceans and resilient cities.

The News Agency of Nigeria (NAN) reports that the annual report combines input and expertise from 18 organisations and issued ahead of the SDG Summit and Climate Ambition Summit at the United Nations General Assembly.

In his comment, the UN Secretary-General, António Guterres, said, “2023 has shown all too clearly that climate change is here.

“Record temperatures are scorching the land and heating the sea, as extreme weather causes havoc around the globe.

“While we know this is just the beginning, the global response is falling far short.

Meanwhile, halfway to the 2030 deadline for the SDGs, the world is woefully off-track.”

Guterres, however, argued that science is central to solutions.

“It is widely understood that weather, climate and water-related sciences provide the underpinnings for climate action.

“But it is less recognised how these sciences can supercharge progress on the SDGs across the board,” said the UN chief scribe.

Similarly, the WMO Secretary-General, Prof. Petteri Taalas, was optimistic that at the pivotal moment in history, the halfway mark to achieving the SDGs, the science community stands united in the effort to achieve prosperity for people and the planet.

“Groundbreaking scientific and technological advances, such as high-resolution climate modelling, artificial intelligence and nowcasting, can catalyse transformation to achieve the SDGs.

“And achieving Early Warnings for All by 2027 will not only save lives and livelihoods but help safeguard sustainable development,” Taalas said.

He said, however, that the need for science and solutions was more urgent now than ever. (NAN) (www.nannews.ng)
