Floods: FG to fast-track construction of Dasin Hausa Dam— ICRC

The Infrastructure Concession Regulatory Commission (ICRC), says plans are ongoing to fast-track construction of the Dasin Hausa Dam through Public-Private Partnership (PPP).

A statement issued by Ifeanyi Nwoko, the Acting Head, Media and Publicity, ICRC, on Thursday in Abuja, said this was the focus of a meeting between the Commission, Ministry of Water Resources and Mainstream Energy Solutions Limited.

The ICRC Director-General (D-G), Dr Johnson Ewalefoh, said the long-overdue project would serve as a buffer against the devastating floods caused by excess water released from the Lagdo Dam in Cameroon.

He said the Dasin Hausa Dam located in Adamawa, was originally planned in the 1980s to complement Cameroon’s Lagdo Dam.

He noted that the project had remained stalled for over 40 years.

According to him,, under the administration of President Bola Tinubu, efforts are now ongoing to fast-track its construction through a PPP.

“ The objective of the meeting is to assess progress since the Memorandum of Understanding(MoU) signing,” he said.

Ewalefoh said the meeting was also to review commitments by both parties, address regulatory concerns, and receive updates on the project’s implementation timeline and challenges.

“This meeting is a major step towards ensuring the dam’s swift and successful execution.”

He expressed confidence that all processes leading to the dam’s construction would be expedited with.

The D-G said when completed, the Multi-Purpose Dam would mitigate the flooding caused by the Lagdo Dam in Cameroon.

“The completion of Dasin Hausa Dam is not just about stopping floods, it is about securing our future.

“Every year, we watch helplessly as floodwaters from Cameroon’s Lagdo Dam destroy homes, farmlands, and livelihoods.

“ With this dam, we can finally control the floods, protect communities, and save billions of Naira in damages.”

Ewelafoh said the project would also generate more than 300 megawatts of electricity, boost industries, and create thousands of jobs.

He said the dam would also provide a source for irrigation farming for Adamawa, Taraba, and Benue states, covering over 150,000 hectares of farmlands.

“Imagine the transformation of year-round irrigation for farmers, abundant food production, stable water supply, and improved inland waterways.

“This dam is the key to unlocking economic prosperity for Taraba and the entire country.

“ We have delayed long enough, and the cost of inaction has been devastating. It’s time to build the Dasin Hausa Dam and change Nigeria’s story forever,” he said.

The D-G said currently, a pre-feasibility study had been completed, and stakeholders had requested an extended study to address areas that were not initially covered.

Mr Zacheus Akinjogbin, Head PPP Unit, Ministry of Water Resources assured stakeholders that the ministry was taking concrete steps to see the project through to completion.

Mr Lamu Audu, an Engineer and Managing Director, Mainstream Energy Solutions, reaffirmed the company’s commitment to partnering with the Federal Government and mobilising private-sector funds and expertise to complete the project.

Audu said several international financiers, donour agencies, and the World Bank had already expressed strong interest in supporting the dam’s completion.

Stakeholders at the meeting agreed to set clear timelines for resolving outstanding issues, ensuring that the project moved forward swiftly at the Ministry of Water Resources. (NAN)(www.nannews.ng)

Embrace PPP to bridge infrastructure gap, ICRC D-G urges states

The Infrastructure Concession Regulatory Commission (ICRC) has urged State Governors to join President Bola Tinubu’s drive to bridge the infrastructure gap across the country through Public Private Partnerships (PPPs).

Dr Jobson Ewalefoh, the Director-General (D-G) of ICRC, gave the charge in a statement issued in Abuja on Friday after a meeting with the Ondo State Governor, Lucky Aiyedatiwa.

Ewalefoh said Aiyedatiwa was on a private visit to the ICRC to discuss key PPP projects being undertaken by the state.

He said that the current administration was committed to collaborations that would bring about improved infrastructure for Nigerians.

Ewalefoh said that the visit of the governor was strategic and a testament to his vision of attracting private financing to Ondo State.

The D-G further said that the meeting was part of the efforts at the ICRC to forge collaborations between the national and sub-nationals in terms of delivering infrastructure for Nigerians.

Ewalefoh enjoined other state governors to emulate Aiyedatiwa by collaborating with the commission to advance their PPP endeavours, adding that the ICRC was ready to provide support and guidance.

On his part, Aiyedatiwa commended the commission for the good work that it was doing in regulating and advancing PPPs across Nigeria.

He stated that Ondo state was looking at delivering the Deep-Sea Port project through the regulatory guidance of the ICRC.

The governor assured that he was willing to follow the guidance and processes of the commission in ensuring the success of the project as it held tremendous prospects for the state and the country.

Aiyedatiwa praised the leadership of the D-G and the tremendous achievement he had made within his short time in office, describing it as transformational and inspirational. (NAN)(www.nannews.ng)

ICRC to develop PPP investment catalogue for MDAs

The Infrastructure Concession Regulatory Commission (ICRC) says it is developing a Public Private Partnership (PPP) investment catalogue for Ministries Departments and Agencies (MDAs).

A statement issued by Mr Ifeanyi Nwoko, Acting Head, Media and Publicity, ICRC, said the catalogue would help advise the MDAs on opportunities in the various sectors.

The statement said Dr Jobson Ewalefoh, Director-General of ICRC, disclosed this during a courtesy and monitoring visit to Dr Dayo Mobereola, Director-General, Nigerian Maritime Administration and Safety Agency (NIMASA) in Lagos.

Ewalefoh said that the commission would no longer wait for the MDAs or private investors to come up with PPP proposals.

He noted that there were so many opportunities for investment in infrastructure development using PPP that were yet to be tapped across various sectors.

Ewalefoh, said that the commission was already identifying such opportunities, which it would catalogue and issue as PPP investment advice to all relevant MDAs.

“We are coming up with a catalogue of potential PPP projects that we are going to be presenting to agencies as PPP advice.

“It would say: look, this opportunity exists here, why don’t you tap in, it has been done in this and that country.

“Part of our mandate is to build the PPP market, it is not just to regulate and give certification but to ensure that MDAs know the opportunities.

“There are many areas that you can tap into”.

He noted that NIMASA had a huge untapped potential, adding that it was necessary to collaborate on those potential projects.

“This is part of the charge to me by Mr President that I should harness private sector funds to build infrastructure.

“The only way we can achieve that is to go out and identify areas where private sector funding will be needed to build infrastructure for Nigerians to enjoy the promise of renewed hope.

“We have identified some of these areas in NIMASA and the entire maritime space and that is why we are here today,” he said.

The ICRC D-G noted that the safety agency was already embarking on key PPP arrangements to build, operate and/or maintain some of its infrastructure

He, however, urged the NIMASA D-G to work towards expanding the scope of the agency’s PPP engagements.

Ewalefoh also informed the NIMASA team that the commission also visited to ascertain the level of performance of the PPP projects under the agency.

He also informed them that the visit was also to evaluate NIMASA’s level of compliance with the PPP contract as well as those of the concessionaires.

In his remarks, the D-G of NIMASA commended the D-G of ICRC for his new policy direction aimed at accelerating the process of PPP procurements.

Mobereola expressed concern about the length of time it took to complete the certification and approval of PPPs, noting that streamlining the ICRC processes was a welcome development.

 

He assured the ICRC D-G of the cooperation of NIMASA to boost PPP infrastructure development in the maritime safety sector.

The duo of ICRC and NIMASA D-Gs also discussed certain areas that hampered the ongoing PPP engagements, for which Ewalefoh promised to intervene and liaise with the relevant government stakeholders.

The ICRC team, accompanied by the NIMASA team thereafter conducted a joint monitoring visit to the concessionaires of the Offshore Waste Reception Facilities which are the African Circle and OXP Marine.

The ICRC team sought to know the level of compliance with the terms of the PPP contract agreement and possible challenges.

The team consequently resolved to hold a stakeholder engagement to address the identified challenges(NAN)(www.nannews.ng)
