Niger assembly passes 2025 budget of N1.5trn for assent

The Niger House of Assembly has passed the 2025 budget estimate of N1.5trillion to the governor for assent.

 

Zubairu Ismaila, Chairman, House Committee on Planning and Appropriation, presented the report during plenary in Minna on Thursday.

 

Ismaila said that the committee made some adjustments to the budget to ensure balance and priority of government and the people.

 

He said that the adjustments did not affect the overall budget size, but rather re-allocated funds to various sectors.

 

He said the committee observed that the submission of the budget was late, resulting in hasty scrutiny to ensure speedy passage.

 

He urged the executive arm to submit the budget to the legislature at least three months before the end of the year for proper scrutiny and timely passage.

Kano unveils anti-corruption strategy

Kano state government has unveiled an Anti-Corruption Strategy (2024–2028), a comprehensive framework aimed at tackling corruption and promoting integrity.

The event was conducted with support of the European Union-funded Rule of Law and Anti-Corruption (RoLAC) Programme Phase II, being implemented by the International Institute for Democracy and Electoral Assistance (International IDEA).

The event coincided with the 2024 International Anti-Corruption Day (IACD), whuch has as its theme: “Uniting with Youth Against Corruption: Shaping Tomorrow’s Integrity.”

The theme of the event highlights the vital role young people play as catalysts for change in the fight against corruption.

Gov. Abba Kabir-Yusuf undetscored the importance of addressing corruption, describing it as a cancer that erodes trust, undermines institutions, and hampers progress.

“Protecting human rights is at the heart of our administration’s agenda. We are committed to blocking systemic linkages, investigating corruption, and ensuring value for public funds,” he said.

Ibrahim Bello, RoLAC Coordinator in the state, reaffirmed commitment of the EU to support anti-corruption reforms in Nigeria.

“The European Union and International IDEA remain steadfast in their partnership with Nigeria to promote good governance, transparency and accountability. This strategy demonstrates what can be achieved through collective efforts.

“The governor is a formidable partner in the fight against corruption in the state. He has shown unwavering commitment by working with development partners to ensure a corruption free state,” he said.

Sanwo-Olu charges corps members to make lasting impressions

Lagos State Government has charged corps members in the state to leave lasting impressions through dedication, creativity and hard work.

Gov. Babajide Sanwo-Olu gave the charge at the closing of orientation course for corps members in the 2024 Batch C, Stream 1.

The event held at the National Youth Service Corps (NYSC) Orientation Camp, Iyana-Ipaja, on Tuesday.

The governor was represented by Mr Mobolaji Ogunlende, the state Commissioner for Youth and Social Development and Chairman, NYSC Governing Board in Lagos State,

 

Sanwo-Olu also appealed to employers to accept corps members posted to their establishments and ensure their welfare and security.

“I encourage you to approach your assignments with patriotism and innovativeness, exhibit commendable qualities – tolerance, diligence and perseverance – during and after your service year.

“Outstanding performances will not go unnoticed, exceptional contributions will be duly recognised and rewarded.

“I therefore implore you to accept your postings to any part of Lagos with an open mind and sense of purpose.

“View it as an opportunity to meaningfully contribute to the development of the state by playing active roles in the social-economic advancement of your host communities,” Sanwo-Olu told the corps members.

Sanwo-Olu said that his administration would sustain collaboration with the NYSC through the Lagos State Employment Trust Fund.

”Your service is not just a platform to make a positive impact, it is also a chance to grow personally and professionally.

“I am aware that the Skills Acquisition Entrepreneurship Development programme was one of the key activities you engaged in during the orientation course.

“It is a crucial step towards empowering yourselves and achieving self-sufficiency,” he said.

He commended the corps members for zeal during the orientation programme.

“I am very impressed with the way you approached and embraced the trainings,” he said.

Earlier, the Lagos State Coordinator of NYSC, Mrs Christana Salmwang, gave the assurance that the corps members had acquired skills, discovered themselves, improved on their talents and learnt teamwork and collaboration.

Salmwang said: “As they move on to the next stage, they will put to use what they have learnt and perform excellently.

“During the orientation course, these corps members were made to go through some planned series of programmes in a bid to make them a better version of themselves and fit in all ramifications.”

The coordinator thanked Lagos State Government for supporting NYSC.

 

“While we are grateful for your warmth and positive influences on our corps members, I wish to urge you to consider them in the area of accommodation so they can enjoy a seamless service year.”

Bricklayers urged to upgrade skills to remain relevant

The Chief Executive Officer of Engineering Resource Academy, Dr Omolola Adetona, has urged bricklayers to upgrade their skills to remain relevant in the industry.

Adetona gave the advice at the Annual General Meeting/ Bricklayers Day of the Lagos State Bricklayers Association, on Wednesday in Lagos.

The News Agency of Nigeria (NAN) reports that the meeting had the theme: ” Future of Building Artisan in Built Environment in Nigeria”.

Adetona emphasised the need for continuous capacity development to ensure relevance of bricklayers.

She said: “What is the future of building artisans and bricklayers now that Artificial Intelligence (AI) is the order of the day?

“We are being told that it is going to challenge local workers.

“With AI coming in and robots setting blocks and plasterring, where do the artisans and bricklayers find themselves?

“How do they preserve themselves and make sure that they are still relevant? They need to up their games and make sure that they are perfect in what they do,” she said.

Adetona said that older bricklayers should leave a lasting legacy by training and mentoring younger ones.

“This ensures that their skills and knowledge are passed on, allowing future generations to continue the work and contributing to the industry.”

She also emphasised the need for precision and quality in every aspect of construction, saying that bricklayers played a crucial role in the built environment.

She emphasised the importance of collaboration between engineers and bricklayers to ensure the successful execution of construction projects.

In his remarks, the Director-General of the Lagos State Safety Commission, Mr Lanre Mojola, emphasised the importance of safety for bricklayers.

He said that it was the responsibility of each individual worker to prioritise his or her safety.

He urged them to recognise potential risks and dangers in their work environment and take steps to reduce or eliminate them.

He said, “Place safety above productivity and efficiency, be vigilant and constantly look out for potential hazards.”

The secretary of the Lagos State Bricklayers Association, Mr Atewolara Paul, said that the theme of the event focused on the future of building artisans in Nigeria.

He said that the association desired to improve the recognition and professional status of building artisans by having them go through the Nigeria Skills Qualifications Framework.

According to him, it will help to standardise and upgrade the skills of artisans, allowing them to achieve higher levels of expertise and recognition. (NAN)(www.nannews.ng)

UATH rewards staff members for excellence

The University of Abuja Teaching Hospital (UATH) has recognised and rewarded some members of staff for their outstanding performance and excellence in discharging their duties.

Prof. Bissallah Ekele, the Chief Medical Director (CMD) of the hospital, made this announcement at the 2024 UATH Annual Staff and Corporate Awards held in Gwagwalada on Wednesday.

Ekele stated that the awards were aimed at encouraging the hard work of the winners and motivating others to put in their best efforts in discharging their responsibilities towards saving lives.

He explained that the awards, which were introduced in 2018, celebrate and recognise staff who have distinguished themselves in service delivery across various units and departments of the hospital.

According to him, every member of staff is a winner, considering the volume and quality of work they perform throughout the year.

“We have the first among equals. The awardees should continue their hard work. Everyone is a winner if you consider the volume and quality of work the staff of this hospital deliver year-round.

“Those who have excelled should strive to achieve even more,” he said.

The professor further explained that the Servicom Unit, which monitors activities within the hospital, was responsible for organising the awards.

He commended the unit for its relentless efforts in successfully organising the annual event over the past seven years.

The pioneer CMD of UATH, Dr Danjuma Sulai, advised members of staff to excel in their roles and strive to reach the pinnacle of their careers.

Sulai also urged the awardees to work harder to earn even greater recognition in the future.

Similarly, Dr Anthony Bawa, Chairman of the 2024 Staff Award Committee and Servicom Nodal Officer, remarked that the awards were designed to appreciate staff for their unconditional commitment to saving lives.

Bawa noted that the awardees were not selected by the committee or themselves but were nominated by members of their respective departments.

“This award is a recognition of hard work. The awardees were not hand-picked; rather, they were nominated by colleagues in their departments, with the person receiving the highest nominations being selected,” he said.

The Aguma of Gwagwalada, Alhaji Muhammadu Magaji, stated that every outstanding performance deserves recognition and encouraged staff to strive for excellence.

Represented by the Waziri of Gwagwalada, Garba Madaki, the Aguma urged staff to carry out their responsibilities diligently, regardless of their roles.

One of the awardees, Dr Manchan Dodo, who was recognised as the Best Resident Doctor in Paediatrics, expressed her gratitude to the management for acknowledging her efforts.

“I am thrilled and honoured to receive this award.

“I want to thank the management for this recognition. It shows that hard work pays off and motivates me to work even harder,” she said.

The News Agency of Nigeria (NAN) reports that the event’s highlights included a cash award to the 2024 Best Unit, the Amenity Unit, and the recognition of pharmacist Muhammed Garba as Best Staff of the Year.

Tinubu approves executive management for River Basin Development Authorities

President Bola Tinubu has approved the reconstitution of the Executive Management of 12 River Basin Development Authorities under the Federal Ministry of Water Resources.

Mr Bayo Onanuga, Special Adviser to the President on Information and Strategy, made the announcement in a statement on Wednesday.

The Ogun-Osun River Basin Development Authority, based in Abeokuta, now has Mr Odebunmi Olusegun (Oyo) as Chairman and Dr Adedeji Ashiru (Osun) as Managing Director.

The appointed Executive Directors are: Mr Ayo Oyalowo (Oyo) for Finance; Dokunmu Oyekunle (Ogun) for Planning and Design; Suleiman Oris (Lagos) for Agricultural Services; and Mr Julius Oloro (Lagos) for Engineering.

The Upper Benue River Basin Development Authority has Alhaji Sanusi Babantanko (Bauchi) as Chairman and Samuel Mohammed (Taraba) as Managing Director.

The appointed Executive Directors are: Mr Usman Bakare (Taraba) for Engineering; Ibrahim Jalo (Gombe) for Finance; Mr Isa Matori (Bauchi) for Planning and Design; and Hamman Dikko (Adamawa) for Agricultural Services.

The Chad Basin Development Authority has Prof. Abdu Dauda (Borno) as Chairman and Tijjani Tumsa (Yobe) as Managing Director.

The appointed Executive Directors are: Mr Babajamu Adeniran (Kwara) for Engineering; Mr Abdullahi Sadiq (Kogi) for Agricultural Services; Mr Alanamu Abolere (Kwara) for Planning and Design; and Mr Abidemi Adeyemi (Kogi) for Finance.

The Lower Benue River Basin Development Authority now has Dr Amos Yadukso (Plateau) as Chairman and Ninga Terese (Benue) as Managing Director.

Mamman Aliyu (Jigawa) and Rabiu Bichi (Kano) have been appointed Chairman and Managing Director, respectively, of the Hadejia Jamaere River Basin Development Authority.

The Executive Directors appointed are: Tijjani Isa (Jigawa) for Planning and Design; Hajiya Zainab Gamawa (Bauchi) for Agricultural Services; Baffa Abdulkadir (Kano) for Engineering; and Musa Kwankwaso (Kano) for Finance.

The President also appointed Mr Wabilly Nyiam (Cross River) and Mrs Glory Oho (Akwa Ibom) as Chairman and Managing Director, respectively, of the Cross River Basin Development Authority.

The appointed Executive Directors are: Effiwat Akwat Eyo (Cross River) for Finance; Ms. Ebiere Udoh (Akwa Ibom) for Agricultural Services; Charles Akpan (Akwa Ibom) for Engineering; and Dr Ndom Abia (Akwa Ibom) for Planning and Design.

For the Sokoto Rima River Basin Development Authority, Mr Bello Wurno (Sokoto) has been appointed Chairman and Abubakar Mallam (Kebbi) as Managing Director.

The Executive Directors appointed are: Kabiru Maigoro (Zamfara) for Planning and Design; Abubakar Ibrahim (Katsina) for Finance; Muttaka Jikamshi (Katsina) for Agricultural Services; and Mansur Aminu (Zamfara) for Engineering.

2025 budget: Tinubu urges patience as reforms yield results

President Bola Tinubu on Wednesday assured Nigerians of better days ahead as economic reforms introduced by his government had started yielding positive results.

The president said there had been noticeable signals of improved security, education, and health care, as well as a 3.46 per cent GDP growth in the third quarter of 2024.

President Tinubu gave the assurance at the National Assembly during the presentation of the N49.7 trillion 2025 Appropriation Bill to the joint session of the Senate and House of Representatives.

“The reforms we have instituted are beginning to yield results. Nigerians will soon experience a better and more functional economy.

“Global economic growth for the outgoing year 2024 was projected at 3.2 per cent, and against predictions, our country made significant progress.

“Our economy grew by 3.46 per cent in the third quarter of 2024, up from 2.54 per cent in the third quarter of 2023.

“Our Foreign Reserves now stand at nearly 42 billion dollars, providing a robust buffer against external shocks,” he said.

He added that the country’s rising exports were reflected in the current trade surplus, which stood at N5.8 trillion, according to the National Bureau of Statistics.

“These clear results of gradual recovery, among others, reflect the resilience of our economy and the impact of deliberate policy choices we made from the outset,” he added.

Tinubu attributed the successes recorded so far with the economic reforms to the patience, resilience, and tolerance of Nigerians in supporting the process.

The President projected an expenditure bill of N49.7 trillion, which is 35 per cent higher than the N28 trillion budget of 2024.

He said the new budget would prioritise education, healthcare, and security.

Tinubu said the 2025 budget would focus on restoration, securing peace, and rebuilding prosperity.

He said this reflected the core vision of the Renewed Hope Agenda, which was to improve the livelihoods of Nigerians by strengthening social and physical infrastructure and ensuring inclusivity in reaching development goals.

“The 2025 Budget Proposal again reinforces our administration’s roadmap to secure peace, prosperity, and hope for a greater future for our beloved nation.

“This budget, christened ‘Budget of Restoration: Securing Peace, Rebuilding Prosperity,’ strikes the core of our Renewed Hope Agenda and demonstrates our commitment to stabilising the economy, improving lives, and repositioning our country for more outstanding performance.

“The journey of economic renewal and institutional development, which we began 18 months ago as a nation, is very much underway,” he said.

Tinubu said the budget would consolidate the policies instituted to boost human capital development, increase the volume of trade and investments.

He said that it would also bolster oil and gas production, get the manufacturing sector humming again, and ultimately increase the competitiveness of the economy.

He said the ongoing economic reforms would not be reversed; instead, they would be strengthened to build on the gains of stimulating the economy to be more robust, equitable, predictable, and globally competitive.

“We do not intend to depart from this critical path to strengthen the Nigerian economy. Just as I believe in the resilience of our economy to withstand the current challenges, I also strongly believe in the resilience of the Nigerian people.

“Again, I summon the unstoppable Nigerian spirit to lead us on as we work to rebuild the fabric of our economy and existence.

“The improvements we witnessed in the 2024 budget have led us into the 2025 budget.

“The goals of advancing national security, creating economic opportunities, investing in our youthful population, infrastructure development, and national re-orientation form the core of the 2025 budget.

“But more than that, this will lay a solid foundation for Nigeria’s future growth trajectory,” President Tinubu stated.

The President told the lawmakers that the Nigerian economy was gradually rebounding.

President Tinubu said the 2024 budget recorded remarkable milestones. One of them was the N14.55 trillion in revenue realised by the third quarter, representing 75 per cent of the target for the year.

Also, expenditures of N21.60 trillion were recorded until the third quarter, representing 85 per cent of the year’s target.

The President noted that the outlook for 2025 would be more favourable for Nigerians.

“The 2025 Budget seeks to restore macroeconomic stability, enhance the business environment, foster inclusive growth, employment, and poverty reduction, and promote equitable income distribution and human capital development.

“Our budgetary allocations reflect the administration’s strategic priorities, especially in implementing the Renewed Hope Agenda and its developmental objectives.

“In 2025, we are targeting N34.82 trillion in revenue to fund the budget. Government expenditure in the same year is projected to be N47.90 trillion, including N15.81 trillion for debt servicing.

“A total of N13.08 trillion or 3.89 per cent of GDP, will make up the budget deficit.

“This is an ambitious but necessary budget to secure our future,” the President added.

He said the government would target inflation and bring it to 15 per cent, improve foreign exchange from approximately N1,700 per US dollar to N1,500 and assume a base crude oil production assumption of 2.06 million barrels per day (mbd).

“The Budget projects inflation will decline from the current rate of 34.6 per cent to 15 per cent next year.

President Tinubu said the priority areas for the 2025 Budget allocations were defence and Security, N4.91 trillion; infrastructure, N4.06 trillion; health, N2.48 trillion; and Education, N3.52 trillion.

“Our administration has disbursed N34 billion to over 300,000 students via the Nigeria Education Loan Fund (NELFUND).

“In the 2025 Budget, we have provided N826.90 billion for infrastructure development in the educational sector.

“This provision also includes those for the Universal Basic Education (UBEC) and the nine new higher educational institutions,” he noted.

Senate President, Sen. Godswill Akpabio, thanked the President for his bold and courageous effort in rebuilding the Nigerian economy.

Akpabio said the lawmakers would remain selfless and patriotic in supporting the reforms, particularly at the grassroots level.

He also announced that the implementation of the 2024 budget would continue till June 2025.

He commended Tinubu for improving security, international recognition, and the treatment of Nigerians with more dignity, facilitating student loans, reducing debt servicing, enhancing social security for the less privileged, and signing the minimum wage bill promptly.

The president of the senate said those critical of the proposed tax reforms before the National Assembly should create more time to study the bill’s details.

Speaker of the House of Representatives, Mr Tajudeen Abbas, said the tax reform will ensure equitable, efficient revenue collection and utilisation and more consideration for the underprivileged and vulnerable Nigerians.

The management of the News Agency of Nigeria (NAN) has approved the appointment of Mr Mufutau Ojo as Editor-in-Chief.

 

He succeeds Mr Ephraims Sheyin who retired on Dec. 11 after 35 years in the service of the agency.

Ojo is a 1988 graduate of the English Department at the Ahmadu Bello University, Zaria, where he bagged the highly coveted Ogungbesan Prize for the best graduating student in the department.

 

The new Editor-in-Chief also has the Postgraduate Diploma and MS.c Degree in Mass Communication of the University of Lagos and Lagos State University, Ojo, respectively as well as Master of Business Administration (MBA).

 

Ojo, who is a Fellow of the prestigious Thomson Reuters Foundation, London, has over two decades experience across different newsrooms.

 

In his new role, Ojo would be leading an editorial team of more than 500 editors and reporters spread across its headquarters in Abuja, Lagos Directorate, 35 state offices as well as 18 district offices.

NGOs proffer solutions to challenges facing contemporary Muslim women

Some faith-based organisations have called for deep understanding and application of Islamic teachings to address the challenges facing contemporary Muslim women and girls in Nigeria.

The organisations stated this at a workshop in Abuja.

The workshop was organised by the Nigeria Association of Female Teachers of Arabic and Islamic Studies (NAFTAIS) and Al-Habibiyyah Islamic Society in collaboration with NUSRET Educational and Cultural Company Ltd.

The theme of the workshop is  “Islamic Solutions to Challenges facing Muslim Women and the Girl-child in Nigeria”.

The guest speakers Prof. Sa’adatu Liman, Vice Chancellor, Nasarawa State University, Keffi (NSUK) and Prof. Rafat AbdulHamid, University of Abuja, spoke on the influence of Nigerian cultures and Western culture on Nigerian Muslim women and girls.

Dr Habiba Alfadarai of the National Board for Arabic and Islamic Studies and Mrs Saltanat Rakhmanova of the Nigeria Turkish International College, Abuja, highlighted the impact of social media and the teachings of Hizmet movement on the issue.

According to them, Islam is a complete way of life which is not against any culture but has laid out principles for everything positive as far as life is concerned.

They called on women and girls to live a modest life by using their hijabs (head cover) to protect their aura, lower their gazes, protect their chastity and cover their adornments and turn away from allurement of the world.

The speakers stressed the need for parents, particularly mothers to inculcate in their children the ‘dos and don’ts’ of Islam at a very early age.

Liman, who is also the Chairperson of NAFTAIS, said that Muslim women should always serve as role models in terms of their conduct, dressing and productivity.

She said that contemporary Muslim women should be able to practice their religion properly without feeling inferior.

“As Muslim women, we should be role models and this should reflect in all spheres of our life.

“As a female Vice Chancellor, I face a lot of challenges, but am constantly guided by my faith and the etiquette of my profession” she said.

AbdulHamid emphasised the need to constantly enlighten Muslim women on how to balance the practice of their religion and contemporary influences.

“The Muslim women and girls gare in great dilemma on which to pick or follow between Islam and western culture.

“Little or no knowledge of Islam has affected us a lot. Most people think the western culture is the best in terms of lifestyle and not following it make some Muslims feel inferior.

“Islam has provided a good foundation to seek knowledge right from the era of the Prophet (peace be upon him).

“Islamic knowledge encompasses every knowledge that will promote the consciousness of humanity to worship Allah,” she said.

Earlier, Hajia Salamatu Usman of Al-Habibiyyah called on participants to imbibe the culture of learning and association which she said will go a long way in shaping their lives.

“It is an eye-opening programme for me, we were taught about the dynamics of the social media, the western culture, the Nigerian culture and how it affects the Islamic upbringing of our children.

“So my take home from here is that learning starts from cradle to grave, meaning learning is not restricted to just the four walls of the classroom,” she said.

The Managing Director of the News Agency of Nigeria (NAN), Malam Ali Muhammad Ali, has called on media owners to embrace innovation in their editorial operations.

 

Ali made the call on Tuesday in a goodwill message at a retreat organised by the management of Voice of Nigeria (VON) in Abuja.

 

The News Agency of Nigeria (NAN) reports that the retreat had as theme: ” Voice of Nigeria in the 21st Century : Restrategising for Global Impact.”

 

According to Ali, the theme of the retreat is apt given the myriads of challenges facing the Nigerian media.

 

He identified the challenges to include limited resources, inadequate infrastructure, widespread disinformation as well as limited access to digital technologies and internet connectivity.

 

“These are benumbing challenges, but certainly not unsurmountable if we deploy our creative ingenuity and will power, ” he added.

 

He recalled the two retreats organised early into the life of his administration, saying they defined the direction of management’s programmes.

 

“One telling lesson from both retreats we had was the inevitability of innovation in an increasingly shrinking media space marked by convergence and Artificial Intelligence.

 

“Indeed, we dare say that the future is already here! We must hearken to the clarion call: “Innovate or die!,” he said.

 

He urged participants at the retreat to ruminate on strategies that will put VON in sturdy position for global impact.

 

Ali also called on participants to “think outside of the box, innovate without restraint and collaborate seamlessly to ensure a positive outcome.”
