Local communities should have power over their resources — Ford Foundation

The Ford Foundation says it is engaging local communities to understand what it means to be custodians of the minerals in their respective areas.

Mrs Hilary Pennington, Ford Foundation Vice-President ,made the statement at a roundtable of cultural and faith leaders on Wednesday in Lagos.

The News Agency of Nigeria (NAN) reports that the one-day event focused largely on Gender-Based Violence (GBV), its relative effects on the society and the role that can be played by cultural and faith leaders, alongside Women Rights Organisations (WROs),to address the menace.

NAN also reports that the event, organised by Ford Foundation and supported by the United Nations (UN) Women, also discussed collectively shifting norms that promote GBV and identifying avenues for effective prevention and response.

Pennington said that indigenous people in communities that sit over massive natural resources are the first defenders of those resources,but do not have legal rights to their lands.

She said that they were not equipped to have power and to sit at the tables where negotiations were being made about the value that gets extracted from those lands.

“So, our overall goal is to make sure that they are at those tables, and that when they are at those tables, they know the laws they have negotiating skills, they have the policy backgrounds that will help them be effective advocates.

“Then to fund research organisations, advocacy organisations that can come around the communities that are most affected and give them more power.

“We are also using our grants to give indigenous leaders access to technologies, to computers, so that they can have in a rain forest, drones that they can be used to see whether there are illegal incursions or illegal activities happening around them,” she said.

Pennington, who was decorated as Queen of Africa by the Council of Traditional Rulers in Africa (COTLA) at the programme,, said that the foundation’s mission was to advance human dignity and reduce inequality in all its forms around the world.

“As an American foundation, even though we have an office in Nigeria, led by West Africans, we cannot do this work effectively without you and without your advice, without your guidance, without your leadership and without your partnership.

“You know we have heard statistics that are very sobering today, and many facts and numbers.

“Behind each of those facts and numbers of people are human lives or human potential male and female, female and male that are held back because of the culture, the norms and practices we have all over the world, not just in Africa, and I believe we are the generation that can change this,” she added.

Dr Chichi Aniagolu-Okoye, Regional Director, Ford Foundation, West Africa, said that a lot had been done in the area of resource governance, focusing on resource-rich communities, especially in the Niger Delta region and creating awareness on the Petroleum Industry Bill (PIB).

Aniagolu-Okoye said: “We have been focusing on communities that are resource-rich and so a lot of our work has been done in the Niger Delta region of Nigeria and more recently, we have been looking at making sure that communities are aware and know the contents of the PIB.

“We are also beginning to organise them through our partners, of course, to be able to negotiate more effectively with the private sector, with the government and to make sure that the provisions of the PIB are actually being implemented in a way that is beneficial to local communities.

“Beyond that, we are also helping local communities with research, litigation, you know, litigation, where that is necessary ,so that they are able to hold both companies and government accountable for infractions in their communities.”

On gender violence, Aniagolu-Okoye said a report showed that 49 per cent of divorced, separated or widowed women reported experiencing violence since age 18 and that 28 per cent of women who are  married or living with their spouses had experienced violence.

She added that women in the South-South zone of Nigeria experienced a higher rate of violence at 46.4 per cent, followed by the North-Central, North-East,South East and South West at 43 per cent, 38 per cent, 36 per cent and 29 per cent respectively.

”The North-West has the lowest rate at 11.7 per cent, however, there have been arguments that this is because reporting is relatively very low in the North-West compared to other zones and compared to the south in general.

“Nonetheless, the point that we are making is, gender- based violence is pervasive .It cuts across political zones and every of the social indices,” she said.

The regional director also noted that the situation of gender-based violence occurs in the workplace, in religious spaces, and the wider society.

According to her ,the problem manifests itself in in the form of sexual harassment, rape, wife and child battery, widowhood rights, excessive burden of housework, acid baths and female genital mutilation, among others.

She explained that while GBV also affected  men, statistics showed that the overwhelming victims were women.

Aniagolu-Okoye said the death of Osinachi, a Nigerian gospel singer, who died from demestic violence, was a significant reference of domestic violence in Christian faith.

Mrs Beatrice Eyong, Country Representative of UN Women, said that the roundtable was geared toward listening and learning from experiences with a view to helping tackle the challenge of violence against women and girls.

“I hope that this dialogue will serve to synergise efforts that will accelerate positive actions, addressing issues of sexual and gender- based violence in line with the 2030 Sustainable Development Goals agenda as well as the African Union’s vetoes 63 agenda,” she said.

Mrs Funke Baruwa, the foundation’s Programme Officer, Ethnic and Social Justice and Gender-Based Violence, said the foundation was employing innovative ways to tackle GBV by engaging traditional, cultural and religious leaders, using civil society groups as entry points and asking them to lead advocacy.

2023 Hajj: NAHCON, 4 Nigerian airlines sign agreement

The National Hajj Commission of Nigeria (NAHCON) and the four Nigerian Airlines approved for the transportation of pilgrims to the 2023 Hajj have finally signed an agreement.

The commission’s Chairman, Zikrullah Hassan, made this known in a statement by the Deputy Director, Information and Publications, NAHCON, Malam
Mousa Ubandawaki, on Tuesday in Abuja.

The News Agency of Nigeria (NAN) reports that the four airlines, had earlier on Thursday, declined to sign an agreement with NAHCON due to the ongoing crisis in Sudan.

The airlines are Max Air with 16,326 allocation, Air Peace with 11,348, Azman Air with 8,660 and Aero Contractors with 7,833.

However, only the Saudi Arabian designated airline Flynas that will transport 28,515 intending pilgrims to Saudi Arabia had signed the agreement.

Hassan praised the patriotic zeal of the local airlines for their sacrifices in the face of the challenge posed by the Sudan crisis.

“We are not unmindful of the challenge posed by the closure of the Sudan airspace to your Hajj operation.

” However, I wish to appeal to your conscience and sense of patriotism not to further burden the pilgrims with additional costs or changes.”

The Managing Director of Aero Contractors, Capt. Ado Sanusi, said the airlines were mindful of the plight of pilgrims who had earlier paid their hajj fare before the crises broke out.

” But we are constrained to take that decision because of logistic and operational need. We won’t like anything that will disrupt our operation halfway.”

In the same vein, the Chairman of Air Peace, Chief Allen Onyeama, said their call for the review of the transportation
agreement with NAHCON was not to exploit the Sudan crises for business gains or opportunities

” We care for the Nigerian pilgrims many of whom we know to have made personal sacrifices in paying for Hajj.

” We are also mindful of the fact that the pilgrims had already paid before this crisis broke out. We don’t want to deprive them of this opportunity to make the journey to the Holy land.

” We are doing it for national pride.”

NAN reports that the formal signing of the agreement with the four local airlines laid to rest the disagreement between the commission and the approved 2023 Hajj carriers.

It also represents remarkable progress in the march towards the commencement of transportation of prospective pilgrims to Saudi Arabia, which would be inaugurated on May 21 with the Advance Team from the Nnamdi Azikwe International Airport, Abuja. (NAN)

NGO urges public office holders to declare their assets

Fixing the Future, a Non-Governmental Organisation(NGO) has called on public officials to declare their assets, their spouses and that of their children under 21, in accordance with the constitution.

Mr Stanley Ekpa, Founder of the organisation gave the advice while addressing a news conference on Monday in Abuja.

Ekpa said it was important that all public officials to comply with the provisions of the Code of Conduct Bureau and Tribunal Act on full disclosure of assets and liabilities.

He said a survey on asset declaration compliance conducted by the organisation, revealed that more than 94 per cent of public officials do not disclose their assets fully.

He said that it was discovered that there were newer windows and complex channels for hiding proceeds of corruption, particularly through assets by proxy, block chain and real estate investment.

He said it was important to curtail corruption in public service, as it had continued to drain public finances, efficiency in governance and lower the standard of living in the country.

“We want to draw the attention of public officials within the constitutional contemplation of section 318, paragraph 19 part I and Part II of the fifth schedule of the Constitution of the Federal Republic of Nigeria (as amended).

“That the law requires all public officials, their spouses and their unmarried children under the age of 21 to declare their assets and liabilities in the asset declaration forms as prescribed by the Code of Conduct Bureau.

“We are bothered that unless our asset declaration and declared asset verification system is made efficient, contract and procurement corruption will continue unabated,’’ he said.

Ekpa also called on the media and Nigerians to support the Code of Conduct Bureau in achieving its statutory mandate by providing ‘whistle blowing’ information to the organisation.

He added that the organisation would partner all stakeholders to raise awareness with outing, incoming as well as existing public officials on the need to comply with the law.

“We need to know what they have before coming into office and when they are leaving because that is the only way to hold them accountable at the end of their tenure.

FCTA assures continuous support to NYSC

The Federal Capital Territory Administration (FCTA) has pledged continuous
support to the National Youth Service Corps (NYSC) in recognition of its role to development of the territory.

The Minister of State for FCT, Mrs Ramatu Aliyu, gave the assurance on Friday in Abuja during the swearing in
ceremony of the orientation course for Batch A Stream 2 youth corps members.

Represented by Mr Sani Rabe, the Director, FCT Social Welfare Development, Aliyu said that the NYSC is an
active partner in the development of the FCT.

She said “here in the FCT, our teeming youths, women and the indigent are in dire need of support which will
help them develop various talents for creativity.“This is where I hope that youth corps members will provide necessary intervention.”

She added that the deployment policy of the NYSC, which ensures that young Nigerians are posted to states
other than their states of origin, is expected to engender unity and nation-building.

Aliyu enjoined the youth corps members to mentor FCT youths through their activities.

She also urged them to spearhead development-oriented programmes to complement the efforts of government
at all levels in the territory.

About the needs of the youth corps members at the orientation camp, she said the FCTA had assessed
areas that should be addressed.She explained that “here on camp, we are already addressing pressing needs like the reconstruction/remodelling
of the multi-purpose hall to ensure that you and those coming after you have a good place for lectures and other activities.

“I wish to state once more that your welfare remains our priority.”

The NYSC Coordinator in the FCT, Alhaji Abdul Suleman, said that so far, a total of 2,144 youth corps
members had been duly registered for the three weeks orientation course.He enjoined them to key into the NYSC Skill Acquisition and Entrepreneurship Development (SAED)
Programme and to avail themselves of the opportunity to transform their lives after the service year
in becoming job creators rather than job seekers

He said “the NYSC has repeatedly proven its worth as a veritable platform for promoting national unity
and integration and has built bridges across different ethno-cultural divides in the country.“These are the virtues we expect youth corps members to imbibe during this period of service to the fatherland.

“May I also advise that you comport yourselves in a disciplined and orderly manner, as any form of negative
behaviour such as drug abuse and other anti-social acts will not be tolerated on camp.”

2023 Hajj: NAHCON, NNPC strike deal on aviation fuel

The National Hajj Commission of Nigeria (NAHCON), said it had reached an agreement with the Nigerian National Petroleum Company (NNPC) for availability of ‘Jet A’ fuel for seamless transportation of pilgrims to Saudi Arabia.

The Chairman and Chief Executive Officer of NAHCON, Alhaji Zikrullah Hassan, made this known in a statement issued by Fatima Usara, Assistant Director, Public Affairs of the commission, on Friday in Abuja.

Hassan advised the approved air carriers for this year’s hajj to meet the NNPC for briefing and perfection of the arrangement.

The chairman said that the commission decided to consult with the aviation experts to seek professional advice.

He assured that the commission would work with the advice of industry’s stakeholders in the interest and safety of Nigerian pilgrims.

Hassan said that steps had already been taken by the commission to curtail any possible drawbacks in the transportation of pilgrims once it commenced.

“In order to ensure ceaseless supply of Jet A fuel for the purpose of the airlift, NAHCON has made arrangements with NNPC to that end,”he added.

On his part, the Director-General of the Nigerian Civil Aviation Authority (NCAA), Musa Nuhu, stated that his organisation had inspected all the designated hajj airlift airports to take stock of all security and functional facilities.

He called on the selected carriers to adhere strictly to the terms and conditions of engagement that they would sign.

The director-general also advised the air carriers to meet up with the requirements that would be spelt out in the agreements as NCAA was ready to sanction any possible non compliance.

He decried the issue of delay and cancellation of flights experienced during the 2022 hajj, saying that they had ripple effects on hajj operation in Nigeria and Saudi Arabia.

Nuhu sad: “Over this perpetual bottleneck, NCAA was earlier invited by General Authority on Civil Aviation (GACA) to measure the level of effect it has on Madina and Jeddah airports’ Hajj operations.

” Hence, NCAA has laid down stringent measures to avoid cancellations and flight delays this year.”

He also expressed concern over the closure of the airspace of the war-torn Sudan. (NAN)(www.nannews.ng)

FCTA cautions residents against environmental degradation, distortion of master plan

The Federal Capital Territory Administration (FCTA) has cautioned residents of the territory against activities that lead to environmental degradation.

The Coordinator of Abuja Metropolitan Management Council (AMMC), Umar Shuaibu, made the call at the commemoration of 2023 World Earth Day with the theme: “Invest in our planet” held on Thursday in Abuja.

Shuaibu decried the unending distortion and destruction of the Abuja Master Plan by some residents of the nation’s capital.

He said illegal felling of trees, building on water channels and road corridors have distorted and destroyed the plan for development of Abuja.

Earlier, Mr Tunde Imolehin, Senior Special Assistant on Environment and Waste Management to the Minister of FCT, said the objective of the commomeration of world earth day in FCT was to guide residents on how to dispose of their waste properly.

“To make our stay in this planet meaningful, we must invest wisely. We must take proper care of the environment, conserve and preserve the limited resources.

“The world earth began in 1970 in the United States to highlight the importance of our planet and the conservation of its ecosystems on all continents and oceans.

” Since then, the world’s attention has been drawn to the challenges facing mankind and the environment and ways to manage them.”

In his presentation, the Director FCT Department of Development Control, Mukhtar Galadima, disclosed that over 10,000 illegal structures were demolished in the last eight years in the FCT.

He also revealed that 300 hectares of land was recovered as the administration’s commitment to restore sanity in the territory.

Galadima said the measure was pertinent to reverse the norms affecting the officials from restoring the master plan and sanity across the city.

He called for the review of the development plan of the city, which according to him, a consultant should be engaged to drive the reforms.

Mr Ikharo Attah, Senior Special Assistant to the Minister of FCT on Monitoring, Inspection and Enforcement, suggested that the Directorate of Road Traffic Services, known as VIO and the Federal Road Safety Corps (FRSC), should be carried along as critical stakeholders.

“There are many rickety vehicles, motorcycles emitting smoke that are destroying the ozone layer. Everyone of us must be involved in tree planting and must not be deterred to protect and secure the plants.”

He, however, urged residents not to build on concrete jungles by destroying the green areas.

” The planet is getting very hot, we must start to change the narrative so that our children will not pay for the destruction we are doing to the earth,” Attah said. (NAN)

AMAC, CSOs develop second action plan on accountability in governance

The Abuja Municipal Area Council (AMAC) in collaboration with some civil society organisations organised a two-day workshop to promote open government partnership and accountability in governance.

The News Agency of Nigeria (NAN) reports that the workshop is tagged “AMAC Open Government Partnership Sensitisation and Action II Development Workshop”.

Mrs Abiodun Essiet, Consultant, Development Partners, AMAC, said the workshop was aimed at encouraging accountability and transparency in procurement processes in the council.

“AMAC is the only local government area in Nigeria to join the OGP global, based on their committment to promoting accountability and transparency of government processes.

“The council signed up to OGP in 2020 and since then we developed the first action plan and completed it last year and we are about to develop the second action plan.

“This action plan is centered around open procurement and to continue citizens participation in budgetary process,” she said.

Similarly, Mr Semiye Michael, Executive Director, DEAN Initiative, said the event is aimed at mainstreaming the committment and participation of the citizens into a people-centered budget at the local government level.

He added that it was important for projects and contracts to be free of corruption, open to gender and PWDS inclusion and open to all contracting processes.

“We noticed that the concentration of governance has been on the national government over the years but there are constitutional responsibilities of the local governments.

“There are roles which the local governments should play in development, such as provision of primary health care, primary schools, water and sanitation activities at community level.

“This is what we are using the open government partnership to achieve at the governance level of the local government,” he said.

Also, Mr Attahiru Ibrahim,
Director of Administration, AMAC, added that the council was committed to promoting open government partnership with the people at the grassroot.

“The council was committed to achieving the OGP plan as we are committed to ensuring a open procurement process for everyone to participate.

“We also want more women to key into these procurement processes, as we will ensure that we implement all projects the citizens want and not deciding for them,” he said.(NAN)(www.nannews.ng)

2023 Hajj: FCT begins visa processing for intending pilgrims

The FCT Muslim Pilgrims Welfare Boards says it has commenced the process of securing visa
for 2023 intending Muslim pilgrims from the territory.

The Director of the board, Malam Abubakar Evuti, made this known at a news conference on activities of the organisation
and preparations for this year’s hajj on Wednesday in Abuja.

He said “so far, a total of 3,651 intending Muslim pilgrims have completed payment of hajj fare and the board has since
continued with the process of securing their visa.

“And as soon as the portal is open, we shall commence the application and printing of their visa for the holy journey.”

He disclosed that the board had concluded arrangements for screening of intending pilgrims to ascertain their health status
and capability of performing the Hajj.

According to him, the screening will start on Friday, May 5, 2023 with intending pilgrims from Bwari Area Council and
Headquarters, followed by those from Abaji, Kwali and Gwagwalada Area Councils on Saturday, May 6.

He added that those who registered through Kuje and Abuja Municipal Area councils, as well as those
under the Hajj Savings Scheme would be screened on Sunday, May 7, 2023 respectively.

He called on other intending Muslim pilgrims who had yet to complete their payments to do so on or before Monday, May 8.

He said that the board had already secured befitting accommodations for intending pilgrims around Hafair area in Makkah
that are of short distances to the holy Masjid (Masjid Al Haram).

This, according to him, is within the range approved by the National Hajj Commission of Nigeria (NAHCON).

Evuti stated that arrangements with caterers and other service providers in Saudi Arabia have been signed and sealed.

He revealed that one of the innovations introduced by the board for this year’s hajj was to allow intending pilgrims to choose the flight they intend to travel with.

This, according to him, will curtail the challenge of No-Show experienced by the board in 2022 during the transportation to Saudi Arabia.

He warned that any pilgrim who refused to show up for his or her flight would be sanctioned by the board and may even result to forfeiting the trip this year.

“I would like to use this medium to reaffirm the readiness of the board and indeed the FCT Administration in ensuring that intending pilgrims from the territory
get the best services ever in Hajj exercises in line with the best global practice.

“Necessary measures have been put in place to record more successes in the operation even though each hajj exercise come with its peculiarities.”

He commended the FCT Minister, Malam Muhammad Bello, the Minister of State for FCT, Dr Ramatu Aliyu, the Permanent Secretary of FCTA,
Mr Olusade Adesola and Director, Human Resources, FCTA, Malam Muhammad Bashir, for their support to the board.

He also expressed appreciation to the management and staff of the board who have been putting in their best to ensure the success of hajj operations in accordance to the mandate of organising hitch-free holy trip over the years. (NAN)(www.nannews.ng)

Buhari inaugurates N9.5bn Zuba housing estate

President Muhammadu Buhari on Tuesday in Abuja, inaugurated a N9.5 billion Zuba Housing Estate in the Federal Capital Territory (FCT).

The president while inaugurating the 746 housing unit estate, said it would help check multi-dimensional poverty in the country.

The News Agency of Nigeria (NAN) reports that the N9.5billion estate which is located on a 18.5 hectares of land consists of 16 blocks of 3-bedroom flats in a block of 8 flats.

Others are 32 blocks of 2-bedroom flats in a block of 8 flats; 14 blocks of 1-bedroom flats in a block of 16 flats and 5 blocks of terrace duplexes in 4 rows.

Buhari said the provision of houses was one of the best ways to attack poverty, create prosperity and develop the economy.

He said that the project was part of government’s efforts to curb poverty and provide shelter for citizens.

‘‘I convey my hearty congratulations to the new homeowners in this estate. Our promise of change has been fulfilled for you.

‘‘Housing supply is one of the indices of multi-dimensional poverty that challenges our people and the completion of this estate provides a solution for the beneficiaries.

‘‘The new homeowners who benefit from this estate have taken a step up on the ladder of prosperity and away from poverty,“he said.

He commending the Chairman, Managing Director, members of the Board and Staff of Federal Housing Authority (FHA) on the successful completion of the Estate.

Buhari  said that the project was another testament to his administration’s commitment to lifting people out of poverty.

‘‘One of the measures that we have consciously deployed to attack poverty, create prosperity and develop our economy is the aggressive provision of infrastructure nationwide.

“Such investments also lead to creating employment opportunities for artisans and other skilled members of the society.”

He urged the management of FHA not to relent in delivering other projects at various stages of construction and development across the states.

The President also charged residents of the estate to consciously work together with the FHA to ensure the maintenance of the property and the safety of the environment.

Also speaking, Minister of Works and Housing, Mr Babatunde Fashola, said 75 contractors were engaged in the course of the project, while over 13,000 Nigerians were employed both directly and indirectly.

He thanked the president for providing the leadership through his approval of appointments to the leadership of the FHA Board and management.

‘‘Instead of abandoned projects, we now have 748 completed housing units for Nigerians and their families to shelter,’’

‘‘Although many of the beneficiaries of this project will never meet the president personally, your policies and programmes have affected their lives,” he said.

The Managing Director, FHA, Sen. Gbenga Ashafa, described the project as a manifestation of the president’s visionary and deliberate housing policy.

He said the Authority delivered the project at a total cost of N9.5 billion with the subvention of N7.5 billion from the Federal Government.

Ashafa said that the balance of N2 billion of construction cost came from the Authority’s other projects which was ploughed into it to complete the estate.(NAN)(www.nannews.ng)

Hajj: NAHCON urges compliance with Saudi health guidelines

The National Hajj Commission of Nigeria (NAHCON), on Thursday urged members of the 2023 Hajj National Medical Team to comply with the Saudi Arabian health guidelines for operation.

Chairman and Chief Executive Officer of NAHCON, Alhaji Zikrullah Hassan, made the call while inaugurating the 230 members of the National Medical Team, at Hajj House, in Abuja.

Hassan also advised the team against infractions of Saudi Arabian health regulations during the operation.

He said the medical team was the first committee to be inaugurated for the 2023 Hajj because of the importance the commission attached to medical issue.

“The first thing we all need to comply with is to ensure total compliance with the Saudi Arabian health guidelines. As far as Saudi Arabia is concern, it will not tolerate any infractions on their guidelines.

“I am sure the leadership of the National Medical Team is fully aware of this and they will adhere to that. I don’t need to remind you of your medical ethics which you are aware yourselves.

“There is going to be much work in this year’s hajj because we have been given a quota of 95,000 Hajj slots which means more work for the members of the medical team,’’ he said.

Earlier, Chairman of the team and Commissioner, Planning, Research, Statistics, Information and Library Services, Sheikh Suleiman Momoh, said that the selection of members of the team was very rigorous.

“Having been chosen, you have to display your capacity that you are fit for the job. One thing that I want to sound to us is that the management of the commission will not tolerate any officer leaving his duty post.

“Over 10,000 people applied to be part of the 2023 hajj medical team so you must prove that you worth it,’’ he said.

Also, the NAHCON’s Commissioner of Operations, Alhaji Abdullahi Magaji-Hardawa, urged members of the team to take their responsibility seriously.
