Walson-Jack urges MDAs to go paperless by year end

Mrs Didi Walson-Jack, the Head of the Civil Service of the Federation (HCSF), has called on Ministries, Departments and Agencies (MDAs) to fully transition to paperless operations before the end of 2025.

Walson-Jack made the call on Wednesday in Abuja at a world press conference ahead of the 2025 International Civil Service Week and African Public Service Day, scheduled to hold between June 25 and June 26.

She said that the Federal Civil Service Strategy and Implementation Plan (FCSSIP 25) guides civil service reforms.

She said that going digital by civil servants formed part of the FCSSIP 25 agenda, and was due to conclude on Dec. 31.

“Realising that FCSSIP 25 ends this year, we resolved to accelerate the implementation of its core pillars, especially digitalisation.

“We are urging all MDAs to go paperless. This is not just a directive, it is something we have already implemented.

“The Office of the Head of the Civil Service of the Federation has been paperless even before I assumed office,” she said.

Walson-Jack said that the digital transformation efforts were gaining momentum across the service.

She cited the Federal Ministry of Health as the latest to adopt an enterprise content of Performance Management System (PMS).

“I was in the Ministry of Health last week to launch their content management system.

“It is now the 11th ministry or extra-ministerial department to operate paperlessly,” she said.

The HCSF, however, acknowledged that some MDAs were facing challenges, particularly with funding.

She said that partnerships were being leveraged to support their transition.

“The race to Dec. 31 is on, and by the grace of God and with sustained effort, the entire civil service will be paperless by the end of 2025.”

Walson-Jack said that digital transformation went beyond eliminating paper, explaining that it also involves automating workflows and improving service delivery.

“In my first 100 days in office, we launched several digital platforms.

This journey is about reforming how the civil service operates for greater efficiency and accountability,” she said.

Speaking on implementation of the PMS, Walson-Jack expressed concerns over the delay in the exercise across MDAs.

She said that the implementation of the system was ongoing, in spite of current funding challenges.

She attributed the delay in the 2025’s cycle to a lack of access to capital project funding.

“This year, we experienced a major hitch due to the delay in accessing funds.

“This has slowed down the PMS cycle. However, I assure you that the system remains operational across MDAs, albeit at varying stages of implementation,” she said. (NAN)(www.nannews.ng)

President Bola Tinubu says the All Progressives Congress (APC) is ready to welcome Mr Nyesom Wike, the Minister of the Federal Capital Territory (FCT), whenever he decides to join the party.

The President stated this at the commissioning of Arterial Road N16 (Shehu Shagari Way), connecting Ring Road 1 (Nnamdi Azikiwe Way) to Arterial Road N20 (Wole Soyinka Way), along with accompanying interchanges and feeder roads in Katampe District, Abuja, on Wednesday.

The Wike-led FCT Administration executed the projects, Mr Bayo Onanuga, the President’s spokesman, said in a statement.

Commending Wike for his dedication and collaborative approach to governance, the President said: “He could not achieve this alone without your full cooperation as a team builder and player. You have proved that teamwork is the hallmark of good leadership.”

Tinubu acknowledged the support of traditional rulers and local communities, especially in ensuring the smooth relocation of residents affected by the development:

“I commend the Minister for relocating the local communities affected by the development, with peace and good compensation. The government has played its part. I urge you to protect this infrastructure and use it wisely.

“He’s not a member of my party, not yet. But the day he changes his mind and registers with the Progressives, we will welcome him because we will enjoy him singing as ‘e dey sweet us,” Tinubu said.

He described the project as more than a stretch of road: “It affirms our commitment to transformation under our Renewed Hope Agenda.

“What was once a missing link is now a modern, functional, and durable infrastructure, an artery fully realised through the leadership of the FCT Administration under the Honourable Minister, Barrister Wike.”

He noted that the corridor had remained underdeveloped for years despite being an integral part of the Abuja Master Plan.

“This road will ease traffic congestion around Central Abuja and improve connectivity to developing districts such as Katampe, Jahi, and Bwari.

“It will stimulate housing and business growth while serving as a foundation for future city integration,” he added.

President Tinubu reiterated that infrastructure development was essential to Nigeria’s progress, saying: “Infrastructure is the bedrock of national competitiveness, growth, social integration, and economic opportunity.

“There is no way industrialisation will flourish without good roads. We invest in roads, rail, power, healthcare, education, and digital infrastructure.

“We can only unlock Nigeria’s full potential through this coordinated and integrated development. I promise you, we will.”

Tinubu reaffirmed his administration’s resolve to continue delivering results regardless of political distractions.

“We will continue to build and serve the people, no matter how much the lesser minds pursue their politics,” he said.

Wike commended the President for restoring public trust in government and boosting contractor confidence, which has led to the accelerated completion of key infrastructure in the FCT.

“This road was awarded by the administration. It is not one of those projects we inherited,” he said, noting that the Federal Executive Council approved the project in September 2023 and it was flagged off the following month.

He admitted initially being sceptical about the contractor CGC Nigeria Ltd. until he observed their performance on another project.

“Companies and contractors are competing among themselves to have jobs awarded to them, and they are ready to mobilise to the site without the government paying them for the initial mobilisation.

“That is confidence-building, and that’s what you’ve created.

“No contract awarded by you in the city was abandoned. By the time you do your third anniversary next year, you will see that virtually all the contracts you awarded as the President will have finished, to the glory of God,” he said.

The minister emphasised the importance of the newly completed road, saying it connected critical judicial and administrative zones.

“It leads to the judges’ quarters, the Court of Appeal, the Federal High Court, and the Federal Capital Territory, and the judges’ court is almost ready,” he said.

Wike added that the Tinubu administration’s visible impact had neutralised opposition efforts under the ‘coalition’ movement.

“Your good works have defeated the coalition. I have instructed my people to ensure that every national television station must hook into the inauguration of projects.

“They will see what is happening on national television every day on every television channel. They have no choice but to watch Mr President for the next 17 days,” he said.

Presenting a technical brief, Mr Richard Dauda, the Acting Executive Secretary of the Federal Capital Development Authority (FCDA), explained that the completed Arterial Road N16 starts from Nnamdi Azikiwe Expressway (Ring Road One) near Transcorp Hilton and extends to Arterial Road N20 (Wole Soyinka Way).

“The corridor integrates Maitama, Katampe, Utako, Jahi, and surrounding districts, providing critical linkages for residents and commercial users.

“The scope of work includes the construction of an interchange with two bridges, a flyover with interconnecting loops that link Ring Road One, and a flyover over the Nnamdi Azikiwe Expressway.

“The arterial N16 is a six-lane dual carriageway with covered parking lanes, effectively making it an eight-lane road,” he said.

He added that the 3.7-kilometre road was delivered with complete engineering infrastructure, including underground surface water drainage systems, box and pipe culverts of various sizes, foul sewer and water supply networks, telecommunication ducts and modern street lighting systems.

“The work has been practically completed and is ready to be used. The completion of this project has provided the much-needed circulation and connection within the city, especially linking the 21 districts of Maitama, Utako, Jahi, and others,” Dauda said. (NAN)

Minister of the Federal Capital Territory (FCT), Mr Nyesom Wike, has lauded the achievements of President Bola Tinubu, saying his impactful projects and reforms have rendered political opposition efforts ineffective in his 2027 re-election bid.

Wike made the remarks on Wednesday in Abuja, during the inauguration of Arterial Road N16 (Shehu Shagari Way) to Arterial Road N20 (Wole Soyinka Way) and other roads in the Katampe District.

He noted that the impressive pace of development under Tinubu’s leadership had disoriented critics and opposition groups, particularly the supposed coalition created to challenge Tinubu’s 2027 re-election bid.

“I thought there would be a coalition, but when people see new projects being unveiled daily, that idea collapses.

“The coalition has failed because of the good work Mr President is doing,” Wike said.

He explained that the N16 to N20 road was awarded in September and commenced in Oct. 2024 and later extended through Gishiri Village to connect it to Wole Soyinka Way.

The further said that Tinubu administration has built contractors’ trust in government, adding that the contractors now have confidence to execute projects knowing they would be paid.

He disclosed that although the extension of the N16 road to N20 was recently approved by the FCT Executive Council, the contractor had already completed it, citing confidence in prompt government payments.

He also noted that communities affected by the road construction were adequately compensated, receiving 200 per cent of the compensation rate in line with Tinubu’s “Renewed Hope Agenda”.

“President Tinubu has brought that trust back, and the people of the FCT, particularly those in satellite towns are seeing progress like never before,” Wike said.

He thanked the president for giving him the opportunity to be part of what he described as a “revolution in the FCT,” and vowed that no project initiated under his tenure would be abandoned.

Responding, Tinubu commended Wike and his team for their commitment to transformative infrastructure development, describing the minister as a “team builder and a team player.”

“Infrastructure is not a luxury; it is a necessity; it is the bedrock of national competitiveness, growth, social integration, and economic opportunity,” the president said.

Also speaking, the FCT Minister of State, Dr Mariya Mahmoud, expressed gratitude to FCT residents for their patience during the construction process.

“To the people of Gishiri, Maitama, and the entire FCT community, thank you for your resilience and belief in the government’s capacity to deliver.

“You are the heart of this city, and this project is a tribute to your enduring hope,” she said.

Earlier, the Acting Executive Secretary of the Federal Capital Development Authority (FCDA), Mr Richard Dauda, said that described the road as a 3.7-kilometre, six-lane dual carriageway.

He said that the road linked Maitama District in Phase I to Katampe, Jahi, and Mabushi Districts in Phase II. (NAN)

The Minister of the Federal Capital Territory (FCT), Mr Nyesom Wike, has renamed the Abuja International Conference Centre after President Bola Tinubu.

Wike made this known during the unveiling of the rehabilitated centre by Tinubu in Abuja on Tuesday, as part of activities to celebrate the president’s second year in office.

He also named some of the halls after Vice President Kashim Shettima, Chief Justice of Nigeria, Kudirat Kekere-Ekun, Senate President Godswill Akpabio and Speakers of the House of Representative, Tajudeen Abbas.

This, according to him, is to thank them for supporting the FCT Administration and demonstrate the cordial working relationship, among the Executive, Judiciary and the Legislative arms of government.

He recalled that the conference centre was built in 1991 under the military government, adding that the centre has not been rehabilitated since then.

He said that Tinubu, in line with his “Renewed Hope Agenda”, gave the order to rehabilitate the centre, following the dilapidated state of the conference centre.

Wike added that following Tinubu’s quality leadership, the matching order has transformed the edifice to a befitting conference centre, which demonstrated that Nigeria was truly the giant of Africa.

“Today Bola Ahmed Tinubu International Conference Centre is a match with any other international conference centre in the world,” he said.

The minister, however, said that to maintain the facility, everybody that intends to use the conference centre must pay.

“I want to let everybody know, whether you are a ministry; whether you are an agency, if you want to use this you have to pay something.

“That is the only way it can be sustained.

“Nothing like my brother, my sister has a wedding. If you want to use such a beautiful place, then you must pay something,” he added.

Wike said that the centre was handed over to a politician to manage and he killed the place.

He added that when the FCT Administration took over the edifice to rehabilitate it, the politician dragged the FCT Administration to court amidst other pressures from politicians.

He thanked Tinubu for encouraging him to go ahead with the rehabilitation and ignore the distractors saying, “if not for your kind of person, we would not have done this work.

“We thank God for showing that leadership.

“This is because our problem is leadership. If you have the right leadership, things will get done and that is what you have shown us”.

Tinubu, who described Wike as a transformative leader, noted the dilapidated state of the centre when he visited the centre to attend the ECOWAS Parliament.

“It was a very dirty, disorganised, uninhabitable environment.

“Aside from the side talk I had with the Senate President, I turned to Wike and said this conference centre is not reflecting who we are. Have we sunk this low?

“He said no, but bear with us, we will do whatever we can do to transform the place. You won’t come back to find it in a dilapidated state and today I am very happy.

“I am greatly honoured and happy to be here to reopen this international conference centre as part of our determined efforts to change the way we do things, to reflect us as people of quality, people of character, people of determination, people of great spirit.

“That is who we are, and I am glad that you, Nyesom Wike, is reflecting that,” the president said.

Tinubu urged Wike not to pay attention to the busybodies and bystanders, “whatever they say, continue to do your good work.

“You are a transformational leader, you have the foresight, the vision and the determination to succeed. Thank you very much”.

On his part, Akpabio commended Wike for the renovation, rehabilitation, and transformation of the international conference centre.

“We are proud of the fact that we do the budgeting, we give the approvals, and you do the execution.,” he said.

NAN reports that the centre, built by Julius Berger Nigeria PLC in 1990 and completed in time for the 1991 OAU Heads of Government meeting, has long served as a venue for government functions, international summits, exhibitions, and corporate events. (NAN)

Mokwa flooding: Niger govt. awards N7bn road, bridge projects

The Niger Government says it has awarded the construction of a 12 km road project from Mokwa to Rabba worth N7 billion.

The state governor, Muhammad Bago, made this known during an on-the-spot assessment and sympathy visit to the people of Mokwa over the recent flood disaster in the area.

The News Agency of Nigeria (NAN) reports that the floods had killed many people and destroyed property worth millions of naira.

Bago said that the road project, which would commence immediately, would include the construction of four bridges to connect the two communities.

The governor directed relevant MDAs to take a complete survey of waterways and topography of the state with the view to relocating people off coastal lines to avert a repeat of the disaster.

He urged the people to stay united in these trying times, while assuring them of continued government commitment to the wellbeing of its citizens.

Meanwhile, a symbolic distribution of relief items was made to selected households.

Bago was also in Rabba to assess the bridge that was cut-off by the flood, where he used the opportunity to sympathise with the people of the community. (NAN)(www.nannews.ng)

Bago donates N1bn, 50 trucks of grains to Mokwa flood victims

The Niger State Governor, Mohammed Bago, has donated one billion Naira to the victims of the recent flood disaster in Mokwa Local Government Area of the state.

The governor announced the donation during an on-the-spot assessment of houses destroyed by the flood, where he subsequently addressed the people of the community.

He said that the state government would provide ten trucks each of rice, beans, maize, millet and sorghum to the flood victims.

While commiserating with the victims, he promised that all donations made would be judiciously distributed to them through a committee that would be headed by his deputy, Mr Yakubu Garba.

Bago said that the government would also provide resettlement land and services to them.

He directed the Ministry for Land and Survey to issue a certificate of occupancy (C of O) to the Federal Government to facilitate immediate construction of the resettlement homes for the victims.

According to Bago, while the state government awaits the construction of the resettlement homes by the Federal Government, necessary arrangement will be made to move them from the IDP camp.

He appreciated the Federal Government, donor partners and other government agencies, as well as spirited individuals that had supported the victims.

Earlier, the Speaker, Niger State House of Assembly, Abdulmalik Daji, sympathised with the people of Mokwa especially, the victims of the flood.

Daji encouraged them to remain steadfast in the will of God at all times.

Also, the Etsu Nupe, and Chairman, Niger State Council of Traditional Rulers, Alhaji Yahaya Abubakar, and the former Deputy Governor of the state, Alhaji Mohammed Ketso, commended the governor for his kindness to the people.

Gov. Monday Okpebholo of Edo has fulfilled his promise to provide a 2.5MVA injection sub-station to Udomi Community in Esan Central.

Okpebholo, who inspected the completed project on Monday in Udomi alongside top government officials, expressed satisfaction that the station was ready to power the community and its surroundings.

The governor said the people had never witnessed such infrastructure, adding that the project would improve development and connect nearby communities to steady electricity.

Okpebholo emphasised his joy in bringing real change, noting that the people were finally feeling the impact of governance close to their homes.

He pledged that his administration would continue to deliver meaningful projects across the state.

Okpebholo reiterated commitment to President Tinubu’s Renewed Hope Agenda, promising more infrastructure to uplift lives and drive inclusive development.

He highlighted how the new sub-station would stimulate economic growth by powering businesses through reliable electricity in the area.

The governor also inspected construction at the new Edo State College of Nursing, Health Sciences, and Technology located in Udomi.

He thanked the Edo State House of Assembly for supporting the bill that enabled the project’s approval and commencement.

Okpebholo said, “Work is progressing steadily; I assure residents of more impactful projects in education, health, and infrastructure.”

Responding, Mr Mokwenye Jidenmah, Benin City Distribution Company’s Business Head, praised the governor’s effort and confirmed multiple communities would benefit from the upgraded power supply.

He explained that the station would step down a 33KVA line to 11KVA, energising over nine transformers to supply power across Udomi and neighbouring areas.

“The second phase of the electricity project will link six communities, including Udomi 1, Ujabhole 1, Unogbo, Idimoghodor, Ibhioloulu, and Afuda,” Jidenmah said. (NAN)(www.nannews.ng)

Gov. Babajide Sanwo-Olu of Lagos on Sunday thanked President Bola Tinubu for support toward the state’s transport reform.

Sanwo-Olu gave the commendation while inspecting newly-imported rolling stock for the Lagos Rail Mass Transit (LRMT) Blue Line project, at the National Theatre Train Terminal.

Describing the arrival of the coaches as a significant milestone, the governor said the development would boost the state’s efforts in delivering an efficient and modern rail service.

He said that the delivery of the rolling stock was made possible through the support of the Federal Government.

He said that the commitment of the Tinubu administration to Nigeria’s infrastructure development was commendable.

“We are here today to inspect the newly delivered coaches for the Blue Line project. These are brand-new coaches. It is part of our ongoing commitment to improving public transportation.

“We thank President Bola Tinubu for his support. His vision and encouragement have made this possible.

“This whole funding and the capacity for us as a state government to have embarked on this very transaction was made possible by President Bola Ahmed Tinubu, who supported us financially and extensively in the procurement of this additional rolling stock,” he said.

According to him, the new coaches will complement existing ones and help to reduce turnaround time, thereby significantly cutting travel time for millions of Lagos residents.

The governor also reiterated his administration’s commitment to its THEMES Plus Agenda.

He pledged to complete the rail project on schedule, adding that the trains would meet the highest standard of safety and comfort.

“With this new set, we are doubling the capacity that we currently have on the Blue Line.

“This means that once they are scheduled, you will see a reduction in journey time, you will see a faster turnaround in journey time, and you will see a more reliable and predictable train experience on the Blue Line,” he said.

The Managing Director of the Lagos Metropolitan Area Transport Authority (LAMATA), Mrs Abimbola Akinajo, and the Lagos State Commissioner for Transportation, Mr Oluwaseun Osiyemi, were at the event.

Asset Restoration: Shettima inaugurates 375 refurbished tractors in Borno

Vice-President Kashim Shettima has inaugurated 375 tractors refurbished by the National Agency for Science and Engineering Infrastructure (NASENI), under the National Asset Restoration Programme.
The programme, launched in Maiduguri, Borno on Sunday, is an initiative of NASENI aimed at boosting mechanised agriculture and enhancing food security in fulfilment of President Bola Tinubu’s Renewed Hope Agenda of reviving broken-down or non-functional tractors.
Each tractor has been comprehensively rehabilitated, including mechanical, electrical, hydraulic, and structural upgrades, making them ready for immediate deployment across farming communities.
While inaugurating the programme at the Borno State Agricultural Mechanisation (BOSAMAN) Farm Centre, Shettima said, for so long, Nigeria had been profiled as a nation with poor maintenance culture.
“This dysfunction cuts across both the private and public sectors, and we owe it to ourselves to say enough is enough.
“Enough of investing our scarce resources in ideas and projects that get abandoned halfway through.
“Enough of allowing our critical assets to lie in waste while we budget, year after year, for the problems they were procured to solve.
“This is why I am excited about the purpose of this gathering,” the Vice-President said.
He said that the initiative was a response to the nation’s cross-generational dilemma about what to do with abandoned and poorly maintained assets of the country.
According to him, it’s a powerful shift in how we think about value, sustainability, and innovation, adding, “I believe that’s what we’ve promised the nation.”
Shettima revealed that available data shows that Nigeria currently holds over 26,000 units of broken-down but serviceable heavy-duty equipment and nearly 500,000 component scraps that can be restored or repurposed.
“This contrasts with the stark reality that we have only 7,000 to 12,000 functional tractors in a country that needs 2.4 million tractor units to meet our food production goals over the next decade.
“These figures are a reminder of what must be done, a reason to have a national inventory of value waiting to be unlocked.
“So, we must commend NASENI, through this Asset Restoration Programme, for stepping forward with this brilliant idea to mitigate a national tragedy,” he said.
He added that beyond the promise to refurbish hardware, NASENI had shown a great capacity to serve as a national nerve centre for technology transfer, homegrown engineering, and adaptive innovation.
“This is why we must support them. We have seen NASENI at work, playing critical roles in our interventions in compressed natural gas (CNG) retrofitting, renewable energy technologies, and agricultural mechanisation.
“We are reminded more than ever that we can’t create durable Nigerian solutions to Nigerian problems unless we localise global technologies, and relevant agencies must be supported to point us towards a stabler nation and promising future.”
Shettima noted that the asset restoration programme fits squarely within the broader vision of President Tinubu’s administration: to build a productive, self-reliant, and diversified economy.
Earlier, Gov. Babagana Zulum of Borno, noted that Nigeria required a minimum of 750,000 functional tractors to meet its agricultural needs.
The governor, however, said less than 10 per cent of that number are currently operational across the country.
“The Food and Agriculture Organisation (FAO) recommends tractor density of 1.5 horsepower per hectare.
“Here in Borno, our mechanisation drive has faced serious setbacks, especially following the devastating floods of September 2024, which damaged a significant number of our agricultural machines.
“That is why today’s intervention could not have come at a better time. The decision by NASENI to select Borno as the pilot state for the National Asset Restoration Programme is both strategic and timely.
“It offers us a lifeline to revive damaged assets and restore the capacity of our farmers to cultivate efficiently.
“Through the tireless efforts of NASENI and its technical partner, MECA, these machines are being brought back to life, and we appreciate their commitment to making this vision a reality,” he said
Zulum assured that Borno Government is fully committed to ensuring that the restored assets are properly maintained and put to optimal use.
On his part, the Executive Vice Chairman of NASENI, Mr Khali Halilu, said the agency’s national survey revealed that Nigeria holds over 47,000 broken down serviceable agricultural and law enforcement assets.
He added that the cost to replace them will exceed N14 trillion, adding, “but at NASENI, we asked a simple question. Why replacement when we can restore them?
“With the right engineering, the right people and the right partnership, we can recover the assets for just 15 to 25 per cent of their replacement value and still achieve full functionality.
“That is over N10 trillion in national savings, while receiving productivity, job and security on the ground. That is the power of engineering and that is the promise of NASENI,” he said.
The Minister of Agriculture and Food Security, Sen. Abubakar Kyari, said the launching of the programme marked a defining moment in government’s efforts to bring productivity back to the core of public service delivery across sectors.
“It is about reviving hopes, reducing waste, unlocking dormant capacity and ensuring that public investment truly serves the needs of our citizens.

Barau donates N200m gadgets to victims of Kano phone market inferno

Deputy President of the Senate, Sen. Barau Jibrin, on Sunday visited Farm Centre, Kano’s largest phone market, to sympathise with the traders affected by Friday’s inferno.

During the visit, Barau announced the donation of gadgets worth N200 million to the victims of the inferno, as part of efforts to cushion the impact of the disaster.

The senator described the fire outbreak as a test from Allah and emphasised the market’s significance in youths’ engagement and employment in the state.

The lawmaker, who was received by a large crowd of the traders and residents, also donated a Hilux vehicle, five motorcycles, 1,000 solar-powered streetlights among others, to improve security in the market.

“When the news of the fire outbreak reached me on Friday, I was shocked and promised to come and sympathise with you.

“We are all proud of you and this market. Thousands of our youths earn a living here.

“My office will donate gadgets worth N200 million to victims of this fire outbreak. We will consult with your leaders to determine the specific items required.

“Based on the request of your chairman to improve market security, I am donating 1,000 solar-powered streetlights, a Hilux vehicle, and five motorcycles for patrol,” he said.

Earlier, the Chairman of the market, Alhaji Jamilu Gama, commended the senator for the visit, describing him as a lawmaker whose contributions extend beyond his immediate constituency.

“Your Excellency, you are a super senator who works beyond your senatorial district.

“I have never seen a senator like you. May Allah reward you abundantly,” Gama said. (NAN) (www.nannews.ng)
