Senate, SIBAN partner on legal framework for cryptocurrency regulation

The Senate, through its Committee on Capital Market, is working with the Stakeholders in Blockchain Association of Nigeria (SIBAN) to develop a comprehensive legal framework for cryptocurrency exchanges in the country.

The collaboration was initiated during an interactive session on Wednesday in Abuja, chaired by Sen. Osita Izunaso, with the SIBAN delegation led by its President, Obinna Iwuno.

Iwuno highlighted Nigeria’s global standing in cryptocurrency adoption—ranking second worldwide and first in Africa—as a compelling reason for establishing a clear regulatory structure for blockchain and digital assets.

He noted that while SIBAN currently operates as a self-regulatory body, it collaborates closely with the Securities and Exchange Commission (SEC) and the Nigerian Financial Intelligence Unit (NFIU) to promote the country’s capital and digital asset markets.

“Recently, U.S. President Donald Trump signed the Genius Act into law, enabling the use of dollar-pegged stablecoins (USD Coins).

“This is part of the U.S. strategy to maintain the dollar’s dominance in the evolving global financial system.

“Nigeria cannot afford to fall behind. We lead Africa in blockchain activity, accounting for more than 60 per cent of the continent’s adoption.

“Chainalysis reports estimated Nigeria’s blockchain transactions at 59 billion dollars.

“And that is even a tip of the iceberg of the potential that we can harness if we have the proper legal framework, structure, regulation, policy and support,” Iwuno said.

In his opening remarks, Sen. Izunaso praised SIBAN’s commitment to building a secure and innovative digital economy.

“We appreciate your dedication to fostering a well-regulated and forward-thinking ecosystem.

“Topics like blockchain technology, tokenisation, investor protection, capacity building and supportive policy frameworks align perfectly with our goals.

“This engagement is an opportunity for joint efforts to shape the future of Nigeria’s capital markets,” he said.

Committee members, including Senators Victor Umeh (Anambra Central), Jibrin Isa (Kogi East), and Khabeeb Mustapha (Jigawa South-West), echoed the need for enabling laws that would support the operations of cryptocurrency and blockchain-based enterprises in Nigeria. (NAN)(www.nannews.ng)

Minister of the Federal Capital Territory, Nyesom Wike, has expressed satisfaction with the conduct of the ongoing local government elections in Rivers.

Wike made the remarks on Saturday after casting his vote at Polling Unit 007, Ward 9, Rumuepirikom Community, Obio/Akpor Local Government Area (LGA).

He commended President Bola Tinubu for ensuring that the polls were held in line with constitutional provisions.

According to him, the elections are crucial for stabilising governance at the grassroots level, particularly following the Supreme Court’s ruling that caretaker committees in local governments are unconstitutional.

“Since the Supreme Court ruled against caretaker committees in LGAs, if there are no elected people, funds will not come from the Federation Account to the local government accounts,” he said.

Wike noted that the successful conduct of the elections would enable local governments to receive direct funding and function effectively once the emergency rule is lifted in September.

“With the emergency rule expected to be lifted by September 18, and the governor and state House of Assembly restored, governance at the local level will be strengthened,” he added.

He commended the Rivers State Independent Electoral Commission (RSIEC) for organising the elections and praised residents for turning out in large numbers, particularly in city and rural areas.

Wike expressed optimism that by the end of the day, elected officials would emerge and be sworn in, restoring full recognition to local government authorities.

He dismissed concerns that the elections could be invalidated, stating that the process was now legally recognised and transparent.

“Today we are holding an election that is known to law; people are coming out to cast their votes for whoever they want to represent them at the local government.

“You can see the large turnout in my community (Rumuepirikom). I have also received reports that voters came out en masse in other areas, especially rural communities,” Wike said.

The minister urged citizens to support the electoral process, stressing that elected representatives at the local level are essential for effective governance and development. (NAN)(www.nannews.ng)

Speaking at a news conference in Abuja, the group’s chairman, Mr Abu Misodi, highlighted the importance of leaders who are willing to promote long-term progress.

Misodi urges opposition parties to desist from the narration of hopelessness, alleging that nothing was working under President Bola Tinubu.

According to him, truth matters and the progress being recorded by the Tinubu administration must be defended.

decisions — decisions that may be tough today but will lead to a better tomorrow.

Referencing Nigeria’s founding leaders, Misodi called on current and future leaders to draw inspiration from their dedication to justice, dignity, and nation-building.

“Unity, peace, and progress are not just ideals; they are the foundations of our democratic journey.

“We must stand for the truth, uplift our communities, and walk together toward a brighter Nigeria.

The National Executive Committee (NEC) of the Peoples Democratic Party (PDP) has confirmed Umar Damagum as the substantive National Chairman of the party until its elective national convention scheduled for November.

The News Agency of Nigeria (NAN) reports that the confirmation was one of the key resolutions reached during the ongoing 102nd NEC meeting held at the party’s national secretariat in Abuja.

Damagum took the oath of office during the meeting, administered by the party’s National Legal Adviser, Kamaldeen Ajibade, in accordance with Article 65 of the PDP Constitution.

The decision came less than three months before the PDP’s national convention, slated to hold from Nov. 15 to Nov. 16 in Ibadan, Oyo State.

In his acceptance speech, Damagum expressed gratitude to the party’s leadership for the confidence reposed in him and the National Working Committee (NWC).

“Before now, I thought all we were doing was not being appreciated.

“This gesture is not just for me, but for the entire NWC. I owe it to them.

“To have navigated this party this far, we came in at a time when things were very hard, but to the glory of God, we are still intact as one indivisible party,” he added.

Damagum had assumed the role of acting national chairman on March 28, 2023, following a Benue State High Court order that confirmed the removal of former Chairman, Dr Iyorchia Ayu.

At the time, PDP National Publicity Secretary, Debo Ologunagba, announced Damagum’s appointment, citing Section 45 (2) of the PDP Constitution (as amended in 2017).

The African Democratic Congress (ADC) says it will prioritise youth and women by allocating 50 per cent of elective and appointive positions to them.

Ogbeni Rauf Aregbesola, National Secretary of the party, stated this in Lagos during the affirmation of PDP, Labour Party and other members who defected to ADC.

Delivering a speech titled “When Good People Unite, Nigerians Win,”Aregbesola, a former Osun governor and Minister of Interior, called ADC the party of the youth and one committed to rescuing Nigeria.

He said the ADC constitution guarantees strong representation for youth and women, adding that inclusive leadership is key to Nigeria’s future.

According to him, the country is facing hardship and uncertainty, and Nigerians must rise above partisanship to chart a new course.

He said the people must remain the focus of politics and governance for any administration to remain relevant.

“No government could survive without prioritising citizens’ welfare,” he said, adding that leadership must meet the basic needs of the people.

“This is not tokenism, but recognition that Nigeria’s future lies with giving voice, space, and power to the underrepresented,” he said.

He stated that ADC reserves 35 per cent for women and another 35 per cent for youth, creating a minimum of 50 per cent inclusive representation.

According to him, ADC is not controlled by one person, but a collective of patriotic citizens seeking to rebuild the nation.

“The people are the centre of politics and government, not leaders or political parties,” he added.

Aregbesola warned that any form of government that fails to serve the people would lose legitimacy and collapse with time.

“There is a limit to how much hardship people can endure before they react,” he stated.

He said Nigeria’s condition necessitates ADC’s timely intervention, urging members to act decisively to save the country.

He told the new members that ADC’s mission is to build a nation future generations would be proud to inherit.

“Our mission is urgent. ADC will build from the grassroots and avoid needless conflicts,” he said.

He urged members to focus on expanding the party’s base and avoid wasting time engaging political opponents.

“Let’s sell our ideas to the people and ignore the distractions of dying political structures,” he said.

He noted that both PDP and APC have lost vision and reduced to ordinary power-seeking political platforms.

“We must not repeat the mistakes of APC and PDP. Let us build a people-oriented party from scratch,” he said.

Earlier, Dr Abimbola Ogunkelu, PDP BoT member, led the group of defectors and said the movement signalled a new era of progressive politics.

“Our gathering is not just political. It is a convergence of shared values and ideas for national transformation,” he said.

He described the event as a declaration of unity, purpose, and the will to reshape Nigeria through credible alternatives.

Ogunkelu said the coalition aimed to mobilise grassroots participation and provide trustworthy leadership Nigerians can believe in.

Also speaking, Dr Segun Osho, who led some Labour Party members, said their movement was necessary to rescue Nigeria.

“We are pledging our loyalty to ADC to rescue Lagos and Nigeria from failure,” Osho said.

ADC Chieftain, Sen. Kolawole Ogunwale, called on members to work with unity and commitment for the party’s success.

“Don’t just support ADC by mouth. Be committed in action and purpose,” Ogunwale said.

NAN reports that the defectors included former Lagos PDP Chairmen, Chief Muritala Ashorobi, and Captain Tunji Shelle. Others were PDP Vice Chairman (Lagos Central), Tai Benedict; Chief Niyi Adams; and ex-Youth Leader, among other party stalwarts.

ADC Lagos Chairman, Mr George Ashiru, presented the party’s flag, logo, and statement of purpose to Ogunkelu.

Ashiru outlined ADC as a credible alternative and urged members to unite like a military force preparing for victory.

The Independent National Electoral Commission (INEC) says 505,906 voters have participated in its pre-registration for the Continuous Voter Registration (CVR).

The Chairman of INEC, Prof. Mahmood Yakubu, disclosed this on Friday in Abuja during a roadshow organised by the commission to flag off the 2025 CVR exercise.

Yakubu said that INEC designated and activated its portal for the CVR exercise five days ago.

Represented by National Commissioner, May Agbamuche-Mbu, he said that the figure attested to the fact that Nigerians believed in democracy and INEC’s effort to further strengthen the electoral process.

Yakubu said that the CVR highlighted a significant step of INEC’s effort to deliver credible elections and to strengthen Nigeria’s democracy.

The INEC chairman said that the CVR started with online pre-registration on Aug. 18, enabling citizens to use their electronic devices to pre-register online.

He said that starting from Aug. 25, INEC Local Government Area (LGA) and state offices would be open for in-person registration.

According to him, the in-person registration will afford those who pre-registered online and those who want to register afresh the opportunity to complete the process by capturing their fingerprint and photographs.

“The commission is impressed by the response of Nigerians who visited the online platform to pre-register.

“As at midnight of Aug. 22, 505,906 citizens have pre-registered.

“This is a testament that Nigerians believe in our democracy and the effort of the commission to further strengthen the electoral process,” Yakubu said.

He urged all citizens who are 18 years and above, and those who want to update or transfer their voter records, to seize the opportunity to do so.

“Your Permanent Voter Card (PVC) is key to making your voice heard,” he said.

The CVR, according to INEC Chairman, will run across 811 centers, including INEC 774 Local Government offices and state offices, from 9 a.m to 3 p.m, Monday to Friday.

He advised Nigerians to access INEC user-friendly portal at www.cvr.inecnigeria.org for pre-registration, PVC status checks and locating registration centers.

“Transfer of registration, request for replacement of lost or damaged PVCs, as well as correction of information, can all be done via our online portal.

“Our staff are committed to ensuring accessibility for all, including vulnerable groups,’’ he said.

Yakubu urged all political parties, civil society, the media and all relevant stakeholders to support the exercise by joining the commission in creating the much-needed awareness for the exercise.

He said that the awareness roadshow would be replicated by INEC Staff across the 36 states of the federation.

Also speaking, the Director Voter Education and Publicity, Victoria Eta-Messi, expressed the commission’s readiness for the in-person registration across its offices nationwide.

“Our offices are ready; we have been plaining before now, which is why we took a week between pre-registration and in-persons registration commencement.

“So, everything is on course. From Aug. 25 people will be attended to in our offices nationwide, 36 states and the FCT, and the 774 LGA offices of INEC from 9am to 3pm,’’ she said.

Eta-Messi advised citizens who had registered before not to register again, saying double registration amounted to electoral offence with consequences.

She also advised those currently below 18 not to register until they attain the permitted age for registration.

“This first phase is going to run up till Dec. 10. After that there will be a break, then in January 2026 we resume again.

“So, we have three phases till Aug. 30, 2026. So if they are not 18 now by Aug. 30, 2026 they will be 18 and they can take advantage of the exercise before we close,’’ she said.

Gov. Seyi Makinde of Oyo State has reiterated the need for a virile and united Peoples Democratic Party (PDP) before conversions around choice of presidential candidate in 2027 general elections.

 

Makinde spoke to newsmen after a closed-door PDP Southern Zoning Consultative Summit held on Thursday in Ikeja, Lagos.

 

The News Agency of Nigeria (NAN) reports that the meeting was convened to deliberate on zoning arrangements ahead of the party’s forthcoming national convention.

 

Answering questions on whether the meeting deliberated on the choice of the party’s presidential candidate for 2027, Makinde said: “We haven’t even gotten there.

 

“We need to have a party first before you start talking about presidential candidates. if we don’t have a party, anything that you are trying to do will fall flat.

 

“So, our efforts right now is directed towards having a virile and united PDP that Nigerians will be proud of, and again will believe in.”

 

Justifying the need for adequate consultations with all PDP stakeholders, Makinde said that the party must close ranks and present itself as a credible alternative.

 

He said that the party stakeholders at the meeting had taken far-reaching decisions ahead of the November National Convention of the party.

 

Makinde said: “We just finished the consultative meeting of the PDP Zoning Committee for the south, and nothing should stop us from consulting.

 

“Democracy is about the minority having their say and the majority having their way. That is democracy.

 

“So, we are democrats, the south has taken far-reaching decisions, and in the days ahead leading to the convention

 

“Our next wider consultations will also take place, and we are sure that those that have been saying that ‘PDP is dead” ‘PDP is now’ a carcass will now the party is much alive.”

 

According to him, the calibre of people that attended the meeting has proved those who claim PDP is dead wrong.

 

“They are all here and committed to PDP taking back its rightful position in Nigeria.

 

“So in the days ahead, some of the things discussed here, you’ll see them,” he said.

 

Highlighting the prominence of the stakeholders at the summit Makinde said that meeting had Gov. Douye Diri (Bayelsa), Gov. Peter Mba of Enugu, represented by his deputy, Gov. Ademola Adeleke of Osun, who earlier left to address an issue in Oshogbo.

 

“Gov. Adeleke is here, he came back into this country, I believe this morning, and then he went straight to Osogbo to address some governance issues, but he said, whatever we decide here is with us.

 

“Gov. Diri is here, Gov. Peter Mba, who couldn’t make it physically, but sent the deputy governor.

 

“We have the Chairman of our Board of Trustees here. We also have at least 12 of the 17 members of the zoning committee from the south. It’ is one per state. So, we have 12 states here.

 

“We have Rep. members and senators from each zone in the south, the three zones. We have BOT members from the three zones in the south. The organisers have scored about 100 per cent.

 

“Consultation means you keep reaching out, you keep engaging. So from this meeting, we will also reach out and engage and even do more.

 

“We are trying to get all stakeholders, all tendencies in the PDP together so that we can give a credible alternative to Nigerians in the years ahead,” he said.

 

He said though the consultative meeting was not something statutory in the PDP constitution, “democracy requires inclusivity, reaching out and ensuring that all stakeholders are carried along.,”

 

Makinde said that the party would continue to reach out to all interests ahead of the National Executive Council (NEC) meeting of the party.

 

He said that PDP has good plans for Nigerians, appealing to the people to continue to support the party.

 

 

 

Makinde saud the victory of the party in Saturday’s by-election in Oyo state showed that the party was not dead.

 

“In most other places of the 12 states, PDP came second in each of those. It is an indication to us that if we continue to work hard, if we continue to strive hard, if we continue to bring our people together, we will get to a point where Nigerians will really start listening to us.

 

 

 

NAN reports that the meeting, called under the auspices of the PDP Zoning Committee, chaired by Diri.was also attended by former PDP Deputy National Chairman, Chief Bode George and BOT Chairman, Sen. Adolphus Wabara.

 

Also in attendance are former Govs. Olagunsoye Oyinlola (Osun), Sam Egwu (Ebonyi), Udom Emmanuel (Akwa-Ibom), Sen.Ben Obi,a former Speaker of Oyo State House of Assembly, Mrs Jumoke Akinjide, among other stakeholders.

 

 

 

Loyalists of Federal Capital Territory Minister, Nyesom Wike, were conspicuously absent at the meeting.

The Independent National Electoral Commission (INEC), says it will issue certificates of return to winners of Aug.16 by-elections on Thursday.

Mr Sam Olumeku, INEC National Commissioner and Chairman, Information and Voter Education Committee, disclosed this in a statement on Tuesday in Abuja.

He said that the decision was in line with the provision of Section 72(1) of the Electoral Act 2022.

Olumekun said that the the presentation of the certificates for Senators-elect and members of the House of Representatives-elect will take place at the INEC headquarters in Abuja at 3:00 p.m.

The senators-elects to receive the certificates were those of Anambra South and Edo Central Senatorial Districts and five members of House of Representatives-elect, from Ovie North-East and Ovie South-West Federal Constituency of Edo, Babura/Garki Federal Constituency of Jigawa.

Others are Chikun/Kajuru Federal Constituency of Kaduna State, Ikenne/Shagamu/Remo North Federal Constituency of Ogun and Ibadan North Federal Constituency of Oyo.

“For State Houses of Assembly, the Certificates of Return will be presented to members-elect by the Resident Electoral Commissioners (RECs) in our state offices on Friday Aug. 22 at 11am.

“The constituencies are Ganye State Constituency of Adamawa, Onitsha North 1 State Constituency of Anambra, Basawa and Zaria/Kewaye State Constituencies of Kaduna State and Bagwai/Shanono and Ghari/Tsanyawa State constituencies of Kano State,

Others are ;Okura State Constituency of Kogi, Munya State Constituency of Niger and Karim Lamido 1 State Constituency of Taraba,” he said.

Olumekun, also disclosed that INEC has fixed Aug. 21 for the conclusion of the by-election in five polling units of Kaura Namoda South State Constituency of Zamfara.

The polling units according to him are; Shiyar Magaji/Kofar Hamza, Tukasu/Sabuwar Kasuwa, Kofar Fada/ Shiyar Fada, Alko/Shiyar Tudu, and SH/Nufawa/Kofar M. D. Nuhu

He recalled that 16 by-elections and two court-ordered re-run elections were held across the country on Aug. 16.

He noted that the by-elections were held in two Senatorial Districts, five Federal Constituencies and nine State Assembly Constituencies, with declaration and return already made in all except one State Assembly Constituencies.

“In spite of the prevailing security situation, election was held in Kaura Namoda South State Constituency of Zamfara.

“However, the Returning Officer reported that he was unable to make a declaration because of violence emergency in five Polling Units across two Registration Areas/Wards with a total of 3,572 registered voters out of which 3,265 Permanent Voters Cards (PVCs) were collected by voters.

“The margin of lead was 1,662. Therefore, based on Section 24(3) and (4) of the Electoral Act 2022, election must be held in the affected polling units to determine a winner,” he said.

Olumekun said that consequently, the commission has fixed Thursday Aug. 21 for re-run election in the five polling units.

He also recalled that two re-run elections by order of the Election Petition Appeal Tribunals were held in Enugu and Kano States.

“After previous disruptions of the elections in the two states by violence and thuggery, the elections have now been concluded.

“Declaration and return were made by the Returning Officers.

“For the Enugu South 1 State Constituency of Enugu State, Ngene Bright Emeka of the Labour Party (LP) was declared winner while Ya’u Garba Gwarmai of the All Progressives Congress (APC) won the election in Ghari/Tsanyawa State Constituency of Kano State,” he said.(NAN)(www.nannews.ng)

No fewer than 69,376 voters completed online pre-registration within seven hours of the Independent National Electoral Commission (INEC) resuming its nationwide Continuous Voter Registration (CVR).

INEC National Commissioner and Chairman, Information and Voter Education Committee, Sam Olumekun, disclosed this on Monday in Abuja.

Olumekun explained that the number was recorded just seven hours after the commission activated the registration portal for citizens.

“The portal went live at 8.30 a.m., and by 3.30 p.m., 69,376 Nigerians had already pre-registered online.

“Of this figure, 33,803 (48.7 per cent) are male while 35,573 (51.3 per cent) are female. Young persons aged 18-34 totalled 48,033 (69.2 per cent).

“The portal remains available 24 hours daily at https://cvr.inecnigeria.org,” Olumekun added.

He further announced that in-person registration would begin on Monday, Aug. 25, across 811 State and Local Government offices nationwide, between 9 a.m. and 3 p.m. on weekdays.

The exercise, he said, would enable citizens preferring the in-person option to register and allow online pre-registrants to complete their registration.

He stressed that both options would run simultaneously for the entire duration of the CVR as outlined in the commission’s earlier schedule.

Olumekun revealed that INEC would begin releasing weekly updates from next week, including detailed breakdowns by state, gender, age, occupation and disability.

“For clarity, registration is open only to Nigerian citizens aged 18 and above who are not already registered voters. Double registration is unlawful.

“Transfers between states or the FCT, and replacements for lost or damaged cards, are however permitted during the CVR,” Olumekun stated. (NAN) (www.nannews.ng)

‎The President also commended the Independent National Electoral Commission (INEC) for the hitch-free elections, mostly devoid of violence.

‎Following the results declared by INEC, the All Progressives Congress (APC) won in 12 constituencies, the All Progressives Grand Alliance (APGA) won in two, the Peoples Democratic Party (PDP) won in one, and the New Nigeria Peoples Party (NNPP) won in one.

‎Tinubu congratulated the new APC national Chairman, Prof. Nentawe Yilwatda, for the emphatic first victory recorded under his leadership.

‎He also lauded the APC governors and other leaders on the success of the by-elections.

‎”Chairman Yilwatda has shown leadership capacity and demonstrated what is achievable when popular candidates are fielded and with unity of purpose among party leaders,” the President remarks.

‎”To all APC faithful and the electorate, thank you for the confidence reposed in our party. Be assured that our Renewed Hope slogan is not a mere slogan. Our destination is a better, more secure and prosperous Nigeria. We shall take you there, by the Grace of God,” he said.

‎Tinubu commended all the political parties and candidates who participated in the election and enjoined them to continue to be guided by the spirit of sportsmanship and fair, which are enablers of enduring democracy. (NAN)(www.nannews.ng)
