Promoting peace, democracy in W/Africa through election observation

By Emmanuel Oloniruha, News Agency of Nigeria (NAN)

Globally, elections have not only become a commonly accepted means to legitimize governance institutions, it is also considered as the main pillars and backbones of democracy.

Though democracy largely remains the form of recognised government in West Africa, analysts have identified elections as one of the major factors that trigger violence and insecurity in the sub-region.

According to a publication, “Electoral Commissions in West Africa – a comparative study (Second edition)’’,  published in Nigeria by  Friedrich-Ebert-Stiftung in 2011, in countries of the West Africa, elections have been a primary conflict generating factor.

The publication co-authored by Mr Mathias Hounkpe and Prof. Ismaila Fall, states that close to two decades after the commencement of transitions to democratic regimes and succession of electoral cycles, elections still remained questionable and prone to crisis in several new democracies in West Africa.

They states that: “tensions leading to confrontations which threaten the stability often arise during the preparation of elections, while conducting elections, and after election results have been declared.

“As a matter of fact, be it upstream where stakeholders do not agree with the rules which govern the electoral process or the modalities for the organization of elections, or downstream where candidates who lost elections view the outcome of elections as not being a true reflection of the will of the electorate and choose to contest the results of polls.’’

Bearing in mind the consequences of election triggered violence on peace and democratic development, governments and democratic institutions including political leaders and other stakeholders in West Africa considered it a priority to ensure elections in the sub-region are not only credible but also peaceful.

Some of these institutions include the Africa Union (AU), Economic Community of West Africa States (ECOWAS), West Africa Elders Forum (WAEF), and Electoral Institute for Sustainable Democracy in Africa (EISA).

These institutions and groups have always deployed election observation missions to countries where elections are holding in the sub-region to ensure that the elections conform to global standard and that the will of the people prevail.

The latest of this was the Sierra Leone general election conducted on June 24. The election was the nation’s fifth and third fully self-administered poll since the end of the civil war in the country in 2002.

Though the country has 17 registered political parties, 13 candidates including a female contested the presidential election, in the landscape majorly dominated by the Sierra Leone People’s Party (SLPP) and the All-People’s Congress (APC).

The incumbent President, Julius Maada-Bio of SLPP was declared winner of the election by the Electoral Commission of Sierra Leone (ECSL) having scored 1,566,932 ( 56.17 per cent) of the total valid vote cast, while his closest rival, Samura Kamara of APC polled 1,148,262  (41per cent) of the total votes.

The 59-year-old President Maada-Bio was subsequently sworn in for his second and final five-year term.

Though the opposition candidate rejected the election result, the country has remained largely calm in spite of the heightened tension ahead of the polls.

According to reports, the country’s electoral environment was characterised by heightened tension, incidents of violence in some parts of the country as well as high levels of misinformation, disinformation, fake news and hate speech mainly conveyed via social media platforms and radios.

Also the electoral context was reported to be characterised by mistrust of the ECSL by some political parties with regard to its neutrally.

According to preliminary report by the Africa Union Election Observation Mission (AUEOM) to Sierra Leone “Campaigns in some parts of the country were marred by politically motivated violence spurred by the general mistrust especially between the SLPP and the APC.

“Violence incidents included torching of party offices and physical attacks, resulting in injuries and a reported death in Free Town,’’ the preliminary report stated.

A report by the Communications officer of the Goodluck Jonathan Foundation (GJF), Mr Wealth Ominabo, who served at the WAEF secretariat, also highlighted the polarisation of campaign and the sensitivity surrounding political parties colours and symbols in the country.

In Sierra Leone, red is the official colour of the APC, while green is associated with the SLPP.

Ominabo noted how this restricted choice of attire by diplomats who were on election observation mission in the country to avoid signaling political preferences.

“The situation escalated to the point where students in schools were reportedly victimised and punished for wearing colours associated with political parties,’’ he said.

To many analysts, the calmness enjoyed in Sierra Leone after the election was not without the interventions by some power blocks and influential elders including the WAEF, who played mediation role in the country before, during and after the election.

WAEF is a former leaders and statesmen in West Africa, established by the Goodluck Jonathan Foundation (GFJ) with the objective of promoting preventive diplomacy as a means of reducing electoral-related tension and violence in Africa.

Since its establishment in 2020, WAEF has deployed its mission for elections to Nigeria, Gambia and recently Sierra Leone.

Beyond its engagements in Sierra Leone, WAEF is also scheduled to carry out a similar mission to Liberia, two nations that are expected to hold general elections in 2023.

Just like it did in Nigeria and Gambia, to ensure that the election in Sierra Leone was peaceful and successful, the forum in April 2023 deployed a pre-election fact finding mission led by former President Olusegun Obasanjo to the country.

The team which also includes former President Goodluck Jonathan and former Vice President of The Gambia Fatoumata Tambajang interfaced with major political leaders and other key stakeholders in the country as a means of deepening the confidence and trust of the citizens in the electoral process.

Also in June the WAEF deployed an Election Mission to Sierra Leone led by the forum Chairman, Jonathan to encourage and support a peaceful democratic transition in the country.

The team also has former Burkinabe prime minister and one-time president of the Economic Community of West African States (ECOWAS) Kadre Ouedraogo and staff from the WAEF secretariat as members.

Jonathan on his arrival in Freetown urged citizens of Sierra Leone to approach the election with utmost patriotism by prioritizing the nation’s peace and stability and refrain from acts capable of undermining the nation’s democracy.

Jonathan emphasised the importance of the election to the region urging all stakeholders to ensure a credible and peaceful outcome.

Jonathan-led team was reported to have had series of consultative engagements with different political actors and key stakeholders in Sierra Leone, including leadership of the political parties, the candidates, the ECSL, security agencies, the diplomatic community, civil society groups, and the media.

Jonathan during the engagements with stakeholders emphasised the need for candidates and their supporters to prioritise peace and the interests of the country.

Drawing from his personal experiences, Jonathan reiterated his political philosophy, reminding politicians that no ambition is worth the bloodshed of any citizen.

Immediately after the announcement of the election result, WAEF and other international observer missions in Sierra Leone called for calm in that country.

They urged citizens to desist from inflammatory rhetoric capable of jeopardizing the nation’s peace and undermining the democratic process of the country

The missions made the call on Wednesday in a joint statement by the heads: Jonathan for WAEF; Hailemariam Dasalegn Boshe for African Union; Mohamed Ibn Chambas for ECOWAS, and former Vice President of Nigeria Yemi Osinbajo for Commonwealth.

The Heads of Missions urged all Sierra Leonians within and outside the country to refrain from any inflammatory language that could lead to violence, loss of lives and destruction in the country.

As the intervention role of the election observation groups has continue to promote credible elections and peace in  West Africa, political analysts have urged WAEF, AU, ECOWAS and other stakeholders to sustain the deployment of their election observation mission to Africa countries during their election cycles.

This valuable tool they believe would continue to help in improving the quality of elections, building public confidence in the electoral processes as well promoting peace and economic stability in the sub-region.(NAN) (www.nannews.ng)

The construction firm handling the renovation of the National Assembly Complex, Visible Construction Ltd., has assured users of the complex of stoppage of leaking points soon.

Project Engineer, Mr Tajudeen Olanipekun gave the assurance on Wednesday while reacting to report made by some bloggers on rain water leakages at some points in the White House Segment of the complex.

It would be recalled that the ninth national assembly had as a result of the deterioration of the complex over the years, appropriated N30 billion to the Federal Capital Development Authority (FCDA) in the  2021 fiscal year for comprehensive renovation.

Visible Construction that won the contract, commenced work in April 2022 with provision of temporary Hallow Chambers for both the Senate and the House of Representatives.

Reacting to the report on roof leakage experienced recently at the complex, Olanipekun said his firm was on top of the situation as specialised chemicals for the affected expansion joints would soon be applied.

He said that all the roofs of the complex both at the White House and adjourning structures had been thoroughly checked for discovery of expansion joints requiring water-tight  chemicals that would prevent any form of leakages.

The chemical, he said, was already imported from United States but would be applied after the raining season.

“The report on roof leakage  to us at Visible Construction is like marking script of a student still writing his or her examination.

” Renovation work on the entire complex is still being carried out by us.

“It is when we have finished the work that report on roof leakage can be written.

” There should be no cause for alarm from any quarters as regards the project since engineers from FCDA are also with us,” he said .

He further said that containers of State of the Art furniture to be fixed at both Chambers of the senate and the house of representatives had been brought in  from the U .S.(NAN)

United Capital unveils campaign to promote financial inclusion for women

United Capital unveils campaign to promote financial inclusion for women

By Lydia Ngwakwe

United Capital Asset Management Ltd., a subsidiary of United Capital Plc, has unveiled the ‘ThisGirlInvests’ campaign to promote financial independence and security for women.

Mrs Odiri Oginni, the Managing Director of United Capital Asset Management Ltd., said this in a statement on Wednesday in Lagos.

Oginni said the campaign sought to encourage women to develop a healthy investing culture, increase their participation in Nigeria’s capital markets, and create a sustainable financial plan for retirement.

According to her, the campaign is borne out of a need to address the abnormally wide gender gap in financial inclusion in Nigeria.

Oginni said with a digital video advertisement that had quickly gone viral on social media platforms, the campaign highlighted the realities of women’s attitude toward investing.

She added that the campaign highlighted the negative consequences of delayed investing on women’s finances and general welfare during retirement.

Oginni said the interview-style video which profiles three women in their 20s, 30s, and 40s revealed that although women had grand plans for their retirement, many did not have concrete financial plans to fund them.

She said that the video ended with a call-to-action for women to make a conscious effort toward their finances by investing in the United Capital Wealth for Women Fund.

Oginni said, “we are excited to launch the #ThisGirlInvests campaign and help close the gender gap in financial inclusion in Nigeria.

“Studies have shown that women have savings culture but not an investing culture which is a problem because investing is the key to growing wealth over time.

“We believe that every woman deserves the opportunity to achieve financial independence and security especially during retirement, and with the Wealth for Women Fund, we are providing them with the resources and tools they need to do so.

“The fund offers a diversified portfolio of investments that are designed to help women grow their wealth over time.”

Oginni said that the Wealth For Women Fund would provide varying benefits including tax-exempt dividend payments, diversified portfolio, professional fund management, and a relatively low subscription fee that would start from as low as N10,000.

She said that the campaign would feature a series of educational activities and events designed to help women learn more about investing.

Oginni said the campaign was a testament to United Capital Plc’s commitment to helping women achieve financial freedom in accordance with the United Nation’s Sustainable Development Goal of achieving gender equality and empowering all women and girls.

The United Capital Wealth for Women Fund was recently repositioned as a retirement planning investment fund for women offering them competitive returns by investing high-yielding fixed income assets and selected quoted stocks from the Nigerian Exchange.

It was initially launched in 2017. (NAN)(www.nannews.ng)

Gas development is priority for Tinubu’s administration – Presidency

Gas development is priority for Tinubu’s administration – Presidency

Ms Olu Verheijen, the Special Adviser to the President on Energy, said on Wednesday that the development of gas was a priority for the President Bola Tinubu’s administration.

Verheijen said this at the opening of the “Decade of Gas” secretariat in Abuja.

“It has been a long journey with gas in this country,” she said.

The “Decade of Gas” programme is a Federal Government project designed to ensure that Nigeria propagates the supply and distribution of gas as the main source of energy both to power- and gas-based industries on commercial bases.

The News Agency of Nigeria (NAN) reports that this project is expected to be achieved between 2021 and 2030.

Verheijen said that the president placed high premium on gas and as such was committed to seeing the country utilise it to its fullest.

“We have gone from being a major exporter of Liquefied Natural Gas (LNG), to looking into our future, when gas is going to play a big role in the industrialisation of our country,” she added.

Farouk Ahmed, Chief Executive, Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), said that the country was working towards becoming more of a gas-based country for local consumption and export.

“It is a matter of empowering Nigeria on the utilisation of gas, so the sponsors group agreed that there should be a secretariat.

“In the past, this project was coordinated from Shell as a sponsor group and they thought that the ideal location should be a regulator and NMDPRA being the Midstream regulator was chosen as the host of the secretariat.

“That is why we are here to commence the process of taking over and informing the former secretariat of the Energy office in Jabi,” Ahmed said.

Coordinator of the project, Mr Ed Ebong, said that they were already working on about 15 different projects from the industry in the short term.

Ebong said that the projects would be the deciding factor of the country’s future if the right policy framework were put in place.

“A lot of work has been done; projects have been identified and we are now in the process of sitting with the operators to bring the issues to the surface; that is for the gas supply.

“We also need to provide comfort to the investors by clearing the areas of about US$ 1 billion that the gas companies owe for gas supply in the past and that is the clear priority.

“Gas will not get to where it will get to if we do not begin to build physical and virtual pipelines.

“Physical pipelines are physical lines, while virtual pipelines will enable us to have Compressed Natural Gas (CNG) operators that can move gas from where it is today to the areas where it is needed.

“The last is building capacity and these are those that will work in the gas sector,” Ebong added. (NAN)(www.nannews.ng)

Alleged Extortion: Call petroleum tanker drivers to order, IPMAN urges FG

197 total views today

By Emmanuella Anokam

The Independent Petroleum Marketers Association of Nigeria (IPMAN) has urged the Federal Government to prevail upon the Petroleum Tanker Drivers (PTD), to stop forthwith the illegal levy imposed on their members.

IPMAN National Public Relation Officer (PRO), Yakubu Suleiman, said during a news conference in Abuja on Wednesday that the call followed a meeting of the Central Working Committee (CWC) of the association.

Suleiman said it had become imperative for Nigerians especially the Federal Government and the Nigerian National Petroleum Company Limited (NNPCL) to know those allegedly sabotaging the distribution of Petroleum Motor Spirit (PMS) in the country.

“We want the government and NNPCL to be aware that Petroleum Tanker Drivers (PTD), as an association, is allegedly the number one enemy of fuel subsidy removal and deregulation,” he said.

Suleiman said that the PTD had allegedly exhibited an act of sabotage on PMS distribution by levying IPMAN members N23,000 for each truck loaded at the depot.

He described the levy as an “extortion”, while calling on President Bola Tinubu and the NNPCL to call the tanker driver to order.

The IPMAN PRO said that the levy imposed on their members by tanker drivers had further depleted the little profit left for them to keep their fuel distribution business going.

He said that a truck load of PMS initially cost them about seven million naira but that the subsidy removal pushed it to above 23 million naira to load and transport the same product to their various fuel stations.

“We have been fighting extortion by petroleum tanker drivers for about 10 years now and we have been telling them that this market is based on profit but our pleas have fallen on deaf ears.

“They have been extorting different amounts from our members; from N200,000 and we thought that with the removal of subsidy that the era of extortion will go, unfortunately, more have been added.

“Reports have reached our secretariat of another levy of N23,000 being collected by PTD from our members and we don’t know what that money is for.

“We make a profit of only N500,000 on each truck of PMS we now buy at above 23 million naira and it can take us days or weeks to sell.

“Inside that N500,000, there are other logistics that we must take care of, especially providing fuel for the truck that will carry the product, providing fuel for the engine that will carry light at the stations and so on.

“At the end of the day we are left with about N200,000; we do it out of patriotism and support to the FG and NNPCL, then from nowhere our members are paying N23,000 for what they don’t know about,” Suleiman said.

He therefore, urged PTD to steer clear of that levy as they have instructed IPMAN members to stop the payment.

The IPMAN PRO said that continuing the levy or extortion would lead them to taking a drastic action, to protect their members.

“If nothing is done, we will call our members to stop loading and we have given a time frame to watch development before we carry out our action.

“We urge them to call PTD to order to henceforth stop collecting these levies from our members. Trucks belong to us an drivers work for us, then, why are we been surcharged for providing food for the family.

“The constitution of PTD allows them to collect only N300 from their members, not outside and not from IPMAN. We support PIA.

“As IPMAN, we levy only our members; we don’t levy other organisations or associations, which is what our constitution says, but to our chagrin, tanker drivers left their territory and started further levying of IPMAN members.

“At the moment we are working on ensuring that more importers join the NNPCL to bring in PMS. And we hope that the price will soon begin to come down since the market forces determine the price.

“We assure President Bola Tinubu and NNPCL that IPMAN as an association, is in full support of deregulation and we will continue to ensure that supply and distribution of petroleum products succeed in the country. (NAN)(www.nannews.ng)

Group hails Nigerian military’s roles in global peace, stabilisation efforts

By Sumaila Ogbaje

The National Security Assessment Group (NSAG), a civil society group, has lauded the role of the Nigerian military in restoring peace and stabilisation in various parts of the world.

The National Coordinator of NSAG, Mr Ismail Aliyu, in a statement on Thursday in Abuja, said Nigerian Armed Forces had continued to exhibit unwavering commitment to global peace and that of Africa in particular.

Aliyu said the recent return of 84 Nigerian soldiers who served in the ECOWAS Stabilisation Support Mission in Guinea Bissau to Nigeria was commemdable.

He added that the commendation trailing the performance of Nigerian troops in the United Nations Interim Security Force (UNISFA) for Abyei in Sudan had also demonstrated such commitment.

According to him, the Acting Head of Mission and Force Commander UNISFA, Maj.-Gen. Benjamin Sawyerr, is a Nigerian, while the 160 strength Nigerian Contingent Force to UNISFA is commanded by Col. E. J. Nkwereuwen.

The group said that reports from various countries where Nigerian troops were engaged in peacekeeping operations revealed that the troops had continued to be disciplined, loyal and submissive to constituted authority.

“We cannot be happy enough that we now have a Chief of Defence Staff, Maj.-Gen. Christoper Musa, who played a pivotal role in making the North East peaceful during his time as Theatre Commander, Operation Hadin.

“The sacrifices made by Nigerian military in restoration of peace within and outside the country is unequalled.

“It reinforces the fact that the Nigerian military is equal to the task wherever they find themselves.

“We cannot forget the role of our troops in peacekeeping in over 40 countries dating back to over 50 years when General Aguiyi Ironsi led Nigerian Army troops out for the first time in a peace support mission to the war-ravaged Congo in the 1960s.

“Our success in peacekeeping has endeared us to the International Community as a reliable peace partner.

“We, therefore, urge Nigerians to continue to pray for our troops and support them as they continue to make us proud,” the group said.

The group said that another contingent of troops, comprising nine officers and 77 soldiers deployed to take over from those that returned from Guinea-Bissau, have departed the country. (NAN) (www.nannews.ng)

Ononokpono said the event also witnessed the induction of other eminent personalities into various categories of honour including the Mayor of London, Mr Sadiq Khan.

According to him, a fellow through distinction is the highest honour bestowed on an individual who is active in the academia.

He said that it was also a recognition of those who had made outstanding contributions in public health through leadership, research and presentation of concepts at national and international levels.

Ononokpono said Sambo had been the Head of Community Medicine and Deputy Dean, Faculty of Medicine, both roles at the Ahmadu Bello University (ABU), Zaria.

“He was also at a time the Proovost of the College of Medicine, Kaduna State University (KASU).

“He has been credited with raising the indices of health insurance in Nigeria under his watch as Chief Executive Officer of NHIA in the past four years.

“He has over 70 publications in his name,’’he said.

Ononokpono said, according to Sambo, the honour was in recognition of efforts being made by NHIA to accelerate the drive towards the attainment of Universal Health Coverage (UHC).

Sambo said: “It serves as a personal inspiration to fire on all cylinders for the improvement of Nigeria’s health insurance system.” (NAN)(www.nannews.ng)
