The Nigeria Labour Congress (NLC) has said the commencement of negotiation of the new National Minimum Wage in 2024 would be based on the prevailing cost of living in the country.

Mr Joe Ajaero, NLC President, said this at the ongoing 19th edition of the NLC 2023 Harmattan School, organised by the Congress on Tuesday in Abuja.

The theme of the event is “Building Workers’ Skills for Policy Engagement”.

The Harmattan School is part of the NLC National Schools where it trains and empowers members of its affiliated unions through skills development.

Ajaero, represented by Mr Benjamin Anthony, Vice-President of NLC, said it was necessary for government at all levels to recognise that life and living conditions were exceedingly difficult.

“The removal of subsidies on petroleum products has further worsened the challenges faced by working people.

“That is unleashing severe pain and contributing to galloping inflation and increasing inequality and poverty.

“We must reckon that a well-motivated and well-remunerated workforce has a positive impact on productivity and national development.

“As we anticipate the commencement of negotiations for the National Minimum Wage in 2024.

“We seek the understanding of all stakeholders to ensure that we use this opportunity to arrive at a minimum wage commensurate with the prevailing cost of living,” he said.

He said that the ultimate goal would be to establish a living wage that would cover the cost of living and make allowance for some savings by the workers.

Ajaero said that the recent assault on workers and their leaders in Imo poses a grave threat to freedom of association and collective bargaining.

“This is as enshrined in Section 40 of the 1999 of the Constitution of the Federal Republic of Nigeria as amended and the ILO Conventions 87 and 98 on Freedom of Association and Collective Bargaining.

“This should unequivocally be condemned by all people of goodwill. The only thing that can assuage our pains is for the Imo Government to address all labour issues.

“They are also to return the so-called ‘ghost workers’ to their jobs, pay all outstanding salaries and pensions and call back all victimised workers to their jobs,” he said.

On the theme of the event, he said it was apt given the importance of skill and knowledge in policy processes and engagements.

“In the ever changing world of work, as trade unions, we should prepare ourselves to engage with the employers in the workplace and government in the interest of the workers and the masses.

“In order to efficiently engage in any policy, the trade unions must equip their members to understand policy making processes, its implementation, monitoring and evaluation,” he said.

Speaking, Dr Vanessa Phala, International Labour Organisation (ILO) Country Director to Nigeria, said the world of work was undergoing rapid changes, driven by technological advances, climate change, among others.

She said that these changes were affecting workers and trade unions, thereby posing new challenges and opportunities for collective action and advocacy.

According to her, trade unions remain critical stakeholders in promoting workers’ rights, improving working conditions, and advancing social and economic justice.

“Against this context, there is no better time than now for a serious and strategic reflection on the role that organised labour executes in policy engagement and dialogue.

“This 19th edition is dedicated to reflecting on the pertinent question “how can trade unions build power and transform their organisations in the context of rapidly changing economic and labour market policies”.

“The need for strong, democratic, independent, and representative workers’ organisations, effective and adequately resourced labour administrations.

“Also the robust and inclusive social dialogue institutions and processes remain fundamental, especially in times of crisis and recovery,” she said.

She added that these institutions are the bedrock of labour market governance, a prerequisite for social justice and the building blocks for the delivery of policy engagement driven decent work solutions.

Phala said policy engagement was a facet of social dialogue and that for the ILO, social dialogue in all its forms was crucial for policy coherence and effective crisis and resilience management.

“It is also a key governance instrument in managing and responding to transformations in the world of work.

“In this regard, the exigency of the theme of the 19th Harmattan School becomes even more pertinent, especially in elaborating the role trade unions play in policy engagement.

“This is particularly as it relates to advancing policy options for improved governance and conditions of the working people in Nigeria,” she added. (NAN)(www.nannews.ng)

The six Area Councils of the Federal Capital Territory Administration (FCTA), primary school teachers and pension scheme have shared N4.96 billion of statutory allocation for the month of October.

The amount was shared during the 182nd Joint Account Allocation Committee (JAAC) meeting, in Abuja on Monday.

FCT Minister of State, Dr Mariya Mahmoud, who presided over the meeting, commended members of the committee for their valuable contributions to the development of the FCT.

A breakdown of the amount shows that the six Area Councils got N2.53 billion while N2.43 billion went to other programmes and schemes in the FCTA.

Of the N2.53 billion, Abuja Municipal Area Council, received N517.55 million, Gwagwalada got N407.28 million, Kuje received N445.79 million, Bwari N390 million, Abaji N363.86 million while Kwali received N406.75 million.

Also, out of the N2.43 billion for programmes and schemes, N2.1 billion went to primary School teachers, N226.48 million earmarked as 15 per cent pension fund,

At total of N49.66 million was allocated as 1 per cent training fund, while N107.85 was allocated as 10 per cent employer pension contribution.

The minister appealed to the Department of Outdoors Advertisement and Signage (DOAS) to work in synergy with the six Area Councils to improve revenue generation in the territory.

She cautioned against friction among revenue generating departments, adding that collaboration would significantly improve FCTA’s Internally Generated Revenue. (NAN)

The Minister of the Federal Capital Territory (FCT), Mr Nyesom Wike, has reiterated the FCT Administration’s commitment to nurturing and supporting talents for sustainable economic growth and development in the FCT.

Wike stated this at the opening of the 13th edition of Zuma Film Festival (ZUFF), in Abuja on Friday.

The festival, which would hold from Dec. 1 to Dec. 8, was organised by the Nigerian Film Corporation in partnership with the FCT Administration and the Federal Ministry of Arts, Culture and Creative Economy.

The minister, who was represented by the Permanent Secretary, FCTA, Mr Adesola Olusade, said that the collaboration with the film corporation was significantly contributing to the local economy of the city.

He acknowledged the pivotal role of the film industry in shaping collective identity and promoting cultural exchange through the convergence of culture.

According to him, the benefit of the partnership extends far beyond the realm of entertainment.

Wike said, “Through this festival, our residents are being exposed to a plethora of artistic expression, cultural diversity and thought-provoking narratives that challenge perspective and enable dialogue.

“The collaboration is also facilitating the development of our local film industry, not only home-grown talent, but also providing a platform for emerging filmmakers to showcase their creativity.

“As a result, the FCT creative industry stands to gain, not only culturally, but also economically with increased employment opportunities and the potential growth in related industries.

“The theme of this year’s festival, which is “Cultural Convergence” is appropriate in today’s interconnected world.

“It underscores the power of film to transcend boundaries, unified diverse cultures and foster a sense of shared understanding and appreciation,” the minister said.

Earlier, the Minister of Arts, Culture and Creative Economy, Mrs Hannatu Musawa, said that the festival provided the needed platform to showcase Nigeria’s rich cultural diversity.

Represented by her Senior Assistant on Film and Music, Mr Baba Agba, the minister urged Nigerian film makers to use the opportunity to celebrate the country’s form of arts and exploit its potential.

The Spanish Ambassador to Nigeria, Mr Juan Sell, said that his country had been part of ZUFF on several occasions and pledged to continue to support the Nigerian film industry.

Sell said that Spain would continue to stand with Nigeria’s strength in cultural diversity and creativity.

Dr Chidia Maduekwe, Managing Director and Chief Executive Officer, Nigerian Film Corporation, said that the festival would be sustained as an annual national event.

Maduekwe, who is the Chairman, Planning Committee, said that 13th edition of ZUFF would showcase some of Nigeria’s greatest audio-visual, cultural products, projects, and exhibitions in the creative sector.

“The activities and events of ZUFF 2023 have been curated to offer the best of opportunities for film enthusiasts, policy makers, investment experts, film makers, exhibitors, and value chain operators.

“This will challenge our inner creative minds, innovative skills, excite, inspire and further propel our collective efforts in creating the economy out of the industry,” he said. (NAN)

The Federal Government has restated its commitment to restore the lost glory of Nigerian Television Authority (NTA), and Radio Nigeria, Kaduna.

The Minister of Information and National, Alhaji Mohammed Idris, stated this during his address to the staff of the two stations on Friday in Kaduna when he paid a working visit.

According to him, both institutions have fostered Nigeria’s unity, peaceful coexistence, religious harmony, democracy, civic consciousness, industry, and agriculture.

They have also boosted national awareness, social mobilisation, enlightenment, among several achievements in post-independent Nigeria.

“I am aware of the human and material challenges of the FRCN, Kaduna, and the NTA, especially poor working tools, outdated infrastructure, poorly motivated workforce, low competitive content, among others.

“My coming here today, in the company of the Directors General of the NTA and FRCN, is to genuinely seek a realistic approach to addressing some of these challenges, which is at the forefront of our priorities.

“We shall explore all the available options to ensure that we restore the lost glory of the NTA and FRCN.

“The case of the FRCN at national and state levels, is even more dire, particularly here at the Radio Nigeria, Kaduna, a once prestigious bastion of information that has produced innumerable broadcast icons.

“Indeed, Radio Nigeria Kaduna needs urgent resuscitation. We will surely act with urgency in this rescue mission.

“President Bola Tinubu carefully appointed all heads of parastatals in the Ministry of Information and National Orientation to help him succeed in this arduous task of rebuilding Nigeria,” he said.

He added that rebuilding the communication outfits and all other tasks would be achieved through Tinubu’s Renewed Hope Agenda, which is anchored on eight cardinal missions.

The missions include food security, poverty eradication, growth, job creation, access to capital, inclusion, rule of law and fighting corruption, he stated.

The minister said he is available to explore opportunities that would provide the necessary wherewithal to ensure that NTA and FRCN are equipped with modern technology and quality staff to maximise their potential.

We shall also make welfare a priority so that the workers shall put in their best, he said.

According to him, government will reward hardworking members of staff who toil day and night to inform, educate and entertain the public.

“The government is aware of your invaluable contribution to nation-building amidst great challenges.

“Together, we will not only address the current issues, but also build a foundation for a more robust and technologically advanced future for the NTA and FRCN,” Idris said.

Also speaking, the Director-General of FRCN, Dr Mohammed Bulama, said the visit by the minister is a sign of good things to come to the stations.

He said he was not surprised at the level of decay of facilities in FRCN.

“As a patriotic Nigerian, I know that something is fundamentally wrong with NTA, FRCN and others.

“The symbolism of this visit cannot be over-emphasised. God willing, all our stations and facilities will get the attention of the Ministry.”

Similarly, the Director-General of NTA, Malam Salihu Dembos, commended the minister’s insistence on coming over to see things for himself so as to work toward finding solutions to the issues.

The News Agency of Nigeria (NAN), reports that some workers of the two organisations later narrated their challenges which range from service interruptions, dearth of modern facilities, lack of training, poor welfare, and others. (NAN)

The Minister of Information and National Orientation, Alhaji Mohammed Idris, says the usage of obsolete equipment for broadcasting by FRCN and NTA is unacceptable.

“In this time and age of innovation, technology and digital transformation, using obsolete equipment for broadcasting is unacceptable,” he declared.

Idris spoke after an inspection tour of the transmitter stations of FRCN and NTA at Jaji and Kaita Road respectively, on Friday in Kaduna.

“I am in Kaduna to see for myself the facilities of FRCN and NTA Zonal Offices.

“It is important to note that the FRCN’s transmitter at Jaji was installed over 40 years ago. Some facilities have been there since 1962.

“We cannot go on with this obsolete technology.  Technology moves so fast now. So, relying on these pieces of old equipment to broadcast to Nigerians is no longer acceptable.

“So, I will go back to Mr President to tell him what I have seen so that we can invest massively into our public broadcast facilities.

“We want Nigerians to be enlightened on the workings of government; we want to foster unity among Nigerians.

“We want to also improve agricultural exchange, promote education and entertainment for our people. It is important that we take this kind of tour round the country to see facilities in other parts of the country.

“The newest equipment they have in Jaji were installed around 1980 and 1982. This is not acceptable. Technology is moving very fast, and we cannot stay behind. FRCN and NTA cannot stay behind.,” Idris stressed.

He said that there must be a deliberate effort to ensure that the outfits were in tandem with the best of technology around the world.

“I assure Nigerians that the new Ministry of Information and National Orientation has its focus on technology and innovation and, of course, we need to invest money here.

“There should also be the right attitude of those manning this equipment so that we can have the desired change,” Idris said. (NAN)

Vice President Kashim Shettima on Friday emphasised the unwavering commitment of President Bola Tinubu’s administration to enhance job security within the Micro, Small and Medium Enterprises (MSMEs) and the younger population.

Mr Stanley Nkwocha, Senior Special Assistant to the President on Media and Communications, Office of the Vice-President, in a statement said Shettima stated this while inaugurating the National Council on MSMEs.

The National Council on MSMEs is a high-level body established to provide strategic direction and oversight for the development of the MSMEs sector in Nigeria.

The council is chaired by the vice-president and comprises key stakeholders from government, industry, and the private sector.

The vice-president enjoined members of the council to utilise technology and their expertise to enhance the sector’s growth.

Shettima highlighted the critical role of MSMEs and younger Nigerians in driving job creation and economic stimulation.

“This council has a pivotal role to play in rekindling hope in the Nigerian project as President Tinubu is irrevocably committed to addressing the job security situation, especially within the MSMEs.”

While recognising the potential of technology, the vice-president also urged members to leverage its power to streamline processes and enhance service delivery.

The council’s mandate includes formulating policies to drive MSMEs development, fostering public-private partnerships, and promoting inter-agency collaboration.

Members of the newly inaugurated council includes the vice-president (Chairman); Minister of Industry, Trade and Investment (Vice Chairman) and two Governors from each of the six geo-political zones.

Others are the Ministers of Agriculture, Innovation, Science and Technology, and Communication and Digital Economy and Senior Special Assistant to the President on Job Creation and MSMEs, representative of the Private Sector; and the Director-General of SMEDAN (Secretary).

The inauguration ceremony was attended by Ministers, Director-Generals of relevant agencies, and representatives of MSMEs and industry associations. (NAN)

Mr Nyesom Wike, Minister of the Federal Capital Territory (FCT) has commended women and men of the Nigerian Armed Forces for dedicating their lives to protecting the territorial integrity of the country.

He also commended them for combating crime and terrorism within the borders of the country.

Wike gave the commendation when he hosted 35 students of the Senior Course 46 of the Armed Forces Command and Staff College, Jaji, who were on study tour in Abuja on Thursday.

The minister, who was represented by the Permanent Secretary, Mr Olusade Adesola, said that their commitment to leadership skills and knowledge was crucial to addressing the complex challenges facing the nation.

He said that the theme of the study tour, “Role of Government in Society’s Approach in Combating particular Internal Security Challenges for Enhanced Professional Effectiveness”, was relevant to the country’s peculiar need.

He urged the senior officers to share their insights, opinions, and experiences during deliberation on how best to combat criminal activities in Abuja and the country.

Earlier, the leader of the team, Brig.-Gen. Oluremi Obolo, Director, Department of Land Warfare in the college, said that the team was one of the 10 teams selected for this year’s environmental study tour.

Obolo said that other teams were deployed to different states across the country, including Niger, Nassarawa, Kano, Benue, Enugu, Akwa-Ibom, Cross-River, and Ogun states.

“The essence of the Tour is to sharpen the intuition of the students to be able to study the nation’s geopolitical, social, and economic interactions.

“The essence is to see how the student can gain from such study tours and become better officers of the Nigerian Armed Forces,” he added.

He explained that the college has been training mid-level cadet officers for the Armed Forces of Nigeria, neighbouring countries and beyond for over 47 years.

He added that the current students, essentially of the ranks of Major, have been on the course since August and needed to syndicate what they have been studying with the situation on ground.

The team lead extended an invitation to the minister to attend a lecture as the guest lecturer on the theme, “Leadership, Governance and Development”, scheduled for Dec. 19.

This, he said, would boost the students’ understanding of governance and development. (NAN)

The officials of the Federal Capital Territory Administration (FCTA), in collaboration with security agencies, on Thursday, uncovered an alleged illegal oil refining warehouse in Mabushi, Abuja.

The warehouse, located opposite Mobile Filling Station along Ahmadu Bello Way, Mabushi, was thereafter, demolished by the Department of Development Control, FCTA.

The Director of the department, Mr Mukhtar Galadima, said that the refining warehouse was discovered during the ongoing city cleaning exercise.

Galadima said the warehouse, covering about three to four plots of land designated for commercial purposes had been converted to illegal operations where oil like diesel and other petroleum products were being adulterated.

He said the city sanitation task force would look into the provision of the law and make necessary recommendations to the FCT Administration for further actions on the plots used for the illegal activities.

The director, who explained that no arrest was made, however, said some of the items being used in carrying out the illegal activity have been impounded.

“We have done the needful by moving the items to Nigerian Security and Civil Defence Corps.

“From what we have seen so far, about three or four plots of lands designated for commercial purposes have been converted to unapproved activities.

“We believe that the owners are fully aware, and as such, there will be consequences.

“We are going to look at the provision of the law and make necessary recommendations to the FCT Administration,” he said.

He said the administration would be tough on any contravention of land use without approval. (NAN)

The Federal Capital Territory Administration (FCTA) says it is repositioning its workforce in line with global trend through digitisation of governance and service delivery.

Dr Jummai Ahmadu, acting Director, Reform Coordination and Service Improvement Department, FCTA, stated this in Abuja on Thursday during a one-day Innovation Expo and Workshop, organised by the FCTA.

Ahmadu said that the goal was to make service processes in the FCTA easier and leave no one behind in the technologically driven world.

“To this end, we sent out a call circular for management approval for staff to come up with innovative ideas on how we can carry out our functions effectively and efficiently in a very cost-effective manner.

“The entries are here this morning, and we are here to analyse what the staff have done.

“The evaluation team will take a few days to go through the entries and fish out those that are workable for the FCT Administration to adopt at a minimal cost but have efficient and effective outcomes.

“The Innovation Expo was, therefore, organised to evaluate the entries from the staff who are the drivers of innovations,” she said.

Mr Austin Okafor, Director of Information and Communication Technology (ICT), FCTA, said that the administration was building the ICT infrastructure from the ground up.

Okafor said that FCTA was currently building internet connectivity to connect all Secretariats, Departments and Agencies (SDAs) in collaboration with Galaxy Backbone with a base in Area II, Garki, Abuja.

“This is to make sure that every department is connected. That is the baseline technology we want to bring. After that, we will roll out the digitisation programme such that every SDA will be connected.

“Right now, we are moving with paper, files, and documents, but by the time we finish, we will move from that level to paperless.

“We are training our staff on basic ICT skills and so far, more than 3,000 staff have been training and it is going to be a continuous exercise.

The director said that the FCTA would go paperless by December 2025, and advised any staff that is not ICT compliant to either shape in or you shape out.

On his part, the acting Director, Human Resource Management, FCTA, Mr Akinkunmi Ogunniran, assured that the administration was working to ensure that those managing the federal capital were ICT ready.

Ogunniran added that FCTA was doing so much to ensure that all the platforms and resources that would be needed for the new culture of ICT were put in place.

“The city management, infrastructure, and development processes are all going to be automated and we are getting set for it and those who felt they have nothing to do with ICT will fall by the wayside,” he said.

Mr Chris Ojenmu, Assistant Director, Administration, Abuja Metropolitan Management Council, who submitted an entry, described the initiative as “very apt” in solving a lot of problems in the FCT.

Ojenmu explained that his entry was on how the FCTA could deploy smart streetlight to address lots of challenges affecting the city,

“Take for instance, the one chance problem, darkness at night and the issue of stolen manhole cover, gully inlet cover and several other issues.

“When there is an accident, it takes a long time to evacuate the vehicle or to even know the location where the accident happened or a report to get to the person in charge to solve the problem.

“My innovation is to put a smart streetlight in our streets. Right now, we have street lights, but they only provide light at night; they don’t do anything more than light.

“But we can put a smart streetlight that will have a sensor, a camera, a loudspeaker, an alarm system, and a reporting system,” he said.

He said that if installed, the streetlight would report and sound an alarm when someone is stealing a manhole cover and help facilitate the arrest of the operator by providing visual data.

He added that the smart device would also monitor flood and redirect traffic and provide GPS position to direct emergency officials to an accident scene.

“The smart streetlight can solve virtually all the problems of the city and generate revenue for FCT because many businesses will cash in on the innovation,” he added.

Also, Mr Abor Abor, Head of Operational Safety and Health, said his entry was on innovative concept on how to move operational safety and health delivery in the FCT.

Abor explained that operational safety and health deals had the identification, prevention, and control of injury related diseases in the workplaces.

“Workplaces are springing up in the FCT daily, leading to high incidence of operational accidents, incidents, deaths, and disabilities.

“So, I came up with a concept which if well implemented, will go a long way in not only improving service delivery but also increase revenues for the government,” he said. (NAN)

The Federal Capital Territory Administration (FCTA) has demolished a mini market allegedly being used in publishing forged vehicle papers and other documents.

The market, located in Mabushi, opposite the headquarters of the Directorate of Road Traffic Services (DRTS), FCTA, was demolished on Wednesday, by the Department of Development Control, FCTA.

The Director, Dr Abdulatef Bello, told journalists after the exercise, that the market had been infiltrated by fraudulent merchants who collaborated with dubious government officials to produce fake vehicle papers and number plates.

Bello said that several intelligent reports have exposed the illegal activities being perpetrated in the market.

Displaying some of the vehicle’s papers and number plates impounded by DRTS officials, Bello described the development as a “serious leakage” to FCT’s revenue.

He added that the illegal activities in the area were threatening the safety of motorists and residents in the area.

The director warned motorists against patronising roadside officials for vehicle registration.

“We have observed over a long period of time, this particular building harbours illegal activities like piracy and other criminal activities.

“We have been making efforts to bust their activities and today, fate has caught up with them and the buildings are brought down.

“The demolition team has been able to uncover so many of our documents that have been pirated by the criminals,” he said.

Bello said that some of the vehicles that were registered with fake documents would be very difficult for the DRTS officials to track.

“The camera will pick them, but because they are not registered, it will be difficult for us to track, and these are the kind of vehicles they use for criminal activities in territory,” he added.

Mr Alexander Owobi, who claimed to be the manager of the open space property where business centres operate in the market complained that the business owners were given enough time to evacuate their valuables.
