The report by the Presidential Enabling Business Environment Council (PEBEC) on the compliance with the Executive Order on Transparency and Efficiency in the Nigerian Business Environment shows that the Nigerian Content Development Board (NCDMB) emerged first with 83.06 per cent.

The report showed that the Standards Organisation of Nigeria (SON), and the Nigerian Agricultural Quarantine Service came second and third with 82.85 and 69.85 per cent, respectively.

Others are the Nigerian Electricity Management Services Agency and the Corporate Affairs Commission (CAC) which secured the fourth and fifth positions, scoring 67.99 and 64.01 per cent respectively.

The Special Adviser to the President on PEBEC, Dr Jumoke Oduwole, said this while addressing journalists, during a stakeholder sensitisation session and presentation of its latest report, on Monday, in Abuja.

Oduwole said the report which spanned January to June 2023, had the agencies ranked on the basis of efficiency compliance.

She said the report assessed their ability to provide timely, cost-effective, and customer-friendly services, adding that their transparency assessment was also taken into account during the ranking process.

Oduwole, however, stressed the need to check Ministries Departments and Agencies (MDAs) to ensure they comply with the Federal Governments Executive Order Report.

According to Oduwole, the report fulfills the council’s continued commitment to track compliance with the Executive Order on promoting Transparency and Efficiency in the Nigerian business environment.

She said the PEBEC’s aim of monitoring MDAs was to facilitate easy access to public records and to combat corruption in the country.

She urged MDAs to leverage the findings in the report to deliver the much-needed improvement in transparency and efficiency of public service delivery.

According to her, this will help to improve the Nigerian business environment and drive the economy.

“The ease of doing business intervention is an enabler. This is where public and civil servants deliver the actual work and the PEBEC is a facilitator.

”We help them to track what they’re doing, we encourage, coach and help them operate their service levels. And all of this is made public.

“It is a cumulative report. Agencies that have been consistent, are rewarded and agencies that have been consistently negative in performance, they keep getting those zeros as you see in the report.

“We also reward agencies who have improved. The report that we released today is for January to June 2023. This was even during a change of administration, because government is a continuum,” she said.

According to her, agencies that have been consistent are to be highly commended for their diligence regardless of what is happening politically.

Oduwole said: “As you know, the work that we are doing is to make it faster, cheaper for businesses to engage with public sector.

”We don’t have to come to an office four times to do the same thing. You don’t have to come phoning and they will say, this list is not complete; come today, come tomorrow.

“This is also a way to check corruption, because we’re looking at automation, we’re telling them automate your processes, so not NAFDAC, SON, CAC, FIRS you see we give a lot of credence to agencies that are using technology.”

The News Agency of Nigeria (NAN) reports that the PEBEC 2023 Executive Order Compliance Report assesses the level of implementation of the various executive orders issued by the government to facilitate ease of doing business in Nigeria.

Some stakeholders have reiterated the importance of insuring public buildings and buildings under construction to avoid future building collapse.

They spoke during the National Insurance Conference 2023 on Monday in Abuja.

The News Agency of Nigeria (NAN) reports that the conference has as its theme, ”Redefining Safety- Insurance Solutions for Public Buildings and Building Under Construction”.

According to them, the reoccurrence of building collapse in the country and its effect is becoming alarming and should be tackled accordingly.

They, therefore called for a review of the laws in the Insurance Act concerning building collapse.

They said this would help deter contractors and builders from engaging in substandard buildings and cushion the effect for victims of building collapse.

The Senate President, Godswill Akpabio, said the issue of compliance on insurance of public building and those under construction was critical.

Akpabio, represented by Sen. Darlington Nwokocha, said “when ever a building collapsed, it does not just result in loss of the building but loss of lives, livelihood and infrastructure that would not be replaced without insurance solutions.”

He, therefore, reiterated the need to ensure further actions and review the insurance laws while commending NAICOM for setting the pace towards addressing building collapse and ensuring insurance compliance.

The Speaker of the House of Representatives, Dr Tajudeen Abass, also decried losses due to building collapse in the country.

Abass, represented by the Chairman, House Committee on Insurance and Actuarial Matters, Ahmed Jaha, said the conference was apt and ensured succour for victims of building collapse.

He expressed the commitment of the National Assembly to collaborate with the insurance regulator to ensure protection of lives and properties in the country.

Also speaking, the Emir of Kano, Alhaji Aminu Ado Bayero, urged participants to learn more on safety regulations to avoid the tragedy occassioned by building collapse.

Bayero also urged relevant stakeholders to proffer solutions to the menace, while reiterating his commitment to support NAICOM in its quest.

Similarly, the Ooni of Ife, Oba Adeyeye Ogunwusi, pledged to collaborate with the regulator to ensure insurance inclusiveness in the country.

According to Ogunwusi, traditional rulers are custodians of traditional culture and are closer to the grassroots and will play their part in educating their people on insurance.

Also speaking, the Governor of Enugu State, Dr Peter Mba, attributed the cause of building collapse to negligence of due process.

Mba also pledged to collaborate with insurance companies in the state to ensure buildings constructed in the state followed due process.

While speaking on the role of Insurance and Technology, Mr Jim Ovia, Chairman, Zenith Bank Plc, called for improved insurance penetration in the country.

Ovia decried the low level of insurance penetration in the country when compared with the large population.

He urged NAICOM to partner with mobile companies so mobile phones could be used to deploy insurance services.

Also speaking, Mr Tony Elumelu, the Chairman, Heirs Holding, said there was the need to make insurance more attractive for youths as it would drive insurance penetration.

According to Elumelu, collaboration is also key to creating more awareness and ensuring compliance of insurance in the country.

He proposed recapitalisation for insurance and urged that a section of earnings of insurance companies should be set aside for awareness to drive the sector.

Elumelu said: “With the right enabling environment, we will see the transformation of the sector in Nigeria.”

Earlier, the Commissioner for Insurance, Mr Sunday Thomas, reiterated the commitment of the commission to continue to engage relevant stakeholders to drive the sector.

The Federal Government has tasked oil and gas experts to proffer permanent solutions to challenges ranging from low productivity, oil theft, pipeline vandalism and gas flaring in the local oil industry.

Sen. Heineken Lokpobiri, Minister of State for Petroleum Resources (Oil), made the call on Monday in Abuja, at the opening of the third Biennial International Conference on Hydrocarbon Science and Technology (ICHST 2023).

The conference, organised by the Petroleum Training Institute (PTI) and hosted by the Petroleum Technology Development Fund (PTDF), aimed at resuscitating the observable decline in the nation’s oil production and embracing innovative research as practiced by the developed nations.

Lokpobiri said Nigeria had played major roles in the global oil industry and Africa in particular, hence the need to sustain its position.

“Nigeria has been a big player in the oil and gas industry both in Africa and globally. For us to sustain our place globally, we need to tackle challenges and key into what is trending globally.

“My expectations at the end of this conference is for us to come up with home grown solutions to address our problems in the petroleum industry.

“Nigeria have so many problems in the industry, I believe that the conference would come up with solutions to address those challenges and also produce document that will be implementable,” he said.

Also speaking, Dr Henry Adimula Principal/Chief Executive, PTI, said the conference underscored the need to shape the destiny of Nigeria’s oil/gas industry.

Adimula added that the essence of the conference was to explore, dissect, and contribute to a future teeming with possibilities.

He acknowledged the pioneering research conducted by the PTI which had substantially influenced the discussions.

“PTI’s development of economic models for gas investment, spanning the upstream, midstream, and downstream sectors, and creation of Modified Unit Technical Cost Model for oil and gas investment, ensures precise determination of the cost to produce a standard cubic foot of gas.

“These achievements underscore PTI’s dedication to innovative and environmentally responsible hydrocarbon resource utilisation,” he said.

Adimula said its collaborative research with the Nigerian National Petroleum Corporation Research and Development Division had resulted in steps towards efficient storage system for Compressed Natural Gas (CNG) in powered tricycles.

According to him, this pioneering initiative marks a substantial stride towards sustainable energy solutions and cleaner transportation methods.

He said its strides in research and innovation also yielded results especially in securing a patent for the ‘Method of Improving the Rheological Properties of Potassium-Based Bentonite Clay’ under Nigerian Patent No NG/P/2020/200 as duly registered with the Nigerian Patents and Designs Registry.

These innovations, he said, reflected its steadfast dedication to sustainable and eco-friendly practices, serving as a testament to our unwavering commitment to pioneering research and development.

Mr Ahmed Aminu, the Executive Secretary PTDF, represented by Mrs Ifeoma Nwokike, General Manager Projects, in his address said the oil/gas sector, especially in Nigeria, was at an intersection of complex challenges and unprecedented opportunities.

According to Aminu, the industry grapples with a myriad of issues, from technological hurdles, research limitations, and the dwindling landscape of investments and finance.

The situation, he said underscored the importance of bolstering research funding and technological development to boost the sector.

“The imminent commencement of the Dangote Oil Refinery, the completion of pivotal pipeline infrastructure like the AKK, and the production initiatives at Komani oil field in Northern Nigeria, present a hopeful panorama of opportunities that can reinvigorate the industry,” he said.

In his keynote address, Dr Omar Ibrahim, the Secretary-General, African Petroleum Producers’ Organisation (APPO), identified the biggest victims of a speedy energy transition as the developing countries, especially those from Africa.

Ibrahim said the organisation had played major role in the sector by identifying three imminent challenges namely technology, expertise and markets.

“To create this future, the APPO Ministerial Council approved the recommendations of the APPO Long Term Strategy Committee to take three practical steps to address the imminent challenges,” he said.

NGO distributes food items to 200 vulnerable households in FCT

The Initiative for the Alleviation of Vulnerable Persons from Poverty (IAVPP), a Non-Governmental Organisation, has distributed food items to no fewer than 200 vulnerable households in Ruga Community, a suburb in the Federal Capital Territory (FCT).

The News Agency of Nigeria (NAN) reports that the event, tagged “Ruga Food Drive”, was organised on Tuesday in Abuja in collaboration with Beacon Consulting, DME Group and Womenovate.

Mrs Juliana Okoro, Executive Director, IAVPP, said the objective of the food drive was to provide essential food items to those in need and to alleviate hunger in the community

Okoro said that the food drive was expected to help cushion the effect of the economic hardship on the lives of members of the beneficiary 200 households.

“In the past, IAVPP has visited four communities around the FCT and distributed over 950 relief materials to aid the underserved.

“Our mission is to keep doing this and empower people and communities with the resources to enable them to live better lives and end extreme poverty.

“By distributing these food items, the beneficiaries will have access to nutritious meals and can meet their basic nutritional requirements.

“This charitable effort not only offers immediate relief but also fosters a sense of community empathy and support, helping to create a stronger, more compassionate society that takes care of its most vulnerable members,” she said.

She called for government intervention, adding that there was an urgent need to take action against hunger and food insecurity in the country.

The IAVPP executive director also said that the food intervention would not only address immediate needs of those suffering from hunger, but also show governments commitment to the broader vision of achieving the global zero hunger mission.

Similarly, Mrs Juliet Odogwu, Chairperson, IAVPP, said that the food would help vulnerable men, women and children regain hope in humanity and boost self-worth.

“The issue of food security and access to nutritious meals remains an escalating concern in many communities in Nigeria.

“With our mission deeply rooted in eradicating hunger, we are commemorating World Food Day in a meaningful way by launching this food drive project in Ruga community.

“I believe it is our collective obligation to contribute to underserved communities around us and ensure that no one goes to bed hungry,” she said.

NAN reports that some of the beneficiaries in the community lauded the group on their intervention and humanitarian support and called for more support from the government and others.

The Federal Government on Monday unveiled three policy documents that would stimulate efforts to reduce the prevalence of cancer in Nigeria.

The documents were inaugurated by the Minister of State for Health, Dr Tunji Alausa, in Abuja at the opening ceremony of the 2023 International Cancer Week (ICW).

The theme of the ICW is “Addressing Cancer Care Disparities through Improved Access to Research and Treatment”.

The documents are the National Strategic Cancer Control Plan 2023-2027, National cancer Research Agenda 2024-2027 and the National Strategic Plan for Prevention of Cancer of Uterine Cervix 2023-2027.

Alausa said that the three documents have priority areas of action that address governance, prevention, supply chain management, data and research as well as surveillance.

He said it was no longer news that cancer had become a leading cause of death worldwide including Nigeria, saying global distribution of predominant cancers has continued to change especially in developing countries.

According to him, the low and middle-income countries accounted for 51 per cent of all cancers worldwide in 1975 and the proportion increased to 55 per cent in 2007 and to 70 per cent in 2018.

“The rise in incidence of cancers is even worse with breast cancer which is the main focus of the October Cancer Awareness activities.

“Breast Cancer has remained the commonest cancer in Nigeria for a long time now and the incidence is still on the increase.

“This is followed by cervical and prostate cancers. Childhood cancers especially haematological cancers and retinoblastoma are also increasing daily”, he added.

Alausa said that the gory statistics has shown that cancer has become an emerging disease in Nigeria and of serious public health concern.

This, he said, informed the resolve of the Federal Ministry of Health and Social Welfare to take the leadership role and harness all available material and human resources within its domain to disrupt the pattern from gaining grounds or becoming established.

“I want to assure you that under this administration, we are deliberate in our commitment to vigorously address the health needs of Nigerians with particular interest in cancer care.

“This underscores my delight in the unveiling of Abuja and by extension Nigeria, as a member of City Cancer Challenge network today as a welcome development.

“We are ready to partner with City Cancer Challenge Foundation and its partners and indeed all stakeholders to advance cancer care in our country.”

Sen. Ibrahim Oloriegbe, said that the National Assembly was committed to ensuring that the Cancer Health Fund (CHF), was beefed up to meet the care needs of indigent cancer patients.

According to him, N750 million was budgeted for the fund in the 2020 Appropriation Act, to take care of the breast, cervical and prostate cancers which based on statistics are prevalent in Nigeria.
Oloriegbe who was the Senate Committee Chairman on Health of the ninth National Assembly, said that the fund as labelled in the appropriation was supposed to be a counterpart of government with a Public-Private Partnership arrangement.

“The appropriation reduced to N250 million the following year and in 2023 it came down to N150 million.

“Recently we had a meeting to talk about the implementation of that fund for more effectiveness and efficiency and we the parliamentarians are committed to increase it to one billion naira in the 2024 budget.

“We will also establish a childhood cancer care fund of N500 million”, he added.

The Director-General, National Institute for Cancer Research and Treatment (NICRAT), Dr Usman Aliyu, spoke about the National Cancer Research Agenda.
He said that it serves as a roadmap for collective efforts, bringing together the best minds in the field and harnessing the power of research to make a meaningful difference in the lives of cancer patients.

He added that the agenda was centred on prevention and early detection, diagnosis and treatment, support and care as well as research and innovation.

“Through research in these areas, we aim to develop effective preventive strategies, improve early detection methods, enhance treatment options, and provide better support and care for cancer patients and survivors.

“Additionally, we emphasise the need for a strong focus on research and innovation in the areas of cancer cell biology and genomics, implementation, and behavioural science, which will be the driving force behind the development of new and more effective policies on cancer prevention and therapies.”

To achieve the goals, Aliyu said that collaboration and partnership were crucial.
He said that the National Strategic Cancer Control Plan and the National Strategic Plan for prevention of cancer of uterine cervix were products of the previous plans from the Federal Ministry of Health.

“It is our intention to ensure that we align with National Health Development Plan as well as the global strategy for elimination of cancer of the uterine cervix by the year 2030.

Also speaking at the event, the Regional Director for Africa and Europe, City Cancer Challenge (C/Can), Sophie Bussman-Kemdjo, said that the theme of the week was a powerful call to action on the disparity care for cancer.

Speaking about the C/Can initiative, she said it was aimed at supporting cities around the world as they work to improve access to equitable, quality cancer care.

“The reality is that many people living with cancer, particularly those living in countries limited by a lack of resources, don’t have a fair shot at receiving quality cancer care.

“A recent study revealed that nearly 60 per cent of the 27,000 Nigerians surveyed confront enormous barriers in accessing healthcare.

“It’s a challenge, but it is one that the C/Can initiative in Abuja is rising to meet.

“In Abuja, we have mobilised the commitment and brought together the expertise of leading organisations to work with city stakeholders to design, plan and implement data-driven, locally-driven cancer care solutions.”

According to her, C/Can which is present in 14 cities across the world will be supporting Abuja to better understand its cancer care landscape through a comprehensive analysis of the needs, gaps and opportunities, targeting critical areas for strengthening and informing a city-wide strategy.

The Yusuf John Suberu Foundation has canvassed  support for Mr Usman Ododo, the All Progressive Congress’ (APC) candidate in the Nov. 11, Kogi governorship election.

The Executive Director of the foundation, Dr Yusuf Suberu, made the  call in an interview with the News Agency of Nigeria (NAN) on Monday in Abuja.

Suberu said that the foundation had also commenced advocacy visits to the Kogi Central Senatorial District for Ododo’s victory at the poll, while calling for vigilance before, during and after the election.

”We, therefore, appeal to the people of the state to increase their support for Ododo in the coming governorship election.

“Ododo’s ambition is anchored on making life more bearable for every residents of the state. Progress is at play here. Kogi will no longer be called a one-way in and one-way out state.

“Like a football club, when the coach has a winning team, they cannot change him.

“So, support him by going out there and vote for our miracle governor, and remember to protect your vote, “he said.

Suberu, who also doubled as the National Coordinator, Road Traffic and Vehicle Inspection Mayors, warned the residents of the state against thuggery, violence and other criminal acts that could affect the voting process.

He however, advised Ododo that if elected as the governor, the interest of the youth and masses should be of paramount interest to him.

He also advised Nigerian youths not to sell their future because of money, urging them not to allow politicians use them as political thugs.

“Ododo has the capacity to pilot the affairs of Kogi State, he will also make the state a progressive one and bring about equity and justice, ” he said.

He further urged the people of the state to get ready for more transformation and the change they desired in the state.

As Part of activities scheduled for the Inter Formation Combat Platoon Obstacle Crossing Competition 2023, Army Headquarters Garrison is scheduled to conduct a battle simulation exercise in Abuja.

This is contained in a statement by the Acting Deputy Director, Army Public Relations, AHQ Garrison, Lt.-Col. Njideka Agwu, on Monday in Abuja.

Agwu said the exercise, which would take place on Tuesday and Wednesday at 7 Guards Battalion Obstacle Course, Lungi Barracks in Abuja, would involve real-time battle field simulations and activities.

She said that there would be large battle sounds that would be heard during the exercise which are in line with the training exercise.

She therefore urged members of the public who reside around Maitama, Asokoro, AYA and the environs not to panic but go about their normal respective businesses.

The Corporate Affairs Commission (CAC) has won the 2023 Corporate Registers Forum (CRF) Innovation Award.

The Head of Media of the Commission, Mr Rasheed Mahe, said this in a statement on Monday in Abuja.

Rasheed said the award was presented to the Registrar-General of the Commission, Mr Hussaini Magaji, during the 20th Annual Conference (CRF Malta 2023) hosted by the Malta Business Registry in Zejtun, Malta.

The News Agency of Nigeria (NAN) reports that the Registrar-General was represented at the event by the Assistant Director, Registrar-General’s Office, Mr Tolulope Sonaike.

Presenting the award and certificate to the Registrar-General in Abuja, Sonaike explained that the award was in recognition of the new Company Registration Portal (CRP) deployed by the CAC in January 2021.

According to Sonaike, the CRP is the end-to-end registration solution that enables customers to initiate, pay for and complete registration processes electronically via the web.

Receiving the award, the CAC boss said it was a testimony to the commission’s commitment to continuously exploring innovative approaches to effective and efficient service delivery.

Magaji said it was also a delight to the CAC’s stakeholders and for the benefit of the Nigerian economy.

He expressed confidence in the ability of the commission’s workforce to deliver internationally competitive registration services to its customers.

Magaji commended the staff members of the commission and assured them of his commitment to taking the commission to globally enviable heights in registration service delivery.

The CRF is an association grouping corporate registries among the countries of the Commonwealth of Nations.

The membership is open to government agencies and their officials responsible for the administration of body corporate registers.

The aim of the forum is to provide members with the opportunity to review the latest developments in corporate business registers internationally.

It also aims to ensure that they exchange experiences, as well as information on the present and future operation of corporate business registration systems.

NAN reports that the CRF started in 2003 with 13 jurisdictions at its first meeting in Auckland, New Zealand.

Its membership has since grown to over 80 jurisdictions, with headquarters in Newton, New Zealand. Nigeria joined the Forum in 2007.

President Bola Tinubu on Monday approved additional funding for the training and empowerment of adolescent girls in the country.

The Minister of Education, Prof. Tahir Mamman, disclosed this while addressing State House Correspondents on the outcome of the Federal Executive Council (FEC) meeting at the Presidential Villa, Abuja.

The minister said: “Two things I want to mention and comment on, which are very important parts of the deliberations and resolutions in the council today.

“One, is additional funding for the training and empowerment of adolescent girls in Nigeria. One of the major policies of government is to target the education, training and empowerment of young girls into society.

“Initially from seven participating states, we will now have about 11 additional states participating in this project, which will lead to the empowerment of girls between 10 and 20, right across the participating states.”

Mamman explained that as a major escalation of the programme, it was meant to empower girls, teachers and the provision for additional schools in the country.

He also said that President Tinubu’s administration was working assiduously to reduce the incidents of out-of-school children in the country.

“It is actually quite in line with part of the agenda of this government to ensure that the number of girls and people who are out-of-school is reduced, if not eliminated altogether.

“Today, the council took a very major decision to review policy so that the Public Procurement Act is brought into practice as it were, as to the handling of projects and government activities in Nigeria”.

He said this would enable the Public Procurement Council to exercise its powers under the Act, and then the council would now concentrate on issues of national importance and issues of policy.

On his part, Mr Wale Edun, the Minister of Finance and Coordinating Minister of the Economy, confirmed that FEC approved funding for training and empowerment of adolescent girls.

Edu disclosed that he presented five memos at the FEC meeting, which were gracefully approved.

He said that the memos had to do with concessional and zero-interest financing by the World Bank and the International Development Association, which was the very concessional financing arm.

The minister said that the projects approved for funding were in the power and the renewable energy sectors.

Edu further said there was funding provision for states for resource mobilization programme to help them with their internally-generated revenue efforts.

“There was a project for adolescent girls’ initiative for learning and empowerment, essentially, as it says, it is a programme to support young girls from the age of 11, secondary school age.

It is to ensure that at the end of their schooling, they have one skill or the other that is marketable, as well as the academic laurels.

The minister also disclosed that the FEC approved funds for the financing of women projects as additional ventures.

“The first one was very successful. It was all about empowering women, upscaling their skills level, and of course, giving them some financial inclusion, including in the banking system.

“So those were five loans totaling $3.45 billion. And as you know, the tenure is all around 40 years, moratorium period of around 10 years and interest very low, or in the cases of the loans, zero interest, although some fees would be incurred,” Edu said. (NAN)(www.nannews.ng)

President Bola Tinubu on Monday appointed Dr Abdullahi Mustapha as the Director-General and Chief Executive Officer of the Energy Commission of Nigeria (ECN).

Special Adviser to the President on Media and Publicity, Chief Ajuri Ngelale, made this known in a statement in Abuja.

According  to Ngelale, President Tinubu expects the new ECN Chief Executive to make a positive impact on his administration’s intensive push to diversify the nation’s energy sources in a synergised fashion across the government towards the ultimate aim of industrialising every part of the country with every citizen emancipated from the shackles of energy poverty.

Until his appointment, Mustapha served in the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) with significant experience in the Energy and Space Technology sectors.

He most recently obtained his Doctorate degree in Mechanical Engineering with a focus on Renewable Energy, followed by a Post-Doctoral Fellowship as a Research Associate in the School of Engineering at the prestigious University of Manchester. (NAN)(www.nannews.ng)
