The National Personal Asset Acquisition Scheme (NAPAAS) says it has established an empowerment development fund to cater for ex-servicemen, widows and children of fallen heroes in commemoration of the 2021 Armed Forces Remembrance Day.

The chief executive officer of the scheme, Mr Aminu Bello, disclosed this while briefing newsmen at the wreath-laying ceremony  to mark the day on Friday in Abuja.

Bello said that the aim of the fund was to transform Nigeria Legion, ex-servicemen, widows and children of fallen heroes from being “cost centres” to a profit/revenue and commercial entities.

According to him, the NAPAAS Empowerment Development Fund is a fund whereby every Nigerian is expected to donate to alleviate the suffering of ex-servicemen as well as the widows and children of the fallen heroes.

“It is a fund that is set aside for as much as we can raise and people can donate both from within the country and in diaspora.

“Our appeal therefore goes to the federal government, the National Assembly, the Nigeria Legion and Ministry of Defence to assist us through these challenges.

“We are also calling on Investors both local and foreign as donor organisations to come to our support as we progress to succeed together,” he said.

Bello said that the organisation was motivated principally by the wordings in Nigeria’s National Anthem which pledged that the “labours of our heroes past shall never be in vain”, which it adopted as its slogan.

He said that NAPAAS had tried its best within its limitations to provide for and link up the ex-servicemen, widows and children of the fallen heroes with items of basic needs.

He said the organisation had so far empowered them with items such as tricycles, motorcycles on hire purchase, donations, gifts and joint venture commercial partnership in agriculture, health, housing, skill acquisition, education and transport.

Bello said that NAPAAS had distributed 5,000 bags of rice, 2,000 motorcycles and 100 tricycles to interested ex-servicemen through hire purchase/credit basis since 2016.

He added that 250,000 bags of rice, 10,000 motorcycles and 5,000 tricycle were also available for only those interested to access and also access into NAPAAS Joint Venture Commercial Partnership in housing, agriculture, transportation and health.

According to him, this project will serve as a reward to ex-military/ex-para-military pensioners of their unreserved service to their fatherland.

“The programme goes further to avail members the opportunity to become employer of labour, thereby eradicating poverty and unemployment in the country,” he said.

The Federal Government has reiterated its commitment to effectively implement all genuine government projects, policies, agreements, and contracts at both national and international levels.

Mr Boss Mustapha, Secretary to the Government of Federation (SGF), made the commitment at the commissioning and handing over ceremony of construction of hydraulics structures and road improvement works in Abuja.

The project located on Tudun Wada- Karshi Road, FCT, Abuja,  was executed by the Federal Government through the Ecological Fund Office (EFO).

Mustapha said that the implementation of the project was for the benefit of the people and would no doubt boost economic activities within the area.

According to him, the implementation of the project is keeping faith with the administration’s promise that no part of the country will suffer any neglect owing to its geographical location or political consideration.

“Let me also reiterate the present administration’s commitment to continue with the implementation of all genuine government projects, policies, agreements, and contracts at both national and international levels.

“Any project that aimed at laying a solid foundation for our quest for a virile and prosperous nation on the path of unfettered development, will be implemented,” he said.

Mustapha said that the project was in two phases and was approved by the President for third quarter in 2018, and first and second quarters 2019, respectively.

He said that the scope of the phase one consisted the construction of hydraulic structures including drains and culverts and earthworks along 13 km of the road.

He added that the phase two included the provision of surface protection on the reclaimed road as well as the construction of a new bridge beside the failed one.

“The importance of the project to the communities along the location and environs cannot be overemphasised, as it is expected to address the devastating effects of flooding along the banks of the river.

“The project was intended to check the erosion of the embankments of the Sabon Karshi bridge, restore vehicular and pedestrian movement across the river.

“It also reduce dangers to lives and properties and offers alternative route from FCT to Nasarawa State.

“I, therefore, call on the communities to see the project as theirs, jealously guard it and protect the constructed works from being tampered with,” he added.

The SGF appreciated the President, staff of EFO, as well as the contractor, Messrs Masarki Nigeria Limited for a job well done.

Dr Habiba Lawal, Permanent Secretary, EFO, said that the project was initiated through a request for an urgent intervention forwarded to the EFO by Alhaji Sani Bako III, Emir of Sabon Karshi.

Lawal said that the aim of the project was to address the continues flooding of the river bank and the erosion of the bridge embankments along the road.

She said that the commissioning and handing over the project to the community would achieve the purpose of enabling community to take over and exercise ownership over the project.

The permanent secretary thanked the SGF, FCT Minister, Alhaji Muhammad Bello, as well as Governor of Nasarawa State, Alhaji Abdullahi Sule, for actualising the project.

Speaking, Gov Sule appreciated the Federal Government for the support to ensure that the project was implemented.

Sule said that the effort had improved the economic activities of the community and ease the movement of road users in Nasarawa and FCT.

Bako, Emir of Sabon Karshi said that the road had caused a lot of havoc, adding that many people had lost their lives and properties along the road by flooding, during rainy season.

He, however, appealed to the government to help complete the remaining  road of about five kilometres.

He said that the road was the only way that linked the community to Abuja without going through Mararaba-Nyanya Road.

The consultant of the project and Project Manager of the Masarki Nigeria Ltd., Ahmed Makanju, said that the construction of the road was a huge success.

Makanju thanked the governments for all their supports in making sure that every facility needed for the construction of the road was provided.

He also thanked the entire community for their cooperation. (NAN)

Sani said although the season for politics was fast approaching, the initiative was meant for the integration of the people.

“Nobody can demonstrate our culture and potential better than ourselves and that is why we are coming together to put this type of event for the north central.

“The NCCW will be displaying the potential of our region through various means cutting across all age groups.

“It will be a rich display of culture and will help us regain our respect locally and at the international scenes,” he said.

By Ismaila Chafe

President Muhammadu Buhari has called on Nigerians especially the elite to be fair in their criticism of his administration.

Mr Femi Adesina, the president’s spokesman said Buhari made the appeal when he received in audience Rev. Yakubu Pam, the Executive Secretary of the Nigeria Christian Pilgrims Commission, at the State House, Abuja, on Thursday

The president said:  “Those criticising the administration should be fair in terms of reflecting on where we were before we came, where we are now and what resources are available to us and what we have done with the limited resources.

“We had to struggle paying debts, investing in road repairs and rebuilding, to revamp the rail and try to get power.

“This is what I hope the elite, when they want to criticise will use to compare notes.”

On the security situation especially in the Northeast, the president remarked: “What was the situation when we came? Try and ask people from Borno or from Adamawa for that matter and Yobe.

“What was the condition before we came and what is the condition now? Still, there are problems in Borno and Yobe, there are occasional Boko Haram problems,  but they know the difference  because a lot of them moved out of their states and moved to Kaduna, Kano and here (in Abuja).

“We were not spared of the attacks at the time. The government is doing its best and I hope that eventually, our best will be good enough.”

Buhari also assured that the welfare of Internally Displaced Persons was paramount on the agenda of government.

“The people in IDP camps, the weak, aged, I feel sorry for the young because this is the time they are supposed to get education.

“We must not allow this time to pass because it will never be regained. So we are really interested in what is happening there and we are doing our best,” the president said.

He commended the Executive Secretary on his activities on peace building around the country in spite of his short time in the saddle and assured him of the listening ear of the government whenever he had contributions to make.

Earlier in his remarks, Pam had intimated the president with some of the activities of the Commission since he was appointed in July 2020.

According to him, such activities include; organisation of Peace Summit on Southern Kaduna as well as  peace building efforts in Plateau, Benue, Taraba and Nasarawa States.

He added that the commission had proposed to host Christian religious leaders in a summit to help douse pressures within the polity, among other plans lined up. (NAN)

Kogi earmarks N3bn for Nigeria CARES implementation

By Friday Idachaba

The Kogi Government has set aside over N3 billion to expand access to livelihood support and food security for the poor and vulnerable.

Gov. Yahaya Bello donated the money under the Nigeria COVID-19 Action Recovery and Economic Stimulus – Program for Results (Nigeria CARES).

He announced the donation, while declaring open a one-day key stakeholders’ sensitisation and training programme on Kogi Government version of NG CARES Programme for Results on Thursday.

Represented by Dr Folashade Ayoade-Arike, Secretary to State Government (SSG), Bello said the programme was divided into three areas including Basic Social Cash Transfer under Social Safety Network Program; FADAMA and SMEs.

He gave an assurance that the release of the earmarked N3 billion for the programme had been captured in the 2021 budget.

“In Kogi, we do not believe in bureaucratic bottlenecks. We will make sure releases are made without undue bureaucracy,’’ the governor said.

Asiru Idris, the state Commissioner of Finance, Budget and Economic Planning said KG CARES Programme for Results was aimed at mitigating the effects of COVID-19 on the people and businesses in the state.

“As we know, Kogi State has no evidence of COVID-19. However, COVID-19-induced effects are very much with us, which have reduced our revenue  and escalated inflation, thereby putting needless pressures on our people.

“In early 2020, the world started to witness huge disruptions over COVID-19 related issues. COVID forced lockdowns and restrictions across the globe and across sectors, which almost sniffed life out of humanity.

“Expectedly, this led to inability of businesses to cover their recurrent costs, leading to upsurge in unemployment, inflation, poverty and other disturbing social and economic indices,’’ the commissioner said.

Dr Abdulkarim Obaje, National Coordinator, Federal Project Support Unit (FPSU) of Community and Social Development Project (CSDP) of the World Bank, commended the Federal and State Governments as well as the World Bank for rising to the challenge.

Obaje who was represented by Mr Niyi Oduneye, noted that the second wave of the pandemic was more virulent and more dangerous than the first one.

Mrs Deborah Ogunmola, the state Head of Service (HOS), said COVID-19 had affected over 200 countries, territories and areas in the world; destroying their economy, food security and livelihood.

She said that the pandemic also negatively impacted on livelihoods resulting in loss of wage/income, non-wage income in form of diaspora remittances, food insecurity as well as impact on household/micro enterprises.

Malam Momoh Dauda, General Manager, Kogi State Community and Social Development Agency (KGCSDA), said the implementing agency of the programme was an initiative of the World Bank to assuage the effects of the COVID-19 pandemic on livelihood.

“The World Bank is trying to assist in Nigeria and is giving a loan of about 170 million dollars to all the states.

“Each state will be entitled to 20 million dollars while FCT will have 50 million dollars to address the effects of the COVID-19,’’ Dauda said. (NAN)
