Sen. Samuel Anyanwu, candidate of the Peoples Democratic Party (PDP) in the Nov. 11 Governorship Election in Imo says he will create employment to curb insecurity if elected.

“Curbing insecurity in Imo is not by bombing or killing those involved in criminal acts, but by ensuring that unemployed youths in the state have things to do.

“If the people are gainfully employed, they will not have the time to engage in unlawful acts,” Anyanwu told newsmen in Abuja on Wednesday.

He said that if elected, he would grant full financial autonomy to the 27 local government councils in the state.

He added, however, that he would conduct proper monitoring of the councils’ allocations to ensure that the funds were used judiciously.

He decried the failure to conduct local government elections in more than three years in Imo and blamed the development for the rising unemployment.

Anyanwu argued that if the 27 local government councils in Imo had elected chairmen, deputy chairmen and councillors, unemployment would be reduced.

He said he would also be retraining teachers in the state and issue them licences to motivate them, if elected.

He explained that after the retraining, licences issued to errant teachers would be withdrawn.

Anyanwu also expressed dissatisfaction with the state of the health sector in Imo and said he would declare a state of emergency in the sector if elected.

He noted that Imo lacked enough medical doctors and assured that he would employ many doctors to boost healthcare delivery if he assumed office as governor.

The PDP candidate decried the indebtedness of Imo, which he put at N207 billion and said he would seek debt relief if elected.

He also assured women of getting 35 per cent of appointments that he would make, while promising to build satellite Government Houses in the three senatorial districts of the state to accommodate him on his visits and facilitate easy access for people to see him.

Anyanwu was two-term local government chairman, two-term member of the Imo State House of Assembly and the immediate past PDP National Secretary. (NAN)(www.nannews.ng)

Town Planners blame distortion of Abuja Master Plan on GIS

Town Planners blame distortion of Abuja Master Plan on GIS

205 total views today

By Philip Yatai

The Nigerian Institute of Town Planners (NITP) on Wednesday, attributed part of the distortion of the Abuja Master Plan to abuse of Geographic Information System (GIS).

The National President of the Institute, Mr Nathaniel Atebije, stated this in Abuja, during the 2023 Town Planners Day, organised by the Federal Capital Territory (FCT) chapter.

Atebije said that the FCT was the first to deploy GIS for urban planning and city management in Nigeria, adding, however, that it was abused to cause several distortions to the masterplan.

GIS is computer system that analyses and displays geographically referenced information and uses data attached to a unique location.

The president said that the deceit of foreign experts to the country’s policy makers about GIS as supreme in the business of town planning must be arrested.

“Especially those who come in the name of deploying GIS to generate funds for states and end up usurping the functions of physical planning.

“Over time, this mis-information was spread around the country and many states have fallen victims,” he said.

He described GIS as a “tool that planners use for their services” and not an end itself, adding that it was a misnomer for a tool to be more important than its user.

He noted that in some cases, planning projects were given to foreign consultants by policy makers, and they end up producing fanciful and mind-blowing plans.

Such plans, according to him, do not meaningfully relate with the environment and the capacity of the government to deliver.

“I, hereby, call the attention of policy makers to the fact that we have come of age professionally; only a few issues may require consultation with foreign experts.

“These may only relate to the technology of plan production rather than conception.

“We, therefore, call on governments at all levels to engage indigenous consultants to provide services in various aspects of planning and implementation logistics,” he said.

According to him, policies, programmes, and plans are reduced to ordinary story books when they are not implemented, while implementation becomes an uphill task when they are not strategic.

“This has been the bane of planning and implementation in Nigeria.

“In some cases, plans seem to have utopian ideals, hence they do not respond to the immediate circumstances of their target beneficiaries.

“At other times, our strategies do not consider our strength of technology, nor funding possibilities, political will, manpower requirements and other critical factors.”

He also pointed out that the time for planning for the people was long gone, adding the current trend, “is to plan with the people, thereby encouraging inclusiveness.”

Earlier, the Chairperson of the FCT chapter, Ms Lami Ayuba, said that the theme, “Strategies for Implementation of Physical Development Plans in the FCT”, was to create sustainable, well-planned, and resilient urban spaces.

Ayuba said that the FCT serves as a focal point for urban development in Nigeria, adding that effective implementation of physical development plans was pivotal.

This, according to her, will ensure that the communities that were built were not only functional but also aesthetically, pleasing, and conducive to the well-being of citizens.

“Our discussions throughout this event will delve into the strategies, challenges, and innovations that can help us bridge the gap between planning and execution,

“This will help in transforming our plans into tangible developments that benefit the people we serve,” she said.

The Chairman of the event, Mr Shehu Hadi, Executive Secretary, Federal Capital Development Authority, said that the FCT Administration has been working tremendously in collaborative planning.

Ahmad, who was represented by Mr Yahaya Abubakar, Director, FCT Urban and Regional Planning Department said that the FCTA was achieving this by engaging relevant stakeholders.

“The stallholders are engaged from the early stages of planning to ensure that diverse perspectives were considered and accommodated.

“The Administration has been pursuing these and other collaborative strategies, to make stakeholders synergize and work collectively towards achieving quality and realistic physical development plans.” he said. (NAN)

Arewa Economic Forum tasks Tinubu on fairness, inclusiveness in appointments

Arewa Economic Forum tasks Tinubu on fairness, inclusiveness in appointments

A socio-economic pressure group, Arewa Economic Forum, has urged President Bola Tinubu, to be fair and equitable in the appointment of competent Nigerians into government positions.

The Chairman of the Forum, Ibrahim Dandakata, who said this in a news conference on Wednesday in Abuja, specifically cited appointments into the finance ministry as well as Information and Communication Technology (ICT).

Dandakata said that the appointments of Mr Wale Edun, the Minister of Finance, Folashodun Shonubi, Acting Governor of the Central Bank of Nigeria (CBN), occupied by people from a particular section of the country, could send wrong signals.

He also cited the appointment of Bosun Tijani, the Minister of Communications and Digital Economy, among others, who are also from the same zone in the country as Edun and Shonubi, as capable of also sending wrong signals.

Dandakata urged Tinubu to look for competent Nigerians across the length and breadth of the country for the purposes of fairness and inclusiveness.

“As you may be aware, finance and ICT are crucial to the economic eldorado that the president envisions for Nigeria.

“The Federal Ministry of Finance manages the finances of the federation, including controlling and monitoring federal revenues and expenditures

“The Federal Ministry of Communications Innovation and Digital Economy develop a knowledge-based economy and facilitate the development of the ICT industry towards increasing its contribution to GDP.

“The two ministries play greater roles in facilitating businesses, e-commerce, job creation, empowerment and increased efficiency and productivity, which are vital for economic growth and prosperity,” he said.

According to him, the importance of finance and ICT sectors are such that we must be circumspect in the kind of decisions we make in those sectors.

He, however, commended the president for retaining performing chief executives of some key government agencies.

“As a patriotic, refined statesman who won a credible national mandate in February, Tinubu has a duty to not only be fair to all parts of the country but also to be seen to be fair to all parts.

“Meanwhile, we must commend the president for retaining some performing chief executive officers of leading agencies in economic and technology sector like Bello Hassan of the Nigeria Deposit Insurance Corporation and Kashifu Inuwa of National Information Technology Development Agency.

“We believe that more competent, qualified and experienced technocrats from the North can also be appointed to head crucial sectors of the economy,” he said. (NAN)(www.nannews.ng)

NAF adopts measures to mitigate effects of climate change – CAS

By Sumaila Ogbaje

The Chief of the Air Staff (CAS), Air Marshal Hasan Abubakar, says the Nigerian Air Force (NAF) has adopted measures to mitigate the effects of climate change, which have significantly exacerbated the various security challenges in the country.

Abubakar said this on Tuesday, while delivering a lecture, via zoom, to participants of the Senior Executive Course 45 of the National Institute for Policy and Strategic Studies (NIPSS), Kuru, Jos.

This is contained in a statement by the Director of Public Relations and Information, NAF, Air Commodore Edward Gabkwet, in Abuja.

The title of the lecture is, “Industrialisation, Energy, Security and Climate Change: The Role of the Nigerian Air Force”.

The CAS said that even though climate change was not directly responsible for conflicts, it had substantially compounded existing causal agents of conflicts.

He said that the conflicts had subsequently reduce people’s ability to cope thereby creating further conflicts.

“For instance, irregular and extreme weather at Lake Chad is destroying the profitability of traditional fishing and farming, thus reducing the economic prospects of young men in the area thereby making them more susceptible to recruitment by violent extremists.

“The consequence is its negative impact on national security leading to humanitarian crises, terrorism and insurgency,” he said.

Abubakar said that NAF’s kinetic and disaster relief operations as well as green practices and technologies were adopted to mitigate the effects of climate change on national security.

He said that the NAF had continued to create favourable ground situations for surface forces to operate and recover lost territories from terrorists and insurgents through its kinetic operations.

According to him, kinetic efforts have also contributed to degrading the fighting will and capabilities of terrorists, insurgents, bandits, kidnappers and oil thieves thereby creating a safer and more secure environment for economic and industrial activities to thrive.

The air chief said that the NAF had also made deliberate efforts to integrate climate change considerations into its operations and planning.

These, he said, led to NAF participation in the 2021 Global Air Forces on Climate Change organized by the Royal Air Force, United Kingdom.

Abubakar added that the NAF was exploring converting existing vehicle fleets to using zero or low-carbon emission fuels such as compressed natural gas and liquid petroleum gas.

He said that the air force had implemented some projects to improve its environmental performance and reduce its carbon footprint such as installation of solar panels and recycling of wastes as well as enforcement of tree planting in all its units across the country.

“The NAF has established solar panel-based micro grids in the Headquarters and remote bases and installations to reduce dependence on fossil fuels.

“The implementation of the innovative paperless system at NAF Headquarters in May 2023, which has conserved about 300 cartons of paper since initiation, is also worthy of note,” the CAS said. (NAN) (www.nannews.ng)

FG commits to 20% global standard taxation on SSBs — Official

FG commits to 20% global standard taxation on SSBs — Official

By Funmilayo Adeyemi

The Federal Government says it is committed to attain the global best practice of nearly 20 per cent taxation on the final retail price on all Sugar Sweetened Beverages (SSBs).

Dr Chukwuma Anyaike, Director, Head Public Health Department, Federal Ministry of Health disclosed this on Tuesday in Abuja at the Pro-Health, Tax Policy Campaign on Sugar Sweetened Beverages.

According to Ayaike, Non-communicable Diseases (NCDs) continue to remain the leading cause of death in Sub-Saharan Africa and the World Health Organisation Assembly has endorsed a package of 16 evidence based interventions focusing on addressing NCD Risk Factors.

These he said included tobacco, harmful use of alcohol, physical inactivity and unhealthy diet.

“One of the interventions is the use of taxes on products that have a negative public health impact with the explicit goal of reducing consumption of such products.

“These taxes are considered to have the potential to reduce NCDs while advancing health equity.

“To achieve that, this campaign aligns with other government efforts in improving the public health of the Nigerian populace to meet up with the global priority of significantly reducing NCDs.

“Excess consumption of SSBs has become a significant public health concern and a threat to the future generation as its consumption is high among children and adolescents,” Ayaike said.

He explained further that numerous studies had linked high consumption of SSB to an increased risk of tooth decay and cavities, weight gain, obesity, type 2 diabetes, cardiovascular diseases, chronic obstructive pulmonary disease, cancer and other NCDs.

“The World Health Organisation (WHO) advises that limiting the intake of sugar-containing drinks can help individuals maintain healthy weight and healthy dietary pattern (WHO 2020).

“Nigeria is a low and meddle-income country where more than 70 per cent of the populace pay for health expenditure out of pocket and a part of the countries with 77 per cent of the global 41 million deaths caused by NCDs.

“This has been established by WHO and duly captured in Nigeria’s road map to eliminating the scourge of NCDs as contained in the multisectoral action plan (NMSAP) for ending NCDs.

“Which is under the purview of the Non Communicable Diseases Division of the Federal Ministry of Health. This campaign is therefore vital to actualisation of the reduction of SSB usage in Nigeria,” the director said.

On his part, Mr Edozie Chukwuma, a member of the National Action on Sugar Reduction (NASR) an NGO, organisers of the campaign said the campaign was to call on government to increase the tax of SSBs.

“Currently Nigerian government collects N10 tax per litre which was instituted via the finance act however, WHO recommends at least 20per cent tax.

“To ensure that this taxation is passed to the consumers to discourage consumption and forcing people to should alternative which is basically water and fruits.

“Currently there is a burden of non-communicable diseases in the country and it needs to be addressed , it’s an all time high with over 75 per cent of Nigerians paying from their pockets for the treatment.

“Consumption of sugary drinks is affordable and accessible to the middle and low income earners, you can not compare the cost of consumption over the cost of treatment,” he said.

Chukwuma therefore urged government to protect Nigerians by increasing the tax on each litre of SSBs and the channel revenue from sugary drinks into funding of healthcare.

A sufferer of the type 2 diabetes at the campaign, Mr Peter Agada, advised Nigerians to reduce or totally eliminate the consumption of SSBs adding that we are what we eat.

“I have suffered this disease for 26 years now, it is not a palatable story to tell, in our societ that nearly everything we eat has carbohydrates base, we should stay clear of SSBs, one out of 17 persons in Nigeria is a sufferer.

“So it something that government should really wake up and do something about, by involving agencies like National Orientation Agency, and other related agencies to create awareness.

“We need to wake up to knowledge based eating, minimise on your carbohydrate, eat a lot of vegetable, if you afford fruits, eat your fruit whole don’t blend it, eat them as natural as they come,” Agada said. (NAN)(www.nannews.ng)

NAF trains education officers on innovative teaching, learning

By Polycarp Auta
The Nigerian Air Force (NAF) has organised a training on improving innovative teaching and learning for its education officers, quality assurance officers and Head Teachers of its primary schools.
Declaring the training open on Tuesday in Jos, Air Marshal Hassan Abubakar, the Chief of the Air Staff (CAS), said that the exercise was timely.
Represented by Air Commodore Garba Bello, the Commandant, Air Police Training Centre, Kerang in Plateau, Abubakar said that the training was part of his philosophy anchored on “Deliberate Training and Mission-Oriented Force Development.
”The selection of the conference theme: ‘Improving Innovative Teaching and Learning Processes in NAF Education System for Enhanced Scholarly Performance,’ is timely and most apt for this conference.
”This is because modern societies are developing educational technology tools to make lesson delivery more effective.
”Technology makes learning engaging for students and they learn better, remember better and also apply knowledge better to real life.
”The purpose of this conference is to set the stage to have a balanced and advanced NAF education system, a system that is manned by a crop of well-trained education staff under the effective leadership of trained, current and dedicated educational administrators.
”It is expected that you will come out with practical resolutions that would translate to better educational services driven by technological innovations” .
Abubakar, who commended NAF’s Directorate of Education for organising the training, urged participants to effectively combine their responsibilities as education officer and military personnel.
He explained that the increasing demand for admission into NAF schools suggests quality standard of teaching and learning in the schools.
”The overwhelming demand for admission into NAF schools by both service personnel and civilians alike, is a testimony that the schools are well administered and of enviable standards.
”The Senior School Certificate Examination (SSCE) results of NAF secondary schools in the recent past attest to the high academic standards of the schools.
”We will continue to provide the requisite support that will propel the directorate of education to greater heights.
”But I must draw the attention of serving education officers to the importance of effectively combining responsibility as education service providers with statutory military responsibilities,” he said.
He, however, charged the participants to constantly update their knowledge and skills so as to keep pace with international best practices, especially in the field of education.
The CAS further assured the participants of its continued support for viable educational policies and programmes that would create a conducive environment for teaching and learning in NAF schools. (NAN)(www.nannews.ng)

Army didn’t confiscate community land in Osun — Spokesman

Army didn’t confiscate community land in Osun — Spokesman

The Nigerian Army absolved self from allegation of confiscation of community land for a proposed civil-military intervention project in Orolu Community in Osun.

This is contained in a statement by the Director, Army Public Relations, Brig -Gen. Onyema Nwachukwu, on Wednesday in Abuja.

Nwachukwu said that one Chief Babatunde Oyetunji, Eesa of Ifon, had in a statement alleged that the Nigerian Army had decided to forcefully acquire land for a proposed project in Orolu Community.

He said the allegations were entirely false, malicious and an effort by some vested interests to tarnish the good reputation of the Chief of Army Staff (COAS) and drag the name of the institution in the mud.

“The fact of the matter is that one of the lines of operations of the Nigerian army in tackling  security challenges in the country is the Non-kinetic line of operations.

“It is a soft approach, aimed at winning the hearts and minds of the public through the instrumentality of Civil-Military Cooperation activities or programmes of the Nigerian Army.

“This effort, is fundamentally geared towards fostering cooperation and galvanising support of the civil populace for army’s diverse operations  to mitigate security challenges across the country.

Hence, the Nigerian army usually executes special community intervention projects, such as hospitals, boreholes,  electrification amongst others based on needs assessment, after consultations with the leadership of such communities, at the behest of senior officers, who hail from the benefiting community,” he said.

In this particular case, Nwachukwu said that a retired senior officer conceptualised an intervention project; a medical centre in the state.

He said the proposal had not even been formally forwarded to the Chief of Army staff for approval, adding that the Department of Civil-Military Affairs at the Army Headquarters was yet to receive requisite information to enable it initiate a comprehensive proposal for the project.

He explained that the army would not have in any way known which land belongs to who, since it was not yet involved in the process.

According to him, it is only when and if the request of the retired senior officer is forwarded to the Chief of Army Staff and is approved, that the Army can send a team to carry out due diligence on the project site and carry along all stakeholders in the process.

“Surprisingly, if the said project for which the COAS  and the Nigerian army are being maligned sails through and is approved, it is a project that will benefit the civil populace and serve humanity, irrespective of  community affiliation.

“The Nigerian Army hereby absolves itself of any involvement in an attempt to confiscate any community land.

“The Nigerian Army is a professional and law abiding institution that has always followed due process in all her intervention projects, so far undertaken.

“Therefore, members of the public are enjoined to discountenance the allegations and continue to support the Nigerian Army and its Kinetic and None kinetic operations across the country,” Nwachukwu said. (NAN) (www.nannews.ng)
