Racketeering

By Funmilayo Adeyemi

Abuja, Sept. 5, 2023 (NAN) The Colleges of Education Academic Staff Union (COEASU) has debunked the notion that it conspired with management staff in recent job racketeering in colleges of education being probed by the National Assembly.

The President of the union, Dr Smart Olugbeko, disclosed this on the sideline of its leadership training workshop in Abuja on Tuesday.

The workshop was in collaboration with the Committee of Provosts in Nigeria, with the theme: “Leadership Skills Development for Effective Industrial Relations in the College of Education System”.

Olugbeko said the union had been at the forefront of confronting impunity going on with the issues of employment in the colleges.

“What we discovered is that since the introduction of IPPIS in 2020, it has been practically impossible for provosts or management of councils to carry out employment without interference from the Head of service (HOS).

“So for now, even when we have lecturers or members of staff that left the system, the provosts cannot replace them. What we do have is a situation whereby the provost will have to apply to HOS that they want to replace those that left.

“But you discover that some of these applications will stay with the HOS for one to two years without any reply and in the course of doing that we discover that at the end of the day, it is always followed with a kind of waiver that there shouldn’t be advertisment.

“And as a union, we have been opposing this vehemently that how could it be possible for a provost to recruit about 200 staff members without advertisement and they bring them into our system.

“At the end, the provosts always tell us that those recruited are being donated to them from some of the people in government and some of the time, we fought and ensure that this impunity is not taken but the more we fought, the more we couldn’t achieve more,” he said.

Olugbeko said the workshop was designed to equip its members with better capacity to deal with issues of industrial concern to ensure industrial tranquility in the colleges.

He added that this was in a bid to let members and provosts understand the rules of engagement so as to work amicably at ensuring peace and progress on the campuses.

He also charged the government to take teacher education seriously, saying several attempts had been made to government on how teacher education should be repositioned.

“One of the ways of getting it done is to get our institutions well-funded to be able to produce quality teachers because if you do not produce quality teachers, you will not have teachers with capacity to be able to teach at all levels.

“If government has not been able to fund our colleges appropriately then what comes out of that is our inability to produce teachers of high quality.

“Government must take teacher education seriously and place it in the front of its list to be able to produce capable teachers so that schools will have quality teaching and learning,” he added.

Meanwhile, the Director, Colleges of Education, Federal Ministry of Education, Dr Uchenna Uba, said it is important to equip union leaders with the necessary leadership skills to navigate the complex landscape of industrial relations and cultivate an environment of mutual respect.

Represented by the Deputy Director in the ministry, Mrs Iyabode Ali, said the ministry was aware of the agitations of the unions and firmly dedicated to addressing and resolving them.

She said the ministry had commenced the payment of the Need Assessment Fund and all the beneficiaries had received 50 per cent of the fund.

She said the it had also commenced the process of mainstreaming the staff members of demonstration schools in line with the minimum standards and many more .(NAN)(www.nannews.ng)

FCT Minister tasks corps members on wealth creation, employers of labour

By Philip Yatai

Dr Mariya Mahmoud, Minister of State, Federal Capital Territory (FCT) on Tuesday, urged members of the National Youth Service Corps (NYSC) scheme, to thrive toward becoming wealth creators and employers of labour.

Mahmoud stated this at the closing ceremony of the 2023 Batch B Stream II Orientation Course, at the NYSC FCT Permanent Orientation Camp, Kubwa, FCT, Abuja.

She urged the corps members to give their best in the service of the country in their respective place of primary assignment and community.

She added that while improving their host community, they should, at the same time, strive to invest in building themselves for self-reliance.

“I am aware that you acquired different skills during the Skill Acquisition and Entrepreneurship Development programme in the course of this orientation exercise.

“I enjoin you, therefore, to follow up with the post camp training to master your skills. This is one sure way of becoming self-reliant and reducing post service unemployment among ex-corps members.

“Take advantage of this and become wealth creators and employers of labour in the near future,” she said.

The minister said that the NYSC scheme has attained remarkable milestones in its mission of national integration and development.

She called on the corps members to be worthy ambassadors of the scheme and keep the flag flying.

She noted that nation-building and socio-economic developments were twin areas of vital importance to the country.

“The FCTA believe that you will galvanise your talents and potentials toward enthroning a more united, prosperous and egalitarian nation that will not only be the pride of all but legacy for future generations.

“Wherever you may find yourselves, you must strive to make a difference; spearhead transformation; and promote harmonious interaction and creative development.

“For me, the joy of mentoring the youths is incomparable.

“We have no choice than to inspire and guide them towards becoming responsible citizens that will take over the mantle of leadership of this great country, into the distant future.

“I, therefore, feel very privileged to have become a part of this noble scheme and I will give all my best on this assignment,” she said.

Minister of State, Federal Capital Territory (FCT), Dr Mariya Mahmoud, inspecting a parade during the closing ceremony of the 2023 Batch B Stream II Orientation Course at the NYSC FCT Permanent Orientation Camp, Kubwa, FCT, Abuja.

She assured the corps members of adequate security, saying “the security of lives and property remain paramount in the agenda of the FCTA.

“I assure you of our determination to continue to provide the needed peaceful environment for you and all residents of the FCT.

“However, I implore you not to expose yourselves to danger and avoid unnecessary journeys and other security risks; please, prioritise your personal security,” she advised.

Earlier, NYSC FCT Coordinator, Mrs Winifred Shokpeka, said that orientation commenced three weeks ago for 3,920 registered corps members deployed to the FCT.

Shokpeka explained that the orientation course was the first cardinal programme of the NYSC where corps members were inducted with the virtues of discipline, cultural integration, and nation building.

“It is a ground to prepare corps members for future leadership roles in their various assignments after the orientation course.

“Our corps members have been posted to all the six Area Councils in the FCT, where they shall be contributing to nation building,” she said.

The coordinator appealed to corps employers and host communities to give the corps members all the necessary support and cooperation needed to settle down.

She urged the corps members to continue to be good ambassadors of the NYSC by shunning acts capable of putting the name of the scheme in disrepute.

“Respect the culture and tradition of your host communities and be security conscious always,” she said. (NAN)

Stakeholders advocate increased financial sector contribution to Nigeria’s GDP

Stakeholders advocate increased financial sector contribution to Nigeria’s GDP

Some stakeholders have reiterated the need for the financial sector to make deliberate effort towards increasing its contribution to the country’s Gross Domestic Product (GDP).

They spoke during the16th Annual Banking and Finance Conference of the Chartered Institute of Bankers of Nigeria (CIBN) on Tuesday in Abuja.

The theme of the Conference is “Nigeria’s Economic Growth and Empowerment: The Role of the Financial Services Industry”.

The News Agency of Nigeria(NAN) reports that the event is the largest gathering of banking and finance professionals in Africa.

It is a platform for the stakeholders in the banking and finance ecosystem to come together to drive conversation on topical issues critical to the growth and stability of the country.

This is with a view to providing insightful solutions that will impact the entire system and the economy at large.

The Minister of Budget and Economic Planning, Sen. Abubakar Bagudu challenged the financial sector to move from 3.6 to about nine per cent growth of GDP.

According to Bagudu, this is possible as the financial sector is indeed well placed to contribute to economic growth.

The minister acknowledged the role of the institute , adding, “every stakeholder had a role to play to drive the sector and the nation’s economy.”

He reiterated the present administration’s commitment to ensure its renewed hope agenda for Nigerians was achieved.

Bagudu said: “The reforms are intended, among others, to give the private sector all the necessary confidence to mobilise and invest more resources in the economy.

“We appreciate the contribution of the financial sector but expect more.

“We appreciate that the challenges we are experiencing are those that other countries have experienced and surpassed.

“We are in no doubt that the vision and boldness of our leaders, the renewed hope agenda will be pursued with vigor and Nigeria will have positive remarkable growth in the years ahead.”

For his part, the acting Governor of the Central Bank of Nigeria(CBN), Folashodun Shonubi, said the sector’s economic contribution to the nation was low and needed improvement.

“Can we promise them that instead of 3.6 per cent, we will be contributing a lot more than that. And we will sit down and find what the drivers are that we can influence and do.

“I don’t want to put a number infront of us but it is what I will like to see at the end of the conference.

“I don’t think we contribute a lot of ourselves , we as bankers need to be more conscious, a bit more active on advocacies that are actionable,”Shonubi said.

Similarly, the Chairman, Body of Banks’ CEOs, Mr Ebenezer Onyeagwu, urged for a deliberate effort by the stakeholders towards growing the country’s economy.

On balance of payment, he said: “We are importing more than we are exporting and to change the narrative, we need to grow what we consume and export what we consume.

“We have enormous potential, the biggest potential we have is in our market. Our market is depleted by the number of people we have.

“The time has come for our growth to focus on effectively realising the huge potential of our endowment.

“It is imperative therefore for us to encourage growth in our endeavours.
Banks also have to be deliberate, determined to execute the mandate of growth in our economy,”Onyeagwu said.

The chairman, who is also the Group Managing Director, Zenith Bank , said his bank had in the last five years come up with an initiative called ‘SME Grow My Business.’

Onyeagwu said:“It is a platform we created to focus on SMEs. It provides an opportunity for us to incubate and nature SMEs and teach them the rudiments of business,” he said.

He urged for more deliberate programmes to support the SMEs as they will help generate employment and also be listed in the capital market, among other advantages.

The Chairman, Senate Committee on Capital Market, Sen. Osita Izunaso, pledged the continued support of the National Assembly to CIBN and the country’s financial sector.

Izunaso said: “The challenges before us are enormous, so are the opportunities and to harness these potential requires the collective effort of all stakeholders.”

He urged the participants to remember their responsibilities in ensuring support to the government to address present economic challenges.

The lawmker decried the non-listing of companies enjoying Nigeria patronage in the country’s capital market, saying,”our national economic growth depends on the financial services.”

According to the President of CIBN, Ken Opara, the theme of the event is very apt as it resonates with the context of our current realities in the country.

“It amplifies the fact that agenda setting for the country must be a continuous exercise, especially now that we have a new government in place.

“The topic also resonates with the current administration’s reforms agenda,”he added.

Opara expressed hope that the reforms, if followed through, would not only unlock the full potentials of the economy but place the nation on a recovery trajectory to drive the prosperity of the continent.

The President said that CIBN would continue to be a vanguard for capacity and skills development in the financial services industry.

He also called for more collaboration of the critical stakeholders to drive the sector.

NAN reports that the conference was attended by CEOs of banks, financial institutions’ representatives , stakeholders and partners in the financial sector.(NAN)(www.nannews.ng)

FG generates N193.59bn from solid minerals in 2021 – NEITI

FG generates N193.59bn from solid minerals in 2021 – NEITI

The Federal Government generated N193.59 billion from the solid minerals sector in 2021.

The sector also contributed N814.59 billion between 2007 and 2021, with the 2021 earnings, the highest.

The Nigeria Extractive Industries Transparency Initiative (NEITI) made this known on Monday in Abuja while unveiling its 2021 Solid Minerals Industry Report, tagged: “Impact built on blocking leakages to grow revenue’’.

The News Agency of Nigeria (NAN) reports that the Secretary to the Government of the Federation (SGF), Sen. George Akume, unveiled the report.

Akume was represented by Dr Maurice Mbaeri, Permanent Secretary, General Services Office, SGF.

The report, the 12th in the series, covers actual payments by 1,214 companies operating in the sector and receipts from three key government agencies.

It covers the quantities of minerals produced, utilised and exported from the sector, reconciled the physical/financial transactions and undertook special verification on some processes.

Presenting the report, Dr Orji Ogbonnaya Orji, Executive Secretary, NEITI, said the figure showed an increase of N60.32 billion or 51.89 per cent growth, when compared to the 2020 revenue flows of N116.82 billion.

This positive trend, he said, reflected a continuation of the upward positive trajectory observed in the sector over the past five years.

“This contribution, though a significant increase over past years, is still abysmal considering the potentials of the sector to the Nigerian economy,” he said.

Orji said the 2021 Solid Minerals report reviewed, ascertained, reconciled and reported all revenues and investment flows to and from government in the solid minerals sector.

He said the NEITI report also covered balances payable/receivable from financial inflows, tracked the funds and utilisation meant for the development of solid minerals in Nigeria.

According to Orji, the funds include Natural Resources Development Fund; Solid Minerals Development Fund; Ministry of Mines and Steel Development’s MinDiver Programme and Solid Minerals Development Funds under the Small and Medium Industries Equity Investment Scheme operated through the Bank of Industry.

A breakdown of the revenues showed that the Federal Inland Revenue Service collected N169.52 billion; Mining Cadastre Office generated N4.3Billion while the Mining Inspectorate Department generated N3.62 billion.

He said the revenue to the federation account from the sector in the past 15 years, which was N818.04 billion was significantly low compared to the economic potential of the sector.

On Production, Orji said the report disclosed that the total volume of solid minerals used or sold in 2021 was 76.28 million tons with a royalty payment of N3.57 billion.

“The minerals with the largest production volume in the year under review are Granite, Limestone, Laterite, Clay and Sand.

“Dangote Plc accounted for the highest production with a total production of 28.8 million tons. Bua and Lafarge accounted for 8.4 and 4.3 million tons while Zeberced accounted for 3.3 million tons respectively.

“Ogun state recorded the highest production in the year under review, with a total of 17.5 million tons followed by Kogi state with 16.3 million tons and Edo with 8 million tons.

“The least production volume was recorded in Borno State with 25,500 tons,” he said.

The NEITI boss said a total of 2,045 licenses were issued with exploration licenses accounting for 840 (increase of 62.79 per cent), Small Scale Mining Lease, 771, Quarry Lease, 255, Reconnaissance Permit. 139 and Mining leases 40.

On Export, he said the total minerals exported in 2021 was 142.54 million tons with a Free on Board value of US$ 101.29 million, an increase of 138.57 per cent from the US$ 42.46 million reported in 2020 report.

He said China was identified as the principal destination of Nigeria’s mineral exports, accounting for 97 per cent and 88 per cent of the export volume and value while other destinations for Nigeria’s minerals included Malaysia, Korea, Thailand and the United Arab Emirates.

On solid minerals contribution to the economy, he said the report revealed that the sector contributed 0.63 per cent to Gross Domestic Product (GDP), while there was improvement compared to previous years where it contributed 0.45 per cent in 2020 and 0.26 per cent in 2019.

According to him, the sector has not yet reached its full potential in making a significant impact on the overall Nigerian economy.

He identified a total of N1.06 billion as outstanding company liability to government within the period under review as a result of failure of some companies to pay their annual service fees for the respective mineral titles.

Annual service fee is a statutory payment by mineral title holders for each cadastral unit on mineral titles. (NAN)(www.nannews.ng)

Borno Govt raises concern over proliferation of lottery houses

Borno Govt raises concern over proliferation of lottery houses

By Yakubu Uba

The Borno Geograhic Information Service (BOGIS), has raised concern over the proliferation of illegal lottery houses in Maiduguri and environs.

A statement by the Executive Secretary of the BOGIS, Adam Bababe, said there was noticeable increase in people leasing out thier lands in residential and commercial areas for such lottery or game house operators.

“BOGIS wishes to inform the public that it has noticed the increase in leasing legally allocated spaces, whether for commercial or residential purposes, to lottery or game house operators which is strictly against the law.

“The presence of these gaming/bet houses within our state has led to numerous complaints from concerned residents because it exposes a significant number of our youth to various forms of criminal and notorious activities, all in the pursuit of funds to finance lottery games.

“In view of these, BOGIS would like to reiterate that providing spaces and shops for lottery and gaming houses contradicts established regulations,” Bababe said.

He noted that Section 13, sub-section 2 of the Borno State Land Use Regulation 2022, mandates title holders to adhere to the terms and conditions of their right of occupancy.

According to him, any deviation from the conditions, including engaging in activities that conflict with approved land use, could result to the revoking the land title.

“Furthermore, Section 205 of the Penal Code laws of Borno State specifies that maintaining a house or place for betting or playing games of chance e.g. bet king, bet Naija, sport bet etc, as well as assisting in such activities, is a criminal offense that may lead to imprisonment.

“It is important to note that the law establishing the Borno Geographic Information Service grants the agency the authority to address any land-related administration and management.

“We kindly request your cooperation in ensuring that our shared spaces are utilized responsibly and in accordance with the law,” Bababe said. (NAN)

The Chief of Naval Staff (CNS), Vice Adm. Emmanuel Ogalla, has reiterated the commitment of the Nigerian Navy to stamp out the menace of oil theft and other crimes in the nation’s maritime domain.

Ogalla reiterated this at the opening of the CNS 2023 Retreat with Principal Staff Officers, Flag Officers Commanding and Commanders, on Tuesday in Abuja.

He said that naval personnel and the service were duty bound to reverse the impression in terms of securing the maritime domain and stamping out oil theft in Nigeria.

“I therefore want to make this clear that under my watch there is zero tolerance for oil theft. Any officer or rating or any person who is found to be involved in oil theft will be punished to the full extent of the law.

“We will not fear anyone. I expect you to go back and educate your officers and ratings about the menace of oil theft.

“The government looks up to us to lead the fires and we have no option but to do just that,” he said.

He said that in view of this, the navy must work together with sister services, the armed forces, the police and other military and security agencies to stamp out the measures of all attempts.

According to him, Nigerians expect the navy to remain above reproach, above board and to remain law-abiding as a force they can admire and rely upon.

The CNS said that the event was an opportunity for participants to interact and evaluate the state of affairs in the navy.

He said this was with regards to tackling the security challenges that had been having devastating impacts on the country and undermining its national security and development.

He explained that President Bola Tinubu had given them marching orders to deal decisively with all security challenges facing the country.

He added that the event was in line with the president’s directive and his vision statement.

The vision statement he said is: “to have a highly motivated professional naval force capable of shaping the security outcomes within Nigeria’s maritime domain and the littorals including land-based engagements in fulfilment of Nigeria’s national interest”.

He also said his mission statement is: “to Maintain and equip a professional competent and ethical naval force while leveraging on all elements of national power for the effective defence of Nigeria’s  maritime area of interest against all forms of threat in fulfilment of national security imperatives”.

“I gave my Command Philosophy which is anchored on leading with integrity, courage and relentless pursuit for excellence in consonance with the core values of the Nigerian navy.

“My Strategic End-state is the attainment of a safe and secured maritime environment in Nigeria and the Gulf of Guinea to enable wealth creation, economic prosperity as well as national security, growth and development.

“In tandem with this, I have issued the Chief of the Naval Staff, Strategic Directive 2023–6 which highlights the expected deliverables along the 9 Lines of Development (LoDs) of the Nigerian Navy Strategic Plan (NNSP) 2021 -2030.

“It is imperative that all of you immediately key into the vision so that together, we can take the NN to greater heights,” he said.

Ogalla said the navy had in the past few years, achieved significant milestones in operations, fleet recapitalisation, infrastructure and human resource managements as part of a comprehensive transformation plan articulated to guide the service in the discharge of its constitutional mandate.

He said that the navy had taken steps to be innovative in its approaches with the evolving nature of threats in the nation’s maritime domain.

According to the CNS, the navy under his watch is determined to rebuild the conceptual, moral and physical components of its fighting power.

“My top priorities, therefore, would be to diligently implement the provisions of the NNSP 2021 -2030.

“Let me, however, mention that while no effort will be spared in achieving these goals, it is command responsibility to ensure the sustenance and maintenance of all facilities, equipment and platforms.

“To set a clear direction and build momentum, we identified some quick impact projects and conceptual initiatives that would be completed and commissioned within my First 100 days in office,” he said.

He urged commanders to uphold discipline in their commands, be role models to their officers and men, set high standards of conduct and enforce the rules fairly and consistently.

He also directed them to enhance Civil-Military Cooperation and relations with civilians in their areas of operation, noting that the people should see them as partners to be able to support their efforts and cooperate with them.

Ogalla  dismissed the allegation that naval personnel were involved in oil theft, assuring that the service would not spare any personnel found wanting or culpable in the crime.

He also charged commanders to be mindful of the welfare of those under them, saying that prioritising the welfare of their subordinates is essential to mission success.

He pledged to provide opportunities for job satisfaction and self-actualisation as well as recognise and reward hard work and dedication.

He added that issues relating to personnel accommodation, uniform items and appointment/draft cycle were already receiving attention.

In his remarks, the Chief of Policy and Plans (Navy), Rear Adm. Joseph Akpan, said the retreat would afford them the opportunity to review the threat environment and their operations, with a view to identifying gaps that could be addressed for better performance.

Akpan expressed hope that the discussions would be incisive, innovative and provocative with a view to have frank discussions about what is working and what is not.

He thanked the CNS for his focused and visionary leadership and assured him that the officers are committed to upholding the highest standard of ethics and integrity. (NAN) (www.nannews.ng)

The Minister of Education, Prof. Tahir Mamman, has set up a eight-member committee to drive education roadmap in the country.

Mamman, while inaugurating the committee in Abuja on Tuesday, said the committee had four weeks timeframe to come up with plans that would help transform the sector.

He said there was need to kickstart the national assignment as ministers on a clearly defined path, to craft a turn around in the fortunes of the country.

While saying that the event marked a pivotal moment in the nation’s pursuit of educational excellence and societal development, he highlighted the urgency of their mission, emphasising the need for clear direction to transform Nigeria’s fortunes.

The minister, who acknowledged the challenging road ahead, noted that Nigerians eagerly anticipate a quick turnaround in all sectors under President Bola Tinubu’s administration, with education as a cornerstone for positive change.

According to Mamman, President Tinubu’s vision for his administration, focused on improving the lives of Nigerians and fostering compassion, underscores the importance of the education sector in addressing societal issues.

“I must confess that your assignment is not going to be an easy one because Nigerians are looking forward to the administration of President Bola Tinubu GCFR to do a quick turn-around in all sectors of the economy.

“Education is the fulcrum to galvanise the needed changes to make Nigeria hold her own in the comity of nations.

” The president has clearly laid out his vision for his administration and it is anchored on improving the lives of Nigerians in a manner that not just reflects our humanity but encourages compassion towards one another and duly rewards our collective efforts to resolve the social ills that seek to divide us,” he said.

Mamman said that President Tinubu’s commitment to retrain 10.5 million Nigerian out-of-school children with valuable skills places education as a top priority.

He said there was therefore need for a clear roadmap and framework to guide the ministry’s efforts in achieving these ambitious goals.

The minister urged the committee to embrace technology and steer towards a digital future, emphasising that education should not merely exist for its sake but contribute significantly to individual and societal development.

“As Nigeria looks towards having quality education, it is important that the curriculum, from basic to tertiary level, meets the demands of our times and needs of the society.

“I am happy to note that work had commenced at some levels, especially the secondary and tertiary level. What we need to know is to what extent can what we already have met contemporary demands of education globally and if not sufficient, how to address them.
