N1.15trn FCT budget to transform Abuja, rural areas – Wike

The Minister of the Federal Capital Territory (FCT), Mr Nyesom Wike, says the N1.15 trillion 2024 proposed FCT Statutory Budget was designed to transform the capital city and rural communities.

Wike stated this when he appeared before the Senate and House Committees on FCT, to defend the proposed statutory budget, in Abuja on Monday.

He explained that out of the N1.15 trillion, N421.44 billion was earmarked as recurrent expenditure, representing 36.7 per cent, while N726.3 billion was set aside for capital expenditure, representing 63.3 per cent.

He also explained that the proposed capital expenditure would be dedicated for the development of infrastructure with emphasis on completion of ongoing projects.

Wike added that out of the N726.3 billion proposed capital expenditure, N80 billion was allocated for SUKUK loan projects, while N29 billion was earmarked for Abuja Light Rail project.

The minister also said that N500 billion was for commercial loans for the completion of some ongoing capital projects in the federal capital city and satellite towns.

He said that the balance of N117.3 billion was dedicated to the completion of ongoing capital projects and other counterpart funded related projects, aimed at enhancing socio-economic activities in the FCT.

Wike said that the Federal Capital Development Authority (FCDA) and Satellite Towns Development Department (STDD) got the larger chunk of the capital budget.

He said that FCDA got N457 billion, STDD N116 billion, while other Secretariat, Departments and Agencies (SDAs) got N153.3 billion.

This, according to him, is to address critical areas like ongoing road construction, completion of water treatment plant and related facilities and few new projects.

He explained that the N457 billion allocated to FCDA was for the provision of infrastructure within and around the capital city, of which N282 billion was for ongoing projects, while N175 billion was for new critical projects.

“Some of the critical projects to be executed by the FCT Administration in the 2024 statutory budget proposal are the completion of Roads B6 and B12 and construction of access road and car park for Abuja Light Rail.

“Full scope development of Arterial Road N20 from Northern Parkway to Outer Northern Expressway (ONEX), provision of engineering infrastructure to Guzape, and provision of engineering infrastructure to Wuye District.

“There is also the extension of Inner Southern Expressway (ISEX) from Southern Parkway (S8/S9) to Ring Road II (RRII), full scope development of FCT Highway 105 (Kuje Road) from Airport Expressway to OSEX with Spur at Kyami District,

“Construction of Northern Parkway from Ring Road II to Ring Road III (6.2Km), full scope development of N5 and N20 and provision of engineering district infrastructure to Asokoro Island Layout in the FCT.

“The sum of N198.5 billion is earmarked for the above eight major roads to speed up their completion before the end of 2024 fiscal year.

“The expansion and rehabilitation of these roads will eventually reduce the travel time and traffic gridlock on our roads within and outside the city,” he said.

The minister added that the transportation sector got N69 billion, of which N32 billion was for the construction of Bus Terminals Development at Kugbo, Jahi and Central Business District.

He said that N80.3 billion was proposed for education sector, while the health sector got N45.7 billion.

“The health budget seeks to complete the construction of hospitals in Gwagwalada, Gwarimpa and Utako Districts to enhance the capacity of some of our hospitals through the procurement of modern ambulances for eight FCTA hospitals,” he said.

Wike also said that a total of N7.9 billion was proposed for FCT Agriculture and Rural Development sector to improve agricultural production and engagement of youths in agriculture,

This, the minister said, would enhance food security, income, and better standards of living in the rural communities.

“We shall invest in the provision of agricultural inputs such as improved seeds, agro-chemicals, and fertiliser among others.

“We shall also develop cluster farm centres in both the livestock and crop production sub- sectors,” he added.

Wike equally said that N5 billion was allocated to the Social Development Secretariat for the promotion of gender, youths, children development, and other vulnerable groups in the FCT.

“It will also be used for the promotion and preservation of Nigeria’s art and culture within the FCT, including the development of sports through the provision of sporting, cultural and recreational facilities,” he said.

Wike also said that the Legal Services Secretariat got N5.6 billion for the provision of legal services, while N1.2 billion was earmarked for the Abuja Geographic Information System.

The minister further said that the sum of N4.2 billion was proposed for the Area Council Services Secretariat to ensure effective and efficient service delivery for rural transformation, improve the quality of lives of citizens.

“The secretariat is also expected to strengthen the traditional institutions as effective tools for mobilisation of people at the grassroots to achieve the developmental goals of the FCT Administration,” he said.

Earlier, the Chairman Senate and House Committees on FCT, Ibrahim Bomai, and Muktar Betara respectively, who commended the minister for the development stride in the FCT, assured him the full support of the National Assembly. (NAN)

FCT Minister inaugurates construction of 618-shop modern market in Zuba

The Federal Capital Territory Minister of State, Dr Mariya Mahmoud, has inaugurated the construction of 618-shop Modern Market in Zuba, Gwagwalada Area Council of FCT.

Mahmoud said during the inauguration in Zuba on Saturday, that the market would be constructed by Khuntex Engineering Company Ltd. under a Public Private Partnership (PPP) arrangement.

She added that under the arrangement, the Area Council would provide the land, while Khuntex would fund the construction of the market, 100 per cent.

She said that the project would be delivered within 20 months in two phases of 10 months each, adding that it would foster economic resilience and social inclusion.

The minister added that the market would also generate employment opportunities, enhance income levels, and promote skill development among rural youths.

According to her, the development is a testament of the FCT Administration’s commitment to the provision of critical infrastructures to residents, in line with the “Renewed Hope” agenda of President Bola Tinubu.

“To solve the problem of protracted funding, the Gwagwalada Area Council decided to explore private sector funding options.

“The move leverages the utilisation of private sector in exchange for land as a resource for the development of the Zuba Modern Market, amongst other PPP initiatives,” she said.

The minister stressed the importance of market infrastructure in rural areas, which she described as a lifeline for countless communities.

“However, inadequate infrastructure often hampers their efficiency and accessibility, hindering economic growth and perpetuating poverty.

“Public-private partnerships, therefore, offer a pragmatic solution to this challenge.

“By leveraging the strengths of both sectors, we can create sustainable marketplaces that cater for the diverse needs of rural populations,” Mahmoud said.

She explained that markets provide a platform for farmers and artisans to sell their produce, goods, and services, and in turn improve the quality of life of rural dwellers.

Mahmoud said that the market would be equipped with modern facilities that would enhance the efficiency of agricultural value chains.

She added that the market was also designed to empower rural entrepreneurs to access larger patronage and better prices for their products.

The Chairman of Gwagwalada Area Councils, Mr Abubakar Giri, said that the Zuba Modern Market, when completed, would boost the revenue base of the area council.

Giri also promised to revive other abandoned markets within the area council and urged the contractor to complete the project within the 20-month period.

In his remarks, the Chairman and Chief Executive Officer of the Khuntex Engineering Company, Mr Dayo Jigan, promised that the first phase of the project would be delivered in 10 months.

Jigan said that a set of 250 units of the shops would be completed in the first phase of the project.

He explained that the market would consist of mixed units of open/lock up shops, warehouses, eatery, banking hall, restaurant, police post, fire station, public toilet, bus loading bay and other amenities in line with global standard. (NAN)

Wike appoints Amadi as Chief of Staff

The Minister of the Federal Capital Territory (FCT), Mr Nyesom Wike, has appointed Mr Chidi Amadi, as his Chief of Staff.

Mr Anthony Ogunleye, Director of Press, Office of the Minister, announced the appointment in a statement in Abuja on Friday.

Ogunleye said that Amadi, a former Chief of Staff to Gov. Siminalayi Fubara of Rivers, was appointed for his vast experience in public service.

He added that Amadi had held several strategic political positions, including Chairman of Obio/Akpor Local Government Area, Rivers, under the platform of the Peoples Democratic Party.

“As Chief of Staff, Amadi will play a pivotal role in supporting the FCT minister in the formulation and execution of policies and programmes aimed at advancing the development agenda of the territory.

“He will also provide strategic guidance, as well as ensuring the smooth functioning of the minister’s office” he said.

The director said that Amadi would be sworn into office on March 18. (NAN)

The Minister of the Federal Capital Territory (FCT), Mr Nyesom Wike, says the FCT Administration is ready to provide incentives to investors interested in developing the territory’s tourism sector.

Wike stated this at the inauguration of a Sunrise Waterpark, a recreation centre developed by Nadeem Group in Abuja on Friday.

The park is located at Sunrise Hill Estate, R1 Sunrise Blvd, Kugbo, Abuja.

The minister noted that the tourism sector has the potential to become one of the highest foreign exchange earners for the country.

He, however, pointed out that the sector had sadly remained largely untapped and undeveloped.

He said that the President Bola Tinubu-led administration, under the “Renewed Hope” agenda has made the development of the tourism sector one of its top priorities.

He added that the government had sent out a clarion call to private investors to look in the direction of tourism and harness its full potential for the benefit of the country.

“I am glad that the Nadeem Group has heeded to the call.

“The FCT has a lot of sites that have the potential of becoming great tourism sites, such as the fishing site in Yaba, the Ushafa Pottery Centre and the Millennium Tower project.

“It will be gratifying to see private investors coming to these areas and to give them a new breath of life.

“Our doors remained open for discussions and possible incentives to see Abuja grow up to its full potential in the tourism sector,” the minister said.

Wike said that he personally inaugurated the park, a private sector investment, because of its importance in developing Abuja tourism sector.

Describing the park as the biggest and most modern waterpark in the West African sub-region, the minister expressed optimism that more tourism sites would be developed in Abuja.

“It is also important to note that commissioning of the park is a testament to the vibrancy and tourism potential of our beloved city, Abuja.

Earlier, the Chairperson of Nadeem Group, Nadia Nadeem, said that the groups’ investment in the recreational facility was to foster bonds and friendship for family members of all ages.

Nadeem said that the Sunrise Waterpark came at a time the Nigerian government was taking steps to create jobs and attract foreign investments.

According to her, the park has the potential of creating hundreds of jobs for Nigerians in many sectors including tourism, hospitality, entertainment, transportation, trade and commerce, real estate, and construction.

“In the coming months, the waterpark is expected to attract many economic activities into Abuja.

“It will attract foreigners from within Africa and throughout the world, making us partners in progress in the development of our dear city, Abuja,” she said. (NAN)

The Minister of the Federal Capital Territory (FCT), Mr Nyesom Wike, has announced the re-introduction of annual school sports festival, 25 years after the last edition.

Wike made the announcement during the grand finale of the maiden Nyesom Wike FCT School Sports Festival at the MKO Abiola National Stadium, Abuja on Thursday.

The minister, represented by Mr Ibrahim Aminu, Mandate Secretary, Social Development Secretariat, FCT Administration, explained that the school sports festival was designed to discover young talents.

He said that the last time school children across the six Area Councils of the FCT gathered to integrate and participate in sporting activities was over 25 years ago.

Wike said that the era of having only inter-house sports in FCT schools was over.

He added that at the end of inter- house sports, there would be a festival and other regional and national school sporting competitions that would take the school students and pupils to greater heights.

“The Nyesom Wike FCT School Sports Festival has come to stay annually in the FCT.

“We expect the support and partnership of our beloved parents and sponsors, both nationally and internationally, to make the sports festival a tourist attraction in FCT,” he said.

The minister explained that the maiden sports festival tagged, “Discovering Young Stars”, was part of efforts to make FCT a Hub for discovering young stars for Nigeria.

“We hope that the laurels won today will bring more smiles and hope to our children in FCT schools,” Wike said.

Dr Danlami Hayyo, Mandate Secretary, Education Secretariat, said that the festival began with preliminaries in the eight Zone of the FCT on Feb. 22, adding that the athletes worked very rigorously to get to the final.

Hayyo pledged the administration’s commitment to sports development in public primary and secondary schools.

One of the coaches, David Daniel of Junior Secondary School. Gwako, said: “we won four gold medals, four silva and six bronze medals.

“We really appreciate the minister for resuscitating the sports festival. This festival has motivated my athletes so much and they can do better.”

The News Agency of Nigeria (NAN) reports that in the Primary School Category, Local Government Education Authority Primary School, Kpadna, emerged overall winner with seven gold medals.

In the Junior Secondary School (JSS) Category, JSS Gwako emerged winner with four gold medals, while Government Secondary School, Karu, won the senior secondary school category with 9 gold medals. (NAN)

Gov. Umo Eno of Akwa Ibom has congratulated Dr Udo Atang over his appointment as Head of Federal Capital Territory Civil Service.

Eno, in the congratulatory message signed by his Chief Press Secretary, Mr Ekerete Udoh, in Abuja on Thursday, thanked President Bola Tinubu for finding Atang worthy.

The News Agency of Nigeria (NAN) reports that Tinubu had, on Tuesday, approved the appointment of Atang, the most senior director in the FCT Administration, as its pioneer Head of Civil Service.

Ten other persons were appointed as Permanent Secretaries.

The statement quoted Eno as describing Atang’s appointment as a demonstration of President Tinubu’s spirit of inclusivity.

“On behalf of the Government and people of Akwa Ibom, we thank Tinubu most profoundly and pledge our loyalty and unalloyed support to his administration.

“To Dr Atang, I have no doubt that given your professional prowess in public service, you will rise to the occasion and acquit yourself creditably. Accept our ongratulations,” the governor said.

The Road Transport Employers Association of Nigeria (RTEAN), in Abuja on Thursday, inaugurated its Lagos State Executives to pilot the affairs of the association for the next four years.

Its National President, Alhaji Musa Maitakobi, who inaugurated the executives, cautioned all members of the association against violence in Lagos and other parts of the country.

Maitakobi said, “Lagos state is very important to the association and any member found creating trouble would be dealt with.”

He also expressed the association’s support for the Federal Government’s Renewed Hope Agenda to reform the transport sector and tackle all forms of thuggery around motor parks.

Maitakobi said that the constitution of the association frown against thuggery and any forms of violence.

He emphasised the need for unity and mutual respect among the executives and members of the association.

” If you are working in the chapel and they remove you, the association will find another place for you. We want to show that truly we have forgiven ourselves.

” Let us come together and operate together. Thanks and God bless you.”

In his inaugural speech, the Lagos State Chairman of RTEAN, Oba Sulaiman Raji-Adeshina, pledged to run an all-inclusive administration devoid of rancour.

He also promised to sanitise all motor parks against unethical conduct and criminality.

He thanked Maitakobi for ” forgiving all the Lagos executives of the RTEAN.

” He (Maitakobi) is a father to each and everyone of us. I also thank the electoral committee for its transparency and accountability.

” I pledge that I will do my best and carry the association to an enviable position and I plead with all the executives and members that are here and those that are not here that let us work together as one family.

“We are all RTEAN in Lagos and Abuja, the nation’s capital,” he said.

Methodist Church lauds Wike’s revolutionary strides in FCT

The Archdiocese of Abuja Methodist Church Nigeria has commended the Minister of the Federal Capital Territory (FCT), Mr Nyesom Wike, for the changes he is bringing to the territory, Abuja.

The archbishop of the diocese, Most Rev. Michael Akinwale, gave the commendation when he and other bishops of the church visited the minister in his office in Abuja on Thursday.

Akinwale, describing the changes as revolutionary, also commended the minister for the improved security being experienced in the FCT.

“We commend you for trying to maintain the Abuja Master Plan and of course, the security which you have provided.

“Today, we can sleep with our two eyes closed. Within the last two months, it has been very, very traumatic, and we commend you on that,” he said.

Describing Abuja as Nigeria’s commonwealth, the bishop expressed confidence in the capacity of the minister to get things done the right way in the capital city.

He explained that the visit was to congratulate the minister, identify with him and wish him well as he steers the affairs of the FCT, leading it to greatness.

“Our duty as a church is to pray for our leaders; those who have been placed in authority of leadership to lead the people,” he said.

The cleric also informed the minister of the forthcoming annual apostolic visit of the head of the Methodist mission, Most Rev. Oliver Aba, to Abuja.

Responding, Wike thanked the delegation for the visit, stressing that the church’s role in keeping the country together was very important.

He assured the church and other religious groups of continued partnership and appealed for continued prayers for Nigeria and its leaders, including the president.

“We require prayer for peace; we require prayer for stability; we require prayer for this country to move forward.

“The church and other religious groups have been praying for this nation to remain together, and therefore, whatever we can do to support, we will always do.

“We will do all that we can to make Abuja the city that everybody will be proud of,” he said.

According to the minister, the government is trying to handle issues of insecurity and infrastructure and promised not to let anybody down. (NAN)

Mr Sola Giwa, the Special Adviser to the Lagos State Governor on Transportation, has urged event centre operators to embrace the rules of engagement that will ensure smooth traffic flow around their centres.

Giwa made the appeal at a special stakeholders parley on transportation safety at event centres, clubs and places of gathering in Lagos on Wednesday.

The stakeholders’ parley was organised by the Office of the Special Adviser on Transportation in collaboration with the Lagos State Traffic Management Authority (LASTMA) and Lagos State Safety Commission.

The special adviser noted that every minute wasted affected everyone, and so the need to ensure free flow of traffic at all times, by everyone adhering to traffic rules and regulations.

“A megacity like Lagos state can only be governed by rule of law and that is what the government of Lagos State is all about.

“Yes, the event centres are in business and while they are at it, it’s important that they think about others. Their business should not inconvenience others.

“These event centres, hotels, clubs are seen in megacities and as a government, we are giving an enabling environment for them to prosper and as much as they are making business, other people should not suffer,” he said.

Giwa noted that to ensure free flow of traffic was the essence of the partnership with the safety commission.

On issue of giving out sanctions for non-compliance, he said that it was not about sanctions, but being able to communicate with the operators, coax them and enlighten their mind to see the need for them to buy into this.

“Enforcement is the last resort and I don’t think we will get there, these are people we have noticed that from their relationship with the safety commission, they are willing to work with the state.

“I’m sure we are not going to get to sanctions but, however, if it comes to that, we will know when we get there. But, this is about having an egalitarian society where everyone understands the need for laws and abides by them,” he said.

Giwa noted that the society thrived when there was law and order, urging Lagos residents to obey all traffic rules in the state, as the government was doing so much to provide everyone with the enabling environment to make Lagos State a smart city.

Mr Lanre Mojola, Director-General, Lagos State Safety Commission, noted that the gathering was basically to engage operators of event centres in Lagos State, lay out rules of engagement, what was expected from them, the do’s and don’ts.

Mojola said that Lagos, being the centre of excellence and the most populated state in the country, had the highest number of events, as it was on record that over the past three years, 40,000 events take place annually in Lagos.

“In terms of traffic management, these are the specifics, there is need to train them, also the traffic and safety marshal within their premises.

“On safety protocols, we expect, every event with over 250 people to be registered and an event safety permit granted before they can host the event. Evidence of training in traffic and safety management of centres’ personnel will be sought for.

“We noticed that when these events occur, because the event centres lack space for the several hundreds of vehicles going in and out, we see the vehicles constituting clogs that flow to the road causing traffic.

“We cannot continue to watch this happen, these event centres should not create problems to normal road users,” he said.

He urged association heads to cascade the outcome of the meeting to members and solicit their collaboration as the ultimate goal was for the city to run smoothly and safe for all citizens.

The General Manager of LASTMA, Mr Olalekan Bakare-Oki, noted that education and awareness campaign should be intensified to ensure the public do not flout parking regulations and safety standards.

Bakare-Oki said it was imperative that they foster collaboration among local authorities like Nigerian police, so as to create a comparative approach to traffic management.

“We need to use this platform to share experience, cultivate the spirit of cooperation, togetherness that can transform to good things.

“Also, let me emphasise that LASTMA is saddled with the responsibility of free flow of traffic, security of people at all times and so needs the cooperation of the motoring public,” he said.

FCTA distribute food items to lepers, others in Abaji, Kuje, Gwagwalada

The Federal Capital Territory Administration (FCTA) has distributed food items to lepers in Abaji, Kuje and Gwagwalada area councils as part of efforts to fight hunger among vulnerable residents.

Mrs Adedayo Benjamins-Laniyi, the Mandate Secretary, Women Affairs Secretariat, FCTA, said during the distribution in Abaji, Abaji Area Council on Wednesday that the gesture is under the Renewed Hope Initiative of the First Lady, Sen. Oluremi Tinubu.

She explained that the food items included rice, indomie, macaroni, semovita, couscous and spaghetti, among other items.

She said that the food items, distributed to lepers and other residents, would be extended to other vulnerable groups.

She identified the vulnerable groups to include women, youths and widows across the six area councils of the FCT.

Presenting the food items to the leprosy colony in Yangoji, Abaji Area Council of the FCT, the mandate secretary said that the initiative was designed to achieve zero hunger among vulnerable groups in FCT.

She added that “this is a special intervention from the Renewed Hope Initiative of the First Lady, aimed at putting food on the tables of the poor and vulnerable in communities.

“The FCT Minister, Mr Nyesom Wike and the FCT Minister of State, Dr Mariya Mahmoud, are working with the Office of the First Lady to ensure availability of food in rural areas.”

She assured residents of government commitment to end their suffering, particularly through increased access to staple foods.

Responding, the leader of the Leprosy Colony, Mr Ali Isa, thanked FCTA and the first lady for the gesture, which he described as lifesaving.

He said ‘ we are very happy today. I have seen the Renewed Hope Agenda of President Bola Tinubu and the Renewed Hope Initiative of the first lady in action.”

The Women Leader of the colony, Hajiya Sadiya Abubukar, who equally commended the gesture, said that the move was a demonstration of government’s commitment to meet the needs of the poor.

The News Agency of Nigeria (NAN) reports that the food items were also distributed to youths, widows and other vulnerable persons at Kulo and Iddo Sarki communities in Kuje and Gwagwalada area councils respectively.

So far, more than 1,000 lepers, poor and vulnerable women, youths and widows received the food items. (NAN)
