FG activates exit strategies for ex-N-Power beneficiaries

Beneficiaries of the N-Power initiative who have concluded the two-year job programme will now be able to access permanent job opportunities or business prospects in line with the N-power exit strategy now activated by the Muhammadu Buhari administration.

Under the plan, 200,000 beneficiaries will be engaged as financial services operators under a Shared Agent Network Expansion Facility (SANEF) scheme operated by the Central Bank of Nigeria.

Another 30,000 have already been engaged as geospatial experts and enumerators in the Economic Sustainability Plan’s Mass Agric programme while several others will have the option of benefiting from the GEEP micro-enterprise loans.

Some beneficiaries of the scheme confirmed in separate telephone interviews that a platform known as N-exit portal had indeed been opened to collate and process beneficiaries’ information in line with government’s exit strategy.

Mr Orioye Gbayisemore, a beneficiary from Ondo State, confirmed that many of his colleagues in his community had already uploaded their data on the N-exit portal while Mrs Vivian Nkiruka Nellys, another beneficiary in the FCT, said she uploaded her data at the end of December 2020 in preparation for the new scheme for the former N-Power beneficiaries.

The Minister of Humanitarian Affairs, Disaster Management and Social Development, Hajiya Sadiya Farouq, confirmed the activation of the Federal Government’s exit strategy for Batches A and B of the N-Power scheme at the 4th annual review of the Home Grown School Feeding Programme (NHGSFP).

“Plans have been concluded for the transition of the N-power Batch A and B through the creation of the NEXIT portal, which would allow those who choose to sign up to access other government empowerment opportunities.

“A beneficiary management system for the NSIPs is expected to be deployed in 2021 which would have the capacity to manage payments, address grievances and improve dissemination of information,” she said.

In a similar vein, the Senior Special Assistant on Media and Publicity to the President, office of the Vice President, Mr Laolu Akande said in a recent Lagos Classic FM Radio programme that the Buhari administration will certainly not abandon the N-power beneficiaries.

He disclosed this over the weekend that the exit strategy to further engage the graduates had already commenced.

According to N-Power exit strategy document, at least 200,000 former N-Power beneficiaries will be onboarded on a scheme known as the Shared Agent Network Expansion Facility (SANEF) while at least 30,000 others would be deployed for the Mass Agric programme, a component of the Economic Sustainability Plan (ESP), and another number will be given opportunities to improve or start new businesses under a micro-enterprise initiative.

The SANEF scheme is a project powered by the Central Bank of Nigeria, Deposit Money Banks, Nigeria Inter-Bank Settlement Systems, Chattered Institute of Bankers of Nigeria, Licensed Mobile Money Operators, and Shared Agents with the primary objective of accelerating financial inclusion in Nigeria.

According to the plan, the project will among other things create a platform for Nigerian owned financial services companies to grow whilst empowering and creating jobs for Nigerians.

SANEF in partnership with NSIP will onboard 200,000 N-Power graduates as SANEF agents under the approved SANEF licensed Super Agents, while achieving N-Power’s objective to improve the livelihood of a critical mass of young unemployed Nigerians.

Under the scheme, the beneficiaries will be trained in different areas including customer service, transaction settlement, liquidity management, anti-money laundering, among others, while government would facilitate the initial funding for the scheme for each beneficiary.

Requirements for the SANEF programme include the N-Power certificate; Bank Verification Number; Bank account number; duly completed agent enrolment form from operator; proof of identity, among other documents.

The second exit strategy which is already being implemented is the deployment of former N-Agro beneficiaries for the Mass Agric programme as geo-spatial experts and enumerators. The goal is to engage the beneficiaries in the geo-mapping of farm lands and the enumeration of farmers, across the country for the programme.

The Mass Agric programme is a component of the Economic Sustainability Plan designed to among other things engage millions of farmers, cultivating thousands of hectares of land across the country.

According to the Senior Special Assistant to the President on Agriculture, Dr Andrew Kwasari, “over 30,000 former N-Agro beneficiaries have been enlisted and deployed to Local Government Areas across the country for the mapping of farm lands and enumeration of farmers under the Mass Agric programme.

“They are being supervised by the agricultural development officers in the Local Government Areas, he added.

Speaking on the third programme for the former N-Power beneficiaries, a ministry official who explained the plan noted that the micro-enterprise initiative, the third programme under the exit strategy, is one where exited N-power beneficiaries are offered the option of applying for a proposed GEEP loan to fund their small businesses.

“Joint collaboration is encouraged to form registered cooperatives in line with earlier established GEEP loan requirements.

The official noted that arrangements were ongoing for an effective collaboration with state governments and other stakeholders to ensure that former N-Power beneficiaries maintain viable income streams in the new arrangements put in place by the Buhari administration.

Already, President Muhammadu Buhari has approved the expansion of the N-power beneficiaries from 500,000 to one million. (NAN)

U.S. President Joe Biden made a plea for unity, hitting the key theme of his inaugural address early in his speech, asking people to “start afresh” and not let politics be a “raging fire” that causes division.

“My whole soul is in this – bringing America together, uniting our people, uniting our nation and I ask every American to join me in this cause,” Biden said in his speech.

“Stop the shouting and lower the temperature.

“For without unity, there is no peace, no progress. Only exhausting outrage,” Biden said.

“In the work ahead of us we are going to need each other. We need all our strength to persevere through this dark winter,” he added.

“I promise you this, as the Bible says: ‘Weeping may endure for a night, but joy cometh in the morning.’

“We will get through this together, together,” Biden said, quoting a verse from the Book of Psalms.

He insisted the country needs to deal with real facts and not manipulated truths.

Biden denounced those who would use lies to gain power, as he vowed to be a president for all citizens, with governance based on facts and truth.

“There are truth and there are lies. Lies told for power and for profit.

“We can still disagree,” Biden said, noting: “That’s democracy.”

Biden concluded his inaugural address by focusing on a message of unity, empathy, democracy and overcoming challenges.

“Together, we shall write an American story of hope, not fear; of unity, not division; of light, not darkness.

“A story of decency and dignity, love and healing, greatness and goodness,” he said.

He pledged to govern for the public good and not personal power. (dpa/NAN)

How report exposed pitfalls in some govt. agencies

The Presidential Enabling Business Environment Council( PEBEC), chaired by Vice President Yemi Osinbajo, has received the Cost of Compliance Report, which exposes major pitfalls in operations of some Federal Government regulatory agencies.

Osinbajo’s spokesman, Laolu Akande, in a statement on Wednesday in Abuja, said that the council resolved that heads of the affected Federal Government regulatory agencies be presented with the outcome of the recent survey.

The Cost of Compliance Report was presented to the PEBEC at its first virtual meeting of the year on Tuesday.

The report revealed persistent corruption, duplicity of functions, poor service orientation, and several anti-business dispositions in some of the regulatory agencies.

Osinbajo directed that heads of such government regulatory agencies involved should be presented with the outcomes, while interaction should take place regarding some of the worrying disclosures in the report of the survey conducted by Pricewaterhouse Coopers (PwC).

The vice president said the report revealed human issues that were not unavoidable.

He acknowledged the important roles regulatory agencies played in ensuring that businesses thrived seamlessly.

According to him, doing otherwise will only jeopardise the government’s efforts in creating conducive business environment.

“If the environment on account of regulatory authorities is so difficult or expensive, such that people are discouraged or it doesn’t make sense for people to do business, then we are shooting ourselves in the foot in a manner we can only blame ourselves.

“These are human issues and we must do something very serious about these issues.

“I am in full support of holding our chief executive officers to account because they, in turn, must hold their staff to account.

“If there is systemic corruption, bribery and extortion, and nobody is held to account, there is a problem.”

Osinbajo said that Federal Government’s plans in growing the economy and changing the lives and livelihood of Nigerians for the better, was largely dependent on the business environment in which they operated.

He said that every plan around sustaining economic growth, improving job creation and opportunities, making life better for the citizens, among others depended entirely on the environment in which people have to do business.

“It determines whether they will invest their resources, expand their businesses, and it just determines practically everything,” he said.

Others present at the PEBEC meeting included Niyi Adebayo, Minister of Industry, Trade and Investment and Vice Chairman of PEBEC and Hajia Zainab Ahmed, Minister of Finance, Budget and National Planning.

Mr Rotimi Amaechi, Minister of Transportation,  Alhaji Lai Mohammed, Minister of Information and Culture, Rauf Aregbesola, Minister of Interior and Clem Agba, Minister of State for Budget and National Planning participated in the meeting.

Dr Jumoke Oduwole, Special Adviser to the President on Ease of Doing Business, Sen. Aishatu Ahmed, representing the National Assembly, among other top government officials and representatives from PwC were also at the meeting.

Members of PEBEC also condoled with Oduwole on the death of her father, former Vice-Chancellor of the Lagos State University, Prof. Afolabi Olumide.

Adebayo, who spoke on behalf of PEBEC, prayed that God would grant the PEBEC secretary and the entire family the fortitude to bear the loss. (NAN)

The Delta State Government says talent development drive will improve the economy and build future leaders.

Mr Ogusbaba Ogude, Senior Special Assistant on Talent Development to Gov. Ifeanyi Okowa, made this known in a statement issued to journalists on Tuesday in Abuja.

Ogude said that Okowa was restructuring the economy of the state for future progress and sustainability through talent drive.

According to him, Okowa was also securing the future of the youth in Delta through talent development.

Ogude said the inability of the youth to discover, develop and display their talents was one of the major reasons for crimes and youth restiveness across the country.

He noted that insecurity would be reduced in the state with the efforts of Okowa to assist the youth in harnessing their God-given talents.

Ogude also noted that talent development would help the youth to occupy top positions in other sectors, especially in entertainment and sports industries.

He urged the youth to take advantage of various programmes organised by his office to secure their future.

Ogude said in spite of COVID-19 challenges, 2021 would be a great and productive year for all Delta youth.

“The major problem that we faced over the years was as result of our inability to discover our talents and put them to work,’’ he said.

The Nigeria Security and Civil Defence Corps (NSCDC) in Abia has recued 13-year-old Uduak Willy, a house help who reportedly jumped down from a two-storey building to evade punishment for alleged pilfering.

The State Commandant of the corps, Mr Vincent Ogu, said this on Tuesday in his office in Umuahia, while briefing newsmen about the incident which happened on January 8 at No. 204 Niger Stone on Enugu-Port Harcourt Expressway (near Ariaria Market, Aba), where Willy lived with a businessman, Emeka Igwe and his wife, Aniekan.

Ogu said the girl took the desperate action after she was accused of stealing N500 from the house and allegedly subjected to serious beating by Igwe and his wife.

The commandant said that Igwe, along with his mother-in-law, 50-year-old Christiana Godwin, were “arrested for their alleged involvement in child-trafficking, child-labour, domestic violence and attempted murder.”

He said that the command was alerted about the ugly incident by the Speacial Adviser to the Governor on Teenage Matters, Mrs Chinemenma Umesaka.

“When I got the disturbing information on the ordeal of the girl from Umesaka, I quickly mobilised my men and ordered them to rescue the victim and arrest the perpetrators of the dastardly and inhuman act against the minor,” he said.

He expressed delight that Igwe was eventually lured out from his hiding and arrested by the Aba Divisional Officer, SP Uche Uduma, to face justice for his action.

Ogu said that the command later took the victim to the Federal Medical Centre, Umuahia, where she underwent a series of tests, including chest X-Ray, Abdomen Ultrasound and C.T Scan for the head, to ascertain if she suffered any internal injuries.

Also, the governor’s aide, who condemned the ill-treatment meted to the girl, said the incident was made public via the social media.

She said that the Wife of the Governor, Mrs Nkechi Ikpeazu, drew her attention to the online video and directed her to take the issue up with the NSCDC, in order to rescue the girl and bring the suspects to book.

She alleged that the suspect relocated out of Abia and went into hiding on the heels of the incident and turned down her request to handover the girl to her office for appropriate medicare.

Narrating her ordeal to newsmen, the victim, who said that she came to live with Igwe’s family in November, denied stealing the money.

She also denied being pushed down by Igwe as alleged in the social media, saying that she took to her heels from the house and jumped down from the building to escape further beating.

Igwe and his wife admitted beating her as a measure to make her admit stealing the money but denied pushing her down from the building.

Igwe also denied going into hiding, saying that he took the girl to a clinic for treatment immediately after the incident.

The girl was said to have been brought to the couple from Ododo in Essien Udim Local Government Area of Akwa Ibom by Igwe’s mother-in-law through the help of one Mbakara.

The commandant, however, said the circumstances surrounding the process of her coming to Abia suggested “she might have been a victim of child trafficking.”

Meanwhile, he said the matter would be handed over to the appropriate agency for diligent prosecution at the end of the investigations.

He admonished couples to always treat their house helps with love and like their own children, saying, “let us do unto others as we would want them to do unto us.”

He promised that the command would continue to collaborate with relevant agencies in Abia in the fight against child abuse, child trafficking, illegal adoption, child labour and molestation.
