Stakeholders advocate FoI law in Edo, demand transparency

Civil society groups, legal experts, and media stakeholders have urged the Edo Government to domesticate the Freedom of Information Act (FOIA) to enhance transparency and accountability.

The stakeholders made the submission during a town hall meeting on FOIA application, organised by the Centre for Transparency Advocacy (CTA) on Wednesday in Benin.

They highlighted the Act’s importance in empowering citizens to demand accountability.

In her opening address, CTA’s Executive Director, Faith Nwadishi, described corruption as a major threat to governance and development.

She emphasised the need for proactive FOIA implementation to track budgets and expose misconduct.

“We are not victims of corruption but powerful change agents. FOIA should be a tool for transparency, yet many citizens face barriers when trying to access vital information,” Nwadishi said.

She urged the Edo government to domesticate FOIA, noting that bureaucratic bottlenecks and deliberate denial of information hindered its effectiveness.

Representing the Attorney General of the Federation (AGF), Lateef Fagbemi, the Head of the FOI Unit in the Ministry of Justice, Garba Sunday, reaffirmed the Act’s role in governance.

He encouraged public institutions to proactively disclose information.

“FOIA guarantees citizens access to government records without requiring justification. Public institutions must ensure transparency by keeping records accessible,” he said.

He acknowledged that Edo had yet to enact a law regulating access to government records and urged the state to align with the federal FOIA to strengthen accountability.

The News Agency of Nigeria (NAN) reports that the event, supported by the Rule of Law and Anti-Corruption Programme (RoLAC) and funded by the European Union through International IDEA.

A real estate development firm, Ama-Davids Nigeria Limited, has announced plans to collaborate with its partners and the Nasarawa State Government to develop a commercial city in Karshi.

The Managing Director and Chief Executive Officer of the firm, Mr Ibrahim Arasah, made this known during a series of courtesy visits to top government officials in the state.

Arasah stated that the commercial city project would create employment opportunities, attract foreign investment, foster a business-friendly environment, and enhance the well-being of the people.

“We commend the great work being done by the Nasarawa State Governor, Engr. Abdullahi Sule, particularly in infrastructural development, political stability, and security.

“Ama-Davids Nigeria Limited is deeply committed to improving the well-being of the people, and our projects are designed with this in mind.

“The Governor is making significant progress across multiple sectors, and I believe the Nasarawa State of today is vastly different from the past. He is actively improving road infrastructure, security, and overall development.

Dr Victor Abidoye, Chairman and CEO of Vikolu Universal Concept Limited, one of the project’s financiers, remarked that initiatives such as the commercial city project would unlock vast opportunities for Nigeria and Africa as a whole.

According to him, these developments would empower young people to overcome poverty and help reduce the housing deficit in the country.

He urged the government to support the project to provide entrepreneurs in the state with a conducive space to operate.

“A new urban centre is what we are building, and we hope the state government will give us the necessary support,” he added.

In response, Mr Abdullahi Salihu-Ari, Vice President of Strategy and Innovation at the Nasarawa Investment and Development Agency (NASIDA), commended the project partners for their efforts and their belief in the state’s potential.

“We recognise that there are 36 states in the country, and these projects could have been taken elsewhere,” he said.

Senior Analyst at NASIDA, Mr Imam Rabiu, stated that the agency was making every effort to ensure the project becomes a reality.

The Pension Transitional Arrangement Directorate (PTAD) has paid more than N1,644, billion to 776 verified and eligible Next of Kin (NoK) of deceased pensioners under the Defined Benefit Scheme (DBS).

PTAD Head, Corporate Communications, Mr Olugbenga Ajayi, said the beneficiaries are from the civil service, police, parastatals, customs, immigration, and prisons pension departments.

He said that 629 NoK under the parastatals pension department received N1,481 billion, while 103 NoK from the civil service pension department were paid N101,14 million.

According to him, 43 NoK of police pensioners received N58,95 million, one NoK under the customs, immigration, and prisons pension department got N2,431 million.

Ajayi quoted PTAD’s Executive Secretary, Tolulope Odunaiya as saying “the payment underscores the directorate’s commitment to settling the entitlements of deceased pensioners subject to availability of fund.’’

She said that PTAD was working diligently to clear the backlog of pension liabilities, adding that the disbursement was a significant step in that direction.

Odunaiya said that paying death benefits to NoK was a crucial part of PTAD’s mandate, as it provides financial relief to families that had lost their loved ones.

Odunaiya said that the payment was expected to bring comfort to the beneficiaries, and PTAD was proud to have played a role in positively impacting their lives.

The executive secretary reiterated PTAD’s dedication to pensioners and their families, and assured them that the directorate remains committed to delivering efficient and timely payment of their pension.

She said that PTAD would continue to ensure that all pensioners and NoK received their rightful entitlements in line with President Bola Tinubu’s Renewed Hope Agenda. (NAN) (www.nannews.ng)

President Bola Tinubu says he declared a state of emergency in Rivers because of the lingering political crisis in the state and attendant effects on democracy, security and well being of the citizens.

 

The President, who stated this in a national broadcast on Tuesday said he felt greatly disturbed by the development.

 

“Like many of you, I have watched with concern the development with the hope that the parties involved would allow good sense to prevail at the soonest, but all that hope burned out without any solution to the crisis.

 

“With the crisis persisting, there is no way democratic governance, which we have all fought and worked for over the years, can thrive in a way that will redound to the benefit of the good people of the state,” he said.

 

The President said the state had been at a standstill since the crisis started, with the good people of the state not being able to have access to the dividends of democracy.

 

According to him, it is public knowledge that the Governor of Rivers, for unjustifiable reasons, demolished the House of Assembly of the state as far back as Dec. 13, 2023 and has, up until now, 14 months after, not rebuilt same.

 

“I have made personal interventions between the contending parties for a peaceful resolution of the crisis, but my efforts have been largely ignored by the parties to the crisis.

 

“I am also aware that many well-meaning Nigerians, Leaders of thought and Patriotic groups have also intervened at various times with the best of intentions to resolve the matter, but all their efforts were also to no avail. Still, I thank them,” continued Tinubu.

 

He stated that on Feb. 28, the supreme court pronounced a judgment in respect of about eight consolidated appeals concerning the political crisis in Rivers.

 

He said the judgment was based on several grave unconstitutional acts and disregard of rule of law that had been committed by the Governor as shown by the evidence before the judgment was pronounced in very clear terms.

 

He said the judgment stated that, “a government cannot be said to exist without one of the three arms that make up the government of a state under the 1999 Constitution as amended.

 

“In this case the head of the executive arm of the government has chosen to collapse the legislature to enable him to govern without the legislature as a despot. As it is there is no government in Rivers State.”

 

Tinubu said the above pronouncement came after a catalogue of judicial findings of constitutional breaches against the Gov. Siminalayi Fubara.

 

He said the judgment held that 27 members of the House who had allegedly defected were still valid members of Rivers House of Assembly and could not be prevented from participating in the proceedings of that House by the Governor in cohorts with four members.

 

Tinubu said the Supreme Court made some orders to restore the state to immediate constitutional democracy.

 

These orders, he said, included the immediate passing of an Appropriation Bill by the Rivers State House of Assembly which up till now has not been facilitated.

 

He, however, said some militants had threatened fire and brimstone against their perceived enemy of the governor, who had up till now not disowned them.

 

“Apart from that both the House and the governor have not been able to work together. Both of them do not realise that they are in office to work together for the peace and good governance of the state,” he said.

 

The President stated that the latest security reports made available to him showed that between Monday and Tuesday there had been disturbing incidents of vandalisation of pipelines by some militants without the governor taking any action to curtail them.

 

“I have, of course given stern order to the security agencies to ensure safety of lives of the good people of Rivers State and the oil pipelines.

 

“With all these and many more, no good and responsible President will standby and allow the grave situation to continue without taking remedial steps prescribed by the Constitution to address the situation in the state,” he said. (NAN) (www.nannews. ng)

President Bola Tinubu has declared a state of emergency in Rivers following the lingering political crisis in the state.

The President made the declaration in a national broadcast on Tuesday.

He said it had become compelling for him to invoke the provision of section 305 of the Constitution of the Federal Republic of Nigeria, 1999 as amended, to declare a state of emergency in Rivers with effect from March 18.

“By this declaration, the Governor of Rivers, Mr Siminalayi Fubara, his deputy, Mrs Ngozi Odu and all elected members of the House of Assembly of Rivers are hereby suspended for an initial period of six months.

“In the meantime, I hereby nominate Vice Admiral Ibokette Ibas (Rtd.) as Administrator to take charge of the affairs of the state in the interest of the good people of Rivers State,” Tinubu said.

He, however, said that for the avoidance of doubt, the declaration did not affect the judicial arm of the state, which shall continue to function in accordance with their constitutional mandate.

“The Administrator will not make any new laws.

‘He will, however, be free to formulate regulations as may be found necessary to do his job, but such regulations will need to be considered and approved by the Federal Executive Council and promulgated by the President for the state.

“This declaration has been published in the Federal Gazette, a copy of which has been forwarded to the National Assembly in accordance with the Constitution.

“It is my fervent hope that this inevitable intervention will help to restore peace and order in Rivers State .

“It will awaken all the contenders to the constitutional imperatives binding on all political players in Rivers State in particular and Nigeria as a whole,” he said. (NAN)

The Minister of Steel Development, Shuaibu Audu, has urged Nigerians to use the Ramadan period to pray for President Bola Tinubu and the development of the nation.

Audu made the call on Monday in Abuja at the 2025 Ramadan lecture and special prayer for the nation, organised by the Asiwaju Project Beyond 2023.

The minister said Ramadan is a special period for forgiveness, tranquility and answered prayers.

He added that “in this holy month of Ramadan, I want to urge all of us to continue to put Mr President and his team in prayers.

“By the special grace of God, we are confident that Almighty Allah will answer our prayers.

“By God’s grace, Mr President will serve his two full terms in office and will serve Nigeria till 2031 Insha Allah.”

He explained that the Tinubu-led administration is on the path to making Nigeria a one-trillion-dollar economy by 2030, hence the need for support from all Nigerians.

Audu said “the president is a sincere leader who meant well for Nigeria and understands every nook and cranny of this great country.”

Mr Abiodun Yinusa, the Special Assistant to the President on Agriculture and Food Security, stressed the importance of prayers, especially during Ramadan to national peace and development.

Yinusa, who is also the Chairman, Board of Trustees of the ‘Asiwaju Project Beyond 2023’, reiterated Tinubu’s commitment to food security in the country.

According to him, the well-thought-out policies of the president are beginning to yield results with the drop in prices of grains and food items, assuring that government will continue to ensure food security.

Prof. Shehu Galadanci, the Murshid, Abuja National Mosque and Guest Lecturer at the event, stressed the need for Nigerians to continue to pray for leaders to succeed.

Galadanci, who was represented by Sheik Kabir Mohammed, enjoined citizens to support government programmes, especially security agencies, toward finding lasting solution to challenges in the country.

Mr Babatunde Raimi, a retirement coach, has commended the National Pension Commission (PenCom) on its directive to Pension Fund Administrators (PFAs) and custodians to pay pension benefits within three working days.

Raimi, speaking with the News Agency of Nigeria (NAN), described the directive as a “welcome development” that would bring relief to many pensioners.

The coach, Founding Partner, Babatunde Raimi Consulting, who works with retirees and soon-to-be retirees to plan and navigate their post-work lives, said this would further boost accountability and transparency in the system.

“It is a new dawn for Nigerian workers. This directive is a significant step forward in ensuring that pensioners receive their benefits in a timely and efficient manner.

“It’s a major win for retirees who have worked hard and contributed to the pension system throughout their careers.

“Prior to this circular, it took an average of 14 working days for PFAs to review, process and forward all benefit payment applications to the commission for approval.

“To get a ‘No-Objection’ approval from PenCom before they instructed their pension fund custodian to credit retirees’ accounts.

“Ms Omolola Oloworaran, Director-General of PenCom, is undoubtedly a transformational and result-oriented leader, doing a lot to alleviate the hardships of Nigerian workers,” he said.

Raimi said that he saw a new dawn for Nigerian retirees and that all they needed was a little patience.

He advised eligible retirees to acquire a comprehensive understanding of the pension access process, including the necessary documents and requirements, to facilitate seamless retrieval of their benefits.

“I advise retirees to take their time to study. I also suggest that they request the differences between programmed withdrawal and annuity from their pension fund administrators, as well as the retiree pack compiled by PenCom.

“They should study it and seek counsel,” the coach said.

A retiree, Mr Wale Ojetimi, who relayed his challenging experience before receiving his pension, said the development is quite heartwarming if PenCom would take steps to truly monitor the prompt payment.

Ojetimi, Chief Executive Officer of Amatropics Newslive, said PenCom should remain diligent as a pension regulator to ensure that the funds are truly disbursed after their remittance to PFAs.

“I am of the opinion that it is not in the interest of PFAs to pay retirees their pension promptly, due to my experience.

“I suffered a lot of back and forth before being paid due to mistakes made by my PFA.

“I was only able to receive my pension six weeks after PenCom had disbursed to my PFA. This is bad.

PenCom should be able to monitor payment to all retirees. It is the duty of PenCom to monitor,” he said.

Also, Mr Peter Dada, a retired public officer from the News Agency of Nigeria (NAN), commended PenCom’s move, which would enhance the financial planning of retirees.

Dada noted that the three-day payment directive would help reduce the stress and anxiety that many pensioners experience while waiting for their benefits.

He urged PenCom to continue its efforts to improve the pension system and ensure that retirees receive the benefits they deserve.

“This is important for retirees who rely on their pension benefits as their primary source of income.

“We look forward to seeing more initiatives that support retirees and the pension system as a whole,” he said. (NAN) (nannews.ng)

The Pension Fund Operators Association of Nigeria (PenOp) has assured the National Pension Commission (PenCom) that its members will comply with the recent directive to settle all pension benefits within three working days.

The News Agency of Nigeria (NAN) reports that the National Pension Commission has mandated Pension Fund Administrators (PFAs) and Fund Custodians to approve and pay pension benefits to eligible applicants within three working days of receiving complete applications.

Mr Oguche Agudah, Chief Executive Officer, PenOp, speaking with the News Agency of Nigeria (NAN) in Lagos, said that the directive was positive and capable of fostering accountability.

Agudah said that PenOp members were fully aligned with PenCom’s efforts to enhance the efficiency and effectiveness of the pension system in Nigeria.

He said, “This is a good development for pensioners, Pension Fund Administrators (PFAs), and the entire system.

“PFAs are going to comply with this new directive, which is set to begin in June. We will ensure service levels are maintained, and we will also ensure people get their money as and when due.

“We recognise the importance of timely payment of pension benefits to retirees, and we are committed to working with PenCom to achieve this goal.” (NAN) (nannews.ng)

The Federal Road Safety Corps (FRSC) Kwara Command has commenced a free vehicle safety check for drivers in the state.

The FRSC Sector Commander in Kwara, Muftau Irekeola, told newsmen in Ilorin, that the exercise would last from March 17 to 20.

Irekeola noted that the command has deployed some of its personnel to execute the exercise on the roads and motor parks.

“We also engaged field operators, staff of relevant state ministries and departments for the exercise.

“We would enlighten the drivers on appropriate ways of maintaining their vehicles, to ensure safety on the roads,” he said.

He advised the members of the public to be aware of the exercise and cooperate fully with the FRSC team.

“The exercise is completely free and devoid of any punitive measure,” he said.

Irekeola appreciated road users who comply with traffic regulations and urged those who do not to have a rethink.

“We enjoin motorists to pay attention to areas of defects identified by the FRSC team and make necessary adjustments,” he said. (NAN) (www.nannews.ng)

Persons with Disabilities in Karu Local Government Area (LGA) of Nasarawa, have called for recognition and political appointments of members in the area.

Mr Kura Magaji, the Chairman, Persons with Disabilities in Karu, made the call in an interview with the News Agency of Nigeria (NAN) in Karu.

He said that appointing Persons with Disabilities in political offices would give them a sense of belonging and bring out the best in them.

“We want the government at the local level to give one of us a political appointment with an office attached.

“By doing so, our voice can be heard, and our complaints addressed to the right office for easy response and task execution,” he said.

Magaji said that having a political representative with a designated office would enable them access their rights and entitlements.

He regretted that Persons with Disabilities could not access a series of palliatives from the government given to Nigerians because there was no substantive office or someone to speak for them.

“If we had a representative or advisory office, we would have been duly attended to, or know where to channel our grievances when necessary.”

Magaji also expressed displeasure at how people see and address them most times.

He lamented that Persons with Disabilities still faced stigmatization in society in spite of being responsible and human.

He noted that discrimination had been a major challenge they faced as people tended to misunderstand them whenever they approached fellow citizens.

“Most people still see Persons with Disabilities as not equals, and persons who cannot measure up in our society; this is not right and it is unacceptable.

“There is this misconception that whenever a person with disability approaches someone, it is either to ask for help or for alms; it is a very wrong impression.

“Persons with Disabilities also have careers, work and engage in businesses, and we have farmers and traders among us,” he added.

The chairman told NAN that the group in Karu can boast of 735 registered active members who meet on monthly basis during their congresses.

He commended the present Chairman of Karu Local Government Council, Mr Aliyu Madaki, for his support to their members.

He urged the chairman to ensure that Persons with Disabilities had at least an appointee as one of his advisers.

Magaji said the Federal Government had introduced a new appointment structure for local government administration under the Federal Accounts Allocation Committee (FAAC).

He appealed to the government to look into the appointment structure and consider them. (NAN)
