President Tinubu assures youths of better future

President Bola Tinubu has called on Nigerian youths to be patient and understanding with the hardship occasioned by economic initiatives of his administration.

The president said that the hardships of the moment would eventually give way to a more prosperous, equitable and inclusive economy.

Tinubu gave the assurance on Thursday in Abuja at an audience with the All Progressives Congress (APC) National Youth Leaders from the 36 States and Federal Capital Territory, Abuja.

The president told the youths that his administration would include them in governance and decision making processes, assuring that no decision will be too difficult for my administration to take for the prosperity and unity of the nation.

“I make my pledge to the country that no decision will be difficult for this administration to take for the prosperity and unity of this country. Economic reforms could be slow. Be patient a little more.

“I can assure you that I understand the pains you are going through. It is not easy to get out the monster of over 40 years called fuel subsidy.’’

Tinubu said that his administration would do everything necessary to widen the net in order to accommodate more women and youths.

According to him, this will be done, among others, by ‘liaising with our lending institutions to give micro loans at a very low interest rate’ for economic activities among the citizens.

Earlier, the APC National Youth Leader, Mr Abdullahi Israel, said that the visit was to congratulate the president on the party’s victory at the 2023 polls.

While assuring the president of their continued support, Israel urged him to include them in appointments into the dissolved boards and agencies of government. (NAN) (www.nannews.ng)

Russian President, Vladimir Putin, has said that Russia-Africa trade reached 18 billion dollars in 2022, which was necessitated by the first Russia–Africa Summit held in Sochi, Russia in 2019.

Putin said this on Thursday at the ongoing Russian-African summit and Economic and Humanitarian Forum in St. Petersburg, Russia.

He said that Russia’s government, business and the public were sincerely interested in further deepening multifaceted trade, investment and humanitarian ties with Africa.

The Russian president said this would meet the needs of all countries and promote stable growth and prosperity.

“I have no doubt that by working together, we will be able to increase our trade substantially in the near future.

“Incidentally, in the first six months of 2023 alone, our export-import transactions with African countries increased by over one third.

“The structure of our trade looks good as well: machinery, equipment, chemicals and food account for over 50 per cent of Russia’s exports to Africa.

“We are aware of the importance of uninterrupted supply of food products to African countries. This is vital for their socioeconomic development and for maintaining political stability.

“This is why we will continue to give special attention to supplying wheat, barley, corn and other grain crops to our African friends, as part of humanitarian aid provided under the UN World Food Programme,” he said.

Putin said Russia’s trade with African countries in agricultural products increased by 10 per cent amounting to 6.7 billion dollars, and had already demonstrated record growth between January and June 2023 by 60 per cent.

He said Russia exported 11.5 million tonnes of grain to Africa in 2022 and almost 10 million tonnes in the first six months of 2023.

He explained that these had been taking place in spite of the “illegal sanctions” imposed on its exports, which constituted a serious impediment for exporting Russian food, complicating transport, logistics, insurance and bank transactions.

“We are witnessing a paradox. On one hand, the West seeks to block our grain and fertiliser exports while accusing us of the current crisis on the global food market.

“This is outright hypocrisy. We saw this approach in all clarity with the so-called grain deal brokered with the participation of the UN Secretariat.

“It was initially designed to promote global food security, mitigate the threat of hunger and help the poorest countries, including in Africa,” he said.

However, he said that in almost a year since the so-called deal was concluded, a total of 32.8 million tonnes had been exported from Ukraine.

The Russian president said over 70 per cent ended up in high-income and above-average income countries, including the European Union.

“I would like to draw your attention to the fact that countries like Ethiopia, Sudan, Somalia and several others received less than three per cent of this total, or under one million tonnes.”

He further said that among other things, the reason Russia agreed to take part in the “so-called” deal was because it contained commitments to lift the illegitimate obstacles for supplying grain and fertilisers to the global market.

Putin, however, noted that none of all what was agreed upon or promised, materialised.

“None of the conditions relating to lifting the sanctions against the exports of Russian grain and fertilisers to the global markets had been fulfilled.”

He said the country faced obstacles when trying to deliver mineral and fertilisers to the poorest countries that needed them for free, as its government discussed during the meeting with the leadership of the African Union.

“We managed to send only two shipments – just 20,000 tonnes to Malawi and 34,000 tonnes to Kenya, with 262,000 tonnes of these fertilisers blocked in European ports.

“All the rest remained in the hands of the Europeans, even though this initiative was purely humanitarian in nature, which means that it should not have been exposed to any sanctions, as a matter of principle.

“Ok, some may not want Russia to enrich itself, as they say, and use its revenue for military aims; fine.

“But these were free shipments! But no, they would not let them through, in spite of all this empty talk about their desire to help the poorest countries,” he said.

He assured that Russia could fill in the gap left by the withdrawal of the Ukrainian grain from the global market, either by selling its grain or by transferring it for free to the neediest countries in Africa.

Putin also announced that in the next four months, his government would supply at no cost 25,000–50,000 tonnes of grain each to Burkina Faso, Zimbabwe, Mali, Somalia, the Central African Republic as well as Eritrea.

“Ukraine produced about 55 million tonnes of grain in the past agricultural year, as exports amounted to 47 million tonnes, including 17 million tonnes of wheat.

“While Russia harvested 156 million tonnes of grain last year, it exported 60 million tonnes of which 48 million tonnes was wheat.

“Russia’s share of the world wheat market is 20 percent, while that of Ukraine is less than five per cent. This means that Russia is a significant contributor to global food security and a solid, responsible international supplier of agricultural products.

“On this note, hose who claimed that this was not the case, that it was only to secure the so-called grain deal to export Ukrainian grain, were simply twisting the facts and telling untruths.

“We are seeking to actively participate in the formation of a more equitable system for the distribution of resources and we are doing our best to prevent a global food crisis,” Putin assured.

He further assured that Russia would continue to support states and regions in need, as well as those that need humanitarian supplies.

The News Agency of Nigeria (NAN) reports that the summit which started on July 27 and will end on July 28 has its theme as “Technology and Security in the Name of Sovereign Development for the Benefit of Humankind”.

The 2nd Russia-Africa Economic and Humanitarian Summit opened in St. Petersburg on Thursday with Russia seeking to diversify its cooperation in terms of long-term development with Nigeria, Africa.

The News Agency of Nigeria (NAN) reports that the event taking place at Expoforum was declared open by the Russian President Vladimir Putin, with many African leaders in attendance.

The forum which has NAN as one of its media partners is featuring 30 panel sessions and thematic events on the most important issues to promote cooperation between Russia and African countries.

According to the Roscongress Foundation, organisers of the event, it aims at bringing about a fundamentally new level of mutually beneficial partnership to meet the challenges of the 21st century.

“The goal of the event is to promote efforts to strengthen comprehensive and equal cooperation between Russia and African nations across all areas of society including politics, security, economic relations, science and technology, and the cultural and humanitarian spheres.

“The forum, which is being held as part of the Second Russia–Africa Summit, is a unique event in Russian-African relations.

“The event is set to diversify the scope and nature of Russian-African cooperation, in turn setting the course of its long-term development.

“Public discussions taking place as part of the event will deal with the most pressing issues on the Russian-African agenda.

“This is taking into account the full extent of cooperation between Russia and the African nations, which extends beyond economic activity, a decision was taken to expand the 2023 edition of the Forum with a significant humanitarian element,” the foundation said.

Nigeria is being represented by Vice President Kashim Shettima.

NAN also reports that the event will also feature a large-scale exhibition and a platform for business meetings.

It would be recalled that the first Russia-Africa Summit was held in the resort city of Sochi in October 2019, with the theme: “Peace, Security and Development”.

FG unveils new public service rules

The Federal Government has unveiled the new Public Service Rules for immediate implementation in the service.
The unveiling was done by Mr Olawale Edun, Special Adviser to President Bola Tinubu on monetary policies, at a public service lecture, as part of the activities to mark the 2023 Civic Service Week in Abuja on Thursday.
The theme for the service week is: ‘Digitalisation of work processes in the public service: A gateway to efficient resources utilisation and national development’.
The Head of Civil Service of the Federation (HOCSF), Dr Folasade Yemi-Esan, said Nigeria was fully keying into digitalised public service to meet the required global standards of service operations, hence the need for digital policy in the service.
“Following the very extensive work carried out to put in place the required mechanisms for the smooth transition from physical handling of tasks, I am pleased to state that the office of the Head of Service has gone digital with its work processes.
“By this, I mean, all the personal and policy files have been scanned and store in digital format; workflow processes are now transacted within the office digitally,” she said.
According to Yemi-Esan, all official correspondence in form of memos, internal and external circulars are processed electronically
through the Enterprise Content Management (ECM) being one of the pillars of the Federal Civil Service Strategy and Implementation Plan 2021 –2025 (FCSSIP25).
The initiative she said, was designed to transform the Federal Civil Service to a world class service which had noted the need for digitisation of the public service.
The HOS said all the Ministries, Departments and Agencies (MDAs) were expected to key into digitisation initiative by the end of the year 2025.
“From the service-wide perspective, all MDAs are running with the digitisation programme and are at different stages of implementation; with a mandate for all to achieve full migration by the end of 2025.
“It is pleasing to note, some MDAs have also deployed some ECM solutions for their workflows,” she said.
Edun expressed delight over the introduction of technology in the civil service system, adding that such innovative ideas could make work faster and reliable in the course of delivering services to the workers.
In an interview with News Agency of Nigeria (NAN), Prof. Stefan Dercon, a Guest Speaker, who spoke on ‘Driving Digital Transformation in the Public Service in Nigeria explained that workers could deliver better services with the adoption of technology in service.
Dercon, also a Professor of Economic Policy, University of Oxford, stated further that the application of digital knowledge would  give workers opportunity to be more transparent, clearer and efficient while on duty.
He nevertheless, advised the public servants that running services to the nation was a privilege where one had opportunity to be useful in all aspects of life even after leaving the service.
“Being a civil servant is a privilege because you act or do a lot of things, you are already in a position to act and you have to try a lot to do your best, ” he said. (NAN) (www.nannews.ng)

USAID creates access to safe drinking water for 60m people worldwide – Official

The United States Agency for International Development (USAID) says it has enabled nearly 60 million people to have access to safe drinking water globally.

Ms Michelle Corzine, Director of the Office of Economic Growth and Environment, disclosed this at a USAID-funded Water for Agriculture (WFA) Activity Closeout and Dissemination event in Abuja on Thursday.

The activity was implemented by Catholic Relief Services (CRS) and its numerous partners, among which are Diamond Development Initiative (DDI) and Pastoral Resolve, among others.

According to her, access to clean water, as well as food security, are key priorities of the United States (U.S.) government.

“Through USAID’s global hunger and food security initiative, Feed the Future, we have partnered with governments, NGOs and research institutions to transform food systems globally and to lift an estimated 23.4 million people out of poverty.

“In Nigeria, USAID recognised the importance of access to water for consumption and agricultural use, thus, our water for agriculture activity, implemented by our partner CRS.

“Also, we involve in addressing some challenges by increasing access to water for smallholder farmers and livestock herders and strengthening the governance and management of water resources,’’ she said.

Speaking earlier, the Country Representative of CRS, Mr Paul Townsend, said CRS had worked in Nigeria for more than 25 years, implementing health, emergency response, agriculture, and livelihood programmes in 35 states of the federation.

“CRS partners with the Catholic Church, other faith-based and community-based organisations, the private sector, local and international Non-Governmental Organisations, and government institutions.

“We partner to implement a range of programmes to build the resilience of vulnerable communities. All of CRS’ projects are made possible with the generous contributions of many private individuals and organisations.

“This has enabled us to reach approximately 80 million participants in Nigeria with much-needed assistance in the year 2022,’’ he said.

Meanwhile, Mr Ekramul Kabir, Project Chief of Party, said that the idea behind the project was to provide equitable access to adequate and sustainable water from July 2019 to July 2023.

“The big idea behind the project was the provision of equitable access to adequate and sustainable water resources. This can unlock the North East agricultural potential and reduce violent competition.

“WFA is a four-year activity founded by USAID, improved access to water for small-scale farmers and herders by proving water points.

“This is important for growing crops and livestock, in the North Eastern Region of Nigeria namely; Borno, Yobe and Adamawa respectively from July 2019 to July 2023.

Representatives of the governments of Borno, Yobe, and Adamawa states applauded the intervention by USAID, CRS, and others, saying that access to water has improved livelihoods through agricultural activities.

Key programme areas targeted include Health System Strengthening, Emergency Response and Recovery, Agriculture, Livelihood and Resilience.

It was reported that about 80 million people in Nigeria had been reached with essential services as of 2022 just as 96,607 people from vulnerable households received food assistance.

Also, 13,879 lives were saved amongst under five children via malaria intervention. (NAN) (www.nannews.ng)

We’ll support Africa to take its rightful place – Putin

Russian President Vladimir Putin has said that Africa is poised to take its rightful place in the system of global economic links.

Putin said this at a trilateral meeting with Mr Azali Assoumani, Chairperson of the African Union and President of the Union of the Comoros, and Mr Moussa Faki Mahamat, Chairperson of the African Union Commission.

The event held in St. Petersburg, Russia.

At the meeting, which preceded the Russia-Africa Summit 2023, Putin said he viewed the African Union as a leading regional organisation that shaped modern security structure on the continent.

“I would like to remind you that Russia was one of the first to react positively to the initiative advanced by the President of Senegal, who preceded you in this position, for granting the African Union full membership in the G20.

“We hope that the decision will be adopted at the G20 Summit in New Delhi in September.

“As before, Russia is ready to help strengthen African countries’ sovereignty and contribute to Africa becoming a key partner in the new system of the multipolar world order,” he said.

He added that Russia would give priority attention to the issues at the summit, which opened on Thursday.

“We will also discuss practical decisions on building up trade and economic cooperation, ensuring food and energy security, and developing national healthcare systems.

“The planned adoption of the declaration of the Second Russia–Africa Summit and the Russia–African Union Action Plan for 2023–2024 will help launch practical efforts in the areas mentioned above and many others,” the Russian president said.

According to him, in spite of difficulties created by the coronavirus pandemic and sanctions imposed against Russia, the country had ensured the growth of its trade and economic ties.

“Our mutual trade reached approximately 18 billion dollars in 2022 and increased by nearly 35 per cent in the first six months of 2023.

“Russia remains a reliable food supplier for Africa.

“In 2022, Russian food exports amounted to 4.7 billion dollars. Many large Russian companies are successfully working in Africa.

“The key spheres of our cooperation include energy, subsoil use, agriculture. There are good opportunities for cooperation in research and technology, education and culture,” Putin said.

He said Russia highly valued its relationship with the Union of the Comoros which, he said, was based on the principles of mutual respect and balance of each other’s interests.

He added that the country had development potential in a number of spheres.

“We are open to cooperation with your country in all areas,” he added.

Sports ministry pledges support for gymnastics development

 Alhaji Ismaila Abubakar, Permanent Secretary, Federal Ministry of Youth and Sports Development, has pledged more support for the development of gymnastics in the country.
Abubakar made the pledge on Wednesday in Abuja, when the Tony International Gymnastics (TIG) Club paid him a courtesy visit to present medals won at the 39th edition of the  Gymstar International Club World Championship in Malta.
The permanent secretary, who commended the efforts of the kids that represented Nigeria at the championship, stressed the need for the grassroots development of the sport.
He said the ministry was committed to ensuring better equipment and infrastructure that would aid the development of gymnastics in the country.
He, therefore, called on the founder, TIG, Tony Asuquo to work more closely with the Gymnastics Federation of Nigeria (GFN) to present areas where the ministry can support, especially in terms of infrastructure.
“I want to commend the team for making Nigeria proud and I can assure you that these young talents will be recognised.
“The ministry will continue to support the development of gymnastics in the country, especially in the area of infrastructure.
“So you need to articulate your needs in collaboration with the Gymnastics Federation of Nigeria, so that we can look into it with a view to assisting,” he said.
Abubakar underscored the need to ‘catch them young’ while combining sports and education in the development of our young talents.
Earlier, Tony Asuquo, Head Coach and Founder, TIG urged more support from the ministry and other stakeholders to develop the sport in the country.
He decried the lack of support for gymnastics in the country, while emphasising on the need to have modern gymnasiums and equipment to train young gymnasts.
Asuquo said in spite of the lack of support, the eighth young gymnasts from the club, who represented Nigeria at the championship won 23 medals in different categories.
“This is the first time the team is participating in a championship in Europe and among 198 gymnasts, our eight young athletes were able to win 23 medals.
“These are young kids below 12 years old and they are really doing well, so with more exposure and support, we can groom them to be super stars,” he said.
The News Agency of Nigeria (NAN) reports that the championship was held from July 6 to July 18 in Malta.
The young gymnasts between ages six and 11 years that represented Nigeria include Francisca Okpanku, Chinelle Okpanku, Shemilore Adeoye, Marononi Angela, Mmesoma Okafor, Chimamanda Okafor, Adela Adedeji and Anana Adedeji.(NAN)

Federal polytechnic in Ebonyi to identify ghost workers

The Akanu Ibiam Federal Polytechnic Unwana, Ebonyi, on Wednesday, embarked on staff audit to identify ghost workers in the institution.

The Rector of the polytechnic, Dr Felix Attah, told the News Agency of Nigeria (NAN) after being screened that the exercise would also involve certificate verification.

Attah said that the salaries of identified ghost workers would be stopped thereby saving funds for the federal government.

“I decided as the head of the institution, to identify the actual number of staff on our payroll.

“The Abia government recently conducted such an exercise and identified up to 2,300 ghost workers,” he said.

The Rector said that the exercise was organised by the school authorities and hoped to actualise the desired results.

“The institution’s management will, however, decide on the fate of staff with discrepancies in their certificates,” he said.

The Chairman of the staff audit and verification committee, Dr Adaku Achilike, noted that the exercise was normal to ascertain the institution’s actual number of staff.

“The authentic figure will be registered in the institution’s data base to ensure accurate number of staff.

“There will be no manipulation in the process as the screening of the rector shows that it has the backing of management,” she said.

She noted that the staff had shown enthusiasm to participate in the process and assured that the committee would be fair.

Mr Oji Nnachi, Secretary of the committee, said that the institution will benefit tremendously from the exercise.

“The Rector as an astute mathematician, believes in the accuracy of numbers and this will help in determining the actual staff strength.

“I am the deputy Rector and the head of the pension scheme and I am aware that staff exit the institution through retirement and death, among others,” he said. (NAN)(www.nannews.ng)

The Federal Government says it will continue to work out measures to ameliorate the effect of the fuel subsidy removal on Nigerians.

These measures include the introduction of the use of Compress Natural Gas, mass transportation and cleaner energy alternatives.

Ms Olu Verheijen, President Bola Tinubu’s Special Adviser on Energy, disclosed this at the end of a meeting with the Nigeria Labour Congress (NLC) and the Trade Union Congress (TUC) in Abuja on Wednesday.

She said that the meeting made progress in agreeing to fast track a lot of the intervention that would stop the strike planned by the labour unions next week.

‘’But we are making progress, we’re trying to address the issues that will prevent a strike. We have to get it right. It’s important that we do this well, and we keep our promises.

‘’So it’s important that whatever is announced actually gets done. We don’t want to make big announcements and continue to lose people’s trust.

‘’It’s important that we build trust, and that most of the announcements and the plans that we roll out are credible and impactful,’’ said Verheijen.

She assured that Tinubu was taking measures to address issues concerning the palliatives, adding that he is very concerned about it.

‘’He is concerned about it, as you’ve seen all of us working round the clock here to make sure that we are able to announce these measures as quickly as possible. It’s a whole package of issues that we’re rolling out as quickly as possible.’’

Mr Joe Ajaero, NLC President, said that the meeting has the mandate to discuss only the pump price of N520 per litre and not that of the N617, adding that they are two separate issues.

‘’We met based on the N520 increase and the committee that was set based on that and we agreed to work to realise the objectives that were set during that moment.

‘’The two centres have made their positions known and are before Nigerians; the TUC, the NLC, our position is known. And it’s public knowledge.

‘’Nobody is discussing N617 as of now and this meeting didn’t have the competence to address that,’’ he said.

On his part, Mr Festus Osifo, the TUC President, said that the meeting was able to present a position from both the government and labour, adding that a decision will be taken by Friday on the strike.

‘’Some of the things they presented we did not agree with. So the areas we did not agree with we also made our input known. When you come to such a meeting it is for the government or its representatives to do a presentation.
