NSA commends Gov. Sani on rescue of kidnapped victims

The National Security Adviser (NSA), Malam Nuhu Ribadu, has commended Gov. Uba Sani of Kaduna State for his leadership in ensuring the safe rescue of kidnapped victims in the state.

Ribadu made the commendation during the handing over of another set of rescued victims to the Governor on Monday night in Abuja.

The victims were rescued by security agencies on Monday, with no ransom paid to secure their freedom.

Ribadu lauded Gov. Sani for his leadership, encouragement, and support for the entire security sector in Nigeria.

“We are happy to report that the rescued victims are healthy and have been reunited with their families.

“Not a single kobo was paid as ransom. I want to thank the governor for his leadership and support for all law enforcement and security agencies,” Ribadu said.

Ribadu assured Nigerians that the government would continue to work towards freeing all victims still in captivity.

He also thanked the armed forces, security police, and intelligence agencies for their efforts.

In his response, Gov. Sani attributed the success of the Kaduna Model to the trust and sincerity of the people working within the security agencies.

He noted that the bandits had realized that the government was genuine in its approach, leading to their willingness to cooperate.

The governor also pledged to continue partnering with relevant security agents under the office of the NSA.

He thanked Ribadu for his quiet and non-politicised approach to addressing the issue.(NAN)

ROSOWA inaugurates nationwide campaign for zero road traffic crashes

The Road Safety Officers Wives Association (ROSOWA) is set to inaugurate a nationwide campaign aimed at achieving zero Road Traffic Crashes (RTCs) during the Ember Months.

 

Dr Nafisat Shehu-Mohammed, the National President of ROSOWA, stated this at a visit to the National Trauma Centre and Emergency Unit at the National Hospital, on Saturday in Abuja.

 

The News Agency of Nigeria (NAN) reports that the initiative is part of the activities marking this year’s World Remembrance Day for Road Traffic Crash Victims, themed “That Day; Remember, Support, and Act.”

 

Shehu-Mohammed, said the association would collaborate with the Federal Road Safety Corps (FRSC) to entrench a road safety culture among drivers and passengers.

 

She emphasised the need for sympathy and support for victims and their families, while encouraging them to stay firm.

 

According to her, it is a day to commiserate and show support to those affected, especially considering the life-changing circumstances they experienced due to road crashes on our roads.

 

“We are here to advocate for zero tolerance to road crashes while traveling and commuting on our roads, ensuring we all travel and return safely to our loved ones,” she said.

 

The ROSOWA president cautioned the general public against using their phones to capture accident victims and road traffic crash scenes.

 

“My message to the entire populace, commuters, drivers, and passengers is that we should always learn to drive safely. Don’t drink and drive.

 

“Follow traffic rules to curb the menace, as many lives have been lost due to reckless behaviour on highways.

 

“Our priority should be providing immediate support and assistance to victims. Let’s put aside our phones and offer help and a swift response.

 

“Once we’ve ensured their well-being, we can focus on advocating for zero tolerance towards road traffic crashes,” she said.

 

The ROSOWA President called on relevant stakeholders in the transport sector to provide maximum support for effective traffic management in the country, emphasising the need for a collaborative effort to address the challenges of road safety and traffic congestion.

 

Dr Yusuf Suberu, representative of the United Nations Decade of Action on Injury Prevention, stated that ROSOWA’s visit would bring much-needed relief to road accident victims receiving treatment at the National Hospital, Abuja.

 

According to Suberu, the UN’s aim and objectives were being fulfilled through ROSOWA’s visit, as the theme “That Day” emphasises “Support, Remember and Act.”

 

He commended ROSOWA for not only remembering the victims but also providing them with support, which would resonate hope for those injured and waiting for recovery.

 

Suberu noted that seeing people show sympathy, encouragement, and support would give the victims a sense of hope for the future.

 

He assured that the UN would continue to advocate for zero tolerance to road traffic crashes in all 36 states and the Federal Capital Territory, Abuja.

 

Also, Mr Muhammad Adamu, Assistant Director at the National Hospital, appreciated ROSOWA’s visit, stating that it was an honour and an inspiration.

 

He acknowledged ROSOWA’s efforts in supporting victims and providing preventive measures to avoid road traffic crashes.

FG promises justice for victims of terrorism

The Federal Government has reiterated its commitment to ensure that victims of terrorism get justice.

The Attorney General of the Federation and Minister of Justice, Chief Lateef Fagbemi, gave the assurance at the launch of the Model Legal Provisions (MLP) for Victims of Terrorism, at the National Counter Terrorism Centre (NCTC), on Wednesday in Abuja.

The minister was represented by the Director of Public Prosecutions of the Federation, Mr Abubakar Babadoko.

He said the event marked a significant step forward in the collective efforts to address the needs and rights of victims and survivors of terrorism.

According to him, Nigeria has been at the forefront of the global fight against terrorism.

“We have witnessed first-hand the devastating impact of terrorist attacks, which not only claim lives but also leave lasting scars on individuals, families, and communities.

“As Government, we recognise the importance of addressing the needs of victims, as the scourge of terrorism has cast a long shadow over the nation, leaving behind a trail of suffering, loss, and trauma.

“It is therefore imperative that we not only combat terrorism but also provide comprehensive support to its victims.

“As the Attorney General of the Federation and Minister of Justice, I am committed to ensuring that the rights of victims are upheld and that justice is served,’’ he said.

Fagbemi said the government had taken significant strides in recent years to enhance its counterterrorism efforts like the Terrorism Prevention and Prohibition Act 2022, with its provisions for the Victim Support Trust Fund.

According to him, Section 91 of the Act establishes the Victim Support Trust Fund, which aims to provide financial assistance and other forms of support to victims of terrorism.

He added that Section 92 of the Act made provision for establishing the Trust Fund Committee for the purpose of administering the fund.

He gave assurance of his office’s commitment, as the custodian of the law, to ensuring the effective implementation of those provisions and the Model Legal Provisions.

“Today, we gather to launch a technical assistance project aimed at implementing Model Legal Provisions for Victims of Terrorism.

“We are confident that this technical assistance project will play a pivotal role in building the capacity of our legal and judicial institutions to effectively apply these provisions.

“By adopting and implementing these provisions, we will ensure that victims receive the necessary support, compensation, and rehabilitation they need to rebuild their lives,’’ he added.

The National Coordinator of NCTC, Maj.-Gen. Adamu Laka, said that Nigeria had borne witness to the extreme consequences of terrorism since 2009, with women, children, and youth disproportionately affected over the years.

Laka said that children had been abducted and forcibly trained to fight, young girls used in suicide missions and exploited as sex slaves, and survivors left with deep scars of trauma and stigmatisation.

According to him, these tragic events have shattered families and left entire communities grappling with fear, loss, and a deep sense of insecurity.

“Beyond the immediate victims, the ripple effects are felt in the displacement of populations, the disruption of education, and the breakdown of social cohesion.

“Against this backdrop, today’s launch of the MLP Project to support the needs and protect the rights of victims and survivors of terrorism marks a significant step forward,’’ he said.

Laka said the project was aimed at building Nigeria’s capacity to prevent, detect, investigate, and prosecute terrorist offences, while ensuring robust support for victims. (NAN) (www.nannews.ng)

NSA hands over 58 rescued victims to Kaduna govt

The National Security Adviser (NSA), Mallam Nuhu Ribadu, on Saturday, handed over 58 people rescued by the security agencies in joint operations to the Kaduna State Government.

Ribadu handed over the victims to the Chief of Defence Staff (CDS), Gen. Christopher Musa, who will hand them over to the government.

Gen. Musa who presented the victims to the representative of the state government and Chief of Staff to the Governor, Sani Kila, said that no money was paid for their rescue.

” The rescue is as a result of combined efforts of the military and other security services.

“The operation was both kinetic and non-kinetic which requires efforts by all and not just the military kinetic efforts,” he said.

The CDS said that all Nigerians must take ownership of the operation for the security agencies to succeed.

“What we are seeing out of this, is the success of the collaboration right from the top. From the presidency, to the Office of the National Security Adviser, Ministry of Defence to all agencies working together, including the Kaduna State Government.

“The governor has been very supportive and very helpful and it is this collaborative effort that has made it possible for us to be able to rescue these individuals.

“It is a joint effort and we were able to do that through non-kinetic means of getting across. No penny was paid for these individuals,” .

“Now, I want Nigerians to understand that if we do not work together, it will be extremely difficult for us to succeed.

“The success depends on all of us working together because it is a whole-of-society approach,” said.

Musa said that certain individuals had been trying to make it impossible for the government to succeed by sabotaging the efforts of the government.

He added that the security agencies were working round the lock tirelessly to make sure Nigerians feel safe and protected.

“Today is Saturday, many people would have wanted to be home, relaxing, but we are working. Saturday, Sunday, day and night and all Nigerians have keyed up, and everybody is contributing to the success we are seeing.

“I want to also inform Nigerians that we will continue to work hard together and will not leave any stone unturned until every Nigerian that is in captivity is freed and Nigerians are free to move about within the country, both day and night, as it used to be before.

“We assure Nigerians that we are getting all the support to ensure that we work, and we assure Mr. President that we will do everything possible, and including Nigerians, until we succeed, we’ll continue to push,” he added.

The defence chief clarified that contrary to the believes of many, not all persons involved in banditry were willing tools, adding that some were conscripted.

He said the military will continue to go after the perpetrators, adding :”they will not be let free for the innocent blood they have shed”.

The National Coordinator National Counter Terrorism Centre (NCTC), Maj.-Gen. Adamu Laka, said the victims were kidnapped from their homes and farm lands in Gayam, Sabon layi and Kwaga villages of Dan Musa Local Government Area of Katsina State.

Laka said that troops of I Division, on Nov. 14, at about 1500hrs successfully led a joint operations leading to their rescue.

He said the victims comprised 35 males and 23 females.

According to the him, preliminary investigation revealed that the victims were kidnapped by suspected armed bandits under the command of a notorious bandit called JANBROS.

“During the kidnap, the victims were made to trek for hundreds of Kilometers through the thick forest of Birnin Gwari.

“Upon their rescue, the government provided them with all the necessary assistance required to stabilise them for subsequent handing over to ONSA for rehabilitation and immediate medical checkups, where they have been examined and six were admitted.

“The six admitted victims have recovered and joined us for subsequent handing over to their respective families,” he said.

The Chief of Staff to Kaduna Governor, Sani Limankila thanked the security agencies and called on all Nigerians to team up with security agencies to end kidnapping. (NAN) (www.nannews.ng)

Kano govt donates N100m to Jigawa tanker explosion victims

Gov. Abba Kabir-Yusuf of Kano State has donated N100 million to the survivors and deceased families of petrol tanker explosion that occurred at Majiya town of Taura Local Government Area of Jigawa.

Kabir-Yusuf announced this during a sympathy visit to Gov. Umar Namadi of Jigawa, on Thursday in Dutse.

The News Agency of Nigeria (NAN) reports that over 150 persons lost their lives and over 50 others injured when a petrol tanker exploded in Majia on Tuesday night.

The governor, who expressed deep sorrow over the unfortunate incident, described it as “greatest tragedy that has befallen not only Jigawa, but Nigeria in general.

“On behalf of the government and good people of Kano state, I’m here to commiserate with you over this unfortunate and tragic fire incident that cost the lives and properties of innocent citizens of your state in Majiya town of Taura local government.

“It is unfortunate that the Jigawa government and indeed Nigeria lost over 100 lives of innocent citizens.

“The poeple of Kano and Jigawa are brothers and sisters, therefore, on behalf of the government and good people the state, I wish to announce a token donation of N100 million so that the government can take care of victims at hospital, as well as the families of those that departed,” he said.

He prayed Almighty Allah to grant those who lost their lives Jannatul Firdaus and quick recovery to those who survived the incident.

Responding, Namadi, expressed profound gratitude to Yusuf and the people of Kano state for the kind donation.

“We tank you for the visit. On behalf of the government and the people of Jigawa, I want thank you and the people of Kano state for this show of solidarity and brotherhood,” Namadi said.

NDIC and the task of protecting Nigerians’ banking interests

It was Eric Hoffer, an American moral and social philosopher who observed that disappointment is a sort of bankruptcy, the bankruptcy of a soul that expends too much in hope and expectation.

The Hoffer quote captures the disposition of many bank customers who at one time were victims of failed banks in Nigeria.

Analysts say the experience of failed financial institutions could be a devastating blow to depositors as trust is shattered resulting in ruins in financial dreams hitherto secured future.

They opine that the ugly experience undoubtedly has been the lot of most bank depositors over the years in failed banks such as Savannah Bank and most recently Heritage Bank.

But amidst these uncertainties and heart-wrenching experiences of victims of failed banks, experts say the Nigeria Deposit Insurance Corporation (NDIC) has stood as a beacon of hope for customers of failed banks.

NDIC was established to protect depositors, and contribute to the stability of the financial system.

It aims to achieve this through effective supervision of insured institutions, provision of financial/technical assistance to eligible insured institutions, prompt payment of guaranteed sums and orderly resolution of failed insured institutions.

The Corporation has consistently bridged the gap and played critical roles in maintaining financial system stability, exploring its strategies, successes, and the impact on the lives of bank depositors.

The Central Bank of Nigeria (CBN) is responsible for issuing and revoking licenses of banks and once a bank’s license is revoked, the NDIC steps in as the liquidator to carry out failed bank closure.

Reports from NDIC says the Corporation as at date, has closed a total of 651 banks involving 50 Deposit Money Banks (DMBs), 55 Primary Mortgage Banks (PMBs), and 546 Microfinance Banks (MFBs).

To this end, the Managing Director of NDIC, Mr Bello Hassan, said the Corporation had paid 86 per cent of total insured deposits for customers of the defunct Heritage Bank.

According to him, timely reimbursement to depositors is key to maintaining financial stability.

He said the Corporation reviewed the Maximum Deposit Insurance Coverage for Deposit Money Banks from N500,000 to N5 million, Microfinance Banks from N200,000 to N2 million, Primary Mortgage Banks from N500,000 to N2 million, and Mobile Money Operators from N500,000 to N5 million.

Hassan said the update aims to bolster depositor safety, public trust, the inclusivity of financial services, and the overall stability of the financial sector.

“In this regard, the Corporation has reassessed its depositor payment methodology with a view to adopting a different approach that will ensure prompt payments to depositors.

”This was tested in the recent payment to depositors of Heritage bank in-liquidation.

”It is instructive to mention that, the Corporation using the Bank Verification Number (BVN) of depositors obtained from Nigeria Inter Bank Settlement System (NIBSS) was able to access alternate accounts of customers and commenced payment to depositors within a record time of four (4) days,” he said.

Bello said the Corporation had strengthened its collaboration with the judiciary to expedite the prosecution of failed financial institutions.

He said the collaboration had resulted in the resolution of long standing cases and the declaration of 100 per cent liquidation dividends to uninsured deposits of over 20 closed banks.

The director-general said that alternative dispute resolution mechanisms had also been employed to enhance the Corporation’s liquidation activities and improve debt recovery.

On challenges of banks’ liquidation, he said the Corporation had experienced difficulties in loan recoveries.

Hassan, however, assured that the Corporation would immediately commence the process to avoid delays.

On litigation, he said the Corporation was ready for any litigation that would emanate from the handover of the bank.

Hassan said the Corporation would rely on support from the judiciary for expedited hearings on any debt recovery case brought by the Corporation,” the managing-director said

Mrs Pamela Roberts, the closing Manager of the defunct Heritage Bank, said the Corporation had adopted some innovative approaches that enabled it to promptly pay depositors of the Heritage Bank in-liquidation.

She said that the Corporation initiated deposit tracer, Single Customer View (SCV) and described a failing bank as one that had difficulty in meeting obligations of its depositors and other creditors as well as one that persistently suffer liquidity deficiency.

Roberts said that some bank closure activities include pasting notices of revocation order in strategic locations around the bank and undertaking tagging of the bank’s assets and chattels, among others.

She listed some challenges of the Corporation in bank closing to include unfriendly bank staff, aggrieved/hostile depositors and creditors, volume of work and inadequate resources.

Others are insecurity, hostile environment through threats by bank owners and unseen/self-closed banks.

She said that the Corporation initiated deposit tracer, Single Customer View (SCV), claims settlement through the Nigeria Inter Bank Settlement System (NIBSS) to ensure prompt payment of insured deposits to depositors.

”The banking licence of Heritage Bank Limited was revoked on June 3, 2024.

”The liquidation of Heritage Bank was unique in that Claims Verification and Deposit Pay off was carried out simultaneously with the bank closing activities.

”The Corporation leveraged on the centralised Information Technology (IT) configuration of the bank to spool most data,” she said.

Mrs Adeniran Ajagunna, a customer of the defunct bank, said her money at Heritage Bank was paid in full without any form of verification or hassles.

”My money was paid in full. I was surprised to have gotten my money without stories.

”This is the first time I am believing in Nigeria,” she said.

Mr Ezekiel Akoh, another customer of the defunct Heritage Bank, said he received his five million naira insured deposit in his BVN alternate account.

Akoh said he was scared of spending the money until he studied his credit alert which stated that the money came from NDIC.

”Even my family members were surprised at this,” he said.

Ms Amina Abubakar, a customer of the Abeokuta branch of the defunct Heritage Bank, said her insured deposit was paid by the NDIC after two months of the bank closure.

Abubakar said she received her insured deposit through her Wema bank account.

”NDIC, I love your services,” she said.

She commended NDIC for the payment without any form of application or verification.

Mr Benjamin Ajua, a civil society activist, said that NDIC has been a beacon of hope for bank depositors in the country.

He said that by providing a financial safety net, NDIC ensures that depositors’ hard-earned savings are protected, thereby maintaining public trust and confidence in the banking system.

”This protection not only safeguards depositors’ funds but also promotes financial stability and prevents systemic crisis.

”By implementing these measures, NDIC has successfully protected depositors’ interests and maintained financial stability in the country.

”As the banking sector continues to evolve, NDIC’s role remains crucial in ensuring that depositors’ trust is not misplaced.

”With NDIC’s protection, Nigerians can confidently save and invest in banks, knowing that their deposits are secure,” he said.

NDIC’s unwavering commitment to protecting bank depositors’ interests has been a resounding success but analysts say there is more to be done in an evolving world.

As a testament to the Corporation’s effectiveness, NDIC has become a model for deposit insurance corporations across Africa.

But the agency has come under criticism from some quarters. As in every aspect of endeavour, observers say there is still room for improvement, including increasing the percentage of depositors that are fully paid their deposits after the bank’s collapse.

They say the Corporation should also cut down on the time it takes to pay customers of failed banks. Doing this would reduce the mental trauma associated with bank failures.

In spite of the challenges, financial experts say as NDIC continues to grow, its presence will remain vital, providing a safety net for depositors and fostering a stable banking system. (NANFeatures)

Flood: Chinese coy donates food supplies to Borno

The China Machinery Engineering Corporation (CMEC), has donated more than 11 tons of food supplies to the Borno  Government for distribution to those affected by the recent flood in the state.

The supplies to aid the flood victims were presented during a ceremony in Maiduguri, attended by Gov. Babagana Zulum, heads of relevant government departments and representatives from the Chinese firm.

Liu Shuai, a representative of CMEC in a statement on Sunday, said the initiative was part of the company’s corporate social responsibility and reflected its commitment to the wellbeing of local communities in Nigeria.

He recalls that on Sept. 10, Maiduguri, the Borno capital, and its environs experienced their worst flood in 30 years, resulting in many deaths, destruction of property and the displacement of hundreds of thousands of residents.

“As a central Chinese enterprise operating in the Nigerian market for many years, CMEC has consistently monitored the livelihoods of local residents and actively fulfilled its social responsibilities,” Shuai said.

He said that CMEC quickly mobilised support for its local staff right after the flood and launched a special assistance plan for local government and flood victims.

“In addition to the food supplies, CMEC will continue to increase its investments and actively participate in post-disaster reconstruction efforts to assist the government and people of Borno State in overcoming these challenges as swiftly as possible,” he said.

Gov. Babagana Zulum of Borno expressed gratitude for the support provided by CMEC, assuring that his administration would complete post-disaster reconstruction on time.

The governor also highlighted the significant role of the Maiduguri Emergency Power Plant (MEPP) project, undertaken by CMEC, in the socio-economic development of the local community.

He expressed hope for more extensive cooperation with CMEC in the future.(NAN)
