ASUU calls on govt. to address outstanding issues

ASUU calls on govt. to address outstanding issues

The Academic Staff Union of University (ASUU), National Executive Council (NEC) on Tuesday called on the Federal and State Governments to address all outstanding issues with the union.

Prof. Emmanuel Osodeke, President, ASUU said this in Abuja while briefing newsmen on the outcome of the ASUU-NEC meeting held at Obefemi Awolowo University, Ile-Ife between May 11 to May 12.

Osodeke said that the union had rejected all the ongoing illegalities and flagrant violation of university autonomy in public universities as a result of non-reinstatement and reconstitution of governing councils.

He said that NEC observed with dismay the continued erosion of autonomy of public universities, contrary to the provisions of the Universities Miscellaneous Act (1993, 2012).

He said, “The dissolution of Governing Councils by the present administration has paved way for all manner of illegalities in the Nigerian University System.

“University administrations now place advertisements for the appointment of Vice-Chancellor without authorisation from the appropriate quarters – the Governing Councils.

“Outgoing Vice-Chancellors, working in cahoots with the Federal and State Ministries of Education, are illegally running the universities on daily basis.

“They routinely usurp the powers of governing councils to recruit and discipline staff as well as manage university finances in manners bereft of transparency and accountability.”

He said that for the past 11 months universities were being run without a governing council which had given room to all sorts of illegalities in the universities system.

Osodeke said the union undertook a dispassionate and comprehensive review of the status of its engagements with Federal and State Governments on how to reposition Nigeria’s public universities for global reckoning and competitiveness.

The president also said that the meeting took a critical look at the worsening living and working conditions in universities and the nation at large.

“The meeting received alarming reports on the failed promises of the Federal and State governments towards addressing the lingering issues that forced the union to embark on the nationwide strike of February-October 2022.

“As our union has consistently stated, salary awards are no substitutes for a negotiated agreement.

“Each negotiated Agreement between the Federal Government of Nigeria and ASUU is a comprehensive package that captures not the just salary component.

“But also a gamut of requirements for benchmarking a competitive university system designed for addressing the developmental challenges of Nigeria.

“ASUU’s demand for negotiated salary and other conditions of service is anchored on the International Labour Organisation’s (ILO) Convention No. 98 which underscores the principle of collective bargaining.

“The last FGN/ASUU Agreement was in 2009. Consequent upon the union’s advocacy spanning almost one decade, our union went into the renegotiation with the FGN as in 2017,” he said.

Osodeke said that NEC shall reconvene after two weeks from the date of the NEC meeting to review the situation and take a decisive action to address the issues.
On the issue of the indefinite strike in university of Abuja, he said they were fully in support of the action. (NAN) (www.nannews.ng)

The Katsina State Government has pledged comprehensive progress across its 10 Local Government Areas (LGAs) in implementing the World Bank-supported Sustainable Urban and Rural Water Supply, Sanitation, and Hygiene (SURWASH) programme.

The benefiting LGAs are Katsina, Batagarawa, Charanchi, Kafur, Dutsikankara, Malumfashi, Daura, Baure, Dutsin- ma, and Malumfashi.

Engr. Aminu Dayyabu, the SURWASH Programme Coordinator in the state, told the News Agency of Nigeria (NAN) at the Stakeholders Forum of the SURWASH programme in Abuja on Thursday.

He said through collaborative efforts and strategic planning, Katsina state aims to leverage the resources provided by the World Bank to implement effective WASH interventions.

“By prioritising the needs of local communities and fostering stakeholder engagement, the state is poised to make significant strides towards achieving its WASH goals”.

Dayyabu highlighted Katsina’s unique position as the only state among seven to report results for Disbursement-linked Indicator (DLI III), awaiting verification by the Independent Verification Agents.

The DLI III shows progress made in number of people provided with basic drinking water service under the programme.

Dayyabu attributed this progress to Gov. Dikko Radda’s commitment to the SURWASH initiative, providing leadership and support to implementing agencies like the State Programme Implementing Unit (SPIU).

He mentioned the comprehensive baseline survey conducted before initiating the approved work plan, targeting specific local governments for intervention with WASH facilities.

According to him, it is a landmark achievement, noting the state’s alignment with SURWASH’s project objectives, particularly focusing on implementing an LGA-wide approach.

He noted that Katsina’s approach has been recognised as a model by the Federal Programme Implementing Unit and the World Bank, advocating for its replication in other states.

Dayyabu highlighted the state government’s commitment, including providing counterpart funds and consultancy services, constituting nearly 30 per cent of the total implementation budget.

He reported tangible results, including 58,000 beneficiaries of water supply in sub-projects and improvements in health centers and schools across the state.

Dayyabu expressed the state’s determination to scale up efforts in year 3, emphasising the need for increased media engagement and awareness campaigns to enhance visibility and dissemination of progress made under the SURWASH programme.

He added that as implementation progressed, the state remains optimistic about the positive impact of the SURWASH programme on the lives of its residents, paving the way for a brighter and more sustainable future.

NAN reports that the 700 million dollar- programme, is underway in Delta, Ekiti, Gombe, Imo, Kaduna, Katsina, and Plateau.

NAN reports that SURWASH will provide six million people with basic drinking water services and 1.4 million people access to improved sanitation services.

The programme will deliver improved water sanitation and hygiene services to 2,000 schools and health care facilities and assist 500 communities to achieve open defecation free status. (NAN) www.nannews.ng

Collaboration crucial to creating robust regional tourism confederation — ECOWAS

Collaboration crucial to creating robust regional tourism confederation — ECOWAS

By Mark Longyen

The Economic Community of West African States (ECOWAS) says strategic alignment and collaboration with the private tourism sector are crucial in creating a robust regional tourism confederation across West Africa.

ECOWAS Commissioner, Economic Affairs and Agriculture, Massaudje Toure-Liste, stated this at an ECOWAS strategic meeting with officials and stakeholders in Abuja on Tuesday.

The event was aimed at aligning stakeholder strategies to foster their collaboration.

Toure-Liste, who was represented by the acting Director, Private Sector, Anthony Elumelu, said the meeting’s focus was to advance sustainable regional tourism, economic growth and preservation of natural and cultural heritage.

“This meeting draws inspiration from the ECOTOUR 19-29 Action Plan, adopted by the Authority of Heads of State and Government, envisioned to serve as our road map for promoting responsible tourism.

“To ensure effective implementation, we have established a regional monitoring and control mechanism that involves the ECOWAS and UEMOA Commissions, public institutions, private stakeholders and local communities.

“To this end, our technical meeting today centers around drafting the operational modalities for two critical tools.

”They are the ECOTOUR 19-29 monitoring and evaluation mechanism and the ETAR. These mechanisms will play a pivotal role in shaping the future of regional tourism,” she said.

The commissioner explained that the ECOTOUR 19-29 Monitoring and Evaluation Mechanism would involve developing operational guidelines and appointing dedicated members or focal points to oversee its implementation.

“Toure-Liste said, ”Let us embrace this opportunity to shape the future of tourism in our region. Together, we can create a sustainable, vibrant, and culturally rich environment that benefits all.”

Also speaking, Folorunsho Coker, the Director-General, Nigerian Tourism Development Corporation (NTDC), said domesticating the policy was crucial to its success, adding that the common goal was to grow tourism across ECOWAS.

The  NTDC boss also said that collaboration among all the stakeholders was critical at the moment, stressing that it was the season to collaborate, and not to compete.

“So, the domestication of this policy is very important to its success. We have a common goal. Our goal is to grow tourism across ECOWAS. Once that is identified as our goal, the commonality of our goal makes us pliable, to collaborate.

“It is the season to do joint marketing campaigns, not individual campaigns, from our hotels to our airlines, to our tourism assets across the ecosystem.

”It is in the spirit of collaboration that we will grow our Pan African tourism,” he said.

Coker also emphasized the importance of human capital requirements in modern day tourism, and called for training and the deployment of technology in order to achieve the desired success.

He urged African journalists to refrain from sensational reportage and instead embrace developmental journalism, adding that sensationalism was harmful to tourism.

“Development journalism allows the positive to be echoed. If we put a negative in, they (foreigners) will amplify it for us.

”So, let us restrain from what is sensational and simply focus on what builds our tourism here,” Coker added.

ECOWAS Programme Officer, Tourism, Madame Stella Drabo, said the major challenge facing the policy was the need for a single regional body for the private sector, which would work “hand-in-hand and one-on-one with the ECOWAS Commission.”(NAN)

Nonagenarian tasks youths on apprenticeship as NAN staff buries father

A nonagenarian, Chief Gabriel Onwugbenu, has advised the youths to enroll in Igbo apprenticeship scheme (Igba Boi), a programme of the Anambra Government and shun the get-rich-quick syndrome.

Onwugbenu, 91, gave the advice in Nnewi, the industrial hub of Anambra during the burial of Chief Michael Anosike, father to Mrs Patricia Amogu, a staff  member of the News Agency of Nigeria (NAN).

According to him, Igbo apprenticeship scheme is a sure means of self-reliance.

The nonagenarian, who mentored the late Anosike, a renown auto spare parts mogul, said there was a need to invent the values of patience, industry, hardwork and mentoring in the quest for wealth.

He said the deceased was diligent during apprenticeship and later became a creator of wealth and employer of labour.

“The advantage of learning a trade is that on graduation, you become an employer of labour aside from being self reliant and making the money therein,” he stated.

On his part,  Chief Louis Onwugbenu, chairman/CEO, Louis Carter Group, said the news of the demise of Anosike was a rude shock to him and members of his foundation.

Onwugbenu said the late Anosike had supported his foundation since  it was founded 10 years ago.

“His donation and support are gestures of his personality and character, we will miss him,” he said.

No fewer than 25 Catholic priests from across Nigeria led by Very Revd. Fr Augustine Nwosu, joined to celebrate the burial mass at Our Lady of Assumption Cathedral, Nnewi.

In his homily, Rev. Fr Prof. Ignatius Obinwa, encouraged humanity to continue to live in harmony and do good to one another as there was hope of eternal bliss in heaven hereafter.

Obinwa, who read from the books of  Isaiah 25: 6-9; Rev. 14:3 and John 14: 1-6 said though God was not seen or touched, he existed and all his promises were true.

He said only good deeds while alive were the ladder that could take anyone to heaven as nobody took anything with him or her from the earth at death.

“We pray that the good Lord will bless his good works, forgive him his sins and bring him to eternal life in paradise,” he said.

In a remark, the daughter of the deceased, Mrs Patricia Amogu, a Principal Correspondent of NAN, appreciated the priests, knights and ladies of St John’s International as well as friends who joined the family at their time of grief.

She said the death of their patriarch was a huge loss to the family but thanked God for the impactful life he led while expressing faith that his soul would find favour with the Lord.

“My father was a humanitarian, he lived selflessly, he was a dedicated Catholic and he touched humanity, we will miss him.

“Knowing a man like my father did not just make me see life from a broader, and clear perspective; it changed everything about me,” she said.

Pa Anosike, an auto spare parts mogul, was born 81 years ago to the family of Mr and Mrs Julius Anosike from Umuogeli-Okpunoezi, Abubor in Nnewichi, Nnewi.

He started his early education at St Peter Claver Catholic School, Nnewichi and graduated from the Kentist School of Business Management and Administration, London.

He was survived by his wife, four sons and five daughters.(NAN)

The Chartered Institute of Taxation of Nigeria (CITN), on Tuesday, tasked government at all levels to build an efficient and effective sustainable tax culture for sustainable economic development.

Mr Samuel Agbeluyi, President of the CITN, said this in Abuja, at the 26th Annual Conference, with a theme: “Sustainable Tax Culture and Economic Roadmap for Nation Building”.

Agbeluyi said that government at all levels have a great role to play, adding that taxation demands utmost level of professionalism due to its critical importance to economic sustainability.

“In building a sustainable tax culture, government have a vital role to play. In furthering efforts at sustaining a tax paying culture, it is important to emphasise judicious use of tax revenue.

“This is to engender trust between government and taxpayer, thereby entrenching a tax paying culture and by extension, contributing to nation building.

“Taxation is not merely about revenue collection, it is about building a sustainable future for our country.

“It is about creating a culture where every citizen understands the importance of contributing fair share toward national development.

“It is more importantly about prudently using tax policies as a roadmap to drive economic growth, social inclusiveness and prosperity for all,” he said.

Agbeluyi emphasised the need to invest in technology, adding that the efforts would help people to effectively track revenues in the digital space, including cryptocurrency to maximise government revenue flow.

He said that CITN converged tax experts to critically examine challenges in Nigeria’s fiscal and tax environment with a view to providing solutions for the consideration of policy makers in that regard.

He said that it was necessary to provide support to the revenue authorities by way of financial and administrative autonomy to empower them to effectively administer taxes.

According to him, as a commitment to fully enforce the implementation of Act No. 76 of 1992, redesignated as Cap. C10, Law of Nigeria, 2004, confers on CITN the powers to regulate the taxation profession in all its ramifications in the country.

He, however, urged government at all levels to create career path for tax functions within Ministries, Departments and Agencies (MDAs), to promote professionalism and efficiency.

Dr Yemi Sanni, the Chairman of the conference, said for Nigeria to achieve meaningful physical development, it is imperative to establish a tax culture that would withstand economic challenges.

Sanni said that government was prioritising the improvement of tax revenue for physical performance as the leading professional body in taxation in Nigeria.

According to him, the emphasis on “sustainable” is deliberate, adding that it requires a concerted effort from all stakeholders including the government tax professionals and tax payers themselves.

“It is our responsibility to support these efforts by convening gatherings like this conference.

“We provide a platform for deliberation and collaboration with the aim of developing actionable recommendations that will help the government achieve its desired objectives.

“As we delve into the intricacies of taxation and economic development, I encourage you all to take sometime to relax, network and enjoy the camaraderie of fellow professionals.

“This conference offers opportunities for learning and building lasting connections and friendships. I want to assure you that we have assembled a line up of distinguished facilitators who are experts in their respective fields.

“I urge you to actively engaged in discussions, share your insights and take advantage of the weight of knowledge that will be shared during this conference,” he said.

Sen. Ibikunle Amosun, Special Guest of the occasion, encouraged government of all levels to be more committed in ensuring that people were more equipped with knowledgeable skills needed to build on effective tax system.

Amosun was also former Governor of Ogun State.

Alhaji Ahmed Aliyu, Governor of Sokoto, in his remark, said that the state generates about N3.4 billion internal revenue quarterly.

Aliyu said that the state was committed to collaborating with CITN and other relevant stakeholders to achieve a tax driven economy.

He appreciated members of the CITN and other stakeholders for working assiduously towards  ensuring that the conference was a huge success. (NAN) (www.nannews.ng)
