The Niger Delta Development Commission (NDDC) has expressed its readiness to partner with relevant development agencies and donors to improve the livelihoods of vulnerable population in the Niger Delta region.

The Managing Director, NDDC, Chief Samuel Ogbuku expressed this at a one- day Policy dialogue with development partners and donor agencies on Thursday in Abuja.

The News Agency of Nigeria (NAN) reports that the theme of the dialogue is “Deepening governance through transparency and valued-added partnership’’.

Ogbuku said that one of the objectives of the dialogue was to comprehensively map the donor interventions and compile data on projects in the Niger Delta that complement the mandate of NDDC.

“It will also establish a coordination framework by identifying gaps and ensuring alignment.

“It will help to pool grants, technical assistance and expertise together to innovatively leverage additional resources and prepare financing options for joint social investments.”

He assured investors not to be scared as the management of the commission would ensure peaceful collaboration with partners.

“So if you are coming to invest in NDDC or you are partnering with other projects you should be rest assured that these projects are going to be judiciously used for the benefit of Niger Delta people.

“So we are here today to tell you that we are ready. We are here to let you know that whatever conditions you give to us, we are open to imbibe those conditions,” he said.

Similarly, the Permanent Secretary, Ministry of Niger Delta Affairs, Dr Shuaib Belgore said that the aim of the forum was to brainstorm on the shared-mandates of the Ministry and the NDDC.

Belgore said brainstorming with development partners and the private sectors would guide the leadership of the Ministry and NDDC on how best to collaborate and promote greater synergy for enhanced results in the overall development of the region.

“This is also one of many new strategies designed by the current management of the Ministry and the NDDC, to fast-track the development of the region through extra-budgetary provisions aimed at meeting socio-economic needs of the region.

“I strongly believe that this platform would present the stakeholders a window of opportunity to collectively review our past development efforts in the region.

“With a view to charting a new robust road-map premised on probity and corporate governance structure.’’

He further said that the collaborative engagements with some partners had resulted in laudable achievements in the region.

“To cite few examples in this regard, the construction of the Ogbia-Nembe Road in Bayelsa State, built in partnership with Shell Petroleum Development Company (SPDC) and NDDC.

“The completed and the development of a Security Framework for participatory incident reporting and strengthening of rural and urban security in the region on which Foundation for Partnership Initiatives in Niger Delta (PIND) is collaborating with the Ministry among others.”

He said given the significant achievements recorded within the time-frame, the Ministry and NDDC were optimistic that a lot more good outcomes and measurable effectiveness in the region is achievable.

On his part, Dr Emmanuel Audu-Ohwavborua, Chairman, Public Private Partnership (PPP) Committee, NDDC, said that there were a lot of projects the Commission could partner with relevant development agencies to enhance development in Niger Delta region.

Audu-Ohwavborua said that the commission had built over 5000 kilometer roads and more than 42 bridges in the region.

In his goodwill message, Mr Joe Keshi, the Director-General, BRACI Commission, expressed willingness to collaborate with NDDC to improve the lives of people of the region.

According to him, it is time to change the narrative in the Niger Delta, because what the people of the region need is improved livelihood.(NAN)(www.nanews.ng)

Hajia Rakiya Lamai, an official of Nigerian Maritime Administration and Safety Agency (NIMASA), has urged Nigerian students to choose careers in maritime industry to enhance employment.

Lamai, who is the Ag Coordinator of NIMASA Abuja Office, made the call during an interview with the News Agency of Nigeria (NAN) on Thursday in Abuja.

She said that job opportunities were available for students that would choose careers in the maritime industry.

Lamai said the agency would keep guiding and inspiring students towards successful careers in various fields, as part of efforts to boost employment in the nation.

According to her, the diverse sectors within the maritime domain include shipping, port operations, maritime law, marine engineering, logistics, and maritime safety.

“To excel in maritime careers, the importance of quality education and continuous training cannot be overemphasised.

“Students need to pursue relevant degree programmes, certifications, and professional courses offered by reputable institutions and organisations within the maritime industry.

To provide practical exposure, internship programmes and job placement opportunities are available in collaboration with NIMASA and other maritime organizations,” she said.

She further encouraged students to actively seek internships and gain hands-on experience in their chosen field.

According to her, NIMASA’s commitments include ensuring safety, security, and sustainable shipping development in maritime activities.

Mrs Chika Chukwudi, Assistant Director, Public Relations Officer, NIMASA Abuja Zonal Office, also told NAN that the agency`s mission was to advance enhanced maritime capacity in line with best global practice towards Nigeria’s economic development.

She said the agency was ready to achieve the feat by promoting the development of indigenous commercial shipping in international and coastal shipping trade.

She said the agency was positioned to regulate and promote maritime safety, security, marine pollution and maritime labour.

Chukwudi said the aim of the agency was to be the leading maritime administration in Africa by advancing Nigeria maritime goals.

The Headquarters 31 Artillery Brigade Minna, on Thursday, conducted medical outreach for residents of Pogo Community in Paikoro Local Government Area of Niger State.

 

The outreach is part of activities marking the 2023 Nigerian Army Day Celebration (NADCEL).

 

The Brigade Commander, Brig.-Gen. Hamidu Bobbo, said the gesture was part of the military tradition of offering humanitarian services to civilians to foster cordial relationship and cooperation.

 

Bobo said the Nigerian army was not only engaged in military operations but also other activities such as the medical outreach to support the civil populace.

 

“We intend to say thank you to the community for the support they have been given us during our operations and we came with our professionals, our experts to conduct certain minor basic tests.

 

“We have mix of some basic drugs to tell the committee thank you, keep on supporting us, we are your army. The Nigerian army is for the public and we intend to put in our best in whatever capacity we found ourselves.

 

“It is part of what we call civil-military relationship and there is no society where the military lives on its own or the civilians on their own.

 

“So our intention here is to tell the populace that we are for them,” he said.

 

The commander added that the team comprised is of a medical consultant and doctor who would examine patients and administer free drugs.

 

He said that referral would be made to the Medical Center at the barracks as well as to general hospital for cases requiring further examination.

 

One of the beneficiaries, Mr Tukura Zakari, appreciated the Nigerian army for the gesture, saying that he had his blood pressure checked and provided with free drugs.

 

According to him, the intervention of the army has helped him to save a lot of money, which would have been spent if he had gone to hospital.

National Security Assessment Group (NSAG), a civil society group, have commended the Armed Forces of Nigeria for its continuous commitment to the welfare of military retirees and Next of Kins (NOKs) of deceased personnel.

 

The group made the commendation in a statement by its President, Mr Abiodun Idowu, on Friday in Abuja.

 

Idowu said that welfare was one of the motivating factors that would ginger troops to go all out against the enemies of the country.

 

Hs said their position was sequel to recent payment of the third tranche of the Security Debarment Allowance (SDA) to eligible military retirees/NOKs of deceased personnel by the Military Pensions Board (MPB).

 

According to him, at this critical time when troops are engaged in various military operations across the country, the constant payment of SDA is a reminder that their sacrifices for the country will not be in vain.

 

The group expressed confidence that welfare of military personnel would receive boost under the current leadership given the excellent human relationship the Chief of Defence Staff, Maj.-Gen. Christopher Musa, had always had with troops in his line of duty.

 

“We are grateful that the welfare of eligible military retirees/Next of Kins (NOKs) is now being given utmost importance.

 

“It is a big relief for the affected especially during this period of economic meltdown.

 

“Importantly, this is a morale booster for our troops engaged in various military operations across the country.

 

“As they fight to provide peace and stability in the country, they are assured that the country is behind them and their sacrifices will not be in vain.

President Bola Tinubu has signed three executive orders to ameliorate the negative impactss of tax adjustments on businesses and households across affected sectors.

 

Mr Dele Alake, Presidential Adviser on Special Duties, Communications and Strategy, made this known at a briefing on Thursday in Abuja.

 

The new orders affected the Finance Act 2023, the Customs, Excise Tariff and the Excise Tax on telecommunications as well as the Green Tax.

 

“The Finance Act (Effective Date Variation) Order, 2023, has now deferred the commencement date of the changes contained in the Act from May 23, 2023 to September 1, 2023. This is to ensure adherence to the 90 days minimum advance notice for tax changes as contained in the 2017 National Tax Policy.

 

“The Customs, Excise Tariff (Variation) Amendment Order, 2023. This has also shifted the commencement date of the tax changes from March 27, 2023 to August 1, 2023 and also in line with the National Tax Policy.

 

“The President has given an Order suspending the 5% Excise Tax on telecommunication services as well as the Excise Duties escalation on locally manufactured products.

 

“Further to his commitment to creating a business-friendly environment, the President has ordered the suspension of the newly introduced Green Tax by way of Excise Tax on Single Use Plastics, including plastic containers and bottles.

 

“In addition, the President has ordered the suspension of Import Tax Adjustment levy on certain vehicles,” he said.

 

Tinubu said that the review was part of his administration’s resolve to ease the lives of Nigerians and encourage corporate entities in spite of obvious challenges.

 

The president said that the reviewed tax were part of those signed in the twilight of the last administration.

 

“You will all recall that prior to the advent of this Administration, certain tax changes were introduced via the Customs, Excise Tariff (Variation) Amendment Order, 2023 (henceforth referred to as “the Order”) published on the 8th of May 2023 and the Finance Act, 2023, which was signed into law on the 28th of May 2023.

 

“Among others, the Order introduced new Excise Duty on Single Use Plastics (SUPs), higher Excise Duties on some locally manufactured products, including alcoholic beverages and tobacco products, and Green Tax by way of Import Tax Adjustment on certain categories of imported vehicles.

 

“The Tinubu Administration has since noticed that some of the tax policies are being implemented retroactively with their commencement dates, in some instances, pre-dating the official publication of the relevant legal instruments backing the policies. This lacuna has created some challenges of implementation.”

 

He said that the ideas behind upward adjustments of some of these taxes are quite noble because they were designed to raise revenue as well as address environmental and health issues of concern.

 

“However, they have generated some significant challenges for, and elicited serious complaints amongst key stakeholders as well as in the business community.

 

“A document known as the 2017 National Tax Policy approved by the Federal Executive Council of the last administration prescribes a minimum of 90 days notice from government to tax-payers before any tax changes can take effect.

 

“This global practice is done with a view to giving taxpayers and businesses reasonable time to adjust to the new tax regime.

 

“However, both the Finance Act 2023 and the Customs, Excise Tariff Order 2023 did not give the required minimum notice period, thus putting businesses in violation of the new tax regime even before the changes were gazetted.

 

“As a result of this, many affected businesses are already contending with the rising cost, falling margins and capacity underutilisation due o various macroeconomic headwinds as well as the impact of Naira redesign policy.”

 

He stated that the Excise Tax increases on tobacco products and alcoholic beverages from 2022 to 2024, which had already been approved, are also being implemented.

 

“But a further escalation of the approved rates by the current Administration presents an image of policy inconsistency and creates an atmosphere of uncertainty for businesses operating in Nigeria.

 

“The Excise Tax of 5% on telecommunication services has generated heated controversy. There is also a lack of clarity regarding the status of this tax, just as players in the sector also complain about the imposition of multiple taxes on their operations.

 

“We have also seen that the Green Taxes, including the Single Use Plastics tax and the Import Adjustment Levy on certain categories of vehicles require more consultation and a holistic approach to the country’s net zero plan in a manner that does not impact the economy negatively.”

 

The News Agency of Nigeria (NAN) report that in his inaugural speech, Tinubu promised to address business unfriendly fiscal policy measures and multiplicity of taxes.

 

These new orders were issued to ameliorate the negative impacts of the tax adjustments on businesses and chokehold on households across affected sectors.

 

Tinubu reiterated his commitment to reviewing complaints about multiple taxation, local and anti-business inhibitions.

 

“The Federal government sees business owners, local and foreign investors as critical engines in its focus on achieving higher GDP growth and appreciable reduction in unemployment rate through job creation.

 

“The government will, therefore, continue to give requisite stimulus by way of friendly policies to allow businesses to flourish in the country.”

A Federal High Court, Abuja, on Wednesday, ordered the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) not to take further action in respect of the oil mining lease suit filed by Mobil Producing Nigeria Unlimited pending the hearing and determination of the substantive matter.

Justice Inyang gave the directive shortly after counsel to NMDPRA, Ama Etuwewe, SAN, sought an adjournment to enable him respond to Mobile’s application.

“You also know that when parties have submitted to the jurisdiction of the court, they stay all actions until the determination of the matter.

“That is the essence of the ex-parte motion, the interlocutory application, sought in the suit,” he said.

Upon resumed hearing in the case, Etuwewe informed the court that he was only briefed about the matter the previous day after his client was served with the originating process on June 22, and the interlocutory application on June 27.

The senior lawyer said he would need 14 days to respond to the processes served on them.

Justice Ekwo then restated that since neither of the parties would be prejudiced by adjourning the matter, “you stay on your own and don’t disturb each other”.

Ituah Imhanze, who appeared for Mobil, thanked the court for giving the directive that parties should not overreach each other pending the hearing and determination of the suit.

Although Etuwewe told the court that proper parties had not been joined in the suit, the judge asked him to respond to the plaintiff’s application first.

Justice Ekwo, who gave the defendant 14 days to respond to Mobile’s motion, also gave seven days to the oil company to file their response after it must have been served.

He adjourned the matter until July 27 for hearing.

The News Agency of Nigeria (NAN) reports that Mobil, the oil giant, had, in the ex-parte motion marked: FHC/ABJ/CS/844/2023, sued NMDPRA as sole defendant.

In the motion dated June 16 and filed June 19 by its lawyer, Prof. Fabian Ajogwu, SAN, Mobil prayed for two orders.

“An order of interim injunction restraining the defendant, its agents from imposing any sanction, penalties or fines on the plaintiff/applicant or doing anything or taking any step or actions to frustrate the interest of the plaintiff/applicant in respect of its operations in Oil Mining Leases 67, 68, 70 and 104, or otherwise related to the subject matter of this suit before this honourable court, pending the hearing and determination of the motion on notice for interlocutory injunction.

Giving seven grounds why its motion should be granted, the lawyer argued that the company is the operator of the Nigerian National Petroleum Company Limited (NNPC Ltd}/ MPN Joint Venture in OMLs 67, 68, 70 and 104 and its field facilities and operating facilities are interconnected by a network of pipelines with high degree of dependency and integration.

Ajogwu argued that the Petroleum Industry Act by virtue of Section 8 (d) and 318 provided that the Nigerian Upstream Petroleum Regulatory Commission should consider and be in charge of integrated operations and should consider integrated operations as upstream operations and grant relevant approvals in that regard.

He said that Mobile made an official application to the Nigerian Upstream Petroleum Regulatory Commission for consideration as an integrated operation via a letter dated Dec. 6, 2022.

“The application was considered and approved by the Nigerian Upstream Petroleum Regulatory Commission, the only statutorily appropriate authority and the approval communicated to the plaintiff/applicant via a letter dated Feb. 2, 2023,” he said.

Ajogwu, however, said that the NMDPRA, through letters dated March 28 and May 8 challenged and sought to nullify the approval granted by commission.

He said the commission claimed oversight functions over aspects of the Mobil’s integrated operations which the Nigerian Upstream Petroleum Regulatory Commission, by its letter of Feb. 2, had already claimed oversight authority and granted approval on.

The senior lawyer alleged that NMDPRA further threatened to sanction the oil company, its chairman and managing director and any other officer for any contravention of its directives or regulations.

He further alleged that a conflict had thereby ensued from the regulatory bodies claiming oversight over integrated petroleum operations which Mobil currently operates.

Ajogwu, who accused NMDPRA of ramping up pressure on his client to comply with its directives and submit to its regulatory authority, also alleged that the defendant had further made damning allegations of economic sabotage and crude oil theft against Mobil.

He prayed the court to grant their reliefs to ensure that Mobil’s “operations are not jeopardised by heavy and unlawful sanctions, and reputational damage by the defendant.” (NAN)(www.nannews.ng)

The Second Russia–Africa Economic and Humanitarian Summit will bolster ties between Russia and Africa in security, sustainable economic and humanitarian development.

Anton Kobyakov, an Advisor to the President of the Russian Federation and Executive Secretary of the Organising Committee for the Russia–Africa events, made this known on Wednesday.

Kobyakov, in its programme schedules said the summit would create the basis for the establishment of powerful, prosperous and safe regions in new realities.

The News Agency of Nigeria (NAN) reports that the forum will take place in St. Petersburg, Russia at the Expo Forum Convention and Exhibition Centre from July 27 to July 28, 2023.

He said that the summit would strengthen Russian-African cooperation and outline the trajectory of Russia’s relations with African countries in the long-term.

“The summit programme includes more than 30 panel sessions and thematic events on the most important issues involving cooperation between Russia and African states.

“African countries will obviously play an increasingly important role in the emerging architecture of a multipolar world.

“The summit’s business programme consists of four major thematic pillars that encompass all areas of cooperation between Russia and Africa.

“They are; `The New Global Economy’; ‘Integrated Security and Sovereign Development’; ‘Cooperation in Science and Technology’ and ‘The Humanitarian and Social Sphere: Working Together for a New Quality of Life’,’’ he said.

According to him, the programme of the pillar ‘The New Global Economy,’ will focus on the kind of prospects Russian businessmen have for doing business in Africa.

He said the experts would discuss topics on expanding business cooperation between Russia and African countries, their export potential amidst the new challenges, as well as cooperation in agriculture, energy, and logistics.

Kobyakov said the main theme of the ‘Integrated Security and Sovereign Development’ pillar would dwell on international security, political stability, food security and joint efforts to combat epidemics and emergencies.

“The key question that experts plan to answer as part of this pillar is: “How can Russia’s experience in ensuring security be beneficial to African countries?”

“During the panel discussions of the ‘Cooperation in Science and Technology’ pillar, experts will discuss collaboration between Russia and Africa in advanced technologies.

“The key themes of the pillar are how industrial cooperation leads to technological sovereignty and advanced technologies for Africa’s sustainable development.

“Separate sessions will be devoted to nuclear, digital, and healthcare technologies. During the discussions, speakers will talk about how high-tech solutions could unleash Africa’s potential and have a positive socioeconomic impact on numerous areas of society,” he said.

Kobyakov explained that these topics would be addressed as part of the pillar ‘The Humanitarian and Social Sphere: Working Together for a New Quality of Life’.

The Chief of Army Staff (COAS), Maj.-Gen. Taoreed Lagbaja, says Nigerian Army under his watch will stamp out oil theft and pipeline vandalism in the country’s Niger-Delta region.

Lagbaja gave this assurance during an interactive session with media executives on Wednesday in Ibadan as part of activities marking the 2023 Nigerian Army Day Celebration (NADCEL).

“The Army will focus on the situation in the Niger-Delta region, just as it will not also lose focus on what is happening in other parts of the country in line with the mandate of the current government,” he said.

Lagbaja said this was necessary since most of the country’s oil and gas infrastructure are in the South-South region, pointing out that 90 percent of Nigeria’s revenue are from the sector.

He expressed concern that pipelines’ vandalisation and oil theft in the Niger-Delta region have affected the country’s revenue generation, stating that urgent steps must be taken to curb the situation.

“The President has said that the nation is bleeding from all these. The money is not just there to do what we used to do in the past.

“This has led to the removal of oil subsidy and the floated exchange rate, while other reforms have also been put in place.

“Riding on the ‘Renewed Hope’ agenda of the President, the Nigerian Army under my watch will stamp out oil theft and pipeline vandalism in the Niger-Delta,” Lagbaja said.

The COAS further said that he would also not lose focus on banditry in the North-West.

”I know that people desired to go back to their farms and live normally as law-abiding Nigerians.

“We will work to defeat banditry and kidnapping which are being operated freely in some communities.

”We will therefore entrench there in the North-West the stability we have achieved in the North-East region.

“We want a situation where people can wake up by 2 a.m. and be confident to engage in their legitimate business.

“In those days, truck owners/drivers transport fish from Baga to Onisha and leave Baga by 2 a.m. without any fear of insecurity.

“So, we want to return to that era where people live peacefully in Plateau and parts of Southern Kaduna and other places where we are currently experiencing security challenges,” he said.

The COAS also said it was gratifying to note that the Nigerian Army was frequently called upon to address various security challenges confronting Nigeria.

”This is because the Army has been found to be reliable and meeting Nigerians’ expectations.

“We are not complaining about the frequent calls, because we are the people’s Army.”

The Chief of Army Staff (COAS), Maj.-Gen. Taoreed Lagbaja, says the Nigerian Army is relying on modern equipment in its fight against insurgency, terrorism, banditry and other crimes.

Lagbaja said this in Ibadan during an interactive session with media executives as part of activities to mark the 2023 Nigerian Army Day Celebration (NADCEL) and 160 Anniversary of Nigerian Army.

“We no longer rely on 1970 or 1980 equipment to fight the battle of 2023.

“The Nigerian Army has procured various modern equipment and also has internally built ones.

“We have adequate equipment to ensure troops are ready to perform their task and tackle those challenges confronting Nigeria in 2023.

“We have asked Research and Development to build some of those equipment we used to import from abroad; if you go to our command in Kaduna, you will see what the mechanical engineers are doing.

“They are building vehicles; very soon we may be exporting some to neighbouring countries.

“We have design method activities such as training and further training.

“We partner with foreign agencies to further train our troops when they come out from initial training at the Defence Academy Training School and Nigerian Arny School in Zaria,” he said.

Lagbaja said that the immediate past Chief of Army Staff, Lt.-Gen. Faruk Yahaya, had done a lot on infrastructure, medicals, training, among others.

“I will not go below those achievements; I will rather improve on the standard.

“I will work very hard to improve on the present standard of the Nigerian Army on training, education of the leadership cadre and welfare of families of both the living and the deceased.”

Lagbaja said that he would improve on the wellbeing of the troops to enable them provide security.

“We shall provide enabling environment for Nigerians in line with the core mandate of the Nigerian Army. We shall also extend cooperation to the host communities.”

He said the security situation in Nigeria was gradually improving.

“The situation is not as it was in 2014 to 2017, but there are still some level of security challenges in some parts of the country.

“The Nigerian troops are battling with those security challenges. We have done a lot in checkmating those criminal elements.”

He said that massive investment in the procurement of modern equipment by former President Muhammadu Buhari ensured the improved security situation currently witnessed in the country.

Lagbaja said that the procurement of military hardwares, general purpose machines and other ammunition went a long way in stabilising the security situation in the North-East and other parts of the country.

He said that the Nigerian Army would not rest on its oars and would work hard to meet the expectations of Nigerians.

The National Hajj Commission of Nigeria (NAHCON), has set up an eight-man Committee to review the services offered to Nigerian pilgrims at the Masha’ir (Muna and Arafat) during the recently concluded 2023 hajj ritual.

Malam Mousa Ubandawaki, Deputy Director of Information, NAHCON and Publication,made the disclosure in a statement on Wednesday in Makkah.

He said the committee was expected to come up with a recommendation and position paper.

Ubandawaki said that the decision to constitute the committee was part of the resolution adopted at the end of a meeting between NAHCON, States’ Muslim Pilgrims Welfare Boards and Tour Operators in Makkah.

He said that the meeting was attended by the Executive Secretaries and Chairmen of the boards, as well as leaders of the Hajj delegations, the Armed Forces and members of Private Tour Operators.

Ubandawaki stated that the committee was inaugurated by the Commissioner in charge of Policy Personnel, Management, and Finance (PPMF), Alhaji Nura Yakasai, on behalf of the Chairman of NAHCON, Zikrullah Hassan.

He said that the committee would review the poor service rendered to Nigerian pilgrims in Muna and Arafat during the just-concluded hajj.

Ubandawaki said that the committee, which is to be headed by the Secretary of the Commission, Dr. Abdullahi Kotangora, comprises Alhaji Abdulkadir Oloyin, Assistant Director in the Office of the Chairman and Malam Ishaq Jae of the Saudi Liaison Office.

He said\; “ Other members are the Executive Secretary of Adamawa Muslim Pilgrims Welfare Board, Director, FCT Pilgrims Welfare Board as well as the Secretary of Lagos State Pilgrims Welfare Board.

“The association of tour operators will be represented by the Vice Presidents of Lagos and Kano Zones, respectively.”

According to Ubandawaki, the committee is to review the 2023 Hajj Masha’ir services provided by the Company of Muttawwifs for African Non -Arab countries.

It will also establish the services provided as contained in the contract for all the packages as well as establish services not rendered.

Similarly, Ubandawaki said that the committee would establish services poorly rendered and seek for compensation/refund as the case may be, as well as recommend mitigation strategies for future exercises.

“ Also, the committee is to aggregate all the complaints from the NAH CON, States and Tour Operators during the Masha’ir for onward submission to the Saudi Arabian Deputy Minister of Hajj and Umrah for necessary action,” he said. (NAN)
